Message from the City Council - Summer 2013
Daly City iHelp is intended for reporting non-emergency issues only. Emergencies should always be reported by dialing 9-1-1. Using Daly City iHelp is easy! Here’s how it works: 1. Download the app at the Apple Store or Google Play Store (formerly the Android Market). Search “Daly City iHelp” to find the app. 2. When you see something that needs to be fixed, submit a request using the app. 3. City staff will receive the request. 4. City fixes the problem or refers it to the proper jurisdiction. 5. You get notified via email when the request is completed.
Daly City iHelp was officially launched April 8, 2013 to empower the community’s tech savvy residents. In addition to submitting service requests, users can access City news and announcements, browse the City directory, and find information about city officials. The City Council anticipates that the iHelp platform will make it easier for residents to connect with the
City on all levels, at any time of day. Users can report neighborhood issues on a Sunday afternoon or in the middle of the night—and City staff will generally respond the next business day. The requests can be a simple written description of a problem, or include photographs that are easily uploaded using the app. Once a service request is submitted, users can easily track the request, support and comment on other requests, and receive status updates from the City. The service request and civic engagement platform that supports Daly City iHelp was built by Public Stuff, the same company that created Philadelphia’s successful mobile reporting tool, Philly311. Residents can download the free app on most mobile devices to report a variety of service requests, including conditions such as potholes, illegal dumping, abandoned vehicles and street light outages. The same reporting tool is available online through the City’s website. Service requests are mapped and reported directly to the city officials responsible for resolving the issues. iHelp users can also choose to share their requests with neighbors and friends, upload photos, provide comments, and follow the progress of their service requests up to the point of resolution. City employees respond directly to each request, providing status updates to the reporting party and documenting service request trends.
Community News
Our year-round mild climate is just one of the many The City Council is pleased to announce that Daly City has its first official app—Daly City iHelp. The app is available on all iPhone and Android devices and allows residents and members of the business community to connect with City Hall to report problems, access services, and receive important city news and information. Best of all, the app is free, easy to use, and can be accessed twenty-four hours a day, seven days a week from any location. Daly City iHelp is also available online at www.dalycity.org/iHelp.
For more information about making service requests, visit the City’s website: www.dalycity.org or call (650) 991-8054.

Policy Overview: • Scholarship applicants must be residents of the City of Daly City. • It is the mission and policy of the City of Daly City to provide access for all citizens to its Library and Recreation classes, events and programs. • The Scholarship Program shall be based upon an existing system for eligibility, utilizing San Mateo County programs (CalWorks, Medi-Cal, General Assistance and WIC) to establish eligibility thresh olds. The purpose of this shall be to ensure integrity of the Scholarship Program which shall be established in a manner that balances administrative simplicity and efficiency and individual confidentiality and dignity, with the City’s need to verify residency and income eligibility.
Scholarship Criteria: • Scholarship assistance is to be used only to off-set the cost of the registration fee and not for supplies, extra fees, admission fees or excursions/ field trip fees. • The following age groups are eligible for the award of a scholarship: Youth through age seventeen (17) and active adults age 50 and older. Adults age 18-50 are ineligible for the Scholarship Program. • Youth programs qualified for scholarships are limited to: youth athletic leagues, youth aquatic classes and the Youth Recreation Program. • Active adult programs qualified for scholarships would be limited to: classes which facilitate physical movement. • Program areas not eligible for scholarships would include: library services, tiny tot classes, tennis lessons, camps, trips and excursions, facility and pool-party rentals, drop-in classes, all classes and programs serving adults age 18-50 years of age and classes $10 and under.
Process for Application: After a complete Scholarship Application is submitted to the Department of Library and Recreation Services, staff will commence the following review process: 1. A Scholarship Application must be submitted for consideration at least three (3) weeks prior to the commencement of the Activity Guide cycle. 2. Submittal-alone of a Scholarship Application is not confirmation of program or class enrollment nor a confirmation of scholarship approval. 3. The Department of Library and Recreation Services will notify applicants regarding the approval status of the scholarship request within five (5) business days. 4. The Department of Library and Recreation Services will make the final determination of scholarship eligibility based solely on the information contained in the Scholarship Application, supporting documentation and Scholarship Program criteria. 5. The Department of Library and Recreation Services does not discriminate on the basis of race, color, national origin, gender, age, medical condition, marital status, or religious belief. 6. Applicants who falsify information or do not regularly attend the class or program may be ineligible for future Scholarship Program consideration.
