Organization and educational intuitions

It is common to deal with different people with different characters in an organization. In that condition, the people in that organization have to communicate one another by bringing their different characters blended in the attitudes during the interaction. The longer the communication and interaction the more the people in the organization are recognized verbally and non-verbally. Organization in the long run has improved and developed depending on the rhythm of the interaction. One who has improved more quickly, he or she can learn a lot of value. In this respect, he/ she can manage the interaction well and get along so much with his/ her improvement. That is his or her character forming his or her personality. In another situation, we can also find the people who are slow to learn during the interaction. For these people, the more the interaction with the organization, the more problematic they are. It is common we find someone in an organization that tends to be problematic.

If only one person is found in the organization having this character, it is said that this person is considered a troublemaker. He or she will finally be “dragged into a corner” having difficulty to get in touch with the rest-bigger number of the organization members. He is excluded. Unfortunately, when the people who are slow learners are found to be in a bigger number, the case is different. For example, when almost the whole members are slow learners and unable to adapt to the best one, the case must be different. For example, they find one person who tends to be smart and quick to learn the organization

values. They will consider this person a trouble maker. This person is excluded. He or she can be the brightest person among the members. He or she might go beyond the rest of the members’ slowness. How about if such a condition happens in educational institutions? Well, the answer to this question can be unique. For the people who have not yet got wellinformed about leadership and management, they are the powerful judges. Then, the person being excluded will feel the work like a nightmare. Every policy made by the leaders tends to be unfair. This is, again, the nightmare for the quickest learner. Education and the system will no longer be in a good academic atmosphere. The process of teaching and learning can be worse and worse. The members of the whole educational institution are not in harmony and eventually get bogged down in meeting the goals. All the objectives initiated in the planning phase tend to be un-executed. The “cold See djuwari, page A11

This is a demographic that thoughtless, greedy dynasties do not appreciate or care to consider, that it is a great loss to our society. They cannot, or care not, to connect the devastating effect of their monopolistic hold on politics to the deadening of the spirit of democracy and equal opportunity. ***** To the ruling dynasty, it matters not that so many of our fellow Filipinos are lost to foreign industry and society because of lack of opportunity at home. They seem incapable of grasping the deleterious effects of their monopoly over politics—that it costs our society so much in intellect, enterprise, and dedicated service that could redound to our development. The Right to Choose Think A Minute

Jhan Tiafau Hurst

Think a minute… A proud man who thought he knew it all, liked to say: “You can disagree with me. After all, you have the right to be wrong!” Freedom is probably the most valuable thing we can have. Many of us are free to choose our own leaders and government. We’re free to choose to study hard and get a good education. We don’t like to be forced to do anything, do we? We don’t want someone to marry us just because their parents forced them. We want our husband or wife to choose to marry us because they love us and want to live their life with us. God could easily have made us like robots or machines, so we’d have no choice but just do exactly what He wants. It’s because God loves us that He wants us to freely choose to love Him in return, and to enjoy living His right way. But we all rejected God’s love and His right, happy way of living. We chose to live our own way. We’ve chosen to do many things wrong: wrong thoughts and words, wrong attitudes, and wrong living. Just look at all the problems around us because of people’s greed and selfishness, vicious gossip, angry, hurtful words, violence, immorality and lack of self-control, as well as dishonesty and corruption. When you and I choose to live our own way, Jesus said that we’re also choosing where we’ll live after we die: separated from God in Hell. In Hell, evil, pain and suffering will never end. You see, just like light and darkness cannot be in the same place together, God, who is perfectly good and right, simply cannot live See hurst, page A10

Daily brownout affects BIR operations in Region 9

Z

AMBOANGA City -– The Bureau of Internal Revenue (BIR) disclosed that the daily brownout has greatly affected the operations of the agency here in Region 9. Atty. Alert Alocilja, BIR regional director, said Friday everything is on a standstill during brownout since the operations of

their offices are computer-based. Alocilja said they cannot even issue a taxpayer’s identification number (TIN) during brownouts. Alocilja noted this city had been experiencing six to seven hours daily rotational brownouts for the past months brought about by the lower power generation by the Mindanao grid.

The nearby provinces are also experiencing daily rotational brownouts. Aside from this city, Alocilja’s office covers the BIR offices in the Dipolog City, Zamboanga del Norte; Pagadian City, Zamboanga del Sur; Ipil, Zamboanga Sibugay; Isabela City, Basilan, Jolo, Sulu and, Bongao, Tawi-Tawi.

Alocilja said he foresees there will be less collection of taxes here in the region due to brownouts. The BIR central office has task Alocilja’s office to collect PHP6.57 billion in revenues here in the region this year. With the power problem, Alocilja said they are set to purchase power generators to be able to

better serve the taxpayers in the region. He said they have already conducted bidding for the purchase of generators for the BIR offices in this city, Pagadian City, Zamboanga Sibugay and Sulu. “Once we have genset, we can continuously serve the taxpayers,” he said. (PNA)

Climaco blasts Tripoli pact provision in new BBL draft:

Dares Senate’s independence in BBL scrutiny ZAMBOANGA City - Mayor Beng Climaco strongly dissented before the Senate on Wednesday against a new provision in the watered down draft of the Bangsamoro Basic Law (BBL), which, she claimed, was similar to that of the 1976 Tripoli Agreement between the Philippine Government and the Moro National Liberation Front (MNLF). In a three-page statement she read before the Senate hearing on the prop o s e d BBL , w he re she reiterated for the nth time Zamboanga City’s stand against any attempt to include the city in the

Bangsamoro entity, Mayor Climaco bewailed the insertion of Section 4, Article XIV (Plebiscite) in the amended version of House Bill 4994 as approved by the House of Representatives’ Ad Hoc Committee on the BBL. The provision reads “Any local government unit or geographical area outside the territorial jurisdiction of the Bangsamoro Autonomous Region, but which are contiguous to any of the component units of the Bangsamoro Autonomous Region and within the area of autonomy identified in the 1976 Tripoli Agreement may opt to be part of the

Bangsamoro Autonomous Region…” “This provision is totally unacceptable to the City of Zamboanga,” Climaco protested, stressing that under the 1976 Tripoli Agreement 13 provinces were identified, including all the cities and villages in these areas, the City of Zamboanga included. “We are both saddened an appalled by the draft amended version of HB 4994… Dozens and dozens of public hearings were conducted in Mindanao purportedly to listen to the various and divergent views of the stakeholders. Millions of taxpayers’ money were spent. But while hearings were conducted, it appears that these were not listened to,”

Climaco lamented. She further decried that the people of Zamboanga were made to believe that the city shall be totally out of the Bangsamoro entity. According to her, no less than Rep. Ruffus Rodriguez, chair of the House Ad Hoc Committee on BBL, on several occasions had stated that there shall be no more expansion of the areas of the Bangsamoro as identified in the initial draft BBL, which meant that Zamboanga City shall never form part of it. “But, in the end,” she said Rodriguez’s committee even unilaterally amended the Framework Agreement (FA) and the Comprehensive Agreement on the Bangsamoro (CAB) by providing the Tripoli

Agreement provision under Section 4, Article XIV in the diluted BBL draft. The city’s chief executive then challenged the Senate’s independence in its ongoing scrutiny of the proposed BBL and to exercise its constitutional mandate, it being part of the three coequal branches of government. “We seek and expect the Senate to pass a law that is consistent and harmonious with and not contrary to the 1997 Philippine Constitution, a law that truly addresses grievances that br ing ab out s ecession and armed conflicts in the Southern Philippines, and not merely for appeasement, a law that treats every Mindanaoan on even keel, a law that respects the sovereignty and territorial integrity of the Republic of

the Philippines,” Climaco stressed in a statement. The mayor also reminded the senators and other resource persons present during the hearing about “our rich experience (in 2008) from the defunct memorandum of agreement on ancestral domain (MOA-AD) which the Supreme Court had eventually declared as unconstitutional and contrary to law.” “The (Senate) legislative branch of government is mandated to enact laws not contrary to the constitution,” Climaco averred even as she appealed forcefully to the senators: “Please, enact a law that shall pass judicial scrutiny and not a law that is based on legislative avoidance, and leave it instead to the Supreme Court to decide upon its validity.”-(Vic Larato)

Mindanao Daily A7 Billboard GSK Fights to Stop Teeth Sensitivity with “Great Little Moments” Campaign and new Mouthwash Launch: Say No to Ngilo

• Sensodyne, the #1 sensitivity toothpaste in the Philippines, and recommended by dentists, affirmed its commitment to create a future where every Filipino is sensitivity-free with the “Say No to Ngilo” advocacy. • Sensodyne initiates the “Great Little Moments” campaign. This campaign encourages consumers to enjoy their “Great Little Moments” like they used to now that they are free from sensitivity. • To complement its dental care line and help promote the expert sensitivity regimen, Sensodyne now introduces its new mouthwash that gives not only the benefits of your regular mouthwash but also pangingilo relief. Manila, June 5, 2015 -For 9 out of 10 Filipinos who suffer from sensitive teeth or pangingilo, “sensitive” is a bit of an understatement to describe the delicate condition of their teeth. Characterized by a short, sharp, shooting pain, which many sensitivity/pangingilo sufferers often choose to just endure, the discomfort caused by sensitive teeth may only last for a short period, but the emotional effects of missing out on those precious moments with your loved ones over food and drinks has a far longer impact. “Having sensitive teeth can mean anything from getting a mild twinge to having severe discomfort that can last for several hours. It can also be an early warning sign of more serious dental problems.” said Dr. Rannier Reyes of the Philippine Periodontal Society. Sensitive teeth occurs when the layer of enamel becomes thin and exposes the softer dentine underneath. This soft layer makes up the inner part of the tooth leading to the tooth’s nerve center and triggers the pain you feel. Other things that can cause sensitive teeth are: • Brushing too hard or using a hard bristled toothbrush • Teeth grinding • Gingivitis (gum disease) • Receding Gums Last year, GlaxoSmithKline, the makers of Sensodyne, the #1 sensitivity toothpaste in the Philippines which is also recommended by dentists, spearheaded the “Say No to Ngilo” advocacy where dentists, consumers and Sensodyne came together to enjoin everyone to heed the call to take action to no longer endure the discomfort of pangingilo. In 2015, GSK and Sensodyne takes the advocacy a notch higher with the launch of “Great Little Moments” digital campaign which encourages Filipinos not only to “Say No to Ngilo,” but also share their experiences after converting to Sensodyne and how they are able to fully enjoy

their great little moments sensitivity-free. “With the start of the summer season, everyone is now looking for someplace or something cool, be it at the beach, the pool or even just a quick respite from the heat with some cold drinks or a cone of ice cream, but if you have sensitive teeth, enjoying those cold treats can be a bit tricky,” says Heather Pelier, Incoming Consumer Healthcare General Manager, GSK Philippines. “But it’s more than just missing out on food. When you choose to just endure the pain, you do it at the expense of fully enjoying experiences and social occasions that go along with it, making you miss out on those great little moments with your loved ones,” Pelier added. The digital campaign encourages consumers to

share their “Great Little Moments” in the Sensodyne Philippines website (www.sensodyne.com.ph) by uploading a photo of a moment (eg. sipping hot chocolate, eating halohalo, etc.) they can now fully enjoy because they are pangingilo-free. Winners of the contest will win a trip for two to South Korea. “For those who have sensitive teeth like me, I know you’d agree that it is not something you can just ignore. Sensitive teeth can ruin the mood of any romantic date, or stop you from enjoying those unforgettable moments with your loved ones,” Sensodyne brand ambassador, Luis Manzano shares. Heather Pelier adds, “Our message is simple, there is no need for sensitivity to impact anyone’s life. Making a simple change to one’s oral care regimen will make a real

difference. Life of a Traveler Teacher

By GINES C. CACAYAN Teacher III Tagoloan National High School

I live in Cagayan de Oro City and I’m teaching in Tagoloan NHS. Punctuality is part of teacher performance, so I have to speed up my motorcycle to a top–speed of 105 km/h to reach school on time. I feel fear and I’m mad when I am still late because of traffic, tire explosion and unexpected happening. When it rain unexpectedly, I am forced to stop driving and wait until the rain stops. Wearing a raincoat during a heavy rain is not a guarantee because of rainwater leaking into it. During Typhoon signal #1, wind is very strong and road visibility is poor

but I still have to report because of fear that I’ll be marked absent since LGU&DepEd advisories are late. On sunny day, travelling from school under the heat of the sun makes me feel like I am inside an oven. It causes my blood pressure to rise and burned the skin of my exposed body parts. I encountered near death experiences because of undisciplined PUJ drivers, pedestrians and because of my carelessness. Motorcycle saves time, money and effort but is risky to life Time management and discipline is part of teacher efficiency which is also needed to have a safety travel to and from school.

It’s not God who sends us to hell, it’s you and I who send ourselves to Hell by rejecting God’s gift of forgiveness and new life. We condemn ourselves by refusing His right way of living, which He made for our own happiness and good. In fact, God loves you and me so much that He gave His own innocent life on a criminal’s cross, just so He could save us from living in Hell forever—away from Him. ALS: “My Burden for Education to be a Catalyst of Change” tasks as ALS Implementer, as teacher, as OIC, and as student but the lessons always lived to be understood. Sabi ng iba… Kung ma assign ka sa bukid DILI DAW KA MAKA MOVE ON, you can-

not even learn and the only solution is mo TRANSFER na lang. But Mind you guys, big picture of opportunities are found in these places, like an opportunity to be a catalyst of change!

from page A4

As I looked back during my first year of service in DepED, my life as “mountain teacher” to the remotest area in sitio Gupaco is a certain extent of difficulty where inaccessibility of electricity is occurring, turtle – like wave length signal of communication is enduring and only the natural beauty of the earth honing my interest. Matigsalug people known as Lumad in that place are well-thought-of and well accommodating to all the nomadic folks like me. As my life plunged with them beyond the teacher of their children, I have learned what life is as Matigsalug where IKSP or Indigenous Knowledge System and Practices are apparent. It is unfortunate reality that many of those young mothers failed to finish education in their intermediate and secondary level because they’re force to tie the knot of marriage vow at early age called “buya” as part of their culture. Some Matigsalug youngsters’ fellas and ladies have nothing to defend themselves if their parents contracted with the “datus” to let them be married with a settlement cost. Others are becoming

out of school youth or OSY. The fact that Gupaco is a far away land from borough and town with 12 kilometers away from the public road and only the means of transference is through horse-back riding, hiking, and trailing in the terrain and slopes across your way. Secondary students living within this community incapable to survive in going to school to and from carrying with tumpline “liyang” on their heads filled with root crops “lagutmon” mostly camote “kasilo”, “saging tundan”, and “balanghoy”. These are the only source of foods to make their abdominal problems sustained from the hours of travel and these will also serve as their consumption in a short period of time. Usually in the middle of a semester, 80 % of these young secondary students quit and stopped schooling. To quit and to stop is the only avenue to discharge from exasperating experiences of life as a student living in the far – flung area and only the opportunity to be useful from quitting and stopping is to help their parents in farming and to acquire instantaneous income, they

preferred to be a cicada and involved a work called “Hag-ot” of Abaca hemp. It is a sad reality that the only component to gain abundant life called EDUCATION is diminished and these people remained motionless in this modern world. Truly, our choices determine our destiny! I felt then the “burden” on how to help these people who are hungry of education, wanting their lives change, and have something to be proud of sooner or later in life. Many times I keep on thinking just to think, think, and think again on ways to help them at the very last KUDOS! ALS or the Alternative Learning System came on my way on February of 2012. To have this additional voluntary work is at stake and a big DARE!!!The challenges as ALS Instructional Manager and at the same time regular teacher are colossal as far as the EFA Goal of 2015 is concerned. I wouldn’t think like some others would say “Bahala na si Batman” but I let God do the rest. Sometimes it is so radical to feel a burden in man’s heart. You have to feel the pain, to struggle, to take yourself in a risky status quo before you see results. I even fail to do my

camp out at the provincial government-operated De Lara Park while the soldiers set up a makeshift camp in their barangay while the electricity project was still being constructed. The residents further alleged that soldiers would usually go to their residents and convince them to act

as NPAs and “surrender” to the government so their anti-insurgency campaign at the community level would gain results. But this was denied by Martinez who said that any soldier who coerces residents in the area would be dealt with administratively. Martinez then received

an affidavit from the residents naming four soldiers and seven Citizens Armed Forces Geographical Unit (Cafgu) members as allegedly harassing them. Emano also provided a lawyer, Tess Sangual, to facilitate in filing the complaint against the 11 military personnel.

chaos” can be the dominant expression. The best solution to such condition is by looking back the vision and mission of the organization. All have to look back at the vision which has been defined earlier. In this case, no one is excused. All people in the educational institution must commit to achieving the vision, mission, and the general goals. All these terms are described in more details in the objectives in every unit of the whole institution. Again, there is no excuse. One by one, through all the members, has to follow the direction toward the vision. So, not only the leaders, but also all faculty members and administrators, supports should promote all the programs directed to the vision. In this case, we can judge whoever diverts from the vision is the “outlier” of the organization. In general, there is no one wrong. The key is whether they commit to the vision and mission. ---- Dr. Djuwari is the advisor of Indonesia Association of Press Practitioners/ Journalists in East Java province (HIPSI), Indonesia. records show Cagayan de Oro has 287,307 registered voters, as of April 20,2015. Biometric information is a mandatory requirement under Republic Act No. 10367 that was signed into law on Feb. 15, 2013. Validation of registered voters through biometrics, under the Comelec continuing registration of voters, started on May 6, 2014 and will end on Oct. 31, 2015 which, incidentally is the last day for voter’s registration. Ravelo clarified that the voter’s ID (identification card) which the Comelec issues is not a requirement for one to cast his vote

since the official of voters already include the voter’s photograph and signature specimen. “A l l reg istere d voters need not demand the Comelec for IDs since it is only a bonus in our registration of voters. So far, only those registered until 2009 have been issued IDs since printing is expensive and voters are not required to pay any amount,” the provincial election supervisor explained. M i s a m i s O r i e nt a l’s component cities of El Salvador and Gingoog have 32,770 and 67,518 registered voters, respectively, of which 359 and 904 have

yet to undergo the mandatory biometrics. Among the 23 municipalities, Balingasag has the most number of voters with 38,162 while Binuangan has the least with 5,537. Other municipalities with their respective number of registered voters, including those who have yet to subject themselves to biometrics are: Tagoloan – 33,618; Claveria - 30,248; Jasaan – 29,234; Opol 27,178; Medina – 20,072; Magsaysay – 19,093; Villanueva – 18,747; Initao - 18,596; Salay – 17,472; Alubijid - 17,492; Manticao – 17,016; Talisayan

Earlier, the Comelec announced that the filing of certificates of candidacy for those seeking local and national elective positions is set on Oct. 12 to Oct. 16, 2015. Memories of the Oldest House in Cagayan de Oro

El Case del Chino Ygua By MİKE BANOS, Editor-at-Large

(In commemoration of the 65th Anniversary of the City Charter of Cagayan de Oro, we are bringing back these stories on “Birthing the City”) T he earliest Chinese recorded to have settled in Cagayan in 1863 was Sia

Ygua who came from Amoy. Although Amoy (today Xiamen) was the exit port, most of the traveling Chinese came from the Yuegang and Fujian areas. In the case of Ygua, however, his native town was really Amoy.

Sia Ygua established himself as a merchant in Cagayan. Later, in 1882, he built himself a big house on Calle del Mar using bricks he imported from China. The bricks were loaded aboard Chinese junks were they served as ballast for the

long voyage. In Cagayan, the bricks were unloaded on the banks of the Cagayan river. From this house, Sia Ygua built the Chinese family with the most number of descendants in Cagayan. Some of these branches were those of his grandsons from his son Sia Kiam, Sia Simon Velez and Sia Tonhio, all of whom

distinguished themselves as hard working entrepreneurs and loyal supporters of the local Catholic church. Later, Sia Ygua himself participated in the patriotic activities of Cagayan during the Philippine-American War. His house subsequently figured as a landmark for those historic events.

On April 7, 2000, the National Historical Institute of the Philippines recognized Sia Ygua’s patriotic contribution by installing a national historical marker at his house, today known as Casa del Chino Ygua. (source; A Cagayan de Oro Ethnohistory Reader by Antonio J. Montalvan II) published 2004

The Brick House of Insik Ygua in del Mar-Victoria Streets By Fr. Francisco Demetrio, S.J.

INSIK Ygua, a native of Amoy, China, came to Cagayan towards the last quarter of the 19th century, about 1860. He started out as a food vendor (perhaps also sold puto). He made friends with the Recollect priests of San Agustin church. Due to his industry, and the help given him by the fathers, he gradually amassed a fortune. Like most Chinese who settled in Cagayan, he took active part in civic and public life. He was known for his good heartedness. It is said that when he died, practically

everyone in Cagayan wore black. A f t e r ma ny ye a r s in Cagayan he returned to China and there got married. It seems that his wife remained in his native land. However, his children (Sia Tong Joo, Sia Simeon Velez) followed him to Cagayan where they settled down. Insik Ygua built a brick house at del Mar-Victoria streets. It was said to be the second “balay nga bato’ or ‘house of stone’ in Cagayan. The bricks used in building the house where shipped

from Amoy to Cagayan in two boatloads. During the revolution, many Filipino soldiers died a violent death in this house, massacred by the Americans. The bodies were buried in the backyard. To appease the souls and save the inhabitants from disturbance, Insik Ygua turned their burial place into a temporary cockpit. The blood from the fighting cocks was believed to appease the restless souls. Also, on All Souls Day, until quite lately (1971), candles were lighted along the house in memory of the dead soldiers. Today the house is much smaller and lower than it used to be, due mainly to the ravages of the last war. It has been renovated and the brick walls glossed over with cement coating. Many passers by forget that it is perhaps the oldest existing house in Cagayan de Oro City. The ground floor has been converted into the well known novelty store, Sia Bon Suan, which underlines the take-over of the old by the new. (First published August 28, 1971 in Cagayan)
