Energy Secretary Carlos Jericho L. Petilla has reiterated the Department of Energy commitment to push renewable energy in Mindanao but warns that new plants have to be balanced by ancillary services due to the volatile nature of RE. “We should also push renewables, but we have to be cognizant that RE is intermittent,” Petilla stressed in his keynote speech during the blessing and inauguration of the 20MW bunker-fired power plant of Peakpower Socsargen Inc. (PSI) in

Petilla cited the case of Germany’s regulatory agencies which, despite the presence of six contractors predicting the behavior of renewable energy to its power grid, have had to resort to importing energy from neighboring countries in the few times the projections failed to match actual demand. “In Europe, they can import power from other countries to address shortages arising from this, but we don’t have the same option due to the archipelagic nature of the Philippines,” he added.

Ancillary services are defined as anything that supports the transmission of electricity from its generation site to the user, including load regulation, spinning reserve, non-spinning reserve, replacement reserve and voltage support. Records compiled by the Department of Energy (DOE) show some 157 listed RE projects in Mindanao with an aggregate capacity of approximately 1,700 megawatts as of September, 2014. ERC orders Davao Light to refund P96.2-M to customers

AVAO CITY — The Energy Regulatory Commission ordered the Davao Light and Power Company (DLPC), an Aboitiz-owned power distribution firm, to refund P96,209,557.96 to its customers for excess collection billed to customers from February 2004 and December 2012.

In its August 18 decision, the ERC said that Davao Light has “over-recovered” P437.835 million and under-recovered P341.625 million. Specifically, ERC ruled that Davao Light should refund the following to customers: system loss c o s t ov e r r e c ov e r y o f

P370,710,197.57 and lifeline subsidy overrecovery of P67,125,352.76 which is equivalent to P0.0082/kWh (kilowatt hour). But ERC said it authorized Davao Light to collect generation cost underrecovery of P264,885,529.24, equivalent to PO.0155/ kWh and transmission

cost underrecover y of P48,892,174.94 and interclass cross subsidy underrecovery of P27,848,288.19, equivalent to PO.0089/kWh. The ERC said the system lost cost and transmission cost vary on the type of customer class. “Over or underrecoveries result due to the timing difference between the amount collected from customers versus the actual costs billed by the distribution utility’s suppliers,” said the Davao Light in an emailed statement to DavaoToday Thursday. While it indicated that it would implement the refund, the Davao Light clarified that they collected the rates “in compliance” with the approved rates by the ERC during those periods. According to DLPC, the said refund order “is in compliance to Energy Regulatory Commission (ERC) Resolution No.16,

Series of 2009 and Resolution No.21, Series of 2010 after Davao Light and Power Co. filed its application for the approval of its (over)/ under recoveries on pass through charges”. Davao LIght said the refund “is estimated to be for a period of 4.5 years. The net refund for the first three years of implementation will be an average of P0.0285 kWh per month. “This translates to P5.70 per month for a customer consuming 200 kWh a month. On the fourth year, the net average refund will be P0.0328 / kWh per month, which is equivalent to P6.56 per month for customer with the same electricity usage”. It added that the “recoverable amount will be collected over a period of nine years and the implementation of the refund/ recovery will start on December 2014.” (davaotoday. com)

30 Matanao families benefit from DavSur's relocation site

MATANAO, Davao del Sur - The Gawad Kalinga Community Development Foundation in partnership with the provincial government of Davao del Sur has recently launched a housing project in an effort to provide homes for the homeless urban poor and informal settlers in the municipality of Matanao. An initial of 30 houses were turned over by Governor Claude Bautista to the beneficiaries out of the 130 lots being subdivided for the qualified residents of Sitio Jumbo, Barangay Poblacion, Matanao. Each lot measures 80 square meters all within the two-hectare lot bought by the provincial government under the Relocation Site Development Program. The recipients identified by the local government of Matanao were settlers in remote areas and river banks who lack the financial capacity to build a decent and convenient dwelling place due to poverty.

They were being prioritized to ensure their safety during inevitable typhoons which may trigger flashfloods. The GKCDF is working closely with stakeholders, companies and corporations to raise funds in building communities like homes as shelter for the homeless. It is a Philippine-based poverty alleviation and nation-building movement concretizing hope o build communities to end poverty. As a Pro-Poor Core shelter Program, it aims to address the concerns of the increasing number of landless urban poor families. The provincial government of Davao del Sur as valuable partner of Gawad Kalinga has just made its significant headway through massive execution of plans to purchase lots for relocation sites that may be suitable for housing needs. It is working closely with probable stakeholders in conformity and adherence to the campaign of the national government under the Public-PrivatePartnership program which is tremendously gaining grounds at this current time. The Bangsamoro Law and Tourism Growth in Mindanao THE t imet able for t he Bangsamoro Law implementation will not happen soon but will be up for plenary this February 2015 in the 12th Congress. There has been so much expectation in the ARMM Region with regards to the Peace Accord, except in the areas of Jolo, Basilan and Tawi-Tawi which by political affiliation is closer to the Moro National Liberation Front (MNLF) of the Nur Misuari faction who is the original proponent of the ARMM Law. Nothing has been heard of Mr. Misuari since the Zamboanga conflagration. While the main protagonist, Moro Islamic Liberation Front (MILF) of the Al Jhafar Ghajali group have sat down with the government panel and concluded the peace negotiations. There remain doubts if the two groups can reconcile and work as one political identity to make the Peace Accord succeed? The Autonomous Region of Muslim Mindanao (ARMM) will cease once the Bangsamoro Law takes effect. It is not clear if the MILF can handle a government of their

own which has a Federal form in the undertone. There are so many issues that we will leave to our elected representatives in Congress to resolve and how it is to be done. The Federal Form of government and its economic benefit has been floated around since the Ruben Canoy years in Mindanao. It was used by succeeding political leaders who made it as a springboard to hit the national scene and more aspiring leaders, perhaps in an attempt to gain attention, have broached the ideas in a blow hot blow cold forum. There has been no law sponsored or calendared for discussion in the past Congress. What is Federalism by the way and how will it bring economic prosperity to Mindanao? It is a big public issue that the present Aquino Government must expound and let the people of Mindanao understand in one common language before the Bangsamoro Law takes its course. In order to tackle the problem of undernourishment affecting two billion people globally, politicians must do more than just focus on national interests, says international journalist Grahame Lucas. And not only he! At first glance this year’s Global Hunger Index report has some positive news. Hunger, it says, has fallen by 39 percent since 1990. 26 countries including Asian countries like India, Bangladesh, Cambodia and Indonesia have been able to improve their situation since 1990 by moving out of the “alarming” category to the “serious” category. Other Asian countries like China, Thailand, Mongolia and Vietnam have already attained “moderate” status. The report comes just weeks after the United Nations Food and Agriculture Organization reported that world food prices except those of meat have reached a four-year low. Cereal production has reached the highest levels in fifteen years off

the back of a series of good harvests. But before we start praising governments and aid organizations around the world, a closer look at some of the report’s other findings is needed. Firstly, the report also contains some extremely bad but unsurprising news. There remains a close correlation between hunger and areas of ethnically and religiously motivated conflict and war. The ongoing fighting in South Sudan, Syria and Iraq, and the resultant mass movement of refugees is exacerbating an already critical situation in these countries. The number of undernourished people in Iraq has doubled since 1990. Moreover, the experts have issued a terse warning that the present Ebola epidemic in West Africa will lead to a shortage of food in the countries affected in the coming months. Clearly the spread of the disease will have a far greater impact on these nations than we can at present imagine. Those affected need our solidarity now and in the coming months I agree with Graham Lucas, that the problems of hunger in crisis areas cannot be resolved easily. Thus, for the millions affected, it is not just a question of having enough food; it is also a question of having the right kind of food. The aid organizations involved in the compilation of the Global Hunger Index have called for greater international cooperation and solidarity to resolve these problems and to provide millions of people with the chance of a better life. They are right. They need the full support of all of us. DA earmarks budget for mechanization C agayan de Oro City -- To drum up the promotion and development of the Philippine corn industry, the Department of Agriculture (DA) through the Agri-Pinoy Corn Program will be allocating around P 2.2 billion for next year. In a recent press conference held for the weeklong conduct of the 10th Philippine National Corn Congress (PNCC), Milo D. delos Reyes, head secretariat of the Agri-Pinoy Corn Program revealed that half of this budget will be devoted to agri-machineries and post-harvest facilities to ensure the production of quality and safe corn. Troops of the Philippine Army’s 3rd Special Forces Battalion under Lieutenant Colonel Ricardo Leonardo, acting on the informa-

tion relayed by their community friends regarding the presence of armed men in Pinagalaan immediately ordered his troops to launch a clearing operation as part of a routine operations within army’s 401st Brigade area of responsibility. At about 9 o’clock Tuesday, armed men believed to be members of the Communist New People’s Army fired on the patrolling soldiers at the outskirt of said barangay. The troops maneuvered to a

vantage position and launched an aggressive assault at the enemy and eventually discovered an NPA training camp nearby. The NPAs attempted to hold their lines, but were overpowered by Government Forces that prompted them to withdraw to different directions. An M16 rifle with M203 grenade launcher, improvised explosive devices, assorted subversive documents, and other war materials were recovered from the scene of the incident.

During these incidents, a soldier and a militiaman were killed at the height of the conflicts. Meanwhile, another rebel was killed in an encounter that transpired in Km 35, Brgy Padiay, Sibagat town. Reports received that an encounter ensued between elements of 2nd Scout Ranger Battalion and Communist rebels on Thursday morning. The troops recovered one AK-47 rifle, subversive documents and other war materials. Col. Gregory Cayetano, Com-

mander of the 401st Brigade, gave credit to the civilians who provided accurate and timely information to the soldiers for the successful operations. The series of successful encounters was made possible by the vigilance of civilians. Col Cayetano said the Communists may have lost the support of the masses. “These Communist debacles, “he added”, will further degrade the confidence and morale of the communist NPA in Agusan del Sur.

Study to rehab Agusan River proposed

PROSPERIDAD, Agusan del Sur--- A mining firm offers to make a comprehensive study that will rehabilitate the already heavily silted Agusan river and degraded watersheds in its peripheries for “free of charge” to mitigate the impact of future floods due to climate change. The proposal was presented by Adnama Mining Resources Inc. (AMRI) dur-

ing a recent meeting with officials of Agusan del Sur Environment and Sustainable Development Council (ASESDC) to address a report made by the Department of Environment and Natural Resources (DENR) and the Asian Development Bank (ADB) in 2010 that there are occurrences of problems of the water basin in its upper watershed areas but the impacts are experienced throughout the watershed. According to the report, the main problems posing the mighty Agusan river

system are the degradation of the watershed and the deterioration of river quality. The report said degradation, leads to soil erosion, siltation of river channels and irrigation system and flooding. Geomorphologically, the present condition of Agusan River therefore is heading for peneplanation. The valley development is in its old stage as evidenced by the oxbow lakes, widening and meandering of river channels and rapid erosion

of river embankments. ASESDC was tasked by Gov. Adolph Edward Plaza to review and recommend the proposal of the mining company which presented the required geological study of Agusan River substrates or sediments as inputs to the rehabilitation plan of Agusan River. AMRI representative Juanito Manzano told ASESDC officials during the meeting that, the geological study aims to determine how thick the sediments are that

underlie the current main river channel; determine or classify the type of sediments that underlie the main channel through the conduct of sedimentological analysis; to recommend appropriate engineering interventions based on the geotechnical characteristics of the underlyingnsedimants; determine the presence or absence of deleterious materials or substances present in the substrates that can likely affect the natural condition of Agusan River and; to

establish the present terrain morphology within that part of the main channel including measurement of its flow rates. He said the study will commence at Barangay Lankilaan, Trento on the south, then downstream to the marshland in San Gabriel, Veruela with a distance of 37 kilometers. “The study that we propose is free of any charges therefore, the provincial government or whoever will pay nothing to us,” Manzano said.

I’d like to serve the people and the coops are the groups that need our support more than any other.” Also in the pipeline is a 26MW hydroelectric baseload plant under development with partner cooperatives as off-takers, through its subsidiary Hydrolink Projects which has already secured a service contract with DOE last year.

CAGAYAN DE ORO CITY -- A national survey that will map out water service utilities and providers in provinces, cities, municipalities and barangays will be conducted to determine the extent of water service coverage and water system condition nationwide. Dubbed as “Listahang Patubig,” the national survey aims to enhance the regulation of water users and improve the overall management of water resources in the country. It shall be jointly implemented by the Department of the Interior and Local Government (DILG), the National Water Resources Board and the Local Water Utilities Administration (LWUA) and shall cover Levels I to III water supply systems in 81 provinces, 143 cities, 1,491 municipalities and 42,028 barangays nationwide. During the recent signing here of the tripartite agreement among the three agencies and launching of the program, Interior Under-

secretary Austere Panadero said the data generated in Listahang Patubig will be very useful to concerned agencies and local government units (LGUs) in planning how to reach out to municipalities and barangays that still lack access to safe drinking water and in sustaining and improving water management of those areas with water supply coverage. “We all want to increase the access to potable and affordable water to people especially the vulnerable groups in the community by providing better water service delivery and improving water management in LGUs,” Panadero said. “The survey will also help identify water point sources and location and potential danger areas for over-extraction of ground water where watershed development efforts are needed to sustain water resources,” he added. Under the agreement, the National Water Resources Board will set up and maintain

Listahang Patubig’s web-based database system, where basic data from the water service utilities will be made available to users. LWUA shall enjoin water districts and rural water supply and sanitation associations to participate in the national survey by filling out the survey forms and encoding them in the website. For its part, DILG shall instruct LGUs to appoint

staff to oversee the survey activities, identify all the water service providers and encode data of water service providers with no Internet access to the website. The initiative is supported by World Bank’s (WB) Water and Sanitation Program and the United States Agency for International Development’s (USAID) Water for Resilient Economic Growth and Stability (Be Secure) project.

IT was one fine Saturday morning in August 2011. I woke up early and by 7:00 a.m. I was already in Divisoria. The occasion? It was the yearly fiesta parade in CDO…at least, the secular part of it as far as the annual St. Augustine fiesta is celebrated. As usual, there were the doses of floats and band majorettes and civic groups who want to be recognized. Of course, there were the government officials, the police contingent, the CAT and ROTC teams from each school and college whose presence there I suppose is compliance to attendance on a weekend morning. And then there were the photographers. When you see a photographer whose beauty and pulchritude is in the wrong side of the camera, that easily attracts your attention. There was this lady in black who was so darn beautiful snapping pictures here and there along the parade route that she easily caught my eye.

She had this black T-shirt with a statement announcing that she’s a photography enthusiast. She was with a few friends at the time who were also taking pictures just like her. When I looked at her face, the first thing that came to my mind was that she deserves more than taking pictures – she should be in front of the camera. So I started discreetly taking pictures of her while she was taking pictures of the parade participants. After the whole parade thing was over, I went back to the office and browsed my shots. HE wild cheers of BDO employees reverberated across the 700-seater Rodelsa Hall as the bank was able to defend its Miss Oro Bankers title with the win Friday of 20-yearold Imie Rose Zaluaga as Miss Oro Bankers 2014. Although Miss Oro Bankers 2013 Jonah Belle Ollada is from BDO-JR Borja Cogon while Zaluaga is assigned at BDOVelez, it is still a big win for BDO-NorthMin that night which fielded three candidates that night. Zaluaga impressed the judges who confronted the hopefuls with the same question: “Give at least three ways to describe a woman in a corporate world.” It was Zaluaga’s brief but precise answer which nailed it home: “A woman in a corporate world must have the ability, the confidence and the talents.” For that, Zaluaga received a plaque, certificate, sash, Pyrce Plaza gift certificate, Myra 300E gift checks and Natasha goodies. Ollada relinquished her tiara to her colleague. Zaluaga was also named Best in Shorts Attire and Best in Pilgrim Christian College band majorette Ella Santander struts her winning stuff.

Long Gown, where she donned a beautiful yellow piece from the prince of haute couture himself, Gil Macaibay III. Zaluaga is no stranger to beauty pageants. In 2012, she was crowned as Miss Villanueva Gold during the town’s 50th anniversary. She really is a native of that municipality, having spent her secondary years at Villanueva National High School. Zaluaga moved to Xavier University during her tertiary years, achieving a degree in Business Administration major in Financial Management only last March. Due to her wit, she was immediately accepted to the BDO fold. And due to her beauty, she ran and was crowned BDO-NorthMin last August. The rest of course is history. But will history continue repeating itself? Is it conceivable that Mik-mik or Mikay (as she is fondly called) will enter the Miss Cagayan de Oro 2015 competition? For now, we just have to wait. T’s the turn of the Cagayan de Oro National High School (CDONHS) as they outsmarted six other groups to emerge champs in the yearly 28th Drum and Lyre Competition held last November 16 at Pelaez Sports Center, Cagayan de Oro City. The annual event, which is spearheaded by the Rotary Club of South Cagayan de

Oro, aimed to raise funds for the group’s yearlong outreaches.
