Message from the City Council - Summer 2012 Summer weather seems to be an incessant topic of conversation among locals and tourists alike. Temperatures in the Bay Area’s inland valleys rise from warm to sweltering, while we embrace those cool, fog-kissed afternoons that have become synonymous with Daly City. This summer 200,000 visitors are expected to enjoy our naturally air-conditioned climate as they descend upon the Olympic Club for the 112th U.S. Open Golf Championship from June 11-17. Brace yourself for a little extra traffic – many of the golf fans heading to the U.S. Open will pass through Daly City on their way to the Olympic Club. Daly City has a history of being a friendly and welcoming community. In fact, the City’s roots are traced directly to John Daly’s welcoming of refugees from the Great San Francisco Earthquake and Fire of 1906. We don’t usually shy away from visitors, but rolling out the red carpet for 200,000 uninvited guests – roughly twice the size of our entire population – might be a bit overwhelming. If you are not a fan of golf or traffic, you might want to avoid the Olympic Club when the U.S. Open rolls into town. We expect heavier than normal congestion on John Daly Boulevard between Skyline Boulevard (Highway 35) and Park Plaza Drive, especially the weekend of June 15–17. Due to the large crowds expected near the Olympic Club and the limited access along Lake Merced Boulevard during the U.S. Open, the Doelger Senior Center, Pacelli Events Center, Westlake Park and the Department of Library and Recreation Services Administrative Offices will be closed from Friday, June 15 through Sunday, June 17. All facilities will re-open Monday, June 18 (barring any play-off rounds). We expect some inconvenience during the U.S. Open, but the large volume of visitors may also help our local businesses. Golf fans from out of the area will likely fill local hotel rooms, eat at Daly City restaurants, and shop at our retail centers. And before you know it, the crowds will vanish and the peaceful tranquility of our community will be restored. The U.S. Open will be a fading memory by the time summer is in full swing. Get out there and take advantage of all the programs our Library and Recreation Services Department has to offer!

KinderSkills: A Bilingual Journey: Age 3.5-5years Class is designed to give your child a head start in math, science, art, Spanish bilingual skills and more for academic success later in life. Geared to peak your child’s interest in these areas through play, books, conversation and art projects. Projects will include numbers, letters, colors, shapes, seasons, and planets. Summer Camps 2012 AM & PM CARE INFORMATION

Registration in the camp is required in order to register for AM and/or PM Care. AM Care is extended care for 2 hours prior to the camp start time while PM Care is extended care for 2 hours following the camp end time. During AM and PM Care, children are supervised while they interact and engage in recreation with other campers. Parents may drop off children no earlier than 7am for AM Care and MUST pick up their child(ren) no later than 6pm for PM Care. You have the option to sign up for one or both of the extended cares. Please note: if you are not signed up for one or both extended care and your child(ren) utilizes this service, a fee or fees will be assessed for the week. AM hours: 7:00-9:00am, Cost: $30 per week PM hours: 4:00-6:00pm, Cost: $30 per week Available only for selected camps.

Youth and Teens

GENERAL INFORMATION The Department of Library and Recreation Services Summer Day Camps offer children a variety of activities and experiences with opportunities to create memories that last a lifetime. Promoting cultural unity, providing recreational adventures, team-building and developing social interaction skills are what we do best! All of our activities are led by trained and experienced professionals who are educated in leading well supervised recreational, social and educational activities. In addition, we provide youth with the knowledge, skills, and attitude of positive discipline and leadership. Campers should bring their own lunch and water for all day camps. Bring swim suits, towels, water, and lunch for all swim camps. Our 2012 camps will operate from June 11 through August 10, Monday through Friday, 9:00am-4:00pm unless otherwise stated. Extended care is available for most full day camps; AM Care 7:00-9:00am and PM Care 4:00-6:00pm. These hours are optional and available for a fee.

All Sports Camp Boys and girls, ages 6-14 will learn and focus on the fundamentals of various sports that may include: Badminton, Baseball, Basketball, Bowling, Dodgeball, Wrestling, Flag Football, Indoor Soccer, Kickball, Tennis and Ultimate Frisbee. As the camp enters it’s 5th year in Daly City, it will emphasize fundamentals, special shooting clinics, team competition, highlight videos and contests of basketball skills. Aqua Guard Start Camp The Aqua Guard Start program is designed for youth 11-14 years old. Before entering the program, participants must demonstrate these skills: tread water for 1 minute using arms and legs, submerge and swim 10 feet underwater and swim 25 yards front crawl continuously. The Guard Start program consists of 5 categories: Prevention, Fitness, Response, Leadership, and Professionalism. This course provides participants with some of the knowledge and skills needed to prepare for the American Red Cross Lifeguard Course and to prepare for future jobs in aquatics. This course also provides hands-on experience and opportunities to make new friends, learn new games, attend field trips, strengthen leadership skills and personal growth. Aqua Swim Camp Our camp welcomes children ages 6-12 who have some swimming experience and a desire to explore new experiences, develop new friendships, and learn new skills. Participants will have the opportunity to enjoy water activities, work on swimming skills, and receive stroke guidance. This camp will not be held entirely in the pool. Participants will play outdoor games, attend field trips, and enjoy an end of the week party. Some activities may include: obstacle courses, scavenger hunts, and aquatic activities designed to strengthen their swim ability. SUMMER YOUTH RECREATION PROGRAM (SYRP) 2012

Welcome to the 2012 Summer Youth Recreation Program. We offer children in grades 1st through 6th (6-12 years old) positive and exciting social diversions through recreation. The Summer Youth Recreation Program is held at 5 sites: Westlake, Panorama, Gellert, Westmoor, and JFK. The program offerings are full day, 9:00am5:00pm or half day, 1:00-5:00pm. The program focuses on incorporating the Six Pillars of Character: trustworthiness, respect, responsibility, fairness, caring, citizenship, as the foundation of the program. Participants will experience a morning and/or afternoon jumpstart; group activities and challenges, daily snacks, and a variety of enrichment activities. Parent/Caregiver(s) can be assured their child(ren) will receive the following benefits: • A safe haven to socialize and recreate with their peers. • A time set aside to teach vital life skills. • Team building and collaboration. • Fun, creative games, sports and various activities. For the advanced player, there is the Gold Division, which will allow players to test their skills through competition, in a varsity team manner, with tournaments and matches.

Giammona Pool 131 WESTMOOR AVENUE (650) 991-8022 DALY CITY DEPARTMENT OF LIBRARY AND RECREATION SERVICES MAIN OFFICE (650) 991-8001 The NEW Giammona-Westmoor Pool is a year-round indoor, heated swim facility with 11 swimming lanes, a therapy pool, and a classroom. The pool temperature is approximately 82 degrees. The pool is located at the south end of Westmoor High School. Parking is available in front of the pool on Edgemont Dr., and in the school parking lot off Westmoor Ave., the western border street. Dressing room, lockers, and showers are available. You must bring your own lock to use lockers. LEAVE ALL VALUABLES AT HOME.

Level V: Sea Lions

Sea Turtles:

Stroke Refinement: front/back/sidestroke, elementary backstroke, butterfly, and breaststroke kick for distance; diving, treading; and introduction to breaststroke arms and flip turns.

Ages 6 months - 5 years. Must be accompanied in water by parent or guardian. Students are introduced to the water environment, basic swim skills and water safety through games, songs and the use of toys. Guardians, parental involvement in the learning process reinforces the parents’ role in the child’s development.

Ducklings:

YOUTH CLASSES: AGES 6-17 YEARS (LEVELS I-VIII) Must be at least 48” tall OR of adequate skill level.

Level I: Guppies Introduction to Water Skills: emphasizing water adjustment, basic breathing, floating, kicking, gliding, jumping, and treading.

Level II: Jellyfish Fundamental Aquatics Skills: front/back float with no support and with glide; introduction to elementary backstroke arms, sidestroke, front crawl, back crawl, sculling/finning; treading and jumping.

Level III: Sea Horse Stroke Development: front crawl, back crawl; treading, knee dive; introduction to elementary backstroke, butterfly kick, underwater glides, sidestroke and deep water swimming.

Level IV: Otters Stroke Improvement: front/back crawl, sidestroke, and butterfly kick with personal flotation device for distance; treading, diving, floating; introduction to breaststroke kick, elementary backstroke kick and open turns.

Personal Water Safety: enhanced efficiency, endurance and ability to perform strokes; approach stroke; tread 2 minutes; treading without arms; turns and introduction to competitive diving.

Level VII: Sharks Fundamentals of Diving: backstroke, elementary backstroke, freestyle, breaststroke, butterfly with competitive flip turns; sidestroke and water rescue skills; tread for time with and without arms; 10 minute swim test with turns.

Aquatics

Ages 3-5 years. A child’s first swim class without parental assistance. Water adjustment, pool safety, underwater exploration, kicking, and stroke readiness are introduced.

Level VI: Porpoise

Build a Dream Scholarship Program This policy details the guidelines, eligibility and procedures required for the submission, review and approval/denial of a Build a Dream Scholarship Application.

Policy Overview: • Scholarship applicants must be residents of the City of Daly City. • It is the mission and policy of the City of Daly City to provide access for all citizens to its Library and Recreation classes, events and programs. • The Scholarship Program shall be based upon an existing system for eligibility, utilizing San Mateo County programs (CalWorks, Medi-Cal, General Assistance and WIC) to establish eligibility thresh olds. The purpose of this shall be to ensure integrity of the Scholarship Program which shall be established in a manner that balances administrative simplicity and efficiency and individual confidentiality and dignity, with the City’s need to verify residency and income eligibility.

Requirements: • The Scholarship Program applicant/recipient must be a Daly City resident. • Scholarship recipients are only eligible for one scholarship per Activity Guide cycle. • A new Scholarship Application must be completed for each scholarship requested.

Scholarship Criteria:

• Scholarship assistance will be granted based on established financial need criteria and available funds. • Applicants must ensure copies of all supporting documents are provided as an attachment to the Scholarship Applications. • Incomplete Scholarship Applications will not be accepted. • Scholarship Application packets will not be returned. • Scholarship recipients must immediately notify the Department of Library and Recreation Sevices in the event the recipient no longer meets the income criteria. • All Scholarship Applications and supporting documents will remain confidential.

Process for Application: After a complete Scholarship Application is submitted to the Department of Library and Recreation Services, staff will commence the following review process: 1. A Scholarship Application must be submitted for consideration at least three (3) weeks prior to the commencement of the Activity Guide cycle. 2. Submittal-alone of a Scholarship Application is not confirmation of program or class enrollment nor a confirmation of scholarship approval. 3. The Department of Library and Recreation Services will notify applicants regarding the approval status of the scholarship request within five (5) business days. 4. The Department of Library and Recreation Services will make the final determination of scholarship eligibility based solely on the information contained in the Scholarship Application, supporting documentation and Scholarship Program criteria. 5. The Department of Library and Recreation Services does not discriminate on the basis of race, color, national origin, gender, age, medical condition, marital status, or religious belief. 6. Applicants who falsify information or do not regularly attend the class or program may be ineligible for future Scholarship Program consideration. If extenuating circumstances prevent regular attendance, please immediately notify the Department of Library and Recreation Services at (650) 991-8001.

Scholarship

• Scholarship assistance is to be used only to off-set the cost of the registration fee and not for supplies, extra fees, admission fees or excursions/field trip fees. • The following age groups are eligible for the award of a scholarship: Youth through age seventeen (17) and active adults age 50 and older. Adults age 18-50 are ineligible for the Scholarship Program. • Youth programs qualified for scholarships are limited to: youth athletic leagues, youth aquatic classes and the Youth Recreation Program. • Active adult programs qualified for scholarships would be limited to: classes which facilitate physical movement. • Program areas not eligible for scholarships would include: library services, tiny tot classes, tennis lessons, camps, trips and excursions, facility and pool-party rentals, drop-in classes, all classes and programs serving adults age 18-50 years of age and classes $10 and under.

INSTRUCTIONS Fill out registration form completely, including Class Code and ages for children (please print). If indicated class is full and no alternative is listed, your name will be put on the waiting list and your check returned. Make checks payable to City of Daly City (include Class Code on check). Do not mail cash. Registration will not be processed without correctly paid fees. Register early! Classes fill up quickly or maybe cancelled due to low enrollment. Classes not reaching minimum numbers maybe cancelled and fees refunded. Registration will be taken at the pool beginning the first day of each class only. REFUNDS POLICY After a class starts, refunds/credits will be granted only if the participant can’t continue a class due to extended illness or family emergency or the participant/parent exercises the “Satisfaction Guarantee” policy. Refunds/credits will not be granted for individual classes a participant misses during a session. No make-ups in most classes - inquire with instructors.

Overview In the interest of providing the public and staff with an equitable and consistent policy, the following Refund Policy has been established for providing refunds and credits resulting from the cancellation of or withdrawal from a Program, Class, Camp or League offered by or through the Department of Library and Recreation Services. • If, for any reason, a Program, Class, Camp or League is cancelled by the Department of Library and Recreation Services, the customer shall receive a full refund or credit. • If a customer wishes to cancel their enrollment and receive a full refund, the request for a refund must be made at least five business days prior to start of the Program, Class, Camp or League. • Refunds shall be issued only in instances when a customer cancels their registration at least five business days prior to the start date. In all other cases, a customer account credit shall be issued.

Program, Class or Camp • If a customer withdraws from a Program, Class or Camp less than five business days prior to its start date, the customer shall receive a credit less a $10 processing fee. Refunds shall not be issued. • If a customer withdraws after a Program, Class or Camp has commenced, the customer shall receive a partial credit. The amount of this partial credit shall be pro-rated based on the number of remaining sessions, less a $10 processing fee. Refunds shall not be issued.

Youth Sports Leagues • If a customer withdraws from a Youth Sports League less than five business days prior to its start date, the customer shall receive a credit less a $10 processing fee. • If a customer withdraws within the first three weeks of a League season, the customer shall receive a credit less a $30 uniform fee and a $10 processing fee. If a customer withdraws at or after week four, no credit or refund shall be issued.

Additional Information • If a customer withdraws from a Program, Class, Camp or League and receives a credit, the credit provided to a customer’s account shall be available for the customer’s use up to one year after the start date of the Program, Class, Camp or League for which the credit was originally issued. If the credit is not used within this one year period, the credit shall be transferred from the customer’s account into the Department’s scholarship fund. • Exception to the Refund Policy due to extenuating circumstances may be considered by the Director of Library and Recreation Services. • No refund or credit is available for the following Program, Class, Camp or League: Drop-in classes, special events, adult sports leagues, camp extended care and one-day classes.

SATISFACTION GUARANTEE POLICY If a customer is not fully satisfied with a Program, Class, Camp or League, they may withdraw, prior to the third session, with a full credit, less a $30 uniform fee, if applicable. The credit provided to a customer’s account shall be available for the customer’s use up to one year after the start date of the Program, Class, Camp or League for which the credit was originally issued. If the credit is not used within this one year period, the credit shall be transferred from the customer’s account into the Department’s scholarship fund. Any request made under this policy at or after the third session shall be processed in accordance with the Refund Policy.
