Tourism convergence

ZAMBOANGA City – The Department of Tourism (DOT), Department of Interior and Local Government (DILG), and the Department of National Defense (DND) entered into a memorandum of agreement for the convergence of efforts to develop tourism in Mindanao.

The MOA signing was held on Wednesday, May 31, in a hotel in Zamboanga City.

Organic congress

THE local government of Kauswagan in Lanao del Norte is all set for the upcoming "Organic Asia Congress (OAC) 2023," this year’s biggest organic agriculture event in the world, the local chief executive confirmed in a media forum here.

THE Kauswagan International Organic Convention Center in Barangay Tacub, Kauswagan town, Lanao del Norte where hundreds of guests, experts, researchers, and the likes will gather for the Organic Asia Congress 2023 set June 5-10.

Municipal Mayor Rommel Arnado said the completion of the Kauswagan International Organic Convention Center in Barangay Tacub, Kauswagan town, that will serve as the event's venue is “99 percent done.”

"It’s just a matter of simulation now,” said Arnado, referring to the venue.

Masagana rice

A LAWMAKER in the House of Representatives on Friday lauded President Ferdinand R. Marcos Jr.'s move to approve the Masagana Rice Industry Development Program (MRIDP) that will prioritize the welfare of farmers and increase rice production.

"Ang Masagana program ay patunay na prayoridad ng pamahalaan ang sektor ng mga magsasaka, kabilang dyan ang mga magsasaka ng palay," Quezon Representative Reynante Arrogancia said in a statement.

Arrogancia said the next step for the Department of Agriculture is to specify the details regarding the implementation of the program.

Davao City’s smoking, liquor ban violators cough up P4M in fines

DAVAO City – At least P4 million worth of fines from violators of anti-smoking, liquor ban, and sobriety ordinances, have been collected by the city’s Vices Regulation Unit (VRU) from January to April this year, an official said Friday. In a radio interview, Hernando Las, head of the VRU, said violators of the antismoking ordinance alone are fined P1,000 for the first offense and P2,000 for the second offense. “They should only smoke in designated smoking areas or hide inside their house, so they don’t get caught,” he said. For the liquor ban,

he said buying liquor and drinking in public places is no longer allowed from 1 to 8 a.m. Violators will be fined P3,000 for the first offense and P5,000 and imprisonment for three months for the second offense. . “We provide a smoking cessation program, issuance of permits to sell cigarettes, certificates of compliance for designated outdoor smoking areas, and smoking awareness lectures,” Las said. On May 31, the city government marked the 21st anniversary of its antismoking ordinance through a motorcade with the theme “We need food, not

tobacco,” which emphasizes the importance of healthy sustenance over harmful habits. Las appealed to the city police station commanders to continue supporting the VRU in enforcing the anti-smoking, liquor ban, and sobriety ordinances. Currently, the VRU said business establishments in the city are 100 percent smoke-free.

Maharlika Fund bill contribution unlikely to affect BSP's stability

THE Bangko Sentral ng Pilipinas' (BSP) contribution to the Maharlika Investment Fund (MIF) will not threaten its financial stability, Finance Secretary Benjamin Diokno has said.

"The contributions being asked from BSP for the first two years of the MIF, for a maximum of P50 billion, are dividends declared in favor of the national government. That’s the net profit of BSP

and the NG (National Government) decides how to use it," Diokno told reporters in a Viber message on Friday.

"I estimate that BSP’s dividend for the NG in 2022 would be in the neighborhood of P30 billion," he added.

Diokno, former BSP governor during the Duterte administration, said the BSP's financial condition is much better now than when its revised charter was being

deliberated upon.

The BSP was also granted additional tools to conduct its primary mandates, he added.

"At the height of the pandemic, when I was BSP Governor, BSP extended a loan of P540 billion -- repeat, P540 billion -- interest-free to the national government. To help the country during its economic distress. That’s how good BSP’s finances are,"

Sustained inflation slowdown to benefit bond, equities market

THE outlook for the domestic bond and equities market looks bright if the domestic inflation rate sustains its deceleration, executives of Manulife Investment Management (IM) and Trust Corp. Ayala-led bank on track to meet sustainability financing goals

THE Ayala-led Bank of the Philippine Islands (BPI) is on track to retire coal financing in support of the country’s sustainability efforts.

In a briefing Friday night, chief finance officer and chief sustainability officer Eric Luchangco said BPI has not financed energy projects that utilize coal since 2018 or when the bank formalized its Sustainable Energy Finance (SEF).

“We don’t look necessarily at the percentage of our loan book, but if you look at where we are right now,

over 50 percent of our energy portfolio is in renewable energy. That will continue to grow overtime,” Luchangco said.

He clarified that “the pace that we have is highly dependent on what the clients want to do” but stressed that they expect to be a leader in the market.

Among the energy projects the BPI is currently financing is for AC Energy (ACEN), another Ayala Group firm that is listed in the local bourse.

Sam the Changed Man

Think a minute . . . This is the true story of a man named Sam who joined the American army in 1812. He was such a great military leader that he became a major general. Eventually he became successful in politics also and was elected governor of Tennessee. When he was running for a second term, Sam married a girl named Eliza Allen. But the marriage only lasted 11 days! It is not clear whether Sam’s drunkenness drove them apart or whether the divorce drove him to drink.

Sam later resigned as governor of Tennessee and went to live with the Cherokee Indians. He became an alcoholic and stayed for years under the influence of alcohol, or “firewater” as the Indians called it. Sam went downhill fast as drinking burned up years of his life.

One day Sam was back in America’s capital of Washington D.C. on a mission for the Cherokee Indians. He was walking down the main street when he saw a Congressman who in the past had publicly accused Sam of stealing and fraud. Well, Sam decided this was his chance for payback, so he physically beat the man for slandering

In the days following, this Congressman whom Sam had beaten got his own payback when Sam was publicly penalized and his entire political career destroyed. Or so everyone thought.

Then a surprising thing happened. Sam changed his ways! He realized that he needed to learn to control himself physically, emotionally and mentally. In fact, he continued to completely prove his self-control so that eventually America trusted him as the leader of a large part of the nation. This man, Sam Houston, who had lived as a drunk, totally changed and became the first president of the great territory of Texas; and

FARMERS in Sitio Kibaritan, Malinao, Kalilangan, Bukidnon are now living in hunger and in extreme poverty as their farms planted with various crops such as corn, root-crops, vegetables, sugar-cane, etc. Have either been tractored, buck-hoed or griddered by military men as instructed by military superiors. The nonstop destruction of their farms is based on the contention of the AFP that Kibaritan is part of the 42,265-ha. military reservation by virtue of Presidential Proclamation 134. But such military declaration has been belied by no less than the lawyer-mayor of Kalilangan Bukidnon , Mayor Raymon Charl Gamboa Vice Mayor Joel Padsing, Sr. as they categorically declared that Kibaritan has never been a part of military reservation as the present occupants have been tilling their farm lands for more than 40, 50, or 60 years already when their grandparents began tilling their land since the fifties. As pointed out by the honorable Mayor, “Kibaritan has been classified as alienable & disposable and the present occupants have already acquired prior rights. It is so dangerous to convert the Sitio into military reservation as it is already a community with a Chapel, an Elementary School and a Day-care Center.” What is applicable is Executive Order 75 signed by Pres. Rodrigo Roa Duterte in 2019 which has already over-ruled PP 134.

In that amazing meeting called by the DAR on May 28,2023 in Malinao, Kalilangan, Bukidnon, attended by top officials of the DAR and MATG top officials, the honorable mayor again categorically stated that the 195 hectarefarmland has been declared even before he was the Chief Legal Officer of the DAR as alienable and disposable (A&D} and DECLARED AS JUST AN ADJACENT AREA to the nearby military reservation and has never been categorized as part of the military reservation. The honorable Mayor and Vice Mayor are well aware of this truism as their respective ancestors are from Kalilangan, having been born and living their for so many years.

But such warning from the Mayor himself has been totally disregarded to the detriment of the children, many of whom have already developed phobia and are panicking. The blasting of cannons at dawn from 3am to 7am has created so much phobia to the community especially to the children who are shouting in fear and some decided not to go to school

anymore.

The non-stop firing of guns and the blasting of cannons are continuously instilling fear and havoc to the children as they would recall that horrible incident which happened on March 25, 2016 when three children were victims of the blasting of an UXO (Unidentified Explosive Ordnance). PBBM urged to certify bamboo industry bill ‘urgent’

stakeholders on Thursday appealed to President Ferdinand R. Marcos Jr. to certify as urgent the Senate version of the proposed “Philippine Bamboo Industry Development Act” following the passage of its counterpart, House Bill 7941, at the House of Representatives earlier this week.

In an interview, Rene “Butch” Madarang, executive director of the Philippine Bamboo Industry Development Council (PBIDC), said the enactment of a legal framework for the bamboo sector cannot be understated in view of the growing international market for high-value products made from engineered bamboo. He recalled that a bamboo industry measure has been previously passed by the House, only to fizzle out at the Senate.

Madarang expressed optimism that this time, with the President’s prodding, senators will waste no time in approving their version of the proposed law.

The official lamented that the bamboo sector has been so neglected by past administrations that “the PBIDC has been operating on a zero budget.”

“We (the PBIDC) manage to get by (with no funding) because our officers are mostly ranking Cabinet men, so they are able to find the resources to ensure that we can have periodic meetings, and remain operational somehow,” he said.

The PBIDC is an agency attached to the Department of Trade and Industry (DTI).

Madarang pointed out that on Tuesday, Floridabased bamboo grower and processor Rizome announced a $100 million (P5.5 billion)

investment in Cagayan de Oro.

The multi-billion peso investment will finance the cultivation of bamboo over a huge swath of land, which when harvested will be processed into engineered bamboo at the company’s factory in the province.

Former Agriculture Secretary Luis Lorenzo Jr., a global investor at Rizome Philippines through subsidiary Bamboo Ecologic Export Corp. (BEEP), said that the company is bringing in cutting-edge, proprietary technology in bamboo wood manufacturing.

He revealed that Rizome is progressively infusing capital into its Cagayan de Oro plant.

MADRID-based offshore wind developer BlueFloat Energy has chosen the Philippines to locate its largest wind energy project.

In a press conference in Makati City on Friday, BlueFloat Chief Executive Officer Carlos Martin said its planned offshore wind energy capacity in the Philippines is about 7.6 gigawatts (GW), which will be divided into four sites with capacities between 1.5 and 3.5 GW.

“We can expect the first of those projects to be in the execution phase and nearing completion by the end of the decade,” he said.

Martin said the company has a total of 32.4 GW of floating offshore wind projects across the globe, and the biggest capacity is

In the Asia Pacific, BlueFloat plans to put up 6.6 GW offshore wind power each in Taiwan and Australia, and 1.9 GW in New Zealand.

In an interview with the Philippine News Agency (PNA) at the sidelines of the event, Martin said "there’s a challenge of doubling the production capacity (in the Philippines) within this decade" given the robust growth of the economy.

“In markets like the Philippines, offshore wind can cover new demand. So the growth of the country implies that there is a big growth in the demand of power," he said.

The Brigada Eskwela is one of the programs that the system is proud of by forming alliances with Local Government Units and gaining community support thru its stakeholders. Our local school, the Misamis Occidental National High School is able to tap the spirit of “bayanihan” among its faculty and gained strong support system from its stakeholders in both local and private entities to deliver its services to the learners to foster and cultivate a strong sense of continuing education amidst pandemic.

The partnerships with various private individuals have aided in the realization of the various projects and programs initiated by the school in support of the DepEd thrusts and priorities. Funds were obtained from several sources to respond to the requirements of the time and situation. Indeed, the initiatives funded by the Brigada Eskwela Program and the expanded collaborations give the MONHS community and stakeholders satisfaction and joy since they have seen the rewards of their labor and efforts. Nine local and regional cacao growers and processors from the city, Zamboanga Del Sur and Zamboanga Del Norte are showcasing their respective products. “When you say cacao, the public perception is only chocolate, but here you can see all the by-products like the chocolate soap and shampoo,” Aileen Ann Villa-Enriquez, the SM City Mindpro manager, said. Meanwhile, Lipae highlighted the remarkable growth of the cacao industry in the region that is now thriving with over 3,000 stakeholders involved, including farmers, cooperatives, nursery operators, processors, input providers and traders. He noted Zamboanga Peninsula has achieved an impressive production output of 515 metric tons, making it the second-largest national producer of cacao, with a 5 percent share of the national output. The region currently has 1,743 hectares of cacao plantations, making it the fourth-largest area planted with cacao in the country.

Globe backs creation of Connectivity Index Rating in PH, expresses readiness to work with government

Leading digital solutions platform Globe supports calls for the establishment of a national Connectivity Index Rating, which sets a standard for internet quality, as it stands ready to collaborate with the government to make this proposal a reality.

The proposed connectivity index aims to establish a standard for the quality of internet connectivity in public and private buildings, contributing to the wider national effort towards comprehensive digitization.

In an era where digital connectivity is life-enabling and crucial to socio-economic development, Globe is stepping up to facilitate this transformative project.

for the quality of internet experience in a particular indoor area.

The quality of internet experience includes speed, accessibility, availability and security. This rating will provide a meaningful benchmark for property owners and government institutions on the right level of connectivity vis-a-vis the volume of user traffic in a given building or area.

Atty. Tim Abejo, coconvenor of CitizenWatch Philippines, underlined the potential impact of this index, as having a connectivity rating publicly displayed or available online “will affect the image of an institution and will force building owners to take steps to ensure highquality digital connectivity for their users.”
