Funded by Steag’s social development fund contribution to the DOE’s ER 1-94 program, the project involves the construction of a watchtower and conduct of regular sea patrol and marine monitoring in the area. Agutayan is a 5,000 square meter white sandbar that sits on approximately three-hectare marine sanctuary, some 5 kilometers off the coast of Poblacion, Jasaan. The reef serves as home and breeding ground for a wide variety of fish and endangered marine species. DAVAO City––The Supreme Court (SC) has ordered the transfer of venue for the hearing of the carnapping charges filed against suspected carnapping syndicate leader Ryan Yap Yu alias Baktin from Regional Trial Court (RTC) in the city to RTC in Tandag, Surigao del Sur. The order was contained in a resolution handed down by High Court’s Second Division on July 7, 2014 and was received only by RTC Branch 16 in Davao City last August 28.

In granting the petition for change of venue filed by Yu, the Supreme Court was convinced by Yu’s arguments that there’s a “reasonable fear for his life and safety” due to the P5-million bounty put up by Mayor Rodrigo Duterte. DAVAO C i t y - M a y o r Rodrigo R. Duterte blamed the heavy traffic in the city’s streets on contractors some of whom he accused of having not enough resources for the projects awarded to them. An irate Duterte told reporters Monday night that contractors, including those contracted by the D e p a r t m e nt o f P u b l i c Wo r k s a n d H i g hw a y s , should consult his office first before proceeding with their construction projects since these were contributing to heavy vehicle traffic in the city. He cited the excavation projects by the DPWH, Davao City Water District, PLDT and national government agencies. Mentioning the contractors and agencies, Duterte said: “You have to inform my office.” “They give the public works projects to contractors who don’t even have enough money, and the contractors hire two to three workers,” Duterte said. “Aabutin tayo ng siyam-siyam niyan!” D uter te s aid he was wading through traffic and saw one construction project

that was causing the heavy traffic Monday afternoon. “How is the vehicle traffic going to move?” he said. The mayor said he has assigned Atty. Neil Dalumpines from the City Administrator’s Office to coordinate with the utility and contractors. “Don’t just dig anywhere without informing me and tell me how many days you would need to complete the project,” Duterte said. “If you are awarded a certain project, there should be money for that. You employ as many people as you need to complete the project in the shortest possible time,” he said. In an e-mailed statement, acting DPWH information officer Dean Ortiz said the department for its part was following protocol and were regularly coordinating with the city government for its projects. He added that all the utilities have to go through them, especially when national roads would be affected by utility projects. “Our projects have a timeframe within which to be done according to plans and specifications,” Ortiz said. “In those projects, the

required personnel and equipment are specified. Our primar y concern is that our projects will be implemented efficiently, effectively and right on time,” he added. Citing an example, Ortiz said the Generoso Bridge project was properly coordinated with the city, including the plan to reroute traffic. “We also had always informed the TMC (Traffic Management Center) of our construction activities in the city to at least help in easing traffic congestion in our project sites,” he said.

L a s t Fr i d ay, D P W H regional director Mariano Alquiza said they were also going to investigate the limits of their overlay projects around the city after reports of uneven paving that has caused accidents for two-wheeled vehicles like motorcycles as well as Multicabs. Alquiza also said the depar tment was racing against time to finish the retrofitting of the Governor Generoso 2 Bridge in time for the holidays. He said the project would be completed “before the year ends” as it was now

69-percent completed. The Governor Generoso Bridge, B olton Bridge and the bridge across the diversion road connect one part of the city to another. In an interview over GMA Testigo last Friday, Alquiza said the rehabilitation of the bridge would extend its usage to 50 more years. “There was a delay in the project because there was difficulty in removing the old piles that were submerged below the Davao River,” he said. The project began on November 29, 2013 and costs P63 million.

KAPALONG, Davao del Norte — The mayor of a remote town in Davao del Norte heeded the appeal of a mission group to set a dialogue on September 5, this coming Friday, with an indigenous paramilitary group in his town. Mayor Edgar Timbol made this agreement in

dialogue last Saturday with leaders of an interfaith finding mission, after they raised security concerns due to the presence of armed p arami lit ar y memb ers called the Alamara awaiting them on their entry to Barangay Gupitan. The dialogue will take place at the municipal hall

with tribal leaders who want to air concerns to the paramilitary leader Laris Masoon. Local officials and mission members will be present in the dialogue, but Timbol has yet to confirm his presence for the dialogue. The mission was set by human rights and religious groups to look into alleged human rights violations by the Alamara and two army battalions encamped in villages in the hinterland of Kapalong.

Hataman leads clean-up drive inside ARMM gov’t compound COTABATO CITY - Regional Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) on Tuesday led all ARMM officials and employees in the region’s “5S Good Housekeeping Program” as it kicked off with a big clean-up day at the regional compound here. With no exemption, all agencies participated with its employees armed with broom, dust pan, small bolo and anything that helped them pick up garbage and mess around the 10-hectare ARMM compound. It started after a short program followed by the

symbolic call (banging of the agong) by Hataman held at the entrance of the newly-renovated ORG. Hataman said he was grateful of having the clean-up program inside the compound after it has existed for the past 25 years. ”This is a good start for the transition government of Bangsamoro to be able and capable government,” he said, referring to the outcome of the 17-year-old peace process between the government and the Moro Islamic Liberation Front (MILF). With the theme: “Reform in ARMM House-

keeping is Part of Our Faith,” the activity was spearheaded by the Development Academy of the Philippines (DAP), Japan International Cooperation Agency (JICA) and the Office of the Regional Governor. The clean-up day includes the sweeping of the shared spaces in the compound led by the regional cabinet secretaries and heads of offices; cleaning of agencies’ common work areas such as toilet, conference rooms, stock rooms, passageways, pantry and parking space and the agencies’ individual work station.

In the Department of Agriculture, Secretary Makmod D. Mending, Jr. has issued a Memorandum Order constituting the 5S core team. The 14-man team has three sub teams such as training and education team; promotion and recognition team and audit team. Magdalena Mendoza, DAP senior vice president, considers the 5S program as a milestone in the ARMM with the clean-up day as she acknowledges the leadership of Hataman with higher level of good governance. She said the 5S stands

for Japanese words Sieri, Seiton, Seiso, Seiketsu and Shitzuke which correspond to English and Filipino words that starts with letter S also such as (sort, suriin), (systematize, sinupin), (sweep, simutin), (standardize, siguruhin) and (selfdiscipline, sariling kusa), respectively. The 5S means putting everything in its place, putting everything in a straight line and it is a team effort, Mendoza explained. At the end of the activity, the DAP, JICA and the ORG awarded prizes and recognition to the most improved work area, both

for individual work station and common work area to winners. The “akatuda” or red tag awards were also given the agency with smallest equipment tagged; biggest equipment tagged; oldest equipment tagged; oldest memo found; oldest record found; oldest ARMM picture or memorabilia found; funniest thing found inside a cabinet and most number of tagged documents, materials and equipment. Acenas hails Napolcom for crime prevention drive

AS the city joins the 20th National Crime Prevention Week which started last Monday with an opening program at the City Tourism Hall, Acting Mayor Caesar Ian E.Acenas commended the National Police Commission (NAPOLCOM) for spearheading the week-long activity. The opening program was highlighted by the whistle blowing or Pito Tayo Laban sa Krimen event, which reminded everyone of the importance of a whistle in times of emergencies and how it can prevent crimes. Among those present during the opening program were personnel of the Bureau of Jail Management and Penology, officials from Department of Education (DepEd), Department of the Interior and Local Government (DILG), Philippine National Police (PNP), Criminology students from Capitol University, COC-Phinma, SPC and some City Hall employees. Acting Mayor Acenas lauded the holding of the Crime Prevention Fair, successfully held yesterday at the Centrio Activity Center where the public witnessed “Cops on the Ramp” and were informed about gun licensing procedures. Information education campaign materials on effective crime prevention were also distributed yesterday. Acenas expressed gratitude that the city

is one of seven cities in the country with an anti cyber crime group. Yesterday, personnel of Regional Anti Cybercrime Office (RACO 10) exhibited all its equipment and gadgets and explained to the public the basic services it offers. According to Police Inspector Janice Corazon E. Peniola, Deputy Chief of RACO 10, the office investigates cyber crimes and other involving information and communication technology in the commission of the criminal act or as an object of the act. Peniola explained that c yber crime includes the hacking of personal account, online libel, harassment and threat, identity theft, credit card fraud , child pornography, anti photo and video voyeurism like sex video scandals. “We welcome walk-in clients or those referred by respective police precincts,” the lady RACO deputy chief said. As this developed, Acting Mayor Acenas calls on all victims of any form of cyber crime and even those with problems in recovery and analysis of computers and other storage and digital devices to seek assistance from RACO-10 at Camp Alagar, Lapasan under P/ Supt Renante R. CAGAYAN de Oro City––After more than a year since being chosen as her husband’s replacement to the provincial board of Misamis Oriental, Susan M. Lagbas finally took her oath of office on Tuesday. Lagbas was sworn into office by Vice Governor Joey Pelaez during the 33rd regular session of the Sangguniang Panlalawigan at the provincial capitol. She was escorted by her mother and family members to the Session Hall by selected provincial board members. The oath-taking of Lagbas comes after receiving her appointment letter from Malacanang. Provincial board member Benedict Lagbas said he was happy for the occasion, especially since it’s been over a year since the late PB member Roldan Lagbas died. “I believe Roldan’s commitment to service will be continued by Susan,” he said. UTUAN CIT Y - An up su rge of d e ng u e infections in Caraga Region appeared unabated as the Department of Health (DOH) reported 4,902 cases for January 1-August 23, 2014, a 122 percent increase to the 2,206 cases recorded for the same period last year. This was the latest update from DOH-Caraga Assistant Media Relations Officer Dines Garcia, who said that for the month of August, a total of 709 suspect dengue cases were rep or te d most ly f rom Butuan City followed by Surigao del Sur. He noted that there were clustering of cases in Barangay Bongtud and Mabua in Tandag City from August 17-23, 2014. Ages of cases ranged

from less than one month old to 90 years old. Majority of the cases were males, accounting for 52 percent of the total cases while 39 percent belonged to 0 to 10 years age group. O f t he tot a l c a s e s , Agusan del Sur ranked highest with 1,167 cases, followed by Butuan City with 1,077, Surigao del Sur – 690, Agusan del Norte – 365, Tandag City – 346, Surigao del Norte – 286, Bislig City – 283, Bayugan City – 241, Surigao City – 240, Cabadbaran City – 187, and Dinagat Islands – 20. Garcia said 23 persons died based on data submitted by disease reporting units around Region 13. Deaths came from Butuan City – 7, Bislig City - 5, Cabadbaran City – 3, Surigao del Sur – 3, Agusan del Norte – 2, Agusan del Sur – 2, and Surigao City – 1.

RTWPB issues advisory on two-tiered wage system for mining sector in Caraga W ith a t h r e e - y e a r consecutive record of strong economic performance, capped by a 10.6 percent regional gross domestic product (GRDP) growth rate in 2012, Labor and Employment Secretary R o s a l i n d a D i m ap i l i s Baldoz last week said the recent issuance by the Regional Tripartite Wage and Productivity BoardCaraga of an advisor y on the implementation of the two-tier wage system (TTWS) for the region’s mining sector will certainly add luster not just to mining, but to the entire Caraga region’s economy. Baldoz, citing a report of National Wages and Productivity C om m i s s i on ( N W P C ) Executive director Ma. Criselda Sy, said the move of the RT WPB Caraga is in line with the Wage Rationalization Act, or R.A. 6727, which provides for t he a d opt i on of a TTWS as a reform within t he c ur rent mi ni mum wage system, aimed at improving the coverage of minimum wages; promoting worker and enterprise productivity; and addressing the negative effect of minimum wage policies. The advisor y was signed by all the members of the RTWPB Caraga, headed by DOLE Regional Director Johnson Canete, Chairperson; Dir. Mylah Faye A.B. Carino of the National Economic

The DOLE, under the TTWS, encourages business enterprises to adopt productivity improvement and gain-sharing schemes to augment the wages of their workers,” Baldoz said. “Productivity-based pay schemes provide better prospects for better pay ; enhancement of employees’ performance; and provision of avenue for employees’ participation i n t h e d e t e r m i n at i o n of PBP standards,” she added. The T T WS is t he wage policy reform of the DOLE under the current minimum wage polic y consisting of a mandatory minimum wage to protect the poor and vulnerable workers, and a voluntary productivity-based incentive scheme over and above the minimum wage. Under the TTWS, the first tier, or the mandatory minimum wage functions

as a s o cial s afety net, while the second tier, or the productivity-based pay, is determined jointly by the workers and the management based on an agreed set of parameters, and is linked to individual, group, or organizational productivity, performance, or a combination of similar criteria. In the Caraga region, Baldoz said its economic growth is driven mainly by the industry sector, which grew by 18.4 percent in 2012, fueled specifically by construction and mining and quarr ying sub-sectors, which contribute 21.9 percent to t he reg ion’s GRDP, higher than agriculture and forestry’s 17.9 percent GRDP contribution. In terms of employment, t h e r e g i o n’s m i n i n g subsector generated 18,828 jobs in 2012, higher by 17 percent than the previous year’s record. This increase, according to the advisory, is attributed to the operation of two new mining ventures in the region. “The economic growth of the region is expected to continue in its current growth trajectory,” said the RTWPB. Thus, Baldoz said the issuance of the advisory on the implementation of the TTWS for mining is not only timely, but also appropriate. “The implementation of the advisory, through voluntary in nature, will

Authorities regarded Yu’s group as the most notorious carnapping gang in Mindanao since 90 percent of carnapping incidents in the island were perpetrated by the group and they can steal a car in a matter of seconds. Police Highway Patrol authorities revealed that the modus operandi of the group was that the vehicles were hijacked in Luzon and shipped and sold to Visayas and Mindanao. Four of Yu’s members were earlier arrested and are also facing carnapping charges along with Yu. They were Gerry Paulino of NHA Buhangin, Diego Macatimbang, 19 of Governor Generoso, Davao Oriental; Eddie Lopez, 19 of Marilog District, Davao City and Hermie Tahom of San Agustin, Surigao del Sur. Tahom was identified as Yu’s driver and he was the first one arrested in Tandag Surigao del Sur after driving a vehicle owned by Sumifru

Dela Victoria reportedly retired from the Cagayan de Oro police force last March 2014. Margate said Dela Victoria will be slapped with an illegal drugs case that is non-bailable under Republic Act 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002. He said the PDEA agents also confiscated from the suspect some drug paraphernalia and a motorcycle he used. “The 25 grams of shabu is worth around P175,000,” Margate said. He said the buy-bust operation was conducted following a series of surveillance against the suspect. “This is to validate if he is into illegal drug trafficking,” Margate said. He added that the PDEA had received reports since 2009 about the suspect.

Kwon’s company is engaged in importation of surplus knock down parts and components for rebuilding and replacement of various vehicles since 2003. Kwon alleged that he was informed by PK Industries Customs Processor Joy Lyn dela Peña, that Paras requested a conference with him. At the conference, the complainant said Paras informed him of the container vans to be arriving which were consigned to PK Industries. During that time, at least 15 container vans were scheduled to arrive. Kwon said Paras told him to pay P3,000 per container van which he refused to do so since he had just recovered from a fire incident that incurred damages on his business. But, Kwon said, Paras “arrogantly” told him that he is selling assembled cars as if he violated the country’s Tariff and Customs Code. To avoid trouble, Kwon said he walked out from Paras office but he paid taxes and duties for his shipments which were subsequently, released. For his part, Paras denied the allegations hurled against him and even questioned Kwon’s authority as importer claiming that he is not an incorporator of PK Industries. Plata, on the other hand, admitted that he was building a case against PK Industries for violation of the Tariff and Customs Code. Assessing all the evidence on record, Ombudsman investigation and prosecution officer Jumilla ruled that the respondents failed to “overturn evidence” presented by the complainant. On the government side, Macion said that agencies will be able to make use of an Integrated Emergency Warning Broadcast System (IEWBS) through digital TV. “This is a method of delivering emergency warning information on the TV screen, something that is sorely needed in a disaster-prone country like the Philippines.” The national government can also take advantage of DTT networks to implement social programs, be it in health or education, more cost-effectively. DTT, additional frequencies can also be made available for delivery of essential government services. “In addition, DTT will allow broadcasters to launch new and targeted niche channels, to better utilize and monetize their content libraries,” added Macion. The National Telecommunications Commission (NTC) issued in November last year Memorandum Circular No. 05-11-2013, adopting Japan’s Integrated Services Digital BroadcastTerrestrial (ISDB-T) standard for the Philippines’ migration to digital TV. DTI cuts budget by 14% to P4.188B for 2015 By Kris M. Crismundo

MANILA -- The Department of Trade and Industry (DTI) has cut its budget for fiscal year 2015 by 14 percent to P 4.188 billion from the P 4.871 billion in the General Appropriations Act (GAA) 2014. In a budget hearing at the House of Representatives Wednesday, DTI Secretary Gregory L. Domingo proposed a budget for the agency lower by P682.77 million (see attached photo at B7). Domingo explained that the lower budget proposed for next year is because of elimination of budget for shared service facility (SSF) project and DTI’s attached corporations such as Cottage Industry Technology Center (CITC) and SB Corporation, which all get allocation for DTI’s budget this year. In the proposed budget, the Office of the Secretary (OSEC) has the largest budget of P 3.27 billion for 2015, which is 19 percent lower than this year’s allocation of P 4.03 billion. The DOE has proposed a Php3.13 billion budget for 2015, aside from the Php974.309 million collection of fees and revenues from the exploration, development and exploitation of energy resources. the recent SME Caravan wherein the participants were delighted to see new financing institutions (FIs) that immediately made their services available to budding businesses in dire need of financial assistance. “Some SME participants personally approached me expressing their happiness

with the entry of micro-financing institutions (MFIs) to the growing list of our financing institution partners. This has allowed them more access to fund their businesses especially those who are just starting up,” DTI Regional Development Division Chief Lowell Vallecer said.

Vallecer said the increasing active participation of MFIs has greatly eased the burden of SMEs to look for financing partners since MFIs are more flexible than big FIs like banks and government financing institutions like Quedancor. “Banks and other big

The country improved its ranking by seven notches from last year’s 59th spot and bested 85 economies around the globe.

The GCR 2014-2015 measures competitiveness of 144 countries through the Global Competitiveness Index (GCI) which has 12 pillars including (1) institutions, (2) infrastructure, (3) macroeconomic environment, (4) health and primary education, (5) higher education and training, (6)

goods market efficiency, (7) labor market efficiency, (8) financial market development, (9) technological readiness, (10) market size, (11) business sophistication, and (12) innovation. Overall score of the Philippines in the latest WEF GCR is 4.4. Among the 12 pillars, the GCR noted that the Philippines has highest scores in macroeconomic environment at 5.8 and ranked 26th; market size with score of 4.7 and ranked 35th; and health and primary education with score of 4.4 and ranked 64th. Within Southeast Asia, the Philippines’ competi-

tiveness placed 5th behind Singapore at rank 2, Malaysia at rank 5, Thailand at rank 31, and Indonesia at rank 34. Bamboo industry encourage to engage in higher value chain By Kris M. Crismundo MANILA -- Department of Trade and Industry (DTI) Secretary Gregory L. Domingo has engaged the local bamboo industry to participate in the higher value chain market rather than competing in a smaller market. Domingo said during the opening of the Philippine Bamboo Showcase 2014 at the Design Center of the Philippines (DCP) office in Pasay City Tuesday that local players in the bamboo industry, instead of making bamboo products as substitute to wood products, can shift to design products which are in the higher value chain. With the mandate of Executive Order No. 879 of 2010, the Philippine Bamboo Industry Development Council (PBIDC) was created, and directed the use of bamboo for at least 25 percent of desks and other furniture requirements in public elementary and secondary schools as well as for government facilities. Domingo, however, mentioned that bamboo furniture and fixtures are more expensive than the same products made of wood; hence the industry must

justify why bamboo products have higher prices than wood products which the industry has yet to define. “Maybe, we have to find other direction,” the DTI chief noted. “It is better if we can produce very high quality and highly designed bamboo products. With that, we can command the prices at five or ten times higher,” he added. The DTI, through share service facility (SSF) project, awarded the province of Aurora in 2013 with a Php 6-million Aurora Bamboo Center (ABC); making the province as the center of bamboo production in the Philippines. This bamboo production center in Aurora is capable of producing 18,000 poles annually. Meanwhile, Philippine Exporters Confederation, Inc. (Philexport) President Sergio Ortiz-Luis disclosed that the global market for bamboo industry is pegged at USD 10 billion which is expected to double by 2015. Last week, a downhearted friend borrowed money from me to buy a bottle of

While NATO Secretary General Anders Fogh Rasmussen said Ukraine was within its rights to request membership, it will remain an unlikely prospect in the near future. A Russian incursion in Ukraine is perhaps not a problem the alliance wants while it is in the throes of an identity crisis.

Then, it also came out that what the Comelec and Smartmatic used for the 2013 elections were mere compact flash (CF) cards for the PCOS machines, which violated its own rule that the PCOS machines must have WORM (WriteOnce-Read Many) cards. Expectations of ECB rate cut buoyed the peso, stocks

I

nvestors continue to remain bullish on both the currency and the local bourse Monday on back of expectations that the European Central Bank (EBC) will cut interest rate later this week. The peso gained P0.11 after ending the week’s first trading day at P43.47 from P43.59 Friday last week.

It started the day at P43.65, slightly better than the P43.72 in the previous trading. Its opening level is the local currency’s weakest for the day after it strengthened to P43.47. This brought the day’s average to P43.55, way better than the P43.66 at the end of last week.

Volume of trade reached US$ 787 million, a tad lower compared to the US$ 845.5 million last Friday. Relatively, the Philippine Stock Exchange index (PSEi) gained 0.46 percent or 32.60 points to 7,083.49 points. Most of the indices tracked the main index spearheaded by the holding firms, which rose by

1.16 percent or 71.32 points to 6,221.44 points. On the other hand, the services index fell 1.08 percent or 24.27 points to 2,212.89 points. Trading was robust after it reached 1.36 billion amounting to P8.4 billion. Gainers led losers at 110 to 76 while 41 were unchanged. (PNA)

MANILA -- A play of anticipations for a possible cut in the European Central Bank’s (ECB) key rates and the political worries in China among others buoyed the Philippines’ stock exchange but was a disadvantage to the peso Tuesday. The Philippine Stock Exchange index (PSEi) sustained its rise after

gaining 0.33 percent or 23.07points to 7,106.56 points. Most of the sectoral indices also posted gains led by the holding firms with 0.65 percent or 40.23 points to 6,261.67 points. Only the mining and oil index ended the day on the red with 0.47 percent or 82.35 points to 17,605.21 points. Trading was robust after reaching 2.65 billion

amounting to P9.7 billion. Gainers led losers at 106 to 74 while 42 were unchanged. On the other hand, the peso shed P0.10 and finished the day at 43.57 from 43.47 a day ago. This was attributed to the worries overseas even as some investors project inflows to emerging markets like the Philippines to increase if the ECB slash its key rates to support

domestic growth. The peso started the day at 43.51, way better than the 43.65 a day ago. It further improved to 43.48 but dipped to 43.64 mid-trade. This brought the day’s average to 43.57, sideways compared to the 43.55 Monday. Volume of trade surged to USD 1.17 billion from the USD 787 million in the previous trading. (PNA)

The Philippines' leading carrier, Cebu Pacific (PSE: CEB), ranked 99th of 313 airlines listed in FlightView's global ontime performance (OTP) report, posting an 81.7% On Time Arrival rating for 9,487 flights it operated last June 2014. CEB is the only Philippine carrier to rank within the top 100 of airlines listed in the report. FlightView, a recognized provider of real-time global flight and airport information services, measures on-time performance of airlines based on flights arriving within 15 minutes of schedule. Other industry reports estimate average OTP in June 2014 for Asia-Pacific carriers was 68.98%.
