What is Portsmouth Listens? www.portsmouthlistens.org

Since 1998, Portsmouth Listens evolved as a neutral convener of dialogue on issues critical to making Portsmouth the best place to live and work for everyone; A NH not for profit corporation formed in 2005(not 501(c)(3)); All volunteer – no paid staff or funding; Bring together community in small groups to deliberate on issues critical to making Portsmouth the best place to live, work and play for everyone; Trained facilitators guide small groups of 8 to 12 citizens in a safe and respectful environment to dialogue about critical issues; The results are then presented to the community decision makers to assist in final decisions about the community.


What is the study circle dialogue process? It is not a public hearing where: Citizens have 3 minutes to share their idea; No interaction or deliberation; Total public input = 3 mins x 60 citizens = 3 hours. A study circle dialogue is where: All participants have a chance to share their ideas; Participants deliberate on and prioritize ideas; Findings and recommendation formally reported back to Decision makers; Total public input = 150 participants x 2hrs/week x 2 weeks = 600 hours


What is the basic concept of deliberative dialogue? “The marketplace of ideas” “The truth or the best policy arises from the competition of widely various ideas in free, transparent public discourse”. Embraced by the Supreme Court as the “theory of the Constitution”; It is the basis of our economy; and Our justice system through the jury system.

In Portsmouth we have come to call it “mining the collective wisdom of the community”.


The process identifies community values and transforms them into visions for making Portsmouth the best place to live, work and play for everyone.

What values and visions will guide the design of the McIntyre public space to make downtown Portsmouth the best place to live, work and play for everyone?


What is: Values to Visions to Sketches? As part of a typical design process, an owner provides input on its desires to its architect. After viewing the property, the architect creates sketches to provide the owner with what its project might look like. The sketches lead to specific plans for the project. The McIntyre Public Space dialogue is an effort to provide public input about the McIntyre public space. The Portsmouth Listens two-step dialogue process is: First, participants will be asked to identify values that have made Portsmouth one of the best places to live, work and play. Second, each group will explore visions of how its values can be incorporated into the McIntyre project. Then, our architectural partner, the Principle Group, will generate “sketches� from public input to guide the City and Redgate/Kane in negotiating a final McIntyre plan.


Example of “Values to Vision to Sketches” Values: History has been a key value in Portsmouth’s success and in the most recent Master Plan identified Diversity as important value. Vision: The vision that incorporated the values of history and diversity was the creation of the African Burial Ground. Sketches: Information about the Chestnut Street site was gathered from which sketches were prepared that lead to the final plan for the African Burial Ground.


The McIntyre Dialogue Process The McIntyre Public space dialogue seeks to generate public input for meaningful public space on the McIntyre property. Participants will be assigned to groups that will meet for two weekly sessions the weeks of January 4 and 11; Participants will be matched to facilitators on their preferred evenings or days; Groups sessions will be hosted on Zoom; Each group will prepare a written report of its findings and recommendations, and have the opportunity to orally report out to the City Council and its development partner, Redgate/Kane; The results will also be reviewed by the Principle Group architectural firm to generate sketches based on the groups’ input; There will be an opportunity for public input on the sketches.


Creating Safe and Respectful Space The integrity of a safe and respectful dialogue space is based on some common ground rules: on mutual respect – all participants have an opportunity to share and only one person speaks at a time; confidentiality within the group – one can share what is said in the group but not who said it; no phone use during deliberative sessions and no tweeting or posting; work together to find common solutions to difficult problems.


Due to the high number of sign-ups and limited facilitator resources, not all signups may be able to participate in a study circle group. Alternative participation opportunities are being created to provide everyone that wants to provide input san opportunity to do so as part of this overall process. Participants for the study circle groups will be randomly selected and assigned by the Principle Group. Participants not assigned to a study circle group will receive all materials and alternative opportunities to participate in the public input process. Over the next week, we will complete group assignments. All sign-ups will receive a copy of the Discussion Guide. It will include an outline of the dialogue process and information and links to helpful information, including some of which you will hear and see tonight.


Prior to the commencement of the study circle sessions, we ask that you do two things: 1. Please listen closely to the Principle Group presentation and read the Discussion Guide. There is lots to learn and consider. 2. Take a walk around the site to see what is there. Look at: all of the potential open areas on or near the site; observe surrounding properties; and explore the connections from the site to the surrounding neighborhoods. Upon close inspection, what you see may be significantly different than your existing perceptions.
