Bangsamoro Basic Law’s approval likely in August By CRIS DIAZ, Executive Editor

CAGAYAN DE ORO CITY -- Congress would likely approve the Bangsamoro Basic Law (BBL) in August once the panel would submit the BBL final draft, a lawmaker from this seaport capital of Northern Mindanao said on Wednesday. Rep. Rufus B. H

INIMBANGAN, Kitcharao, Agusan del Norte - The release Tuesday of four policemen who were held captive by the New People’s Army since July 10 was a gesture of goodwill to advance the peace process between the government and National Democratic Front of the Philippines, a rebel leader said. PO3 Vic Calubag Concon, PO1 Rey O’niel Morales, PO1 Joen Zabala and PO1 Edito Roquino, all of Alegria, Surigao del Norte were released in this village escorted by around 200 NPA guerrillas belonging to Front 16-A. The four policemen were seized by a blocking force of the New People’s Army during the raid on the Alegria police station last July 10. During the release, Ka Joaquin, who spoke on behalf of Jorge “Ka Oris” Madlos, NDFP-Mindanao spokesperson said “this release is a goodwill gesture to promote the peace talks between the Government of the Philippines and the National Democratic Front of the Philippines and as a response to the appeal of the

AN EMOTIONAL PRESIDENT

When President Aquino choked a bit trying hard to hold back tears towards the end of his SONA last Monday, he was obviously emotion-filled. Contrary to what critics say, I think it was normal and spontaneous. He is human just like you and me. And he succeeded in putting a check to it but not before it was noticed by a whole nation watching. If not for the TV cameras zooming in on presidential sister Kris and the other Aquino sisters who were also shedding tears in the gallery, it would have been no big deal. xxxxx END IS NEAR --- His emotions got the better of him when he recalled his late parents, Ninoy and Cory, and that he did his best to continue their legacies -- with acceptance that his end was near as president, with about less than 24 more months left. And beleaguered in all fronts with his survey results now plummeting due to recent setbacks and missteps. It sounded to me like a “swan song”, saying an early goodbye. I don’t blame him for feeling bad. But he should not also bedrudge the Pinoys for it. This trend happens to all previous presidents when the end is near. They become lameducks and P-noy is no exception. How he will handle this is what is crucial. xxxxx SAVE THOSE TEARS --- Of all presidents I have

Advocacy Mindanao Jess Dureza seen (some I personally served) this is the first time I saw a head of state becoming emotional while facing the whole nation. FVR was able to rein in his volatile temper with a smiling facial veneer when in public, although we could see his jaw tighten in some difficult instances. GMA managed adroitly her Hello Garci “I’m sorry” speil, although the infamous “Hyatt 10” still abandoned ship nonetheless. ERAP kept his jovial self for the public while unceremoniously removed and imprisoned. Yes, presidents should be made of sterner stuff. They need emotional strength not only in confronting challenges while in office but most important when they are no longer in office as the floodgates of accountability and responsibility shall then be wide open. The way President Aquino exacted these standards on others ( like GMA, JPE, Senators Bong and Jinggoy, etc) during his watch, he should likewise measure up to them after 2016. He must steel himself when that time comes. So save those tears for now, Mr. President.

xxxxx INKs VS CATHOLICS? --- I was amused reading some heated exchanges in the social media, obviously between a few Catholics and INKs as a result of what the INK head said when he mentioned about the “dwindling” Catholic church during its centennial celebration. The Iglesia church is homegrown and has gathered its millions of flock far and wide all over the globe, but retaining the distinct Filipino way of faith and nationalism. There is really no reason for this enmity if we listen to the way His Holiness Pope Francis had been conducting his papacy: ecumenism and unity are hallmarks. We can all be one. Let’s all be one! xxxxx RENEGOTIATION --I’m glad to know that the GPH and MILF panels are holding a marathon 10day meeting in Davao City to take a 2nd look ( aka “renegotiate” ) at what was signed and crafted that did not pass the constitutional review of Malacanang. The Supreme Court ruling on the DAP was a reality check for all those who thought the

Constitution could be malleable and flexible enough to accommodate the “borderline” issues on constitutionality in the CAB and the draft BBL. ( I thought we learned lessons from the failed MOA-AD!) It also disabused the minds of all, especially among the MILF leaders that what Malacanang wants, it can get. That trust has been eroded. That confidence is no longer there so it is prudent to mitigate the risks and do some readjustments while we still can. My unsolicited advice is: a) for the MILF to consider changes with an open mind instead of digging in and proclaiming that what was signed was cast in stone and no longer subject to renegotiation; b) for the GPH to first own up and acknowledge its mistake of making the MILF believe that what was already signed was good and okay and who gave false and misleading assurances that the unamended Constitution was flexible enough, only to change gears at the last minute; and c) get the stakeholders on board in the renegotiation. One final word: If there are persons on either side who cannot accept these parameters, I now strongly advise them to stand aside, resign and be not in the way in the difficult search for that still elusive formula for peace. Someone has to take the bullet!

Daily Inspiration Unheard prayers Jesus replied, “This kind can be cast out only by prayer.” -Mark 9:29

Juvy Sarraga

Have you ever looked at someone and thought that person could be better if he or she listened to your advice? Maybe you took a step forward and did give your unsolicited advice. While it may seem benevolent to you, many times it’s painful to the other person and you may not even realize it. Have you thought about just “praying” instead of “preaching”?

Pres. Aquino cites infrastructure projects in the pipeline in his SONA

P

resident Benigno S. Aquino III has announced that the bidding process for the government’s largest Public-Private Partnership (PPP) project, the Laguna Lakeshore Expressway Dike, would start before the end of the year. In his fifth State of the Nation Address (SONA) on Monday, President Aquino said the Laguna Lakeshore Expressway Dike project would address the flooding in coastal communities along Laguna Lake. The project would also clean up the waters of Laguna Lake and ease traffic congestion in the area, he added. “Ikalawa pong pakinabang: Malilinis ang tubig sa Laguna Lake. Ang ikatlo po: Bawas ang trapiko. Sa ibabaw ng dike,

magkakaroon ng expressway na babagtas sa Los Baños hanggang Taguig,” he said. “ Pag natapos ang C-6 road na kokonekta sa San Jose del Monte, may isa na naman tayong paraan upang makatawid ng Kamaynilaan nang hindi na kakailanganing dumaan sa EDSA.” President Aquino also mentioned the projects approved by the National Economic Development Authority (NEDA) Board, such as the Laoag City Bypass Link Road project, the Cebu Bus Rapid Transit project, and the LRT Line 1 South Extension and Line 2 East Extension. “Maliban sa mga proyekto sa Puerto Princesa Airport, abangan na rin ninyo ang Busuanga Airport,” he said, adding that the NEDA Board has also approved the Clark Green City project in Capas, Tarlac. mabuting “Sa pamamahala, nanunumbalik ang tiwala ng merkado, ng mundo, at ng taumbayan sa ating gobyerno. Nagbubunsod ito ng isang siklo: Dahil nakikita ang resulta ng agenda ng reporma, nakikiambag ang bawat isa sa ating mga Boss,” he said. President Aquino said that since December 2011, his administration has awarded and signed seven PPP projects

amounting to P62.6 billion, surpassing the combined six approved solicited PPP projects of the past three administrations. “Sa apat na taon natin sa tuwid na daan, nalampasan na natin ang pinagsamang anim lamang na aprubadong s ol i c ite d PPP proj e c t s mula sa nakaraang tatlong administrasyon,” he said. He noted that a number of infrastructure projects that had been promised by the past administrations have already been completed, among them the Aluling Bridge, the Metro Manila Skyway Stage 3, and the Ternate-Nasugbu Road, while the construction of the Basilan Circumferential Road will soon be finished. “Ilan lang po ito sa mga imprast r u kturang wa la tayong planong ipamana bilang problema; sa halip, ngayon, nagsisimula na itong mapakinabangan ng ating mga Boss,” the President said. Citing good governance, t he Pre s i d e nt s ai d t he government was able to find solutions to other problems, such as water. He cited the approval of the Kaliwa Dam project in Quezon, the repair of the lines of Angat Dam, and the Water District Development project, under Local Water Utilities Administration.

Also in his fifth SONA, President Aquino said the government’s infrastructure budget has more than doubled from P200.3 billion in 2011 to P404.3 billion this year. He lauded Public Works and Highways Secretary Rogelio Singson for his efforts to curb corruption in the agency. “Sa pamumuno ni Secretary Babes Singson ng DPWH: Bawal ang tongpats, bawal ang bukol,” he said. “Tinapalan na ang mga butas sa lumang sistema, at pinatag ang proseso sa ahensya. Isang simpleng halimbawa po nito ang pagtatanggal ng Letter of Intent sa bidding process,” he added. President Aquino said the DPWH has saved P28 billion from the reforms and changes in the department, allowing it to accelerate the implementation of its next projects. He further said that a total of 12,184 kilometers of national roads have been repaired, widened, or constructed since he assumed the presidency in 2010. The number is equivalent to four roads that connect Laoag to Zamboanga City, he said, adding that this does not even include local farmto-market roads or tourism roads. (www.pcoo.gov.ph/ PND (co)

DTI’s Presyo Diskwento Caravan helps 8T consumers in DavSur DIGOS City, Davao del Sur - The Department of Trade and Industry’s Presyo Diskwento Caravan has helped a total of 8,300 consumers in the province. The Presyo Diskwento Caravan is an initiative that aims to bring relief to consumers from the rising prices of goods. This is in partnership with other government agencies and the private sector. At least 10 percent discount is given to the buyers for their purchase of basic necessities and prime commodities at the caravan’s venue. Basic necessities include canned sardines, processed milk, coffee, detergent/laundry soap, and rice. Prime commodities, on the other hand, include pro cessed and canned meat, instant noodles, and toiletries (e.g. shampoo, bath soap). Lingayan, 50, was released shortly before noon Sunday (July 27) at the vicinity of Barangay Bunot, Indanan, Sulu, 54 days after he and his brother in law, Joselito Gonzales, were abducted June 5 at the vicinity of Sitio Baunoh, a boundary area of Barangay Timbangan and Barangay Kan islam, Indanan, Sulu. The two are residents of Tumaga this city but were working in a construction firm in Sulu at the time of the incident. Gonzales however, could not be located. He was said to have separated from Lingayan during an encounter between government troops and the rebel group holding them sometime last month. Lingayan arrived in Zamboanga City at around 430pm Sunday on board a nomad, a 10-seater aircraft facilitated by the Philippine Air Force and Western Mindanao Command Chief

Lt. Gen. Rustico Guerrero and personally escorted by Col. Nantes, Sulu Police Provincial Deputy Commander. NEA padlocks rival electric coop's office, collection centers

T

AGUM CITY, Davao del Norte - The National Electrification Administration (NEA) padlocked the office and collection centers of the Davao del Norte Electric CooperativeCooperative Development Authority (Daneco-CDA) on Monday on the basis of a Cease-and-Desist Order (CDO) and injunction obtained from the Court of Appeals. Two NEA lawyers from Manila -- Atty. Oswaldo Gabat and Atty. Dupay -- backed by dozens of policemen led by Davao del Norte provincial director, Senior Supt. Samuel Gadingan, swooped down on Daneco-CDA offices at PCU Building in Magdum, Tagum City. Daneco-CDA’s security guards were caught off-guard

by the arrival of the combined team, which immediately ringed the building and padlocked the Daneco-CDA offices. They then replaced the subdued CISA security guards with Daneco-NEA’s own belonging to Obscor security agency. Daneco-CDA employees were barred from entering their offices when they re-

ported for work. After closing down Daneco-CDA’s main office, the team on the same day subsequently closed down the group’s collection centers located at the Gaisano Grand Mall Tagum, Daneco substations in Mabini, Pantukan towns in Compostela Valley and the collection centers in Kapalong and Asuncion towns in Davao del Norte. Daneco-NEA said that before the padlocking, Daneco-CDA, a breakaway group claiming to be the legitimate electric cooperative to manage Daneco, had been collecting at least P10 million monthly from allied member-consumers. Daneco-CDA's collections were said to be about 10 percent of the entire Daneco collections from a total 150,000 memberconsumers of Daneco in the two provinces.

Daneco-NEA project supervisor Engr. Godofredo Guya alleged that DanecoCDA’s operation was illegal. Daneco-NEA legal counsel Jeorge Rapista said that “NEA Manila through its authorized enforcement officers, Atty. Gabat and Atty. Dupay, were sent here to implement the Cease-andDesist Order issued last Dec. 13, 2013 pursuant to Republic Act No. 10531 and based on the injunction obtained from the Court of Appeals.” “It is just an exercise of NEA’s quasi-judicial function based on the new NEA Charter Law, R.A. 10531, which provides that all electric cooperatives should be under the NEA’s supervisory and disciplinary powers,” Rapista said. “The coverage of the Cease-and-Desist Order includes the stopping of their

operations and collections, and how to stop these is to padlock their offices and collection centers. They are also directed to surrender all their vehicles and equipment, and to turn over the management of Daneco under the NEA’s control and management,” he added. “The police are not implementing the order of NEA. They just provided assistance to NEA to maintain peace and order. The police followed the rules of engagements, and definitely there was peaceful implementation of the cease- and-desist order,” Rapista said. Earlier, Daneco-NEA officials bared a notice of PSALM disconnection and threat of franchise-wide blackout owing to its heavy indebtedness to power obligations resulting from the long-running dispute starting July 2012 following board leadership row and factionalism.

PSALM stands for Power Sector Assets and Liabilities Management Corporation. As of last month, Daneco’s total power obligations reached P767.01 million, of which P601.37 million is due for PSALM. It is also overburdened by an accumulated P1.1-billion payables from member-consumers. In an interview, DanecoCDA board director Noel Quidilla decried the closure as NEA's "harassment to (their) group," adding that their group vowed to continue operating unless "there's already a Supreme Court decision." He said they had appealed the case relating to the CDO before the Supreme Court. He said they are readying to file court cases against NEA and Daneco-NEA officials for padlocking their offices and collection centers "with the help of armed policemen."(PNA)

“We have to achieve one goal here and that’s to attain peace and order in our province and to the country as well,” she said. Romarate said one of the captives, Requino, is the husband of her niece. She said this was the reason she forced herself to climb up the remote village to personally witness the release. She said she was not afraid since there was a truce between the comunist guerillas and government forces. Bacuag Mayor Shiela Mae Orquina C eb edo, Surigao City Councilors Jose Begil Jr. and Baltazar Abian, Agusan del Norte Gov. Angel Amante, Butuan City Mayor Ferdinand Amante Jr., Kitcharao Mayor Aristotle Montante and Department of Interior and Local Government Undersecretary Hernani Braganza also witnessed the release. After the release, the four policemen were brought to the Kitcharao Central Elementary School where DILG S ecretar y Mar Roxas, Peace Process Secretary Teresita Deles and Philippine National Police Director General Alan Purisima and the families of the policemen were waiting. It was a tearful reunion for the policemen and their respective families as the freed captives arrived at the school where their wives met and embraced them. More than fiesta Alvin Ponce, a village councilor in Hinimbangan said he could not believe the number of people who came to witness the release. He said it was his first time to see such a large number of NPA rebels. He admitted having seen rebels pass by the village before but only in small numbers. “It’s more than fiesta here today,” he said.

BBL in early August in order that the bill will also be filed in August. Congress hopes to pass the law to pave the way to the holding of the plebiscite before the year ends,” Rodriguez added. C ommissioner Said Shiek, a member of the 15man Bangsamoro Transition Commission, said that the GRP panel and the MILF would likely meet in Davao in the early part of August to agree on the BBL’s final draft. In a telephone interview, Shiek said that he is confident that the government and MILF panels would agree with the amendments of the final provisions so that the passage of the BBL bill in Congress could be attained as scheduled. The passage of the BBL is one of the most important annexes of the Comprehensive Agreement on the Bangsamoro signed by the government and MILF panels on Feb. 27, 2013 that led to the cessation of hostilities in predominantly Moslem provinces in Mindanao.

“It only shows that the President’s SONA is sincere and delves from the heart. I believe it was his best SONA since he assumed office. It was an emotional SONA, especially when he choked back tears after mentioning his parents and even quoting his late father. That part reminded me that he is still human and has emotions,” Rodriguez said. From a scale of 10, Rodriguez rates Aquino’s SONA 9 while Emano had it 7. Lawyer Antonio Soriano, a convener of the Citizens for Good Government here, gave a 7.5 rating while Regional Director Oggie Candambra of the Office of Muslim Affairs gave Aquino a 7 rating. The proponents, however, said that the 7 rating did not mean that they did not appreciate Aquino but meant that the President could still accomplish more during the last two years of his administration.

“I believed that Aquino could accomplish the remaining three percent in the next two years,” Candambra said, adding that his opinion did not carry that of OMA’s. CD

Emano said. He cited some of the many advantages for development investors on these tourist spots. For one, Emano said, that Misamis Oriental enjoys a stable power supply than in any part of the country. S p ec i a l G o s pel of the day: Matthew11:2024(July31, 2014-Thursday) Matthew 11:2024- Woe unto thee, Chorazin! woe unto thee, Bethsaida! for if the mighty works, which were done in you, had been done in Tyre and Sidon, they would have repented long ago in sackcloth and ashes. But I say unto you, It shall be more tolerable for Tyre and Sidon at the day of judgment, than for you. And thou, Capernaum, which art exalted unto heaven, shalt be brought down to hell: for if the mighty works, which have been done in thee, had been done in Sodom, it would have remained until this day. But I say unto you, That it shall be more tolerable for the land of Sodom in the day of judgment, than for thee: This gospel is telling us about the hardening of the hearts of the people. Take note, it is very difficult for God to transform a certain individual whose heart is like a rock. This is the sin against the Holy Spirit. In Matthew 12:32-And whosoever speaketh a word against the Son of man, it shall be forgiven him: but whosoever speaketh against the Holy Ghost, it shall not be forgiven him, neither in this world, neither in the [world] to come. Jesus was hurt because He did everything just to get the attentions of the people for them to repent and believe that He was the Messiah. We can relate this scenario in our daily life, that we try to show our love and goodness to the people around us, but they are all blinds: Printing paid by: Neneth - Bobong Balino- Dr. Edith, PhDTony Jordan - CDO.
