5 suspects captured in Bukidnon firefight

THE center of this year’s Earth Day celebration is the successful campaign to restore to life the Iponan River in Cagayan de Oro. The reversal of its very high turbid water because of illegal mining upstream is cause for celebration. The turnaround of the turbidity of Iponan River should not be allowed to

pass without recognizing the combined efforts of the multisectoral groups like Sulog, the Task Force Kinaiyahan and the cooperatives through the Regional Cooperative Development Council, and the tireless and courageous efforts of the City Hall lead by the City Local Environment See river, page A11

Duterte calls for revival of ROTC as part of self-defense force amid China’s aggressive build-up in West PH Sea

D

AVAO City Mayor Rodrigo Duterte today called for the revival of the mandatory Reserved Officers Training Course (ROTC) for male college students as part of building a credible self-defense force in the wake of China’s aggressive build-up in Kalayaan group of islands.

Duterte said relying on the 1951 PH-US Mutual Defense Treaty is not enough to address the Chinese threat in the West Philippine Sea. “While we expect the US to come to our aid if attacked by a foreign force, the country must also be self reliant. And to build up a credible self-defense force, the country must restore the ROTC that was once part

of the college curriculum,” Duterte pointed out. Duterte said that if properly implemented in colleges and universities, ROTC can be used to teach values formation on discipline, nationalism and the patriotic duty to come to the defense of the Republic in the event of an external aggression from a foreign country like China.

“Our young men are presently too preoccupied with texting, facebook and other social media diversions that they don’t even know how to handle a rifle like we used to during our time,” said Duterte, who took up his ROTC in the Lyceum of Manila where he earned his college degree before taking up law in San Beda College. Duterte said an incoming administration after the 2016 presidential polls should already be rethinking its foreign policy vis-a vis China. While he would prefer a diplomatic solution and for Manila to bring back Beijing to the negotiating table, he would like to see the country establish a cred-

DAVAO del Norte - Top social workers in the country conferred the Gawad Parangal Award 2015 to Davao del Norte Governor Rodolfo del Rosario as Outstanding Governor for his dedication in making the lives of his constituents better.

The governor received the award during the 19th Annual Forum and General Assembly of the Association of Local Social Welfare and Development Officers of the Philippines, Inc. (ALSWDOPI) held recently at the SMX Convention

Center, Mall of Asia. The ALSWDOPI paid tribute to the outstanding local chief executives for their commitment in “extending unrelenting commitment and fullest support to social welfare programs in their respective localities.”

ible self-defense capability. Duterte stressed self defense to dispel any perception he’s a war hawk. “We have enough peace and order problems in Mindanao and we don’t need to add an external security threat by saber-rattling against China,” said Duterte. The first presidential candidate to speak out on a major international issue, Duterte expressed alarm at China’s aggressive buildup to fortify its nine-dash claim that infringes on the economic exclusion zone of the West Philippine Sea. He called on China to exercise restraint and desist from reclaiming land to build military bases in the disputed waters of the

South China Sea. Duterte suggested the Philippines and China revert to the status quo before the Scarborough/Panatag incident. Joint exploration of the potential oil, gas and minerals under the seabed can be undertaken with China and the other SCS claimants like Vietnam, Malaysia,Brunei and Taiwan, he said. Duterte also expressed concern for the plight of Filipino fisherfolk living in the coastal towns of Pangasinan and Zambales.who have been deprived of their livelihood . Chinese gunboats recently hosed down Filipino fishermen and drove them away from traditional fish-

ing grounds. He said the South China Sea is vast enough for all the countries in the region to share in its marine life bounty. On the Bangsamoro Basic Law, Duterte said that as a Mindanaoan, he would like to see the BBL’s passage after flaws in the measure have been addressed by the lawmakers so that it conforms to the Constitution. Duterte if elected, would be the first son of Mindanao to occupy Malacanang which is why he said he’s in favor of a peace agreement that would be equitable to both Muslims and Christians alike. . “This is the only formula for a just, enduring and lasting peace.” said Duterte.

T h e gove r n or w a s among the three governors and five mayors who were given the citation. The ALSWDOPI took note of del Rosario’s community empowerment programs that uplifted the quality of life of the Dabaonon people. These include Project NOBLE (No Barangay Left behind) that provided P1-million worth of projects to each of t he 223 barangays of the province; establishment of Barangay Council for the Protection of Children and Violence Against Women and their Children (VAWC) Desk; and, assigning the Community Affairs Officers

as liaison of social services to all the barangays. Un d e r h i s w a t c h , Davao del Norte also actively participated in the search for the Huwarang Pamilyang Pilipino, where the province was the consistent regional winner in 2013 and 2014. He carried out innovative, relevant and responsive policies and programs that pursued a balanced inclusive socioeconomic development towards a better quality of life for all the Dabaonons. T h e gove r n or w a s known for the no-nonsense innovative strategies that he instituted during his five-term stint

in office since 1998. It star ted with the minimum basic needs (MBN) approach to development, infrastructure-intensive RDR WHEELS agenda, to the human-centered P.E.O.P.L.E. development strategy that is now interlaced with the climate change adaptation and disaster risk reduction and management. Wit h del Ros ar io’s sound policies, Davao del Norte leapfrogged from the 52nd spot in the 2000 Human Development Index, to 32nd in 2003 HDI, outpacing the other 20 Provinces already in the top 30. CAGAYAN de Oro City--If plans don’t miscarry, the monthly collection target of the Bureau of Customs in Region 10 (BOC-10)

Suspects... from page A1

identified the suspects as Joel Nunez, 31, Rodolfo Matanod, 33, Marlon Calapuan, 25, Antonio Rejas, 59, and Rolando Bajarias, 22, all of Valencia City, Bukidnon. Longakit said that the armed skirmishes took place in the village of Cabangahan, Malaybalay City, Tuesday afternoon. The police operatives responded when informed about the presence of an armed group and suspicious motorcycle riding men in the sugarcane plantation in the area, Longakit said. She said that the police seized 13 motorcycles and recovered firearms, a.45 caliber pistol, an improvised shotgun, a revolver, and an unknown caliber in the plantation area after the armed encounter. Longakit said that an informant told police that the presence of the group and dozens of motorcycles incited suspicion among residents in the area, prompting the police to conduct an operation. She said the captured suspects underwent the normal police procedures in the conduct of arrest by sending them to the hospital for medical checkups and to the police crime laboratory for paraffin test and firearm examination. The captured suspects are now in the custody at the Bukidnon police headquarters pending the filing of the appropriate cases against them. In Surigao City, A ranking

is expected to increase in last quarter this year with the entry of Shell into the Macabalan port. Atty. Roswald Joseph J. Pague, acting chief of the administrative division of BOC-10, said Shell Philip-

pines is planning to expand in Mindanao after the Supreme Court (SC) denied its motion for reconsideration over the transfer of the Pandacan oil depot in Manila. Pague said Shell, instead of bringing its imported

officer of the New People’s Army (NPA) fell in the hands of the military Sunday, the military announced Thursday. In a report reaching here, the military identified the NPA officer as Bonifacio Mausisa Platel, 30, a.k.a Tado/Tansyong/Jeffrey, 2nd Deputy Secretary of SubRegional Command (SRC) Westland, North Eastern Mindanao Regional Command (NEMRC). Capt. Samuel Maglinao, spokesperson of the army’s 29th Infantr y Battalion, based in Cabadbaran, Agusan Del Norte, said that the military armed with a warrant of arrest collared Platel in the village of Luna in Surigao City Sunday afternoon. Maglinao said that Platel, a resident of Quezon in Surigao City, is facing charges under CC# 3352 with Murder and CC# 4463 attempted murder with the Surigao City court.

He said that the military turned over Platel to the Criminal Investigation and Detection Group (CIDG) in Region 13, after undergoing a debriefing with the Agusan Del Norte based military command. Maglinao said that the arrest of Platel was a product of a long, tedious surveillance and information gathering that go credit to the government intelligence community. Lt. Col. Adonis Ariel G Orio, Commanding Officer of the army 29IB, said Platel narrated the hardship and the desire of other communist NPA rebels to return to the fold of the law. Orio said that the military has issued an assurance of support to NPA rebels who would lay down their arms through the government’s Comprehensive Local Integrated Programs (CLIP) designed to allow the NPA rebels to live normal lives together with their families.

crude products to Pandacan, will use the Cagayan de Oro port as its new drop off points. He said it [Shell] will no longer use the Singapore to Pandacan route but from Singapore to Cagayan de Oro port starting October. He said Shell is importing four to eight vessels of crude products per month. The BOC-10 is expecting an import tax from Shell at P100 million per vessel. He admitted that the BOC-10 monthly target collection in the first quarter of this year faltered; and Pague attributed the P70-million deficit monthly collection target of the BOC-10 to the drop of crude prices worldwide. Nasrudin D. Guro, BOC10 chief of the assessment division, said that from January to March this year oil importers import almost the same volumen in 2014 buts its value dramatically dropped off significantly. For instance, Guro said

in Januar y the volume of oil imports in 2015 is pegged at 37,298,923 with corresponding value of P753,298,923 but in 2014 oil imports was recorded at 38,498,009 and a value of P1,637,495,376. He said that from January to March this year the total oil imports was recorded at 120,048,515 with the corresponding value of P2,481,995,394. In 2014, he said the total volume of oil imports was set at 115,997,480 with the corresponding total value of P4,821,635,147. Port Collector Samson Pacasum of the Mindanao International Container Port Terminal (MICPT) based in Tagoloan town in Misamis Oriental told the Philippine Star that petro products topped among the import commodities in Northern Mindanao. Pacasum said petroleum products remained as the top import commodities

in the region, followed by minerals, foodstuff, chemicals, miscellaneous, iron and steel, paper and paperboard, plastic and articles, mach/ parts/accs, and wood and articles of wood. As of December 2013, the MICPT top importers include Nestle, Jetti, Phoenix, DMPI, JS Unitrade, Tridharma, Coca Cola, Pilipinas Shell, Daesang, and General Milling.

Taking a leap of faith on the BBL

The MILF Panel Chairman, Mohagher Iqbal, has been asking—as does PNoy as well as the government negotiating panel—that we “fast-track” the acceptance or approval of the proposed Bangsamoro Basic Law (BBL). This may not be such a great idea. A piece of legislation like this calls for broader consideration than just sound-bites, headlines, disjointed commentaries, an occasional public forum, or even congressional hearings. Let’s be honest: Most Mindanaons, like the rest of the Filipino people, were not in on the peace process except as spectators. It was not even taken up in our barangay assembly or in those of the barangays of the Autonomous Region for Muslim Mindanao (ARMM). So what are the chances that a sense of ownership, easy familiarity, or intimacy will develop around the novel idea of Bangsamoro in a large segment of society so soon? ***** It is not good that the BBL is viewed by most people as primarily an affair between the Central Government and the Moro Islamic Liberation Front (MILF). It is bad enough that many are skeptical about the MILF’s claim to represent all Muslims, let alone the

Lumads. The term “Bangsamoro” has yet to gain resonance or general acceptance. It still needs to be internalized by those it purports to benefit. It remains a vague concept to many. And there has been no real effort to inform or enlighten people or communities about the issues, leaving the task to the devices of commercial media and to commentators with dubious credibility or credential. No information sheets have been circulated except in privileged circles like academe. No background materials are available to help people understand the situation of the Moros and Lumads. Not even a situationer. How cavalier can the proponents get! ***** Late last year, there was an imbroglio in Zamboanga City in which a public assembly attended by the city’s officials expressed opposition to the agreement and disaffection for the MILF itself in no uncertain terms. Such occurrence cautions us against undue expectations and even impatience at the pace of the process. What sort of background or input went into the preparations for that event? Even universal human rights are not so self-evident and cannot be apprehended without proper background or information. Too, one must keep in

mind that what brought matters to where they are today involved years of struggle on both sides and the use of deadly weapons, violence, and secessionist posturing. So the fear factor is also a real thing here. There are restraining and driving forces in people’s minds that aren’t being addressed and it’s normal to be wary of being easily taken in. Plus there is a lingering apprehension about any hidden agenda the MILF might have. ***** Is it true, for example, that the MILF has an arms factory in their camp? Is there a continuing weapons acquisition and build-up activity? To build trust, the BBL proponents must answer such questions. Is the government on to the presence and identity of gunrunners, smugglers, and other saboteurs like drug suppliers and mules that feed on insurgency? These

are nagging questions that tug at the insecurity of many people and communities. They’re entitled to honest answers. Otherwise, how overcome such valid apprehensions? How build confidence in a paper agreement with such a high price tag? How lay the foundation for lasting peace? The challenge to both the government and the MILF is to show earnest that the peace offered by the BBL is something that flows from the heart and mind rather than the barrel of a gun. ***** Let’s concede that no negotiations are ever perfect, no peace agreement perfectly crafted, and no perfect peace ever will reign. But going along with the BBL has got to be more than a leap of faith. Is it reasonable to expect that there be a modicum of understanding, goodwill, and mutual trust on both sides? So we can set aside our reservations and give peace a chance, there should be a tangible token of good. Has anyone been to their munitions factory? If there’s one thing we can be sure of, this BBL won’t work if we can’t suppress our grudges, water down our prejudices, and banish our fears. We are called upon to set aside skepticism and unbelief, then to make room for the dream of peace and See valdehuesa, page A11

Beijing limits shoppers in Hong Kong In the past, I enjoyed several times shopping trips to Hong Kong. In the future, millions of Chinese will have to refrain from their daily shopping trips to Hong Kong. That’s also a way of boosting consumption on the mainland. In some German drugstores, it is now normal that customers are only allowed to buy a limited number of milk powder packets a day because of hoarding behavior. Even at German airports, it is not unusual to see empty milk powder shelves in drugstores - thanks to the Chinese, who stock up in transit. But imagine that you were suddenly only allowed to go shopping in the city once a week. That’s what it’s like for people in the southern Chinese city of Shenzhen. Wow, try to imagine such restrictions in the Philip-

pines! The shopping paradise of Hong Kong is only 30 kilometers (20 miles) away. However, last Monday the government in Beijing announced that in the future Shenzhen’s inhabitants would only be permitted to go to Hong Kong once a week. Until now, mainland Chinese had been allowed to visit the island city daily,

even as individual tourists. According to estimates, this will reduce the number of visitors in Hong Kong by nearly 5 million people per year. On their shopping trips, people don’t just buy clothes, watches and jewelry, but also daily necessities such as milk powder, cosmetics and medication. Many Mainland Chinese distrust the quality of products at home. And Hong Kong enjoys the image of having many Western products and quality products to sell. Last year more than 47 million tourists visited the city; in 2013 there were just over 40 million. Thanks God, the new rules are not directed at tourists, but instead at crossborder trade. Statistics show that overnight tourists are more interested in luxury and leisure than in drugstore shopping. The main

target of this new rule is the smugglers who travel daily to Hong Kong to buy cheap goods and sell them for more money on the mainland. For a long time now, locals in Hong Kong have not been amused by their continental neighbors’ shopping excesses. The Hong Kong government is now planning to build shopping centers on the outskirts to relieve the center. China’s crisis can’t be all that bad if Beijing can afford to limit consumption in Hong Kong to relieve the people there. However, the government’s concern is probably not for Hong Kong, but rather stimulating consumption on the mainland. +++ Email: doringklaus@gmail. com or follow me in Facebook or Twitter or visit www.germanexpatinthephilippines. blogspot.com.

Council supports Beng’s order on ILP ZAMBOANGA City - The City Council during its session yesterday unanimously approved a resolution supporting the executive order issued by Mayor Beng Climaco enjoining the Zamboanga City Electric Cooperative (Zamcelco) to implement the Interruptible Load Program Time of Use (ILP-TOU) as an immediate solution to the power outage problem in the city. Vice Mayor Cesar Iturralde said the august body fully supports the mayor in her initiative to enlist the help of the business community through Zamcelco to help resolve the worsening power problem. The ILP –TOU is a program aimed to de-load big loaders from the grid to

divert power to residential houses. A minimum of 16megawatts to 20 megawatts are expected to be produced that will sufficiently reduce the current deficit of 24 megawatts. Rufo Pedro Soliven, private sector representative in the Regional Development Council said the ILP-TOU is an initiative whereby the private sector and the government sector are coming together to offer solutions to the pressing power problem in the city. If the program will materialize the deficit will be reduced to only 4megawatts which is equivalent to only two hours brownout daily, according to Soliven. The resolution was authored by Councilor Cesar

Individualized Learning in Mathematics: Video Lessons the Handy Way By Charize Daclag-Langam

The K to 12 Program prides itself for Individualized and Localized Instruction as a means to reach out to learner’s level of proficiency, thereby increasing learning outcomes. Mathematics, being a subject area, is one of the major concern for achievement level, not only for students but teachers, administrators and curriculum-planners alike. It is with this incidence that several learning intervention have been proposed, fostered and implemented

so as to meet the challenges that the academic community have been facing since time immemorial. One of these many learning intervention is the use of Individualized Instruction, which is, customizing the lessons according to a particular student’s pace of mastery and understanding, and level of proficiency. However, due to large class sizes, particularly in the Public School System of the country, teachers are not able to attend to Individualized Instructions as a means and an approach to increase learning outcome. Time constraints likewise proves a chief setback as to the

Part already of the system of education in the country is the technical-vocational track. This subpart is being stressed already in the curriculum which one of the endpurposes is to stop the increase of outof-school youth. The tech-voc training is beneficial to high school students in ways possible; whether he would pursue to college, or enter entrepreneurship or employment. Technical-vocational education is mainly to prepare students, not just in higher education but also to future employment. This is through training them with skills required in the real world. Aside from that, upon finishing the training, national certificates (NC I and NC II) will be given to graduates, improving their employability in fields like Agriculture, Electronics, and Trade. In connection to this, the Department of Education also has Strengthened Technical-Vocational Education Program (STVEP), launched in 2007. It is made to vitalize and popularize technicalvocational education in public high schools. DepEd believes that STVEP is an effective strategy to properly address the perennial problem of poverty and is designed to equip individuals with technicalvocational and academic competencies, proper work ethics and desirable values that will make them economically-stable, responsible, law-abiding, productive and competitive in the world of work. The implementation is made through training students with certifiable, vocational, industrial and other relevant skills. It is also through improving high school students’ performance in skills and academic competence, achievement tests, accreditation and equivalency for certification programs, and as well as upgrade the competency of tech-voc teachers in the delivery of basic and certifiable skills in different courses through skills trainings, in order for them to train tech-voc students more effectively. STVEP does not just minimize educational problems, through encouraging appreciation of learning; it also gives individuals the chance to be able to contribute in the improvement of the country, terms of employment status and income.

implementation of the same as Individualized Instruction entails a considerable amount of time to prepare for contents of materials, coach students for least mastered skills, and provide timely assessment and evaluation. Finally, the availability of technology may somehow impede the implementation of the intervention, as one must consider the available materials and technology at hand ready for the teacher and students’ disposal. Individualized instruction in Mathematics will help students better understand and grasp the key concepts

as taught in the subject area. It allows teachers to focus on students who need more attention as to level of proficiency and learning. For the part of the students, individualized instruction will afford the students the manner that will prove beneficial for his individual learning style, at his own pace, at his own pleasure. At this instance, the use of video lessons as an intervention, an innovation to the mode of delivering learning to the students is proposed. Video lessons have dramatically changed the way students learn, and will grasp

the lessons or topics at hand. Through video lessons, Mathematics teachers can record a particular lesson or topic, and download the same in mp4 format then play the same using a DVD player or one’s very own personal computer. But the concern regarding the availability of the aforementioned rises. Fortunately, with the advent of cellular phones, not only as a form of convenience but a need for this fast-paced, growing demand to be connected, every individual have access to cheap but usable smartphones, or phones that can be used like that of a

personal computer. Even in remote barangays and sitios all over the country, the use of cellular phones can never be undermined as it proves the connectivity of an individual to the world, much so among teenagers. With this regard, video lessons are converted into a format which can be played in cellular phones and these videos will then be uploaded to the students’ phones. Therefore, video lessons have come in a handy, personalized and accessible format- right at the individual learner’s fingertips- his very own cellular phone. By doing so, learning Mathematics will ultimately be fun, viable and innovative.

class advisers are bombarded with so many paper works; checking of students’ portfolio, assignments, test papers, quizzes, and preparation of different school forms. In view of this, the ICT Coordinator devised an automated report system to help the teachers diminish their paper works. Class advisers will make

use of the softcopy of Grading Sheet in MS Excel format with automated sheets for form 137-A and School Form 5 provided by the ICT Coordinator. The ICT Coordinator will be the one to produce the hard copy of form 137, SF5 and Student Report Card and furnished the same to the advisers. The following are the

advantages of Automation of Student Report Card, Form 137-A, and School Form 5 of Grade 7 - Increase ample time of teachers in the preparation of Instructional Materials - Reduce the teachers load in regards to preparation of school forms - Lessen teachers stressors in terms of paper works

- Fast track students achievement report in every grading period The main purpose of this innovation is to lessen the load of teachers by eliminating some of their works specifically the preparation of different forms such as Student’s Report Card, Form 137-A, and SF 5.

Kalilangan receives incident command system briefing By MARK FRANCISCO, Lifestyle Editor

THE Office of Civil Defense (OCD) 10 provided technical assistance to the conduct of Basic Incident Command System for the municipality of Kalilangan, Bukidnon at Pearlmont Ho-

tel in Cagayan de Oro City on April 13 to 15. Members of the Kalilangan Municipal Disaster Risk Reduction and Management Council as well as several barangay officials participated in the

said training. The Basic Incident Command System is a standard on-scene, all hazard incident management concept. It allows its users to adopt an integrated organizational structure to match the complexities and demands of single or multiple incidents without being hindered by jurisdictional boundaries. It is a nonpermanent structure that is only activated in response to disasters and emergencies. “There is a need for an effective and efficient response management system because past lessons have shown the need for an organized onscene response mechanism during disasters and calamities as mandated by RA 10121 otherwise

known as The Philippine Disaster Risk Reduction and Management Act of 2010 and its Implementing Rules and Guidelines. ICS have been proven to be effective in managing wide range of emergencies and disasters,” said OCD 10 director Ana Cañeda. It was learned that a National Disaster Risk Reduction and Management Council (NDRRMC) memorandum circular authorizes the use of ICS as an on-scene Disaster Response and

Management Mechanism under the Philippine DRRM system. Executive Order No. 82 signed by President Aquino likewise advocates the use of Incident Command System. And OCD is the agency tasked to implement ICS training to help capacitate local government units and other agencies in dealing with emergencies and disaster that may occur in their respective areas of responsibilities. At the end of the course, the participants were able to enhance

understanding of the Incident Command System as a vital tool for effective disaster response, provide an overview of ICS, its background, concepts, principles and features, capabilities, organization, facilities and common terminologies and; demonstrate knowledge on basic ICS functions through exercise and class discussion context. Cañeda said that OCD 10 has scheduled this year more ICS trainings in other localities.

EVERY time you go outside your home this summer, look at the people around you while negotiating the way to the jeepney terminal. You will see kids flying their kites. At the barrio health center, you will see more kids getting circumcised. When you drop by the airconditioned mall, you will see tweens and teens gaily enjoying window shopping among themselves (because they don’t have allowances as of the moment since it’s still vacay time). These kids are the lucky ones. For when you drive from the mall towards Divisoria, you will see the homeless kids who I’m

And He said to them, “Why are you troubled, and why do doubts arise in your hearts? “See My hands and My feet, that it is I Myself; touch Me and see, for a spirit does not have flesh and bones as you see that I have.” And when He had said this, He showed them His hands and His feet. While they still could not believe it because of their joy and amazement, He said to them, “Have you anything here to eat? Peace be to you: This was the initial greeting of Jesus to whom he met after his resurrection because of their indescribable fears and worries about his death. This is the heaviest burden of individual to be disturbed deep inside. Once said, “The real treasure on earth is when you have peace of mind.” This is very

Only God can give you that happiness if you will recognize him who is dwelling in the bottom of your inner most being. Take note, being always positive is like saying; why should I worry? I know God is always with me. Sometimes, troubles and inner crisis are dominant in our hearts and minds. Caesar Ian E. Acenas, Darimbang said she personally visited the site twice upon the invitation of the barangay chairman of Tignapoloan. She said, the city can be proud of the Sinulom Falls, which is breathtaking and panoramic. She said it is comparable to the Pasonanca Falls in Zamboanga, and other landmark tourist destinations in the country. She, however, observed that the temporary access road leading to the site is not fully developed, it was steep and rough and difficult to traverse. According to Darimbang, with the discovery of the potential tourist destination, the local government should extend full support to the development of the area. She cited that tourism is a major player and catalyst in the country’s progress. Resolutions In line with this, the councilor filed a proposed resolution declaring Sinulom Falls at Sitio Sinulom, Barangay Tignapoloan as a protected area and a second resolution, requesting the City Council to appropriate funds for the construction of the access road leading to the falls to make it accessible to tourists. Tourism board Acenas referred these to the City Tourism Board for appropriate action. He suggested that the board considers tapping the Tourism Infrastructure and

Enterprise Zone Authority (TIEZA) for the development of the area. Councilor Adrian Barba said the ownership of the land and other concerns should also be looked into. For his part, Councilor Teodulfo Lao said Sinulom Falls can be a source of pride to the city. If the area belongs to Cagayan de Oro, it can be developed as a tourist destination, he cited.

to take care of the environment during construction and during operation,” he said, as he explained that the wholly-owned subsidiary of AboitizPower that specializes in generating renewable energy from run-of-river hydropower systems, “can do well only by doing good: We raise money by taking care of the community we are in and the environment.” Ronquillo stressed that Hedcor’s operating principle centered on the 3Ps, which stands for People, Planet and Profit. “The profit comes afterwards. But first, we have to take care of the people and the planet” even before the actual start of the plant construction and operation. Hedcor has already given various support to the indigenous peoples communities within the project area since 2012, the year the company started processing its permits for the project, said Datu Honorio Sumohoy, chieftain of the Bukidnon tribe. “We are ver y grateful to Hedcor and to the AboitizPower for supporting us and for giving us hope that we can still improve our tribe and our lives. In fact, since 2012, Hedcor had given the tribe support on three separate occasions already. Imagine, this was before the actual project started. How much more when construction starts and during its operation?” he told this reporter. Sumohoy, the mandatory representative of the IPs to the municipal council of Manolo Fortich and main claimant of the 15,000 hectares ancestral domain that is being traversed by the Tagoloan River, said that part of the agreement the tribe signed with Hedcor is the reforestation project the company will implement to protect the river whose

waters will be utilized by the two hydropower plants. Hedcor will construct two cascading plants, the 43.4 MW Manolo Fortich Hydro 1 and the 25.4 MW Manolo Fortich Hydro 2 that will generate a total of 360 gigawatt hour (GWh) of electricity every year. The plants will become online in 2016, Ronquillo said. “Parte sa among gipirmahang kasabutan sa Hedcor mao ang reforestation project. Kini importante kaayo kay kita nasayod nga kung walay kahoy, wala usay tubig. Ang among kasabutan mao nga ang Hedcor ang mogasto sa tanan ug kami sa tribu mao ang motanom ug modepensa sa mga kahoy nga among gitanum,” Sumohoy said. The protection of the environment, through is reforestation project, is part of Hedcor’s mandate to itself. And this is the very same “watershed management” strategy that has allowed the company to continually operate 21 hydropower plants that supply the Philippines, todate, with 170 MW of clean and renewable energy every single day for over 30 years. “Hedcor is driven to protect, conserve and preserve our environment. We are geared towards generating power that leaves a lighter impact and does not compromise the Earth’s climate and its limited resources. Hedcor offers Cleanergy as a solution,” Boy Jabonillo, Hedcor vice president for Business Development, told this reporter in an earlier interview. Jabonillo said that the company sees to it that it take care of the rivers whose powers Hedcor is harnessing to generate electricity. Part of this what he called “taking care of our river” strategy is to clean the river initiatives through cleanup drives and educational campaigns with its partner barangays, mostly IP communities. “Taking care of the river” is just a part of the “watershed management” strategy the company implements, which is the protection and reforestation of watersheds to ensure continued supply of clean water. Hedcor always tap the help of its partner communities to implement its watershed management strategy/project because

it believes that the local residents in the communities are the best partners in carrying out watershed management plans. The company provides these communities with fruit bearing and forest trees which they plant in the watersheds. The fruits benefit the community and the watersheds are reforested. Hedcor has more than 30 years of experience and is the leading run-of-river developer in the Philippines. It has received various awards from the Environment department and other awardgiving bodies for its efficient and effective projects that protect the environment. Run-of-river hydropower system is a design scheme for hydroelectric power generation that is least disruptive to the environment. The scheme works by redirecting river water through a weir into conveyance pipes towards a penstock and feeding it downhill to the power station. Run-ofriver hydropower system works by (1) diverting into a pipeline through an intake weir a portion of the water from the upper reaches of the river; (2) this pipeline brings water to a forebay tank where the water flow is slowed down allowing sand and other particles to settle; (3) from the forebay, clear water passes through a pressure pipe or penstock to the turbine; (4) the natural force of gravity generates energy used to spin the turbine which is enclosed in a powerhouse together with the generator and control equipment; (5) the spinning turbine enables the generator to produce electricity; and (6) from the turbine, the water is discharged down a tailrace or canal back into the river. “Thus, there will be no dams or water impounding facility that will be constructed. The plants will entirely depend on the river and gravity for its daily operation of producing electricity,” said an official of AboitizPower who refused to be named in this report. (Bong D. Fabe)

In an email sent to this writer, PNP-10 spokesperson Supt. Gervacio Balmaceda Jr. said that Amoricillo and San Luis, Malitbog IFI parish priest Rolando Abejo will also be facing child abuse cases as provided in Republic Acts (RA) 7610 and 7658. This, even as Balmaceda denied Amoricillo’s claim that the IFI was accorded custody of the five minors which were among the 13 arrested earlier by Libona town police officers under suspicion that they are NPA rebels. After determining that five of the suspects were minors, the police officers immediately turned them over to the municipal social welfare and development office even as the Department of Social Welfare and Development (DSWD) regional office denied that they had a hand in the situation. In a separate email, DSWD-10 spokesperson Oliver Inodeo clarified that Amoricillo was wrong in saying that the minors were under the custody of their agency. “Under the Local Government Code, each municipality has its own social welfare and development office already. It is in this office that is referred to in this case,” Inodeo said. It is after the minors were turned over to the municipal social welfare and development office that separate versions of what transpired next occurred. In a press conference last Tuesday, the IFI claimed that the municipal social welfare and development office turned over the underage teens to one Melvy Anlagan, who in turn requested IFI to take custody of the kids through Amoricillo and Abejo. But Balmaceda maintained that the IFI team forcibly took the minors from the municipal social welfare and development office. He said that appropriate complaints will be filed before the provincial prosecutor’s office in Bukidnon. Meanwhile, Amoricillo admitted that the kids are with them in an undisclosed location. He also confirmed that a joint Libona LGU and police team went to the church’s headquarters in Cagayan de Oro City, searching for the missing kids.

the Cooperative Development Authority (CDA) have also gone out of its way to contribute to this stellar success. Consistent with this year’s Earth Day theme of “It’s our turn to lead” sustaining the restoration of the Iponan River needs wider people’s participation. The restoration of the Iponan River is a powerful symbol of the greater struggle to protect Mother Earth. “It means that with collaborative effort, cooperation, we can win the battle to regain the integrity of Mother Earth. The CDA is going out of its way because there can be no inclusive economic growth if the environment, the foundation of natural production is destroyed,” said Orlando R. Ravanera, chairman of the CDA. Mayor Oscar Moreno who graced the Earth Day event organized by the Regional Cooperative Development Council (RCDC) at the Iponan Plaza last Tuesday acknowledged the need for people to collectively support efforts to protect and rehabilitate the environment. He affirmed the City Hall’s commitment and unrelenting drive to stop illegal mining in the Iponan River and its watershed, even as the local government will continue to roll out development in rural areas. Presidential Adviser on Environmental Protection Secretary Neric Acosta who also spoke at the Earth Day event last Tuesday praised the advocacy to bring back to life Iponan River. “Really there is reason to ponder upon the lessons and celebrate the success,” said environment thinktank Raoul Geollegue.
