Bangsamoro showcases colorful culture in New York

for PH Independence Day celebration

Bangsamoro performers wowed the New York City crowd as they showcased the region’s colorful arts and culture, bannered by Sagayan warrior dancers and kulintang musicians as they joined the float parade along Madison Avenue on Sunday at the start of the 125th Philippine Independence Day celebrations.

A press statement from the Bangsamoro Information Office said it was the first time the region was invited to participate in the celebration, which was organized by the Philippine Independence Day Council Inc. (PIDCI) in New York City.

Postwar veterans, AFP retirees can now become stockholders of Veterans Bank

THE Philippine Veterans Bank, in its new Charter, after the passage of Republic Act 11597, or the Philippine Veterans Bank Act, of December 2021, has allowed other veterans (Postwar veterans and AFP retirees) to become its stockholders.

Veterans Bank which is now known as a private bank

was then owned exclusively by over 385,000 World War II veterans and their compulsory heirs.

Ownership of Veterans Bank has been extended to post-war II veterans, AFP Retirees and their families. in its effort to raise more capital.

The new shareholders

includes Korean and Vietnam War veterans and their widows and descendants, as well as retirees of the Armed Forces of the Philippines (AFP) and their immediate family members.

PBBM swears in Teodoro, Herbosa as DND, DOH secretaries

MANILA – President Ferdinand R. Marcos Jr. on Tuesday administered the oath of office to Gilberto Teodoro Jr. and Teodoro Herbosa as Defense and Health secretaries.

Teodoro and Herbosa took oath in separate ceremonies at Malacañan Palace in Manila.

The oath-taking rites were held a day after Malacañang announced the appointments of the two new secretaries.

Marcos met with Teodoro and Defense Senior Undersecretary Carlito Galvez Jr. and Herbosa and Health Undersecretary Ma. Rosario Vergeire in separate

meetings at Malacañan on Monday afternoon.

Teodoro also served as the secretary of the Department of National Defense during the administration of President Gloria MacapagalArroyo.

He was also the chairperson of the National Disaster Coordinating Council during his tenure as DND chief.

Teodoro also became congressman of the First District of Tarlac.

He completed his law degree, graduated at the top of his class at the University of the Philippines (UP), and achieved the top rank in the 1989 Philippine Bar Examinations.

He also has a Master of Laws degree from Harvard

University.

Teodoro was also recognized as a Leadership Awardee and Seminar Academic Excellence Awardee during his time at the Air Command and Staff College, Air Education and Training Command Philippine Air Force Command and Staff Course in 2001.

In 2003, he attended the Joint and Combined Staff Officers Course, Class No. 1, JCSC in Camp Aguinaldo, where he was honored as a Leadership Awardee.

This came after Marcos named lawyer Gilberto “Gibo” Teodoro Jr. as the country’s new Defense Secretary on Monday.

Apayao livestock farmers attend schooling on ruminant production

LAOAG CITY–The province of Apayao is training livestock farmers to enhance their knowledge and skills in raising healthy cattle and carabao for meat and milk production.

Starting this June, more than 40 farmers are currently enrolled in a Farmer Livestock School (FLS).

Spearheaded by the Apayao Provincial Veterinary Office (PVO), the schooling will span for seven months at the Apayao Ecotourism Sports Complex Clubhouse in Luna town, Apayao where the participants will be required to attend weekly meetings.

As part of the training module, the farmer participants are expected to gain comprehensive knowledge and practical skills related to large ruminant production, including cattle and carabao farming.

Specifically, they will receive expert guidance and training in areas such as breeding, nutrition, health management, and proper handling techniques.

Ilocos Norte, JobStart PH to boost employment of OSYs

LAOAG CITY – The Ilocos

Norte government is partnering with the Department of Labor and Employment (DOLE) for the implementation of the JobStart Philippines program to boost the employability of out-of-school youth in the province.

Atuan, manager of the Public Employment Service Office, said on Tuesday they are currently in close coordination with the concerned government agencies to facilitate the screening and registration of would-be beneficiaries.

Apayao province is among the top raisers of buffalo in the Cordillera Region with 18,175 heads as of July 2022 based on the latest livestock survey of the Philippine Statistics

Authority.

Seen to alleviate poverty and address food security and malnutrition in the province, the Apayao government has initially allocated PHP3 million for the program.

The program will follow a structured curriculum that covers various topics starting from the basics of large ruminant management to more advanced subjects such as artificial insemination and disease prevention.

The farmers will also have the opportunity to engage in hands-on activities, attend lectures, and interact with experienced veterinarians and livestock experts.

Our country is oozing with ecological resources. Prior to the vanishment of the 17 million hectares of our dipterocarp forest, the Philippines was home to billions of flora and fauna that are endemically found only in our country. In fact, the number of flora and fauna found in a 5,000-hectare Mt. Kitanglad is far greater compared to those found in on billion-hectare continent of North America. But the ecological wealth is not just found above the ground; beneath are 72 kinds of minerals only found in Mindanao alone. But the wealth does not stop at the shorelines. Our archipelago has been described as the “center of the center” of marine life on earth. Paradoxically, amidst the bounty lies so much poverty. Why? Because the Filipino people are so powerless to benefit from these resources.

We can categorically answer that in the Philippines, it is never the people but only a few elites, the ruling class, the landlords, the TNCs, the cartels, the conglomerates, the monopolies through the growth-at-allcost development strategy called extractive economy or corporate globalization. Poverty is rooted, not in the lack of resources but in the powerlessness of people to have access and control over their resources which are fast slipping through their fingers. That’s what development experts say. That’s what the people perceive

now in the light of massive destruction of our ecological systems through massive extractions. In Cagayan de Oro alone, it is so shocking to know that its top quality gold are extracted by illegal Chinese miners carrying only tourist visa through open-pit mining using backhoes and heavy equipment that have tremendously destroyed our rivers and Macajalar bay though massive siltation, to the detriment of the coastal communities who are now living in hunger and extreme poverty.

Look at Mindanao, so rich yet so poor. While the island oozes with ecological resources, poverty is glaring in the life of the peasants who must till the land not their own. And if they do, they are victims to a mode of production and marketing system that they do not control. The farmers have been “robbed” of farming, using seeds and technologies which are not within their control but by big agri-business corporations.

Feel the pains of our indigenous people. They have lived sustainably in the forest ecosystem for thousands of years but now the 17 million hectares of dipterocarp forest are almost gone and so are their “pharmacies,” their “marketplace,” notwithstanding that the forests are our invisible water dams, soil protector, climate regulator, carbon sink and “homes” to billions of flora and fauna many of

which are found only in the Philippines. Now what we have are ecological disasters for massacring the trees and all life forms (the megadiversity) that once dwelt in the forest.

After losing the forest, there is now a tremendous pressure on land as these are now heavily “commercialized” by new entrants TNCs converting the land into massive plantations, to the detriment of our “lumads” who all these years are rendered powerless.

Indeed, “Agaw Lupa, Agaw Buhay” as our Indigenous Peoples who were once the masters of the land that they wonderfully made productive following the culture of sustainability are now illegally deprived of their ancestral domains and if they resist, they are being erased from the face of the earth. In the last 7 years, some 101 IP leaders have been killed for standingup to protect their land rights. In Butong, Quezon, more than 1,000 families belonging to the Manobo Pulangiyon Tribe are living in the last 6 years along the hi-way living under shattered tents and are just eating “Kamote” once a day, having been illegally ousted from their 1,111-hectare ancestral domain by a pow-

Solar is the Future of Mindanao–Solar Week 2023 begins with clear message

Solar Week Mindanao

2023, a week-long knowledge and information extravaganza about Solar for Mindanaoans, begins Monday, World Environment Day, June 5, 2023.

Solar Week is the flagship event of the Mindanao Goes Solar movement (MGSM) and features a local exhibit of solar suppliers in both Davao City and Cagayan de Oro in 2023, while continuing its tradition of an online broadcast of discussions and interviews on important solar information.

Mindanao, which is yet to achieve 100% electrification, is best to benefit from solar and other renewable energy

technologies to bring power to its unelectrified communities. This move will also help the country in achieving climate adaptation and mitigation goals, plus inclusive and sustainable development not only for Mindanaons but the entire country. Last year, Solar Week, was purely online due to pandemic restrictions but was participated by distinguished guests discussing important topics, including Mindanao Development Authority (MinDA) Deputy Executive Director, Assistant Secretary Romeo Montenegro who shared about the Mindanao Energy Plan which the agency

intends as a reference for renewable energy projects in the region, including for solar.

“It is projected that several hundred gigawatts of electricity is going to be derived from solar in the next 50 years. The question is, where is Mindanao and where is the Philippines in that very important contribution?” asks Montenegro at his keynote in 2022. “There’s going to be bumps and humps along the way but our march towards a full transition to clean energy is going to be possible if altogether we work as one,” Montenegro adds.

It is with this message of collaboration that the

Mindanao Goes Solar movement designed its Solar Week programming in 2023. Viewers of the knowledge event online broadcast will get to know the Mindanao Renewable Energy Advocacy and Coordination Hub (MinREACH) which is a new alliance between the government, private sector, academe and non-profit organizations working on renewable energy. This happens during Mindanao Monday. Technical Tuesday serves as a learning session with several Mindanao-centered citizens of the Netherlands. This country is currently Europe’s leader in solar. Woke Wednesday features

an innovative partnership seeking to accomplish renewable energy planning at the sub-national level courtesy of the world’s largest conservation organization, the Worldwide Fund for Nature (WWF).

Thrifty Thursday will showcase one of the most sought-after topics of MGSM followers: Solar Financing. On this day, representatives from the Pag-ibig home development loan will discuss its Home Improvement loan which now allows for solar installations for Filipino homeowners. On Feel-good Friday, viewers will witness parts of the local event of international organization

New Energy Nexus for their goal of 100% clean energy for 100% of the population in the shortest time possible. It is doing so in Cagayan de Oro by connecting with partners able to augment the local solar industry. Gov’t-funded muscovado plant in NegOcc to benefit 382 households

BACOLOD CITY – A government-funded muscovado production and marketing enterprise facility will benefit 382 household-beneficiaries, who are members of proponent group Kalibutan Society Inc. (KSI) based in Kabankalan City, Negros Occidental.

The building located in Barangay Oringao costs almost PHP26 million and was implemented as a subproject under the Department of Agriculture-Philippine Rural Development Project (DA-PRDP).

The infrastructure component amounted to PHP12.176 million while

the enterprise component is worth PHP13.801 million.

Muscovado is unrefined cane sugar with a rich brown color.

As of Tuesday, the construction of an PHP8million concrete road from the highway going to the muscovado production building has already been approved.

“There is a budget for it. I have already signed the notice of award. It will make the transport of their produce easier for the farmers,” Mayor Benjie Miranda said in a statement.

KSI president Antonio Castillo said with the new facility, they can now transition to organic muscovado production, which

has a high demand in the consumer market.

The turnover of the project, which was jointly funded by the DA, World Bank, and Negros Occidental provincial government, was led by Governor Eugenio Jose Lacson and DA OIC-Regional Executive Director Jose Albert Barrogo.

“It is a hub where farmers can refine their craft, where modern technologies can be embraced to enhance productivity, and where the legacy of muscovado production can be passed down to future generations,” Lacson said during the turnover on June 1.

Former Sultan Kudarat Gov. Suharto Mangudadatu is new TESDA chief

GENERAL SANTOS CITY (MindaNews ) – A seasoned politician in Mindanao, Su-

harto “Teng” Mangudadatu, former governor and representative of Sultan Kudarat province, is now the head of the Technical Education

and Skills Development Authority (TESDA).

President Ferdinand Marcos, Jr. appointed on Tuesday Mangudadatu, whose

family lords over Sultan Kudarat province’s political scene in the last 25 years.

Mangudadatu and his family campaigned for Marcos in the 2022 presidential elections.

The Presidential Communications Office (PCO) announced the appointment of Mangudadatu as director general of TESDA, a position with a rank of Secretary.

“His tenure as governor was marked by notable achievements and initiatives aimed at improving the lives of the province’s residents,” the PCO press release said. Mangudadatu, who replaced Danilo Cruz, served as representative of the lone district of Sultan Kudarat from 2004 to 2007.

Before that, Mangudadatu was mayor of Lutayan, Sultan Kudarat for two terms from 1998 to 2004.

He became governor of Sultan Kudarat from 2007 to 2016, completing three terms in office. He then represented the province’s first district from 2016 to 2019 in the Lower House. He returned as governor from 2019 to 2022 and did not seek political office in the May 2022 elections.

Mangudadatu is the son of former Sultan Kudarat Governor Datu Pax Mangudadatu.

The elder Mangudadatu held the position from 1998 to 2007 and from 2016 to 2019. He was the province’s first district representative from 2016 to 2019.

The province is now governed by Datu Pax Ali Mangudadatu, son of Suharto and Maguindanao del Sur Governor Mariam SangkiMangudadatu.

In a Facebook post, the younger Mangudadatu congratulated his father

and thanked Marcos for appointing him as TESDA chief.

The son described the father as the “Man of the People.”

“This feat proves the impact of people-oriented service he has rendered through the years,” Datu Pax Ali said.

“The Province of Sultan Kudarat is a sole witness to his pioneering capabilities in the humble pursuit for development, which sets the standard in defining true public service – Serbisyong Tapat at Maaasahan!”

Troops seize ASG encampment, rescue Indonesian teen

LAMITAN CITY, Basilan

– Troops have rescued an Indonesian teenager as they seized an encampment of the Abu Sayyaf Group (ASG) following a firefight in this province, military officials said Tuesday.

Col. Frederick Sales, Joint Task Force (JTF)Basilan acting commander, said the 15-year-old male teen was rescued when they clashed and overran an ASG encampment in Sitio Lobloban, Barangay Guiong, Sumisip town on Saturday.

As technology transforms the workplace, the need for innovation in learning and development is urgent. Seeking innovations in learning, we inhabitants of the Information Age reflexively turn our eyes to technology.

Rightly so, given the vast improvements technology has brought to our lives.

But an innovation is a different way of doing something that is also a better way of doing something. In education, an innovation is a deviation from the standard practice even equal or lesser amounts of time and resources. Innovation

does not always involve a mechanical, electronic or digital device.

To condense a few historical narratives, we may say that Benjamin Franklin discovered electricity. Thomas Edison invented the light bulb. John Travolta danced to innovative disco lights. Or more to our point, Alan Turing discovered computing. Steve Jobs invented the iPad. And educators made use of the iPad in blended learning. If proved more effective than the standard practice of teacher-directed, face to face instruction, blended learning is an innovation in learning. So any new device is really just an invention. The innovation is its successful use.
