cylinder boxer engine running at the rear. Small-series manufacturers stretched a body made of fiberglass over the chassis and engine of the Beetle, thus writing automotive history. The same versatility is possible with ID. BUGGY—while the ID. BUGGY concept car is a pure 2-seater; it can also be converted to a 2+2-seater and an additional electric motor could be added to the front axle in order to make four-wheel drive possible. In addition, the BUGGY’s modular design allows for the composite upper body to be detached from the MEB chassis, opening up a world of possibilities for third-party manufacturers, as the original Meyers Manx kit did for the first buggies. Exterior Like the classic Beetle and Bus, ID. BUGGY has no need for a grille, and yet the summer cruiser is instantly recognizable as a Volkswagen. The prominently raised hood, fenders and tail end hint at the concept’s off-road chops, while threedimensional oval LED headlights and taillights, an LED VW logo, and a body that seems to float above the chassis lend an air of approachability. The floating effect is created by the use of two colors next to each other. The top half of the car—most notably the striking fenders and shoulders—is painted in matte Fern Green, while the bottom portion is painted in a textured Grey Tech Blue. The green part visually floats above the dark blue area. ID. BUGGY is equipped properly for 4

an all-terrain vehicle. It features standard 18-inch wheels and BFGoodrich All-Terrain T/A® off-road tires (255/55 at front and 285/60 at rear). A solid aluminum underbody guard ensures that the front axle and ancillaries are not damaged during off-road driving, and the aluminum side sill panel assumes the function of an additional underbody guard. Should another vehicle need a tow or should the BUGGY itself be incapacitated, two robust red steel eyelets are integrated in the bumpers. The reinforced windscreen frame and the Targa bar, which is also open at the side, provides rollover support. There are no doors and no roof, but a black tarp can be stretched between the windscreen frame and the Targa bar as a sun shield or as light weather protection. The open concept car is 160.0 in long, 74.4 in wide and 57.6 in high, featuring short front and rear overhangs (27.0 and 28.6 in respectively). The wheelbase is 104.3 in and ground clearance is 9.4 in. Interior The ID. BUGGY’s minimalist interior is characterized by easy handling and waterproof materials. All elements surrounding the exterior are a continuation of the body, painted in Fern Green, while the majority of the interior trim is finished in a robust Grey Tech Blue soft-touch paint. The driver and passenger sit on seats with headrests and belt guides integrated into the backrests, while the floor plate is outfitted with anti-slip knobs. Despite the shortened wheelbase June 2019

of the concept car, passengers have an unusually large amount of space. This is due to the ID. family’s compact electric drive and axles arranged further to the outside. This open space always provides room that is about one class above that of comparable cars with a conventional drivetrain. The minimalistic cockpit has been designed to match the character and design of the ID. BUGGY. With the “Hey you” display in the cockpit, the concept car greets its driver and draws attention to the fact that it is ready for operation. A hexagonal steering wheel, covered with water-repellent Nappa leather, features touch controls in the crossbar, and a digital instrument cluster keeps the dash uncluttered. Electric drive The zero-emissions drivetrain of the I.D. BUGGY is made up of the electric motor integrated in the rear axle, power electronics, a single-speed gearbox, the highvoltage flat battery (62 kWh) arranged in the car floor to save space, and the additional units integrated in the vehicle front end. The electric motor delivers 201 horsepower and maximum torque of 228 lb-ft from standstill. This means that the electric vehicle always provides enough power on the rear axle, even off-road. With full acceleration on paved slopes, the concept car sprints from zero to 62 mph in just 7.2 seconds. The maximum speed is electronically controlled at 99 mph. As an alternative to the rear-wheeldrive layout, it is also possible to fit a second electric motor in the front axle of the ID. BUGGY. In this case, an “electric propshaft” would distribute the power of the 4Motion® four-wheel drive between the front and rear axles in fractions of a second. Regardless of rear drive or fourwheel drive, power electronics control the high-voltage energy flow between the engine and battery. The power electronics convert direct current (DC) stored in the battery into alternating current (AC). The on-board electronics are supplied with 12V via a DC/DC converter. ASA Supports Connecticut OEM Repair Procedure Legislation ASA supports a proposal in the Connecticut Legislature aimed at addressing Original Equipment Manufacturer (OEM) repair procedures for collision repairs. But ASA lobbyist Robert L. Redding Jr. has asked the Connecticut Joint Committee on Insurance & Real Estate to amend House Bill 7266 to “assure additional protection for consumers, repairers and small businesses.” The amendment would make the legislation similar to “language proposed earlier in the year,” Redding said. Redding made the suggestion in comments submitted to the committee on behalf of ASA. “House Bill 7266 seeks to address an issue of concern for our consumers and repairers,” Redding said in the comments. “The OEM repair procedures are the logical repair processes to be followed. To be clear, ASA does not support the use of OEM parts only. ASA’s interest is in requiring the industry to adhere to a set of repair procedures that assure the best opportunity for vehicle safety on our

highways. “Our proposed amendment assures that no insurer shall condition payment of a claim to the insured or to any person conducting a collision repair based upon the utilization of any repair procedure or specification that does not conform to the original manufacturer’s repair procedures. “In addition, it is critical that scans are part of the repair processes. This is more important than ever before with new vehicle technologies. Many of our members risk not being paid by conducting pre- and post-scans of the vehicle to assure that the vehicle is safe when it leaves the collision repair shop. With this bill, the legislature ensures that the State of Connecticut has done as much as possible to protect consumers and small businesspersons in the repair chain following an accident.” According to HB 7266’s Statement of Purpose: “… no, (1) Motor vehicle insurance policy delivered, issued for delivery, renewed, amended or endorsed in this

state shall require a motor vehicle repair shop to deviate from the collision repair guidelines, procedures, recommendations and service bulletins issued by vehicle and original equipment manufacturers; and “(2) motor vehicle repair shop shall deviate from such guidelines, procedures, recommendations and bulletins without customer authorization.” The Automotive Service Association is the largest not-for-profit trade association of its kind dedicated to and governed by independent automotive service and repair professionals. Volvo Certified Auto Body Shop Parts Restrictions Take Effect By John Huetter Volvo began restricting collision parts to its network of certified collision repairers, making good on a promise announced late last year at SEMA. A dealership-facing document shared with Repairer Driven News declares 11 part numbers for frame rails and wheel housings to be restricted effective March 1. Other luxury repairers have taken similar precautions to prevent unqualified shops from compromising their vehicle structures with incorrect repairs. The most recent example until Volvo’s announcement appeared to be General Motors’ 2015 promise it would restrict parts and measurements on its complex, mixed-materials Cadillac CT6 to a new certified network. “As a FYI, this is nothing new and very common in the industry to prioritize selected parts shipped to authorized Certified Body Shops,” a Volvo aftersales manager wrote in a recent mass email obtained by Repairer Driven News. “Effective March 1, 2019 Volvo Car USA is restricting sale of several highly specialized parts to Volvo Certified Collision Facilities,” Volvo wrote Friday. “The motivation for this initiative is to ensure that, in the event that one of these parts does need to be replaced, it is replaced by a highly skilled trained professional. In this way we can ensure

that our vehicles will perform the same in any future events as it did when it first rolled off the assembly line.” Volvo as of Tuesday afternoon did not yet appear to have removed at least some of the parts from its online parts sales website or dealer inventories, raising the question of if components in the wild still could reach unqualified shops by mistake or retailer defiance of the Volvo restriction’s spirit. However, once that supply dries up, Volvo’s certified shops ought to be the only ones able to get the components. The OEM’s Friday communique to dealerships indicated it would dropship parts directly to certified shops — and only those shops. “If you have a VCCF that is in need of one of these parts you may order it as a ‘Drop Ship’ through the Parts Application,” Volvo wrote. “As part of the order process you will be provided a drop down list of authorized ‘Ship To’ VCCF locations. The Parts Application will only accept one of these locations to complete order placement. If you attempt to order a Restricted Part on a Critical or Stock order to be delivered to a Non VCCF operation the order will be cancelled.” “So if any shop other than a Volvo Certified shop calls looking for one of these parts, they must be informed that Volvo restricts the sale of this part to Volvo Certified shops only,” the aftersales manager wrote.

Shops who want to work on Volvos with restricted parts can still join the Volvo Certified Collision Facility network, though their window to do so might be closing. Volvo Certified Collision Program manager Kenneth Park in November 2018 said Volvo has 203 out of the 350 shops he said would be the capped ceiling to the program. Shops will have to meet a variety of requirements The cap was aimed at providing “exclusivity,” according to Park. Besides meeting a variety of training, equipment and facility requirements, the shop must use 100 percent OEM parts. Certification could lead to a boom in a shop’s business. Volvo might be a brand on the rise, having grown sales by 20.6 percent to 98,263 vehicles in the United States last year. Research found that 85 percent of Volvo customers search for a certified body shop online, and there’s a “huge opportunity” for the collision repairers on the program, Park said in November. In addition to Volvo’s existing locator website, the OEM will refer customers to the shops through its Roadside Assistance program, and a new CCC partnership could make it possible for Volvo to detect a crash and match customers with certified shops. Understanding Ford’s Pre- And Post-Repair Scanning Process By Mark Bochenek, Principal, OEM Business Development, I-CAR Pre- and post-repair scanning continues to be a topic of conversation during the collision repair process, from the very first scan of the vehicle to the last calibration. The growth of in-vehicle technologies, such as advanced driver assistance systems (ADAS), has made the repair process even more complex. Yet, failing to follow the original equipment manufacturer (OEM) procedures could compromise complete, safe and quality repairs. For instance, a camera mounted too high, or at an angle a few degrees off, could be detrimental to the accuracy of several ADAS systems, but it’s not only cameras that require calibration. Many distance sensors, including adaptive cruise control, collision brak-

ing and blind-spot detec- tion/warning, also require calibration following part removal or replacement. The process is performed to teach the sensor how far objects are away from it. If a collision braking sensor doesn’t recognize one millimeter versus one meter, there is a chance the vehicle could drive into another vehicle or initiate braking when it isn’t necessary and potentially cause a collision. Ford Motor Company recently issued a position statement detailing OEM-directed pre- and post-repair scanning in the collision repair process. Like Ford, I-CAR® urges technicians to utilize the OEM-issued information and procedures for all collision repairs. For repairers looking to learn more about calibration requirements, I-CAR

has made an OEM Calibration Requirements Search feature available by subscription through its Repairability Technical Support® (RTS) portal, which describes when calibration/aiming is required following repairs to vehicles equipped with ADAS. This information, which is available at rts.i-car.com, provides benefits in the damage analysis process, reduces the time spent developing the repair plan and could improve cycle time when done in advance. Users can easily search for the vehicle make and model they are repairing. Frequency Down, but Ccc Says Not yet Tipping Point of Theorized Adas Crash Decline Collision repairs are at risk of a loss of volume prompted by the rise of advanced driver assistance systems, including the autobraking ramping up across the U.S. fleet. CCC predicted in 2018 and again this year that ADAS is leading to what will be a 5 percent drop in vehicles in crashes from a baseline 1995 statistic by 2022. ADAS starts to more significantly cut crash volume from that tipping point, with volume down 20 percent by 2030 under CCC’s projections. “So, while this is only a high-level estimate, it underscores the inevitable decline in frequency that these systems will have as ADAS market penetration grows,” CCC wrote in its 2019 “Crash Course.” “… More recently, as auto claim frequency has begun to flatten and motor vehicle fatalities have fallen slightly, there is evidence that perhaps some of this can be attributed to a greater share of vehicles on the road with ADAS.”

The Insurance Institute for Highway Safety has consistently found ADAS technology cutting crashes, perhaps most notably the autobraking OEMs will make standard as of 2022. “Because there was limited data released to suggest that ADAS efficacies had improved dramatically, or that the rate of adoption will ramp up more quickly, our projection remains the same this year,” CCC wrote in the 2019 “Crash Course.” So, while this is only a high-level estimate, it underscores the inevitable decline in frequency that these systems will have as ADAS market penetration grows.” The U.S. fleet itself remains aged, with the average vehicle between 11 and 12 years old and not necessarily sporting any ADAS. However, the average repairable vehicle is just 5.9 years old and the average totaled car 9.66 years, under CCC’s data. This means repairers could in theory be facing a smaller pool of

potential customers more prone to having newer technology and potentially avoiding more crashes than the overall vehicle fleet. Of course, as CCC observed, pot legalization, distracted driving and other factors might offset this decline. In any case, a sort of ADASaggeddon seems to be creeping up on the repair industry, where frequency plummets but severity might not climb enough to keep every shop fed to the degree it’d like. “We are starting to see some of that potential” reduction in crashes, CCC’s “Crash Course” author, analyst and director Susana Gotsch said in an interview this month. But despite ISS Fast Track Plus reports of frequency reductions (except in commercial) in 2018 and three of the nation’s top 4 auto insurers describing the same, Gotsch said she didn’t think the industry was truly over that ADASdecimating-frequency cliff yet.n

Toyota’s Support of Family Literacy in America Reaches $50 Million To help celebrate the 30th anniversary of the National Center for Families Learning (NCFL), Toyota is donating $1 million to help break generational cycles of poverty through family literacy in the nation’s capital and northern Alabama. This new donation brings Toyota’s total contribution over its 28-year partnership with NCFL to $50 million. To date, 420 Toyota Family Learning Centers have

BMW Manufacturing Led The Nation In Automotive Exports By Value X models were exported through five other southeastern ports: Savannah, GA; Brunswick, GA; Jacksonville, FL; Miami, FL; and Everglades, FL. All totaled, the Spartanburg plant exported nearly 66 percent of its total production volume of 356,749 units. BMW Manufacturing’s production volume and exports declined slightly in 2018 due to model updates of the popular BMW X4 and BMW X5. “Despite last year’s model changeovers and the ongoing uncertainty regarding trade and tariffs, Plant Spartanburg is still positively contributing to the U.S. balance of trade,” said Knudt Flor, president and CEO

For the fifth consecutive year, BMW Manufacturing led the nation in automotive exports by value, according to data released this week by the U.S. Department of Commerce. BMW exported 234,689 X models from its Spartanburg, SC, plant during 2018. About 81 percent of these Sports Activity Vehicles and Coupes were exported through the Port of Charleston with an export value of more than $8.4 billion, according to Commerce Department data. Ford Unveils Certified Collision Network Earlier this year, Ford Motor Company launched its new Ford Certified Collision Network (FCCN), an internally-managed program designed to help repairers keep pace with the rapidly changing repair requirements of today’s vehicles. This new network offers increased access to original equipment repair procedures and a more direct connection to Ford than ever before, and replaces the National Body Shop Network (NBSN), which it began in 2015. “We are committed to delivering quality and safe collision repairs,” said Jennifer Boyer, Ford global collision business and strategy manager. “The evolution of our collision repair certification program demonstrates this BMW From page 24 in South Carolina. Nev. Bill: No Aftermarket for 5 Years Without Consent; OEM Procedures Must Be Honored A new Nevada bill demands insurers secure the written consent of a consumer before requiring aftermarket parts on vehicles younger than 5 years before the date of the damage. “An insurer shall not require a body shop or garage to use aftermarket parts to repair physical damage to a motor vehicle that was manufactured less than 60 months before the date of the damage unless the insurer has obtained written consent from the owner of the motor vehicle to install aftermarket parts,” states Assembly Bill 173, which is sponsored by Assemblyman Richard Carrillo, D-Las Vegas, and three others. “… If a motor vehicle was manufactured less than 60 months before the date of the damage, the insurer shall provide written notice to the owner of the motor vehicle of the appraisal of the physical damage written on behalf

of the insurer and the estimate prepared by the body shop or garage. The written notice must indicate that, with regard to damage which is the subject of the claim, the owner may require the insurer to provide for the repair of each damaged part of the motor vehicle with either: “(a) An original equipment manufacturer part; or “(b) An aftermarket part.” (Minor formatting edits.) 60 months might seem like a long time, but that view ignores how advanced vehicles have become in the past decade. Remember, it’s 2019 today. The bill kicks in Jan. 1, 2020, if it passes. Vehicles built five years before a crash that day are in or entering the 2015 model year — which includes the aluminum Ford F-150 generation, for example.

Subaru’s EyeSight ADAS technology would be at least seven years old Jan. 1, 2020, and electronic stability control has been mandatory for vehicles built since Sept. 1, 2011 — nearly nine years prior. intake and the exhaust valves feature variable valve timing, which results in both improved low-rpm performance, as well as increased torque throughout the rev range. A relatively high 10:1 compression ratio further helps the engine’s efficiency, yet it still takes regular (87 octane) gasoline. The Golf SportWagen S 4Motion features a compact turbocharged and direct-injection 1.8-liter four-cylinder EA888 TSI gasoline engine. It produces 168 horsepower at 4,500 rpm, and torque peaks at 199 pound-feet, with the broad torque band starting at 1,600 rpm and lasting until 4,400 rpm. GM Stresses Goal of Brand Loyalty Following Collision By John Huetter General Motors customer care and aftersales Global Vice President Tim Turvey shared insight into the OEM’s perspective on protecting its brand, one of three goals he said drove GM’s collision strategy. Repair quality and customer experience were GM’s other two considerations, Turvey told the audience at the International Bodyshop Industry Symposium in San Diego. The automaker last year unveiled requirements and plans for its certified collision network. Echoing fellow Detroit OEMs FCA and Ford, Turvey cited the threat of customers switching automaker brands after an incorrect repair — illustrating this point by noting that brand defection after 12-18 months was already “phenomenal” even when the repair was right. Customers are going to bail naturally, particularly if it’s a serious impact, he said. “We take the hit on it,” he said.

If a vehicle is a total loss, the customer by default probably needs to buy a car. GM also wants to have a “handoff” — an opportunity for its dealerships to sell that car to the customer, Turvey said. This calls to mind a promotion described in May 2018 by Nissan certified collision growth planner Sara Balog. According to Balog, total loss customers who patronized certified auto body shops could get a discount on a new Nissan. The shop would see an alert in OPSTrax or TraxPod that a special Nissan offer exists, she said. “Consumers may blame the shop if their vehicle is deemed a total loss, which may negatively impact CSI scores,” a slide stated. “… Be the hero to your customer by providing a solution and exceptional service to Nissan customers at a time of real need.” Recognizing the OEM has a brand interest in a customer following a crash and collaborating could actually dovetail with an insurer’s own interest. (Plus, a carrier can’t

keep an automaker out of the process anyway. An OEM will be the first to know about a crash through in-vehicle telematics, as Turvey’s Ford global counterpart Frederiek Toney pointed out Thursday.) Moderator Sean Carey, president of SCG Management Consultants, said 41 percent of customers also defect from their carrier after a bad claims situation. He said 91 percent of customers in a crash viewed as potentially a total shop for both a different insurer and different car brand during the 45 days it typically takes to declare and settle the total. Turvey mentioned that MyPriceLink helped foster dialogue with insurers. The company wanted an opportunity to win parts business, but found its prices undercut, according to Turvey. MyPriceLink addressed that issue, but it also got the attention of carriers, Turvey said. Since then, there’d been less tension, though work remained with a few insurers, he said.n
