AVAO City - The military claimed to have made headway in its operation against the communist rebels in Eastern Mindanao during the first quarter of 2015 despite heightened atrocities.

Colonel Romeo Brawner, spokesperson of the Eastern Mindanao Command, said residents in the countryside are able to cooperate freely in the

government’s peace and development outreach program as they see local government units dealing directly to them by facilitating the solutions

to the issues besetting the communities by responding with the corresponding tangible projects. He said the success in the first quarter is attributed to the police, local government units, line government agencies, stakeholders and the soldiers. “The Philippine government is winning in the campaign in the Eastern Mindanao Command, an effort initiated both by the

Arellano also noted an increase of 14 percent in the number of cases received from 12,700 cases in 2013 to 14,427 last year. Most of the cases received are crimes against property and drug cases. Trafficking cases have also increased, he said. Arellano said they could not meet a 100 percent disposition rate of cases due to lack of prosecutors. He noted a 39-percent vacancy rate in 2014.

Currently, they have only 19 prosecutors. There are more cases from Davao City because of its area and population. He also noted the city’s fast phase development to contribute to the rate of crimes. (PNA)

On BBL: No biases and prejudices Both chambers of Congress are set to resume hearings on the draft Bangsamoro Basic Law, and Cotabato Archbishop Orlando Cardinal Quevedo has appealed to legislators not to allow biases and prejudices to derail the passage of the document which he described as “the most significant hope for a just and lasting peace in Southern Philippines.” “The search for truth and the pursuit of justice must be done with objectivity and without prejudgment,” the first Roman Catholic Church cardinal from Mindanao, also known as the “Cardinal of Peace” said in an open letter addressed to legislators, in reference to the Mamasapano incident, which, he said, led to misinformation and unfair judgment on the BBL. The Mamasapano tragedy left 44 Special Action Force troopers, 17 MILF fighters and three civilians dead, triggering a public outcry that has derailed congressional deliberations on the BBL. It cries out for justice, but we agree that lets give peace a chance. Biases and prejudices should have no place in this instance. We agree with Quevedo that these judgments have misinformed the public about the nature of the BBL and raised public opinion against a document that is the most significant hope for far of a just and lasting peace in southern Philippines. As a Catholic religious leader in Mindanao, Quevedo

has closely followed the peace negotiation through the years including the drafting of the Comprehensive Agreement on the Bangsamoro, and the drafting of the BBL. According to the Cardinal, the BBL articulates three major principles, namely, the preservation of national sovereignty, the safeguarding of national territorial integrity and the realization of Bangsamoro self-determination within a limited territory. “Contrary to misinformation and misinterpretation, the BBL does not advocate the dismemberment of the Republic. It does not lay claim to all of Mindanao and Palawan. It does not advocate the complete independence of any of the entities of the proposed Bangsamoro government such that their national counterpart has no effective role over them,” he clarified, We too should advocate for a refined BBL which is attuned to the Constitution. We are one with Quevedo to let legal and constitutional experts have a consensus on what is clearly illegal or unconstitutional in the BBL. Let their wise words guide the rewording of provisions. True, a refined BBL is “about doing truth and justice, walking in kindness and love, mercy and compassion, the way of the heart, and the way to a just and lasting peace.

Zambo dumpsite fire victims receive relief aid

AMB OANGA CIT Y Mayor Ma. Isabelle Climaco-Salazar has mobilized the resources of the city government to assist and alleviate the plight of families whose houses were razed to the ground in a fire in this city’s dump site in Barangay Lumbangan. According to a report from Supt. Dominador Zababal Jr., Zamboanga City Fire District chief, the fire incident hit the dump site area around 12:10 p.m. Wednesday, engulfing at least 27 shanties. Zabala said that no casualty was reported and damage to properties was estimated at P80,000. Three fire trucks responded to the incident, which was placed under control after 45 minutes. The City Social Welfare and Development Office (CSWDO)

headed by Socorro Rojas immediately distributed relief goods to the victims. The relief goods included food packs, pails, blankets, mats, slippers, used clothing and a six-liter container of water per family. Salazar, upon learning about the incident, proceeded to the dump site area to supervise and coordinate response efforts. Salazar renewed her call for residents to always exercise fire safety and prevention measures amidst the long dry spell while the origin of the fire incident is still being determined. Rojas said they continue the profiling of families and has initially documented 27 families. Rojas said the number of affected families is expected to increase due to sharers and renters. (PNA)

He said that Caraga region is well-known to have the second fastest growing economy in Mindanao and it is endowed with beautiful beaches and tourist spots. Its recorded collection growth from CYs 2012 to 2014 were

21 percent, 4.5 percent, and 11.4 percent, respectively. He also mentioned that this 2015, the region’s collection goal is P4.9 billion, up by 17.9 percent as compared to its 2014 target. He told the audience that last 2014, the region collected P3.8 billion including tax collections credited to the Large Taxpayer Service (LTS) amounting to P558 million. Thus, actual collections in the region including those of the LTS would have totaled P4.3 Billion, exceeding the collection target by 4.11 percent. Vitug also observed that Butuan’s 2015 Internal Revenue Allotment (IRA) by province, cities and municipalities amounts to about P13.2 billion. With the benefits derived from this IRA, he hopes that one day

taxpayers in the region shall outdo each other in paying the correct taxes which will eventually benefit the Filipino people. That petitioners are husband and wife respectively in a marriage performed under Civil rites on November 5, 1997, they converted to Islam faith, of which conversions to Islam were duly registered with this court, both of them can be served with summons and other legal processes relative to this case at their residents Iligan City; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for over seventeen (17) years already, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalized their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on November 5, 1997, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile. RDC-X Advisory Committee supports NorMin 2016 budgets Region X congressional representatives expressed support to the Regional D e vel opme nt C ou nc i l (RDC-X)-endorsed budget proposals of 24 government agencies and eight (8) state universities and colleges in the region during the RDC-X Advisory Committee (RAC) meeting on March 23, 2015 in Cagayan de Oro City. In his opening message, Honorable Rufus B. Rodriguez of the 2nd District of Cagayan de Oro City, the lead convenor of the committee meeting, urged everyone to work together in ensuring that the proposed budgets requested shall redound to the development of Region X as it positions itself as the number one region in the country. Presided over by RDC-X Chair and Lanao del Norte Governor Mohamad Khalid Q. Dimaporo, the RAC expressed support to the RDC-endorsed budgets. The agency budgets with an aggregate total of P94.334 billion were presented by the RDC Sectoral Committee Chairs/Co-chairs. Mayor Maria Luisa D. Romualdo presented the requirement of the Macro and Development Administration Sector amounting to P1.393

billion (1.5% share); Ms. Emma A. Nieva for the Economic Development Sector’s P4.315 billion (4.6% share); Mayor Philip T. Tan for the Infrastructure Sector agencies’ P39.868 billion (42.3% share); and Mayor Nelieta Q. Noval for the Social Development Sector’ requirement of P48.757 billion (51.7% share). Some amendments/additional projects were also proposed for consideration by the concerned agencies for FY 2016. The DPWH-X was asked to consider the following projects: the esplanade along Cagayan de Oro River, Macabalan-Puntod-Carmen and Cathedral City Hall; reconstruction and widening of Cagayan de Oro port road; Balulang-Macasandig Bridge and Access Road; Macabalan-Bonbon Bridge and Access Road; Widening of Butuan-Cagayan de OroIligan Road (Binuangan, Sugbongcogon, Kinoguitan and Medina in Misamis Oriental); and the preparation of a master plan to mitigate flooding in Gingoog City. Various projects were also proposed for the Misamis Occidental including among others the Construction of the Clarin Drainage System; construction of the OzamizClarin-Tangub-Bonifacio-

CIC Barangay Culinary Livelihood Program at Barangay Carmen For four years now, the Culinary Institute of Cagayan de Oro, The First in Northern Mindanao, has been consistently celebrating its anniversaries through Outreach Programs in different Barangays in Cagayan de Oro. On its 5th year, this time, CIC shall hold the very first Barangay Culinary Livelihood Program in the city titled Lutong Panginabuhian! with the theme: “Panginabuhian alang sa Kalamboan, I-alagad sa Katilingban.” The main purpose of this event is for the school to impart and to share the CIC education to mothers and families in different Barangays focusing on practical livelihood topics, recipes and food sanitation. One of the highlights of the BCLP is the Kagay-an Barangay Cook-Off. Five teams comprising five members each are to compete against each other and the dish that the teams shall cook will only be revealed during the CookOff. Barangay Carmen was the third Barangay that CIC visited for the Barangay Culinary Livelihood Program (BCLP) last March 18, 2015. Chef James I. Damasco, one of the CIC Chef Instructors, showcased a free cooking demonstration on different livelihood recipes and the audience members were given a copy of the recipes. The Cook Off immediately followed together with the announcement on the recipe that the participants will cook. Most of the participants are members of the Barangay Women’s Development Council (BWDC) but there were a few male participants as well. The program was more enjoyable with a raffle of CIC novelty and intermission numbers from the BWDC members and from the Barangay Hall Team. WHAT’s probably the most exciting Facebook accounts to read are those who entered sixth grade in 2009. That was the year when Facebook became popular in the Philippines. Those kids back then will be celebrating their debuts this year. If you’ll read their Facebook timelines backwards, you’ll notice that they would have jejemon and pa-tweetum posts back then. House Bill 5209, a bill that proposes the postponement of the SK elections, has been received by the Office of the President on March 4, 2015. The bill seeks to reset the SK elections from February 21, 2015 to October 2016. With this current development, the NYC is again calling on the legislators to ensure that the provisions being pushed to reform the SK be given utmost priority for the eventual passage of the SK Reform Bill into law. Als o known as t he “Youth Development and Empowerment Act of 2014”, the SK reform bill was finally consolidated by a Senate Committee last August 2014. Early this year, leadership from the House of Representatives also committed to pass their own SK reform version. In January, the House Committee on Local Government also approved the said bill. “We cannot have a repeat of the past. SK reform must be approved especially with the looming postponement,” explained NYC Chairperson Gio Tingson. Age expansion as key provision The Senate’s version of the bill has approved an expansion of the age of Katipunan ng Kabataan members from 15-17 years old to 15-24 years old, with the elected officials of the SK as at least 18 years old. “Ensuring that SK officials can be accountable to their acts in public service will professionalize the institution”, explains Tingson The NYC maintains that the provision will make the SK more inclusive. “Due to the expansion of age, more young people will be enticed to join the institution. This will result to more creativity and innovation,” reported Tingson. “We are confident that this bill will fix SK and ensure meaningful representation for young people,” urged the NYC chairperson. “As Congress resumes on May 2, we urge our representatives in Congress to deliver as they promised,” he said.

For instance, IBON said Indonesia, Cambodia and Vietnam have been able to reduce their poverty rates more than the Philippines, which is lagging seventh in terms of improvement in HDI. Aquino in his speech before foreign investors in Makati City listed the “impressive growth and all-time high FDI” as among

Research group IBON has earlier pointed out that overall economic growth has been slowing (to 6.1% in 2014 from 7.2% in 2013) despite increasing FDI since the start of 2014. The MILF report admitted it was the 105th Base Command of the Bangsamoro Islamic Armed Forces that engaged the SAF. “The BIAF forces, mostly from the 105BC, are residents of Mamasapano, mostly from Barangay Tukanalipao. The action of some of the men of 105BC in going to Sitio Amilil, as was their usual practice whenever there are clashes or impending clashes, was justified as the main purpose was to ensure that the clashes do not happen in the populated areas,” it said in explaining why the MILF fighters massed at the site of the encounter. “As there was no coordination between the government and the MILF through the AHJAG (Ad Hoc Joint Action Group) and CCCH (Coordinating Committee for the Cessation of Hostilities) mechanisms, the BIAF cannot be faulted for concluding that the PNP-SAF forces that they chanced upon in Sitio Amilil were enemies, especially after they were fired upon, and after two of their men were shot and killed by the PNP-SAF,” it continued. It added the dark surrounding prevented the MILF forces from spotting the SAF commandos, in particular the 55 Special Action Company who acted as blocking force, who were already positioned in the cornfield and “had the advantage of having night vision goggles”. The report said the MILF CCCH “was the first to inform their counterparts in government of the unfortunate encounter in Mamasapano on the said date” and “the first to suggest…to immediately proceed to the encounter site to find ways to effect a ceasefire and disengage the fighting forces”. The report also denied allegations the BIAF used excessive force and mutilated and desecrated the bodies of the slain SAF troopers. It said that even though the SAF had the “initial advantage of surprise” [by firing first], the BIAF eventually got the upper hand owing to their familiarity with the terrain, favorable position, superior number and use of the “Barrett”. It added the SAF commandos stayed in the cornfield while the BIAF members were concealed in the riverbanks and coconut trees. It noted too that at one point

it became a close quarter battle with the men “shooting at each other with only 3-4 meters between them.” The MILF maintained that despite their advantages their men “did not use unnecessary force or employ any method of warfare that violated International Humanitarian Law” but only used their advantages “to the fullest”. It said the reports about beheading, mutilation and willful killing blamed on their men were unfounded. “The viral video of an armed man shooting at close range a man apparently from the 55SAC while the latter was lying down on the ground and already wounded, does not clearly show that it was BIAF’s 105BC which is responsible for this,” the report argued. It said the breakaway Bangsamoro Islamic Freedom Fighters and other armed groups were also present in the area and could have entered the encounter site after the BIAF left. “This is consistent with the narrative of the Crisis Team that when they entered the area at around 1530H, they sensed the presence of armed men therein,” it further noted. The Crisis Team was formed by the CCCHs and International Monitoring Team to reach the MILF ground commanders and coordinate with the military and PNP for the rescue of the surviving SAF personnel after a ceasefire was effected. The report admitted that BIAF members indeed took the firearms and personal items of the slain SAF troopers. It asserted such act was “nothing extraordinary” and is “the usual action taken by rebel groups” and is recognized under Rule 49 of Customary International Humanitarian Law. But the report said some of the slain commandos’ belongings were also taken by the other armed groups and civilians who helped retrieved the bodies. It cited that “when requested by Mayor Ampatuan, some civilians did return some personal effects and equipment belonging to the then slain PNP-SAF, thereby showing that civilian [sic] also had access to them”. The MILF returned the firearms on Feb. 18 “in the interest of peace”. The report also reiterated earlier assertions by the MILF that they did not know of Usman’s and Marwan’s presence in Mamasapano. It said the house in Barangay Pembalkan where Marwan was killed belonged to Ustadz Baguindali, who died in 2008. “When Mar wan was killed, he was with the group of Basit Usman, in the vicinity where the BIFF and the breakaway group of Mohammad Ali Tambako are based. “The house is found in Barangay Pembalkan, Mamasapano, which is more than 3 kilometers away from where the MILF combatants were living in Barangay Tukanalipao. It is not at [sic] area where the MILF has presence or control. note that the site where the encounter between the BIAF and the 55SAC took place is not Pembalkan, but about 2 kilometers away in Sitio Amilil in Tukanalipao,”

The report said that as early as 2005, Marwan and other individuals with “terrorist” tags have been ordered to leave MILF camps and communities. “This policy of cleaning its ranks of terrorists has not changed and is the very reason why the government has continued negotiating peace with the MILF. It is also the policy that underlies the creation of the AHJAG, where the MILF is to coordinate and cooperate with the AFP and PNP in the interdiction of criminal elements in MILF communities,” it added. In the same report, the MILF said it would be the one to impose disciplinary action on their men who may have committed violations of the ceasefire agreement in accordance with the Implementing Operational Guidelines on the General Cessation of Hostilities. The MILF cited Article III, Item 5 of the Guidelines which states: “The GRP and the MILF will take appropriate actions on their respective forces who violate this Implementing Guidelines and Ground Rules.” “Surely, this case is covered by the Implementing Operational Guidelines, as it pertains to the engagement in hostilities by forces of the MILF and the GPH. It is not an ordinary crime that may have been directed at civilians, but direct armed confrontation between the forces that have signed a ceasefire agreement,” it explained. The MILF further said that PO2 Christopher Lalan, the lone survivor from the 55SAC, should be investigated for allegedly killing four MILF combatants who were sleeping inside a makeshift mosque in Tukanalipao at past noon on Jan. 26. Lalan was also accused of killing a civilian identified as Mohammad Ambilang even when the latter had raised his hands to show that he was unarmed. “The PNP-SAF must also be held accountable for the death of Badrudin Langalen whose dead body was found inside the position of the 55SAC blocking force in Sitio Amilil. The same accountability must be sought for 8-year old Sarah Tot,” the MILF demanded. The report also recommended disciplinary actions for officials of the 105th and 118th Base Commands of the MILF for their failure to monitor the presence of Marwan and Usman in Pembalkan and report the same to the BIAF command. “The laxity exhibited by the two Base Commands, perhaps influenced by the overconfidence in the relative peace obtaining in their communities brought about by the ceasefire agreement with the government and the signing of the CAB (Comprehensive Agreement on the Bangsamoro), should not go unnoticed. He said the first scenario would be for the Philippine Congress to pass the BBL as it is without cuts and revisions. “That would be the good BBL and good for us,“ Iqbal said. A second scenario which would be a disaster for the MILF, Iqbal said is for Congress to pass the BBL with so much cuts and revisions that it would leave “nothing to imagine.” “This is the scenario that we fear most because a watered down BBL will not solve the Bangsamoro problem,” Iqbal said. The third and last scenario, Iqbal said is that Congress will not pass the BBL at all. “We would rather like this because we can engage the next administration for the passage of the BBL,” he said. A G AYA N D E O R O CITY- Civil Defense Administrator and National Disaster Risk Reduction and Management Council Executive Director Undersecretary Alexander P. Pama lauds members of the Regional Disaster Risk Reduction and Management Council for their job well done on disaster risks management and climate change adaptation drive during the first quarter council meeting on March 25, Wednesday here. “You have done great job on your work, on the tasks given to you on our drive for safe climate change adaptation,” stressed Pama. “Tayo po ang dapat na manguna in understanding disaster risks and managing disasters as we are adhering to a holistic approach for the success of DRRM programs and you did it,” added Pama. On the other hand, RDRRM council members have passed a resolution adopting and endorsing the proposed revision of the implementing rules and regulations of Republic Act No. 10121 otherwise known as The Philippine Disaster Risk Reduction and Management

Act of 2010 to NDRRMC. Usec Pama further commended council members on their accomplishments that include: 1.) Submitted Region 10 Sunset review for R.A. 10121, after conducting a focus group discussion and write shop, inputs from LGUs, CSOs and the academe were gathered; 2.) Sent augmentation team to Region 5 during Mt. Mayon eruption; 3.) Sent augmentation team/ incident management team to Tacloban during the Papal Visit; 4.) Assisted in the conduct of PDNA for Region 8 led by Office of Civil Defense regional director Ana C. Cañeda, the document was submitted to the Office of the President and was the basis for the Rehabilitation and Recovery in the devastated Region 5; and, 5.) Rehab and construction of various infrastructures which are funded by the National Disaster Risk Reduction Fund mostly bridges and flood control projects specifically, the recently opened Cabula Nicdao bridge that connects landlocked Baungon to Cagayan de Oro. This is the biggest single ticket so far the Tumalaong bridge

also in Baungon. The flood control projects on both sides of Cagayan de Oro river was also funded by the NDRRM fund and these were implemented by Department of Public Works and Highways (DPWH) Region 10. In addition, Office of the Civil Defense Region 10 and the RDRRMC conducted capacity building to the different stakeholders in the region that includes 1.) Contingency Planning, Training of Trainors; 2.) Rapid Disaster Needs Assessment; 3.) Post Disaster Needs Assessment; and, 4.) Resolution was also passed to form a Regional Multi-agency PDNA team only for the region to augment other regions when needs arise. Office of Civil Defense regional director Ana C. Cañeda, who is also the Chairperson of RDRRMC, appreciates Usec Pama’s recognition and further vowed to implement schemes that will more better the organization and the welfare of the people. “The council vows to implement more schemes and practice excellence for the betterment of all,” Dir. Cañ eda said.
