Choosing a child care provider is one of the most important decisions a family will ever make. A quality early learning environment is vital to a child’s growth and development. But it also provides stability – encouraging parents to be productive employees and helping local economies to grow.
For more than three decades, the Early Care & Learning Council and its membership of Child Care Resource and Referral (CCR&R) agencies around the state have been the critical link, connecting parents to safe, affordable, quality child care providers in their communities. Through this statewide network, they also deliver: »» Training & education for child care providers »» Local & regional economic development support »» Advocacy & policy expertise for lawmakers From a phone call with a parent to a meeting with lawmakers, the Early Care & Learning Council and its network of member agencies are working at every level to ensure New York State families can access the best possible child care for their children.
A critical community link
The Early Care & Learning Council is a not-for-profit membership organization, comprised of 38 Child Care Resource and Referral (CCR&R) agencies. Across New York State, CCR&R agencies match parents at every income level with child care providers that best meet their needs. Each year, CCR&R agencies answer more than 65,000 referral requests from families seeking safe, affordable, quality child care for their children. They also connect them with financial assistance to pay for child care as well as other important resources and services. As experts in their community, CCR&R agencies also serve as a critical link to local economic development efforts. Working with chambers of commerce, economic development officials and major employers, CCR&R agencies help to attract new business and assist relocated workers in finding child care. In turn, this leads to greater workforce and business productivity.
Training and Education Community Outreach Each year, the Early Care & Learning Council, in partnership with its member agencies, deliver more than 4,000 trainings to child care providers, parents and community leaders. The power of a statewide network
As the only organization of its kind, with membership in every New York community, the Early Care & Learning Council is uniquely positioned to educate, share best practices, collect data and provide technical assistance that improves the quality of early care and learning in our state. Through this statewide network, the Early Care & Learning Council, with its Child Care Resource and Referral agencies, deliver more than 4,000 trainings each year to child care providers, parents and community leaders. Recently, our members helped field test QUALITYstarsNY, a five-star quality rating and improvement system for early care and learning providers. The Early Care & Learning Council’s statewide presence has made it an effective advocate at both the local and state level. Since 1975, the organization has worked closely with lawmakers and education leaders to secure investment, adopt legislation, and create policies that improve quality, affordability and access to care for New York’s children.

This work is done through a partnership with a strong network of community-based Child Care Resource and Referral agencies around the state.
The Early Care & Learning Council is a membership organization, representing Child Care Resource and Referral agencies across New York State. These agencies are on the front lines, providing direct assistance and support to parents, child care providers and employers in their communities.
Quality early care and learning helps close the achievement gap for New York’s children. It also makes parents more productive employees and helps the state’s economy grow. Every year, Child Care Resource and Referral agencies are connecting nearly 40,000 parents with quality child care providers in their community.
