Fire hits DepEd building

ZAMBOANGA City--About P10-million worth of government properties went up in smoke in an almost two-hour fire Monday in this city, according to the Bureau of Fire Protection (BFP) here. Supt. Dominador Zabala, Jr., BFP’s Zamboanga City Fire District (ZCFD) fire marshal, said the fire broke out around 12:13 p.m. Monday at the second floor of one of the buildings of the Department of Education (DepEd) at the corners of San Jose and Normal Roads in Barangay San Jose CawaCawa. Zabala said the fire rapidly spread and gutted down two buildings and partially destroyed three others located nearby. Zabala said one of the two buildings that were gutted down belongs to the government-run Western Mindanao State University (WMSU) secondary department and the other belongs to the DepEd.

Pagasa: 2 more typhoons to enter PH this month

THE Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) has monitored another weather disturbance forming in the Pacific Ocean. “We are seeing another weather disturbance in the Pacific Ocean, but it is possible that it may dissipate,” PAGASA Weather Forecaster Jori Loiz said in a press conference Monday at the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) office in Quezon City. He said the analysis for the weather disturbance might be finished by this week, adding it is too early to predict whether it will become a typhoon. Philippine military troops capture NPA rebels’ camp in Davao Oriental

talion commander, said the location of the rebel base was reported to them by concerned civilians and a 40-minute encounter took place starting at 6 a.m., forcing the rebels to retreat. Recovered from the encounter site were an AR-18 automatic rifle, electrical wires and other landmine paraphernalia, four backpacks containing personal

belongings and subversive documents. There were no casualties on the government side, while several blood trails were discovered in the jungle, indicative that the rebels had many fighters wounded in the encounter, Tiangco said. Troops are still conducting pursuit operations as of this posting. On Saturday night, the

NPAs conducted simultaneous atrocities on troops at Barangay New Visayas of Lupon and Barangay Araibo of Pantukan. In New Visayas, the military said four NPA rebels attempted to hostage the wife of a militiaman. Fortunately, the supposed victim was able to shout for help, alerting the nearby Army detachment. DAVAO City - Banana’s ranking as the leading export commodity in the Philippines this year “does not help the situation of the workers”, a labor group said. An annual report of the regional office here of the Department of Trade and Industry (DTI) on Friday said that the banana industry ranked first with 54 per cent of the top 10 leading export commodities. DTI-XI Director, Edwin Banquerigo, also claimed that while banana workers belong to the agriculture industry, “they are not part of the sector where poverty is high.” “The banana industry had been providing some economic support to the workers a bit high compared to the other industries,” the director claimed. Last year, the planet’s strongest Typhoon Yolanda cut across the country’s Visayas regions, leaving a trail of death and destruction. Typhoon Yolanda taught us a thousand lessons and one that our country is not prepared to handle any disaster of colossal effects. The failure is exacerbated with the Intramurals in politics where politicians, instead of working to help the victimspray that Yolanda would be the first and the last to take place in our country, Typhoon Ruby, internationally named: “Hagupit,” threatened to lash its fury last week in most part of the country. Weather forecasts around the world reported that “Hagupit” has a power packed winds of 200 kilometers to 250 kilometers per hour, more ferocious than Yolanda have had. In an attempt to size up the possible effect of Typhoon Ruby, we find ourselves groping for appropriate words to appease the anxieties in our minds.

We now come to realize that the storms, typhoons, and cyclones have become severe these days. The mere mention of these weather forecasts is enough to send a quiver in the spine. When and how are typhoons formed? The Central Weather Bureau of Taipei reported that typhoons are formed due to the rise of sea temperature because of ‘solar radiation.’ This means, that the vaporizing temperature of the ocean is trapped in the cold air above the ocean that, subsequently causes the air to inflate. “The intake air, then warms up and soars again, creating a positive feedback cycle that eventually forms an air column with high temperature, light weight and low density. This is how the tropical depression forms, which subsequently formed into a cloud or rain water,” the CWB sad. Take note: It is the solar radiation that causes immense heat that causes the temperature of the ocean to rise. There are now scientific

reports about the rise of the Earth’s temperature due to the depletion of the planet’s Ozone layers. By the way, the Ozone layer captures and cushions the impact of solar radiation before it reaches the surface of the planet Earth. The reason for the depletion of the Ozone layer is blamed on the pollutants. Chlorof luorocarbon (CFCs), Hydrochlorofuorocarbons (HCFCs), Methyl Chloroforms, and Carbon Tetracholride are some of the chemicals known as Ozone Depleting Substances

(ODS). Every day, we contribute so much of these chemicals to the air in many forms. For instance, we used CFCs to cool refrigerators, and air condition for homes and cars. Aside from the depletion of the Ozone layer, a process that makes it easier for the solar radiation and the sun’s ultraviolet rays to settle on the Earth’s surface, the greenhouse effect has also contributed to the rise of the planet’s temperature. While the CFCs causes the thinning of the Ozone layers, some chemicals are also processed in the Earth’s atmosphere to recycle it as a useful element of survival. In the Ozone process, the harmful effect of the solar radiation is neutralized on reaching the Earth’s surface and reprocess the radiation once it bounces back to the atmosphere. On the hand, the Earth emits temperatures of varied degrees that are also sent to the atmosphere to be naturally processed to that the See diaz, page A6

Revisiting Andres Bonifacio (1) When I was in freshmen college, the fashionable hair style for young men was the “flat top” or the “crew cut”. I personally preferred it because it allowed me to dispense with the greasy pomade. It also suited me very well for ROTC. After ROTC drills, I would take the bus from Loyola Heights in Quezon City to visit my grandmother, Fortunata Bunye, at her residence in Tuberias, Quiapo, Manila (now Dr. Concepcion C. Avila). Without fail, she would compliment me. “Bagay na bagay sa iyo yang gupit Aguinaldo.” My grandmother was a true-blue admirer of the General (later President) from Cavite. Somehow this admiration rubbed off on me. Not only did I resolve to make gupit Aguinaldo my own personal trademark. It even shaped my earlier political beliefs and inclinations. As an Aguinaldo fan, I would, at that time, get irritated whenever I read articles from those who styled themselves as nationalist historians and who tended to portray Aguinaldo in a lesser light.

But then, as I grew older and more mature, my narrow vision of history started to widen. Parenthetically, my hair style also started to change. The gupit Aguinaldo slowly evolved to jeproks. For my undergrad at the Ateneo, I took up history and government. At that time, however, the focus was on ancient and western history. Philippine history was glossed over. It was only much much later that I started revisiting our own history. As any student of History 101 knows, history is a report of a past event or events, pieced together through memory, discovery, collection, organization , presentation and interpretation of information about

that past event or events. I have heard it often said that history is His Story or Her Story (if the writer is female.) In other words, history is often influenced by the writer’s own perspective (either personal or national) and by the prevailing thinking or policy at the time the report is written. The writer’s perpective can be affected by the information available at the time, the accuracy and integrity of said information, the analysis and interpretation of said information and finally by the credibility of the writer. This being so, we should be aware that history, as a discipline, can not be anything but dynamic. History is a living, evolving thing. History, unlike dogma, can and may be rewritten. History can and must be periodically revisited. Which brings me to the subject at hand – Revisiting Bonifacio. For one reason or another, there are fewer materials on Andres Bonifacio relative to other contemporaneous historical figures. For instance, there is only one available photograph of Bonifacio and it showed him wearing a coat!

The machineries include portable cow milking machines, abaca spindle stripping machines, and meat processing equipment. Ibrahim Guiamadel, DTI Region 12 director, said Monday that the initiative is part of the continuing implementation in the region of the agency’s flagship

Shared Service Facility (SSF) Project. Also known as Soccsksargen, Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of Koronadal, Tacurong, Kidapawan and Cotabato. “The grants were aimed to improve their products and enhance their market competitiveness,” Guimadel said in a statement. The DTI central office had allotted a total of P54.2 million for 83 SSF project grants in the region this year he said. SSF was launched by the DTI to assist the expansion

and address the development needs of MSMEs in the country. Guiamadel said the initiative aims to help local MSMEs produce more products of better quality and at a lesser production cost. It addresses the gaps and bottlenecks in the value chain of priority industry clusters, through the provision of processing machines and equipment. Pacamalan said that Misamis Oriental had been on heightened alert since Wednesday last week in anticipation of then upcoming typhoon Ruby, serving notice to all living in the province’s coastal areas and rivers to be on high alert. He said that the evacuation of residents in some areas in Misamis Oriental from Saturday until Sunday evening took place as big waves started to pummel the coastal areas here when Typhoon Ruby made landfall in the eastern Visayas areas. “So far, no casualties have been reported as the province lowered the alert level Monday. Everything returns to normal level here now,” Pacamalan said. He said that as part of its mandate, the PDRRMC is always prepared whenever there is report of upcoming typhoon or other form of disasters such as earthquake and flood. “The PDRRMC could, within an hour, mobilize the entire province of Misamis Oriental when the need arises,” Pacamalan said. Philippine authority detains 18 Chinese trawlers, poachers

AMBOANGA City The Philippine Army is holding dozens of Chinese poachers after intercepting them off the southern province of Basilan on their way to rich marine sanctuary Palawan province, officials said. Officials said members of the 4th Special Forces, backed by naval gunships, intercepted 18 Chinese trawlers near Langil Island and apprehended the poachers. The trawlers were towed to a naval base in

Zamboanga City where the poachers are being investigated. Initial military reports said the poachers were heading to Palawan to illegally fish, but had to seek shelter from the storm Ruby. The identities and exact number of the poachers are not immediately known. “The interception of these Chinese vessels in Philippine territorial waters is part of our active and vigilant campaign in protecting our sovereignty.

poachers, including two minors, near Hasa-Hasa (also known as Half Moon Shoal) Shoal which is part of the Kalayaan Island Group and within the Philippines’ Exclusive Economic Zone. The minors were released by authorities since under Philippine laws, minors cannot be prosecuted. Filipino authorities also recovered from the Chinese poachers many dead giant sea turtles which are endangered in the Philippines. They were all found guilty by a local court and fined each of the poachers $100,000. There was no immediate statement from the Chinese Embassy in Manila about the latest detention of its poachers in Zamboanga City. (PSFI) has inaugurated Monday a five-megawatt (MW) Bunker-Fired Power Plant to supplement the power needed by Agusan del Sur, through the Agusan del Sur Electric Cooperative, Inc. The 5MW Bunker-Fired Power Plant is situated inside the Agusan del Sur Electric Cooperative, Inc. (ASELCO) Compound at San Isidro, San Francisco, Agusan del Sur. Peakpower San Francisco Inc. (PSFI) is a wholly-owned subsidiary of Peakpower Energy Inc. (PEI), which operates under the auspices of A Brown Company. In May 2013, Peakpower Energy Inc. signed Power Purchase Transfer Agreement (PPTA) with Agusan del Sur Electric Cooperative, Inc. (ASELCO). Both parties agreed on the installation and operation by Peakpower of a complete and fully operational 5MW bunker-fired power plant within ASELCO’s fran-

DAVAO City - In recognizing the crucial roles of socio-cultural links and education in the promotion of greater understanding among diverse communities, the signing ministers of BIMP-EAGA recently agreed to explore socio-cultural and education as among the strategic pillars of the ASEAN sub-region. During the 18th BIMP-EAGA Ministerial Meeting held recently in Bandar Seri Begawan, Brunei Darussalam, signing ministers from the sub-region stressed that socio-cultural activities can contribute to building strong foundation for greater understanding, good neighborliness, and a shared sense of responsibility. BIMP-EAGA stands for Brunei Darussalam Indonesia Malaysia the Philippines East ASEAN Growth Area. The initiative was launched in 1994 as a key strategy to accelerate social and economic development of less developed areas in participating countries. “Recognizing the important role of education in contributing to the establishment of an ASEAN Community that is people-centered and socially responsible, we agree to explore and promote cooperation among the higher learning institutions in developing academic and professional human resource in the sub-region,” the ministers said in a joint statement that was released after the meeting. The Philippine delegation, headed by Mindanao Development Chair Luwalhati Antonino proposed the inclusion of the new pillar during the 18th Ministerial Meeting. “This pillar is founded on the fact that BIMP-EAGA is a sub-regional family kept cohesive and firmly bonded by historical ties and geographic closeness,” said Antonino while adding “the crosscutting facets of socio-cultural sharing forms the core for greater understanding.” She said that the inclusion of education in this pillar underscores the importance of promoting knowledge sharing among students, young professionals, and faculty, as well skills improvement of workers within the sub-region. A presentation of the top priorities of the new pillar will be done in April next year during the proposed BIMP-EAGA Leaders’ Summit in Malaysia. Malaysian Minister of Foreign Affairs Pehin Orang Kaya Pekerma Dewa Dato Seri Setia Lim Jock Seng said the move to create the new pillar puts great emphasis on the human aspect of the sub-regional grouping. “This is in line with the ASEAN’s goal to become more people-centered, and demonstrates how BIMPEAGA can look into cooperation that involves the youth,” he added. The new pillar also aims to explore and promote cooperation among higher learning institutions in developing academic and professional human resource in the sub-region. Antonino said the past several and ongoing BIMPEAGA socio-cultural activities range from sports competitions, food festivals, student exchanges and Boy Scouts jamboree are all aimed at strengthening the growth area’s historical and cultural ties. During the recently-concluded 2nd BIMP-EAGA and IMT-GT Trade Fair and Business Leaders’ Conference here in the city, a side event on technical vocational education and training was conducted to intensify exchange of skills and human resources between Mindanao and its counterparts in the subregion. A partnership was also forged between the Palawan State University (PSU) – Philippines and Jesselton College – Kota Kinabalo in July this year to facilitate workplace industry placement and education programme exchanges between the neighboring states. On December 3, a 122 Philippine contingent of young athletes and coaches from Mindanao and Palawan left for Labuan, Malaysia to participate in the 8th BIMP-EAGA Friendship games. The Philippine participation aims to strengthen cross-border links through sports with EAGA-member countries. “We pushed for this pillar as our resolve to work towards people-oriented goals, and to form a sociallyresponsible EAGA community that will harness the human dimension of the sub-region,” said Antonino.

You’re wearing that red shirt because you’ve thought of it first. Unfaithfulness, negligence, timidity, addictions, and even the good stuffs—it all starts in the mind. Whether it’s a minor or major decision, it passed through our mind. We think a lot and how we think will reflect on how we react. Our mind is the battleground. Like what I’ve said in my previous blogs, you can never win in life with a defeated mind. So we should be very careful on how and what we feed our minds. What is mental toughness by the way? “Mental toughness” is keeping strong in the face of adversity. It’s the ability to keep your focus and determination despite the difficulties you encounter. It is the voice at the back of your mind that tells you to keep going, keep pushing, and keep trying, even when the going gets tough. Developing your mental toughness can help you be more emotionally resilient; push you to go further and

harder, and build armor to persevere against the bullets that life fires your way. As you prepare for mental toughness, think of these things: Think about possibilities rather than impossibilities. When you start thinking and believing that it may be possible, then automatically it becomes possible. Then, you will start to make the impossible very possible just by believing that it’s a possibility. Don’t let the impossibilities hinder you from benefiting the possibilities. Make the impossible possible! Think about the solution rather than the problem. After thinking more of the possibility and making the impossible possible, then you’ll surely focus on the solution and not on the problem. Focusing on a problem will not help you to get rid of it, but will affect your motivation negatively. When we magnify our problems by focusing on it more, we just attract more of it. Problems are inevitable. You’ll encounter different kinds of those, but the good news is God will not give us a problem that is beyond our capability. “No trial has overtaken you that are not faced by others. And God is faithful: He will not let you be tried beyond what you are able to bear, but with the trial will also provide a way out so that you may be able to endure it. “1 Corinthians 10:13 Think about the opportunity rather than the difficulty. MisOr recaptures 2014 regional campus journalism contest title By URIEL C. QUILINGUING

nce again, the schools division of Misamis Oriental has emerged as Northern Mindanao's overall champion in the Regional Schools Press Conference, Department of Education's annual journalistic competitions. DepEd 10 regional campus journalism coordinator Mala Epra B. Magnaong announced this during the awarding ceremonies at Mambajao Central School, Camiguin on Wednesday, Dec. 3, 2014. MisOr schools division superintendent Cherry Mae Limbaco said this year's performance is "best compared to previous years" but admitted regional winners "need to improve" in some journalistic areas to be competitive in the National Schools Press Conference in April next year. The last time MisOr division bagged the overall title was in 2009 during the RSPC in Clarin, Misamis Occidental. 2014 RSPC results show MisOr schools division has 20 NSPC qualifiers and 13 other winners in elementary and secondary levels, both English and Filipino, and her seven-member radio broadcasting team in Filipino in the elementary level. Meanwhile, the schools division of Bukidnon took the first runner-up slot while three-time regional champion schools division of Camiguin settled for the second runner-up. Bukidnon schools division produced 14 NSPC

qualifiers and 11 winners while Camiguin has 27-21 of them in collaborative publishing--and 17 other winners. Ozamiz and Cagayan de Oro city schools divisions took the third and fourth runner-up trophies, overall. Northern Mindanao is composed of 14 schools divisions which include El Salvador, Gingoog, Iligan, Lanao del Norte, Malaybalay, Misamis Occidental, Oroquieta, Tangub and Valencia. Based on DepEd guidelines, the top three winners in individual categories and the champion in group competitions will officially be the region's representatives in NSPC. Competitions, both in English and Filipino, which started at the division level for elementary and secondary levels, were on writing editorial, news, feature, science and health, sports, copyreading and headline writing, editorial cartooning and photojournalism. In seven-member group contests, these are on collaborative publishing and radio broadcasting. Annual journalistic competitions in public and private schools is in compliance with the provisions of Republic Act No. 7079 which is the Campus Journalism Act of 1991. AMERICAN rapper Getto White is set to hold a show at SM City Cagayan de Oro this December 12. Born as Monte Luttrell, Getto White was raised in his hometown of Los Angeles where he played music and did penitentiary in between. But after he was rehabilitated, Getto White built a solid rap career in the West Coast and ultimately settled down in Cagayan de Oro, Philippines for the past decade. Getto White loves CDO so much that he has released an album here in 2010 which has ten original tracks – Beauty I’m Your Beast, Time Heals the Pain, Asian Girl, Angel from Above, Sara, Can’t Be Just Friends, Won’t Get to Heaven, Pretty Girl and Cagayan. For Getto White is fascinated with Pinoy culture as he consider himself as a Filipino. The 63-year-old rapper used to be a real gangster in

his youth and even up to his midlife. He has spent 17 years in federal prison but emerged fresh from an intensive 60-day therapeutic program. “But that was a thing of the past. Now I’m trying to help talented Kagay-anons shine. I hope to sharemy music with them,” he said.
