Children’s Council connects families to child care that meets their needs and works with parents, providers and community partners to make quality child care and early education a reality for all children in our city.
A Message to You
In the first few years of life, 700 to 1,000 new neural connections form every second in a child’s brain, according to the Harvard University Center on the Developing Child. Furthermore, science tells us that a major ingredient in this developmental process is the interaction between children, their parents and other caregivers. “In the absence of responsive caregiving – or if responses are unreliable or inappropriate – the brain’s architecture does not form as expected, which can lead to disparities in learning and behavior,” the Center reports. Kids without quality child care start behind, and often stay behind. Child care matters. But, finding quality child care is daunting for all families, and it’s even harder for low-income parents. At Children’s Council, our vision is that quality child care and early education are a reality for all children in San Francisco, closing the achievement gap and allowing all families to thrive. Parents need reliable child care so they can work and children need nurturing care and early education to prepare them for school and for life.
At Children's Council, we help families find child care that meets their needs. We help all families understand their options and help low income families pay for care. We increase the availability of quality care in our city by helping people start child care businesses, and we strengthen their skills as early educators. We also engage with state and local policymakers to increase investment in early care and education. And, the good news is that child care champions abound in our city. We hope the champions you’ll learn about in the pages of this Annual Report will inspire you to champion the future of Children’s Council of San Francisco!

Child Care Champions Luncheon Thank you to the more than 300 community members who joined us on May 16, 2016, for our inaugural Child Care Champions luncheon, which raised $144,000 for our work. We celebrated the legacy of our founder, Patty Siegel, and honored Parent Voices (a statewide parent advocacy program) with our first Patty Siegel Community Champion Award. Our Family Child Care Provider Honoree was Delia Suarez.

Robyn Buckins Mother of four, Children’s Council client
“ I had marketable skills and a college education, but the cost of child care exceeded what I was making…I basically could not take care of my children.” When Robyn Buckins came to Children’s Council, she says, “I had job skills, a college education and a good job, but I could not afford child care. I felt stuck. But Children’s Council helped me qualify for subsidized child care. As a result I was able to work, provide for my family and afford the portion of child care costs that I was responsible for.” For the next ten years, Children’s Council helped Robyn qualify for subsidized child care, as well as a wide range of summer programs. Robyn says, “Summer can be stressful for

working parents. You want to know your children are safe and busy when school is out. My kids had the opportunity to experience outdoor camping, reading programs, sports camps... Delia Suarez Director, Delia’s Little Angels family child care
“ I opened my child care program to give my grandchildren love, communication, respect and love of nature. I want other children to have all the opportunities that my grandchildren have.” For more than fifteen years, child care provider Delia Suarez has opened her home to hundreds of children, offering a safe, nurturing environment for kids in the Bayview neighborhood. According to Delia, “The parents of our children work very hard; they have two or three jobs. The children aren’t always able to get that strong communication with their parents, so we try to give them 100% quality care.”

Yvette Gaines Children’s Council staff member, with her son Benoit
“ By connecting families with quality child care, it allows parents to go to school, to work, to improve their parenting skills… It gives them the opportunity to be the best that they can be for their child.” As a Children’s Council staff member for 23 years, Yvette Gaines has connected hundreds of families to child care that meets their needs. She’s developed training programs for child care providers and counseled families about child care options and financial assistance. Most recently, she became a consultant to our Family Child Care Quality Network. Yvette says, “I’ve seen firsthand that children who have quality early education experiences are so much more likely to do better in school, graduate from college, get good jobs and have a better quality of life.” Yvette has unique insight into the lives of working parents: she is 6
the mother of five sons, including ten-year-old Benoit, whose deafness has been completely addressed through American Sign Language and a cochlear implant, which he has worn since age three. “Over the years I’ve seen many families forced out of San Francisco, simply because they could not afford child care,” she says. “Affordable child care keeps our city interesting and diverse. Farris Page, Ph.D. Children’s Council board member
For nearly 25 years, Farris oversaw Children’s Council’s work in early childhood mental health and inclusion of children with special needs. In 2012, when the prestigious California Center for Infant-Family and Early Childhood Mental Health endorsed Dr. Farris Page as an advanced mental health practitioner, they made official what hundreds of families and child care providers already knew: Farris is a leader in child development and an asset to the early education field. For nearly 25 years, Farris was on staff at Children’s Council, overseeing our work in early childhood mental health and inclusion of children with special needs. When she retired in 2013, Children’s Council created the annual
Farris Page Award to honor the staff member whose work exemplifies the knowledge, compassion and expertise that Farris brought to her career. Farris’s motivation for joining the Children’s Council board was simple: “I wanted to impact the conversation about outcomes for kids. Are we doing everything we can to create positive outcomes for all of our kids? That’s why I’m on the board.”
