periodontal disease, which in turn can increase blood sugar and diabetic complications. People with diabetes are more likely to have periodontal disease than people without diabetes, probably because people with diabetes are more susceptible to contracting infections. In fact, periodontal disease is often considered a complication of diabetes. Those people who don't have their diabetes under control are especially at risk. Research has suggested that the relationship between diabetes and periodontal disease goes both ways - periodontal disease may make it more difficult for people who have diabetes to control their blood sugar. Severe periodontal disease can increase blood sugar, contributing to increased periods of time when the body functions with a high blood sugar. This puts people with diabetes at increased risk for diabetic complications. STROKE Additional studies have also pointed to a relationship between periodontal disease and stroke. In one study that looked at the causal relationship of oral infection as a risk factor for stroke, people diagnosed with acute cerebrovascular ischemia were found more likely to have an oral infection when compared to those in the control group. They are familiar with the latest techniques for diagnosing and treating periodontal disease, and are also trained in performing cosmetic periodontal procedures. Periodontists often treat more problematic periodontal cases, such as those with severe gum disease or a complex medical history. Periodontists offer a wide range of treatments, such as scaling and root planing (in which the infected surface of the root is cleaned) or root surface debridement (in which damaged tissue is removed). During the first visit, the periodontist usually reviews the patient’s complete medical and dental histories. It is extremely important for the periodontist to know if any medications are being taken or if the patient is being treated for any condition that can affect periodontal care, such as heart disease, diabetes, or pregnancy. The periodontist examines the gums, checks to see if there is any gum line recession, assesses how the teeth fit together when biting, and checks the teeth to see if any are loose. The periodontist will also take a small measuring instrument called a probe and place it between the teeth and gums to determine the depth of those spaces, known as periodontal pockets; this helps the periodontist assess the health of the gums. Xrays may also be taken to observe the health of the bone below the gum line.

This Friday night's game will surpass that - by a long shot. The biggest event that this school has ever watched - and remember - they were state boys' basketball champions in the past - will take place this Friday night. It will be a night, win or lose, that fans will talk about for decades to come. "Never has there been a matchup held here in Hallandale Beach that actually pitted two No. 1 teams in the state of Florida," said Dana Wiley of Prep Films. "While St. Thomas has won numerous state and even national titles, Hallandale has never run in those circles. Not in football!" This event was made possible when Hallandale began to pick things up on the football field and attracted top-flight prospects. That is something that coaches had worked hard on accomplishing for several years. "This has now spilled over into the community," said Hallandale Beach Vice Mayor Bill Julian, who has promoted the success of the Chargers through the years. "These young men are taking this program to places it has never gone before." To even be in this position on Friday night - where the unbeaten Chargers come in as 17-point underdogs - you have to trace all the sacrifices this school had made to turn things around in the classroom, too. But any way you slice it, Friday night belongs to every football player, student, teacher and administrator who never had the chance to be in bask in this kind of spotlight. Perhaps the person who really needs to get the credit is Jones. The former running back who became an assistant coach, coordinator and then head coach at his very own alma mater What Jones has done at this school is amazing when Hallandale High's is set up not to win on the football field. Even the PAL football program, which worlds hard to attract players, has not provided the talent needed to become one of the best in the state. Jones has made it a point to get kids who wanted to play and make a difference. While the players may come from Carver Ranches and southern Hollywood - and perhaps not Foster Road or the areas that surround the school. "You can see the difference in the attitudes of these young men," said Jones, who is the all-time winningest coach at the school. "Because I grew up here, I know where the talent is - and what players will come and work hard to get better." Because of the reputation that Hallandale has had recently, there are big time prospects who have graced the campus over the past five years heading to such prestigious schools as LSU, Florida, FSU and Georgia to name a few. This year, the deck is loaded with prospects that are in the mix to go to such elite programs as Miami, Utah, Virginia and a number of other schools. "Things have definitely changed around this program," Jones said. "While we have worked very hard to get to that next level, this is where we told this team where they would be if they invested time." While St. Thomas has always been at the top of the high school football mountain, Friday night will be new to the Chargers, but this is not the first big game they have played. Last year alone, there were marquee contests against Central, Miami Northwestern - and huge home district match ups against Boynton Beach and Coconut Creek, with NFL championship-winning coach Pete Carroll on hand to watch. "The focus for us is taking one game at a time," Jones said. "Friday's game is huge, but our district will be the only thing that gets us to Orlando (state championships) and not a single win over St. Thomas - which is always a positive." Well, the stage is set, tickets will be scarce, but the Hallandale Chargers finally get the chance to be in a positive spotlight - and you can guarantee that everyone will be watching!

CRA Board of Directors focus on positive projects By Mayor Joy Cooper HALLANDALE BEACH - This past Monday, the Hallandale Beach CRA Board of Directors held its monthly meeting. The CRA has been focused on many projects. OB Johnson Park is under construction and is moving ahead. The city partnered with the CRA by funding $1.0 million to start construction this money, will be repaid back to the city. This was one of the reasons that the city budget grew this year. As I have explained the city budget is complex and includes all funds and capital projects. The Main Fire Station plans are also moving ahead, I received a call concerning the location of the station. It will be built at 2nd and Foster on land that was acquired though the CRA purchases. The land was purchased by the CRA in a land bank. The city in turn purchased the lots from the CRA. Funding for this city project was budgeted over the course of two years through the annual budget and the rest of development and construction costs are being paid for through a revenue bond from our Fire Fee. The new station is projected to be completed in the fall of 2016. The other main goal of the CRA, is to develop home ownership by broadening housing opportunities for all incomes particularly for low to moderate incomes within the CRA. Last year, in partnership with Stuart and Shelby Construction, we built and delivered 8 single family homes. This past Monday, we were updated on Phase 2 of our affordable housing project.

This phase rather than granting all eleven lots to one team, we partnered with 4 agencies Stuart and Shelby, Emerald Construction, Broward Alliance Neighborhood Development (BAND) and Total Solutions. BAND was granted two sites and is in the process of acquiring the building permits for two: 3 Bed/2 Bath homes. Emerald is waiting on building permits on three: 3 Bed/2 Bath units. Stuart and Shelby is under construction for three: 3 Bed/2 Bath units. Total was granted 3 lots, but to date has only been able to move on one of the units. Staff recommended awarding the two lots to S&S. Each firm has a slightly different construction methodology when it comes to community benefit (CBP). CBP is a model that has been created and embraced by our board and commission that requires all construction projects to include local vendors and/or local jobs as a percentage of the construction. The percent of CBP in these projects ranged from 11% to 90%. The only firm with a track record for our housing project is Stuart and Shelby. Their experience proved to be difficult in not being able to meet their original project of 40%, CBP in the first round, the second round then went to 11% without adversely impacting the construction coast and created the need to adjust the CBP to only 11%. They are well on the way to reach this milestone. For the other firms, it is too early to tell if they can reach their goal. The CRA board had a robust debate about

CBP and the award of projects to firms that cannot make their goal. It is not a new debate, but one that is very complex. In this case, the requirement can increase construction costs. The costs impact the affordability of the units, which in turn, requires more of a down payment or increase in assistance, it is somewhat of a catch twenty two. Staff still recommended that the two lots be awarded to Total Construction Solutions and be transferred to Stuart and Shelby, so the units could be built without delay. Since they did not make their goal in the first round and reduced the CBP to 11%, the CRA Board reviewed the issue to hold and award them at a later date and award them to the other in the bid or simply grant the lots directly. In order to reach a compromise, I suggested that they increase the CBP to 15 %. The owner of S&S actually offered 20%. It turned out to be a win/win as of now, so we can construct all of the lots which will increase CRA revenues. The CRA budget included an approval to construction costs to relocate the CRA offices to more space at City Hall. The CRA has be very successful and the office space is very limited for clients and other partners. On Monday, we approved an item for architectural design. The item passed on a 3-2 vote. The 2 no votes were upset that a clerical error was made in posting the staff report online. The clerk posted a report on another item on the consent agenda,

but all of the supporting documents were correct. The staff reposted the correct staff report on the day of the meeting. As a note it was under consent. Consent items are typically day to day operational items. For example, approval of pre-approved budget items, additional funding needs over the City Managers authority, grants and equipment purchases. The board was fully aware of the item and residents' did have access to the correct item if they had concerns. Most importantly, deferring the item that would have delayed construction of this much needed office space to accommodate our residents. The most important and exciting item was on the proposed medical center on Dixie Highway. The CRA over a year ago, received an unsolicited bid on land that the CRA owned. The plan was to develop a commercial building that included 9,000 square feet of medial offices with other commercial units. The firm brought forward a design and a plan that was embraced by the board. The firm then went to work on financing, they were unable to meet the milestone of financing. A new partner was brought on as part of the team, due to this material change in ownership, staff brought forward a termination

item that passed 5-0. The next item was an approval of the new concept and team. The basic development agreement remained the same but with different financing, Franklin Financial developer and a new partnership with CHI, Community Health of South Florida, Inc. CHI is a non-profit health care organization providing affordable quality primary and behavioral health care services to residents of the rapidly growing areas of South Florida. CHI operates 11 state-of-the-art primary care centers and 31 school-based programs. All centers offer quality, comprehensive, primary and behavioral health care. CHI offers a "one-stop-shop" model where the organization and delivery of quality services are seamless, affordable, accessible and culturally sensitive. The beauty of the new partnership is that they want the whole building, not just part with a 15 lease renewal option. Staff worked with the new DA and actually requested that the Medical Center switch locations to another parcel that was more suitable along Dixie, directly adjacent from the new fire station. The switch will also allow for design changes to Foster Gateway, staff fully supported the item, but still needed information to execute the DA.

The BOD had a lengthy, contentious debate on the item since the DA was not fully complete. There was some missing information that included the lease commitment from CHI, this was forth coming since they were having their meeting the following day in anticipation of our approval. The other, was the construction, financial timelines and commitments as requested by our economic analyst, there was a motion to table that was defeated by a 3-2 vote. The majority of the board supported the plan and was confident that after hearing from our staff and most importantly, our City Attorney that the information requested, while needed, would not change the DA. Overactive bladder (OAB), also known as overactive bladder syndrome, is a condition where there is a frequent feeling of needing to void to a degree that it negatively affects a person's quality of life. The frequent need to urinate may occur during the day, at night, or both. Frequent urination at night is called nocturia. When there is loss of bladder control associated with a strong and compelling urge to urinate it is known as urge incontinence OAB wet. Other patients only have urinary urgency and frequency but do not experience leakage (OAB dry). More than 40% of patients with overactive bladder have incontinence. The condition is chronic. Therefore, most patients have this problem for the remaining of their life. MILD ELECTRICAL PULSES CAN HELP BLADDER CONTROL If you suffer from any of the symptoms of overactive bladder, you’re not alone. It is

estimated that more than 33 million Americans suffer from OAB. If you are not responding to the oral medications (antimuscarinics) or having side effects from them sacral neurostimulation (Interstim) may be an option to help you regain bladder control. HOW IS INTERSTIM UNIQUE? The uniqueness of Interstim is that it offers a trial period before the device is implanted. The trial assessment takes 3 to 7 days and lets you try neurostimulation to see if it is right for you without making a long-term commitment. Dr Gousse will help you determine whether neurostimulation is right for you. The treatment is designed to minimize the symptoms of overactive bladder. HOW DOES IT WORK? The exact mechanism by which Interstim works is not known. The first stage of the procedure (called peripheral sacral nerve evaluation (PNE) may be performed in the office or the operating room, depending

on the case. Dr Gousse will numb a small skin area and insert a thin, flexible wire around your sacral nerves (near your tailbone). During the PNE, you will be awake in order the guide proper placement. You will be asked where you feel the nerve stimulation in your body. Dr Gousse will also note some muscle contractions in your body to guide proper placement. Typically, you will be in the prone position (lying on your stomach). This position allows access to the tail bone and anal area. Once proper placement is confirmed, the electrical wire is taped to your skin and connected to a small external stimulator (resembling a large beeper) which you’ll wear on your waistband. The external stimulator sends mild electrical pulses through the wire to a sacral nerve. Electrical shock or severe nerve damage associated with the therapy has virtually never been reported. The stimulation may help improve your bladder function or get it working the

way it’s supposed to. During the trial assessment, you can continue many of your daily activities with caution. You can usually continue to work throughout your trial assessment if your job doesn’t require strenuous movement. You’ll be asked to document your urinary symptoms which led to the implant. If your symptoms are significantly reduced or eliminated during the trial, you and Dr Gousse can discuss longterm neurostimulation therapy. Dr Gousse or nurse will give you information about operating the test stimulator. He or she will also tell you about any precautions or activity restrictions related to the trial assessment. Long-term sacral nerve stimulation therapy involves placement of an implantable pulse generator-battery (the size of a stop watch) under the fatty tissues of the upper buttock area. Typically this step (step 2, battery implant), done only after the trial test (step 1) is shown to be successful, is performed

in the operating room under local or general anesthesia. The half life of the battery varies according to usage and type and may last 3 to 8 years. Once the entire system is in place, there

are no visible wires or batteries outside of the body. One can regain a normal life without limitations. A few patients may experience discomfort at the battery implant site.

Making leftovers can be fun and very tasty • From turkey to ham, chicken and roast beef, dishes are better the second night ring, until softened, about 3 minutes. Add chorizo and cook until lightly browned, about 2 minutes. Stir in rice, broth, tomatoes and 1/2 tsp. salt. Bring to a boil, add chicken, cover, reduce heat to low and cook until rice is tender and chicken is cooked through, 10 to 12 minutes. 3. Remove from heat, stir in peas, cover and let stand until peas are heated through, about 5 minutes.

Add the drained chickpeas and chopped tomatoes. Stir. Add the pepper, turmeric, ginger, cinnamon and the lemon juice (but not the salt). Add the stock and a ½ teaspoon of salt. Bring to the boil and then simmer for about 20 to 30 minutes, until the liquid has reduced but not dried out completely. Top up with more liquid if necessary. About 10 minutes before the end, add the chopped coriander and parsley, 1 teaspoon of dried mint, paprika and cayenne.
