K-12 to produce one million school dropouts: youth group UP to a million students could drop out of school as the government implements the controversial K to 12 program next year, according to youth group Anakbayan. Anakbayan national chairperson Vencer Crisostomo said the Department of Education’s “K12 ready” report revealed that only 3,839 of the 7,976 or only 48% of public high schools nationwide have submitted

proposals to implement senior high school next year. This means that public schools may not be able to accommodate about half of the 2 million students currently in 4th year high school, which will be required to take senior high school next year, Crisostomo said. “Students will be forced to transfer to private schools and pay expensive tuition. But many are in public

schools precisely because they cannot pay. What will happen to them? Surely, the number of out-of-school youths and dropouts will balloon,” he said. He said that this will worsen the already alarming dropout and unemployment rate in the country. AVAO City – Mayor Rodrigo Duterte on Sunday said that he does not want to run for national post, yet action speaks louder than words as the mayor continued to make rounds outside Davao City for his “listening tour”.

“Wala kang magawa dyan sa presidency except to sit there and be criticized everyday (There is nothing to do in presidency except to sit there and be criticized everyday),” Duterte said on Sunday’s episode of Gikan sa Masa, Para sa Masa. He also said that the position coexist with “all sort of accusations”. “I don’t need it. Hindi ko kailangan yan sa buhay ko. Matanda na ako (I don’t need it. I don’t need it in my life. I am already old),” Duterte said. A group of barangay captains held a fun run activity here during the weekends which aims to urge Duterte to run for the 2016 election. The ‘Run Duterte Run’

was participated by more than 10,000 supporters of the mayor coming from different parts of Mindanao. Duterte said that Pastor Apollo Quiboloy of the Kingdom of Jesus Christ has also been urging him to run for presidency. A CO-FOUNDER of Greenpeace laments over the delay in the public release of Golden Rice. If it was a cure for cancer, deaths. malaria or Ebola, it would have been approved 10 years ago, said Dr. Patrick Moore, chairman of a group that wants the release of Golden Rice which is geneticallymodified to provide vitamin A and prevent blindness and death among mothers and children. “In that time 20 million people, mostly children, have died This is a crime against humanity,” he said. The World Health Organization estimates that 250 million pre-school age children are chronically deficient for vitamin A. About two million, mostly children, die each year and as many as 500,000 children go blind each year due to the deficiency. Nearly 3 billion people depend on rice as their main staple, providing an opportunity to deliver vitamin A to those who need it. While many staple crops – such as corn, wheat and potatoes – contain beta carotene in sufficient quantity, no variety of conventional “white” rice contains beta carotene. Nearly all vitamin A deficiency is in rice-eating countries. Comes Golden Rice, a Genetically Modified Organism (GMO) genetically engineered to produce and accumulate beta-carotene in the endosperm, the edible part of the rice grain. Geneticists have inserted three genes – also found in squash, carrots and melons – into the rice DNA to allow it to make beta carotene, a source of vitamin A.

When the rice is consumed, the beta-carotene (which gives the grains a golden color) is either stored in the fatty tissues of the body or converted into vitamin A which is essential for healthy eyes and the immune system. Vitamin A is naturally found in fruits, vegetables but rice does not have the genes to make it. “Golden Rice is the obvious cure, but because it was created with genetic science, Greenpeace and the anti-GMO movement fervently oppose it,” said Moore, a co-founder of Greenpeace in 1971 who served for nine years as head of Greenpeace Canada and seven years as a Director of Greenpeace International which he also co-founded in 1979. Colliding with China

The Philippines is now on a collision course with China over disputed territories that can be an international flashpoint. A few days ago, a US spy plane making a “fly-by” over disputed territories in the “Spratly’s” was “challenged” over radio by Chinese military and told to “go away”. Another commercial airplane flying overhead was similarly challenged. Earlier, Philippine vessels supplying provisions to Filipino soldiers stationed in the area were blockaded. Filipino fishermen were harassed, shooed away and fired upon with water cannons from Chinese vessels. Massive reclamation and building construction by the Chinese is on going with China now telling the world that all territories in the South China Sea, irrespective of whether they are within the “exclusive economic zones” (EEZs) of different countries, are considered Chinese territory. No doubt, we are now on a “collision course” with China due to territorial disputes in the South China Sea. I have a few basic information that may help for a better understanding of what this is all about. A few days ago, I sat in a forum in Manila with fifteen (15) foreign journalists who were Jefferson Fellows under the auspices of Honolulu-based East-West Center. They were on a study tour principally to listen to some briefings and get information on our territorial dispute with China. With the Philippine Press Institute assisting in the visit, it was a good chance for me to take a good close look at what this territorial dispute is all about. The “claim” with giant China can be a flashpoint of a

global crisis, given that other countries like our ally, the United States of America can be drawn into this due to geopolitical implications. “NINE DASH LINE” --- The conflicting claims amongst several neighboring countries over shoals, reefs or just rocks protruding from the sea during high tides had been in the “backburners” for some time now. It was there as a thorny issue but no one was really giving it special attention. Not until China unilaterally released recently a map with lines expanding its territorial borders. It is now what is famously known as “NINE DASH LINE”. It draws an imaginary line with a bigger swathe, in effect proclaiming that it exercises sovereignty over a wider area in almost the whole of South China Sea by reason of history. It simply served notice to the whole world that territories found west of the Philippines, even though near other countries all belong to China. To counter this, we started calling it the “West Philippine Sea” instead and filed a case before the United Nations declaring that the new China map is not valid. TWO AREAS -- According to University of the Philippines PROF. CHITO STA. ROMANA, a former Beijing-based Filipino journalist and an expert on the issue, there are two disputed areas: first, the “Scarborough or Panatag Shoals” in Zambales province. Second, the area down south off Palawan called the “Spratlys or Kalayaan Island Group” where the claim involves other countries like Vietnam, Malaysia, Indonesia, Brunei and Taiwan. “SCARBOROUGH” -“Scarborough or Panatag

China is claiming seven (7) areas while Vietnam has twenty-two (22). Malaysia, Indonesia, Brunei and Taiwan also have their own claimed islets or areas near their own borders. The different countries’ basis for their respective claims is that although these areas are beyond their 12-mile territorial limits, these territories are within their 200 -mile exclusive economic zones (EEZ) from their continental shelf, as recognized by international protocols called United Nations Convention of the Law of the Seas (UNCLOS). Peace Caravan set in AgSur town

ROSPERIDAD, Agusan del Sur - The Provincial Government of Agusan del Sur (PGAS), in collaboration with the Presidential Adviser on Peace Process - Whole of Nation Initiative (OPAPP-WNI) in coordination with the Regional Peace and Order Council (RPOC) is initiating the Local Government Unit (LGU)-led Peace Caravan on May 28-29, 2015 in the nine barangays of Loreto, Agusan del Sur.

The caravan will be participated by various government agencies who will bring government services, support to livelihood, advocacy and information on government offers, legal consultation and distribution of school supplies and materials to students.

Among the agencies expected to participate in the Peace Caravan and in-charge in the medical mission are Department of Education (DepEd), Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and the Provincial/ Municipal Health Offices.

They are expected to perform circumcision (tuli), dental, medical prenatal vaccination and consultation. The Department of Health, which will provide around 50 health practitioners, is expected to extend Pangkalahatang Pangkalusugan Roadshow Showcase specifically the maternal health advocacy, family planning counseling and subdermal implant, vaccination for senior citizens, immunization of missed children, HIV advocacy and testing, blood donation activity, distribution of jerry cans, distribution of hygiene kits to identified clients, and will give augment medicines for the province. To address the agricultural needs, the Department of Agriculture (DA) and the Provincial Agriculture Office (PAO) are

expected to distribute 10 bags of corn seeds, 50 bags of rice seeds, 100 bags of upland rice seeds with 600 pcs. of rubber seedlings in support to the Upland Sustainable Agro-forestry Development (USAD) as Governor Adolph Edward Plaza’s flagship program, five kilograms of vegetable seeds and 600 pcs. of banana planting materials. The PAO will also distribute production technology guide on rubber, banana, cacao, coffee, upland rice, corn, vegetables, tilapia and African Hito. Text2Teach program targets grade 5 and 6 students. In addition to that are beneficiaries-students in grade 4, school heads and teachers of a public school, depending on the particular circumstances of each school. On the first two years of the program, it was piloted in 81 schools in Luzon, Visayas and Mindanao islands. In 2005, Text2Teach was introduced to 124 more public schools in Mindanao through the efforts coming from SEAMEO INNOTECH, a member of the Education and Livelihood Skills Alliance (ELSA), and Ayala Foundation, a corporate social responsibility arm of Ayala Land Inc. same year, an expansion and improvement was done through funds coming from USAID. Thus, new videos and teachers guides were developed. In 2007, 350 new schools benefit from the program through a grant provided by Nokia. In April 2012, it further reached 352 new schools in Luzon. To date, Text2Teach has served over 300, 000 students from 1,103 schools nationwide, covering a total of 78 cities and municipalities. More than 10 countries around the globe already enjoy Text2Teach program. DOLE’s order a delayed “knee-jerk reaction”, mere publicity stunt A LABOR group assailed the labor department and called its cease and desist order against CJC Manpower a “much-delayed knee-jerk reaction” and a “mere publicity stunt”. The regional office of DOLE recently announced that CJC Manpower is guilty of labor-only contracting practices, a violation under Article 106 of the Labor Code. CJC Manpower provided Kentex Manufacturing in Valenzuela with laborers, where seventy-two of them perished while on duty last May 13. The Bukluran ng Manggagawang Pilipino (BMP) said that such order was obviously a “knee-jerk re-

action but of a worse type”. They claimed that the order was very much delayed to savlvage the lives and limbs of workers. BMP research found out that one hundred thirtythree lives have been lost to occupational health and safety violations in the workplace since Labor Secretary Rosalinda Baldoz took over the DOLE in 2010. “If only they did their job in the first place and if Baldoz did not issue department orders that were meant to circumvent labor and occupational safety laws there would not have been a Kentex tragedy to begin with,” explained Gie Relova, Secretary-General of BMP in Metro Manila.

DepEd has admitted that they will be able to accommodate for senior high school only a portion of the students enrolled in 4th year high school even as they boast of being “K12 ready.” In a statement, DepEd Secretary Armin Luistro said they are expecting up to 1.6 million students from public schools to take up senior high, but DepEd will accommodate only 800,000 to 1.1 million or a deficit of as much as 800,000 students. In another statement, Luistro said the DepEd is expecting about 800,000 to 1 million students to enroll in non-DepEd schools including private schools and colleges. “Their own statements, which say that up to 1 million will be forced by K12 to enroll in non-DepEd schools, are based on overlyambitious targets which DepEd has now failed to reach. Still not factored-in are the migration of students from private schools to public schools and the increasing dropout incidences even before K12,” he said. Crisostomo said DepEd’s “vouchers” will not be enough to cover tuition and other expenses for private schools. “DepEd’s vouchers will amount to only P8,750 to a

maximum of P22,500. This will not cover all fees and expenses in private schools which cost around P35,000 to as high as P80,000, not to mention other expenses like transportation, food and miscellaneous costs,” he said. He also expressed worry that the K12 is quickly turning into a money-making scheme for “capitalist educators”, using K12 as pretext to implement increases tuition rates and collect various fees. He said private schools are also favored by government by giving them a subsidy and assuring them profits. “Even in public schools, many are reporting thousands of pesos in additional fees set to be imposed for modules, workshops, elective courses under K12. In state universities like in Polytechnic University of the Philippines, they are planning to implement a P16,000 tuition rate for senior high,” he said. He said this shows how K12 will worsen “commercialization” of education in the country. “K12 is slowly further privatizing basic education. It will also hike tuition in tertiary schools as the government makes college education more ‘exclusive’ and continues its policies deregulating tuition,” he said. Last Tuesday, the Commission on Higher Education announced its approval of tuition increases in more than 300 schools in the country, hiking the country’s tertiary tuition rate to as much as P80,000 to P100,000 per year. Anakbayan, League of Filipino Students and other youth groups are spearheading Stop K-12 Movement, a nationwide alliance of students, parents and teachers. The groups said the program will worsen the state of education in the country and is set to produce more “cheap labor” for foreign capitalists to exploit. The groups will greet the school opening with nationwide protests against K12 and tuition hikes.

It is in the Recto or “Reed Bank” area where oil deposits were reportedly found, reputedly bigger than our Malampaya reserves. “Pag-asa Island” also called Thitu Island is the 2nd biggest island. Another island is called 2nd Thomas Shoal. It was reported that Mischief Reef, also known as “Panganiban” shoal, from only 1,900 square meters in size is now more than 32,000 square meters or 3.2 hectares in size and still growing due to Chinese reclamation work. It may become a military installation. RECOURSE --- Feeling helpless and unable to stop these Chinese “mischiefs” and seeking redress, the Philippines filed in January 2013 a “Statement of Claim” before a United Nations agency but China “rejected” the claim and refused to participate in the proceedings. According to Associate Professor JAY BATUNGBACAL of the UP Institute for Maritime Affairs and Law of the Sea, the Philippine case is still pending before an “ad hoc tribunal” based in the Hague with five (5) member-nations sitting as a tribunal. With China’s refusal to participate in the case, even a favorable decision in the future in favor of the Philippines cannot be enforced. Reports had been circulating that China was really furious when the Philippines filed

for arbitration with the UN. From all indications, China will not agree to a legal settlement and has been sending signals that it prefers bilateral negotiations between the Philippines and China alone, one on one. IMPLICATIONS --Aside from being a Philippine-China territorial dispute, the whole world will have to sit up and take action because this is now also developing into an “ international maritime” issue where China, with its constructions and planned dominance, may claim control over the world’s global sea lanes where about a third of the whole world’s economic logistic system passes. ASEAN where the Philippines is a member is “consensus”- based and is described as not a good forum, given that some of the member countries are doing quiet “bilateral” talks with China. It is only the Philippines that sought “multilateral” help by going to the United Nations. It is opined that the Philippine move is being quietly watched by other claimantnations as it can be a testbed of how big allies like the US, Japan, Australia, etc. will react. PHILIPPINE POSITION --Former Cabinet Secretary RAFAEL ALUNAN during the Cory Aquino and Ramos administrations recalled that it was in 1995 when he woke up one morning to realize for the first time that the country “lost” Mischief Reef. Today it is becoming a Chinese military installation. Now as president of the West Philippine Sea Coalition, Sec. Alunan stressed that the Philippine position must be a combination of prudence, self-reliance but forthright and to remain a strong, not weak, link in the chain of nation claimants against China. USA AS ALLY -- The United States so-called strategy called “Pivot of Asia” that will result to its more active presence in Asia may bring it also into a collision course with China with the US’ declared pro-

nouncement that its main interest in the South China Sea is “ensuring freedom of navigation”. However, there are those who say (like party-list Akbayan leader WALDEN BELLO) that the US will not risk going to war with China just to uphold and protect the Philippine position. The situation can be volatile. The latest report of a US spy plane being challenged by the Chinese military during a “fly-by” over the Spratly’s a few days ago, is an indication of the US concern and direction it will take. The latest events show that the US will not stand idly by and will challenge China when its intrusions are now clearly becoming an international maritime matter.
