DOE chairs 2014 Consumer Welfare Month

Taguig City -- The Department of Energy (DOE) formally accepted the Chairmanship and hosting of the Consumer Welfare Month (CWM) for 2014 from its predecessor, the Department of Health (DOH) to strengthen information dissemination to energy consumers. “Consumers are always shortchanged. The philosophy of our trade is that it is more important than public welfare. It is always business first, before consumer rights. We need to change that,” said DOH representative and Food and Drugs Authority Director, Dr. Kenneth Hartigan-Go.

The CWM is held every October pursuant to Presidential Proclamation No. 1098. This event is led by the NCAC, which is created under the Republic Act 7394, otherwise known as the “Consumer Act of the Philippines,” to improve the management, coordination and effectiveness of the nation’s consumer programs. The theme for this year’s CWM centers on Sapat na Impormasyon: Susi sa Wastong Paggamit ng Enerhiya as the DOE and NCAC aim to highlight consumer education in choosing the DOE Usec. Loreta G. Bill to upgrade ‘Ombud’ worker status pushed friday, august 1, 2014

CAGAYAN DE ORO CITY -- Two lawmakers from Cagayan De Oro City this week have filed a bill in the Congress week seeking an upgrade in the compensation and benefits of workers of the country’s anti-graft court – the Office of the Ombudsman.

Rep. Rufus B. Rodriguez, and Party List Maximo Rodriguez, Jr., of the Abante Mindanao (AbaMin), said on Thursday that the House Bill No. 4731 would also amend Sec. 6 of the Republic Act No. 6770, otherwise known as the Ombudsman Act 1989. The proposed bill intends to upgrade the status of the Ombudsman, the deputies, and members of the prosecution, investigation, legal and permanent administrative staff to receive the same rank, category, prerogative, salaries, allowance, emoluments, and other privileges, including

retirement and other benefits as those of the judges of the court. Under the proposed bill, the positions of the Ombudsman would be comparable to the positions in the judiciary where the Assistant Ombudsman and other permanent employees with Salary Grade 29 be equal to the Regional Trial Court Judge position. The same bill also provides that the positions for Salary Grade 28 would be comparable to the Metropolitan Trial Court Judge while the Salary Grade 27 positions become equal to the City Trial Court Judge. The bill also proposed that the other permanent employees with Salary Grade 26 should enjoy the same salaries and benefits of the Municipal Circuit Trial Court Judges and the Municipal Trial Court Judges. The lawmakers said that the amendment of the Ombudsman Act of 1989 and the passage of House Bill No. 4731 is necessary considering that the Ombudsman officials and employees are not spared

from the challenges as a the country’s graft court. “The officials of the antigraft court are often objects of harassment by disgruntled public officials who are facing graft and corruption charges. More often, the personal safety and the safety of the family of the anti-graft court are at constant risk due to the high-profile cases that the officials are handling,” Rodriguez said. He said that with the enactment of the proposed bill into law, it is believed that the enhancement of the welfare of the country’s graft busters will strengthen the Office of the Ombudsman as an institution in its fight against graft and corruption in the country.

he Depar tment of the Interior and Local Government Region 13 (DILG-13) has engaged four Community Mobilizers (CM) to assist Local Government Units, Civil S o ciety Organizations (CSOs) and communities in the crafting of Local Poverty Reduction Plans (LPRAP) u n d e r t h e Gr a s s ro ot s Participatory Budgeting (GBP). Started in 2012, the GPB has put premium on people participation in local budgeting process and local governance. “ Ako nalipay na ang mga katawhan, aduna nay kahigayunan nga muapil ug makig lambigit sa pag suta sa mga proyektong pangkalambuan (I am happy that the poor are g i v e n o p p or t u n i t y t o participated in identifying development projects),” said Jose T. Orapa, 46 years old, SALINTUBIG water project beneficiary in Barangay Libertad, Prosperidad, Agusan del Sur. These community mobilizers, from varied

background, are seasoned community organizers and have been engaged to work with several local and international development organizations. Mary Ann Ochavillo, former employee of Tago, Surigao del Sur is passionate about working in the community. “The fulfillment is different when at the end of the day, you knew that your efforts has improved the plight of the poor,” she said. Roseller Espere, a community leader and a pastor likes to work in the community as a vocation and an opportunity to empower people. “GPB is not a businessas-usual program so we consider the character, values and attitudes in choosing community mobilizers,” DILG-13 RD Lilibeth Famacion said. “We wanted that their characters are unassailable, and they could aptly represent the values and attitude of a good public servant,” she continued. “Engaging these mobilizers further

amplifies the voice of the poor and improves people participation. It is important that, for the project to sustain, ownership is also lodged in the hands of the beneficiaries. We will never stop implementing reforms in the fight against poverty. We wanted to replicate more Joses and Marias, whose lives have been positively changed because of this program,” RD Famacion emphasized. Tailors and dressmakers are one in saying that repair is much harder to do than making a new pants or a new dress thus a congressman I personally know who had four pairs of pants he bought in the US that had a popular actor there as endorser was charged P7,000 each when he had them repaired by a popular tailor-couturier in Manila. What is my point of mentioning this here? It is meant to explain why the rehabilitation of typhoon Yolanda-ravaged areas in the Visayas is taking a long time to take off to the consternation of the victims themselves. To these victims the rehabilitation seems taking an eternity to commence. One of those flattened by Yolanda literally to ground zero was the United Church of Christ in the Philippines (UCCP)-owned Bethany Hospital in Tacloban City. The operation of that tertiary level hospital was totally stopped in the aftermath of the typhoon’s storm surge that submerged its buildings and expensive pieces of equipment. This single act of God rendered the hospital out of operation and as a consequence of which threw its personnel out of work and the doctors with no hospital where they can care for their patients. Expectedly, the two groups wanted the hospital to reopen immediately. But the situation does not warrant a reopening of the hospital sooner as expected by them. Repair and rehabilitation

A deeper view Jesse E.L. Bacon II takes time and in the case of this UCCP-owned hospital takes a lot of planning and huge amount money to do so. But does this mean the church is not intending to reopen its hospital? Certainly not! But reopening will surely take a longer time before it can actually be undertaken. Sadly, however, the UCCP is being accused of a lot of things each day the hospital remains out of operation despite the glaring explanation that it is not that easy to do so. This particular situation of the UCCP-owned Bethany Hospital is the exact situation in the Yolanda-ravaged areas in Samar, Leyte, and Northern Cebu and in Panay Is. The typhoon victims in those places understandably want the rehabilitation to immediately take off because they were the ones rendered homeless and it is their area that was ravaged by its aftermath. But doing the plans or blueprint of the rehabilitation will definitely take time. This task is not as simple like when you build a house. The task is to rebuild communities, towns and cities. The fact that rehabilitation czar Panfilo “Ping”

Lacson had already finished the blueprint of the rehabilitation plan of the Yolanda ravaged areas this early is something the people should be thankful for already. But what Lacson had finished is just the blueprint yet which was immediately approved by President Aquino. The actual rehabilitation work then follows. This phase of the effort is where huge amount of money is needed. Per previous reports, however, funds are there already but it is not known yet whether the available funds actually match the cost of the rehabilitation plan that Lacson had prepared and the President had approved. Will this expected predicament of matching the actual fund and the planned rehabilitation prevent the government from undertaking the rehabilitation? I don’t think so. The rehabilitation for sure will be undertaken and if the current funds will not suffice, it’ll for sure be undertaken by phase according to the availability of funds. The point is rehabilitation will for sure be undertaken at a pace determined by the available funds.

This is exactly what is happening in the UCCPowned hospital. The rehabilitation blueprint is still to be finished after which the funds on hand and the funds so far committed will have to be cross matched. But one thing sure is that the rehabilitation will be undertaken at a pace corresponding to the available funds. I understand the rehabilitation of those areas in the US flattened by Hurricane Katrina took eight years to be finished. Even the finalization of the rehabilitation plan, I also understand, took almost two years. If it took the US government that long just to come up with the rehabilitation blueprint of the Katrina ravaged areas, then the Yolanda victims should be thankful that in less than a year the rehabilitation blueprint of their communities is already done and even approved for implementation. Sometimes because we are too focused with our expectations we forget to consider things from its proper perspective. In the process we get mad and accuse government of inaction and insensitivity. Our eyes get clouded with our anger that we can’t see anymore the true picture. Perhaps we need to realize that things get better if we don’t lend a hand in exacerbating our sorry state. NPA amazon arrested in Zamboanga del Norte

AMBOANGA DEL NORTE – Philippines authorities are holding a female member of the communist rebel group New People’s Army following her arrest in the southern province of Zamboanga del Norte.

The rebel, Luzviminda Elopre who also goes by the name Minda Elopre, alias Nanay, was arrested by police and military forces in the village of Sicayab in Dipolog City on July 27. Police confirmed the capture of Elopre after she was tracked down at her hideout in the village and

officials said the rebel is currently being interrogated to exact information about her organization and other members of the group. It said Elopre is facing murder charges in connection with her group’s violent campaign aimed at putting up a separate state in the country. No other details were made available by either the police or the army, but the arrest of Elopre was carried out by the Zamboanga del Norte Public Safety Company, Dipolog City Police Station, Regional Intelligence Division, Provincial Intelligence Branch, Regional Highway Patrol Unit 9, National Intelligence Coordinating Agency 9, Military Intelligence Group 9, and Military Intelligence Battalion. DOLE-Isabela City turns-over livelihood assistance worth P.5-M By RENE V. CARBAYAS

ISABELA CITY, Basilan – The Department of Labor and Employment (DOLE) here recently turned-over almost half a million worth of livelihood assistance to some 60 beneficiaries. As part of the Isabela town pre-fiesta celebration, DOLE offered three-in-one extravaganza where beneficiaries of the Kabuhayan Starter Kits received their respective tools, jigs, and equipment for food and native snacks preparation and vending (42 beneficiaries),

sewing and dressmaking (9), electrical (1), masonry/ carpentry (5), and vulcanizing and welding (3). Engr. Wesley Tan, DOLE officer-in-charge said that the livelihood assistance for the 60 marginalized workers in the city has a total value of P437, 695.00. The Kabuhayan Starter Kits Project is a livelihood formation strategy of DOLE intended to bring about improved socio-economic well-being of workers in the informal economy, in groups/sectors with special concerns, and displaced

wage workers (local and overseas) including their families. The project will provide livelihood starter KITS consisting of a package of services that will enable the target beneficiaries to start quickly a livelihood undertaking and become self-employed. It aims to engage them in sustainable self-employment through easy to learn livelihood undertakings. Tan disclosed that the workers have also undergone a two-day productivity

DAVAO CITY – A labor group said President Benigno Aquino III gave “wrong information on strike data” and “mocked the seriousness of the right to strike” in his 5th state of the nation address (sona) to “salvage an already ostracized presidency”. In an emailed statement, Romualdo Basilio, secretary general of the Kilusang Mayo Uno (May 1st movement) Southern Mindanao, said that for the Davao Region alone for the year 2013 “contrary to Aquino’s claim of one strike only, we recorded three (3) strikes launched due to illegal lockout and union busting.” Basilio said that their affiliate unions Yoshida Farms Labor Union in Santo Tomas in Davao del Norte, Brokenshire College Faculty and Staff Union in Davao City and Freshmax Workers Union in Compostela Valley all launched strikes last 2013. “(In 2012) contrary to Aquino’s claim that there were only two (2) strikes ever recorded, three (3) strikes by KMU-affiliated unions in Region 11 were

documented,” he said. Basilio said the RMN Davao Employees Union launched a strike for 9 days July of 2012 while Freshmax Workers had an eight-day strike November 2012 and Brokenshire College Faculty and Staff Union last December 2012. In his Sona, Aquino quoted data from the National Conciliation and Mediation Board which is tasked to negotiate between company management and workers, that since 2010 less than 10 strikes are launched each year. Aquino said that out of 152 “notices of strike and lockout in 2013, only one was launched.” The Freshmax Workers Union, which Basilio said is based in Typhoon Pablo hit Compostela town in Compostela Valley provinced launched a strike twice as “labor unrest brewed in 2013 when capitalists exploited the disaster situation to retrench workers and break unions.” ( Davao Today)

Davao council awaits NCIP side on Aboitiz geothermal project

AVAO CITY – The National Commission on Indigenous Peoples (NCIP) needs to give its recommendation first before a joint city council committee can draft a report regarding the request of Aboitiz Power Corp. for its proposed geothermal power plant project in Mount Apo.

In a phone interview, Councilor Louie John Bonguyan, a member of the energy committee, said he told Manuel Orig, Aboitiz Power First Vice President for Mindanao, on the need for the firm to seek the recommendation of the NCIP. The plan of Aboitiz to operate a geothermal power plant is being tackled at the city council by the joint committee on energy, environment, and indigenous peoples (IP). Councilor Berino Mambo-o, IP representative in the council, was tasked to

follow-up the requirement needed from the company. In a text message, committee on environment chair Danilo Dayanghirang said that his committee saw no more need for further hearings as far as the environmental issues are concerned. Orig, at a presentation during Wednesday’s Club 888 weekly media forum at the Marco Polo Davao, said they have already approached the NCIP for the recommendation. There are Tagabawa and Manobo communities at the proposed plant site,

which would traverse this city and the provinces of Davao del Sur and North Cotabato. Once it gets the necessary approvals, Orig said the company is planning to complete the project in five years to help augment the energy supply in Mindanao. The Depar tment of Energy has granted the company two contract areas involving 8,586 hectares in Mount Talomo and 8,910 hectares in Mount Sibulan. Orig said the company was hoping the proposed power plant would generate around 200 megawatts. Aside from a favorable recommendation from the city council to push with the project, the firm needs the same from the local governments of Davao del Sur and North Cotabato. Aboitiz Power said the

project’s exploration phase would cost around $16 million to $20 million in five years. Orig said that the company was “mindful” that the two contract areas are inside the Mt. Apo National Park. Bonguyan said that he saw “little problems regarding the creation of the geothermal plant.” “The technology is one of the safest in terms of renewable energy,” Bonguyan said. (MindaNews)

Pyro-musical fireworks display capped Lanao del Norte's 55th Charter Anniversary

Brilliant colors fill the night sky of Tubod, Lanao del Norte during the world-class musical fireworks display known as ‘Ilaw ng Lanao del Norte’.

Tubod, Lanao del Norte – Thousands of spectators were treated to a dazzling display of colors and lights as this fast-rising province capped its week-long 55th ‘Araw ng Lanao del Norte’ celebration with a world-class musical fireworks display. The sprawling Mindanao Civic Center sports complex was filled with a mammoth crowd that eagerly waited for the worldclass pyromusical since late afternoon. The annual spectacle held every July 3 is dubbed as ‘Ilaw ng Lanao del Norte’ and symbolizes the promising future of the province through peaceful co-existence between Muslim and Christian groups in Lanao del Norte. The theme for this year’s fireworks display is Michael Jackson’s Chart Toppers. Among the mega-hit songs used during the pyromusical were “Thriller”,

“Beat It”, “Billie Jean” and “Bad”. When the fireworks display started, the night sky over capital town Tubod was painted with bright colors in gigantic geometric patterns eliciting excited reactions from the amazed crowd. “It was such a fun and exciting experience. The sight of the exploding fireworks was just awe-inspiring. I hope we can witness the fireworks here in Tubod again next year”, expressed Iligan resident Alethea Cases. Prior to the musical fireworks, a back-toback concert featuring Pop Rock Princess Yeng Constantino and popular rock band Rivermaya was held at the cavernous MCC gymnasium. Guantero City Councilor Member, Committee on Transportation EXPLANATORY NOTE FROM THE AUTHOR For quite sometime now, this representation received feedback from some constituents, especially from the motorcab franchise holders of Oroquieta City, as well as the commuters alike that there are motorcab units catering passengers with Green Plate Numbers. These are private in status. It has been learned that these units are already issued of franchise by the City Government. As verified from the Franchising Division-Office of the Sangguniang Panglungsod, these units were given franchise as they are the franchise holders and that their applications for Change of Units were approved. Second instance is that, the new applicant whose franchise is approved is having the LTO Certification of Registration and Official Reciept in private status. Revisiting the Ordinance governing franchising, required are the valid LTO papers to support the application for new or change of unit, as the case maybe. It has been observed that some of these franchisees after issued of franchise, would no longer bother to have their motorcycle units be registered as “For-Hire” at the Land Transportation Office, thus, there is a need to put an end of this problem. During the public hearing conducted for this purpose,views,opinion/proposals were heard which are worthy of consideration, thus arriving on implementable measure for the welfare of the public and the franchise holders as well, and above all, to stop the recurring problem of motorcycle units operating which are still classified as “PRIVATE”, thus: Ordinance no. 578-2014 AN ORDINANCE FURTHER AMENDING ORDINANCE NO. 206-2005, OTHERWISE KNOWN AS A REVISED ORDINANCE REGULATING THE GRANTING OF FRANCHISES TO TRICYCLES-FOR HIRE.

Be it enacted by The Sangguniangg Panglungsod in session assembled, that:

Section 1. That Section 10, of Ordinance No. 206-2005, shall be amended by adding letter n thereof, to read as follows: Section 10. x-x-x n) In the case of new MTOP applicants whose LTO documents (OR) submitted are classified as “Private”, a “PROVISIONAL FRANCHISE” shall be issued to the applicant, effective upon the approval of the Sangguniang Panglungsod which shall be valid for a period of (1) month. PROVIDED, further, that for the existing franchise/s with motorcycle unit, whose LTO (OR) are found and classified as “Private”, shall be given a period of one (1) month upon the effectivity of this ordinance to have their unit be registered as “FOR HIRE” at the Land Transportation Office. Section 2. That Section 10-A “Rules and Regulations Governing the Granting of Franchises For the Operation of Tricycle for Hire”, NO. 8 hereof, shall be amended, by providing a new paragraph hereto to read as follows; Section 10-A, x-x-x x-x-x 8.x-x-x PROVIDED,FURTHER, that “NO MTOP ANNUAL STICKER” must be released in the Office of the City Treasurer-Franchising Division, unless a clearance shall be secured, for free, at the Office of the Sangguniang Panglungsod-Franchising Division, to determine that the motorcycle unit is already registered-for-hire; Section 3. That Section 13 of Ordinance No. 206-2005,”Franchise and Other Fees, shall be amended by Incorporating the fee for Provisional Franchise, as No. 11 to read as follows; Section 13, x-x-x x-x-x No. 11-Provisional Franchise----------------------P200.00 PROVIDED,further, that no fee shall be collected from the holder of a PROVISIONAL FRANCHISE Section 4. That Section 17 “ Penalties for violations” of Ordinance No. 206-2005, shall be amended, to read as follows: Section 17. x-x-x For violations of Section .10 (n) as referred thereto, the following are the sanctions: (a.) Issuance of Citation Ticket imposing a 10-day suspension to operate; (b.) Issuance of Citation Ticket imposing Revocation or cancellation of Franchise/Provisional Franchise, as PROVIDED, further that in cases of revocation of Franchise/Provisional Franchise, as the case maybe, after the lapse of the 10-day period as referred to in letter (a) above. PROVIDED, further that in cases or revocation of franchise/Provisional Franchise, as the case maybe, it shall be upon the written recommendation of the law enforcer (OCTMB-LOTF-Office of the Mayor) and , subject to the approval of the Sangguniang Panglungsod.
