Bus firms told to beef up security CAGAYAN de Oro City-The Regional Peace and Order Council (RPOC) in Region 10 adopted during its meeting on December 11 resolutions enjoining bus companies to designate bus stops and observe security measures. In a press conference, Atty Rene K Burdeos, regional director, Department of Interior and Local Government (DILG), region 10, and head of the RPOC X secretariat, revealed that the members of RPOC’s core group convened on Thursday to discuss action points as an aftermath of the bus explosion killing 10 passengers and leaving 42 wounded. He added that along the discussion of the meeting there were few recommendations. Duterte cites the important role of brgy watchmen

DAVAO City Mayor Rodrigo Duterte lauded all barangay watchmen for the city’s title as the fourth most livable city in the world. Duterte dubbed the barangay watchmen as the first line of defense against criminality. He gave away Thursday the honorarium and cash gift to the barangay watchmen who play a crucial role in reducing crimes against property in their respective areas of responsibility. DAVAO City––Affording services to victims of trafficking for their recovery and reintegration into the society remains unfulfilled by government agencies a group said, Friday. “While there is a law ensuring the rights and welfare of victims of trafficking, until now their recovery and reintegration remains a challenge,” said Jeanette LaurelAmpog, Executive Director of Talikala, Incorporated during a film forum in commemoration of the International Day Against Human Trafficking. “Poverty, lack of opportunity and services still exist, therefore there’s a big possibility that they will fall victims of trafficking again,” Ampog said. President Benigno Aquino III signed into law Republic Act 10364 or An Act Expanding Republic Act 9208, entitled An Act to Institute Policies to Eliminate Trafficking in Persons Especially Women and Children, Establishing the Necessary Institutional Mechanisms for the Protection and Support of Trafficked Persons, Providing Penalties for its Violations and for other Purposes, last February 6, 2013. CAGAYAN de Oro City–– The Criminal Investigation and Detection Group (CIDG) on Tuesday has identified four police officers in the killing of the sons of a retired policeman here six days ago. The CIDG refused to reveal the names of the two police officials and two non-commissioned police officers, pending the filing of charges against them. The police officials were identified by Jimboy Jamaca, the lone survivor, who was left for dead, while

his partner Maria Erica Yamut was shot dead, in the suburban village of F.S. Catanico Thursday last week. Jamaca, whose right palm was decapitated due to severe bullet wounds, survived to tell and disclosed the identity of the police officers who shot him and his girlfriend. The bodies of Jamaca’s two other brothers, Harold and Roland were also separately killed and dumped in Mambuaya, another suburban village, southwest of Cagayan De Oro City Thursday morning. The young Jamaca is

now recuperating from bullet wounds in a secured place here with operatives of the CIDG securing the area 24/7. Rolly Jamaca, the father of the Jamacas’ who is a retired police officer, has sought the CIDG’s assistance for fear that the suspects would get back at his son if confined in a hospital here. MAYOR Julio T. Uy has expressed optimism that Villanueva town will be known as the “most industrialized town” in the province of Misamis Oriental. In politics, the political climate undergoes strategic and tactical changes even up to the time when people start to go to the polling precinct to vote. The most popular candidate might loss the steam in the final hour – like a runner that dashes to defeat in the finish line as an unheard competitor makes a heroic feat. Accordingly, Belmonte’s accusation that the attempt

on his life was motivated by people who are afraid of his plan to run for the mayoral seat in Iligan City come 2016 is implausible. If so, why the attempt? Well, we have no idea why the attempt on Belmonte’s life took place. Although the formal investigation is left to the authorities who are mandated to do the job, the incident leaves more questions than answers. For instance, why would the suspects leave two or more of the assailants in the vicinity of the ambush site? For having achieved Level II of the School Based Management System, 75 schools in the Division of Lanao del Norte, for this school year 2014-2015, received recognition from the Department of Education Region X during the Regional SBM Assembly and

Research Congress held on December 4-5, 2014 at the Pearlmont Hotel in Cagayan de Oro City. The said schools ranged from the elementary to the secondary levels situated at the center of the municipalities or remote barangays in the province of Lanao del Norte. The Division placed second in terms of the number

of schools awarded, as the Division of Misamis Oriental got the highest number of schools achieved SBM Level II. According to the Keynote Speaker during the occasion, Atty. Dixon Yasay of Xavier University, Cagayan de Oro City, SBM Level II is an evidence that there really is a strong partnership between the stakeholders

and the schools; hence, the school heads must have been working indefatigably by inspiring the stakeholders to get involved in education. “The tremendous increase in the number of schools that have reached SBM Level II was due to the selfless effort of our Education Program Specialists and the Public School District Supervisors who had untiringly visited our schools in the division in order to validate their level of

SBM practice. For this, I am very grateful to all of them”, said Mrs. Emmalinda E. Duhaylungsod, the Schools Division Superintendent of the Division of Lanao del Norte. She further said that the language spoken by both administrators and teachers during the World Teachers Day Celebration in October this year was “SBM” – an indication that the said system has already permeated in the school culture. Tracing the educational system here in our country, we keep on adopting and revising our curriculum with the hope that our educational system can be a vehicle for our nation building. It is sad to note that one of the reasons of the eventual fall of our nation is determined not on the battlefield but in the classroom. Thus, teachers’ beliefs have the greatest impact on what teachers do in the classroom, the ways they conceptualize their instruction and learn from their experiences. This is a challenge to the school heads as they must perform the seventy percent of their time in the instructional and supervision of classes to be able to know the real scenario of what is happening inside the class, the teaching strategies used by the teacher whether these align the learning needs of the students. It cannot be denied, that the most and easiest strategy used by some teachers is the so called “copy the board “method were in the teachers ask a student to copy what is written on the book to the chalkboard and explain the lesson based also on what is written on the book, thus students simply memorize the contents on the book. It cannot be denied also that there are teachers in the length of service who don’t bother to change the lesson plan that they used whether it is still applicable to the learning needs of the students or not anymore. Teachers were being sent to the different training workshops and seminars on teaching strategies but still they l use the traditional way of delivering the lesson. This is the perennial practice even up to this time

Another thing to consider are the contents in the subject matter, whether these are within the bounds of the Learning Competencies prescribed in the Philippine Secondary School Learning Competency and its continuity because there are some cases that if a certain topic is not familiar to the teachers the tendency is they will skip and jump to the topics which are familiar to them. This scenario, calls for a big challenge on the part of the School Heads to perform well their duties to find ways and means to structure and restructure the school system in terms of the teaching and learning process used by their teachers by way of constant clinical observation. This means there is a pre and post observation so that the teachers will be able to know his strengths and weaknesses and if his objectives on particular lessons were carried out, if the strategies used were suited to the learning needs of the students. By this process there will be an open communication between the school head and the teacher on how to improve lessons. The positive way of the school head in approaching the teacher will also help in developing the positive beliefs and professional development of the teacher, making him aware that attending different seminars as well as enrolling in post graduate classes will help and enhance the teaching and learning process in the classroom. Instilling also in their hearts that even if the school is complete with all learning aids, laboratory equipment, gadgets and adopting the new curriculum, if they will not go out from their comfort zone, the vision of producing functional and globally competitive graduates is still in vain, and thus, the quality of education that we are longing for lies in the hands of the teacher.

But even if he was never convicted in the bar of justice, he miserably failed in his presidential bid because he was already convicted in the bar of public opinion. This just goes to show that the bar of public opinion is the most powerful determinant to one’s political success. A conviction in that bar is a kiss of death to one’s political bid. This is exactly where Binay is now. Will he be able to reverse this conviction? He has a chance, but take note it is

merely a chance, if he will squarely confront the issues raised against him. His strategy of evading and of ignoring these corruption charges hurled against him is clearly not working in his favor the fact that his friend and political ally Erap is now publicly announcing he is abandoning him. There is no way that Binay can extricate himself from this mess unless he appears before the Senate to clarify the charges and come out clean from such appearance. The fact that he is doing his best never to appear before the Senate is being taken by the bar of public opinion as flight, and in criminal law, flight is proof of guilt. At this point, Binay has

Ampog, on the other hand, believes that the gov-

ernment should not only provide services for trafficked persons but to all vulnerable sectors of society. “Prevention is better than cure,” she said adding that it would be more cost efficient for the government if it could prevent trafficking. Meanwhile, Gabriela Southern Mindanao secretary general, Mary Ann Sapar said that providing regular jobs and access to basic social services is still the best action to fight human trafficking. “We can see from the documentary film that the women who are forced into prostitution and who fall as victims of trafficking are deprived of jobs and basic social services like education. That’s why resolving the issue of poverty is still the deciding factor to end human trafficking,” Sapar said. Davao City’s Interagency Council against Trafficking XI Network (IACAT XI Network) together with government and non government agencies also held a parade in the city last Friday. Atty. Arnold Arellano, co-chair of IACAT said that the first group that should initiate the campaign is the people of the barangay level, particularly headed by the barangay captain. “We believe that the campaign against human trafficking should go to the level where everything starts, and it starts in the barangay,” he said. “The council alone cannot be effective, there has to be a mechanism for purposes of operation on the ground,” Arellano said. He added that they are inviting different local agencies, prosecutors, LGUs and NGOs, in trainings about the basics of human trafficking including the existing laws, the advocacies and psychosocial management. Ampog likewise, believes that the barangay should be equipped with regards to the issue of human trafficking. “We call on the barangay officials together with the purok leaders to initiate education campaign in the community regarding the dangers of human trafficking. There are lots of structures in the barangay which could lead in educating the

community including the Barangay Council on the Protection of Children and the Barangay Council of Women,” Ampog said. Ampog added that the barangay lacks in terms of knowledge on what trafficking is. “They think that the person will just be working in another place and yet it is already a trafficking case. If the barangay will be equipped and will be made vigilant on the issue they can come up with actions to prevent trafficking,” she said. Talikala Davao has recorded 114 victims of sex trafficking this year in a number of communities where they work including barangays in Sasa, Leon Garcia, 76-A and Lapulapu. According to data from the IACAT, as of April this year, 2,359 cases in violation of the Anti-Trafficking in Persons Act law have been filed since the law was enacted in 2003.
