– Misamis Oriental 2nd District Rep. Yevgeny Vincente Emano has urged officials of the Small Business Corporation (SBCorp) to create measures that would easily release loans to Micro, Small, and Medium Enterprises (MSME) owners.

During SBCorp’s regional roadshow in El Salvador City, Misamis Oriental on Thursday, the lawmaker asked SBCorp to ease the difficulty of small businesses in loan approvals to expand their trade.

“Expect that we will be working so that many loan applications will be approved for your business to improve, which could further help our economy,” he said.

Support for PH food, beverage industries sought

MANILA – A lawmaker on Thursday urged various sectors of the country to support the food and beverage industry.

In a news release, Senator Cynthia Villar said the food and beverage industry has become highly diversified, covering a wide spectrum of manufacturing practices.

She cited the small-scale, traditional, family-run operations that are highly laborintensive to large-scale, and capital-intensive enterprises employing advanced mechanized industrial processes.

She said the food system operates as a complex network interconnecting farmers with various industries, noting that “numerous food industries rely on local agriculture, produce, or fishing, while others rely

Go reiterates call to pass DDR bill amid various calamities

MANILA – The recent calamities that occurred in the country call for the establishment of the Department of Disaster Resilience (DDR), Senator Christopher Lawrence Go said.

In an interview during his distribution of aid for poor families in Payatas, Quezon City on Thursday, Go said the proposed DDR aims to centralize efforts, streamline coordination, and ensure more swift and effective response to emergencies.

He said the proposed measure, Senate Bill No. 188, is aimed at ensuring that coordination among the various government agencies and the local government units (LGUs) will be made even before a

calamity hit.

tuwing bagong administrasyon at panibago na naman ang kakausapin mo (When the typhoon leaves, there will be restoration of normalcy and

Go said his proposal, Senate Bill No. (SBN) 188, is currently under the hands of Senate Committee on National Defense and Security, Peace, Unification and Reconciliation, which is chaired by Senator Jinggoy Estrada.

He also mentioned another proposed measure, SBN 193 which would require every LGU to establish its own evacuation center.

Albay aims for zero casualty, braces for higher Mayon alert level

LEGAZPI CITY – Albay

Governor Edcel Grex Lagman said the province is prepared for a higher alert level for Mayon Volcano, in case the Philippine Institute of Volcanology and Seismology (Phivolcs) decides to impose it.

During the “Laging Handa” briefing here on Thursday, he said the main objective of the province is zero casualty.

“Yes, the province is ready to act accordingly sa mga projections of Phivolcs. Ang maganda po dito (the good thing about this) is an extrusive eruption, meaning to say, we are on Alert Level 3 right now, but it does not mean that we will automatically be on Alert Level 4.

May mga (there are) certain parameters that need to be breached or reached para po tayo ay umabot ng (for us to reach) Alert Level 4 and iyon po iyong mag-iencourage sa amin, if ever mangyari iyon kapag let us say talagang iyong lava flow, hindi na siya maging trickle, talagang lava flow na; iyong tinatawag na PDC, iyong usok na tinatawag na pyroclastic density current po, kapag ito po ay grumabe, isa rin po iyan na indicator para itaas iyong alert level 3 to 4 (that’s what will encourage us, if that ever happens when let us say it’s really a lava flow, it won’t be a trickle anymore, it’s really a lava flow; what is called PDC, that smoke called pyroclastic density current, when it is grumabe,

that is also an indicator to raise your Alert Level 3 to 4),” Lagman said.

He also said the basic needs of the people particularly water, sanitation and hygiene in the evacuation centers will be given priority to ensure their health, especially the children and women.

Lagman said President Ferdinand R. Marcos Jr. and some members of his Cabinet have committed to helping the province and they are thankful for all the help they will receive.

“Sa ngayon po ay we have 5,016 families na evacuated na. This accounts for [unclear] individuals, mga Albayano po natin na naevacuate. And yes, I was able to go around yesterday together with the President in a major evacuation center in Guinobatan (town) and doon talagang may mga holes that have to be plugged in so to speak, dahil may mga pagkukulang pa rin – iyong ventilation

Social justice, equity and pro-people development. These are the reasons for being of cooperatives, by nature, nurture or by law as embodied in the Constitution. Gauging by these noble aims, cooperatives are yet to go a long way in a country whose resources are in the hands of a few elite while many wallow in poverty.

What then is the relevance of cooperatives especially in resource-rich Mindanao?

That Mindanao oozes with rich natural resources, very rich in mineral deposits with lands suitable for agriculture is beyond question. Indeed, it is where you find thousands of hectares of pine-apple, banana, palm oil, rubble and industrial trees. But these resources are for exports to serve the consumerist lifestyle

of the people in the North. Such is a great paradox in a country whichi is the biggest rice importer in the world. While China with a population of some 1.5 billion people is just importing 2 million rice annually, our country is importing 2.5 million metric tons with a population of some 110 million Filipinos. Our country is also importing about 95 percent of our milk needs, the reason why 85 percent of the Filipino children are malnourished, based on the report of the Food Nutrition Institute. In Mindanao alone, we have some 200,000 hectares of massive plantations to feed the consumerist lifestyle of the people in advanced countries. Whatever precious dollars the country earns are readily returned in payment of our burgeoning

never-ending foreign debt.

Because of this, you instead witness a different scenario. It is in Mindanao where 14 of the 25 poorest provinces in the country are found. Based on studies, the poor in Mindanao are the poorest throughout the Philippines. It is where you see poor farmers tilling marginalized lands because the choicest ones are planted with high value crops for exports.

It is where you see thousands of fisherfolk coming back from the shore with empty nets because of degraded coastal ecosystems due to industrial pollution,

Indeed, you don't get anything for nothing in life. This is our life's main motto. This is our biography's epigraph - whether we like it or not. Many times, I stressed this already in different write-ups in distinct publications.

I am on my veranda as I write this, and although the month of June has just begun, only a few people seem to be in a good mood.

Yes, also today the sky is cloudy and looks like rain. But a wonderful breeze is around me, and more and more flowers in my big garden are blooming.

Hurray, doing nothing is really something. No, I am not talking about those people, who just hang out day-by-day and week-byweek by doing nothing and -maybe- just fed by someone. No, I mean doing nothing is really something great after a period of really hard work. By the way, it doesn't matter, if it regards us or our children.

Talking about our children: School vacations are there, and yes, children also deserve several lazy days.

If I talk about my nephews and nieces here, I am surprised to learn: summer

school vacations are not equal to three months total laziness. There are dance-, gymnastic- or piano lessons as well as summer classes. Great, guys! I like that! Of course, time off should be really time off. Days by the beach - with family or alone. I jst enjoyed this for almost one week with my wife. Let's stay outside and do absolutely nothing structured. I love to do drawings, write-ups (that's not work for me!)

They approached him and posed the question about whose wife a woman who married seven brothers, one after another, would be among the brothers at what they regarded as the so-called resurrection.

And so, Christ told them that at the resurrection, everyone would have gone beyond our earthly condition to enter into our spiritualized and supernatural condition. Yes, we will still retain our body. But that body will be fully subjected

to its spiritual and supernatural condition where marriage, whose main purpose is procreation, would already be irrelevant. As Christ said, in the resurrection, we would be like angels, but angels with a body. We will not be pure spirits.

And then he proceeded to explain about the resurrection by citing some passages in the Book of Moses about God being the God of Abraham, God of Isaac and God of Jacob that should show that God is not the God of the dead, but rather of the living.

If we have to analyze this question about our resurrection more closely, we will realize that since man is by nature body and soul, and our soul is not

just a vegetative or animal soul that depends fully on the body, but a spiritual soul, created, generated, and meant to be always in union with the eternal Spirit of God, then we can conclude that our spiritual soul will always need our body in its definitive, eternal state in heaven.

Besides, we can also say that since Christ, who is the pattern of our humanity, the savior of our damaged humanity, the living vine to whom we as its branches

Region 8 tourism champs join Central Philippines Tourism Expo

TACLOBAN CITY – Tourism stakeholders in the Eastern Visayas region will join the Central Philippines Tourism Expo (CPTEX), which will be held at the Iloilo Convention Center on June 16 to 18.

The expo is a collaboration among the regions of Calabarzon, Mimaropa, Bicol, Central Visayas, Eastern Visayas, and host Western Visayas, showcasing their respective destinations and other tourism products.

The three-day expo consists of six events, which include the parade of festivals, tourism expo, businessto-business (B2B) meeting, product presentation and cultural performances,

regional launching of the DOT’s flagship program “Bisita Be My Guest” program, and will also highlight the tourism agency’s 50th anniversary celebration.

“The Eastern Visayas team aims to expand our network through the CPTEX. We have with us local government units and tour operators who will present our tourism products to the Central Philippines market through the participating tour operators from others regions,” DOT Eastern Visayas Regional Director Karina Rosa Tiopes said on Thursday.

Antique to strengthen partnership with youth organizations

SAN JOSE DE BUENAVISTA, Antique – The Antique Provincial Youth Development Office (PYDO) will further strengthen its partnership with various youth organizations in the province to come up with more developmental activities.

The office is one of the 25 Most Outstanding Local Youth Development Offices (LYDO) in the Philippines recognized during the 4th Philippine Sangguniang Kabataan Awards at the

Iloilo Convention Center in Iloilo City on June 12, said Antique PYDO head Irish Manlapaz.

“We were able to receive the award because of good governance,” Manlapaz said in an interview on Thursday. She said the PYDO has established a database and conducted joint activities with 38 active youth organizations in the province.

They also reached out to students applying for educational assistance from the provincial government.

“Instead of the students coming to the capitol to apply for the educational

assistance, the PYDO personnel were the ones who reached out to them,” she said.

For the first semester this year, she said 18,239 of the 19,409 students who applied have already received aid totaling PHP91.78 million.

“There are only 1,170 students yet to receive their assistance hopefully by the end of June,” Manlapaz said.

Gilbert Bulan, an eleventh grader from Ilagan, Isabela, used to go to school without a proper meal, at times eating only patis or fish sauce with rice for breakfast. On some days, there was nothing to eat at all.

The youngest of three siblings, Bulan, an 11th grader from the San Antonio National Agro-Industrial and Vocational High School (SANAIVHS) in Ilagan, Isabela, comes from a family who’s unfortunately had

limited opportunities in life. His mother, widowed 10 years ago, works as a farm laborer to provide for the family's needs. Given their financial situation, Gilbert works part-time as a sound operator at events to support

the family and his studies.

With the help of Caritas Philippines’ Alay Kapwa Program on Alay para sa Kalusugan (PaMEALYA Program), Gilbert and other families with similar situations are able to enjoy nourishing meals before class so they can focus while learning.

PaMEALyA was launched by the Diocesan Social Action Center (DSAC) – Ilagan Inc., in partnership with the Hapag Movement, a program led by Globe and implemented by partners such as the Catholic humanitarian, development and advocacy organization Caritas Philippines. It aims to address the issue of food insecurity among 430 DSAC-Ilagan scholars from low-income families.

SHARIFF AGUAK, Maguindanao del Sur – The Police Regional Office of the Bangsamoro Autonomous Region in Muslim Mindanao (PRO-BARMM) has formed a Special Investigation Task Group (SITG) to hasten the probe into Wednesday’s ambush here that killed two policemen and injured four others.

Brig. Gen. Allan Nobleza Nobleza, PRO-BARMM director, on Friday, condemned the attack and expressed his condolences to the families of the slain police officers. “My heartfelt condolences to the bereaved family of the two slain policemen in the ambush-slay Wednesday night,” Nobleza said. “This

tragedy is very saddening, and a clear attack against our policemen who performed duties to protect the citizenry.”

He said he has placed the entire police force in the region under heightened alert.

“Our men on the ground are working double to bring justice to our slain and wounded cops, and to secure the peace and order in the area,” he said.

As Nobleza announced the activation of the SITG, he reminded all police officers in the region to look after each other’s safety.

Patrolmen Saipoden Macacuna and Bryan Dalao Polayagan, both of the 1st Platoon of the 2nd Provincial Mobile Force Company, were slain in the

8:30 p.m. ambush while heading for the provincial police office headquarters in Datu Hofer, Maguindanao Sur.

Wounded in the same ambush were Police Chief Master Sgt. Rey Vincent Gertos, Staff Sgt. Benjie delos Reyes, and Patrolmen Abdulgafor Alib and Arjie Val Loie Pabinguit.

Bukidnon solon pushes for bamboo as cash crop

– The bamboo industry in Northern Mindanao region is a rich untapped source of raw materials for the construction industry, Bukidnon 1st District Rep. Jose Manuel Alba has said.

In an interview Tuesday, Alba said he and other bamboo industry leaders in Mindanao are engaged in

ongoing information dissemination to make bamboo a source of livelihood for building materials.

He earlier filed House of Representatives Bill 7105, or the proposed Philippine Bamboo Industry Act.

“Shifting to bamboo as building material instead of wood will also help the environment in the long run, as it will lessen the cutting of more trees,” he

Bukidnon alone has about 2 million “bamboo stands,” which are ready for harvest to become raw materials, he said.

A supporter of Alba’s bill is Robert Palomares, the proprietor of Homebiz Crafts based in Iligan City, who has been using bamboo materials for making furniture and plywood for clients since 2014.

He said he has been sourcing bamboo materials from Manolo Fortich, Bukidnon.

“Bamboo can become a good source of additional income for farmers and even residents who have a backyard space for growing bamboo,” Palomares said. Because bamboo is a grass species, it can sprout new trunks after cutting the

SHARIFF AGUAK, Maguindanao Sur – Two police officers were killed and four others were wounded in an ambush by suspected extremists in Barangay Poblacion here Wednesday night.

Brig. Gen. Allan Nobleza, regional police director for the Bangsamoro Autonomous Region in Muslim Mindanao, said the police officers belonging to the Provincial Police Mobile Company were heading to headquarters in neighboring Datu Hofer town when waylaid while passing through this town at 8 p.m.

He withheld the victims’ identities until their immediate relatives are officially informed.

The poor must build their own coalition, collectively mobilize their own energies and to have access and control over resources which are fast slipping through their fingers.

It is in this light that indeed cooperativism has come of age in Mindanao, aptly described as the land of the brave and the free!

Drieza Liningding, a leader of the Marawi Consensus group, said they woke up Wednesday morning to the sight of Army soldiers backed by armored personnel tanks searching for militants in Barangay Bangon.

“The entire village of Bangon is on lockdown. There are soldiers everywhere,” Liningding said in a phone interview Wednesday morning.

Marawi Mayor Majul Gandamra said the lockdown was lifted by Wednesday noon after the army soldiers were satisfied that no companions of Zacaria was able to escape.

He asked Marawi residents to remain calm, adding that the Army and the police are on top of the situation.

Dela Rosa said they monitored the movements of Zacaria leaving the main group of militants two weeks ago after the clash in Marogong that resulted to the death of four militants.

He said from Marogong, they monitored Zacaria moving to Marawi City to rent a two-room apartment in Barangay Bangon where the military decided to arrest him.

“Our efforts were aided by former ISIS militants who

helped us identity Zacaria,” Dela Rosa said.

In December 2022, the Government of the Day filed eight bills seeking to establish the municipalities of Pahamudin, Kadayangan, Kabalukan, Northern Kabacan, Kapalawan, Malmar, Tugunan and Ligawasan.

The Government of the Day refers to the majority party in the Bangsamoro Parliament, which is dominated by the Moro Islamic Liberation Front (MILF), the former rebel group that forged the Comprehensive Agreement on the Bangsamoro (CAB) with the Philippine Government in 2014 after 17 years of peace negotiations.

The CAB provides for the creation of a Bangsamoro region, which was realized following the plebiscites in January and February 2019 that ratified Republic Act 11054 or the Organic Law for the BARMM.

Arnado said the lack of municipalities for residents in the SGA has hindered their access to essential programs and services rendered by the Bangsamoro government and the municipal governments.

“If the bills are passed into law, the residents would have

Member of Parliament Aida Silongan expressed hope the bills for the creation of the eight municipalities will be approved by the plenary before the Barangay and Sangguniang Kabataan elections on October 30.

Silongan said that public consultations for the proposed measure have been conducted in some parts of North Cotabato.

Anti-Graft and Corrupt Practices Act; RA 9165 or the Dangerous Drugs Act as amended; Revised Penal Code, in particular, Article 171 on Falsification, Article 183 on Perjury, Article 184 on False Testimony and Article 217 for Malversation of Public Property; and Presidential Decree No. 1829 or Obstruction of Justice were filed against the police officers before the Office of the Ombudsman on June 9.

“Aside from the criminal charges filed against these police officers, the Napolcom is conducting administrative proceedings. The Napolcom has completed its pre-charge investigation against the 48 PNP officers and members that appeared in the video and expects to issue its resolution after about 15 days,” Abalos said in a press briefing at DILG main office in Quezon City.

He explained that the filing of cases stemmed from the investigation by Napolcom and the PNP’s Special Investigation Task Group (SITG) on the 990-kg shabu haul worth PHP6.7 billion in Manila last year.

He explained that a “pre-charge investigation” is similar to a preliminary investigation under a fiscal.

“If the counter-affidavits of the respondents are found insufficient, the Napolcom shall proceed to file formal charges against them. The possible formal charges include grave misconduct, gross neglect of duty, serious irregularity in the performance of duty, conduct unbecoming of a police officer, and dishonesty, among others. The penalties include dismissal from service, forfeiture of benefits and disqualification from public office,’’ Abalos stressed.

The DILG chief clarified that these criminal cases were filed before the Office of the Ombudsman and the administrative case proceedings are now ongoing.

For his part, Bernardo stressed that the first step in their probe was based on the CCTV footage where the police officers claimed that two unnamed cohorts were involved in the alleged illegal drug deal.

With this claim, Bernardo said that PNP and the Napolcom decided to include the two others in the criminal case based on “conspiracy theory.”

Bernardo, however, did not divulge their names in observance of due process.

Last April, Abalos made public closed-circuit television (CCTV) footage showing police officers allegedly attempting to pilfer 42 kilograms of the 990 kilograms of shabu seized.

Abalos said they are optimistic about the developments on the case, which aims to weed out the erring cops from the PNP and help clean the organization’s image.

Abalos also reported that on top of the criminal cases

filed before the Ombudsman, administrative cases will also be filed against the erring police officials.

Among the administrative cases that would be filed are grave misconduct and grave neglect of duty -- both of which are punishable with dismissal from the police service and forfeiture of their benefits.
