As the end of another year draws near, we look to 2015 with renewed confidence and cautious optimism about our future. The economic downturn of the past five or six years was unprecedented in Daly City’s history. Rising costs and shrinking revenue hung over the City like a menacing dark cloud. Year after year, the City Council struggled to balance budgets while striving to preserve basic government services – including public safety (police and fire), street maintenance, libraries, parks, and community centers. Although we still face serious fiscal challenges in the coming months and years, we are poised for economic recovery and greater long-term stability. While Daly City may never achieve the wealth of some of our neighboring cities, we have made strides in improving our local economy while on our quest to make our community less vulnerable to future recessions. Residents play a key role in keeping Daly City on the path to a sustainable financial future. Homeowners and members of the business community directly support our government operations by paying property taxes. Daly City’s property taxes dropped significantly during the recession, as many foreclosed homes remained vacant. Property taxes are the number one source of revenue for Daly City and continue to rebound to pre-recession rates. Property taxes alone are not enough to sustain our City. Many people are not aware that only a small portion of local property taxes are paid to the City – only 17%. Nearly 43% of property tax dollars paid in Daly City go to the State of California (primarily for schools). San Mateo County receives a share of 29% of our local property taxes. The community college district receives 9%, while the remaining 2% is paid to other special districts. The second largest source of Daly City’s operating revenue is sales tax, which accounts for approximately 15% of the City’s General Fund Revenue. Similar to property taxes, Daly City only receives a small portion of the sales taxes collected within our City. The bulk of sales taxes paid here go to the State and County. For every 9 cents in sales tax collected in Daly City, we receive only 1 cent. However, it adds up - Daly City will receive more than $10 million in sales tax revenue this year. If you want to support your community, it is better to make your purchases in Daly City rather than in a neighboring jurisdiction. Daly City receives 0% of the sales taxes you pay outside of our boundaries. This holiday season remember to support local businesses. Our two regional shopping centers – Serramonte Center and Westlake Shopping Center, offer a variety of retail shops and restaurants. Mission Street and the surrounding commercial corridors offer more vibrant destinations than it has in many years. The Gellert Market Place, while not yet completed, is another option for your holiday shopping needs. Shopping in Daly City supports the local job market and a portion of your sales tax dollars return to fund things you expect from your local government - public safety, libraries, streets, parks, and senior centers. Have a happy and safe holiday season and a healthy and prosperous 2014!

During the registration period, registration will be accepted at the Daly City Department of Library and Recreation Services Administrative Office, 111 Lake Merced Boulevard, Daly City, or online at www.dalycity.org/iplay. Please refer to class section for registration period dates. Once the registration period has passed, registration for the remaining spots will be accepted at the pool on the first day of class. LEVEL V-VIII: 6-17 YEARS OLD
INFANT AND TODDLER CLASSES
Level V: Sea Lions Stroke Refinement: Front/back/sidestroke, elementary backstroke, butterfly, and breaststroke kick for distance; diving, treading; and introduction to breaststroke arms and flip turns.
Sea Turtles 6 months - 5 years. Must be accompanied in water by parent or guardian. Students are introduced to the water environment, basic swim skills and water safety through games, songs and the use of toys. Guardians, parental involvement in the learning process reinforces the parents’ role in the child’s development. Ducklings 3-5 years. A child’s first swim class without parental assistance. Water adjustment, pool safety, underwater exploration, kicking, and stroke readiness are introduced.
YOUTH CLASSES 6-17 years Must be at least 3' 6” tall OR of adequate skill level.
LEVEL I-IV: 6-12 YEARS OLD Level I: Guppies Introduction to Water Skills: emphasizing water adjustment, basic breathing, floating, kicking, gliding, jumping, and treading. Level II: Jellyfish Fundamental Aquatics Skills: front/ back float with no support and with glide; introduction to elementary backstroke arms, sidestroke, front crawl, back crawl, sculling/finning; treading and jumping. Level III: Sea Horse Stroke Development: front crawl, back crawl; treading, knee dive; introduction to elementary backstroke, butterfly kick, underwater glides, sidestroke and deep water swimming. Level IV: Otters Stroke Improvement: front/back crawl, sidestroke, and butterfly kick with personal flotation device for distance; treading, diving, floating; introduction to breaststroke kick, elementary backstroke kick and open turns.

History The Roosevelts: This seven-part, fourteen hour film follows the Roosevelts for more than century from Theodore’s birth in 1858 until Eleanor’s death in 1962. Non-residents will be able to register the following day for aquatic lessons. Please refer to the Aquatics section for more information. Instructions Fill out registration form completely, including Class Code and ages for children (please print). Make checks payable to City of Daly City (include Class Code on check). Registration will not be processed without correctly paid fees. Classes not reaching minimum numbers may be cancelled and fees refunded. Refund Policy
Scholarship Program
After a class starts, refunds/credits will be granted only if the participant can’t continue a class due to extended illness or family emergency. Refunds/credits will not be granted for individual classes a participant misses during a session. No make-ups in most classes - inquire with instructors.
The "Build a Dream" Scholarship Program enables disadvantaged Daly City youth and seniors to participate in the exercise, education, and cultural arts activities offered by the Department of Library and Recreation Services.
Overview In the interest of providing the public and staff with an equitable and consistent policy, the following Refund Policy has been established for providing refunds and credits resulting from the cancellation of or withdrawal from a Program, Class, Camp or League offered by or through the Department of Library and Recreation Services. • If, for any reason, a Program, Class, Camp or League is cancelled by the Department of Library and Recreation Services, the customer shall receive a full refund or credit. • If a customer wishes to cancel their enrollment and receive a full refund, the request for a refund must be made at least five business days prior to start of the Program, Class, Camp or League. • Refunds shall be issued only in instances when a customer cancels their registration at least five business days prior to the start date. In all other cases, a customer account credit shall be issued. • No refund or credit is available for the following Program, Class, Camp or League: Drop-in classes, special events, adult sports leagues, camp extended care and one-day classes.
Overview • Scholarship applicants must be residents of the City of Daly City. • It is the mission and policy of the City of Daly City to provide access for all citizens to its Library and Recreation classes, events and programs. • The Scholarship Program shall be based upon an existing system for eligibility, utilizing San Mateo County programs to establish eligibility thresh olds. The purpose of this shall be to ensure integrity of the Scholarship Program which shall be established in a manner that balances administrative simplicity and efficiency and individual confidentiality and dignity, with the City’s need to verify residency and income eligibility.
