Welcome to Bellevue! On behalf of the Bellevue City Council and all of our residents, I am excited to welcome you and invite you to experience all that our community has to offer. Here in the heart of the Great Plains, our city sits on rolling hills overlooking the Missouri River. Our citizens enjoy a lifestyle that blends the latest in entertainment and leisure activities with an old-fashioned friendliness. Bellevue has a strong technology infrastructure that supports growth and opportunity, and we continue to demonstrate to developers that “Bellevue Is Open for Business”. A supportive community Welcome to the Bellevue-Offutt Community, home of the “Fightin’ Fifty-Fifth!” Our Wing enacts dominant intelligence, surveillance and reconnaissance, electronic attack, command and control, and base operating support capabilities around the world. We have proudly called Nebraska home for the past 50 years! The 55th Wing is the largest wing in Air Combat Command, a Major Command in the United States Air Force. We are host to more than 50 partner units, including United States Strategic Command, the 557th Weather Wing, and the Heartland of America Band. All together, the Offutt military community consists of more than 57,000 people, including civilians and contractors. We work with these units to support the Air Force’s mission to Fly, Fight and Win in air, space and cyberspace. Offutt Air Force Base was originally founded in 1890 as an Army post, and was named Fort Crook after General George Crook, an Army general who gained notoriety during the Civil War and the American Indian Wars. The first runway was built in 1921 and named Offutt Field after Lieutenant Jarvis Offutt, the first air casualty from Omaha during World War I. In August 1966, the 55th Strategic Reconnaissance Wing moved from Forbes Air Force Base, Kansas, to Offutt Air Force Base, Nebraska. Our relationship with the local community is one of our highest priorities. Before arriving, I had heard about the close community ties to be found here. And having lived here for almost a year, I can assure you this community is second to none! The support you provide on a daily basis helps us do our mission, and I am grateful for it. Thank you for everything you do to make us feel at home here at Offutt. BELLEVUE HISTORY
Explore Nebraska’s birthplace There was a time when present-day Bellevue was little more than open prairie and woodland. Native Americans, members of the Otoe and Omaha tribes, lived near the Missouri River and Papillion Creek. Less than 20 years had gone by since the Lewis and Clark Expedition had passed through the area. The year was 1822, about as early as Bellevue can concretely trace its origins as the oldest permanent settlement in Nebraska. A fur trading post operated by Joshua Pilcher was not much more than a dot on the overall landscape. Other fur traders soon followed. There was Lucien Fontenelle and his son Logan, the namesake of Fontenelle Forest. However, the most notable was Peter Sarpy. Sarpy was a jackof-all-trades, fur trader, trading post proprietor, ferry operator, businessman, and county namesake. Not far behind the fur traders were the pioneers. Names like Gow, Goss, Hamilton, Betz, Clarke, and a dozen more are synonymous with Bellevue’s early history. In an effort to encourage others to stay in their fledgling community, Peter Sarpy aided in establishing the Bellevue Town Company with the town officially incorporating in 1855. Despite the early boom years, by the 1880s Bellevue had hit a rough patch. It was not selected as a territorial capital. It was passed over as the crossing site over the Missouri River for America’s transcontinental railroad. New Nebraska towns further west were springing up and luring residents away from Bellevue. Resurgence and ultimately survival of the community was the result of two major factors. First a four-year university for men and women, Bellevue College, opened its doors in the fall of 1883. Second, was the commissioning of Fort Crook by the War Department in 1890. Construction began in 1894 and was completed in 1896. A farmer’s field was transformed into a state-of-the-art 19th century military installation. Named after the late General George Crook, the fort was dubbed the “finest

and most conveniently located forts in the United States Army� by the long defunct Omaha Daily Bee. Fort Crook saw its first of many challenges, playing an important role during the SpanishAmerican War. A telltale reminder of this era can be found at the post cemetery, the final resting place for several troops following their battle with tropical diseases acquired from service in Cuba and the Philippines. During World War I, Fort Crook served as a training base for its first aerial unit. Not airplanes, but the 61st Balloon Observation Company, which reported for duty on September 10, 1918. They never made it overseas as their training was cut short when the war ended in November 1918. Although the first air mission had been brief, Fort Crook would eventually become a major airbase. During the interwar period, two dirt runways and hangars were built for airmail services and the occasional Army Air Corps biplane. These grounds were named Offutt Flying Field at Fort Crook, after Jarvis Offutt, a World War I pilot killed in France. Located safely in the middle of the heartland, Fort Crook was selected as a site for the Martin Bomber Plant during the onset of World War II. Ground was broken in March 1941. More than 2,000 bombers were produced at the plant, including the Enola Gay and Bockscar which were used to drop atomic bombs near the end of World War II. In 1948, Fort Crook was re-designated Offutt Air Force Base. It took on a new set of challenges contesting Cold War threats and served as the headquarters of Strategic Air Command from 1948-1992. This year commemorates 50 years that the 55th Wing has maintained its mission at Offutt, first arriving in August 1966. Further combating 21st century threats and challenges, Offutt Air Force Base serves as home to the 557th Weather Wing and United States Strategic Command. From its humble beginnings as a cluster of buildings associated with a trading post to third largest city in Nebraska and significant economic player, Bellevue has been on a remarkable journey. It has been one with not only just a rich local history, but one that is intertwined with history on a national and even international level. He’s the guy at all of those ribbon-cutting ceremonies and other chamber-related events. His name is Bill Fletcher and his main job is with Papillion Sanitation/ Waste Connections. But he also has kept a full schedule as a Bellevue Chamber ambassador since 2012. “I started going to different activities and found the Bellevue Chamber of Commerce to be very energetic,” said Fletcher. He was spotted at so many events, Chamber officials decided he’d make a good representative. “For the last three years, I’ve been an ambassador,” Fletcher explained. “I’ve met a lot of people." He likes to quip, “I talk trash,” as an introduction. “People remember me,” he said. Ambassasdor of the Year honors caught Fletcher by surprise. “When they announced my name, I didn’t think they were right. It left me speechless,” he said. “The chamber does such a great job promoting itself. It makes being an ambassador that much easier.”
Kathy Saniuk has been involved with the Bellevue Chamber for more than a dozen years, thanks to one of its early Leadership Bellevue classes. “The Bellevue Leadership class . . . peaked my interest about what was going on in our community,” Saniuk said. “In terms of city government, the school board and our business community – that class got me interested in all of the above.” Saniuk was serving on the Bellevue City Council when the chamber asked for an exofficio member on its board. “I volunteered,” Saniuk said. She had been with Bellevue Public Schools as a speech language pathologist for seven years and was serving on the St. Mary’s School Board when she decided to run for city council. “They do a tremendous amount for the community,” Saniuk said of the chamber staff. Wherever help is needed, she steps up and pitches in. She has done everything from recording memberships to covering day-to-day duties and volunteering for special events such as as RiverFest.

For all that they do for the community, the Bellevue Fire and Rescue and Police departments deserved some applause. The Bellevue Chamber and Bellevue Economic Enhancement Foundation made it happen with a 2015 Partners in Excellence award. The men and women who serve the city put in countless hours working shifts into the night, on weekends and during holidays, sacrificing their personal time to serve and protect the community. Perry Guido, Bellevue’s fire chief, accepted the award on behalf of the city’s firefighters. “It was deeply appreciated,” Guido said. While firefighters don’t do their job for recognition, it is nice when they are recognized. “An occasional letter of thanks or a donation in their

honor is always appreciated,” he said. “While they don’t do it for the recognition, an award like this gives them an extra boost,” Guido said. “To be recognized is a heartwarming feeling,” Guido said. Police Chief, Mark Elbert echoed that sentiment. “To get that award and recognition from the chamber, that’s saying a lot,” he said. “We feel very appreciative.” The police department doesn’t take any recognition for granted. As a whole, they work to maintain good relationships in the community. Fostering trust as they work to protect and serve Bellevue. The award was an indication of the partnership the police have built with the community, and the business community as well, according to Elbert.

Goodwill toward the community has earned them a Distinguished Service Award from the Bellevue Chamber of Commerce. Carey’s father started the dealership in 1971 and sold it to his daughter in 1995. Today, the family dealership – with locations throughout Greater Omaha and Nebraska – is the cornerstone of Bellevue’s Auto Row. Carey's husband owns Bellevue Subaru just down the street. “It’s wonderful to be a part of the Bellevue community,” said Carey, who sits on the Bellevue University board. “Anytime they need something that is within our means we are happy to provide it,” Brian said of their support of the Bellevue Chamber. Contributing to the Fallen Warriors memorial at Offutt Air Force Base is one example. “Brian and I and all our employees take seriously giving back to the community,” said Carey.

Hike Real Estate has been in business for just three years, but its owner/broker has been in the real estate business for more than 34 years. “The whole team works hard at trying to make the community better,” Hike said. “We invest back in the community,” donating to a charity, or volunteering at a chamber event or in the schools. The Offutt Advisory Council, the Offutt Picnic and the Public Safety Foundation Board are examples. Hike is currently president-elect of the Board of Directors for the Bellevue Chamber of Commerce. “It’s a good and active chamber that really is in tune with the community,” Hike said. “The chamber is always trying to improve the business climate.”

Diane Bruce tapped the Bellevue Chamber in big ways and small ways in launching B&B Classic Dogs two years ago. “The chamber played a huge role,” she said. For the restaurant’s grand opening, the chamber came up with a two-foot-long hot dog eating contest. “The place was packed,” Bruce recalled. B&B Classic Dogs is known for specialty combinations of gourmet hot dogs and toppings. Party rooms can accommodate 15 to 50 people and the restaurant is available for private events. Bruce believes in supporting her community and chose the restaurant’s location partly for its proximity to Offutt Air Force Base. Each Tuesday, active military, veterans and their families receive a 10 percent discount at her restaurant.
April Frazier, owner of Bellevue Bodyworks Massage in Olde Towne, was excited when she won the Small Business Award — Minority Owned award. “It’s a great honor,” said Frazier. Bellevue Bodyworks has been open for nearly 11 years, but she credits the Bellevue Chamber with helping her business grow. “It wasn’t until I joined the Chamber, that I got more exposure and made more connections,” she said. Her services include hot stone massage, reflexology, deep tissue and pregnancy massage. She also offers aromatherapy. Making the grade Educational opportunities for both children and adults in Bellevue rival that of any city in Nebraska. Whether attending public or private elementary, middle or high schools or moving on to higher education, there is no shortage of accredited and high-quality education in Bellevue. For students in kindergarten through 12th grades, there is a mix of excellent public school districts within the boundaries of the city of Bellevue. Bellevue Public Schools, Omaha Public Schools, Papillion-La Vista Public School and South
Sarpy District 46 are well represented and attended by Bellevue students. Delivering quality education to more than 19,000 students is an important community role for the roughly 2,000 employees of the Bellevue Public Schools. “Any way you look at it, the Bellevue-Offutt community is unique,” said Amanda Oliver, director of communications for the district. “Bellevue is Nebraska’s oldest community, and proud home to Offutt Air Force Base and the Bellevue Public Schools.” See page 23

Bellevue provides a comprehensive education program designed to meet the needs of all students. The district-guided, teacher-written curriculum is aligned with Nebraska state standards. “Bellevue Public Schools is proud to serve the educational needs of the Bellevue-Offutt Community,” Oliver said. “There are two high schools, three middle schools, and 15 elementary schools in the BPS District serving PK-12th grade students.” Partnerships are part of the culture of the community, from middle school students teaching senior citizens about technology, to the community coming together to thank more than 12,000 military family members during the annual Offutt Picnic, she said. “Bellevue Public Schools is a great place to learn,” said Oliver. “From their exceptional early childhood programs to preparing seniors for the new challenges of college and career, the staff is committed to helping every student reach their fullest potential. This is readily apparent in the numerous honors BPS students earn every year. From elementary chess champions to state champions in athletics and activities, BPS has opportunities for all students, while also earning a high degree of academic
achievement.” The Bellevue educational community is also home to more than a dozen private K-12 schools including St. Mary’s Catholic Elementary School. This long standing institution was dedicated in August 1948 and has continued in a tradition of providing a high-quality education to its students. Luigi’s Italian Bar and Grill Another newer restaurant to Bellevue is Luigi’s Italian Bar and Grill. Owner Tim Haliti said Bellevue has welcomed the restaurant with open arms. Noting several regulars at Luigi’s, Haliti said their reputation has grown by word of mouth. Haliti is proud that the restaurant won three categories in the 2016 Sarpy County People’s Choice Awards. Luigi’s was recognized for its pizza and pasta, but as an Italian restaurant overall. “We serve traditional Italian, but our family recipes make it special,” Haliti said.
Stella's Bar & Grill Stella’s Bar & Grill has won many awards for its burgers. Family secrets have been handed down since 1936 when Estelle “Stella” Francois Sullivan Tobler opened a tavern in Bellevue. Stella’s burgers still consist of 6-1/2 ounce, hand-pressed, fresh beef patties that are cooked in a cast iron skillet. Rotella’s buns are delivered fresh every morning to complete the stacks of food presented on napkins, just the way Stella did. Stella passed away in 1985, but left a legacy to, “Help others out of the kindness of your heart, without expecting anything in return.”
Moonstruck Pizza & Meadery Mead is a type of wine made by fermenting honey instead of grapes. Nebraskans can expand their mead knowledge at Moonstruck Meadery in the Olde Towne area of Bellevue. Founder and owner Brian Schlueter, who opened Moonstruck in 2011, started making his own mead while stationed at an Air Force base in Okinawa. He serves appetizers and seven varieties of pizza along with Moonstruck’s meads, which have been repeatedly decorated at national and international wine competitions since 2013. Moonstruck’s menu features honey-crust pizzas. Gluten-free crusts are available.

Adana's Kebab House Adana’s Kebab House, the first authentic Turkish restaurant locally, is open for business. Ayten Hooper, owner of Adana’s Kebab House, is from Turkey and has been in Bellevue for more than five years. Though there are local restaurants offering convenient, fast food from many cultures, Hooper said she saw nothing for Turkish options. “I saw a ton of Greek and Mediterranean restaurants but nothing was close to Turkish,” said Hooper. The restaurant's name comes from the Turkish town of Adana, where Hooper is from and the kebab originated.

Almost ready to host meetings, receptions and more
The Bellevue community has a lot to be proud of, and the new Bellevue Event Center tops the bill for 2016. Opening this summer is an $8 million, 18,000-square-foot event center and a $14 million, 122-room Courtyard by Marriott hotel. Both facilities will be managed by Kinseth Hospitality of Iowa, which is building the hotel. The center will host events involving up to 800 people. “Though 740 is more doable,” said Amanda Glazebrook, director of sales for Courtyard Marriott Bellevue and the conference center. “The community has really embraced this project,” Glazebrook said. The event center already is booked for weddings, conferences, and more.

agreements needed for a hotel and conference and event center to be built in Bellevue. In November of 2014, the city council approved a $7.4 million bond issue to help build the conference and event center. The bond issue will be covered by the anticipated increase in revenue from sales tax, property tax and lodging tax that the facility will generate. The Chamber has done more than its share of work helping to promote the center, encouraging groups and businesses to learn what the center might offer for meeting needs and more. “The Bellevue Chamber staff have been such rock stars,” said Glazebrook. “They are such a huge component of this project.”

Vibrant and alive with talent The art scene in Bellevue is alive and well. In no small part thanks to volunteers who have made Bellevue Little Theatre, 203 West Mission Avenue, a recognized name in the greater metro community. Founded in 1968 by a volunteer board of directors, the theater is in its 47th season. Betty Swanson, a past president of the theatre’s board, is one of six original founders. “Those were very fun days in the early stages of forming the theatre,” Swanson recalled. For the first eight years, the community theatre staged its shows at restaurants and schools, including Bellevue University. Today, it’s a consistent
winner of Theatre Arts Guild awards for quality productions. Swanson’s husband, Ed, was instrumental in establishing the theatre as well, serving as an early president. In 1977, the board purchased and renovated the 244-seat, 1940s-era See page 37

BELLEVUE ARTS SCENE Roxy movie theater building in Olde Towne. In 1992, the adjacent building was purchased for dressing rooms. The box office and a thrift shop, established 20-plus years ago, operates with an all-volunteer staff. Professional actors and musicians are hired for performances – a point of pride for Swanson. Current president Dr. Ed Roche, has been on the board for more than 20 years. “We have a very loyal patronage,” Roche said of the community support the theatre has seen through the decades. Organized in 1974, the Bellevue Artists’ Association works to keep the art scene hopping in the city. Bellevue
artist have a big cheerleader in this organization. Through classes, art shows and contests, the club works to educate and promote art in Bellevue. The association meets the second Tuesday of each month at Anderson Grove Church, 12005 S. 36th St., in Bellevue. Monthly meetings include an Artist of the Month competition. Winners are chosen by popular vote in an informal competition designed to encourage artists' creativity. The group has shows at the Bellevue Senior Center among other locations. It also sponsors a juried art show with works by high school artists.

FONTENELLE NATURE ASSOCIATION
Secluded forest in the city Founded in 1913, FNA is one of Nebraska’s oldest conservation organizations and one of the largest private nature centers in the United States. The properties encompass nearly 2,000 acres of forest, prairie, waterways and wetlands along the Missouri River in the geologically significant Loess Hills. Fontenelle Forest Nature Center is designated as a National Natural Landmark with the U.S. Department of the Interior and is listed on the National Register of Historic Sites. Notable historic sites that are located within FNA properties include more than 70 Nebraska Phase Indian lodge sites; the trading post of Manual Lisa and Lucien Fontenelle; and a portion of the Mormon Trail. There is also reference in the journals of Meriwether Lewis and William Clark to a five-day encampment along the Missouri River, which is widely held to be located in Fontenelle Forest. More than 90,000 visitors walk FNA paths each year, including nearly 30,000 children and adults who participate in environmental education courses. The 26 miles of maintained trails and the mile-long barrier-free boardwalk allow visitors to enjoy the beauty of the ever-changing natural setting. With the opening of Raptor Woodland Refuge, the association also houses the Fontenelle Forest Raptor Recovery Center. FFRR works to rehabilitate injured birds of prey, such as owls, eagles and hawks. The half-acre refuge and houses up to 17 different raptor species. Elevated walkways allow visitors to view the treehouse cabins that house the
birds of prey. The goal of the FFRR is to release the injured birds back to nature once they are fully healed. Birds that are not able to be returned to the wild are kept by the center and used in outreach and education, for fostering young birds and more. The FFRR’s trained staff and volunteers make presentations to a wide variety of goups including schools, organizations and clubs.

A home field advantage Bellevue is home to Champions Village, a Boys Baseball and Girl’s Fast Pitch Softball Complex built in partnership with the city of Bellevue. Players are housed and fed on site in clubhouses and compete with other teams from all over North America and as far away as Australia. Designated by both the Nebraska Statewide Arboretum as a Community Arboretum and the Arbor Day Foundation as a Tree City USA, Bellevue has 2,000 acres of forest within our city limits. For the past six years, Green Bellevue has been applying for tree grants and organizing spring and fall tree planting efforts, which has resulted in the addition of more than 975 trees in public areas. Each year two schools are selected to engage in tree planting on school property and learn about the history of Arbor Day. The Sarpy County Earth Day celebration is held the last week of April at the Bellevue Public Schools Lied Activity Center and provides a venue for community members of all ages to participate and learn about caring for the environment. There are youth activities, local food, a 5k run or 1-mile walk, an indoor expo with over 50 exhibitors and vendors, outdoor activities and kite flying, a youth TRASHion Show, Environment Champions Awards, chances to get involved, and an educational showcase on all the green goings-on in our community! Making Bellevue a safer place The Bellevue Public Safety Foundation, in concert with Bellevue Police and Bellevue Fire and Rescue, identifies needed programs, equipment, and technology within the community and creates partnerships with local business, residents and community members to meet these needs. The foundation is dedicated to providing the Bellevue Police and Fire and Rescue Departments with supplemental resources needed to enhance the quality of life of Bellevue residents and community members. The foundation hosts several signature fundraisers each year including a golf tournament and soup competition. 2016 COMMUNITY EVENTS Nebraska's Official Veterans Parade Each November, patriotism invades Mission Avenue in Olde Towne Bellevue for Nebraska’s Official Veterans Parade. Celebrating its 15th year, the tribute honors representatives of most military branches, along with veterans from recent wars and conflicts. The morning is filled with patriotic pride that is unparalleled in the region. The parade typically draws more than 100 entries, including impressive participation from Offutt Air Force Base. This year’s parade is Nov. 5.

National Cemetery
From mid-May until mid-November, Bellevue’s Avenue of Flags flies proudly. Since 1999, American flags, thanks to the generosity of donors, lined Mission Avenue and Franklin Street in Olde Towne, Galvin Road, and a stretch of Highway 370. Due to wear and tear, many flags, poles and hardware must be replaced each year. A donation of $60 helps buy a replacement flag. Make checks payable to the Bellevue Economic Enhancement Foundation. Donations can be dropped off at the Bellevue Chamber of Commerce office or mailed to B.E.E.F., 1102 Galvin Road South, Bellevue, NE 68005. A new national cemetery is under construction near Springfield. The 263-acre cemetery is on ground purchased by the National Cemetery Administration in 2012 for $6.2 million. It is located at 14250 Schram Road, which is the intersection of Highway 50 and Schram Road. The first interments will be held in the fall and will be restricted to in-ground burials for caskets and cremation urns. By the fall of 2018, services are expected to include above-ground placement for cremated remains. Veterans, their spouses, their children below the age of 27, and children of any age who developed a disability before reaching the age of maturity are all eligible for burial at the cemetery. Van Bibber said cemetery benefits include the opening and closing of the burial plot, the plot itself, the marker, any inscription, and the perpetual care.
