18,500 Dinagat residents victimized by pyramiding scam – NBI SURIGAO CITY -- At least 18,500 people have fallen victim to a pyramiding scam in Dinagat Island, according to National Bureau of Investigation (NBI)-13. NBI-Caraga Regional Director Mario F. Sison told MindaNews that cases have been filed against 14 officers of the group Dinagat Island Padayon Pagkaon Association, Inc., (DIPPAI), including its chairman, Jaime Segubre. Problem is, Segubre and

company can no longer be located, the NBI official said. Sison said thousands of people in Dinagat have deposited huge amounts of money because of the thought that they could get double or triple in interest. Every member of this group, he said, are obliged to pay at least P310 as membership fee and for the passbook. Furthermore, members were told to make huge deposits, Sison added.

Gabriel C. Falcon Jr., special investigator III of NBI-Caraga, said many people have been fooled by this group. “A lot of poor people even sold their carabaos just so they can invest because they believed that they can get bigger money in return in a span of just a few days. But as it turned out, they were scammed,” he lamented. Falcon said some victims have invested at least P800,000.

One victim who requested not to be named told MindaNews that he has deposited P30,000 in January this year but until now he never got the money back. Twister uproots house ZAMBOANGA City––A family of three was lucky to escape unscathed when a “moderate” twister uprooted their house and partially destroyed another early Thursday in this city. The twister hit a small community in Sitio Mulumuluan, Barangay Mercedes shortly before 1 a.m. amid heavy rains coupled with roaring thunder and lightning. GENERAL Santos City–– After hearing complaints of travel delays and the high cost of penalties, the Regional Development Council (RDC) of Region 12 is pushing for the review and amendment of the speed limit ordinances of local government units (LGUs) in the area to ensure that they are aligned with existing national regulations and laws. Alfredo Bronx Hebrona Jr., chair of the RDC-12’s Infrastructure and Utilities Development Committee (InfraCom), said such move was a result of a recent special consultative meeting called by the committee to address concerns regarding the implementation of speed limit ordinances in the region. He said they specifically hosted the meeting to look into various complaints raised by concerned sectors on speed limit ordinances of Tupi and Polomolok towns in South Cotabato. AVA O C i t y – Crimes committed in the city for the third quarter this year reached 5,166 cases, which is a drastic increase from the same period last year. But the Davao City Police Office (DCPO) said their crime solution had been efficient as they solved 53 % or 2,034 of these cases, as compared to last year’s crime solution efficiency of 34.85%. These figures were presented during a courtesy call to the City Council session on Tuesday by DCPO director Senior Superintendent Vicente Danao. He also revealed that the city’s crime volume increased by 15% in the third quarter covering July to September compared to the second quarter from April to June which recorded 4,354 cases. Danao told the City Council that the increase

in crime incidents can be attributed to the start of the “Ber” months, referring to the period leading to Christmas season. The DCPO recorded index crimes or violations against persons and properties in the third quarter went up to 2,255 cases, a 52% from the same period last year which recorded 1,078 cases. Index crimes are those classified as violations against persons and properties such as theft, robbery, physical injuries or murder. Most number of cases under the index crimes are theft with 925 cases, physical injuries (826), and robbery (336). Danao said most cases of index crimes were recorded in business areas along the vicinity in San Pedro Street and Santa Ana Avenue. Non-index crimes in the same quarter recorded a sharp 67% increase from last year, from 956 in 2013

up 2,911 in this year’s third quarter. Non-index crimes are violations of special laws against illegal drugs, violence against women and children, and others. The DCPO said they had arrested 175 persons in 63 operations related to non-index crimes. Arrests of suspected drug pushers totaled 262 in 181 operations. Danao estimated that minors or children in conflict with the law (CICL) were accounted at most 15% of the cases. But he said that the police would follow the orientation of “rescuing” CICL and bring them to the custody of the City Social Service Department Office for rehabilitation and coordination with the minors’ families. In the regular PNP/ AFP Press Corps forum on Wednesday, Danao said it would be “impossible for a city like Davao to achieve a zero-crime rate”, but stressed the police force is doing its efforts to stop crime. He cited the effective crime solving rate to efforts from the police force such as more visibility and 24-7 patrol. Danao also said the DCPO has communicated regularly with barangay auxiliaries to help in policing barangays. “I gave them simple reminders, and I encourage everyone to be conscious on crime prevention. This is everybody’s business,” he said.

According to Gamo, the firm is looking at planting one million trees within 10 years, with around 70,000 seedlings already transported to the area. Gamo said a forester is in the area almost full time to monitor the progress of any seedlings that would be planted to see if the project is sustainable. “The carbon sink management plan also has a livelihood component for us to see the immediate impact of the tree planting, not just for the nearby communities but also for the entire Davao City,” Gamo said. He added that the trees to be planted in the area, such as cash crops like coffee and cacao as well as other crops like bamboo, would also help the residents improve their livelihood. Gamo was in the city during the kick-off of construction of an existing tribal hall maintained by the Matigsalog Council of Elders in Marilog, Davao City (MACOEMADACI)

in Marilog proper. The council of elders comprises Matigsalog organizations in 24 sitios within Marilog. According to Jas on Magnaye, TSI corporate social responsibility manager, the capacity building component of the project would ensure the survivability of the trees being planted in the area since 2013. “We have been training the indigenous people about more sustainable uses for the trees, so that they would not have to cut these down for firewood or to sell as charcoal,” he said. So far, around 50 farmers have become beneficiaries of the partnership, which aims to have each partner plant 2,000 seedlings in two hectares of land. He said the company has allotted P3.2 million since last year for the purchase of seedlings and the conduct of trainings. “With this program, you don’t just plant. It takes time to train the stakeholders, so it’s going to be capacity building for the first six months of the program until they can set up on their own,” he said. (MindaNews)

Some members of the United Church of Christ in the Philippines (UCCP) in Pikit, North Cotabato peacefully gathered for their regular mid-week prayer meeting Wednesday night when one of two motorcycle riding men fired from a launcher, an M203 grenade, toward the church. Two innocent civilians were killed instantly, while three others were wounded. If this is not stupidity in the highest order, pray tell me what it is. When innocent church people gather to pray and some of them end up killed and the others wounded for no valid or good reason

Personal grudge eyed in murder of two Swiss men By CRIS DIAZ, Executive Editor

CAGAYAN de Oro City––Police are eyeing “personal grudge” as the possible motive of the killing of two Swiss nationals in a resort in Misamis Oriental last Sunday.

The investigators are looking at the angle of personal grudge as some identified close friends of the Swiss nationals, including the Filipina wife and a business associate, have been included in the list of the suspects. Robert Erick Loeber, 68 and Balthasar Johan Erni, 78, sustained fatal gunshot wounds to the head and died on the spot at the B. Yasay Beach Resort in the town of Opol, Misamis Oriental Sunday afternoon. Investigators have ruled out robbery as the motive of the shooting since the personal belongings of the victims remain intact. Two witnesses told the police that the assailant approached the victims and shot them at close range before walking calmly out of the resort’s gate where a taxi cab was reportedly waiting. Police said they already invited the driver of the taxi cab for questioning. The police, however, did not disclose the statement of the driver. Teresita Vertudazo Erni, the wife of Balthasar, said her husband has told her that he has been receiving death threats. She did not elaborate. When told that the police has tagged her as one of the suspects, Teresita said that she is six month pregnant and Erni is the father of the baby. “How could I become a suspect?” Teresita asked. She said that she was married to Erni after she has a divorced with Loeber who now have a relationship with her niece. The police said that the two Swiss nationals and Teresita are all living in a house in an upscale Xavier Estate Subdivision in Carman, Cagayan De Oro City. Investigators said that the remains of the Swiss nationals would be flown back to their home town in Switzerland.

CAGAYAN de Oro City--A local legislator has filed House Bill No. 1535 in Congress to compel the Supreme Court to immediately establish the “Shari’ah” appellate court in the Autonomous Region in Muslim Mindanao (ARMM). Rep. Rufus Rodriguez, of Cagayan De Oro City’s 2nd

District, said on Wednesday that the establishment of the “Shari’ah” court in ARMM is mandated under Republic Act 9054 or the amended organic act for the ARMM in Mindanao. He said that the same l aw prov ides t hat t he Shari’ah Appellate Court shall be composed of one presiding justice and two associate justices; In 2010, the Supreme

Court of the Philippines ruled that until the Shari’ah Appellate Court was organized, a special division of the Court of Appeals, preferably composed of Muslim justices, shall hear appeals of the decisions of the Shari’ah district courts, Rodriguez said. He said that until at present, the Shari’ah Appellate Court has yet to be established even if it is

mandated under Republic Act No. 9054; Rodriguez said that there is a need to immediately establish the Shari’ah Appellate Court in order to effectively enforce the Muslim legal system in our countr y, especially considering that it is a legal system with its own civil, criminal, commercial, political, international and religious laws.

She said some barangays were affected by flooding, fire incidents and other calamities but lamented that no financial assistance was given to affected residents. The lady councilor recalled that the City Council has not enacted needed legislations declaring portions of the city as a calamity area for purposes of financial assistance to the victims. SurSur DPWH offices assure of having no problems on contractors TANDAG City – The Department of Public Works and Highways (DPWH) First and Second Engineering District Offices in Surigao del Sur assured that there are no so-called “slowpokes” in their roster of contractors. Asst. District Engr. Ruel Bantogan and District Engr. Eulogio Milla, respectively, of the First and Second Engineering District Offices said that implementation of projects in their areas of concern are still in accordance with the set time frame that will not undermine the accomplishment and target completion dates of projects. However, Milla admitted that in his district, negative slippages have been noted but not to the point that “contractors can no longer catch up with the work schedule,” citing that slippages seen are “less than 10 percent.” Projects of “more than

10 percent of slippages” normally get hard to beat the time limit, he explained. If indeed the grenade launching incident targeting members of the UCCP in Pikit was carried out by new recruits of any terrorist groups as part of their graduation rites, why hit an innocent group? Why not target their perceived enemy who could retaliate to whatever terroristic act they may inflict on them. For doing what they did, they only succeeded in exposing their cowardice. Only cowards would inflict harm on innocent civilians, church people at that, in this case, because they don’t have the capacity to reciprocate the terrorist group’s dastardly act. May I suggest that terrorist groups, such as the one who cowardly fired a

grenade at a group of innocent and peace loving UCCP members in Pikit, reconsider their strategy by targeting criminal syndicates? If they do this, they will surely win the heart of the civilian populace. Or if they consider the State’s apparatus for legalized violence as their enemy, why not engage them in an armed battle instead of simply firing their grenades against hapless civilians? If they will do this, at least they will meet their match and thus be able to really test their resolve to carry out their terroristic objectives. What they did could be likened to Manny Pacquiao, the revered boxing icon, picking a fight among teenagers who don’t even know how to throw a punch. If they want to prove their worth as terrorists, they should target those who have the capacity to fight back such as criminal syndicates, groups that are in the illegal drug trade, well-known smugglers. In targeting these groups they would be able to put to test the efficacy of what they learned from their mentors. In the process of doing this, they get the approval and perhaps support of the civilian populace for their cause. In doing what they did to the UCCP members in Pikit, they just alienated themselves even more from the civilian populace, thus making their cowardly act a stupid move. Guys, if you want to prove you have become real fighters, prove it by picking an enemy who has the capacity to fight back. tions.” But trucks and buses are required to go slower at 50kph. On city and municipal streets “with light traffic,” speed limit is 30 kph, unless it’s a “through street” or boulevards with no traffic or no blind corners, then limit is 40 kph. But in crowded streets, speed limit is 20 kph. Hebrona said both ordinances, as noted by the two LGUs, were meant to prevent and reduce the number of road accidents due to reckless driving and over speeding. But while many were relieved over the significant decrease in the number of road accidents in the areas covered by the speed limit ordinances, he said some have complained over travel delays and the high cost of penalties. “These mixed reactions prompted us to call for a consultative meeting on the matter,” Hebrona said. During the meeting, he said they found out that the local governments of Tupi and Polomolok have been imposing higher penalties when compared to the provisions of RA 4136. LUISTRO, FSC providing priority to the Indigenous People to take front seat in the Philippine Education’. Such Memorandum Circular is propped up by Republic Act 8371 otherwise known

as the Indigenous Peoples Rights’ Act of 1997 or the IPRA Law. Since the issuance of the said MC in 2010, identified schools within the Indigenous People area circumspectly considered to include the Indigenous People (IP) in the preparation of the COMMUNITY EDUCATION IMPROVEMENT PLAN (CEIP) for the current year. Hopefully, this embraces the beliefs, traditions, practices and other aspects of local culture to be integrated with the curriculum applicable in a particular school. For the Division of Bukidnon, the Depart-

ment of Education should base its amalgamation to the 7 TRIBES predominantly the Tala-andig, Bukidnon, Higa-onon, Umayamnon, Matigsalog, Tigwahanon and the Manobo populace. AMBOANGA City – The Department of Trade and Industry (DTI) has set a target of P50 million in total sales to be generated in the four-day Zamboanga Peninsula Trade Exposition (Zampex) 2014 in this city. Dr. Sitti Amina Jain, OIC regional director of DTI-9, made the announcement during Wednesday’s opening of Zampex 2014. The fair seeks to promote the best products of the Micro-Small and Medium Enterprises (MSMEs) in the region and link them to prospective buyers to generate sales. Jain said they have invited 10 institutional buyers from Manila. Seven of the 10 are already here while the rest are expected to arrive anytime. Jain said the four-day event, which ends on Saturday, Oct. 11, also intends to highlight the huge opportunities the region can offer and achieve recognition

as a lucrative investment destination. “The amount of sales is just among the quantitative indicators of the success of Zampex. What we hope to achieve more is the recognition of the region as a lucrative investment destination,” Jain said. There are 96 exhibitors participating in the Zampex 2014 which Jain said are predominantly process food products with 46 exhibitors. A total of 87 of the 96 exhibitors are from Region IX. The MORESCO-1 workforce extends its joy and pride, being part of the TREEVOLUTION activity last September 26, 2014 (Patag, Opol and Lubilan, Naawan, Misamis Oriental), that the Philippines indeed achieved the target of setting a new world record for the most trees planted in an hour, with 3.2 million seedlings as part of a national forestation program. Accordingly, the official certification from Guinness World Records has not been given yet, but government officials are confident that the Philippines broke the old record of 1.9 million trees planted in India on August 15, 2011. The most important achievement, however, is our contribution to Mindanao’s target of 690,815 hectares planted by 2016 (30% land cover); at the same time instill environmental awareness and promote proactive participation to help on our forests’ recovery.

Touching base with partner local government units, training institutions and industry associations in the promotion of technical vocational (tech-voc) education, Secretary Joel Villanueva vowed to bring more scholarships, greater training opportunities and a bit of entertainment with skills demonstration and basketball exhibition games featuring tech-voc graduates. Aggie dept pushes for fully integrated food supply chain

ood production in commercial scale, coupled with value adding, is the way to go if small-scale scale producers are to shift from subsistence to competitive farming. And the Department of Agriculture does it part by providing them access to an integrated food supply chain and other needed support such as improved infrastructure to make them more productive and competitive, Agriculture Secretary Proceso Alcala said on Friday. Speaking at the Asenso Partners Farmers’ Congress organized by the Soro-Soro Ibaba Development Cooperative (SIDC) in Pili,

Camarines Sur, Alcala said DA is aggressively undertaking the establishment of trading hubs in key food producing regions across the country to facilitate trade and investments. Called Agri-Pinoy Trading Centers (APTC), these hubs will directly link food producers to bigger markets within or beyond the region, assuring them of better prices in exchange for their hardwork and sacrifices. For consumers, it means a more stable and affordable supply of basic food items such as vegetables, fruits, fish and meat. “Ito po ang pangarap ng Kagawaran ng Pagsasaka:

APTC — which Alcala personally visited a day earlier – will be linked up to the Urdaneta APTC for lowland vegetables and the Dagupan fishery center for bangus and other marine products. The provision of needed infrastructure is just a component of the plan. Alcala said DA takes a holistic approach to this program, taking into account the technological and social requisites of the desired progress – from the farmer’s field, to the processing facilities, to the consumer. Farmer- and fisherfolkbeneficiaries are being trained on site-specific production technologies

anchored on globally accepted quality and safety benchmarks, and taught to practice sustainable agricultural systems such as integrated pest management and organic farming to reduce costs while protecting the environment. They are likewise encouraged to increase and diversify production and to engage in value-adding activities to maximize their profits. “We want small-scale farmers and fishers to become prosperous rural entrepreneurs,” he said in previous interviews. “This is the key to sustainable food security and inclusive

economic growth,” he added. DA is set to launch this year seven trading and processing hubs nationwide, built in tandem with local government units and farmers’ and fisherfolk’s organizations. These include the P28-million corn trading and processing center that DA recently opened in Barangay Talumpang in Tayabas, Quezon. The Department of Agrarian Reform (DAR) has issued new rules and procedures governing cancellation of registered emancipation patents (EPs), certificates of land ownership awards (CLOAs), and other titles issued under the agrarian

reform program through Administrative Order No. 07, Series of 2014. Secretary Virgilio R. de los Reyes said this amendatory Administrative Order is accordingly issued to highlight the indefeasibility of the EPs, CLOAs, and other titles distributed under agrarian reform, emphasize due process in the cancellation proceedings, streamline the cancellation process before the DAR Secretary, protect the interest of the farmer beneficiaries, and improve the access to justice of farmers before the DAR. De los Reyes said the

new administrative order applies to all cases involving involuntary cancellation of individually registered EPs, CLOAs, and other titles issued by the DAR under any agrarian reform program. He cited among others the following grounds for the cancellation of EPs, CLOAs, and other titles issued, such as retention area of the landowner; landholding is excluded or exempted from coverage of CARP, P.D. No. 27, or any other agrarian reform laws; defective or irregular Notices of Coverage (NOCs); the landholding falls under the exclusive

authority of the Department of Environment and Natural Resources (DENR) or the National Commission on Indigenous People (NCIP). Also, erroneously-issued titles; nullification of DAR Clearance; misuse or diversion of financial and support services extended to ARBs; misuse of the land; material misrepresentation of the ARB’s basic qualifications; premature conversion by the ARB; Also sale, transfer, lease, or any other form of conveyance by a beneficiary of the right of ownership, right to use, or any other usufructuary right over the

land; deliberate and absolute non-payment of three (3) consecutive amortizations in case of voluntary land transfer/direct payment scheme; deliberate and absolute failure of the ARB to pay at least three (3) annual amortizations to the Land Bank of the Philippines (LBP); willful and deliberate neglect or abandonment of the awarded land; or Acts and circumstances analogous to the foregoing. THE city of Cagayan de Oro remembered with fondness and honor what many consider as the city hero, Mayor Justiniano Borja, during his 50th death anniversary last October 3, 2014. During the time, the second and third level of the JR Borja General Hospital East Wing was also inaugurated. Court of Appeals Justice Romulo Borja, the mayor’s son, led the commemoration together with Mayor Oscar Moreno. During the activity, the younger Borja appreciated Moreno’s efforts in transforming the then dilapidated hospital to a high standard medical facility that it is today. He even commended Moreno to the extent of likening him to his father. “I am inspired by what you are doing. There is now vivacity at the hospital. I see a lot of life,” Borja said. Justiniano Borja was born on July 6, 1912 to Judge Candelario Borja and Consuelo Dancel-Borja. After passing the bar, he married Dulce Valdehuesa

at the onset of World War II. In 1953, then President Ramon Magsaysay appointed him mayor. This became the turnaround in his life as constituents in Cagayan de Oro took notice of his governance style. By sheer political will, he persisted constructing a market in what was then cogon land. This became what is now the Cogon public market. The then public market in Divisoria was converted into six mini-parks. This is now the Divisoria of today, dividing the RN Abejuela and Tirso Neri streets. Borj was also instrumental in constructing the Amphitheater which was the site of Miss Cagayan de Oro pageants during the time. He waged an anti-corruption war at City Hall, cracking down on erring employees. He also ordered police officers to not hesitate arresting rich scions as long as they violated the law. In short, he had political will. Borja died in office on October 3, 1964 while on a trip in Manila.

In my years of counselling and life coaching, there is one root cause to most of the unresolved conflicts I’ve encountered. Care to ask? Maybe, your guess is as good as mine. PRIDE! With pride; nobody wins in a battle; both parties will come out hurt and wounded. PRIDE will not make the RELATIONSHIP SURVIVE. THE VOICE OF PRIDE I had a personal experience; I was hurt by the one I loved most, and that is my loving wife. Iba yung sakit na mararamdaman kung nanggaling sa mahal mo sa buhay. Expected na siya kapag galing sa iba; pero kapag galing sa mahal mo sa buhay iba ang dating. Di ba may bumubulong sa isipan mo, bakit ako magso-sorry? “She started this! It’s her fault, not mine!” “Siya ang may problema, siya ang dapat magbago!” “Matagal na niya ginagawa ito sa akin.” PRIDE BUILDS WALL Since you do not want to be hurt again; it is normal for you to protect yourself. Part of it is by buildings walls; the wall will separate you from the person who is causing your pain. Shutting your door and locking yourself inside a

room is a manifestation of your pride. Emotional stone walling is an indication that you refuse to communicate. You do not speak with each other. You do not answer his/her calls; nor reply to his/her text messages. PRIDE BREEDS RESENTMENT The wounds of pain and hurt did not yet heal. Once the wound is left untreated; it will breed resentment in your mind and heart. The feeling of pain and injustice will be replayed over and over again The wounds will be infected; once infection is not cured it will now move on to the next stage. PRIDE LEADS TO UNFORGIVENESS If you are always thinking about your hurt and how unjustly you have been treated; your heart will harden. Once your heart hardens, you will try blocking all kinds of feelings and emotions. Then your emotional heart will stop pumping, and will soon die. Once it dies, it will lead to bitterness and unforgiveness. You have made a decision and a resolution not to forgive. COST OF PRIDE There is one direction you are heading which is unavoidable; that is if you’re too proud to apologize to your spouse, and if you choose to live in pride. The costs of your pride are these; relationships will be destroyed, families broken apart, kids are devastated and scarred for the rest of their lives. You know how pride will turn into 5 to 10 years away from now? It will turn to REGRET.

Meet Dodu Abrio, world music artist By MARK FRANCISCO, Assistant Lifestyle Editor

JUST like any average male teen, Dodu Abrio was rocking the alternative scene in CDO for years, jamming with various bands and sometimes engaging in solo gigs with only his voice and rhythm guitar in tow. Then in 2012, the then 32-year-old Dodu underwent a transformation. Just like a pupa emerging from a cocoon, Dodu matured from an angst-driven rock lifestyle to some-

thing more meaningful – world music. World music is a genre whose roots are indigenous to a certain place. “Napansin ko lang nga daghan diay ta puwede mahimong inspiration for music composition diri sa atoa. Dili na ta kinahanglan nga mag-awat-awat pa sa mga rock songs sa gawas. Para nako, mas tsada ning world music kay tubong ato g’yud ni. Mao ni atong kaugalingong kultura,”

Dodu said. Dodu has embraced world music so much that he spearheads organizing world music events here in the city. For instance, he was instrumental in the success of the second edition of Playing for Change held last September 20, 2014 at the Provincial Capitol Grounds. The advocacy of that concert was lasting peace in Mindanao. Dodu Abrio and his Viajeros bands were joined by The 7 Tribes, Kalabitz, Nobela, Rage of Laura and many more during the event. So he could tour around Mindanao, Dodu formed the Viajeros earlier this year. They are Israel Cain Pioquinto for drums and percussion, Karlo Abrio for bass guitar, Rex Añasco for djembe, bamboo flute and kubing and Matthew Estremadura for bamboo flute and djembe. Together, they now have seven original compositions in Cebuano and Tagalog and they are planning to put up an album by December. Prior to that, Dodu has a lot of concert gigs to prove to his fans that he is serious in his music. The following are the concerts which he guested – One CDO in 2011, Int4ernational HIV Candlelight Memorial 013, Earth Hour 2013, International Peace Day 2013, Help Bohol benefit concert at Valencia City Gym, Bangon Visayas Benefit Concert 2013, Playing for Change Day 2013, International HIV Candlelight Memorial 2014, Tingug ug Tulunggon Mindanao Alang sa Kalinaw ug Kahiusahan at MSU-IIT (an NCCA project) and of course, Playing for Change Day 2014. Yet Dodu is not sitting on his laurels. He enjoys promoting world music in CDO. Because world music is here to stay. It’s not a fad. It’s not just rock after all.
