CAMP Evangelista, Cagayan de Oro City––The military has foiled an attempted attack of the communist New People’s Army (NPA) on a hog farm in Libona, Bukidnon Tuesday night, a military officer said on Wednesday.

Army Maj. Christian Uy, spokesperson of the army’s 4th Infantry Division here, said that an undetermined number of suspected NPA rebels fired several shots Tuesday night in the vicinity of the farming village of Sil-ipon in the municipal town of Libona where a hog farm is located. IMPASUG-ONG, Bukidnon––The communist New Peoples Army (NPA) on Wednesday announced the capture of 2 soldiers of the army’s 8th Infantry Battalion in Bukidnon, a rebel infested province, 800 miles south of Manila. In a statement sent to the local media, Allan Juanito, the spokesperson of the NPA’s North Central Mindanao Region, identified the soldiers as Pvt. Marnel Tagalogon Cinches, 23, SN 895243 and Pvt. Jerrel Hapay Yorong, 28, SN 895633, all members of the 8thIB based in Impasug-ong, Bukidnon. Juanito said that the NPA seized a one .45 caliber pistol, an M16 rifle and M203 grenade from the soldiers who were captured while doing “marketing chores” in Buntungon, Impasug-ong Tuesday afternoon by NPA rebels of the South Central Bukidnon Sub-Regional Command. THE STORM surges and strong winds have long been gone but people in areas hardest hit by super typhoon Haiyan last year still continue to rebuild their shattered lives. And women are finding it more difficult than men, burdened as they are by gender discrimination, and a host of other problems that have been magnified after the storm. Mayor Duterte denies saying some young Muslims to train with ISIS

AVAO City - City Mayor Rodrigo R. Duterte has denied categorically linking a group of Filipino Muslims, among them Davao citizens, to the Islamic State of Iraq and Syria (ISIS). Speaking to reporters Monday night at the Grand Men Seng Hotel, Duterte said the raw intelligence he received from an unnamed

source only said there were people who were going to the Middle East to take part in a war. But he clarified he did not say they were going to train with ISIS. The mayor added the Armed Forces of the Philippines still did not have the details regarding the report and was still validating the information.

“Let me be clear, because Manila is also bound to misconstrue,” Duterte said. “I said na may nagbulong sa akin dito ... na may mga young muslims na pupunta ng Middle East kasi makipagsapalaran sa giyera.” “I did not say that they will join ISIS. I just said na takot ako na mapunta doon,” he added.

Dancing traffic officers add color to Tagum’s streets By Tagum CIO

TAGUM City - Tagumenyos are advised not to get shocked if they see dancing men in green uniform in the middle of busy streets during rush hour. This as the Traffic Management Office deployed some 20 “dancing” Tr a f f i c M a n a g e m e n t Officers (TMO) in an effort to ease the stress—both by the motorists and the traffic officers themselves— brought by street congestion during peak hours. Major streets in the city are now manned by dancing officers directing the flow of traffic, to the amusement of motorists and the riding public. This innovation was launched last August 22, 2014 after the selected 20 TMO underwent a professional training by a dance instructor commissioned by the City Government of Tagum, according to Traffic Management Office Head Insp. He said that the NPA rebels simply fired their guns and withdrew to unknown direction when they sensed the presence of the army soldiers in the area. Uy said that the army’s 3rd Special Forces Command has been deployed in the agriculture-rich town of Libona after the NPA rebels waged a series of raids on various multi-national companies in the area since 2013. Last Tuesday, the NPA rebels tried to attack the multimillion Ororama Mega Farm in Sil-ipon, the largest hog farm in Northern Mindanao, that supplies a chain of meat stores and Megamalls in the premier capital city of Cagayan De Oro. Uy said that the military has suspected that the NPA was out to attack the hog farm once again after the rebels attacked the firm sometime last year which resulted in the casualties of over 50 hogs. He said that the military is no longer taking chances after the NPA rebels attacked the Del Monte Philippines pineapple plantation sites and the company’s administration building on February 2013. Aside from the Del Monte Philippines, the communist rebels also attacked the banana plantation of the Agrinanas Company in Libona last year, Uy added.

Caraga dengue cases climb to 4,569, break 2013 record By PAT SAMONTE-Caraga Regional Editor

UTUAN City - The Department of Health (DOH) has noted an increasing trend of dengue infections in Caraga Region for January 1 – August 16, 2014 recording 4,569 cases or 110 percent more than the 2,175 cases for the same period last year. At the same time, DOH-Caraga reported 23 deaths seven of whom were from Butuan City, five from Bislig City, three each from Surigao del Sur and Cabadbaran City, two each from Agusan del Norte and Agusan del Sur, and one from Surigao City. According to DOH-Caraga’s Dr. Gerna Manatad, case hotspots were noted in Barangay Bagong Lungsod, Tandag City and Barangay Mangagoy, Bislig City. Clustering of cases were also observed in Barangays Bongtud, Dagocdoc, San Agustin Sur and Rosario, all in Tandag City. Earlier, Tandag City had declared a state of calamity due to the outbreak of the deadly disease in the locality. Agusan del Sur had the most number of dengue cases with1,144, followed by Butuan City with 961. Surigao del Sur came in third with 637, Agusan del Norte, 346, Tandag City, 296, Surigao del Norte, 286, Bislig City, 245, Surigao City, 240, Bayugan City, 214, Cabadbaran City, 180, and Dinagat Islands, 20. Ages of cases ranged from less than 1 month old to 90 years old. Majority of cases were males (51%). Thirty-nine percent of the cases belonged to 0 to 10 years age group.

DA turns over P1.4m worth of veggie seeds By NOEL B. NAJARRO

BUTUAN City - As its continued support to the farmers here in the region, the Department of Agriculture-Regional Field Office 13 (DA-RFO 13) through High Value Crops Development Program (HVCDP) has turned over to the Provincial and City Agricultural Officer a total of 23,731 pouches of various vegetable seeds amounting to PHP 1.4 million. The Provincial and City Agriculture Offices will in turn distribute the seeds to identified municipalities and nongovernment organization for planting. The identified beneficiaries are those from production areas of vegetables such as Antongalon, Anticala and Pianing for Butuan City; Cabadbaran, Santiago, Buenavista and Jabongga for

Agusan del Norte; San Francisco, Bayugan City, Esperanza, Trento, Sta. Josefa, Rosario, Talacogon, Prosperidad and Sibagat for Agusan del Sur; Lanuza, Carrascal and Lingig for Surigao del Sur; and, Pamayapan, Burbuanan, San Roque and San Isidro for Bislig City. The seeds included upland, lowland, spices and indigenous. The province of Agusan del Sur received 6, 257 pouches; Surigao del Norte received 4,122 pouches; Surigao del Sur received 2,381 pouches; Agusan del Norte got 5,721 pouches and Butuan City received 1, 436 pouches while the province of Dinagat Islands were given 1,421 pouches. The DA seed distribution is a regular intervention of the vegetable production program. “The intervention aims to lower production cost of the farmers as well as provide their access to

quality seeds,” Lynn A. Pareno, HVCDP Regional Coordinator said. Rafael Alba, Chairman of Bislig Vegetable Growers association said he is thankful for the intervention as it gives him one less thing to worry about. The program also seeks to answer the shortage of supply of vegetable in the region. Caraga’s vegetable production is not enough to meet the demand as the region relies on supply coming from Bukidnon, Cagayan de Oro City and other Northern Mindanao areas to augment the deficit. Further, the program is also in support to attaining the targeted growth rate of 1.77 percent in highland vegetable production for the country and the 1.77 percent and 1.4 percent growth rates targeted for the lowland and spices vegetable, respectively. P11M projects unveiled in Sacol Island ZAMBOANGA CITY Firm in its commitment to bring government services to the people wherever they may be, the City Government over the weekend unveiled P11 million worth of infrastructure projects as well as delivered medical services and other programs folks in the island barangays. The projects unveiled and turned over included the P6.4 million road concreting project from Landang Gua to Pasilmanta covering 2.75 kilometers; P3 million slope protection project in Busay and the P1.708 million health center in Landang Laum. Mayor Beng Climaco personally spearheaded the inauguration and turnover rites manifesting the local government’s thrust to implement projects and programs for all residents of the city regardless of their location. She was assisted by Councilors Percival Ramos, Mike Alavar, Rommel Agan, Eddie Saavedra and Gerry Perez including City Veterinarian Dr. Mario Arriola. The inauguration and turnover rites were held one after the other in the concerned barangays in the presence of the barangay officials and constituents. The local government is never remiss in its obligation to bring projects and programs not only in mainland or nearby barangays but also farflung and

island barangays to ensure that all constituents get equal share of government services. After the project inauguration rites, the mayor also sat down with the barangay officials in every stop she made to hear the people’s voices. The consultations were to ensure that projects and programs implemented for the barangays are with the consent and approval of the people themselves. The medical outreach mission along with provision of veterinary, civil registry and agricultural services was held in barangay Landang Gua which served over 300 families. Bags were also distributed to Grade 7 pupils in the area through Mayor Climaco’s personal advocacy on education. Last August 2, the mayor also led an outreach mission in the island barangay of Tigtabon. The Dia de Alcalde is an outreach mission conducted in barangays in celebration of a village’s fiesta. It is initiated by the local government and features the frontline services of the city delivered by the City health Office, City Veterinarian, City Agriculturist and City Civil Registrar. Also during the summit, the participants agreed to show loyalty and the need to refrain from what distorts the purity of brotherhood and weakens the concrete cooperation. To implement the resolutions, the office of the 2nd vice chairman will establish a regular meeting of Ulama, particularly the heads of associations and institutions, with aims to boost the spirit of understanding and building the so-called “house of wisdom.” It will bring together these Ulama, researchers and experts to exchange views and ideas on how to strengthen their noble advocacy and handle problems. also urged to accommodate global contemporary issues that could be utilized and harnessed for the benefits of Islam and Muslim, said Dipatuan. Cagayan de Oro City PH’s No. 2 in Infrastructure Competitiveness C

AGAYAN de Oro City - One of the major factors which pulled up Cagayan de Oro City to No.2 in the latest overall competitiveness rankings of cities around the country was its infrastructure competitiveness. The City of Golden Friendship ranked second only to Davao City, and was followed by the Metro Manila City of Marikina. Infrastructure scores were based on data on existing road network, distance from city/municipality center to major ports, Department of Tourism-accredited accommodations, health infrastructure, education infrastructure, basic utilities,

infrastructure investments, ICT connection, ATMs, and public transportation. The latest road inventory from the City Engineer’s Office shows Cagayan de Oro City with a total road network of 220 kilometers, 54 percent of which are concrete paved, 43 percent gravel, and the rest earth/ asphalt roads. Some 75% of the roads were reported in good condition and the

rest in fair condition. Although it is some 40 kilometers from the Laguindingan Airport, access has been improved by the ongoing expansion of the Iligan-Cagayan-Butuan Road (ICBR) portion going to the airport from four to six lanes. Two alternate routes have also been opened. Significant increases in public transport vehicles also improved access to key destinations such as the airport, seaports and bus terminals. SSS makes positive debut in business execs outlook survey

T

he Social Security System (SSS) marked its first appearance in the Makati Business Club (MBC) Executive Outlook Survey with a positive performance rating from business leaders, netting the 15th place among 62 government agencies included in the survey. The SSS tied with PagIBIG, which both received a net score of 55.3 from 65 senior business executives covered by the MBC’s survey for the second semester of 2014. More than half or 43 of the 62 national agencies and offices were considered to have performed well in the fourth year of the Aquino administration, the survey showed. “The results are both humbling and motivating.

We are happy that the efforts we have done so far to improve SSS operations and services left such a positive impression on most employers and key leaders in the business sector,” SSS President and Chief Executive Officer Emilio S. de Quiros, Jr said. Expounding on the SSS’ performance in recent years, De Quiros said the agency saw a historical improvement in its financial operations in 2013, wherein for the first time,SSS total collection in contributions surpassed the century mark at P103 billion. Contribution collections continued to grow by P58.8 billion in the first six months of 2014, which has already

exceeded half of the total amount collected in 2013. “More than 87 percent of what we collected last year were from employees of 912,000 registered employers. These figures prove that employers and business owners play a vital role not only in ensuring the stability of the SSS fund but as well as in keeping workers under the mantle of SSS’ social security protection,” De Quiros said. The top official said total assets stood at P423 billion as of June 2014 on the back of a solid financial performance due to investment growth. Three more years were also added to the SSS fund life, which is currently pro-

jected to last until 2042, as a result of the increase in the contribution rate and maximum salary credit that was made effective in January 2014. Benefits paid in the first semester of 2014 amounted to P50 billion, a 14% increase relative to the same period in 2013. De Quiros attributed this to improved processing of claims, particularly for death, disability and retirement. “To be regarded as one of the top performing offices is definitely a pat on the

back for all the hard work of everyone in the SSS and the continued support of our valued stakeholders. We also see it as a challenge to continue to strive harder to provide the services that we are committed to,” De Quiros said. As of June 2014, the SSS has 257 branches including foreign and service offices, 21 of which had extended operations until Saturday to accommodate members who cannot transact on

weekdays. Information on the status of contributions, loans and benefit claims is accessible all round the clock through the My.SSS accounts of members and Text-SSS. For convenience and enhanced security, employers are enjoined to remit payments to the SSS electronically via the SSSNet and have been required to submit electronic collection lists since July 2014. What’s in a public comfort room, anyway? COMPARED to other cities in Mindanao, Cagayan De Oro City is lucky to have clean and comfortable public and private comfort rooms. Even the privately owned shopping malls in Cagayan De Oro City are maintaining a clean and fragrant powder room that it would be shameful for visitors to drop litter around. The deaf and the mute also maintained a clean public comfort room at the city’s central district of Plaza Divisoria here. It was former City Mayor Vicente Emano who ordered the construction of the public room at the Plaza Divisoria to provide assistance to the

persons with disabilities out of the proceeds of the public comfort room here. Emano knew that the patrons of the popular “Nite café” at the Plaza Divisoria need a clean and highly maintained public comfort room. While the city government earns from the pubic comfort room (all fees are duly receipted), the deaf and the mute also benefited from the proceeds as part of the Emano administration’s livelihood assistance then. Indeed, the public and private comfort rooms in Cagayan De Oro City depict the image of the city as the trading hub of Northern Mindanao. Certainly,

the pubic comfort rooms showcase the kind of people that the Cagayanons are. Without doubt, the public comfort room also reflects the character of the local leadership. What’s better than the pork barrel? CAGAYAN de Oro City–– Pork Barrel of course was the much-abused fund that fed the vanity of unscrupulous lawmakers who felt insecure unless they could upstage executive officials and grab credit for projects and programs they had no business claiming as their own. They insisted on personally assigning and dispensing funds and projects, justifying it by claiming that no one knew the needs of the community better and that it was best to have them decide where funds should go or how to spend it. Actually they were just a bunch of hypocrites and they were wrong. For their monumental wrong-headedness, we are stuck with plunderers afflicted with the Janet Lim-Napoles syndrome. What’s strange is that no one disputed their claim of being knowledgeable about the community’s needs. No one pointed out that the community itself is best positioned to define, identify, and prioritize programs or projects that are needed in its neighborhoods. ***** And inexplicably, no one, not even the department of the interior and local government (DILG), bothered to explain that in fact there’s a mechanism that enables

every community to cope with its needs effectively without external intervention: its local development council (LDC). Neither did the DILG explain that the membership of this LDC at every level or jurisdiction includes the congressman or his proxy—a membership that congressmen (to their eternal discredit) belittle, ignore, and boycott. Perhaps they feared having their fakery exposed in front of the community, or maybe they didn’t want to risk being upstaged by knowledgeable members of the community, or what if they were prevented from claiming personal credit for the LDC’s projects. Shameful, especially if it’s all of the above! In any case, they got away with it. They escaped embarrassment because no one questioned their habitual absence and failure to attend LDC meetings. And no one dared to denounce them for sabotaging the LDC, or for making it inutile. ***** But in a very real sense, it’s those pork-addicted lawmakers who bastardized the local development process of every community—by dictating their preferences on what projects are to be done, by which contractor, and where these are to be

The Council was supposed to have met in Lipa City in Batangas on Wednesday, August 27, 2014, to make its presence felt for the first time, although a report from former Sen. Francisco S. Tatad said it has been in existence for the last three years “holding private internal meetings to reflect on the rapidly changing moral and political environment after Aquino came to office.” In its meeting in Lipa City, Tatad said the Council members who have been made so strictly by invitation only were supposed to have answered just one question: how to “put in a transition team that would fix the system before we seriously consider electing

They just want a project done so they can get credit for it—preferably with a photo opportunity and a certificate of appreciation during a publicized turnover ceremony. Virtually irrelevant to them are technical standards, esthetic design, or quality of work. That’s why it’s better to do away with pork or funds whose release is contingent upon the discretion

of one person. To retain it is to accept that political self-interest or vanity matters more than social responsibility or genuine development So what’s better than pork? Answer: Entrust the funds to the community— through its duly-constituted local development council, which is its official planning and implementing body. This can be done readily by distributing pro rata the P70 million previously allocated for every congressman and the P200 million for every senator to the LDCs. Batas Mauricio a new government…” As I was writing this column, there was no word yet as to the outcome of the Lipa City meeting, but I am sure Council members will want to inform all Filipinos of their next move. -oooTRANSITION GOV’T IN PLACE OF AQUINO GOV’T: At the outset, let me point out that what the Council is trying to do--finding ways by which Aquino will step down, and putting in a “transition government” in place of the Aquino government---can no longer be considered illegal or even against the present Constitution, passed in 1987 by President Cory Aquino, the current President Aquino’s mother. The reason is that, under the Cory Constitution, there is now a “people power provision” which says quite clearly that the Filipino people and their associations have a right to “rea-

sonable participation at all levels of social, political, and economic decisionmaking…” Translated in layman’s language, this “people power” provision of the Constitution simply means the people can now intervene in government at any time. In fact, that was what happened in 1986 (when the so-called EDSA Revolution took place), and also in 2001 (when President Estrada was ousted by the so-called EDSA Revolution II). As a Catholic bishop said on February 13, 1986, “if the government does not of itself freely correct the evil it has inflicted on the people, then it is our serious moral obligation as a people to make it do so,” Tatad pointed out. -oooREFORM THROUGH GOD’S WORD: I would just like to contribute my two cents worth though. Indeed, the objectives of this National Transformation Commission as disclosed by Tatad---“repairing what has been broken, damaged or destroyed, taking out the rot, and reordering the larger moral and political environment”---are noble, and merit the support of all Filipinos. But, as everyone of us should be very much aware by now, the end does not always justify the means. Replacing the Aquino gov-

ernment with a transition government should not therefore be the sole end of this enterprise. The end should be reforming the Filipino---and this we can only do by reforming his spirituality and relationship with God. Undeniably, change can only come if our people start going back to God, whatever He maybe called by our people---God, Jesus, Allah, Jehovah. And our people can do this by returning to His Word, whether it be from the Bible, or from the Koran, or from any other holy book of the other faiths. THIS is, how I titled one of my columns almost one year ago. Menardo Wenceslao, on the same page with me in another Mind anao public at ion on October 19, 2013 entitled his column: “The Framework Agreement on the Bangsamoro is more realistic and rational!” And further : “It might still be in the conceptual stage, but there is a reason for rejoicing since finally the birth of dawn in Mindanao is finally in the offering!” And how looks reality now after one year? Whe n I ste pp e d on t he Mindanao s oi l for the first time in 1982, I felt so sad. No much ado to explain, right? I found my love in life and got married in Davao City in 1982. Really tough times here and its surroundings. I didn’t care. I stayed in Cotabato City and got the chance to interview, then mayor Mr. Badoy in 1989. S e veral tr ips in w hole Mindanao followed. Travel advisories. No year without them. Mindanao, the land of hope ending up in never ending negative headlines. Also in German national media. It really hurts! Up with a very, very personal statement: “ The state’s legitimac y depends on how government can satisf y its p eople. Not high-tech weapons and warrior armies are the future keys of peace, but safety politics in the 21st century with diplomatic, NOT half-hearted negotiations. Unilateral national safety is the first ste p. In Mi nd ana o, i n Syria, in Egypt.” Look around the globe, and one is able to experience innumerable additional examples. It’s indeed a long road to peace. A never ending road? In Mindanao, in Syria, in Egypt. “Peace means calm”. “Peace means freedoms of war, disturbance or

hostilities”. “Peace means being free from tumults”. Yes, for sure. All of us, individuals, groups or nations, as well as whole societies, have to survive in a life full of uncertain, d angerous and unsure elements. Nobody, and no politics on earth can guarantee a total safety on this existential level. Nevertheless, it’s a fundamental task of all state politics to flag danger and unsureness in humans living together. I received some text messages from foreign friends living in Zamboanga City for good. What I gonna reply them? Pray, don’t give up and believe in peace. Reflect for a moment. Matthew 5:19 says: “Blessed are the peacemakers, for they will be called sons of God.” Again and again, though I am just a simple expatriate, who decided to stay in Mindanao for the rest of his life, after marrying a Filipina and her family already in 1982, that Mindanao becomes free from disturbances and tumults. doubt sparked in no small measure by the opening of the Laguindingan Airport and increasing tourist traffic to points outside the region such as the Dahilayan Adventure Park in nearby Manolo Fortich, Bukidnon. The recent release of the 2013 Gross Regional Domestic Product (GRDP) figures by the National Statistics Coordination Board (NSCB) of the Philippine Statistics Authority show a deceleration in construction from 8.7 percent in 2011-12 to 5.7 in 2012-2013 but this is expected to rebound in a big way when big ticket infrastructure projects come online in the next three years. A significant impact is expected in the short term from four power generation projects in the region totalling P100.364billion that would deliver 1,221 MW to the Mindanao Grid when all completed by 2018. FDC Misamis Corporation’s PhP 30-billion 405 megawatt (MW) coal-fired power plant expected to start operations in mid-2016; the PhP 50-billion 552-MW coal fired power plant of GN Power, AC Energy Holdings and Power Partners in Kauswagan, Lanao del Norte projected to start operating in early 2017; the P1.35-billion 165-MW Minergy Coal Corp. coal-fired power plant in Balingasag, Misamis Oriental whose first two units would come online on January and March, 2017, respectively, and the PhP 19.944-billion Bulanog-Batang hydroelectric power plant of the Northern Mindanao Electric Cooperatives Association (NORMECA) which was just endorsed for approval during the 102nd Full Council Meeting of the Regional Development Council-X (RDC-X) last August 19, 2014. Meralco Industrial Engineering Services Corporation (MIESCOR) has commenced work on three projects representing total investments of PhP 2.2-billion in the Misamis Oriental towns of Tagoloan, Villanueva, Jasaan and Balingasag in the east coast and Opol in the West: the Cagayan Electric Power and Light Company (CEPALCO)138 kV/69 kV Substation in Tagoloan, Misamis Oriental with two (2) 150 MVA power transformers and the Tagoloan-Balingasag 138kV sub-transmission line for Minergy Coal Corporation, another wholly-owned affiliate of CEPALCO which will interconnect the 110MW coal fired power plant of Minergy Coal in Balingasag, Misamis Oriental to the distribution system of CEPALCO. MIESCOR is also concurrently constructing the transmission line portion of a new substation for the National Grid Corporation of the Philippines (NGCP) in Opol, Misamis Oriental on a four-hectare site along the national highway in Barangay Awang, Opol some 15.5 kilometers west of its Carmen substation. The two key seaports which drive Cagayan de Oro City’s regional economy are also expanding. The Philippine Ports Authority has confirmed Pilipinas Shell Petroleum Corp. has started its P6 billion improvement of the Cagayan de Oro Port to guarantee the sufficient flow of fuel within the country

by 2016. Under the plan, Pilipinas Shell will upgrade the port and convert it into an airport-like facility and convert the crane facility into an MR import capable facility. “This is a welcome development for PPA. [Pilipinas Shell] already made a presentation to the board and we are now just fine-tuning their rental rates and the length of the contract,” PPA general manager Juan Sta. Ana said. Upon completion of the rehabilitation of the port, Sta. Ana said leases, port dues, and wharf age fees would make a quantum leap to P32 million per year from the present P1.8 million. “PSPC is looking at Cagayan not just as a support investment, but a major facility as they are planning to bring in import products directly to Cagayan de Oro and distribute it from there as they expect their Batangas production to be short to support the fuel needs of the country by 2016,” he said. Should the Batangas refinery become inaccessible, Sta. Ana said it would prompt the oil firm to place another hub in Mindanao. PPA Cagayan de Oro Port Manager Capt. Necitas G. Layola, Jr. (Ret., PA) said Pilipinas Shell is investing another P320 million into improving some parts of the port, installing fire fighting capabilities as well as lighting, berthing, and security systems Meantime, the Phividec Industrial Authority (PIA) and International Container Terminal Services Inc. (ICTSI) have agreed in principle to extending the berth length of the Mindanao Container Terminal (MCT) in Tagoloan, Misamis Oriental to accommodate larger and longer foreign containerized vessels. Dante Clarito, Phividec port department manager, said the two sides have agreed in principle for the expansion. Pursuant to and consistent with the provisions of the existing Concession Contract between PIA and ICTSI, particularly on port expansion and development, the latter will pursue and conduct a feasibility study on how much investment will be needed for the proposed berth length extension as soon as PIA will give its nod for ICTSI to proceed. “We have agreed that there’s a need to extend [the port berth length]; that’s the most important part,” Clarito said. In principle, the planned expansion will be implemented by phase extending the berth to 600 meters, which will enable MCT to accommodate vessels as large as 60,000 deadweight tons (DWT). PIA has allocated about 25 Hectares for the MCT Port Expansion Plan including the backup area for port related businesses such as warehouses for its multi-national and domestic clients. PIA owns and regulates the MCT, which is part of the 3,000-hectare industrial estate it also oversees. ICTSI is the sole operator of the MCT after it was awarded a 25-year concession in 2008. The current P3.24- billion facility was funded by official development assistance from the Japan Bank for International Cooperation. The MCT has an annual capacity of 270,000 twenty-foot equivalent units (TEUs). Last

year, the port handled 224,539 TEUs, up from the previous year’s 214,746 TEUs. Not the least, and perhaps in what could be the most significant investment in terms of impacting the growth of the regional economy in the near future, the National Economic and Development Authority (NEDA) is now preparing the guidelines for the bidding for the PhP 14.62-billion ($334.21 million) Public Private Partnership Project for the Laguindingan Airport Operations and Maintenance (O&M) Project. The project involves the O&M of the Laguindingan Airport along with the development of associated infrastructure and facilities, and the installation of all required equipment to meet applicable international standards. With the large South Korean presence in Cagayan de Oro, the regional Department of Tourism is eyeing flight routes from Busan to Cagayan de Oro via Singapore or a direct route from Busan to Cagayan de Oro to further bolster the tourism industry in the region. The airport is also expected to accommodate night landings finishing the installation of instrument landing systems and other equipments by December 2014 Ayala Land Inc. (ALI) which originally owned 183 of 417 hectares of the land acquired by the government to develop the airport complex, plans to develop an aerotropolis around the airport. This is part of the pre-conditions granted by Civil Aviation Authority of the Philippines for expropriating the lands the government bought from the corporation. Ayala Corporation, the parent company of ALI, has previously indicated its intent to bid for the O&M and expansion PPP project for Laguindingan Airport.

As a result of these partnerships, more than 83,757 workers from 837 informal sector groups, including 4,844 Job Order and contractual workers of the DILG and DSWD, were covered as self-employed members

To ensure transparency and tighter accountability, the department of the interior and local government (DILG) and the Local Government Finance bureau should see that this LDC is properly organized and operational as per R.A. 7160 (Sec. 106-115) or Article 182 of its Implementing Rules and regulations. This places the funds effectively under the management and care of the community— awakening its autonomy, activating its neglected role of overseeing local development, and fulfilling the state policy of autonomy in accordance with the principle of subsidiarity. Now, isn’t this better than giving away pork, deploying funds that are arbitrarily used, misused, and abused by venal representatives of the people? town of Balingo-an in Misamis Oriental is mildly clean. In the component city of Gingoog in Misamis Oriental, the public comfort room at the bus terminal deserves a B minus rating. What with the onerous odors, the place is not really that comfortable. Both Balingoan and Gingoog collects a P 2.00 fee. The worst, however, are the public toilets in the bus terminal of Butuan City. The phrase “comfort room” is not an appropriate description of the place. Aside from being dirty, the toilets are already dilapidated. The caretaker also collects P 4.00 per person. Inside, one could see someone taking a bath with gusto. It is very shameful for a city to allow this concern unattended. The more it matters if the toilets are maintained by private contractors.
