Word from our president The Open Network for community development grew during this 4th year of existence into a more mature organization, we developed the different departments and covered even more fields. The decision to organize the spring trainings in places where we have TON communities created more opportunities to work on a regional level around a TON nucleus and attracted interesting people from neighbouring communities. On the other hand we saw our volunteers growing into national trainers and developing a new level of professionalization. Two times a year, a stable network of regional trainers is meeting for a national training. During these trainings, trainers identify blind spots and search for new regional trainers in order to be able to cover the whole of Romania. In 2016 we will initiate a “TON Training Register book” for each local, regional and national TON volunteer. While being active in the TON network, volunteers gain a lot of nonformal skills such as leadership, cooperation, advocating, speaking to groups, listening, decision making, project work, reporting, entrepreneurship, etc. This “TON Training Register book” will validate those skills and may be a helpful tool f.e. when applying for a job. Moreover, a webbased BEROBA-TON meeting point will be developed to strengthen the collaboration between Belgium and Romania. Belgian (and other) companies active in Romania will be able to recruit workforce in a pool of skilled volunteers knowledgeable of the Belgian-Romanian connection. In 2015, TON announced its Master Plan for the upcoming 10 years. To initiate with, the Health Master Plan was finalized. For this strategy, we were able to fall back on countless Belgian and Romanian specialists for their views and insights. In 2016, the component on homecare will be put into practice. It was only possible to attain this result because we maanged to attracted specialists in different domains and members of TON were able to engage in a professional way. We will continue this approach in the upcoming years. For many years, we have tried to approach policymakers in order to make them aware of their responbilities. We are positive to see that things are changing in Romania. Local best practices cannot change the society if national policies are developed in the other direction. Change can not only come from civil society, including Romanian and Belgian volunteers. The protests during the elections in 2014 and after the Bucharest fire in 2015 demonstrated that Romanian society is ready to demand this changes from their policymakers. TON has many good and best practices that can be replicated. It is important that such initiatives are developed in cooperation with local councils and they have to take urgently and clearly their responsibility.

In that perspective, a “case study” on the health situation of Slatina-Timis, analyzing 15 years activity of the community health center ADAMSlatina-Timis, is being prepared. In this case study we will demonstrate the importance of such community health center and ADAM (mutualistic project) for the different health indicators as such , preventing diseases and health care costs, but also resulting in a better health, healthy living years and a better life expectancy for inhabitants. We hope to convince policymakers to support the replication of this “best practice” in other places in

Romania and we will be happy to be partners to do so. The TON expertise on health was used to organize a roundtable on health and healthcare in Moldova during the Belgian day in March. An initiative by the Belgian Ambassador. This could be the start of a further trilateral cooperation between Belgium, Romania and Moldova. TON specialists have been invited to join the steering committee on health lead by the WHO and UN. In 2015 we strengthened our cooperation with BEROBA (Belgian Romanian Business Association) in “exchanging letters”. In an effort to combine economy with the social, we organized a first conference on social economy during the Belgian week in April in Bucharest. As a result of the cooperation with BEROBA, a first BEROBA-TON encouraging award and price on social economy has been rewarded to EcoHerbal. The longlasting cooperation with the Romanian Ambassader, H.E. Stefan Tinca and his staff was crucial for a successful 5th Forum on decentralized cooperation in Iasi, November 2015. During the Forum, TON was an important organising partner but this was also an excellent occasion to show their different departments during the workshops. The TON annual training took place In combination with the Forum which enabled cross-polination. TON, as well as ADR-Vlaanderen will be the motors to execute the Forum conclusions in preparation of the next Forum. Belgian ambassadors in Romania changed in 2015 and we are grateful to what was done by ambassadorPhilippe Beke and the perfect cooperation with ADR/TON during his whole tenure. This was definately a unique opportunity. On the other hand, we are very happy to welcome the new Belgian ambassador in Romania, H.E. Thomas Baekelandt . The first contacts and activities show that we can continue to build on this very close and needed collaboration. The staff at the Belgian Embassy in Romania also deserves a word of thanks and gratitude for their nice and professional cooperation. We are proud about the excellent TON staff and volunteers guided by our executive director Cristina Chert, all doing a great job as you can see in this annual report. Managing this and attracting more specialists, costs money. In that way we will develop a fundraising campaign in 2016 in order to be able to cover the needed costs and to grow as an organisation.


At the moment we are more than happy to enjoy the financial support from different organizations and institutions in Belgium. You can find their names in this report. Their support was and still is important in order to be able to grow our TON network. In that perspective, project search is done and will be further done. Finally, we are proud to see the publication of the book series on ‘175 years of Belgian-Romanian diplomatic cooperation’. This project was developed under the supervision of our godfather and former ambassador Philippe Beke and shows the importance of ADR-Vlaanderen and TON in the last 25 years of cooperation. We are convinced that this longlasting and

exceptional model of bilateral cooperation is the perfect model to further build on. With many thanks to all of you who contributed to this annual report and the success of The Open Network for community development.

Word from our executive director 2015 = an eventful year, close to beautiful people I spent countless spring trainings with the help of our national trainers: Mihaela Dobre, Adriana Polosan, Andrei Seitan, Cristina Vladu and John Suru. We have identified the departments where we work and we enjoyed everything the trainers gave us. It was an intense period which could take place due to the involvement of all our local coordinators and all of the social and community groups that they are developing.

We are a large network, functional, where each member and community group finds its place by contributing, collaborating, working for a real Romania for Romanians in the EU, as well as for a new stage of development of the Romanian-Belgian relations. Thanks to all our volunteers, thanks to all local coordinators, all national trainers, all our sponsors, all board members, all partners in Belgium and our “god fathers“.

We met again in the summer in Dumitresti, Vrancea. A large network, beautiful, composed by really active people, involved and energized. A true national training organized by people from Vrancea. Thank you Viorica, Nicu, Doina, Titel and... well, we should write a really long list if we were to nominate all those who have given us moments from their lives.

May 2016 give us moments of accomplishment, beautiful activities in our communities, national and international events full of meaning and European solidarity!

The Decentralized Forum was pounding on doors in November 2015 and with it we favored a national meeting. Our national trainer, Daniela Ceredeev, revealed the secrets of the “Action Plan for Social Responsibility”. We benefited from financial support of ADAM Moldovita (thank you Mihaela Hiche) and we had the joy to have with us many of our Flemish partners (thank you ADR-Vlaanderen and LIMPRO).

Word from our Godfather Looking back to the past 12 months, it should be recognized that there are quite some reasons for The Open Network to be proud of. As coordinator, TON has consolidated in 2015 its action, achieving more efficiency in providing civil society partners from Flanders and Romania the best possible trainings as well as organizing various activities internally but also linking its members to activities involving external partners. As communicator, TON has pursued its initiatives in further developing a broader scope of contacts by accelerating its presence in the social media and at the same time also deepening the content part of its newsletter. A comprehensive study on first line health care was finalized, leading to the presentation of its health masterplan, a paper which became a reference document in the sector. As innovator, TON has identified new themes which should contribute to the construction of a better society. In this respect, TON showed its knowledgeability by defining social economy as one of its spearheads in 2015. A well-attended seminar was organized on the subject during the Belgian Week 2015 in Bucharest, followed by a Flemish evening dedicated to social economy. TON equally engaged together with the Belgian Business Association BEROBA in creating the first ever award in Romania for the best project in social economy. Eventually, TON could gather enthusiasm for a social economy workshop organized in the framework of the November Decentralised Forum. Although the TON track record witnesses only three years of past experiences, its legitimation is rooted in an historic context of 25 years of democratic changes in Romania. ADR and OVR, as original actors, have passed in this period the crossroads of charity, reaching subconsequently the country roads of solidarity, gradually evolving into partnership which can be seen today as a fast drive into implementing a wide range of local, national as well as European best practices. That is where TON has a role to play as go-between and as supporter for its members, heading for specialization in organizing activities and identifying fundings, public and private. The fifth edition of the Decentralized Forum, which took place in the TON hometown of Iasi, identified under the focus of Keeping the Dialogue Open, different tracks to be implemented in the years to come.

TON has proven that it is able to take up its responsibility in providing the right answer to the challenges that are at stake and therefore will carry on the continuity of 25 years of Flemish Romanian partnership. Looking forward to 2016, I am convinced that TON will succeed in sowing the best seeds in order to harvest the best of success by deepening its footprint on social responsibility and strengthening its decisiveness in bringing people together. Success in action depends in principle mainly on the drive that is geared. In a social environment however it is at a certain point of time also important to be able to count on external partners. This includes trust, predictability, responsibility and reliability. At the occasion of the 2016 joint commission, Romanian and Flemish governmental authorities have interest to rely on TON as a perfect broker for forging a mutual image of trust. In order to be able to become an even more performing partner in supporting the build-up of society, TON would benefit from an even higher return in considerations and guidance from the local, regional and national authorities. Then, its role as facilitator and service provider in the flagships identified during the Decentralized Forum will be even more relevant in 2016.

Word from Belgian Ambassador “The Open Network for community development” (TON) is set up as cooperation between Flemish and Romanian communities to share information and best practices in different areas of community life. Its activities are very near to the people and their daily life, as illustrated in the contributions presented during the “Forum on Decentralised Cooperation between Belgium and Romania” held in Iaşi on the 5th till the 7th of November 2015, a forum for which TON was an important partner. President Eisenhower used the term “people to people diplomacy” to describe this form of cooperation. This type of bilateral relations is specified as being for a greater part nongovernmental and is mainly driven by the mobilization of volunteers. As you will read in this report, TON promotes a close relationship between communities in domains that relate to daily life and practical problems that can be addressed at a local level by engaged and responsible members of the community. This cooperation between Belgian and Romanian communities is embedded in a common struggle of 25 years ago, but is also quite unique in Belgian foreign relations. It is sustained by

individuals and initiatives taken on a local level, it is also vibrant and inherently democratic. This cooperation is also an excellent application of the principle of subsidiarity, a basic tool in the political management of the European Union. The Embassy of the Kingdom of Belgium will support TON in its work in Romania, as in the past, because it is an essential partner in the bilateral relations between our two countries. In Romania and in Belgium fundamental political changes occurred recently. The role of civil society has been redefined in Romania after the tragedy of the Club Colectiv in October 2015. The fact that TON is already active in this civil society will certainly be of interest in the coming year. I’m also sure TON has adapted to the new realities and will further attract younger generations to its fascinating activities.

Word from BEROBA president The year 2015 was for our organization BEROBA, after our incorporation in 2013, a very special year. This year the cooperation between The Open Network/ADRVlaanderen went again one step further. We made an exchange of letters where both organizations expressed their mutual agreement of a partnership. In April 2015 we organized a contest on Social Economy in Romania and finally the first BEROBA/TON award on social economy was handed over to EcoHerbal together with a price of 1.500 EUR . In November, the 5th Forum on Decentralized Cooperation Belgium-Romania took place in Iasi. During the plenary session on economy and social economy, BEROBA presented their

organization and TON presented the creation of a unique platform together with BEROBA where social networks and economical networks can meet each other. This was the start of the “BEROBA-TON Meeting Point” that will be further set-up and build out in 2016. Knowing that the year 2016 will make our partnership even stronger.

Local Health Councils

ADAM (En. Mutual Help Association / Ro. Asociație de Ajutor Mutual) represents a non-profit structure offering social and medical assistance at local level, pending on the community needs identified together with/through its members.

CLS (En. Local Health Councils / Ro. Comitetul Local de Sănătate) is a formal or non-formal structure established at local level through the collaboration of various stakeholders who take punctual actions and try to determine local health policies, with the purpose of improving the health and wellbeing in their community.

Project Life: partnership with the schools in Slatina Timis and Armenis. Healthy lifestyle starting from the first tears of life;

Project Inclusiv: Courses/personal development workshops/training and vocational retraining courses for 186 people from disadvantaged groups;

Project Lifestyle: the production of a Prevention guideline for primary care (the guideline includes recommendations on the individual risk assessment for chronic non-communicable diseases and interventions for changing the behavior of people at risk, with the potential to be performed in family doctors practices/community assistant).

Vizidom Slatina-Timis is an organization where local volunteers pay visit to long term sick or elderly people that have difficulty to leave their house or are staying in bed. In the same time, the visitors have the chance to analyze the situation of the homebound persons and can take the necessary action. Vizidom Slatina-Timis was launched and supported by CM MechelenTurnhout that have the same organization (Ziekenzorg) in Belgium.


7. Developmental needs in 2016: •

at organizational level: a more aggressive promotion of the association; public-private partnerships; partnerships with clear specification of parties obligations; accurate budgeting of activities

in what concerns end users/beneficiaries: increased representation in managing board of hospitals and the other civic groups; facilitate involvement in the decisions of the local public administration; raise awareness of the need for solidarity.

ADAM Moldovița 1. Full name: Mutual Help Association Moldovița (county

Suceava)

2. Organizational “age”: 9 years 3. Size: 300 members, 25 active volunteers 4. Expertise In 2015, ADAM Moldovita significantly increased its expertise in the field of vocational training due to 3 vocational training courses (Elderly home care services, Florist-landscaper, Baby sitter) with 171 graduates, under the POSDRU grant: “INCLUSIV – Support Center Network in 6 Romanian regions to integrate vulnerable people into the labor market”. The project included several personal development workshops for the project participants. The project also contributed to the increase of interinstitutional work and regional development capacities because it addressed the people in the North-Eastern Region , and involved the cooperation with similar organizations in the county and country. The 6 work meetings organized by ADAM Moldovita in 2015 under the form of round tables, led to discussions with the representatives of the civil society, local public authorities, managers in the region, thus being drafted an overview of the local development needs and opportunities. At the same time, ADAM Moldovita increased its expertise in event organization. ADAM Moldovita has implemented tourism promotion and volunteer activities, this being the third consecutive year of activities with the Belgian tour operator Pasar and Bouworde, a youth organization of volunteers from Belgium.

5. Technical/financial capacity: Between June 2014 and December 15th, 2015, ADAM Moldovita took part in the POSDRU project: “INCLUSIV – Support Center Network in 6 Romanian regions to integrate vulnerable people into the labor market”. The project was implemented by a consortium formed by 5 organizations: Asociația “Pactul Regional Nord-Vest pentru Ocupare și Incluziune Socială”, Universitatea Babeș-Bolyai of Cluj-Napoca, World Vision Foundation Romania , Fundația pentru Dezvoltarea Asociațiilor de Ajutor Mutual(FDAAM), Landsbond der Christelijke Mutualiteiten (LCM Belgia). ADAM Moldovita run activities under the coordination of FDAAM. In technical and financial terms, the project brought many benefits to ADAM Moldovita Association: 20 employees (on the long- / short-term), RON 27,735 for office rehabilitation works, RON 127,200 lei for scholarships and subsidies for the project beneficiaries, equipment. Moreover, the cooperation with the Flemish partner, DVD Kruibeke, provided ADAM Moldovita Association with the funding sources for the rehabilitation of its headquarters.

6. Major projects/activities in 2015 - Moldoviţa-Kruibeke – 25 years of partnership: ADAM Moldovita has contributed to the development of the partnership between Moldovita and Kruibeke (Belgium), and facilitated the organization of 2 anniversary meetings between the representatives of the 2 cities, held in May and July 2015. These events gathered the representatives of the local public authorities from both cities, and the representatives of ADAM Moldovita and DVD Kruibeke. The meetings led to the initiation of other joint projects by the two partner localities and defined the role of ADAM Moldovita as the link between them. - Social economy fair: On October 23-25, 2015, 3 volunteers represented ADAM Moldovita at the Social Economy Fair named ”Clujul Inclusiv”, together with the representatives of 25 NGOs, companies and institutions. The fair enabled the exhibition and trading of the products (greeting cards, flower arrangements, confitures) made by the members of the women organization within ADAM Moldovita. It was a unique occasion of getting information about the activities run by other organizations that employ people from the vulnerable groups in Romania.

The social economy is at its very beginning but the women from ADAM Moldovita will continue to run activities in this field, always trying to diversify the range of hand-made products.

- Day of the Elderly: The Elderly Day is celebrated every October 1st , and OLF Moldovita has already made a tradition out of this event. In the previous years, the organization members have raised money for the Elderly Care Center in Pojorata, but this year they focused on the elderly living in this locality and prepared 40 hot meals for them. The distribution of these meals was not only an aid for the beneficiaries, but also a form of Vizidom. The OLF members involved in this activity were marked by the situation of some of these elderly, their need for communication, and decided to organize more support activities for them in the next year. The activity provided ADAM Moldovita with a feedback on the actual local development needs and the13 community intervention areas.

7. Developmental needs in 2016 ADAM operations require both social and qualified medical activities. In 2016, we must get the accreditation of medical practices as part of the public healthcare system and commission one dental practice, at least. We need permanent logistic support to complete this difficult project. Following the qualification of a large number of persons in the field of elderly homecare services and, at the recommendation of OLF, we try to implement, in 2016, a homecare programme with volunteers, followed by our accreditation as providers of homecare services with employees. TON Foundation will support our efforts by including ADAM Moldovita in a project. Moreover, it is important to identify new programmes, projects and activities that involve the volunteers of our organization in order to increase their motivation and expand their personal development opportunities.

16 years (in 2000, AGLT starts as informal organization; since 2004 AGLT is a legally established organization)

3. Size: Presently, AGLT holds together 43

active GLTS/Local Youth Groups. In these groups are involved more than 600 volunteers who organize activities for more than 5000 youngsters and children. AGLT is member if FIMCAP, an international umbrella of youth organizations

6. Major projects/activities in 2015 •

Local Youth Group – promotor of community development – a project implemented by AGLT and co-funded by the County Council Tulcea. This project supported the personal development of youngsters and children through sociocultural activities and by raising awareness on their importance as volunteers. Thereby, more than 100 youngsters from more Romanian counties, mainly from Tulcea county, attended the “Tent camp” from Ostrov, in between July 29 – August 3. National Course for socio-cultural animators for children and youngsters with disabilities - a project implemented by AGLT, DJST Iaşi, Kazou, Somepro, ADR. This project supported both the personal development of youngsters as well as the development of Local Youth Groups by conducting socio-cultural animation for youngsters and children with disabilities in more places from Romania. The course was held in Muncel, in July 11 -17 and was attended by 120 youngsters accompanied by 16 trainers from AGLT. The project was funded by Flemish partners and by the Ministry of Youth, through DJTS Iaşi, and the activities were implemented in partnership with Kazou, Somepro and ADR. The leader from within – a project implemented by AGLT in Muncel, Poiana Căprioarei and Eforie Sud, with financial support of DJST Iaşi, DJST Constanţa and DJST Vaslui. The project supported youngsters’ training regarding leadership, personal development and community involvement. “How to be a good leader” was delivered in 3 locations – in Muncel, Poiana Căprioarei and Eforie Sud.

6. Major projects/activities in 2015: •

Summer School - own early education project. Beneficiaries - 150 children (aged 6-11) in the counties of Suceava, Arges, Tulcea, Constanta (9 places). The project activities were carried out to develop emotional intelligence through play. The organization’s availability to tackle education needs of children has attracted the involvement of more than 150 families, of which over 25 are very active adults. The project also gave a personal vision on the TEAM organization’s growth, which will include frutheron children from 6 years; • International project “Young people everywhere” brought in Constanta 14 youngsters from 4 continents of the world: North America, Asia, Europe, Australia. Intercultural exchange has brought great international openness to the organization. It was a project praised by all partner institutions. In 2016, the project will be performed in a broader context (the second edition of the project has already been approoved by partners); • In 2015, more than 400 activities were conducted within the association (playdays, street activities, animated stories, workshops, ecological activities etc). TEAM organized seven camps TEAM, 5 of which were financed and 2 were self financed - 350 participants have benefited. 3 summer schools for early childhood education were organized as well. 37 courses/trainings for children and young people have been carried out nationally, to the benefit of more than 1,000 young people. A mini-project was carried out in July, through self-financing. More than 40 workshops were organized for young on extremely diverse thematics. Together with a partner in Belgium, TEAM will perform in the future youth exchanges - until now were performed only exchanges of trainers in the camps. TEAM Association was well promoted in the press (10 TV appearances, 4 radio interviews , more than 20 features in print mass-media). 7. Developmental needs in 2016: •

Organization of early childhood education and parenting programs in a more systematic approach, with a stronger involvement from parents. In this regard, the Team will design its own system of organization in which small children (6-11 years) belong to a group coordinated by a parent and developing activities for the whole group with constant involvement of all parents in the group. TEAM is trying to bring changes in parents’ mentality, meaning that education involves money beyond direct community involvement. Parents can not “abort” the child in activities carried out by NGOs - they should get involved and make those activities possible!

Own system of organization - in 2016 TEAM is trying to work with an “enlarged board.” Each department of the association is backed by a team of youngsters, democratically elected, and who have a vision for the association’s development;

Developing partnerships with local municipalities to support youth groups in their community. TEAM aims to develop such partnerships with more than 5 municipalities (other than those already working);

Ciumârna Local Development Center - – project funded by the Financial Mechanism of the European Economic Area, 2009 – 2014, by the NGO Fund in Romania, component 1 – Involvement, sub-component 1.2 – Volunteering, by which we rearranged a multipurpose space (45mp) including: toy library (equipped with toys, games, inflatable playground, sports equipment etc. available to children during the play days organized by “4Kids,” the Local Youth Group of our association); mini-library (scool books, encyclopedias, dictionaries); training room for the young people members of the Local Youth Group and for the young people involved in personal/professional programs; exhibition area for all the contests and plastic arts, handmade, recycling, upcycling workshops. The Garden with Healing Flowers – experiential learning educational park – project funded by the Environmental19 Partnership Foundation and MOL Romania, Green Areas Program - 2015, through which we created the only educational park in the North East region of Romania and we trained all the school community of “Petru Rareş” National College of Suceava in consistent social responsibility actions, with secondary fields, such as environment, social, economic and good governance. After School Tour – project funded by the “Investments for Sustainable Communities” Program, developed by the Bacau Community Support Foundation in partnership with Vodafone Romania Foundation. The project is implemented between September 20th, 2015 and May 20th, 2016. The project goal is to involve all 550 pupils in the schools of Vatra Moldoviţei commune, Suceava county, in a coherent, structured and complex alternative learning program for children and youth (teacher-pupil mentoring, pupil-pupil tutoring and coaching), for the personal and professional development and for encouraging school performance, focused on the individual training needs of each child, and on the skills discovery and development of the 8 European key competences.

i 6. Major projects/activities in 2015: • Water4Life ROMÂNIA Since July 2015, SMHO Netherlands, Water4Life and FU Projects Project Limburg Romania began to promote the consumption of purified water. Among the activities of this project we could list the following: - Informing institutions from municipalities: Moldoviţei Vatra, Moldova, Frumosu, Customs, Campulung Moldovenesc, Sadova and Pojorîta; - Provide Secondary School Vatra Moldoviţei with a water purifier (water filter antibacterial) - beneficiaries approx. 300 students; 21 - Information campaigns addressed to pupils - “Children - parents’ disciples”; - Information sessions for school coordinators and teachers regarding the importance of purified water consumption. The first action of informing the teachers was held in November in Vatra Moldoviţei Secondary School. This project could not run without the constant help of partners from the above mentioned localities. Project coordinators: Gherasim Simona, Negura Ancuţa, Alex Vrinzen, Frits Herijgers. • 2. Playdays - GLT YOUNG GENERATION Year 2015 = 365 days the Local Youth Group Young Generation Vatra Moldoviţei demonstrated again that volunteerism is not just a hobby, it’s a lifestyle . The spring came with a lot of energy for all of us, making thus a very productive time for the group: play days in March and April; a small teambuilding session; celebration of Women’s day; launch of the second issue of the group’s newspaper. In May, the group was invited in Moldovița for an exchange and became partner in a project on antidrug topics. On June 6th and 7th, two trainers of our group organized an AGLT Induction Training in Suceava, resulting in the establishment of a new group, i.e. GLT Cuceritorii Suceava. At the end of the month, the volunteers met and played together with a group of Romanian Scouts, Iasi branch. July and August were the camps months (Muncel & Vaslui). In September, the group organized the biggest teambuilding since its establishment. Volunteers from 4 other groups joined us: GLT Aripi in Europa Fălticeni, GLT Super Noi Câmpulung Moldovenesc, GLT Golden Star Moldovița and last, but not least, GLT Cuceritorii Suceava. In October, the group organized the Joint Action Day, and in December they organized a Christmas-carol concert, to fundraise locally. • 3. Health above all Project aims to support the City Hospital Câmpulung Moldovenesc to obtain accreditation, to support retirement homes from Pojorîta with products derived from donations, to help the elderly of the village with food and medical products.

At the end, the guests were offered fruits, cake, water –activity23 sponsored by NGO Taut.

The total project value was of 11.387 RON. This project has facilitated a better understanding of popular Belgian culture (dances songs, costumes, customs), the development of friendly ties and the enhancement of intercultural communication; - Another project in which ADL has been named partner was “Live a healthy life” and was initiated by Andrei Muresanu Gymnasium. Other partners that were involved: schools from several Romanian counties and a school from Dilbeek, Belgium (Don Bosco School Groot - Bijgaarden). The project was carried out for one year and comprised outreach, prevention and education activities to promote healthy lifestyles; - The project ”From soul to soul” took place around the Christmas holidays and helped fundraise through sponsorships about 2370 RON, used to help with food packages the people in need .

February 2015: at the House of Culture was held the exhibition Crea(r)tiv where ADL organized stands to promote traditional crafts - ceramics, wood, pottery, decorative painting, sculpture - involving artisans from several localities. The action has contributed to the knowledge of the creative potential of the participants, gave them the opportunity to sell their products, while providing visitors with the opportunity to enjoy the beauty of what they saw and to buy art objects; May 2015: took place the training “We are the community” with its four creative workshops: traditional sewing, handcrafting decorative items, traditional food, traditional dances. The training benefited from the participation of Andrei Seitan (national trainer) and of Mrs. Hilde Maes from ADR Dilbeek - Belgium. The activity brought together youngsters, adults and older people who shared their experience and worked together, as a real community. All year long: GLT volunteers involved in various projects such as Common Action Day, Smile Day, play-days for children as an alternative to the time spent at the computer, periodical visits at the two elderly care centers in the city.

The community was impressed and many other people asked to join the group; National meeting TON – exchange of opinions, information useful for everyone’s activities, with participants from most of the organizations in the country. This meeting determined the local authorities to get involved and recognize the organization; Meeting with OLF Mioveni - members of CLD Dumitrești – Centru learned how to make jewelries. The jewelry making27 skills are necessary to raise funds to be used for new activities or to help the people in need; Soccer game between Dumitrești village and Bordești village – The former players had the opportunity to meet again after 20 years to play soccer and share memories.

Such a financial support could provide us stability and would significantly amplify the organization of various activities, bringing thus more participants. - To develop our organization, we envisage the attraction of new members in addition to the active ones, as one of our goals is to offer as many people the option to benefit from this type of activities, organized to support the local communities. We are part of an open network and we wish to spread the local values and the interest to promote and preserve the local traditions and habits specific to the area we represent. - We also consider very important for the organization to preserve the existing work environment, focusing on the preservation and development of the social relations built between the members. • in what concerns end users/beneficiaries: in 2016, it will be necesary to: support an OLF member with critical health problems and scarce financial resources that prevent her to take the treatments she needs so bad; continue the arrangement of the museum room, where new objects were collected; actively contribute to the maintenance works on the historical monument in the village, which was damaged by the time and weather conditions.

5 Trainings for OLF Aiming at an efficiently organized and strategic network development, 5 training sessions had been carried out between March 27th and May 10th, 2015 for the identification, enhancement and development of local women organizations’ potential within TON network. The newly established and already experienced OLFs from Slatina-Timiş, Berbeşti-Vîlcea, Dumitreşti, Constanţa and Moldoviţa joined their corresponding regional OLF micro-networks from the very beginning. The development model designed for this purpose enabled the simultaneous and multiple approaches to the development of the organization type, central or coordinated structure, regional specific features, as well as the development of the specific contribution of an association to the unitary diversity of TON development – an efficient model with major impact on the community development. The support provided by TON, through its decision-makers, consisted in motivational promotional materials, logistics, monitoring and assistance throughout the action, and, most of all, its empathic and personal interventions that helped these training sessions create their own signature; the persons in charge from the local organizations mobilized the resources and brought their wonderful contribution to our diligences, following the slogan – “Better for us means better for the community”. Another great idea of this tour regards the development through social economy by enhancing the local and women’s potential – that allows a community to define its resources, needs and priorities, and act as an OLF. This training session tour consisted in interactive meetings with 99 women who participated in the theoretical development module and the workshop on jewelry production by the direct beneficiaries as local resources; all women went home with a new development message and showed other community members the handmade jewelries created by themselves – this raised the number of indirect beneficiaries of our action and had a major impact on the community. For starters, the logistic support provided by ADAMS in Slatina-Timiş, together with the efforts made by Mrs. Gabriela, the organizer, and the participation of the exceptional and experienced Mrs. Lica Roescu, resulted in the identification of a women organization with a solid experience in associations and Flemish social action models, who needed a restart of community development and actions. The most important resources is the community, the across-border, intercultural approaches to traditions and special theoretical and practical skills of the women from the South-West. At Berbeşti-Vîlcea, OLF Femina presents a unilateral development through its relationship to a similar entity in Belgium, and identified new OLF re-organization options by entering the network, focus on personal development and the woman’s role in social interventions in an industrial community with major economic difficulties and high levels of social alienation. Mrs. Lucia Mateescu and Mrs. Liliana Belciu, the organizers, presented a well-shaped and structured model of leadership. At the training session held in Dumitreşti-Vrancea, Mrs. Viorica Vintilă, the organizer, introduced us to a regional women group organized as a micro-network and to a special community with tourism potential, traditions and customs, and in good relation with resourceful persons in the Flemish region – an associative model developed based on the action of closing down a former local foster care center, with the help of the Belgians. This was followed by the training session at Constanţa, where Mrs. Carmen Spiridon dedicated herself to the organization of this event focused on the development of a small association of women in search for their pathway in the big metropolis using the local ethnical resources and the navigators’ family model that generates single-parent families with specific needs and community potential; their open attitude towards TON is exceptional. The grand finale took place at Moldoviţa, the social hub of TON – this meeting enabled a great action synergy of OLF, TON, the Moldoviţa-Kruibeke twinning, due to great interference and exchange of development resources and messages – a model designed and implemented by Mrs. Mihaela Hiche, the organizer, with the participation of Mrs. Daniela Ceredeev, TON Leader. This training tour was about an exceptional work & development model for people and organizations, a unique experience for the OLF-Club trainers from Galateea-Mioveni, but, above all, it was about interaction, womanhood, relationship and empathy materialized in the happiness of women who went back to their homes and communities with handmade jewelry and printed materials about TON.

Annual training in Dumitresti Dumitresti Commune is located along the Rm. Sărat river, in one of the Sub Carpathians of Curvature’s depressions with knolls, in the Southern - South Western part of Vrancea County. According to the elderly, Dumitresti was the land property granted by Prince Negru Voda to the locals in order to defence the borders and announce the enemy attacks. It seems that the locals deserved that gift because they managed to preserve it until now, defended it during rough times and worked the land. For these reasons, we say that the locals from Dumitresti are hard-working and hospitable people, proud of the personalities born here: Alexandru Dobrescu- artist (painting) and folklorist, Mircea Dumitrescu- film critic, Aristide Demetriad- actor and movie director, Grigore Gheba- mathematician, Victor Frunza- journalist and editorialist. To prove the hospitality of the locals, Dumitresti-Centru Local Council offered to host the Annual Training of TON members, held between July 10-12, 2015, with the participation of 71 representatives from national and Belgian organizations. The Agenda of the training included networking exercises, Workshop Masterplan, Workshop for the presentation of the RE-inVEST project and Social Economy Concept, TON Communication Workshop, Workshop for the presentation of the spring activities, an overview of the regional training sessions, a visit to Dumitresti Museum, exhibition stands, ”The raffle of dreams”, and the voting for the best dream. The meeting ended with the most beautiful folk songs and dances performed by ”Sanzaienele Assembly” of the Commune. The local public authorities represented by Mr. Dogaru Petrica, the Mayor, Mr. Galoiu Durel, the principle of ”Grigore Gheba” Theoretical High School, and the volunteers in charge with the administrative issues, helped us organize this meeting. I want to thank all the people involved in this action: the ladies who cooked delightful dishes (Dragomir D., Duta A., Bizadea E., Asanache V.), the organization team volunteers (Vintila N., Bizadea L., Stanila M., Budui R., Cucu C.,Bodoc M., Gheba M., Rosca L., Galoiu N., Lupu E., Cucu G.), the persons who contributed to the arrangements works at the ”Local Museum” (Sontica C., Craciun M., Vintila N., Bodoc M.), the “Sanzaienele” Assembly and the instructors from “AL. Dobrescu” Cultural Center (Caliteanu M., Tanasescu C.) who delighted us with the folk songs and dances specific to the region. Training for health structures Health training @Moldovița In the framework of the spring training held in Moldoviţa, we were able to achieve the following: - Administrative discussions with the Belgian partners. Explanations about the healthcare and contract system with CJAS Suceava. Preparation of dossiers for medical practice licensing; - Preliminary discussions to the family doctor in the locality and the possibility to purchase the patients list and praxis; - Participation of Simona Brustur, medical nurse, in almost all medical activities of Adam Moldovita; - Payment of contributions and development of a medical library (medioteca); - Involvement of local authorities in discussions to the physician and possible support to the new physician by provision of a “company-paid apartment”.

Health training @Tăut The regional training in Tăut (April 24, 2015) was titled “Change your life by changing your water”. The instructional sessions were hosted by the Secondary School from Tăut, with the support of CLS Tăut. The training activities were prepared and delivered by Dr. Florin Slusar, specialist in alternative medicine, in close collaboration with ing. Cornel Marcu from Seattle, USA, ing. Maria Pecherlea and ing. Doru Varga from Oradea. The information delivered was highly accessible to everyone, with a high degree of relevance and interest. On this occasion, information was offered about Kangen water, ionized water - ideal for the prevention and treatment of diseases - and water ionizer (equipment, terms of use, methods of procurement). Demonstration experiments were made with water from the local fountain, still and mineral water and juices from local shop. The conclusions were very enlightening, gained through interactive dialogue between presenters and assistance. It is also now that it was established to lay the foundation for establishing an NGO with legal entity in Tăut.

Health training @Slatina-Timiș In May 25, 2015, at the medical center in ADAM Slatina-Timiş, county Caraş-Severin, teachers, educators and social workers from Slatina- Timis were invited to the regional training on health and local planning . A short presentation on statistical data regarding Slatina-Timiş was delivered on this occasion; SWOT analysis was performed and objectives for a local health policy plan were laid out. Within the training sessions, participants established what tools to use in order to facilitate the implementation of a prevention project in local schools (i.e.: e-manual on project implementation in kindergartens, schools, multimedia shorts for the prevention cmpaign NCD). The training participants were given a homework for the following 2 months. They all promised to work in teams and review the objectives of the action plan for prevention at community level, as well as to define indicators for field evaluation. Again with this occasion, a set of other actions were achieved: - projection of promotional clips for the “Life“ project, emphasizing the need for a healthy lifestyle, movement, fluid intake and the inclusion of at least three vegetables and three fruits in every meal; - partnership contracts with School from Slatina Timis ; - partnership contracts with School from Armenis ;

Training for CLD and OLB Reinvested Energy! A basic principle for the sustainability of an organization is to reinvest every drop of energy into feasible projects! TON proved that it can reinvent itself and that is has the necesary energy for this. In the spring tour at OLB and CLD I found that organizations’ members make considerable efforts for things to happen. This is further proof of the fact that who invests in himself/herself and his/her organization will benefit from tangible and long lasting results. Congratulations! To raise awareness of the role we can all play, the training sessions were named “We make history” and “Communication we are”. Two metaphors that cause us to shape a vision of what we want to leave behind ... afterall, we are the projection of our own thoughts! In these training sessions we worked on the idea that to know our colleagues’ capabilities, skills and competences gives us a great reaction force. In addition to that, the pleasure and quality of our common work are on the up! We continued by exploring what it means to be open and to approach community members, to bring up activities and to integrate them in the organizational projects. As long as we have a relaxed mood, we will motivate those who join us the desire to be part of a team with a high spirit of proactivity! ... And do not forget that being involved keeps you young and “in the game”. National Training in Iasi The session on “Measures for Social Responsability” delivered during the National Training in Iasi (November 2015) was addressed to the active national and regional TON trainers and aimed at linking all organizations and informal groups active in the network to the social responsibility values like: social equity, balanced environment, economic efficiency and good governance. From the non-governmental environment perspective, the social responsibility is the integration of sustainable development in the organizational management and relations to stakeholders, involving the commitment to the following principles: ethics and social equity, organizational transparency, efficient and motivating management of volunteers. The first part of the training session focused on detailing the social responsibility indicators specific to the four intervention SR areas - environment, economic, social and good governance. The functionality of each area becomes possible through univocally agreed measures and permanent monitoring, and the participants identified four set of measures proposed for promotion within the network; they form the minimal action plan on social responsibility to be piloted by each active network community in the next two years. Thus: •

Environment: reducing, re-use or recycling waste materials from current activities and projects; reducing the power consumption, rational and non-pollutant use of water, responsible disposal and management, reducing environmental impact generated by the mass transportation and freight, management of the impact on eco¬systems and biodiversity, purchase of green products and services.

Social: promotion of equal rights, diversity and non-discrimination; ensuring/compliance with several decent learning/work conditions; provision of health and security conditions; enabling the lifelong learning; confirmation of the performances of volunteers and activity participants; respect for private life and personal information; stimulating the participative culture, active citizenship and volunteering; respect for the cultural values and promotion of intercultural dialogue; compliance with/promotion of human rights.

Economic: cost effectiveness; ensuring the work sustainability and personal/ professional interests; management of self-impact on the community; realistic selection of responsibilities/providing new long-term jobs; use of educational alternatives in the personal and professional development; compliance with the intellectual property rights; promotion of social responsibility within the community; promotion of social and green economy types; involvement in volunteering activities / supporting other NGOs.

Governance: observance of ethical values and conduct principles; identification of resource-people /mentors/ coaches for proper personality assertions of volunteers; encouraging the permanent, personal and group participation in social responsibility diligences (activities, projects, campaigns, programmes etc.); ensuring the transparency of decisions and actions; coordination of personal actions with local, national, European or international initiatives/projects; presentation of social responsibility performances to the community; taking over/promotion of models of responsible partnerships; promotion of the organization members’ participation in the decision-making process.

During the second part of the event, an OST workshop, the participants made an efficient exchange of efficient and relevant practices, and presented their own projects, either completed or ongoing, in terms of social responsibility, thus providing expertise one to each other or setting the terms of future equitable and mutual cooperation. The training based on the training - information – awareness – counselling algorithm, concluded with the unanimous confidence that the projects developed by TON reflect the social responsibility and the commitment to a consistent promotion of SR values.

ound table health care during Belgian Day in Moldova The Open Network and ADRVlaanderen were invited by Belgian ambassador Beke to set up a roundtable and share their Romanian experience on health care in Moldova during the Belgian day on March 11, 2015.

Around 40 participants showed up for this roundtable including the Minister and vice ministers of health of Moldova and Belgian ambassador Philippe Beke. Vice minister Octavian Grama, moderated the whole day meeting. From both sides, presentations were given about the TON, CLS and ADAM models, the upcoming Forum on decentralized cooperation in Iasi, the TON Social map as model for Moldova, community assistants, integrated mental healthcare, the TON Master Plan, etc. We had the occasion to meet with different interesting organizations as Neumanist, Agapedia, representative of Ungheni County, Hospice Esperansa, nursing association Moldova, etc. The idea of twinning as a trilateral form of collaboration between Belgian, Romanian and Moldovan localities was launched. The initiative should ideally be initiated at the Romanian partner and the Belgian partner can provide support . Also the curriculum for community nurses will be checked as well in Romania as in Belgium. On the same day we had a meeting organized by Belgian ambassador Philippe Beke with representatives of UN (Dafina Gercheva) and WHO (Dr. Jarno Habicht) working permanently in close contact with the ministry of health of Moldova. TON/ADR explained their activities in Romania and together we explored posibilities to cooperate in the future. Both organizations support the ministry of health in Chisinau and are also setting up pilot projects in the framework of an “association agreement” and the WHO partnership framework that has been signed with Moldova. We were invited to join the different meetings that are organized on health care in Moldova. Difficult for volunteers, but there is a quarterly meeting regarding the evolution in the health care sector. For the Molodvan government, primary healthcare, home care and rehabilitation are priorities.

P

roject proposals After specific networking with Johnson & Johnson (J&J) staff to identify areas of potential

interest for the company that would match directions of action from the TON Health masterplan, two projects have been identified and have been developed on the subjects of community based mental health and risk assessment for chronic diseases. The projects were designed in close collaboration with the target communities. Community Mental Health project

Its design was the result of the networking with consultant psychiatrists from Campulung Moldovenesc, with inputs from Belgian colleagues in the Psychiatric Hospital of Geel. The proposed project aims to enable an integrated mental health service for citizens of Moldovita, Vatra Moldovitei, Crucea by making use of valuable resources professional leadership in psychiatric care within the Horizons Foundation in Campulung Moldovenesc and civic leadership in rural communities surrounding Campulung Moldovenesc within the Open Network for Community Development Foundation network and with technical advice from Geel Psychiatric Hospital. As community mental health services are completely lacking in Romania, the project methodology attempts to address during the first year the need to develop sustainable social support groups, to enhance basic knowledge of existing health professionals for solving the simplest, but most common conditions – such as dealing with the risk of depression or controlling the alcohol dependency, to enhance the collaboration and integration of care between the primary and secondary levels of services provision (i.e. and reinforce referral and discharge mechanisms). During the following years we consider that strong support groups and stronger community based mental health services once created could gradually allow for more complex forms of care such as back up of foster families for mental health patients etc. Risk Assessment for Chronic Diseases project The project aims to contribute to increasing the effectiveness of the work of health practitioners and to continue to support the increase of services performance in TON communities by addressing one of the most critical areas in services provision, the risk assessment for chronic diseases. To this end, community facilitation activities have been designed to support develop proactive local health committees that shall be trained and coached in order to be able to define local health plans, to monitor key indicators within the defined plans; in addition, specialized training was planned to be provided to a core team of health professionals in each participant community to support them to acquire knowledge and skills to use evidence based guidelines in their assessment of risks for non communicable diseases. The development of the risk assessment for chronic diseases benefitted from the network with high level national professionals within the National Center for Studies in General Medicine that had developed evidence based guidelines for risk assessment; training health centers staff in a number of clustered communities in Caras –Severin staff in understanding the guidelines and implementing them at community level and hence to better identify persons at risks of chronic diseases represented the main objective of the project . The two proposed projects were each in value of 20.000 EUR and each of the project implied work with three TON communities. Unfortunately J&J was not able to fund these two projects during 2015, so these project ideas and action plans remain to be implemented at a further stage, when adequate funding shall be identified.

rimary prevention project initiated in Slatina-Timis - In May 2015, teachers, educators and the social worker from the local government of Slatina-Timis were invited to the TON training on community local health primary prevention planning in the medical center.

Main statistics regarding health outcomes/health indicators results of Slatina-Timis have been presented; a brief SWOT analysis and the definition of objectives for a local health primary prevention plan have been discussed. Tools for enabling progress towards implementation of a community health primary prevention project have been provided in electronic format (implementation manual for kindergarten, school, video and audio spots for the NCDs primary prevention campaign). Homework for the next 2 months period was given to the training participants; the homework implied team meeting of participants and shared work for giving a clear / shared definition of objectives for a prevention action plan at community level, definition of monitoring indicators. The project leader, school director Neagu Ion Adrian is supervising the implementation of this primary prevention community plan; a number of 98 children in primary school have been part of this primary prevention program during this autumn benefitting from education lessons with regard to healthy behaviors, self administration tools for assessing risk behavior. The project leader will continue to monitor the activities taking place and to report quarterly upon implementation.

ress conference ADAMS-TON on health promotion and prevention - On 27 May

2015, Pavel Aghescu (President ADAMS) organized a press conference with written press and TV, together with DSP and Red Cross of Caras-Severin on health promotion and prevention. Jozef Goebels gave an overview of BelgianRomanian cooperation and ADAMS setup, TON, master plan and future, and vision on Romanian healthcare. Cristina Vladu, Ioan Suru, DSP and Red Cross answered questions. Cristina Vladu gave a short overview of the preliminary results of the statistical case study on Slatina-Timis. Pavel Aghescu launched the idea for a Round Table on prevention in the county C-S in October.

ound table on prevention and health promotion Caras-Severin - In October, at the request of county level institutions, trade unions and Mr Pavel Aghescu (the President of the ADAM SlatinaTimiș Board), TON and ADAM Slatina-Timiș have supported the organization of a Round Table on the subject of PREVENTION in Reșița on 12th of October 2015. A presentation of the main directions of the Health Masterplan, preliminary findings of the Case Study on Slatina Timiș health outcomes, and of the primary prevention project beginning its implementation in Slatina Timiș children population have been done during the Round Table on prevention in front of the District Health Manager, representative of the County level Insurance House, representatives of the trade unions, representatives of the press. ”Belgians have decreased mortality in Slatina-Timis” states Express de Banat in one press article following the Round table on prevention in Reșița.

etworking with National Center for Studies of Family Medicine and initiation of health risk assessment - The LYFESTYLE PROJECT in total value of 1.384.180 EUR is implemented

by the National Institute for Public Health in partnership with the National Center for Studies in Family Medicine (NCSFM), The University of Medicine and Pharmacy in Târgu Mureș, the Association ALIAT, the Association of Health Psychology in Romania and is funded by the EEA Norwegian Grants.

The network with the National Center for Studies in Family Medicine (NCSFM) has enabled TON – through ADAM Slatina Timis Health Center- to join the LYFESTYLE project – component implemented by the NCSFM aiming to actively assess risk factors for chronic diseases and monitor chronic diseases at community level in 100 pilot health centers throughout the country. Each pilot health center was equipped with one laptop, one software dedicated to risk assessment and monitoring of chronic diseases, one electrocardiograph, one blood pressure measurement equipment (tonometer), strips for measuring blood glucose, cholesterol, triglycerides, all in value of 3500 EUR. In addition, the medical staff of all 100 pilot centers received trainings on risk assessment and chronic diseases monitoring evidence based guidelines and the use of the software and in return are expected to provide information collected for analysis over the next 3 years. This represents invaluable access to comparable health statistics data that will support TON-ADAM Slatina-Timis in developing a better understanding of its health status, positioning itself as compared with other communities and enable the development of a robust analysis of its performance over time. Being part and getting the know- how of the LIFESLYLE project enables ADAM Slatina-Timiș to gain another competitive advantage in front of other TON communities ; disseminating the learning within this project to other TON communities will represent a natural step to be taken in a medium term future.

Health Master Plan - The TON Health Master Plan 2015-2024 was further written, revised

by Belgian and Romanian experts and finalized. This Healthcare Master Plan will be part of a “General Master Plan 2015-2024” for the different TON departments to be developed in the upcoming years. In that perspective, the TON-network has a unique selling product as it covers different aspects of societal change (health and social services, citizen participation, environmental action, etc.) and stimulates interaction between these different departments. The “raison d’être” of TON is one of an enabler, of creating and sustaining a learning environment amongst TON communities where communities start to better understand and articulate their health needs, their rights for health, to identify effective and cost efficient ways of intervention, to acquire the knowledge and skills to monitor their access to health services, their outcomes in terms of health status. In the medium/ long term future, TON communities should be free of avoidable deaths (such as the ones due to infant / maternal mortality, tuberculosis) and should be successful in decreasing the burden of chronic diseases to increase the quality of life of their citizens by developing their basic health services environment (prevention/ monitoring / basic treatment of main chronic diseases, access to basic drugs, dentistry, etc.). This TON Health Master Plan is an ambitious plan in order to restore a qualitative, accessible and affordable healthcare system for everyone in Romania. As well the English as Romanian version of this Master Plan are available at our website www.theopennetwork.ro.

ase Study ADAMSlatina-Timis - Slatina-Timis is cooperating with Geel (Belgium) since 1999. A community health center, ADAM Slatina-Timis, has been developed in the past. This medical-social center is working now for 15 years and considered as a best practice in Romania and elsewhere. Ministers and other responsible people consider this as a valuable model to be implemented in whole Romania, but till now it where only words. This initial case study has been developed having in mind to contribute to a better health of citizens in SlatinaTimiș and Romania by documenting and disseminating what are the results of 15 year activity of ADAMS and what works in obtaining better health for everyone. The specific objectives have been to identify major trends in the evolution of the healthcare status of the population in Slatina-Timiș as compared to national and other similar rural settings; to try to understand the determinants underneath the evolutions above; to define the health risks profiles of the community Slatina-Timiș; to show the health economies of the ADAMS-model; to promote the lessons learned in Slatina-Timiș and implementing ADAM’s lessons elsewhere in Romania. The analysis had strong limitations due to the poor availability of meaningful information at system level and has important public policies recommendations for enabling a gradual improvement in health statistics at community level, field that is of high important interest for the TON communities. This case study will be finalized beginning 2016 and will be available on the TON website. Joining the LYFESTYLE project represents an important step for enabling a more structured data collection and more sound analysis in the future; this would allow for an ongoing report of the health outcomes in a given community.

wiss project home care - A project to support the development of 5 home care teams in 5 TON communities from 5 Romanian Regions has been defined and applied to the Swiss funding delivered through the Foundation for the Development of Civil Society.

The proposed pilot communities and regions are: 1. Community of Bunești, village Viscri, County of Brașov; 2. Comunnity of Batăr, village Tăut, county of Bihor; 3. Community of Armeniș - county Caras-Severin; 4. Comunity of Moldovița, County of Suceava; 5. Community of Dumitrești, County of Vrancea. The working methodology is an innovative one and consists in the proactive creation at the level of each locality of an informal structure with a role to increase transparency in cases identification, participatory monitoring of the services provided (Local Social Committees). Each community shall benefit from a community facilitator that will identify informal leadership and support catalyze the local services planning/ monitoring plans/ fund raising plans. Formal NGO providers of home care services are to be developed (coaching shall be provided for achieving this new formal structure by passing through all bureaucratic steps needed for the organizational set up). The coaching shall also aim to support the organizational know how in home care services provision, in defining and implementing fund raining plans. The project shall also support the newly formed home care organizations through the payment of a home care nurse during 6 months in each community – the minimum legal period before any possible accreditation and contracting of public funds in order to ensure financial sustainability. Throughout the project period, TON shall perform networking and advocacy activities with local public administrations, associative structures of local administrations, SENIORNET, etc; at the end of the project, strong and weak points of this proactive approach in creating home care services in rural communities of Romania, as well as lessons learned shall be discussed during a Final Project Conference. The project has 20 months duration, aiming to start on 01st of March 2016. The project’s requested budget is 74050CHF to which is to be added the applicant contribution of 8250CHF. Additional 1-2 communities are welcomed to join (a strong request comes from Hodora- Iasi which is more than welcomed to join) and share the learning/ tools that shall be developed by the project, participate in trainings and Conference organized by the project with the need to support marginal costs of their participation.

Network with cross border partners including a visit to Kanjiza local government in Serbia have drown the line for a cross border cooperation project that looks at infrastructure rehabilitation –specifically transforming the health centers into ”green buildings” - of 2 health centers (Slatina-Timis and Armenis) in Romania paired with 2 Health centers in Serbia , acquisition of medical equipment, training in health promotion, health risk assessment, organization of children summer camps for the learning of healthy lifestyle behaviors. The project is to be applied at the beginning of 2016. Joining the LYFESTYLE project represents an important step for enabling a more structured data collection and more sound analysis in the future; this would allow for an ongoing report of the health outcomes in a given community.

Alex Stoian graduated at the Dental Faculty UMF Carol Davila Bucharest, and as Master in Dental Implantology. In 2014 he became specialist in Orthodontics He will start now his PhD As a young entrepreneur he is working in Bucharest in a group practice, but started own practices in other places. Since his mother is family doctor in ladesti (twinned with Balen, Belgium), he started a dental practice in 2 small villages, Lapusata and Cernisoara and this in close collaboration with the mayors of both places. These are nice examples of how things should work in Ro en for TON. Furthermore Alex opened a private dental cabinet in RM-Valceaand sees patients for orthodontic problems in TandareiIalomita. He started his own NGO “Medicina in Folosul Pacientilor” and collected the 2% on income taxes from individuals in order to be able to treat patients that cannot afford (pay) the treatment. He started as well to do preventive checkups for the schools. He made contracts with CJAS and is applying as well for EUR pean grants. Alex entered the TON network and will strengthen our medical team as expert dental care.

homas More – international days – presentation ADR and TON - In March, every year, Thomas More University,

is organizing their ‘International Days’. From more than 50 universities, from all over the world, professors are coming to give lectures in their field. In the department of social work, for 4 years now, we have the possibility to present to the students of the first 2 years, the activities of ADR-Vlaanderen and The Open Network as well as Romania as a country to go on an internship. More than 150 students, every year, get the information they need to come to Romania and have an internship of 2 or 4 months. AGLT, ADAM Moldovita and Omenia had already the opportunity to welcome one (or more) of these students. For the students it is the discovery of a new country, for the TON network it is an opportunity to welcome new insights in their network. In 2016 we want to discuss the possibilities to involve also students of the departments economy, sports and tourism. Students of the department of nursing and midwifery will do internships in the network.

ocial economy day - The third edition of the Belgian Week (April 20-26 2015) included a seminar on Social

Economy on April 22 2015, where different aspects on the issue of active support for civil society organizations were debated. This day was organized by TON in collaboration with the Belgian Embassy and BEROBA. At the moment when the legislation on social economy was still discussed in the parliament, several Romanian experts pleaded during this seminar for a true definition and a true support of those that seek support in the different domains of social economy. Also the financing with European funds has been an aspect of attention, in particular support via the European Social funds. The Flemish umbrella organization for social economy In-C made a presentation of their experiences in administrative and practical matters. At the occasion of this day BEROBA and TON have awarded Eco Herbal for their 2014 activities in Social Economy. Its activities are focused on the production and processing of medicinal and aromatic plants. The goal is to create sources of income for the local inhabitants of a rural environment.

e-InVEST project -

TON became a partner in the European Re-InVEST project. This projects stands for Rebuilding an Inclusive, Value-based Europe of Solidarity and Trust through Social Investments and is financed by the European Commission under the Horizon 2020 Research and Innovation Framework program. RE-InVEST aims to have impact on the societal challenges accelerated by the crisis: the project will provide building blocks for a renewed European project: a Europe where the well-being of everyone is at the core of its policies. The project group covers a broad range of European countries, both geographically (12 countries) and in terms of representation of different welfare and labor market traditions. At least five different European welfare regimes are represented in the consortium: Liberal (UK, IE, increasingly NL), Northern (NL), Conservative (BE, DE, AT, FR, SUI), Mediterranean (IT, PT) and Transitional (LV, RO). 2015 was a year of starting up the project. During meetings in Brussels (January and March 2015) and Maynooth (September 2015) the goals were refined and the methodology was developed. In 2016 TON will contribute to this project by analyzing the impact of the crisis on local communities with a specific focus on migration. These data will result in case studies. Afterwards based on these findings strategies for local social investments will be developed.

DR-Vlaanderen: learning program social map – community profiling - In January

2015 ADR-Vlaanderen started with a learning program for local ADR-groups concerning the creation of a social map of their Romanian partner village. The purpose of this social map or community profile is to have a good insight into the local demographical, social, economical and cultural evolutions and future trends. Knowing the strong and weak points of the local community is the base for a further collaboration and the development of new projects. Six groups participated in this course: Kuurne-Chiuza, Koningshooikt-Vatra Dornei, Waasmunster-Schitu, MaldegemMacaresti, Nijlen-Hodora and Geel-Slatina-Timis. After following five learning moments in Flanders, the group decided to organize a get-to-know-each-other trip to Romania (October 31-November 7 2015). The trip from Chiuza to Vatra Dornei, Hodora and Macaresti gave participants the possibility to get to know the projects and actions of other groups. At the end of the trip the group participated at the 5th Forum on decentralized cooperation Romania Belgium in Iasi. ADR-Vlaanderen plans to organize a similar program in 2016.

hird volume 175 years of diplomatic relations between Romania and Belgium - The third volume of the publication volume 175 years of diplomatic relations between Romania and Belgium was

presented at the University of Iasi on November 5. This volume focuses on the after war relations between Belgium and Romania. Besides attention for economic and political relations, the volume comprises an extensive article on the history of adoption villages Romania. The article describes the seeds of adoption villages Romania, the first humanitarian actions, the way towards structural collaborations, the transformation to action villages Romania, the creation of TON and ends with a vision on the future.

orum Decentralized Cooperation Romania Belgium - The 5th Forum Decentralized Cooperation Romania Belgium was held in Iasi between November 5 and 7 2015. The title of the 5th Forum “25 years of commitment, dedication and engagement; 10 years of decentralized cooperation” clearly underlined the long tradition of collaboration between civil society organizations and public authorities from both countries. More than 150 participants from both countries were attending this Forum and were strongly involved in the production of the Forum content. Decentralized cooperation is a supportive partnership between foreign local and regional subnational organizations. Its main aim is to promote common prosperity and consolidate local development and territorial governance. Decentralized cooperation is considered as any project, initiative, or partnership among at least one Belgian and one Romanian sub-national organization (public authority, semi public, NGO, educational institute…) in order to promote sustainable local and regional development. This definition of decentralized cooperation clearly underlines that decentralized cooperation is not the same as decentralization. Decentralization means the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations and/or the private sector. Different meanings and outcomes were presented during the Forum plenary and workshops meetings. During the historical round table on Thursday November 5 2015, the 3 volumes about 175 years of diplomatic relations between Belgium and Romania, written by former Belgian Ambassador in Romania Philippe Beke, were presented. In the afternoon an exhibition about the famous Belgian comic strip Nero was opened at the Palace of Cultures in Iasi. This event was followed by the plenum on economic collaboration. During this plenum opportunities were explored on the economical field. On Friday the Forum started with some reflections on the Europe 2020 strategy and how this ambitious aims can be localized. Specific attention was going to the regional differences in reaching these goals. Further building on these concepts, umbrella organizations discussed how local authorities can implement the international and European goals. The ideas developed during the morning plenary sessions were further explored during the workshops in the afternoon sessions of Friday November 6, 2015. The workshops were structured around a specific topic: health, social economy, rural development, developing administrative capacity, fire safety and civil society. On Saturday November 7, 2015 the conclusions were presented as a two year working agenda 2015-2017 with 7 flagship initiatives. imburg Erasmus+ project: learning pathway - decentralized cooperation - The

Limburg platform for Romania working groups NGO (LimPRo) developed for its volunteers and local groups a learning pathway about decentralized cooperation with the aim to renew their local actions. After more than 20 years of collaborations, there are still many local groups active in working with their Romanian partner. But also new initiatives are created. Today local Limburg Romania working groups are looking for a renewed work program for the coming years. To help them to do this, a learning pathway was developed and consisted of three components:

1. The organization of preparatory courses about contemporary aspects of Romanian society (August- September 2015) 2. Participation in the Romanian Belgian decentralized cooperation forum and site visits (November 4-11 2015). 3. Feedback and writing concrete action plans, which will be developed during the first months of 2016. This project was financed by the Erasmus+ program of the European Union. In total 8 participants with a background in (adult) education and social economy could benefit from this grant.

ON Firefighting department - After the good experience of exchange and training as well ISU as SVSU

firefighters from Caransebes and Slatina-Timis in Belgium in 2014, further talks took place in 2015 with as well the responsible staff in Bucharest, state secretary Raed Arafat and firefighting departments in Belgium.

In the same time, there was stressed further on a good cooperation between professional ISU teams and volunteer SVSU local teams. They could and should be used as an advanced firefighting post in support of the ISU. Because they are mostly located closer to the accident place, they could already start needed activities while awaiting the arrival of the ISU. Doing that way and provided a good cooperation, this could prevent a bigger disaster. In the same time, exchange, training and provision of adequate extra utilities and materials was going on at different places. As a result of all those contacts and exchanges in 2015, VZW Geels Roemeniëkomitee and ISU Caransebes decided to prepare an Erasmus+ application for 2016.

ZW Geels Roemeniëkomitee, ADR-Vlaanderen and TON started the preparing of an Erasmus+ project application “Train the Trainer” - A consultation

started mid-2015 to study the application, to see who could be partner, to know what countries were needed and could agree to join the platform, and should be the main goals of this project. Finally was decided that the main goals should be: compare training methods (especially with regard to promote security, new techniques, imminent dangers from extinguishing works) and a good and close collaboration between volunteer and professional firefighters. In order to tune the different expectations and to come to a first draft of project, 5 Romanian firefighting officers (1 of the operational headquarters of Bucharest, 2 from ISU Resita and 2 from ISU Caransebes) were invited by the VZW Geels Roemeniëkomitee from September 23-27. For an Erasmus + project, at least three EU countries are necessary. Therefore was also contacted the “International coordinators of the provincial fire brigade headquarters” in Rzeszow - Poland. Two officers were scheduled to join these days but they were prevented at the last moment by foreseeing urgent housing for refugees.

The Romanian participants were welcomed at the fire station in Geel by Colonel Koen Bollen, zone Kempen and Mayor Vera Celis from Geel. This welcome was followed by a guided tour in the fire station of Geel by fire commander Gert Kempen of Geel, and instructor Bart Staquet. The next days were spent at Campus Vesta (County training center for firemen, police etc. of the County of Antwerp). Patrick Van den Nieuwenhof (ADR-Vlaanderen) who will coordinate the project; Bart Staquet (professional firefighter zone Kempen- Geel); Kris Vanhout (principal coordinator firefighters Campus Vesta and also volunteer firefighter at Westerlo); Marc Op de Beeck (volunteer firefighter Geel and member of VZW Geels Roemeniëkomitee) and Paul Helsen (leader of the firefight workgroup VZW Geels Roemeniëkomitee) were present from B side. In addition to the meetings, a plant tour was made on Campus Vesta to determine which facilities can be used for fire drills in this project. One evening the participants attended a training of a mixed team of volunteers and professional firefighters at the fire station in Geel. The last day a visit was paid to BIG (Fire information center for dangerous goods) in Geel. BIG likes also to participate in the project. From this preparative meeting a first project proposal will be distilled and further fine-tuned with the different partners for application March 2016. --

ater4Life, SMHO, ADR-Vlaanderen, TON and LimPRo join their forces for drinkable water in Romania - In the past, scientists of the Dutch Water4life

foundation have developed several products to provide safe drinking water for people in rural areas. These products have been disseminated with success in Asia and Africa. Safe water will be provided with an ultrafiltration system instead of a microfiltration system that can withdraw micro-organisms with high capacity. The Dutch foundation “Water4life” has more than 12 years of experience in providing solutions for different areas in the world where water of healthy quality is not available. Products, developed with help of scientists at the multinational company DSM, has given the foundation know-how to make innovative products that can be produced by the local people. This not only ensures a high level of acceptance, and commitment of the local people, but also improves the socio-economic situation in these regions. SMHO, a Dutch foundation, which supports social-medical activities in Eastern-Europe (and is for several years member of ADR-Vlaanderen), and Water4Life joined their efforts to provide drinkable water in Romania, starting in the county of Suceava. Currently the project started at a school in Vatra Moldoviței. From the beginning ADR-Vlaanderen supported the idea of this project initiated by Water4life. In the meanwhile the project has been presented as well on the region of Limburg of ADR-Vlaanderen as well as on the national contact day of ADR-Vlaanderen, November 2015. Information has been disseminated through their newsflashes, newsletter, website, etc. Furthermore an agreement on cooperation has been setup between SMHO, Water4life and ADR-Vlaanderen/The Open Network. TON will also apply with a project on promoting drinkable water at ADR-NE region in 2016. In the same time an EU project application is in preparation between the different above mentioned partners.

ud-Turnhout invests in structural community development

After 25 years of collaboration between citizens of Oud-Turnhout, Belgium, and Dumbrava, Romania, ‘VZW Oud-Turnhout – Dumbrava’ has officially stopped the activities. In the past they realized together some nice projects. Recently they renovated the cultural house in Dumbrava and realized a project on drinkable water in the community. In cooperation with the community hall they still wanted to realize a project for elderly people in Dumbrava but for several reasons this wasn’t possible. The ‘VZW Oud-Turnhout – Dumbrava’ decided to support the development of The Open Network and donated the available money (more than € 10.000) via ADR-Vlaanderen to TON.

xchange of letters between BEROBA-ADR-TON – The Open Network for community development and ADR-Vlaanderen - In 2015 an “Exchange of Letters” was concluded between ADR-Vlaanderen, The Open Network for community development at one side and BEROBA (Belgian Romanian Business Association) at the other side. BEROBA, ADR-Vlaanderen and The Open Network are all organizations active in Belgium and in Romania. Due to the unique characteristics of each organization and the broad network they generate together, cooperation in principle is in their advantage. The cooperation was seen as follow: - ADR-Vlaanderen, TON and BEROBA can organize activities together to achieve shared goals. - ADR-Vlaanderen, TON and BEROBA seek for common grounds to assist and support each other in the promotion of their activities. - ADR-Vlaanderen, TON agrees to share notoriety information and support, where they can, their mutual initiatives on the basis of their know-how and experience. - ADR-Vlaanderen, TON and BEROBA are committed to share information and expertise. In this sense each of the partners will post the logo of the other partners on the website. Other visibility of each other’s activities can be decided on ad hoc basis. - ADR-Vlaanderen, TON and BEROBA engage to bring actors together and exchange their contact data in the best possible ways. - ADR-Vlaanderen, TON and BEROBA will facilitate access to each other’s international platform. - ADR-Vlaanderen, TON and BEROBA will meet at least once a year to evaluate the cooperation in the past year and to discuss the cooperation in the upcoming year. - Taking advantage of the fiscal rules in Romania, BEROBA members are encouraged to give priorities to TON in the direct tax allocations. This priority can financially help TON to achieve its annual goals. - BEROBA members can become member of TON. Therefore an annual membership fee of 50 EUR is foreseen. Special partnerships can be negotiated. Any BEROBA support to ADR/TON can be arranged on an ad hoc basis. - BEROBA members can communicate their job vacancies to ADR/TON network that will publish them on their websites. - At the occasion of important events like the Forum on Decentralized Cooperation or the Belgian Week in Bucharest, ADR-Vlaanderen, TON and BEROBA try to find the best possible cooperation in order to include economic components and social economy. The partnership started in 2015. The partnership will be tacitly prolonged on the First of January of each year. The partnership may end on the basis of a mutual agreement or following a unilateral initiative of one of the partners that will come into effect three months after the other parties received a written communication hereto. In the mean while a day on social economy was set up during the Belgian week in Bucharest April 22nd and a first BEROBA-TON Encouraging award Social economy was handed to Eco-Herbal. During the Forum on decentralized cooperation in Iasi, November 05-07 a roundtable on economy and social economy was held in Iasi together with ADR N-E region. At that occasion was agreed on the setup of a BEROBA-TON meeting point in 2016 and a further cooperation on social economy.

UROMF Seminar - The Commitment of social partners to tackle social exclusion within the labour market - Focus on tackling problems of migrant workers from inside

and outside the EU. Cristina Chert (executive director TON) and Jozef Goebels (president ADR/TON) were invited at this seminar from October 1 until October 2, 2015 in Bucharest. The organizers stated: “It’s clear we don’t believe in the liberal view on building a society, a view that these days dictates the EU politicians and policies. We believe in a socially corrected economy and a society driven by justice and solidarity”. “When we chose this seminar subject a year ago, we couldn’t know it would become such a hot topic as a result of the refugee crisis and the current political statements in a divided Europe”. Migration is a very old phenomenon. After the Second World War an increasing number of migrants and refugees came looking for a better life in Europe. And Fortress Europe made increasingly more restrictions for migrants and refugees. Research found that this way of reacting only increases the number of dead among refugees. Analysis also determined that more rules only lead to an even more restricted and difficult flow of migration. Once a system has been established, it is very difficult to abandon it. It becomes a kind of prison. This is disadvantageous to the economic development. It is clear that empowering the fear for the unknown, in this case migration, kills good policies. We need to oppose this and expose the real facts and figures on a day to day basis.

Cristina Chert presented “The case of migration in Romania: consequences for workers and the Romanian economy” this topic also as a partial result of the ReInvest project TON is involved. ACV-Border Workers in EU member states have leaflets in Romanian language on information for people interesting in working abroad. They will be put on the website of ADR/TON. We also gave them information regarding the initiative of the Dutch embassy where Ramona Sinca represented TON in June 2015: “Provide pre-departure information for people interested to work in the Netherlands about rights, obligations, opportunities and risks”. It is important to create a social security system that can function worldwide. Social security should be a system that ‘accompanies’ the employee wherever they go. To achieve this we need to address these issues: •Access to social security in host and native countries affects the level of vulnerability. •Portability between host and native countries is important to avoid loss of accrued entitlements. •Labour market conditions for migrants in host countries and the recruitment process for migrants in the country of origin must both balance between employers’ needs and workers’ protection. •Access to informal networks can act as an informal social safety net to support migrants and their family members. •Mobility of labour and mobility of entitlement. Not only regulations and laws are important, there is also the matter of the reception of migrants in society. For that to work, we need civil society organisations that take care of it.

oalitia pentru Dezvoltarea Romaniei (CDR) - Coalitia pentru Dezvoltarea Romaniei (CDR) is

a private, non-political initiative, gathering the most representative organizations for the business environment in Romania. It is constructed as a formal collaborative arrangement by its combined membership, all of which have good standing as organizations in Romania. Coalitia’s main purpose is to provide a cohesive basis for consultation with the Government and other public institutions on topics that impact the business and economic climate in Romania. Coalitia has signed a Memorandum of Understanding with the Government to this point. Coalitia pentru Dezvoltarea Romaniei comprises of 20 business associations, 17 organizations as associated members, with the aim to be a common voice of the business community, to offer the private sector’s expertise within the consultation process regarding public policies and to promote a transparent consultative process. To achieve its objectives, Coalitia pentru Dezvoltarea Romaniei has set up ten working groups that are linked to the economic agenda and a wider, cross-Ministries agenda. These task forces are coordinated by leading experts in their field of activity, and task force members are delegated by participating organizations from the top management level. 1. Send a message to info@theopennetwork.ro and ask for an “Official request for TON membership”; 2. Fill in the “Official request for TON membership” and sent it back to info@theopennetwork.ro.; 3. In maximum 2 weeks you will receive the answer to the “official request” submitted by the Administration Council to the TON Board; 4. If the “official request” received a positive answer, you may transfer the annual membership fee into the official account of TON; 5. You will receive the TON member card and you will be part of our TON Network. Membership tipology TON network has 4 member types: •

Active members: members (natural persons or organizations) that are active at local level, that have a Belgian partner or not, that work with one of our models: GLT (Local Youth Group), OLF (Local Women Organization), OLB (Local Men Organization), CLD (Local Community Development Committee), CLS (Local Health Committee), ADAM (Mutual Help Association), Elderly Organizations. Our Active members have access to our training system (according to the terms established in each invitation) and must have minimum 4 activities each year under the TON umbrella and using the TON LOGO; we promote their activities (using our communication channels) and support their development.

The Individual Active Members will be encouraged to develop their own organization (informal/formal group in the community), in one year after they decide to be TON members.

Supporting members: members who pay the membership fee and are informed on what we do. They may participate in our training programs by paying the training fee. The supporting members are our future project partners.

Members of Honor: these members are invited by the TON council to join us as members of honor due to their presence, activities, expertise and experience.

You can also choose to support us by redirecting 2% of your income tax

• What it is and how it works? Every year, YOU can choose to have 2% of your income tax redirected to a non-profit entity. We propose you to support the development of associations at the local level, in rural and small urban communities, all over the country. Local volunteers have the insight, capacity and willingness to transform their communities. Little support is all it takes to see them blossom. At this time, we are working in about 20 communities.
