Groups want monitoring of trees planted on Sept. 26

After unofficially breaking the world record for planting the most trees in an hour, cacao growers and environment groups raised concerns to the event organizers on how to help ensure the growth of cash-crop seedlings.

The Treevolution event held last September 26 reportedly planted 3,571,480 seedlings in 260 areas in six regions in Mindanao, mostly comprising of cacao, coffee and rubber tree seedlings. In Davao City, about 71,000 seedlings were planted in four locations. But the environmentalist

group Panalipdan Southern Mindanao challenged the Treevolution organizers to ensure that they have measures to monitor and correct their process. Their spokesperson, former University of the Philippines physics Professor Kim Gargar said, “There must also be soil

analysis to ensure soil fertility is known such that fertilizer application shall be planned beforehand. Then, maintenance also includes weeding which is very labor-intensive. So imagine how many people should be mobilized for the post-tree planting activities.” The Treevolution co-

AGAYAN de Oro City––Minister Wilde James Almeda Jr. of the Jesus Miracle Crusade, a full gospel ministry, has vowed to help the rebel group of Alde Salusad, alyas Kumander Butchoy, in Bukidnon. Almeda and members of the ministry were here yesterday to offer help to people, who want to go back to the fold of the law, as well as to continue their pastoral work to spread the love of God. In an interview, Almeda said that aside from conducting Bible studies they will also offer legal services to the rebel group. Lawyer Janeth JaticoNunez said they will be facilitating the legal needs of Salusad and his group. Salusad, 30, claims to

6M seniors soon to have lifetime health insurance

More than six million elderly in the country will soon become lifetime members of Philippine Health Insurance Corporation (PhilHealth). This was announced by PhilHealth President and CEO Alexander A. Healthier rice under development at IRRI LOS BANOS – The International Rice Research Institute (IRRI) is developing varieties that will bridge the nutrition divide. “Healthier rice varieties have the potential to reach many people because rice is already widely grown and eaten,” said Dr. Bruce J. Tolentino, IRRI Deputy Director General, pointing out that the average Filipino consumes about 120 kilograms of rice a year. “Even a small increase in the micronutrient content of rice grains could have a significant impact on health,” he said during a forum on food and nutrition organized by the world’s lead research institute on rice. Tolentino cited a study published in the American Journal of Clinical Nutrition saying that a cup of IRRI’s Golden Rice could provide half of the recommended daily allowance of vitamin A for an adult. The Philippine Rice Research Institute is collaborating with IRRI to develop and evaluate Golden Rice because of its potential to help reduce vitamin A deficiency. If approved by government regulators, Golden Rice would be the first type of genetically-modified food that can help improve nutrition as it contains beta carotene which is converted to vitamin A when eaten. “IRRI aims to increase the iron content to 13 parts per million for its highiron rice and 28 parts per million for its high-zinc rice – the levels required to make a significant impact in reducing iron and zinc

The new, healthier rice varieties are expected to reach dining tables in a few years pending government approval for the commercial planting of Golden Rice. Field testing of the high-zinc rice started in June while research and development of high-iron rice is still ongoing at IRRI. Tolentino said IRRI is “committed to develop highperforming healthier rices that have the same yield, pest resistance and grain qualities as current popular varieties.” Healthier rice will be offered as options for farmers and are expected to cost “no more than the common varieties” he said, adding that farmers can reuse the seeds as needed. The healthier varieties aim to “complement, not replace, the existing interventions being implemented by the government and others, particularly where access to nutritious vegetables and animal products are lacking,” he said. Noting that gains have been made in combating under-nutrition in the country, Tolentino said that “gaps still exist and progress is not as fast as it should be.” “Rural and poor areas are still affected by undernutrition as these have the highest rates of underweight, stunting, wasting and anemia,” he said. The centers and jails visited were the National Bilibid Prison in Muntinlupa City, Correctional Institute for Women in Mandaluyong City, Hospicio de San Jose and Missionaries of Charity in Manila, Luwalhati ng Maynila in Marikina City, and Golden Reception and Action Center for the Elderly and other Special Cases (GRACES) in Quezon City. Gargar said the acceptable tropical forest reforestation method is to plant at least 30 tree species per hectare. “The reason behind that in simple terms is to prevent pest infestation due to monocropping or low number of species present in the area and to conserve the endemic biodiversity in the area,” he said. He added that to make up for lost forest cover, some 250,000 hectares must be reforested to just recover 1% of lost forest cover. For his part, Cacao Industry Development Assoication of Mindanao (Cidami) Executive Director Val Turtur said they are concerned the cacao seedlings may not have been properly planted by volunteers because of the event’s time constraints. Turtur told Davao Today that there is a protocol in planting cacao seedlings. “One has to dig a one-foot deep and one-foot diameter hole. Then you have to separate the top-soil from the sub-soil, and put the top-soil back first soil with the seedlings because it is the more fertile soil. There must be basal fertilization put into the hole before planting the seeds,” he said. He also added that cacao trees must be three feet apart from each other, and the cacao tree seedlings must be covered with a coconut fronding to protect itself from the sun.

Fajardo on FIBA World Cup: Lessons from five days in Spain

cup of rice in Seville would have worked wonders for the hardworking Gilas Pilipinas, as far as June Mar Fajardo was concerned. With practices and tuneup games becoming more difficult in the runup to the FIBA World Cup on Aug. 30, Fajardo said he needed the basic Filipino staple to help him recharge since the scrimmages were physically exhausting. “We had good food while we were training in France, and later on in Seville,” Fajardo said in Filipino during a recent interview in Manila days after he flew in from Spain. “But after a few hours, I would feel hungry again. I wanted a cup of rice to go with the food.” He recalled with a laugh that the rice he tried when the team was in France was “malamig (cold),” far from the steaming cup he gets served wherever he went in the Philippines. The team’s training in Miami, where they met naturalized center Andray Blatche for the first time,

was bearable because after a hard practice at the gym, he had rice to go with the food. But when the team moved across the Atlantic, the change became tough for Fajardo. To add a semblance of rice in his diet, he made omelets with tomatoes and onions which he paired with the food. He said he made do with the substitute, though he still longed for rice. O n a s e r i ou s n ot e though, the reigning PBA Most Valuable Player, who plays for the San Miguel Beermen, has nothing but gratitude for his inclusion to the lineup. He said he learned a lot of things while training with the national team. The team’s purpose wasn’t lost on Fajardo, who fans call the “Kraken,” as he discussed how each member knew by heart they were fighting for a basketballcrazy nation. He said making the selection for a team who’s making a return to the international scene after four decades was an achievement by itself already.

“When you’re there at the international stage, you only have to give everything you have because you might not have another chance at competing in that kind of tournament,” Fajardo pointed out. With arguably the smallest lineup stacked up against the best of the world, the Beerman said he was expecting the team to get steamrolled in the first round. But to everyone’s surprise, the Philippines put up a brave stand, losing four games by an average of six points before escaping with a victory against Senegal. For Fajardo, the toughest team the Philippines faced was Argentina because of the South American nation’s strategy of sticking to the “fundamentals” of the game. He said each Argentine player knew where were ought to be when running plays on offense as well as setting up on defense. There was certainty in every step, Fajardo described. “At the start of the shootaround, I could have just sat down at the bench and

Turtur said planting just one seedling using this process would take up ten minutes, or only five seedlings in an hour. But he said the problem was that Treevolution organizers aimed for one person to plant twenty tree seedlings in that time frame. He said the lead organizer the Department of Environment and Natural Resources had consulted with them during the planning stage of the Treevolution and he had raised these concerns. “But since they want to make the world record, there was a compromise to shortcut the process,” Turtur said. Turtur said there may be some volunteers in the event who may be familiar with the planting process. But he doubted that many of them may not know of the procedure. Turtur said they would volunteer their field techincians to go to the planting area in Barangay Magsaysay of Marilog District to check the conditions of the seedlings. He said they would take measures to “correct” some of the positions of the seedlings, as he assured that there would be no uprooting. “This is part of our contribution. We just have to help each other out,” Turtur said. Turtur said Cidami would meet with DENR regional officials this coming week to discuss how to ensure the growth and cultivation of the cacao seedlings. Cidami earlier announced they are targetting an expansion of cacao production in Mindanao from 10,000 to 150,000 hectares by the year 2020. MinDA also has been promoting cacao production after production of this product has dropped significantly in Africa.

At this point, the primacy of the basic law of the land is a “GIVEN” simply because implementing the terms of any peace agreement must be done within the context and confines of the internal laws and under the coercive force of the government. Even the MILF recognizes this as a reality and will have to submit to this unequivocally as the peace process mutates and takes its inevitable course under the good offices and graces of the established regime of the government. I refer to this as a “calibration process” that everyone must understand. This is something that Congress must first understand as they now scrutinize the draft Bangsamoro Basic Law (BBL). Absent this insight, we may unnecessarily dwell and focus and find fault and at every turn quibble on every word or phrase or provision -- or look for what is not there -- in the agreement and its annexes, looking at them through the conventional prism of constitutionality and legality. Just to illustrate: the “annexes” of the agreement were signed in the course of negotiations and BEFORE the final peace agreement and they were done so during the “ calibration” stage. So it is important that the contemporaneous stage at which those vital agreements were signed and sealed had to be seen in this light. Congress and the public must understand all this in this light. I need not explain more. INCREMENTAL ---Thus, I cringed and squirmed in great discomfort when I heard one congressman insisting that the BBL must contain a commitment from the MILF that it would not at all go back to the hills again and rebel again. Peace agreements, although the ultimate repository of what was mutually agreed are not self-executing. They are merely pieces of paper, although sacrosanct, that

will raise expectations among expectant stakeholders. They have to be implemented in time -- --on a long-term basis. The process is incremental. We need not say here but it is obvious that failing in keeping true to the government commitments will drive them back, maybe not all, to fight government again and continue their struggle. No amount of cautionary words in the BBL foreclosing their right to rebel again will remedy this. What is key is implementing the terms of the peace agreement, which is not only to show sincerity, but more importantly, we improve forthwith the lives of our own disadvantaged Filipinos who felt that they were excluded from the mainstream. DISARMAMENT -- I had reason to also feel discomfort reading the blaring media headlines, courtesy of OPAPP statements, bannering disarmament or decommissioning protocols well ahead of progress in the congressional work on the BBL. I find this imprudent, although the purpose may be to make the public feel good that the armed rebels will eventually get rid of their firearms. I heard already audible grumblings on the ground from some MILF elements on this. Let us not forget that the MILF agreed to this but only on a phased basis, depending on the implementation outcomes. It can happen only when there are significant progress in agreement implementation and when a” firearms-less” enabling environment is at hand, which requires disarming of warlords, politicians and other criminal elements. Absent this development on the ground, do you think the MILF will voluntarily disarm? Think again! MILF PARTICIPATION - I was even surprised to see the MILF, through Panel Chair Mohaqher Iqbal gamely par-

ticipating in the congressional hearings. Although this is a positive development for government, I thought the MILF would have been better off leaving the government panel to defend and advocate for the CAB. To be subjected to the rigors and discomfort of congressional scrutiny is something the MILF will definitely not relish organizationally, given that they have not forsaken their bottom-line positions while the final form of the BBL is still unclear. In my humble view, that canalizes MILF’s remaining options. On a positive note, it can be interpreted to mean that MILF will eventually accept and submit to whatever final decision Congress will arrive at -- which augers well for peace in the land. But will it? That we still have to see!
