Security guard law in Oro pushed

CAGAYAN de Oro City– –A City Councilor here is pressing for the approval of the proposed ‘security guard ordinance” that would establishments to hire private security guards as a deterrent to the commission of crimes. Councilor Ramon Tabor, chair of the city council’s committee on police, fire, and public safety, said that the “security guard ordinance” is necessary to address the growing cases of robberies in this trading hub of Northern Mindanao. “The other urban centers in the country have now implemented an approved ordinance that requires the services of private security guards to secure establishments”, Tabor said. CAGAYAN de Oro City––The Land Transportation Office (LTO) in Northern Mindanao has expressed support of the proposed bill “legalizing” the operation of “Habal-habal” bike, an LTO official said. “Habal Habal” is a vernacular term for a motorcycle which is utilized as a mode of transportation with an extended seating capacity. It is usually employed in the hinterland villages throughout the country which are inaccessible by public transport vehicle due to the bad road network. Nelson Manaloto, the LTO’s assistant regional director, said that once the “Habal-habal” is legalized, the operators would be forced to apply for a franchise with the Land Transportation and Franchising Board (LTFRB). AVAO City - Mayor Rodrigo Duterte threw his full support to the Bangsamoro autonomy but he also asked Secretary Teresita Deles of the Office of the President on the Peace Process (OPAPP) to chart the possibility of going Federal to solve the Mindanao insurgency. “ L e t’s g o Fe d e r a l ,” Duterte urged Deles before t h e P r ov i n c i a l B o a r d Members League of the Philippines (PBMLP) 11th Mindanao Island Conference, which was attended by provincial lawmakers from Luzon, Visayas and Mindanao at the Waterfront Insular Hotel on September 18. Duterte and Deles were invited speakers during the event. Duterte hinted to Deles to continue looking for a peace formula in Mindanao and Federalism is one solutions to the insurgency i n Mi nd ana o and t he country as a whole. The mayor p ointed out the importance of Mindanao to the country’s economy with 54 percent of the export earnings coming from the island. “In t h e f u l l n e ss of God’s time, maybe we can reconfigure the country. Let’s go Federal,” Duterte addressed Deles.

He said a Federal form of government is a catalyst to solve Mindanao problem. “We can do it later,” he said, adding, “We can create a nation for Tausogs, Maranao, …and others.” Duterte said Christian migrants in Mindanao may not be able to return the land the Moro people have been claiming but “let government offer you something else.” “We can give t hem a nation in the name of peace,” Duterte point out. Duterte urged Deles to help study what type of Federalism -– is it the American system or the system of Malaysia. In an interview with Deles, she said Federalism needs constitutional change. She, however admitted t h at t h e B a n g s a m o r o autonomy can provide a template how government can have Federalism for the rest of the country. But, “That will come later. That cannot be worked on now because that is not just a law it requires charter change,” she said. Deles said a successful Bangsamoro autonomy can be cited for those who aspire for Federalism because it is one example how a Federal state operates. “Open discussion on Federalism is good but not during discussion of the BBL. That is not option

in the passage of BBL. It (Federalism) needs time to study,” Deles emphasized. Last week, Mindanao leaders have agreed to push for a shift to Federal form of government in a twohour closed door meeting, Thursday night with the final draft of the Bangsamoro Basic Law (BBL) now in the hands of Congress. The Mindanao leaders who attended the meeting were Davao City Mayor

Rodrigo Duterte, Cagayan de Oro Mayor Vicente Emano, former Cagayan de Oro Mayor Reuben Canoy, Bukidnon Governor Jose Miguel Zubiri and former Zamboanga del Norte Rep. Romeo Jalosjos. In the past years, the Mindanao leaders pose a strong call for a Federal system. A proposal was pushed in 2008 by then senator Aquilino Pimentel Mayor Duterte when he pushed the Joint Resolution No. 10, which

would have created eleven autonomous regions out of the Philippine Republic, establishing eleven centers of finance and development in the country. It was learned that the resolution would have required the revision of 14 of the 18 Articles of the 1987 Philippine Constitution and the addition of two new articles. The proposed bill was even supported by 13 senators. (PNA)

Davao eyes permanent evacuation center DAVAO City - The plan of the city government to build a permanent evacuation structure could be realized soon, according to the head of the City Planning and Development Office. CPDO chief Marcelino Escalada Jr. said the move is being eyed as a long-term response to calamities such as the fire that hit in April 4 this year. Speaking at the weekly iSpeak forum at City Hall, Escalada said having a permanent site for evacuees was better than using covered courts in barangays and public schools. “We should acknowledge that an evacuation center should be part of an urban city,” he said. He said the CPDO last year planned for the facility, with around P30 million from the city’s disaster fund earmarked for it, but a fire hit 8.8 hectares of Isla Verde earlier this year. “In almost all calamities

that hit Davao city, the first place they go to are schools and covered courts, but these are not designed to be evacuation centers. It can be another disaster waiting to happen,” he said, referring to the fire that hit Rizal Elementary school, one of the evacuation areas of the Isla Verde residents. C it y a d m i n i s t r at or Melchor Quitain, in an earlier inter view with MindaNews, said Mayor Rodrigo R. Duterte was yet to see the plan. The discussion came amid discussions on the city’s use of public schools as temporary shelters for over 3,700 families affected by the fire that wiped out twothirds of Barangays 22C and 23C on April 4 this year. Public Safety and Security Command Center chief Frank Villaroman said in December 2013 that the city was in the process of identifying six evacuation sites located 250 feet above

sea level to accommodate around 400,000 residents from 16 coastal barangays. Vi l laroman had suggested locations such as the boundary between Panabo City and Davao City, as well as locations in high areas such as Mandug, Tigatto, and Toril. He said the contingency plans his office drafted would also require the Traffic Management Center to identify 25 possible streets and roads that would be used to transport evacuees. Villaroman announced the plans after Duterte himself said that the city should be ready in case a storm surge or another tidal event hit the city, after typhoon Yolanda hit major cities and provinces in the Visayas in November last year. The plan would involve barangay officials being the first responders and information disseminators

in case of calamities. They will also be tapped to marshal the people during the evacuation, he said. Nurses and doctors would also be needed in the facility. Possible escape routes, according to the mayor, include those from Indangan to the uplands and Magtuod route in Matina should a natural disaster in the scale of typhoon Yolanda hit Davao City. Duterte asked the public to take typhoon warnings seriously even if the city is surrounded by natural barriers. BUTUAN City - The Department of Health (DOH) has reported that measles cases in Caraga had reached 1,560 for the period January 1 – September 13, 2014, topping the previous record of 1,360 cases by 8.9 percent for January 1 – August 30, 2014. Fif ty two of t hos e infected were confirmed by laboratory testing. According to DOHCaraga Media Relations Officer Dines Garcia, the cases were first detected from January 1-14, 2014 which continuously rose and peaked on May 4-10 and May 11-17. Twenty five cases were monitored from September 1-13. Most of the cases came from Agusan del Norte (16) followed by Surigao del Sur (4). Clustering of cases were detected on September 7-13 at Barangay Malapong, Buenavista, Agusan del Norte. Garcia said the DOH’s

Expanded Program on Immunization (EPI) was established in 1976 to ensure that infants/ children and mothers have access to routinely recommended infants/ childhood vaccines. Measles is a highly contagious viral disease w hich af fe c ts most ly children. It is transmitted through droplets from the nose, mouth or throat of infected persons. Initial symptoms, which usually appear 10-12 days after infection, include high fever, runny nose, bloodshot eyes, and tiny spots on the inside of the mouth. Several days later, a rash develops, starting on the face and upper neck and gradually spreading downwards. Garcia said the increase of measles cases has been directly attributed to the number of unvaccinated children and to the children who were unable to receive the second dose of measles vaccine. Logistics and services are

made available nationwide through the allocation of vaccines and with the more than adequate number of health professionals who are capable of vaccinating children. There is enough vaccine for the population, especially for the children under five years old, who are most susceptible to the disease. Unvaccinated infants and young children are at the highest risk of measles and its complication, he explained. The measles virus is spread by close contact with the nasal and throat secretions of an infected person and through coughing and sneezing. The virus remains active and contagious in the air or on infected surfaces for up to two hours. It can be transmitted by an infected person from four days prior to the onset of the rash to four days after the rash erupts. Prevention of measles is directed towards routine measles vaccination for

children, combined by m a s s v a c c i n at i on campaign in countries like the Philippines, with high cases and death rates. The measles vaccine has been in use for over 40 years and found effective and inexpensive. In a statement, DOHCaraga Regional Director Miner va Molon said, “The DOH is presently conducting the Measles, Rubella, Oral Polio Vaccine Mass Immunization for the whole month of September aimed at interfering the transmission of measles v i r us and prote c t i ng children from this disease. Together with measles, we also want to protect our children from the polio virus which may cause debilitating effects if a child gets infected. We urge parents and primary care providers of children 0-59 years old to bring them to the nearest vaccination post or health centers in their locality to avail of these free services. Amante pushed for the approval of House Bill No. 4764 in congress creating the Lake Mainit Development Authority (LMDA). His co-author of the said bill is Cong. Guillermo A. Romarate, Jr. of Surigao del Norte. With the creation of the Authority, it is envisioned that Lake Mainit will become a major economic engine in Caraga Region and the whole of Mindanao. It shall be a model for sustainable lake development that is anchored on social mobilization and environmental protection.

Lake Mainit, straddling between the provinces of Agusan del Norte and Su r i g a o d e l Nor t e , i s endowed by nature with rich natural resources that remain to be untapped up to now. Being a sanctuary for fishes, crustaceans, and other marine life, Lake Mainit has become a major host of aquaculture and other livelihood activities for locals living near its shores. Without formal parties, it’s just ukay-ukay politics CAGAYAN de Oro City–– It’s still early for the 2016 presidential elections to be heating up but quite late for establishing the necessary conditions for a decent electoral exercise as befits the first democracy established in all of Asia. That same year the new Bangsamoro regional government also hopes to hold its first elections. How nice all of this would be if all the action could take place with a sense of structure or of process—meaning, at least a modicum of formality in qualifying or screening candidates. But no one even talks of evolving a credible mechanism for nominating anyone for any office. What we call a political system isn’t really a system; there’s just no system—none for national office, none for Mindanao, none for Bangsamoro! And those that claim to be real parties don’t sound like they know what they’re talking about; nor do they act like they know the role or function of a party in a democracy. ***** Look closely and see if they even have the most basic thing that characterizes a party—a group organized with real people as members, with a common set of principles binding them, and a platform that commits them to turn into reality once in power. It doesn’t help that we have a Commission on Elections that readily accredits any group claiming to be a party—without bothering to ascertain the validity of such claim or indeed

whether it has members. What in fact is a political party? It’s an association of leaders and responsible citizens who wish to establish a government according to a set of ideals, principles, or platforms by fielding a slate of candidates dedicated to the realization of same. Its role is akin to that of a seminary or a madrasah in the life of Christians or Muslims: each one is to the Church as a political party is to the State. Just as a seminary or madrasah trains acolytes to be priests, imams, or evangelizers to preach and promote the faith, so does a political party train its members to advance democracy and the interests of the Republic through good governance. ***** Note how political parties in mature democracies maintain an institute or training center for members and candidates alike—complete with faculty, classrooms, library, party literature, and assorted courses of both the theoretical and the applied variety. In our case, while it’s not absolutely necessary to

establish a Party Institute, there has to be a political education program—through seminars, workshops, or teach-ins—to train and develop a cadre of the party faithful, to recruit members, to organize chapters, to nominate candidates, to carry or propagate the Party’s message, and to fight for its causes. Unfortunately, our socalled parties aren’t particular about principles or platforms. They don’t even bother with requirements for membership except— in most cases—financial capability and willingness to spend big for elections. Does any so-called party member even bother to cite any party stand or platform as basis for proposing, supporting, or rejecting a policy or proposal? And look if they have members or chapters; if any, they’re vested interest, either incumbents or previous losers wanting to get back in; and no plain citizens, whom they don’t bother recruiting. ***** In fact, a party will usually be organized to operate at every level of the electorate: barangay, municipal, provincial, national—each chapter geared to address issues or needs of its level: barangay tends to its neighborhoods and the empowerment of its residents; municipal to its barangays, provincial to its municipalities, national to the regions and provinces. All this in accordance with the principle of subsidiarity. A party would define its short, medium, and long term objectives for the level

of development it purports to bring about. And it would have a process for recruiting, qualifying, or screening candidates that aspire to carry them through. Not least, it would have a formal nominating process—usually by holding a convention of delegates— and a proclamation of both the chosen candidates and the convention-ratified platform. Vice President Jejomar Binay has been talking of forming a new party; what’s taking him so long? Is he pondering the foregoing requirements and rationale for his new party? How will it nominate him and the rest of his team? ***** The absence of such protocols at present betrays the fakery of the alleged parties—which are largely financed and controlled by entrenched traditional politicians. Oro councilors to tackle dispute in Cugman, Tablon

AGAYAN de Oro City––The City Council would conduct a joint committee hearing this week to tackle the land dispute and security concerns in the two coastal villages here.

City Councilor Alden Bacal said that the city council committee on police, fire and public safety and the committee on the subdivision and landed estate will sit down to hear the land dispute and security concern in Tablon and Cugman, all coastal villages east of the city. Bacal said that the security situation in Cugman and Tablon cropped up when some residents in the area alleged of being threatened by some groups because of land dispute. He said that the residents have reported that the group have been harassing them and warmed them of bodily harm if they will not vacate the area being claimed by followers of a certain “Kumander Lahi.” “Kumander Lahi,” the leader of “Mindanaoan,” an ambiguous religious group, died almost a decade ago, leaving about a hectare of land on the border of Cugman and Tablon which is now occupied by Mindanaoan followers. Bacal said that the conflict reportedly started when Ely Pamatong, the lawyer of Kumander Lahi, have been claiming ownership of the land and has reportedly started to oblige the Mindanaoan followers to join the USA Freedom Fighters of the East (USAFFE). Aside from forcing the followers to join the USAFFE, the presence of the Moro National Liberation Front (MNLF) who now guard the compound also sow fears among the residents in the nearby villages, Bacal said. Kumander Sammy Tagalog, who leads the MNLF group, however, said that their presence was only to respond to the request of Pamatong to look into the security of the Mindanaoan compound. “We are not to sow terror or fear among the residents. We are here to respond to the request of Pamatong to secure the Mindanaoan compound because Pamatong is the lawyer of the MNLF, too,” Tagalog said. Bacal said that the residents in the area have intimated that they will hold a protest rally in the area to press the city government to declare Pamatong as “persona non grata.” He said that the joint committee has also invited the city’s police director to during the scheduled hearing next week as the local law enforcers are now closely watching the development in the area. the local MNLF has no plan to sow terror in the region following the arrest of the MNLF lawyer Ely Pamatong. Pamatong is the leader of USAFFE, a group tagged by the National Bureau of Investigation (NBI) as behind the alleged bomb plot of the Ninoy Aquino International Airport and the Chinese Embassy in Manila. Before his arrest in Manila last week, Pamatong,

was at the headquarters of the USA Freedom Fighters of the East (USAFFE) in Gusa, Cagayan De Oro City. Tagalog said that MNLF presence at the USAFFE headquarters was only to respond to the request of Pamatong to secure the area. “We are now living peacefully since we are engaged in livelihood which was granted by the government after the GRP and the MNLF signed a peace treaty during the Ramos

administration in 1996,” Tagalog said. The local police force is closely watching the MNLF and the followers of Pamatong after local residents complained that Pamatong and his men have been harassing the residents in the area. A resident in the area complained that Pamatong allegedly threatened them unless they join the USAFFE or vacate the place where they are now staying.

City Councilor Ramon Tabor, chair of the city council’s committee on police, fire, and public safety, on Friday denounced the killing of Fausto Orasan, a.k.a. “Datu Sandigan,” a staunch anti-mining activist. Unidentified armed men ambushed the tribal leader in the farming village of Tu-

buran last Saturday. Orasan died on the spot with several gunshot wounds to the body. Police investigators said that the victim sustained

bullet wounds from various caliber of firearms indicating that one or two men perpetrated the ambushed.

Zamboanga City lines up World Rabies Day activities ZAMBOANGA City - The Office of the City Veterinarian (OCVet) through the City Rabies Control and Eradication Coordinating Council (CRCECC) has lined up activities to observe this year’s World Rabies Day. City Veterinarian Dr. Mario Arriola said Friday that among the activities are a Dog Walk and awarding ceremony for the Most PetFriendly Barangays. Arriola said the Dog Walk is set to be held September 28 at 6 a.m. at the Pasonanca Park. Arriola said the awarding for the Most Pet-Friendly Barangays will be held on September 29 after the flag raising ceremony in front of City Hall. Arriola said the activities they lined up are aimed to encourage responsible pet ownership and to help reduce if not eradicate cases of rabies. The World Rabies Day is being celebrated every September 28.

“Dormitoryo sa Barangay” sheltering poor students By GIDEON C. CORGUE

UIPOS, Zamboanga del Sur - School children will no longer experience the danger of crossing rivers after a transient house was built in a remote barangay of this town. Dubbed “Dormitoryo sa Barangay,” this project is a convergence initiative of 53rd Infantry (MATAPAT) battalion, Philippine Army and the municipalities of Guipos and San Miguel. It was built in Barangay Calapan and inaugurated last Aug. 30 with Representative Aurora Cerilles of Zamboanga del Sur’s second district, barangay officials, teachers, parents and students in attendance. Born out of necessity 53rd IB commander Lt. Col. Alvin Luzon said the project was born out of necessity. With the implementation of the Internal Peace and Security Plan (IPSP) called “Bayanihan campaign” of the Armed Forces of the Philippines (AFP), the troopers were able to assess, identify and meet the pressing need of people and that is the transient house for schoolchildren. Schoolchildren cross rivers Many school children living in Purok 5 of Barangay Calapan, Guipos and nearby Barangay Ocapan of San Miguel town, used to walk more than an hour in going to and from the school. “They crossed the rivers and creeks, risking their lives just to attend classes. That’s why our troops thought of putting up a project that would benefit the children,” Luzon said. “We seek the help of local government units of Guipos and San Miguel because the beneficiaries are

coming from these areas. We provided the manpower while the LGUs furnished the materials.” With the project, the government soldiers believe that a lasting peace can be attained in the area. Philippine Army, LGUs lauded Meanwhile, Representative Aurora Cerilles, the event’s guest of honor and speaker lauded the Philippine Army and LGUs for launching the “Dormitoryo sa Barangay” saying that “the project is a noble endeavor designed to help the poor students.” “I am very happy that this noble project was implemented by the Philippine Army and LGUs in this remote barangay where plenty of poor students are studying,” Cerilles said. First-of-its kind project “This is the first-ever and one-of-a-kind project undertaken by the government in the entire province,” Cerilles said adding that the project would help students to finish their studies. The Dormitor yo sa Barangay has eight double-decked rooms, which would cater to 32 schoolchildren. tion and the benefits that the general riding public will have once this is passed into law.” Despite the acceptance of motorcycles-for-hire and the now common operations of the same by the traveling public, existing law consider these as illegal. The current transportation laws prohibit the registration of motorcyclesfor-hire since Republic Act 4136 otherwise known as the Land Transportation and Traffic Code classified motorcycles for private use only, said Rep. Uy. Regulating habal-habal operations should enable operators of the same to register their motorcycles as public transport and be covered by the law on common carriers, she said. The bill seeks to amend Republic Act 7160 otherwise known as the Local Government Code of 1991 so that “Subject to the guidelines prescribed by the Department of Transportation and Communications, the Sangguniang Bayan shall regulate the operation of motorcycles-for-hire or habal-habal and tricycles and grant franchises for the operation thereof within the territorial jurisdiction of the municipality.” On the application for operator’s permit, the bill provides that LGUs shall receive, evaluate and process all applications for the grant of franchise to operate habal-habal within their territorial jurisdiction. The owner of a motorcycle-for-hire who fails to register its operation shall be penalized with a fine ranging from P3,500 to P5,000 and the unit shall be impounded until it is registered.

DTI sets trade exposition in Zambo City

IPOPHL to accredit PRSP as CMO

The Intellectual Property Office of the Philippines (IPOPHL), an attached agency of the Department of Trade and Industry (DTI), recently received a new application from the Performers’ Rights Society of the Philippines (PRSP) for accreditation as Collective Management Organization (CMO). PRSP formally submitted their documentary requirements to the IPOPHL for accreditation as CMO to help the performer enforce his rights under Republic Act No. 8293 or the Intellectual Property Code of the Philippines, as amended (IP Code). Performers, as defined by Section 202 of the IP Code, are the actors, singers, musicians, dancers, and other persons who act, sing, declaim, play in, interpret, or otherwise perform literary and artistic work.

In the PRSP context, performers derive their income from performing in their various fields of expertise in culture. “PRSP is the group that will now handle the interest of performers whether it’s in songs or in movies. Now they are applying with us because they want to be a CMO,” IPOPHL Director General Ricardo Blancaflor explained, “This is a group that will start collecting royalties for its members and their target is the royalties that they can earn for their fellow actors and performers.” CMOs are organizations that enforce the copyright of the copyright holders. Through this mandate, IPOPHL will be able to monitor and promote good corporate governance among CMOs, benefitting not only the rights holders themselves but also the users of copy-

righted works. Members of the Philippine Retailers Association (PRA), mall owners, restaurants, and other heavy users of music in their establishments will greatly benefit from this provision, as they are ensured that only legitimate collecting agencies can collect royalties from them on behalf of copyright owners. “Once we accredit them (PRSP), they have the right to negotiate for the royalties of the performers. So instead of individual performers running after producers, it will be the organization that will do it for them,” Blancaflor added. As CMO, PRSP will initially release the collection directly to the performer once a year but as the operation progresses, distribution can be done twice or more in a year which will last for 50 years from the end of

the year in which the performances and recordings took place. “This will be our legacy to our fellow performers,” said John Lesaca, the PRSP’s Treasurer and Acting General Manager, as their organization strengthens the copyright protection of many Filipino artists. IPOPHL has already accredited the Filipinas Copyright Licensing Society (FILCOLS) and the Filipino Society of Composers, Authors and Publishers (FILSCAP) as CMOs collecting fees for books and musical works, respectively. In a 2006 World Intellectual Property Organization (WIPO) study on copyright industries, it showed that Philippine copyright-based industries contribute 4.92 percent to the GDP and 11.1 percent to national employment of the country. Senator Aquino, during the opening of 5th Philippine International Motor Show (PIMS) in Pasay City Thursday, told reporters that he will call for a hearing to discuss the auto roadmap since the Congress has oversight function. “(We’ll) call for a hearing, ask DTI (Department of Trade and Industry) to present with CAMPI (Chamber of Automotive Manufacturers of the Philippines, Inc.) the current automotive roadmap then see if we need to have further process to improve it,” the Senator said. “But basically, the gist is to call for a hearing to present the automotive roadmap to the public also; to harmonize different policies,” he added. He explained that the hearing eyes to complement the auto roadmap to other plans like in infrastructure and transportation. “When it comes to the automotive industry, if you want the sector to create

more jobs for Filipinos, we need to make sure it is integrated with other plans for the rest of society. How to make dreams come true?

D

o you have a dream that you have been keeping for a long

time? Do you have the courage to pursue your dreams? What have you been doing to make it a reality? One of my biggest dream became true last year of 2013. Are you familiar with a person by the name of Nick Vujicic? Maybe the name is not familiar but when you watch this video, I am sure you will know who he is. My deep respect and admiration for him all started when I saw him on YouTube. Ever since, I was a strong fan and an avid follower, I sometimes use Nick Vujicic's videos to inspire people and to prove that no matter what happens in life, we should not make excuses. If a person without limbs---arms and legs--can make himself useful, how much more an ordinary person, with full use of his body? Because of his influence and inspiration, I've been praying that Nick Vujicic would come to the Philippines. Then came that fateful day when I was invited by Francis Kong to guest at his speaking engagement at SMX where I saw a banner of Nick coming. When I saw that banner announcing his visit to Manila, I was really excited to buy a ticket. I was willing to pay whatever it cost! A week after, I suddenly received a call from Becca Music. They asked to set an appointment because they wanted to invite me to be a part of the Nick Vujicic event. When they said that, it was a dream come true! Actually when they first invited me I told them, “Hmmmmmmm…. Let

me check my schedule if I'm available. Surely, I did not say that! I was just kidding.” I would move/ cancel all my schedules just to be present at Nick's event! Koronadal City Mayor orders capture ‘dead or alive’ of suspects in daring holdup By Allen V. Estabillo

KORONADAL CITY - City Mayor Peter Miguel ordered police operatives to capture “dead or alive” the five other suspects in the daring robberyholdup of a pawnshop here Thursday noon that left two security guards dead. Miguel issued the directive after confirming the arrest of an alleged suspect identified as Jonel Elchico in a pursuit operation launched by joint police operatives in the outskirts of this city and nearby Tantangan town in South Cotabato. He said the suspect, who claimed to be a resident of Barangay Topland here, was nabbed by policemen in a sitio of Barangay New Lambunao in Tantangan at past 3 p.m. or about three hours after the holdup incident at the Agencia Brillantes pawnshop. The mayor said Elchico was moving suspiciously when first noticed by local residents and tried to flee when the policemen came. “He tried to run away so our policemen chased him. We’re not quite sure yet of his involvement

in the incident but flight is guilt and his movements as well as the way he answered our questions raised doubts about him,” he said in a radio interview. Miguel said the suspect is currently undergoing interrogation at the Koronadal City police station. “We hope that this will lead to the arrest of the other suspects,” the mayor added. Six armed men aboard three motorcycles initially stormed the Agencia Brillantes pawnshop located at a busy section of the main commercial district here at around 12:30 p.m. The pawnshop, which is adjacent to two shopping malls, is about two blocks away from the Koronadal City police station. Upon arrival, he said the suspects gunned down the pawnshop’s security guard identified as Joan Lazaga and held its employees at gunpoint. The suspects then took an undetermined amount of cash and assorted jewelry from the establishment, he said. While fleeing the scene, the gunmen shot pawnshop employee Noel Billora and two other responding security guards

-- Arlon Tamayo and Alfredo Pagarigan -- of nearby establishments. Two other persons identified as Mark Anthony dela Torre and Sheryl Mae Galagar were hit by stray bullets during a brief shootout with responding policemen. Supt. Nestor Salcedo, Koronadal City police chief, said the suspects, who were last seen proceeding towards the direction of Lutayan town in Sultan Kudarat, also hurled a grenade infront of the pawnshop but it did not explode. He said it was later detonated by responding personnel from the explosives ordnance disposal unit of the South Cotabato Provinvial Police Office. Lazaga and Tamayo, who are assigned at nearby Marbel Fit Mart department store (not Ace Centerpoint as earlier reported), were declared dead upon arrival at the South Cotabato provincial hospital. The city government has put up an initial P50,000 reward for any information that may lead to the identities and the whereabouts of the suspects. (PNA)

Army pursuing NPAs in North Cotabato mountains MAGPET, North Cotabato – The military here has deployed more troops and additional buffer force to contain abuses by communist guerrillas, an Army colonel Friday said. Colonel Nilo Vinluan, chief of the 57th Infantry Battalion, said a wounded New Peoples Army (NPA) commander is being kept by his men in the hinterlands of Magpet, North Cotabato. “That is why they have been massing in the area and while there they collect revolutionary taxes from farmers,” Vinluan said. Vinluan said his men are still pursuing about 100 NPA guerrillas in the borders of Magpet and Arakan, both in North Cotabato, known bailiwick of communist rebels operating near the country’s highest peak. Vinluan said the rebels were the same group who attacked in May the police headquarters in President Roxas, also in North Cotabato. “They are there, they are making noise, we will continue running after them,” Vinluan told reporters. Three policemen belong to the quick reaction team of the North Cotabato police office were hurt when a roadside bomb set off by NPAs in Barangay Bagumbayan, Magpet. The police were responding

to reports the NPAs are massing in Barangay Bagumbayan. A 30-minute fire fight ensued and the rebels fled to the hinterlands of Magpet. Meanwhile, police here released seven persons invited for questioning after they were sighted near the spot where a roadside bomb went off and wounded three policemen. Inspector Raelan Mamon, Magpet police chief, said the seven suspects were also seen close to the spot where suspected NPA rebels clashed with government forces in sitio (sub-village) Natutungan and Bagumbayan. The suspects, James Villareal, Ibrahim Bintayao, 48; Gloria Bintayao, 47; Jovannie Andaya, 23; Richard Icling, 39; Jesreal Andaya, 20; and Jerwin Andaya, 19 all residents of Purok Singko, Barangay Noa, Magpet, North Cotabato. Vinluan said they were invited, not arrested, to shed light on their suspicious presence in the area.Mamon said they were negative of powder burns. Police responded to reports that the NPA were forcing villagers to pay revolutionary taxes. Two bombs were set off by the guerrillas that wounded three cops. Vinluan and Mamon could not say whether the rebels also suffered fatalities. (PNA)

8 cops injured in car crash in Basilan province BASILAN PROVINCE – Eight policemen were injured when their patrol car crashed Thursday in the southern Philippine province of Basilan, officials said. The prowl car was travelling in Maluso town when its driver lost control of the vehicle and crashed to a tree by the side of the road in the village of Bakud.

Among the wounded were Inspector Mark Molina, the town’s police chief, and seven of his men who were all rushed to hospital. It was not immediately known the cause of the crash, but other reports said the driver may have fallen asleep. The car was totally damaged from the impact of the crash. (Mindanao Examiner)

Honda Cars Cagayan de Oro launches BRIO Hatchback By GERRY LEE GORIT Correspondent THE Honda Cars-Cagayan de Oro on Saturday launched the all-new Honda Brio at the Activity Center of Ayala Mall in Cagayan de Oro City on Saturday morning. Some top officials of the Ayala Group of Companies, including Cagayan de Oro City Mayor Oscar Moreno, who worked for Ayala before joining the politics, graced the launching of the all-new Honda Brio in Mindanao, particularly in Cagayan de Oro. Clement L. Dampal II, sales executive and PR consultant for Honda Cars-Cagayan de Oro, said the launching of Honda Brio came after the official launching of all-new Honda Brio and Honda Brio Amaze in World Trade Center in Metro Manila on Thursday (September 18). Mr. Dampal said Honda Brio, a mini hatchback automobile, is powered by a 1.3-liter four-cylinder i-VTEC engine. Some of the car’s features include dual SRS airbags, antibrake system, with built-in wifi connectivity and sporty black interior. It is also equipped with G5 navigation system, steering mounted audio controls, USB/Aux-n features, said Mr. Dampal. Mr. Moreno, on one hand, led the ceremonial cutting of ribbon and unveiling of the newest added automobile––the all-new Honda Brio.
