Legislators ready for 2015 session By Amanda Smythers amanda@theputnamstandard.com As the first session of the 82nd West Virginia Legislature gets underway, budget cuts are all but certain and Cabell County is no exception. Sen. Robert Plymale (Dist. 5 – D) said that in his 21 years as a state lawmaker, he has never experienced a more challenging budget year. “I think the budget overall will be the overriding issue we will be facing,” he said. “The area of Cabell and Wayne counties that I represent has Marshall in it and there are some pretty significant budget cuts. The budget cuts to medical education is pretty significant.” Del. Carol Miller (Dist. 16 – R) said while cuts are difficult, they are necessary to avoid using the Rainy Day Fund. “We need to be very careful about doing something like that,” she said. “We need to make sure that we don’t affect our bond rating. It means that there’s not a lot of money to spare and we’re going to have to be very diligent about what we do cut and what we do fund.” Another item the house and senate will look at is the formation of public charter schools, an idea that Plymale said is worth looking into. However, newly elected Del. Sean Hornbuckle (Dist. 16 – D) has concerns about the demographics of the schools. “Historically, charter schools will group affl uent kids and group lower socially economic kids, and what

Following a moving civil rights recollection from NAACP member Wendy Thomas, a diverse group of individuals marched together bear-

ing signs, children and in one case, a Torah. “It represents a collection of people from various walks of life, various ethnicities, social classes and religious and ethnic groups,” said Maurice Cooley, director of the Center for African American Students at Marshall University and co-sponsor of the event. “And that is what Dr. King fought for. He didn’t just fight for one group. He fought for the rights and the

freedom of all.” This is the first year Marshall has directly sponsored the annual march, which local NAACP chapter president Sylvia Ridgeway, who also serves as the president of the state chapter, said helped bring a collection of Marshall students who might otherwise have not heard about the march. Lady Knights lose close game to Hurricane, 59-57 By Michael Circle michael@theputnamstandard.com

Intercounty rival Hurricane edged out the Cabell Midland Lady Knights 59-57 in the final seconds before the buzzer sounded. Midland coach Matt Adkins said that although the game was tough, the competition gave the Lady Knights some perspective. “Tonight they scored two better than us and they beat us but I think, going down the stretch as we get going, this should give our

team some confidence to play with a team like [Hurricane],” Adkins said. “Everybody was involved. Everybody got in the game and gave us good minutes and, you know, played the role.” The two-point deficit was within inches of being a three-point turnaround that would have sent Cabell Midland (4-5) home with a win. Midland’s junior Haley Haggerty took the ball from the throwin, positioned herself at the arc and fired but the last-second shot narrowly missed the hole and fell

into Hurricane (10-1) hands. “Basketball is a game of inches sometimes,” Adkins said. “That last shot, an inch more and we would have won but I’m proud of them. We went to our strengths and we played. I’m proud of them.” Haggerty was upset after the missed shot but was still proud of her team and their teamwork. “I feel really good about our play tonight,” Haggerty said. “It just shows we’re building as a team and we’re going to keep improving, keep working hard to compete with

teams like these.” Midland started the scoring early with a shot in the paint by Morgan Bennett. The lead was lost on a 3-pointer by Hurricane’s Abby Watson. The Lady Knights battled tough with the Redskins through four quarters. The game was tied at the end of first half after a steal and put-in by Summer Stephenson. Kelli Sobonya (Dist. 18 – R) said education has been a priority of the Republican party for decades and that they will be seeking any solutions to improve the system in West Virginia, and in turn, add to the productive workforce. “We want to get West Virginian’s back to work,” she said, adding that poor educational success affects the workforce. “That’s our main focus. We have the lowest workforce participation rate in the country.” Hornbuckle, who is serving on the education committee, also wants to ensure great educators are kept in the current public school classrooms. “We have to make sure within reason that we are protecting our teachers that have seniority but we also have to make sure we are providing the best possible educator to lead the child and we do not create an unfair system,” he said. Plymale said he also wants to focus on West Virginia teachers, adding that it may be time to change the certification process. “Alternative certification for teachers is something that I’ve always tried to do,” he said. “Maybe this year there are different ways to look at certification and still get the quality we need.” Plymale, who serves on the finance committee, said he wants to alleviate at least a portion of the cuts on higher education. He said that higher education tends to be a “go-to cut” for lawmakers as universities have other methods of collecting funds. “In terms of some of the cuts that are proposed, it is focused on higher education,” he said. “Higher education is an easier one to cut, particularly became they can fill in the money on tuition and fee increases.

Community News “But that’s certainly tough for parents and students.” Plymale said that after serving on the higher education committee and having the financial responsibility of sending his three children through college, he is against broad cuts, particularly when they’re grouped on one area. “Higher education is the easier area to cut without doing layoffs and things like that,” he said. “I think the cuts this year are less than in the past but more directed toward areas and I certainly question that.” Also in line with education, Plymale said he had hoped before the session to be able to legislate raises for West Virginia teachers, but now finds it will be very difficult to pass. “I’m certainly looking at something in rounds of what we can try to look out for professional educators,” he said. “We were hoping we could get a raise out this year. The budget is so difficult that any amount of raise is hard to do.” Although Plymale said he knows there will be significant budget cuts, he said transportation is one thing that can’t be underfunded, a problem that it is currently having, he said. “The funding for transportation and the lack of funding for that is certainly something I’m going to try to address,” he said, adding that roadway paving and upkeep can use improvement. “Long term, we want to have interstate access at Culloden. I’d like to see that get on the six year statewide transportation agreement plan.” Sobonya and Miller also want to focus on the drug addiction facing Cabell County by focusing on recovery options. “We want to focus on drug recovery and treatment options,” Sobonya said. “There’s still a disconnect about the money following the person into treatment.” With a Republican majority for the first time in over 50 years, Hornbuckle said he is ready to be bipartisan and work with members

of each party. However, he said, it will not stop him from arguing against bills he disagrees with, including the repeal of the alternative energy act. “As of today, I am against the repeal of the energy act because I think we are in a interesting time in West Virginia when we have the opportunity to diversify our energy portfolio,” he said. “Furthermore, I think there is a bit of partisanship in that. Numbers on the [Republican] side voted for it last time. I don’t think that is the right attitude coming out of the gate.” Meanwhile, Sobonya said her side of the line is ecstatic about the repeal’s quick introduction and said she thinks it will help curb the mining layoffs around the state. “We campaigned on standing up for coal,” Sobonya said. “We want to remove the mandate placed on our major industry. We believe that the free market should dictate that and what type of energy we use should dictate that.” Hornbuckle said he doesn’t expect the session to be easy, but hopes to pass meaningful legislation to represent his district well. “I’m hoping that we get some good pieces of legislation that protect and provide for working class families and also better our education system,” he said. “I’m expecting a lot of difference in opinion of how to get there. I’m hoping that we can work together, however, I do expect for there to be disagreements and some polarizing school of thought. “I don’t want to get caught up in the political game. My big thing is to learn so I can be the best legislator for not only the district but for the state.” Sobonya said this is a historic time for the legislature. “We just have many pressing problems and that’s been the focus of our Republican caucus for decades,” she said. “Now we have the opportunity because the voters decided to give a different coach the ability to decide the legislative agenda.”

I miss the days when getting pregnant was a blessing and not a burden. I miss moms at home when the kids come home from school. I miss men being men and women being women and we could tell them apart. I miss the days when all of my schoolmates attended Sunday

He was born July 12, 1927 in Hartford, Ill., a son of the late Williams Bugg and Gladys Tiefenthaler Inlow. Survivors include his wife of 63 years, Betty L. Gerl Bugg; two daughters and sons-in-law, Michaela “Mike” Bugg Chiles and Chris Chiles, of Barboursville, and Jo Bugg Brookover and Mark Brookover, of Leesburg, Fla.; a son and daughter-in-law, Clifford and Terry Bugg, of Chillicothe, Ohio; and four grandchildren. Funeral services were conducted Jan. 15 at Chapman’s Mortuary, Huntington, with Pastor Roger Adams officiating. Burial was in Ridgelawn Memorial Park, Huntington. Junior Wallace Caldwell, 89, of Myrtle Beach, S.C., formerly of Milton, loving husband, father, grandfather and our hero, passed away Jan. 7, 2015. He was born Dec. 13, 1925 in Edwight. He was the son of the late Okley Lee Caldwell and Mary Holly Caldwell. He was a veteran of World War II and served in the U.S. Army Air Corps 15th Air Force 376th Heavy Bombardment group. In addition to his parents, he was preceded in death by his daughter, Becky Anne Caldwell Black; and a grandson and granddaughter. He is survived by his wife of 66 years, Elizabeth “Peaches” Austin Caldwell; daughter, Marybeth Kyle, of Ocala, Fla.; son, Craig Caldwell (Debbie), of Myrtle Beach, S.C.; sister, Delores Myers, of The Villages, Fla.; seven grandchildren; 16 great-grandchildren; and special friends. Village of Barboursville officials are addressing the lackluster pipe infrastructure that led to flooding around the village proper last summer, but doesn’t expect significant progress to begin until July 2016. Danny Porter, director of public works, said a recently completed consultant’s report outlines the problems faced by the village. “Some of the pipes are old and broken and we need to replace some of them,” Porter said, adding that there are terra cotta pipes aged at over 100 years. “Some of them are stopped up and we need to clean them out.” Porter said most pipes have a shelf life of between 30 and 50 years, meaning some pipes are past their limit by over half a century. He said many of the pipes are crumbling, a problem with financial implications that will take a long time to fix. “We probably need to do a project every year,” he said. “It will be an ongoing thing. Infrastructure ages and you have to maintain it.” Porter said finding the money could be problematic, but he plans on asking the city council to put it in his budget for the next fiscal year. “We need to evaluate the report just to see the extent to which we need to replace pipes or clean them,” he said. “ We’re in the process now of evaluating the report and then we’ll calculate the cost associated with that.

Then we’ll figure out where the money comes from.” Porter said the main issue is sewage drains, as they run all over the village. After the heavy rains of last summer, several residents experienced sewage overflow in their houses, something Porter said is difficult to prevent due to Barboursville’s layout. “Our town is relatively flat and the houses are built low to the ground,” he said. “When we have a huge storm event some of the houses get flooded. “Last year we had more rain that usual. We’re going to do everything we can but when you have a rain event like we had last August there’s no way you can prepare for that.” The flooding of last August fueled the investigation into the drainage system as residents spoke in front of the city council asking for resolution. Since then, Porter has worked on building up curbs to change the flow of water as well as cleaning out pipes. “This is top priority right now,” he said. “That’s mainly what were about, those kind of issues.” Porter said he will immediately begin clearing out the clogs from the consultant’s report and wants Barboursville residents to know he and the city are doing what they can to prevent future floods. “We’re doing all we can to alleviate the problem,” he said. “We don’t aim to promise we can fix everything but we’re going to do what we can.”

West Virginia Legislative Update By Del. Carol Miller District 16 It has been my privilege to serve the people of the 16th Delegate District as a member of the House of Delegates. As many of you know, following the November elections the Legislature has Republican leadership for the first time in the history of this Capitol building. (83 Years) I am honored and humbled to serve alongside my good friend, Speaker Tim Armstead, as part of his leadership team for the 82nd West Virginia Legislature. I have been appointed as the Assistant Majority Leader, making me the first female to serve in a leadership position under a Republican-led majority in the House of Delegates. (Wow!) I will also serve as the Chair of the Small Business Entrepreneurship and Economic Development

Committee. I will continue to work toward a better West Virginia for the generations to come and promote an economic environment which is inviting for businesses. We need jobs. We intend to make the process of government transparent and open so that the taxpayers who have elected us can have a greater accountability of their state government. We have the political will and impetus to make substantial reforms and changes to move West Virginia forward by examining efficiencies in every area of state government looking for waste and duplication of services. We will be looking at several areas immediately, including the repeal of the cap and trade-like legislation of 2009, which if unchecked, will raise electric rates for consumers and make it harder for coal operators to compete in the energy industry. We will focus

on economic development drivers such as tax reform and specific education reforms designed to return control of the education system to the local levels and cut through the top heavy and cumbersome bureaucracy which has weighed down the ability of our teachers to do their jobs. Change has come to Charleston and you can feel the electricity in the air. I thank the voters for their faith in me and my colleagues. We will continue to work with ALL members to craft legislation which will improve the lives of all West Virginians.
