CAGAYAN de Oro City-Senator Grace Poe is batting for rural development as one of the best strategies to reduce poverty, raise incomes and create a more stable future among rural

DAVAO City Mayor Rodrigo Duterte, a former national security consultant and supporter of the peace talks with rebel groups in the country, yesterday warned the Aquino administration against its attempts to railroad the approval of the Bangsamoro Basic Law (BBL) saying it will do more harm than good. Speaking before hundreds of barangay captains in the province of Antique who gathered for a Federalism Forum in Sibalom town, Duterte expressed alarm at

CAGAYAN de Oro City--Sen. Grace Poe is reviving the proposal to realize the Mindanao railway system. Speaking before a group of barangay chairmen here Tuesday, May 26, Poe said it is high time to decongest Metro Manila and bat for development in the provinces. “We can never be a prosperous nation if all progress is centered in

the capital alone. We need to create and sustain both physical and social infrastructures in the regions,” she said. This, even as the senator said that the social corporate concept of inclusive growth which is being endorsed by the Asian Development Bank (ADB) and other international organizations must be adapted locally so that prosperity would be inclusive down to the level of See railway, page A11

Public reaction still favors Duterte’s statements

t is a calculated risk on the part of Davao City Mayor Rodrigo Duterte to admit that he is behind the Davao Death Squad (DDS) and his statement that if ever he wins the presidency, he would kill all criminals which he claimed make the lives of Filipinos miserable. While his bold statement was annoying to the Commission on Human Rights and Justice Secretary Leila De Lima, public reaction seemed to favor Duterte.

Public reaction was not surprising. A big majority of radio listeners are apparently scared and disturbed with the deteriorating peace and order situation in the

country whether in the urban areas or country sides. They want drastic action against crime and corruption and this is perhaps the reason they still support Mayor Duterte’s tough stance though his statement sounds scary and alarming to human rights groups. This is the result when hapless and hopeless citizens see the government’s weakness in addressing the issue of criminality and peace and order. The public looked up to

somebody, like Duterte, to change the situation, the status quo, where heinous crimes like rape, murder, drug trafficking, unabated smuggling are the normal occurrence in our midst. The tough talking mayor may have provoked human rights groups but the public appeared to be titillated by Duterte’s statements. For Sec. de Lima, Duterte may be held liable for confessing he has links to the Davao Death Squad. And this could

be De Lima’s “revenge” after she failed to substantiate the alleged “killing fields” in Davao when she was the CHR chair during the time of President Gloria MacapagalArroyo. De Lima is saying it is “simply unacceptable” because it would send a wrong signal to the international human rights community. As a presidential hopeful, Mayor Duterte knows fully well the consequences of his public pronouncements.

And gauging by his hairraising statements, it seems he is ready to face the issue squarely when challenged by anyone. Duterte is a result-oriented public official and not a kind of politician with many promises unfulfilled. His no-nonsense performance in Davao City as mayor for nearly three decades is a clear proof that he really means business in helping our country to get rid of corruption and heinous crimes.

Infantry Battalion of the AFP arrested Armando Bermejo last May 19 for owning 500 rounds of M60 machine gun ammunition and having links to the New People’s Army. Hanimay Suazo, secretary-general of Karapatan-Southern Mindanao, said the arrest was illegal. “According to the testimony of the vic tim, the evidences gathered

and accusations of the military were all lies and fabricated,” Suazo said. Suazo said they condemn the illegal arrest of Bermejo perpetrated by “30 elements under the 25th IB led by a certain 1st Lt. Mana” adding that the there was a warrantless search conducted by the said military unit in the victim’s banana farm. This makes the num-

ber of political prisoners tally to 44 in Southern Mindanao Region alone, said Karapatan. B ermejo, a member of the Dibabawon tribe, is a father of eight. He is currently detained at the Philippine National Police Monkayo station. Meanwhile, the military on Monday said two alleged members of the NPA “voluntarily surrendered” to soldiers of the 60th Infantry Battalion in Brgy. Dona Andrea, As u n c i on , D av a o d e l Norte over the weekends. The Eastern Mindanao Command (Eastmincom) said as of May 25, there are 65 NPA members who have surrendered since January 1 this year. However, Suazo said

the army makes up for their “poor performance and embarrassing track record by arresting innocent people, forcing them to sign surrender papers, and parading them to the media to say that they are successful in their counterinsurgency campaign.”(davaotoday. com) “It won’t be surprising if the 25th IB and the whole 10th ID under Maj. Gen. Eduardo Ano continue to terrorize poor lumad populations by encamping the communities resulting to illegal arrests, forced and/or fake surrenders, other forms of harassments, hamletting, and worst of all extrajudicial killings,” Suazo said.

K to 12 to push tuition rates higher, says group Bukidnon • Camiguin • Lanao del Norte • Lanao del Sur • Misamis Occidental • Misamis Oriental

THE implementation of K-12 basic education program will result to tuition high tuition rates as the Department of Education (DepEd) announced its approval of the tuition increases opf more than 1200 private schools in the country, the youth group Anakbayan said yesterday. Tuition rates are set to increase by as much as 29%, according to DepEd. Vencer Crisostomo, Anakbayan national chairperson, said the government’s K-12 program, set to be implemented next year, has given license to more private schools to increase their tuition rates and further burden the parents with other exorbitant school fees. Tuition in private elementary and high schools amount to about P35,000 to more than P100,000 a year. “DepEd’s K-12 program has now allowed schools to hike tuition by a bigger rate,” said Crisostomo adding, “many schools are now imposing questionable fees using requirements for the implementation of senior high like new buildings, modules, trainings as pre-

text.” Also, he added, more schools are set to collect higher tuition rates as senior high is implemented next school year.” He said the K-12 program is actually a “privatized” program which will force more parents to pay private school rates for education. In a statement, DepEd has admitted that only 3,839 of the 7,976 or only 48% of public high schools have been submitted for K-12 funding and construction. The DepEd aims to accommodate 800,000 to 1.1 million or only about half of the 2.2 million students currently taking up 4th year. “This will mean majority of schools to offer senior high will be private schools, making it a privatized program and giving greater power to private schools to further hike tuition. About a million students will either be forced to enroll in private schools and be made to pay higher tuition rates or dropout,” he said. He said DepEd “vouchers” which are being promised to private schools will

not cover the expenses and high tuition rates in private schools. “The DepEd vouchers amount to only P8,750 to a maximum of P22,500 per student. These vouchers will not be enough to cover all fees and expenses in private schools which cost around P35,000 to as high as P80,000, not included are other expenses like transportation, food and miscellaneous costs,” he said. He also assailed the voucher f unds, w hich amounts to P19.8 billion as corruption-prone “gifts” to private schools. “Billions in ‘voucher’ funds will be pocketed by private schools and corrupt officials while students and parents suffer high tuition rates and fees,” he said. He said that even in public schools, K-12 will be more expensive for parents as modules, kits for “electives” which may cost around P6,000 will be shouldered by the students. Likewise, state universities like the Polytechnic University of the Philippines are set to implement P16,000 tuition rate for senior high.

Anakbayan projected an additional P25,105-P38,500 in additional expenses including transportation and other miscellaneous costs for public school students, and about P70,000 for private school students. sities in the Autonomous Region in Muslim Mindanao (ARMM). “Academic institutions in the ARMM preferred not to increase their tuition fees because they want the parents in our region to send their children to college,” said Commission on Higher Education (CHED) ARMM Commissioner Amor Pendaliday.

He said that with no tuition fee hike in ARMM, more enrollees are expected this year. On May 19, 2015, applications for tuition and other fees increase by 313 higher educational institutions in the country were approved by CHED national. Thailand has been under strict military rule for one year. The regime controls all aspects of state affairs and allows no dissent. For many of us, it was perplexing that a majority of Thai citizens welcomed last year’s military coup. However, there are reasons for their reaction: the largescale demonstrations prior to the military’s interference that disrupted the Southeast Asian country’s social and political harmony and unity to a great extent. I strongly agree with German TV-commentator Rodion Ebbighausen, who says that the government of former prime minister Yingluck Shinawatra and her opponents were just not able to reach an agreement, and time ran out for a peaceful settlement. The

Thailand’s Dictatorship

military ultimately stepped in to prevent the country from plunging into anarchy. But the ultimate price for maintaining peace and security has been the curtailment of civil rights - a price many Thais are probably willing to pay. To date, political rallies have been banned, and freedom of expression is not tolerated by Prime Minister Prayuth Chanocha’s military-dominated government. Moreover, the absence of an independent judiciary is apparent in the sham trial against Yingluck. Following the daily news, one sees the military-controlled National Council for Peace and Order (NCPO) is set to write a new constitution, but the Council has systematically undermined the democratic gains the country had made over the

past years. It is true that Thailand’s political system was not perfect but it allowed the people to participate in the political process. These setbacks are particularly unfortunate when one keeps in mind that Thailand was once known as the pioneer of democracy in Southeast Asia. The long-term conse-

quences of the political situation in Thailand are being ignored in favor of shortterm benefits - mainly the maintenance of security and peace. That makes it more difficult to demand civil rights and an end to dictatorship. So far, the resistance against the military regime has been restrained. Yingluck’s supporters have been tamed and are not protesting. A forceful resistance will only materialize if the Thai people realize that the military cannot resolve the conflict. Party politics, elections under MILF

CAGAYAN de Oro City -It’s unfortunate that many of the most deplorable abuses that figured in elections past were perpetrated in Muslim-dominated areas of Mindanao including the Ampatuan massacre of the Mangudadatu contingent and dozens of media people in 2009. Such lurid happenings gave the people in the socalled Bangsamoro areas a reputation for being corrupt, dishonest, and opportunistic—which remains, clouding the public’s perception on their trustworthiness. It is understandable therefore that many people look askance at the Moro Islamic Liberation Front’s initiative in forming a political party: the United Bangsamoro Justice Party (UBJP). In view of this, for their own good and for everyone’s information, the party should now announce and disseminate as widely as possible the UBJP’s vision, mission, and platform of government. ***** The public needs assurance that in vying for regional positions during the 2016 election, the UBJP can be counted on to respect the democratic process, behave democratically, and avoid acts that conjure abuses of the past and exacerbate present biases. It is especially important that Mindanaons be now informed of its scope, governing principles, and organizational processes; we have an immediate stake

The Worm’s Eyeview

in all this. It was good to see photos of the leading personalities registering for formal membership, paying their P20 membership fees, and waving their identification cards. But the irony of announcing or introducing them as the new party’s leaders—making statements before the formal filing of membership but without stating whether they were duly elected by the assembly—has raised eyebrows. A “new” party with “old style” leaders! ***** One notices, for instance, that the way the party is organized is no different from the MILF’s chain of command—with the same cast of characters, and configured the same as the insurgent force. This is reinforced by the spectacle of fatigueuniformed, arms-bearing members ringing the gathered assembly—projecting an army formation rather than a party convention or

congregation. Then we see is the assumption to the party presidency of Mr. Al Haj Murad who is also the MILF’s chair, and Mr. Sammy Al Mansoor (billed as Islamic Armed Forces chief of staff ) as the party’s secretary general. (Should civilian party leaders be known for their aliases?) In other words, this is not one’s standard idea of a political party. The interlocking directorates of the Party and the MILF’s “Islamic Armed Forces” suggest that, except for the titles—presumably, one to be used for civilian affairs, another for belligerent affairs—it is geared for contingency of an insurgent nature. ***** It would help to publish the UBJP’s Constitution and By-laws, to clarify the thrusts of its vision, mission, objectives, and strategies. For example, it helps to know how the Party is structured, who constitute its members and officers, how decisions or staff selections take place, and what activities it undertakes. Will the party seek to empower everyone—not just those already in power like the present leaders, spokesmen, and commanders? Will it be inclusive, encouraging vertical or horizontal mobility among the rank and file? Will it level the political playing field within and without through open and free elections? *****

The rest of the country should also be made aware of its platform, its main advocacy, its candidates, and related matters. Care should be taken that none of the notorious issues of the past gets a reprise, among them: dead men voting (names picked out from the cemetery); birds and bees too on ballots as if real persons. And there should be no more of the foolishness whereby the head of family does the voting for everyone. No more instances of manufactured votes, altered election results, hijacked ballot boxes, and dagdag bawas. And make sure that “Hello Garci…” characters including Lintang Bedol aren’t on board at any level of the elections in the Bangsamoro areas. There are many more issues to address if we are to normalize the confidence level of Mindanaons and the peoples of the Visayas and Luzon regarding the Bangsamoro scheme. About which, more later on…. Philippine Eco-Heroes Protect a National Treasure Local champions go to great heights to save the tallest mountain in the Philippines

Natural resources provide food, water, energy, tourist attractions, medicines and flood control throughout the Philippines. Named one of the world’s 18 “megadiversity countries” by Conservation International, the Philippines is home to more than 20,000 endemic plants and animals. Meanwhile, illegal wildlife trade and deforestation deplete these species and their habitats, destabilizing the nation. In 2012, USAID launched the five year, $22.5 million Biodiversity and Watersheds Improved for Stronger Economy and Ecosystem Resilience (B+WISER) Program to help the Philippines

conserve biodiversity, manage forests, support low emissions, and contribute to disaster risk reduction in seven protected areas in the country. Key to the program’s success are partners like Joel Mabandos, 27, who guides trekkers in Mindanao’s Mount Apo Natural Park. A home to unique plants and animals, the park, a 64,053-hectare protected area in southern Philippines, boasts the country’s highest peak, attracting tourists and providing livelihoods for its inhabitants. Guides like Mabandos earn about $8 per day—well above the local $6 minimum wage. His earnings

her proposed development strategy will also respond to the problems brought about by overcongestion in Metro Manila. Regional and rural development, according to Poe, is a win-win solution, but can only be achieved if both the national and local government work well together. Poe said to make regional development possible, local governments, like Cagayan de Oro, need to provide an enabling environment for businesses to grow. She said: “Clean and safe neighborhoods, efficient service, competitive business policies, adequate facilities and infrastructure are the things that LGUs need to provide to make a community conducive to growth.” Poe said Cagayan de Oro

has a competitive advantage because it is the center of education, government and commerce in Northern Mindanao. The city government of Cagayan de Oro has been cited for its Best Practices in business permits and registration, apart from being named 2nd Most Competitive City in the country and one of the Most Livable Cities in the Philippines. Poe said LGUs should embrace the reality that local governments are not capable of doing by themselves. She cited studies conducted by the Asian Development Bank that the key elements that will facilitate the realization of rural development include social infrastructure, physical infrastructure and financial service. “The dynamics of these three elements,” she said, “will pave the way to uplift the living conditions of rural households.”

the reference to the Tripoli Agreement, a treaty signed between the Philippine government and the Moro National Liberation Front (MNLF) under Nur Misuari in Tripoli, Libya during the Marcos years. “We are now faced with a convoluted situation where the reference to the Tripoli Agreement in the BBL could lead to the question: Which would prevail, the BBL or the treaty which is the Tripoli Agreement?,” he asked. In the Tripoli Agreement of 1976, a total of 13 provinces were included in the areas of Moro Autonomy and these are: Basilan, Sultan Kudarat, Sulu, Lanao del Norte, Tawi-tawi, Lanao del Sur, Zamboanga del Sur, Davao del Sur, Zamboanga del Norte, South Cotabato, North Cotabato, Palawan and Maguindanao. In succeeding plebiscites, however, eight of the provinces, namely Sultan Kudarat, Lanao del Norte, Zamboanga del Sur, Davao del Sur, Zamboanga del Norte, South Cotabato, North Cotabato and Pala-

wan refused to join the Moro Autonomous region. “Does this mean that these eight provinces which earlier rejected their inclusion in the Moro autonomous region would now have to go through another plebiscite again to determine whether they would like to join the Bangsamoro Autonomous Region?” Duterte asked. The Davao City mayor, who has always been supportive of the peace talks with rebel groups including the New People’s Army (NPA), warned the administration of President Benigno Aquino not to rush the approval of the BBL and in the process create a chaotic situation in the future. “This early, we are already seeing signs that the peace which we have promised that Filipino people, especially those from Mindanao, may not come that easy,” he said. Duterte cited the position of the Sultanate of Sulu whose representatives have opposed the inclusion of the Sultanate in the Bangsamoro Autonomous Region and even accused the MILF of betraying the Sultanate by working closely with Malaysia. The Sultanate of Sulu is claiming ownership of Sabah, a portion of the island of Borneo, which the Sultanate said was awarded to the Sulu of Sulu following the latter’s help to the Sultan of Brunei to quell an uprising. “Let me repeat my warning that what is good for the Muslims of Central Mindanao, primarily the Maguindanaos, Maranaos, Iranuns and Kagans, may not be acceptable to the Tausugs, Yakans, and Samals. These are entirely two different Moro nations,” Duterte said. Duterte said the BBL should be thoroughly reDEED OF ABSOLUTE SALE

viewed by the Senate so that the measure would ultimately result in peace and not another round of conflict in the Southern Philippines. Duterte, who is advocating a shift to Federalism from the current Unitary Presidential form, has proposed the creation instead of two Federal Moro States, one for the Muslims of the main island of Mindanao and the other for the Muslims in the islands southwest of the Philippines.

individual constituents. “Metro Manila is so congested already. And I can see lots of potential in the provinces as new growth centers,” she told the barangay officials. Poe cited the growth of Northern Mindanao for the past ten years and consistently being touted as the fastest growing region in the island, with Cagayan de Oro as the most competitive city in the country second only to Makati. “You have five economic zones here in Region 10. You can surely attract lots of investors. But what is prosperity if it remains only in the hands of a few. That’s why inclusive growth must be realized to trickle down to our citizenry,” she said. And one of the infrastructures that Mindanao needs at this point, Poe opined, is to start the realization of the Mindanao railway system which is long overdue. The Mindanao railway system was first discussed in the Lower House through a bill by then Misamis Oriental Rep. Augusto Baculio in the 1990s. When his term ended, the Executive Branch took over when then President Gloria Macapagal-Arroyo created the Mindanao Railways Office under the Department of Transportation and Communications (DOTC). IYA’S MOST “VALUE” SECRETS I ya Villania-Arellano describes herself as loyal and practical—something she has proven in love and in life. The TV host has been in a relationship with Drew for almost 10 years before getting married last year, and has been the face of Watsons Switch and Save since the beginning. She says being in a long term relationship with Drew made adjusting to married life easy and the biggest challenge she’s had so far is managing their household. It’s a good thing that the former MYX VJ is also a practical shopper. Iya recently made a surprise visit SM Cebu last May 23, 20 15, making the switch from host to store supervisor for a day, giving shopping tips and assisting Watsons customers with their purchases. “I’ve been a Watsons label endorser since 2013. The experience so far has been rewarding because I’ve been a regular customer even before that. “ “One thing I like about Watsons is that they have great quality products that saves you from 30 to 80 percent as compared to other brands. So you don’t have to scrimp on the essentials anymore and these are the things we are always buying regularly. Iya’s picks mostly include Watsons toiletries as well as wet and dry tissues which she often uses for work. To avoid those bad hair days she also keeps several Watsons hair products in her bag such as Watsons 3IN1

Hair Set, Watsons Round Curl Hair Brush and a Watsons Travel Hair Dryer. Her favorite Watsons product, however, is something not many women know about and is actually one of the best discoveries she’s had while shopping at Watsons— Footease! “I’m not really much into wearing heels except for work so I really love Watsons Footease gel cushions as they make my feet so much comfortable and make those long hours in heels more bearable! Like fellow Switch and Save ambassador Patty Laurel, Tessa Prieto-Valdes and Christian Bautista, Iya said she’s become more practical with her purchases, which eventually helped her save for more trips abroad. Iya says she was able to save and spend my savings on other things, like bags, my travels, etc. But more than shopping for what I want, I have proven that Watsons Label has the same quality as the branded ones. Iya said she also appreciates the working relationship she has developed with the brand. “They are so accommodating and kind, and the fact that they’ve decided to keep me, takes it to a personal level.” Get as much as 80 percent savings when you buy Watsons Label products A weekend staycation, that much deserved out of town trip or that shiny new gadget you’ve
