Rover Pipeline Project Awards $34M Contract for Compressors Source: The Business Journal, Youngstown, Ohio.

NORTH CANTON, Ohio – Rover Pipeline LLC, a subsidiary of Dallas-based Energy Transfer Partners, has awarded a $34 million contract to Ariel Corp. to supply 39 natural gas compressors for the project. Ariel, based in Mount Vernon, describes itself as the world’s largest manufacturer of separable reciprocating gas compressors used by the energy industry. The $4.2 billion Rover project is designed to transport up to 3.25 billion cubic feet of natural gas through 36” and 42” diameter pipelines from multiple processing facilities in northeast Ohio, West Virginia and Pennsylvania to markets in the northeast, Great Lakes and Gulf Coast regions as well as to Canadian provinces. Rover Pipeline LLC announced in July that is placing more than $85 million worth of orders from Ohio-based companies – including a $27 million contract with Industrial Pipeline Specialists in Struthers – for components needed to 18

construct the Ohio leg of the 711-mile pipeline system. “Energy Transfer has a ‘buy American’ mentality,” said Joey Mahmoud, senior vice president, Energy Transfer Partners and project executive for Rover Pipeline, in a statement. “We are proud to announce this contract with Ariel as they have been an integral part of the Ohio business community for nearly 50 years. Their deep Ohio ties are especially important to us as more than 200 miles of our proposed route passes through Ohio.” The pipeline project is anticipated to create 6,500 construction jobs and 30-40 permanent jobs associated with its operation. Ohio board approves gas-fired power plant in Lordstown Source: By BOB DOWNING - Ohio.com From the Ohio Power Siting Board on Sept. 17: COLUMBUS, OHIO (Sept. 17, 2015) – The Ohio Power Siting Board (OPSB) today authorized Clean Energy Future-Lordstown (CEFL) to construct an 800-megawatt natural gas-fired combined-cycle generation facility in Lordstown, Ohio. The Lordstown Energy Center will be located on a 17-acre parcel in the Lordstown Industrial Park east of State Route 45 and south of Henn Parkway. The facility and associated transmission infrastructure will interconnect to the American Transmission Systems, Inc. (ATSI) bulk transmission system.

Freedom Court in Elyria, Ohio, is needed to support electric service and reliability in the greater ElyriaLorain area. ATSI plans to place the substation in service by December 2016. Pipeline company bringing 400 jobs to Dover Source: By Lee Morrison TimesReporter.com staff writer About 400 good-paying jobs with the Price Gregory pipeline company will be coming to the city as it becomes the headquarters for a major pipeline project covering 52 miles from Cadiz to Canton. Mayor Richard Homrighausen made the announcement at Monday night’s Dover City Council meeting. “This will indeed be a boon to Dover’s economy and to this area,” the mayor said. “It will generate untold tax dollars, not only to the city, but also to businesses throughout the Dover area” and Tuscarawas Valley region. The 16-inch diameter pipeline project is for Marathon Oil. Price Gregory will employ about 400 people based at the site, he said, adding that at least half of them will be subject to Dover’s 1.5 percent city income tax. About half of the employees already have been hired by Price Gregory, “and about 200 or more will be hired out of the local union halls,” Homrighausen said. “All employees will be union employees, with a projected payroll of between $1 million to $1.25 million weekly,” he said. “While this project has a relatively short duration, there are other pipeline projects that Price Gregory, or companies like Price Gregory, will be bidding on, which could lengthen the time frame and use of this property.” Price Gregory is leasing 20 acres owned by Kelly Quillan. The land is directly across from the Clarion Warehouse on W. Third Street. The site will serve as a headquarters for the pipeline project, and include storage areas and offices. Price Gregory will be storing pipe, pipe mats, tools, equipment and other items related to the construction of this pipeline, Homrighausen said. Company per44

sonnel will be on site as early as next week, and clean-up of the property will begin in October or November. Items will begin being stored on site in February, with construction of the pipeline scheduled to begin in April 2016, starting in Cadiz. The pipeline project is expected to be completed by late September 2016. Earlier in the day, the Dover Planning Commission met in special session to amend a city ordinance to allow the use of mobile homes. modular homes or manufactured homes on property zoned M-2 (heavy-duty manufacturing), “where a business may be temporarily located to perform construction work.” Homrighausen stressed that the units will not be for housing, or any of the socalled “man camps” associated with oil and gas exploration, such as in North Dakota. The commission approved the amendments and forwarded them to council for its approval. Those amendments were combined into an emergency ordinance. McNulty said the mayor expected signing the pledge would generate further support from the Rockefeller Foundation but did not know how much until he attended the summit.

Mayor Bill Peduto announced Saturday he signed a “resilience pledge” to commit 10 percent of the city’s budget to flood control, street and facility improvements and other projects.

City council must approve the budget and any spending on resilience projects. Peduto has proposed a $517.5 million operating budget and a $70.2 million capital budget for 2016. Council will vote on the budget in November.

The city already allocates about 10 percent of its capital and operating budget to such projects, said Tim McNulty, the mayor’s spokesman, and the pledge won’t change spending on ongoing projects. “This pledge builds on our already fiscally sound budgeting practices, and allows us to further target city resources toward making our neighborhoods and financial structures even more resilient,” Peduto said in a statement. The Rockefeller Foundation and 100 Resilient Cities will provide the $5 million. The city accepted a nearly $300,000 grant from the Rockefeller Foundation in July to hire a resilience coordinator and analyst, participate in the 100 Resilient Cities Initiative and develop a city-wide resilience plan. Two Marcellus pipeline projects move forward Source: The Pittsburgh Tribune-Review Two large pipeline projects aimed at alleviating a glut of natural gas coming from the Marcellus shale moved ahead in the federal permitting process this week. Houston-based Columbia Pipeline Group said its proposal to build the $2 billion, 165-mile Mountaineer Xpress in West Virginia entered a pre-filing phase before the Federal Energy Regulatory Commission. Moving from Marshall County to Wayne County along the state’s western border with the Ohio River, the pipeline would connect processing points and other lines, “providing producers in the Marcellus and Utica shale areas new transportation options to move gas out of the capacityconstrained supply basin and into the interstate market,” the company said. Columbia has started reaching out to landowners in the project’s path and, pending the FERC’s approval, will start construction in the fall of 2017 50

with hopes to start moving 2.7 billion cubic feet of gas per day a year later. On the northeastern end of the Marcellus, a venture led by six midstream and utility companies applied to the FERC for permits to move ahead with construction of the PennEast Pipeline. The $1

billion, 118-mile system of 36inch pipes would move gas from shale fields north of Wilkes Barre to New Jersey and the Philadelphia suburbs. “New pipeline capacity like that of PennEast is the key to unlocking the competitive advantage of abundant Pennsylvania natural gas,” David Taylor, president of the Pennsylvania Manufacturers Association, said in a PennEast announcement.

A coalition of environmental groups opposed to natural gas development renewed its pledge to block the project, scheduled to begin construction in 2017. In related news, Proposed W.Va. pipeline accepted for pre-application review. “If approved, the PennEast pipeline would impact hundreds of important water resources, thousands of residents, and lock our region into a future of fossil fuel dependence,� said Joseph Otis Minott, executive director of the Philadelphia-based Clean Air Council.

Industry leaders say such pipelines will deliver cheaper and cleaner-burning gas to areas where high demand and low supply have boosted energy prices. Within the gas-producing areas, a shortage of pipelines creates a glut that has pushed prices down to multi-year lows. Approval from the FERC will involve environmental reviews as a well as a determination that the pipeline is financially necessary.
