SHOWING their resolve to end the decades-old armed conflict in Mindanao, the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) negotiating panels signed an agreement creating the Task Force for Decommissioned Combatants and their Communities. The new task force is mandated to “undertake all efforts related to socio-economic and development programs” and to “assist the Panels identify and implement socio-economic priorities and development projects” for decommissioned MILF combatants and their communities. The document is guided by the Comprehensive Agreement on the Bangsamoro (CAB) as well as by the terms of reference of the Joint Normalization Committee. The move is part of efforts by both the government and the MILF to kick off a program to hasten the return to civilian life of MILF combatants.

“The new Task Force is part of the continuing effort by the government and the MILF to move forward the other dimensions of the peace agreement, alongside the passage of the law establishing the Bangsamoro government,” said GPH chief peace negotiator Professor Miriam Coronel-Ferrer. Under the CAB, the MILF forces will undertake a gradual decomm i s s i on i n g pro g r a m wherein their weapons will be put beyond use and their combatants will return to normal, productive civilian lives.The decommissioning process should be commensurate to the process of instituting the Bangsamoro Government, addressing other security concerns such as the private armed groups, and transforming MILF camps acknowledged by the Government in 1998 into productive, civilian communities. INTERIOR secretary Mar Roxas is LP’s standard bearer for the presidency in the 2016 polls. This was the claim of a Liberal Party (LP) stalwart over the weekend . Budget Secretary Butch Abad said Roxas remains the ruling party’s presidential candidate.

He dispelled rumors that President Benigno Aquino III is having second thoughts on endorsing Mar Roxas as his successor in 2016.

Abad said the report on President Aquino’s comment that Roxas should do something to improve the latter’s survey ratings is “a bit overblown.” “The President has much respect

for Mar and certainly, Mar has much respect for the President,” Abad said in an interview. “We heard it from him (President Aquino) repeatedly. FIFA boycott now? Football (or soccer) might not be sports number one in the Philippines, but I met several Pinoy sports friends, who really emotional discuss with me the topic. Football and corruption. Yes, the FIFA has again defied the wishes of football fans around the world and the most basic dictates of ethics and reason. Several sport commentators, such as Jefferson Chase says that it’s now up to football associations to put an end to the madness. Great to listen to Chase: Let’s play a game of free association. I’ll say a word, and you tell me what immediately pops to mind. The word is FIFA. So what did you think of? Bribery? Corruption? Blatter? What about “nauseating?” That’s the word that great English striker Gary Lineker used when he was asked about football’s world governing body.

Speaking to the BBC, the mild-mannered and well-spoken Lineker, who never received a card in his playing career, went on to say: “Either FIFA needs to become totally transparent and pretty much start again, or [football] needs to be taken out their hands. The major federations of world football need to get together and boycott FIFA. You should get the English, the Germans, the Spanish, the Italians, the Americans, the Brazilians and the other major forces in world football to come together and say ‘We’ve had enough of this.’” I guess, really millions of sport fans worldwide have had enough. Grace Poe, who was elected to the Senate in 2013 with the most votes in a crowded pack, must either be lucky or destined to be a senator. With two plunder complaints filed against him and his son Jejomar Erwin “Junjun” Binay Jr. before the Office of the Ombudsman, it’s just a matter of time – as early as June? – before the plunder charges are filed with the graft court Sandiganbayan. And at that time, the Sandiganbayan would issue arrest warrants against them. The plunder cases are in connection with the

Is the country ready for Grace? alleged overpricing in the construction of the Makati City Hall parking building and the Makati Science High School building amounting to P1.2 billion and P1.33 billion, respectively. Crowded field Although Binay could still run for office while his plunder cases are pending, he would not be allowed to leave detention to campaign. But whether he will run or not, Grace would have a good chance of winning the presidential race. However, if Binay dropped out, the number of presidential wannabes would dramatically increase, which would be numerically advantageous to Grace. In a crowded field of seven or more candidates, all Grace needs to win is 25% of the vote, with the other 75% spread among the other candidates. With only one election to her credit — a senatorial run in 2013 — Grace would need an organization to make sure that she’d retain the support of those who voted for her in 2013. She may also be the benefactor of the “command vote” of her father, the late Fernando Poe Jr. (FPJ), who ran for

president in 2004 against then incumbent president Gloria Macapagal Arroyo but lost the election due to massive electoral fraud. With the support of the loyal admirers of FPJ, it would provide Grace with the boost she needs to carry her over the top. Maturity But what seems to be the difference in next year’s presidential derby is that for the second time since the country’s independence, there is a female candidate who doesn’t fit the mold of the “trapo” — traditional politician – that plays realpolitik at the expense of the public good. In the two years that Grace has been a senator, she has shown the maturity of a responsible public servant. Her singular effort to press for the passage of the Freedom of Information (FOI) bill, which President Aquino refused to include in his legislative agenda and certify as “urgent,” speaks highly of her dedication to the mandate entrusted to her by the electorate. It’s interesting to note that with her personal advocacy for the FOI bill, it easily passed the Senate. However, it’s not moving in the House of Representatives because the President’s allies wouldn’t pass it without the President’s endorsement. Cheap shots Grace’s critics – includ-

ing Binay — were saying that she is not ready for the presidency. The other day, Binay took a cheap shot at Poe, saying: “It is dangerous to pass the leadership of the country to leaders who lack experience and competence as it would aggravate the problems currently being experienced by the country.” But Mr. Vice President isn’t it true that the biggest problem in the country today is corruption? In response to Binay’s attack, Poe said, “More than experience and competence, what the country needs is an honest leader.” And this hit a sore spot in Binay because he and his family members are currently being investigated by the Ombudsman for allegations of corruption. Grace urged Binay to face the Senate Blue Ribbon subcommittee and answer these allegations. And when she was asked if she thinks Binay did not possess the quality of an “honest leader,” she said that Binay has yet to explain the corruption allegations. But for a San Franciscobased Filipino-American group, Grace’s qualifications for the presidency are questionable. The group even questioned her qualification as chairman of the Movie and Television Review and Classification Board (MTRCB) to which President Aquino appointed See grace, page A10

UTUAN Cityw – “To lower the cost of production and to increase farmers’ income are priority concerns of the Department of Agriculture (DA) through the Agri-Pinoy Rice Program,” said DA-13 Regional Director Edna Mabeza as she personally turned-over P2.93-million worth of farm equipment to farmer-associations at the Integrated Laboratories Division compound in Barangay Taguibo here recently.

The turn-over ceremony was spearheaded by the Regional Agriculture Engineering Division (RAED) and witnessed by John E. Gamboa, Sr., chief of the Integrated Laboratories Division and Rebecca Atega, chief of the Field Operations Division. Some 20 farmer-associations received full grant of pump and engine set. Ten units were given to Agusan del Sur associations, five units to Butuan City, one

unit to Agusan del Norte, three units to Surigao del Sur and one unit to the province of Dinagat Islands. Five farmer associations and irrigator associations from Region 13’s five provinces also received rice threshers. This is under the 85:15 counterparting scheme in which 85 percent is shouldered by the DA while the remaining 15 percent is the receipient’s counterpart. The distribution of the farm

Zambo LGU e-transaction first in Mindanao - DBP

AMBOANGA City Mayor Beng Climaco and Development Bank of the Philippines (DBP) Vice President and Head of BBSPayments Department Ricardo Josef Bandal II, yesterday formally sealed a Merchant Agreement Point-of-Sale Payment System (for Visa Credit and Debit Transactions), making the local government of Zamboanga the first to adopt electronic transactions in Mindanao. Bandal said the signing of the agreement will enable the city government to accept real property tax payments and other transactions with the use of automated teller machine (ATM) cards from all local banks and VISA credit and debit cards. The event yesterday was the first phase of the e-transaction package, as the city government will also be able to accept additional credit users, once the DBP completes certification. “This is the first in Mind-

anao for this facility, and we are looking forward to the next step which is online payment. ZAMBOANGA City – Local police arrested a 42-year old woman after rescuing a child she abducted on a village in Zamboanga City in southern Philippines, officials said Monday. Officials said policemen tracked down Annora Julhasan in another village and recovered the child. Julhassan was positively identified by the victim’s family after reviewing the footage of their security camera which showed the woman and the child. “She was identified as the abductor based on the CCTV footage that was viewed and replayed by the child’s family members and the responding police officers. Joint follow up operation conducted by the police resulted to the rescue of the baby,” said Insp. Dahlan Samuddin, a regional police spokesman. He said the woman is being interrogated to determine the motive of the abduction. (Mindanao Examiner)

COC-Phinma holds summer reading classes for kids

total of 69 children graduated from a two-week reading and ar t summer classes conducted by COC-Phinma. It was learned that the leading educational institution in the cit y, COC-Phinma Education Network, decided to hold summer reading classes for incoming kindergar ten and first graders as par t of their corporate social responsibilit y. Now on its second year, the reading and ar t classes are held for free with one-hour sessions each morning for the whole two weeks. In this 2015 batch, there were 48 incoming first graders. They were taught the basics in

reading. There were also 21 incoming kindergar ten pupils. They were taught the basics in ar t as well as an introduction to reading. According to COCPhinma dean of Basic Education Ruth Balmores, they are accepting kids even though their parents would ultimately decide to not enroll their children at the institution the nex t school year. Still, most of the parents of the 69 kids were convinced that they had initially chosen the right learning entit y for their young loved ones. “I will definitely enroll my kid here. I can sense that COC-Phinma has paved the way for my child to enjoy and learn her elementary

years here,” said parent Jan Tugonon, mother of Annika Jan, a very bubbly kid who seems to have mastered every thing she has taught in the whole duration of the summer classes. There are three able teachers who managed the kids’ early learnings in life – Teacher Timmy, Teacher Aisa and Teacher Excy. Balmores said that that it was COC-Phinma which exclusively developed its own reading module to best adjust to the kids. During the culmination last May 12, each of the graduating kids received cer tificates and proudly stood along with their parents.

DURING FILINVEST’S BRIGADA ESKWELA IN VILLANUEVA:

Was how Kagawad Carmen Flores of Barangay Balacanas described the conduct of “Brigada Eskwela” by FDC Misamis Power Corporation (FDC Misamis) at the Tambobong-Balacanas Integrated School (TBIS) in Villanueva town, Misamis Oriental during the recently conducted nationwide National Schools’ Maintenance Week program of the Department of Education (DepEd). FDC Misamis, a subsidiary of FDC Utilities, Inc. under the Filinvest Group of Companies, is building the biggest power project in Northern Mindanao – a 405-MW Circulating Fluidized Bed (CFB) coal thermal plant at the Phividec Industrial Estate in Villanueva, Misamis Oriental. Packed and enforced by 56 employees, cadets and contractors turned volunteers, FDC Misamis rehabilitated the electrical wirings and fixtures in all the three school buildings of Tambobong-Balacanas Integrated School (TBIS). The company also provided materials for the construction of three lavatories for its high school buildings. Assisted by parents, students and teachers, the power firm volunteers also led in the painting of classrooms on the 3rd floor of the school main building occupied by the high school department. FDC Misamis also gave TBIS an emergency kit equipped with medicines and medical apparatus needed during emergency cases in school. “Daku gyud ni kaayo nga tabang sa atong eskwelahan (This

is really a big help to our school),” exclaimed Flores, who’s also the incumbent treasurer of the ParentTeacher Community Association (PTCA) of Tambobong-Balacanas, referring to the power firms’ donation and participation in the integrated school. “Sa tinu-od lang gyud, first time niana nga nagtabang sa atoang Brigada Eskwela ang pribado nga kompaniya parehos kining FDC Misamis (In fact, this is the first time that a private company like FDC Misamis helped us in our Brigada Eskwela), she stressed. Lorilyn Agbong, TBIS principal, concurred with Flores’ claim. In the school principal’s speech, Agbong noted that for the past three years of being at the school’s helm, it was the first time that she encountered having a private stakeholder joining their Brigada Eskwela. TBIS teachers likewise affirmed that this partnership is a first since the school was established in 2008. Agbong thus enjoined the parents to also volunteer by providing the so-called “sweat equity” in the construction of three lavatories courtesy of FDC Misamis. “The construction materials as provided by FDC Misamis are already available. What you (parents) will do is simply show your volunteerism in the construction of lavatories,” appealed the lady school head. SHARED RESPONSIBILITY FDC Misamis’ President and Chief Operating Officer Mario Pangilinan expressed appreciation for the company’s participation for the second consecutive year in DepEd-District of Villanueva’s Brigada Eskwela, with having TBIS as this year’s adopted school.

Brigada Eskwela, explained Pangilinan, is a “shared responsibility” among the education stakeholders and a good start to provide quality education to our kids. Last year, FDC Misamis’ adopted school for Brigada Eskwela was San Martin Elementary School. Barangays Tambobong, Balacanas and San Martin in Villanueva town are the three nearby communities for its multi-billion peso project targeted to operate next year. FDC Misamis assured both the parents and teachers present during the Brigada Eskwela program that the company will ensure to use the latest technology to help safeguard the environment and the future of their children. BEYOND BRIGADA ESKWELA Village chiefs Regene Ello (Brgy. Tambobong) and Nila Pagaling (Brgy. Balacanas), however, wished that FDC Misamis may go beyond Brigada Eskwela. “We are hoping that FDC Misamis will soon build classrooms here in Tambobong-Balacanas Integrated School,” they said. Sprawling within a 5,600 square-meter land area, TBIS was established as an integrated school (combination of both elementary and high schools) in TamBal (Tambobong-Balacanas) Relocation Site. At present, TBIS has 569 enrollees – 384 for Balacanas Elementary School and 185 for Tambobong-Balacanas National High School. According to Agbong, one of their major problems right now is the lack of classrooms, especially in the implementation of junior and senior high school.

“We lack classrooms, we lack Science apparatus, and we even lack kitchen utensils here. So, how could we ensure quality education among our students?” she lamented. Despite this, she was still hopeful that with the help of the local government unit of Villanueva and some of the major industries in town, said problems in TBIS will soon be addressed. “And, before I go, it is my dream to secure the TambobongBalacanas Integrated School by having it surrounded by a security fence.” CLEANLINESS, SAFETY

He cited that long before the coming of the foreign conquestadores like Spain, the political system of the sultanate was already in place and was more advanced than their counterparts in Luzon, and Visayas. Spanish cities in Mindanao were then limited to the coastal areas of Cagayan de Oro and Zamboanga. “Be that as it may, let us not make the Mamasapano incident and the unconstitutionality of the Basic Law as hindrance to delay and or stop the passage of the Bangsamoro Basic Law. After all, the amendment as provided by Congress makes the Bangsamoro Basic Law constitutional. In fact, the 17 constitutionalists like

The 1st ever Tangub City’s SANTACRUZAN 2015 featured the beautiful Hon. Governor Hermina M. Ramiro as Reina Emperatriz with escort Actor Aljur Abrenica and Vice Governor Aurora Virginia M.
