Razon and DPWH Assistant District Engr. Gregory Yee. With a funding of P7.4 million, the construction is expected to be completed within 90 working days. In his message, Usec. Montaňo emphasized that the warehouse will serve not only the Mindanao area but all the other regions in the country requiring emergency assistance. “We are preparing this warehouse for nationwide operations, set to respond to a bigger scale of disaster operations.” If at some point, the operations at the national warehouse is hampered due to flooding or earthquake or any other disaster, this warehouse can then supply the needs of the affected populace at NCR, he pointed out. In the same manner that the warehouses in the Visayas and Luzon can also augment the needs of Mindanao regions when necessary, he said. AVAO City – Survivors of Typhoon Pablo doubted that the government’s plan to shift to planting palm oil from coconut trees in Davao Oriental will help them recover from the 2012 disaster, saying it will only “intensify land-grabbing” of their farm and ancestral lands. “Instead of giving support services to farmers in replanting and keeping our lands productive, they push us to the mercy of agribusinesses owned by multinational corporations that will turn us into contractual farm workers,” said Karlos Trangia, spokesperson of Barug Katawhan, an alliance of Typhoon Pablo survivors in Davao Region. “This is an institutionalized land-grabbing,” he

added. Last Thursday, Davao Oriental Provincial Governor Corazon Malanyaon revealed that the province has already identified and allotted 4,000 hectares as minimum requirement for oil palm production set by Agusan Plantation Incorporated (Agumil) Philippines. Agumil is a leading oil palm exporter based in Caraga region. Malanyaon said the target areas are in the towns of Boston, Baganga and Cateel, the hardest hit areas of the typhoon. Malanyaon also said the palm oil plantation provides stable and faster sources of income after Typhoon Pablo left farmers wanting for livelihood. The governor said she is “sold out” to oil palm production after seeing how

this agro-industry product helped boost the economy of Malaysia. Meanwhile, the Philippine Coconut Authority (PCA) said the target for oil palm plantations in Davao Oriental alone is 42,000 hectares. Rex Buhat, regional manager of PCA in Davao Region, said they still consider the oil palm targets in Davao Region as “private venture” but they will assist in the planting process as part of their mandate. Buhat said there are “advantages and disadvantages” in opting for oil palm over coconuts and cannot “prevent farmers from planting what they want.” He said that farmers could earn more in oil palm “per hectare basis” as they can harvest every two weeks and can be productive for

25 years. Buhat said that one advantage of planting coconut is that farmers can do intercropping or plant other crops or trees in between the coconut trees. The farmers, though, have to spend more on fertilizers, Buhat noted. He also added that farmers couldn’t dictate the price of copra in the market. “If the price of copra goes down, farmers can harvest other crops because they can intercrop,” he said. Buhat said that for their part, they have already assisted farmer-victims of Typhoon Pablo by paying for P40 per seedling for those who still want to plant coconut. He added that they have already paid for a total of 416,570 seedlings in Davao Oriental covering 4,165.7

hectares. If the oil palm plantation in Davao Oriental pushes through, there is still a large land area to be planted with coconut, he said. But Buhat also admitted that most of their beneficiaries do not own land. “Many of them don’t own land and are still only farm workers despite the agrarian reform program,” he said. Davao Oriental is the country’s leading producer of coconuts with an average yield of one billion nuts annually covering area of 156,837 hectares, according to its provincial government website. The Government of Canada has approved a budget of approximately PHP 6 million for the ‘Sustainable Tourism Development and Business Enablement for IGaCoS’ project. This will focus on developing the capacities of local private sector groups and economic officers of the LGU to be

more capable in business planning, investment promotion, destination marketing, economic recovery, and sustainable project implementation. Through the same event, another Memorandum of Understanding (MOU) was signed by the regional offices of DILG, DOT, DENR, DTI, TESDA, DOLE, DSWD, Maritime Industry Authority, PNP, DPWH, and DABureau of Fisheries and Aquatic Resources. This group is known as the Regional Economic Transformation Team (RETT), an innovative mechanism of the local project that will harmonize and tailor economic programs of different agencies and help DavNor achieve its targets.

LGU income requirement for conversion The House of Representatives has approved on second reading a bill rationalizing the income requirements for the conversion of a municipality into a component city, creation of a province and the declaration of highly urbanized status in the case of component cities. The proponents have a valid reason for House Bill 5021 which aims to increase the average annual income for the creation of a municipality from P2.5 million to P12.5 million for the last two consecutive years based on 2013 constant prices. The bill also increases the income requirement for the declaration to highly urbanized status of a city from P50 million to P250 million.

MISAMIS Oriental––The provincial government of Misamis Oriental on Friday would transfer the operation of the provincial government to Naawan, a coastal town 62 kilometers west of Cagayan de Oro City.

The provincial capitol has announced on Thursday that the one-day transfer is part of provincial Governor Yevgeny Vincente Emano’s policy of bringing the government’s basic services closer to the people. Emano said that all department heads of provincial offices along with their personnel, will attend to the concerns and issues of residents of Naawan and nearby towns during the day-long activity. The Municipality of Sindangan, in partnership with the Department of Tourism – Region IX and the Zamboanga del Norte Provincial Government, held the 70th Shinyo Maru commemoration’s unveiling of the marker last September 7, 2014 at Barangay R.G. Macias, Sindangan, Zamboanga del Norte. A commemorative marker was constructed at the site where the survivors were sheltered and fed by the locals. Accordingly, it is also the place where they were picked- up by another US submarine. Various historians, heads of agencies in region 9, local officials and residents of Zamboanga del Norte attended the said commemoration. The program began with a historical narrative by Dir. Mary June Bugante of DOT9 followed by a message from Mr. Gerald Randolph Anderson, project head of the World War II Hell Ships memorial in Subic Bay, who also represented the Americans. The unveiling of the marker cer-

emony followed. Mayor Nilo Florentino Sy of the Municipality of Sindangan welcomed the guests to the event while Col. Apolinario Alobba (GSC) PA, Commanding Officer of the 101 Brigade 1ID PA, introduced the keynote speaker, BGen Gerardo Barrientos Jr., Commanding General of the First Infrantry (Tabak) Division. Messages were then given by Hon. Senen O. Angeles, Zamboanga del Norte Vice Governor, and Hon. Rosendo S. Labadlabad, representative of the 2nd Congressional District of Zamboanga del Norte. The commemoration paid tribute to the bravery of the American survivors and to the heroism of the Filipinos, specifically the Sindanganons, whose bravery, kindness and generosity prevented the prisoners of wars’ recapture, thus saved their lives. Moreover, the commemoration was in recognition of the Shinyo Maru incident which took place during the Second World War. The National Archives (Winter 2003, Vol.35,

No. 4) recounts the incident: “Crowded into the foul and steamy holds of an unidentified ship were 750 U.S. POWs, most of them survivors of POW Camp #2-Davao, Mindanao, Philippines. Since February 29, 1944, 650 officers and enlistees labored on a Japanese airfield at Lasang. The other 100 had similarly worked on another airfield south of Davao. All 750 were marched shoeless to the Tabunco Pier on August 19. On August 20, they were packed into the holds of the ship. Late in the afternoon of August 24, the ship arrived in Zamboanga. The prisoners had no idea of where they were until the men who went topside to empty the latrine cans returned to tell them. The men were all very dirty, many suffering from heat rash and frequent blackouts. After ten days of waiting in the harbor, they were transferred to the Shinyo Maru on September 4. On September 7, hatch covers were placed more

closely together and secured by ropes to prevent lifting from below. They sailed for fourteen hours without an air raid alert, and many felt that the worst part of the journey was over. There was a terrific explosion, followed by a second one. Heavy obstacles came crashing down from above. Dust filled the air and bleeding men lay all over each other in mangled positions, arms, legs, and bodies broken. The deck was strewn with mangled bodies. Japanese soldiers fired at Americans swimming in the water or shot at those struggling up from the holds. A terrific cracking sound was heard. The boat seemed to bend up in the middle and was finally swallowed up by the water. The local Filipinos and members of the “Volunteer Guards” risked their lives to assist the eighty-three men who made it to shore. One of the eighty-three died the next day. After nursing the survivors back to health, they, then, assisted the survivors in returning to the United States.

who have been fighting the Abu Sayyaf in Sulu “to concentrate on their main tasks.” It quoted Defense Secretary Voltaire Gazmin as saying that Army troops would be deployed to Sulu to “stop the Abu Sayyaf once and for .” (MindaNews)

OTABATO City – The working government of the Autonomous Region in Muslim Mindanao (ARMM) is set to implement a P100-million development plan to turn Polloc Free Port in Parang town, Maguindanao into a fully operational special economic zone. The plan includes the relocation of informal settlers within the premises of the port and the construction and rehabilitation of key facilities, according to Mimbalawag Mangutara, Polloc Free Port manager. In a radio interview, Mangutara said they have already started talks to facilitate the transfer of around 500 families to a 10.9-hectare lot procured by the ARMM government. The dialogue involved port officials, local government officials and leaders of the setters. Mangutara assured the settlers that basic amenities like water and electricity will be made accessible to them in the proposed relocation site. “We appeal to everyone to support these initiatives

to revive the once thriving economy here in Polloc,” he said. Mangotara said a number of investors have already signified interest in putting up business in Polloc once its development is complete. The Polloc Free Port development plan will include the construction of perimeter fence, fullyequipped control tower, a warehouse complex and a separate building to house a power generator and the repair of the docking area. “We need to upgrade Polloc port to make it favorable to the booming business climate in ARMM, where local and foreign investments will generate income and jobs for our constituents,” said Mangutara. OTABATO City As part of the regional government’s commitment to improve the quality of life of the marginalized including the farming and fishery sectors, ARMM Regional Governor Mujiv Hataman has allocated P270 million to fast track implementation of its priority projects under the HELPS (health, education, livelihood, peace

and synergy) program. The allocation is earmarked for the implementation and completion of HELPS program that include the 300 ongoing infrastructure projects in targeted 53 barangays in different provinces under the autonomous region for this year. ARMM-HELPS executive director Anwar Upam said, some of the ongoing infrastructure package projects such as barangay hall, multi-purpose building, bagsakan (trading) center, health center, children’s park will be completed, inaugurated and eventually to be turned-over to the local government units before the year ends. “This is one-stop shop which means a community will have a barangay hall, multi-purpose building,

health center, birthing clinic, market, children’s park at many others that would prove a working government center,” Upam said. Over the weekend (Sept 27), Hataman entered into a Memorandum of Agreement (MOA) with the Panabo City-based ACES Polytechnic College in Davao del Norte as partners in undertaking capacity building/training in the organic farming livelihood projects of target beneficiaries-cooperatives under the HELPS program from barangay Basal, Basilan province. According to Hataman, in consonance with the program of the Department of Agriculture and Bureau of Fisheries and Aquatic Resources (BFAR) promoting organic farming, some 50 farmers/fisherfolks are undergoing training on tilapia,bangus and poultry (chicken) production using organic feeds, and food

processing at the ACES Polytechnic College. Part of the training is the production of organic feeds using readily available materials which the trainees will share and re-echo to other farmers and fisherfolks upon completion of their training by early October, this year, he said. Alongside the training, is the construction of a small-scale processing plant in barangay Basal through the technical assistance of ACES Polytechnic College to sustain the organic livelihood venture of the farmer-fisherfolks cooperative. The regional governor expressed confidence that this project would not only help provide sustainable livelihood to many fisherfolks and enhance economic activities of rural communities but also boost campaign in patronizing organic food for health benefits. These have become the source of people’s entertainment and means of attaining knowledge, but it is a fact that still, books is still alive and used. During the earlier years of child’s life, parents are providing lots of different stimuli. B ooks are considered as numb er one educational tool, and as young as few months old, little ones could get fascinated in the colours and textures of a book. Fact be told, the role of books is vital along the start of child development. There are several circumstances that children might chew a book, throw or play with it, but this is the first step to becoming a successful reader. In an article published in an online site, Hubpages, it is said that a book provides a child with valuable vocabulary, starting from simple basic words all the way to making sentences and expanding their ‘word bank’. Children’s imagination is stimulated and they can understand better the world they living in. Social skills are also developed through story books and children are

learning about relationships and emotions. The routine of reading a book with your child, at bedtime or at any other time, is emotionally nourishing and creates a long lasting bond. In addition, a parent can give examples of everyday life to the child that relates to the story. In this way, the child can recognize different situations as it grows up, and be better prepared to deal with or understand them. Different types of books offer the child a more wide knowledge and experience. This can help children be better prepared for school and enhance their curiosity for deeper subjects or abstract ideas. A book as a source of entertainment is very important and can replace the TV and computer for part of the day. It can be the time when a child builds castles and runs through forests in his/her head. A time to be alone with its imagination and create the scenery and characters as they please. A story that can be told in a million different ways. He projected that there will be a more sustainable power source in Mindanao in 2015 with the operation of more coal-fired power plants. Montenegro explained that sustained power does not necessarily mean lower power rates. He said energy sourced from fossil fuel like diesel and coal will remain costly compared to the electricity sourced from hydro-power. “Mindanao is currently served by 60 percent renewable energy with 54 percent hydro and six percent geothermal and 40 percent fossil fuel consequently offering a competitive rate compared to Luzon,” Montenegro said.

Chocolate production will be in San Isidro town, dubbed as the province’s “chocolate capital” for producing tabliya to five-star hotels.There will also be planting processing of chocolates in the neighboring towns of Kapalong and Asuncion as areas for cacao plants and chocolate processing. Philippine, Germany ink pact for social security

F

ilipinos abroad are more assured of their protection after another bilateral agreement was signed, adding Germany to the list of countries that guarantee the payment of social security benefits to migrant workers. Social Security System (SSS) President and Chief Executive Officer Emilio S. de Quiros, Jr.in a statement said the Federal Government of Germany and the Philippines agreed to ensure equal protection for Filipino and German nationals working in each other’s country in a social security agreement (SSA) signed on September 19. De Quiros and other SSS officials, in collaboration with the Department of Foreign Affairs, the Philippine Embassy and other government agencies traveled to Berlin recently to sign the agreement, which was initiated in March 2013. “The agreement will strengthen and further deepen the ties between Germany and the Philippines with regard to promoting social security,” De Quiros said. “It eliminates dual or burdensome coverage under two social security systems of contract workers deployed in either of these countries,” he added. The bilateral agreement on social security between the Philippines and Germany, which will undergo ratification by President

Benigno Aquino III and concurrence of the Senate, will benefit about 55,821 Filipinos in Germany, of whom 45,647 are permanent and 10,174 are temporary residents, according to De Quiros. Aside from fostering equality of treatment in the workplace, Aquino said that the bilateral agreement “will also improve the processing of claims and prevent dual coverage. This will consequently redound to the benefit of both Filipino and German nationals,” he added after talks with German Chancellor Angela Merkel in Berlin. Among the highlights of the Philippines-Germany agreement are the “totalization” and export of social security benefits. With totalization, Filipino workers who have divided their career time between the Philippines and Germany will be able to combine the contributions they made in both countries to meet eligibility requirements for social security benefit or pension in either or both countries. “So if a Filipino worker in Germany has not met the required number of contributions to qualify for a benefit, the concerned German institution will take into account the contributions of that worker in either the SSS or GSIS,” De Quiros explained. He also said a covered

Filipino worker in Germany, including his dependents and his survivors shall be eligible for social security benefits under the same conditions as German nationals in Germany. In addition, a worker will continue to receive his benefits wherever he decides to reside in the Philippines, Germany, or another country. “Workers covered by this agreement are assured of administrative assistance from designated liaison agencies, such as the SSS and GSIS in the Philippines, and select key agencies administering pension and steelworkers’ insurance, farmers’ old-age security, and health insurance funds in Germany,” De Quiros said. A Filipino worker residing in Germany does not have to return to the Philippines to file a claim. The German liaison agency will transmit his claim to its Philippine counterpart institution. The Philippines has also entered into similar bilateral agreements with Austria, Canada France, United Kingdom, Belgium, Switzerland, and Spain which are now being implemented. Bilateral agreements with Portugal and Denmark have also been signed and submitted to the Senate for ratification. Salient features of the agreements are consistent with the International Labor Organization conventions.(SSS)

The Gulayan sa Paaralan and Tahanan Project of Kiara Elementary School Don Carlos 11 District was being recognized as the Best Implementing School for Gulayan sa Paaralan and Tahanan Project in the Division of Bukidnon, Rank 4 in the Regional Level and just recently they were visited by National Evaluators of the Gulayan sa Paaralan Project to validate the results. The recognition given to the school was a great achievement and at the same time a reward to the efforts exerted by the internal and external stakeholders towards the realization of the said project. The Gulayan sa Paaralan Project at Kiara Elementary School primarily was being initiated to help those elementary school children who were reported as severely wasted and wasted as indicated in their nutritional status. It is assumed that those children had experienced hunger, thus through the project problems were being solved. The vegetables and other crops produced

from the project were used for feeding. Moreover, the project had extended to the homes of the school children. There were information drive undertaken through Parents-Teachers meeting. The parents were informed about the importance of the program, thus they were able to gain knowledge about the Gulayan and applied such learnings in their respective homes. These activity addressed hunger problems in the family and later would attain food security in their homes. The success of the project was the result of the cooperation and collaboration of efforts of the internal and external stakeholders of the said school spearheaded by the active and very supportive School Principal Mr. Panfilo D. Tusoy. The parents of the learners had rendered incomparable services towards the realization of the project. The external stakeholders play a great role by contributing financial and in-kind support for the success of

the project. The following stakeholders were DAVCO, INC which gave drums to serve as Water Container; LGU- Municipality of Don Carlos gave materials for the making of Nursery Stock Room amounting to 7,330.00; Barangay Council gave faucet and hose headed by Ho. Bobby Enad; Department of Education and NOMIARC gave/supplied for the Gulayan; and Mr.& Mrs. George Geron gave cyclon wire, bamboos and vegetable baskets from Barangay Captain Ho. Elena de Garcia. The Gulayan sa Paaralan and Tahanan Project of Kiara Elementary School envisioned to provide nourishment for those learners who are nutritionally at risk. Its purpose of implementing the project is to create a healthy learning environment so learners will be fit for learning. ith a grandiose and spectacular presentation earmarked the closing ceremonies of the week long National Tourism Week 2014 Celebration at the SM Atrium last September 27, 2014. It was highlighted with the presentation of a frame featured story to Director Catalino ‘Butch’ E. Chan 111 as Tourism Czar of the region. It was a mellow dramatic highlight when Dante M. Sudaria, CEO of Business Week Mindanao Group of Publications presented him the framed story. Indeed, it was an undisputed laurel crowned unto him on that momentous event. It was a laurel and a prestigious framed story of his rising as Tourism Czar for his undying love and untiring work in promoting Tourism in the region and in the country. His dedication and love of work earmarked Region 10 as one of the top five tourist destinations in the country today. Rotary Club of Cagayan de Oro holds workplace visit Story and Photos by MARK FRANCISCO Assistant Lifestyle Editor “Mr. Dante Sudaria is one of the very few people I know who is a visionary.” These impressive words by Rotary Club of Cagayan de Oro president Luigi Sarraga highlighted the workplace visit of around 20 members of the club at the BWM Group of Publications office here in Abellanosa St., Cagayan de Oro City yesterday. According to Sarraga, workplace visits such as this one are routinary within outstanding members of the club which represent one sector. Dante Sudaria, founding publisher of the BWM Group which has four publications under its fold, represents the publishing sector of Rotary Club of Cagayan de Oro. Sarraga said the club is tremendously grateful to Sudaria and the BWM Group for constantly publishing the projects of the club with far-reaching audiences – the

circulation of flagship Mindanao Daily alone reaches as far as Zamboanga, Caraga and Davao regions. For the past year, the Rotary Club of Cagayan de Oro has hosted several projects – the Inter-class Products, the New Generation Forum and the most recent Rotary Youth program where youth councilors were able to produce 43 resolutions submitted to adult city councilors for consideration. Aside from Mindanao Daily, the other publications under BWM Group are the tri-weekly BusinessWeek Mindanao, the weekender Mindanao Star and the weekly mag Cagayan Times. To cater to local audiences, there is a different front page edition of Mindanao Daily for each issue – one each for Northern Mindanao, Western Mindanao, Caraga and Davao.

Founded barely five years ago, the BWM Group has decided to clash head on with existing established local newspapers on its own with no outside investor. And this has impressed Sarraga even more. “Being a media investor myself in the past, I know how difficult it is to maintain even one baby newspaper. But Mr. Sudaria has not just one but four. Yet his goals are not just for self-profit, he also aims to promote civic consciousness among the public for instance, disseminating the projects of Rotarians. In this way, the readers will be encouraged more to contribute for the betterment of society,” Sarraga said. Sudaria also toured the Rotarians – which include business magnates Hong See (Ororama) and Danilo Camat (Robinsons) – to the facilities of BWM Group including the editorial room, the printing facility and

the administration office. At the lunch fellowship, the Rotarians were serenaded by world music band Dodu Abrio and the Viajeros. Mae Javier, a Rotarian from Camiguin who is promotions and marketing officer of Villa Paraiso Resort and Apartelle, presented her beach haven for Rotarians and Cagayanons to consider when visiting Camiguin. Rotary Club of Cagayan de Oro has 69 members. It is the oldest Rotary club in Cagayan de Oro founded in 1948. Its next project is to host the Rotary International District 3870 Convention to be held in May 2015. A total of 700 delegates from 44 clubs in the district are expected to attend. “This will be a big boost to the economy and tourism of CDO,” Sarraga said.
