School board to consider redistricting

By Amanda Smythers amanda@theputnamstandard.com Redistricting may be scheduled for Cabell County’s future as overcrowding at Milton Elementary and Village of Barboursville Elementary overshadow student shortages at Ona and Culloden Elementary schools. During the Local School Improvement Council meeting on Feb. 3, Debbie Smith, principal of Culloden Elementary, said her enrollment is the lowest it’s been since she became principal six years ago. “The new building is going to be wonderful,” she said, referring to the construction that is slated to be finished in August. “But what I need, I need students. I’m losing three teachers this year because of enrollment numbers. So I need some of Milton’s students.” Smith said her numbers have typically been around 210 students, but she is now down to 186. These lower numbers caused the county to notify Culloden that it will be losing three teachers, although Superintendent Bill Smith said this could change as future enrollment numbers come in. “When you have construction like that, sometimes parents will take other options,” he said. “Once that’s done, they will be back. But you’re right, we have been looking at the redistricting issue and the best time to do it will be when that building opens.” Bill Smith said that although Culloden is losing stu-

Midland’s Gould and Wilcox are recognized as leaders Cabell Midland High School is proud to announce that Brennan “Chantz” Gould and Mark Wilcox have been chosen as recipients of the Ronald Reagan Student Leader Award. Gould and Wilcox were nominated for this award by Student Council Sponsor Leslie Riedel. Riedel described Chantz and Mark as two young men who both embody the characteristics described in this award.

The play is set at the Kit Kat Klub, the perfectly marvelous cabaret where singer Sally Bowles meets writer Cliff Bradshaw. As the two pursue a life of pleasure in Weimar Berlin, the world outside the Klub begins to splinter. Marshall’s Chamber Choir adds three performances The Marshall University Chamber Choir has added three performances on its spring 2015 tour of Atlanta, Georgia. A select ensemble of 32 Marshall University students, the internationally acclaimed Chamber Choir will perform at 7:30 p.m. Saturday, March 14 at Demorest Federated Church on Georgia Avenue in Demorest, Georgia. The choir makes an 11 a.m. stop Sunday, March 15, when it performs at Cornelia United Methodist Church, 275 Wyly St. in Cornelia, Georgia. The third additional performance will take place at 6 p.m. the same day at Sandy Springs Christian Church, 301 Johnson Ferry Road NW, Sandy Springs, Georgia. “We are delighted to bring the Chamber Choir to the Atlanta

Distracted driving blitz in Cabell From Feb. 1 to 28 law enforcement officers across the area will conduct special overtime campaigns to cite drivers talking or texting on their cell phones. With ever increasing demands on our personal and professional time in today’s busy society, learning to juggle multiple tasks at once is a decision we must make daily. As a result, a new traffic safety epidemic has emerged on America’s roadways that demand immediate attention: distracted driving. In 2014, law enforcement in Cabell County issued more than 266 distracted driving citations on highway safety office overtime funding. The Highway Safety Office region (six counties) shows more than 590 citations being issued during 2014 on highway safety office overtime funds. These numbers reflect both cellphone use and texting use. Text messaging is of heightened concern because it combines three types of distraction – visual, manual and cognitive. In other

words, texting involves taking your eyes off the road, your hands off the wheel, and your mind off the task of driving. To tackle this ever-increasing problem, NHTSA and the West Virginia Governor’s Highway Safety Program are focusing on ways to change the behavior of drivers through legislation, enforcement, public awareness and education— the same tactics that have curbed drinking and driving and increased seat belt use. Gov. Earl Ray Tomblin kicked off the campaign in 2013 with the message, “Turn It Off, Put It Down, and Just Drive.” Drivers are reminded that the next time you are pressed for time, and it seems like multitasking

This week in the legislature was a busy one. Many legal reforms were passed. One bill was to clarify the deliberate intent doctrine. Simply put, this legislation restores the original accepted purpose of deliberate intent. It strikes a good balance by protecting the rights of both employees and employers. It will help restore the predictability of the court system, and also preserve the right to a fair recovery. House Bill 2005 created a pathway for the alternative certification of teachers in West Virginia. It will prepare an avenue for college graduates as well as those people who are transitioning from their current career into a career in teaching. There are approximately 700 vacant teaching jobs in the K-12 area. Many of the vacancies are filled by long-term substitute teachers who are teaching out of their area of expertise. When no certified teacher can be found to fill a critical needs position, this bill allows the hiring of an applicant who has a B.A. Degree (and successful career experience) in that specific subject (like math and science). The applicant will also have to pass a background check, score well on the PRAXIS test, and receive significant amount of classroom assistance and super-

vision. It is meant to be an addition tool for our local school districts to provide the most qualified teacher for their classrooms. The House also passed the “Pain Capable Unborn Child Protection Act.” This legislation protects the unborn child in the womb from abortion at the gestational age of 22 weeks. It protects the life of the most vulnerable. The bill also contains exemptions to protect the life and health of the mother. This bill had overwhelming bipartisan support. Another bill that passed was the Captive Cervid Farming Act. This bill transfers the state’s regulatory oversight of deer farming from the Div. of Natural Resources to the Department of Agriculture. Along with our avid hunters of deer, the farming of deer will add to our tourism industry. Restaurants will be able to serve locally grown venison instead of importing it into the state.

We also celebrated West Virginia University Day at the Legislature. WVU President Gee and the mascot, Michael Garcia, were on hand. We also honored the WVU Extension Service with a citation recognizing their 100 years of service as the primary outreach arm of our state’s land grant institution. Another bill of interest passed the House, HB2008. This bill calls for an audit of the Department of Highways. It is now in the Senate Finance Committee. We are now half way through the session. “You can’t kill hate” With all the reports of violence in the news, it is hard to watch many of the stories. I don’t think I have ever seen such a time of violence one toward another and the lack of caring for fellow human beings around the world. With all the differences in the world there has to be a way we can all live peacefully and not try to kill one another. I realize there are times to go to war and times of peace. But really, can’t we all just get along one with another? But wait! Isn’t it just like the old days of the bible? The world was filled with violence. We haven’t gotten quite that bad as a society but I think we just may be near. While most of us are

peaceful people there are those in other countries who wish us evil. But God is still on the throne and we need to keep on trusting him. As one young man said “you can’t kill hate.” God is love and when these people come to know the one true God they will changeforever

She was born Aug. 15, 1972 in Huntington, the daughter of Charles and Barbara Fortner (Hensley), of Huntington. Sherry was a homemaker. She is preceded in death by a daughter, Erika Morgan; nephew, Zayne Tucker; and stepson, Graham Bailey. In addition to her parents, she is survived by her loving husband of 20 years, John Bailey; daughter, Kayleen (Johnathan) Gardner, of South Point, Ohio; son, Jaren Bailey and daughter, Karlei Bailey, of Huntington; and several grandchildren. Funeral services were conducted Feb. 13 at Crosspoint Community Church, by Brother Eddie Gandy. Burial followed at Forest Memorial Park, Milton. Midland boys team falls to Hurricane, 62-35 By Michael Circle michael@theputnamstandard.com

The Cabell Midland boys basketball team showed effort during a hard fought game against a statetournament bound Hurricane team. Midland senior Mark Wilcox was proud of his teammates performance. He told the players to continue to believe in themselves. “They just outplayed us,” Wilcox said of the 62-35 loss. “One hundred percent credit to them. But as a senior, I see these kids and no one says a word after this loss and it shows that they took this

loss to heart. “It means a lot to think that this matters to the younger kids. Never question their heart. They’ve always given a hundred percent.” In a game plagued by turnovers, the Knights struggled to stay afloat as the players battled at both ends of the court from start to finish. Steals and miscues caused Midland to end the game with 16 turnovers. Midland senior Coy Pettit scored seven points and grabbed six rebounds. He said the team fought hard in the first quarter but couldn’t keep up with the fast pace of the Redskins.

“We saw what we scouted for, we just didn’t execute as well as we wanted to,” Pettit said. “We stuck with them the first quarter and into the second quarter and started falling apart after halftime. “We’re getting there. I think when we finally get there to where we want, we’re going to surprise some teams.” In the locker room after the game, Midland coach Steve Hibberd praised his players’ teamwork, effort and growth. He also recognized the outstanding play of the Redskins. “Hurricane is right where we

want to be,” Hibberd said. “Coach [Lance] Sutherland does a super job with those kids. They’re very disciplined. “Our kids got discouraged. Four minutes into the game, we hold a team that just scored 100 points against Spring Valley to five. You make a team pass it - 10, 12, 13 times, you’re doing the right thing. We were doing the right thing.” Hibbert said the players did get slightly discouraged. “But here’s the thing, we’re coming back from losing to four different teams by 40 or more last year,” he said. “We haven’t done that. Kids like tangible results, wins and losses, but they’re getting better. “I couldn’t be happier with the effort and attitudes these kids have.” The Knights are a young team with only four seniors on the roster. Hibberd believes that as the players grow and learn each others

strengths, results will be there. Midland shot 5-of-7 from the free throw. The Knights did generate some turnovers with their aggressive play, blocked shots and steals from Hurricane’s Trey Dawson and Brandon Ford. M i d l a n d ’s A u s t i n M a r t i n blocked two integral Hurricane shots that resulted in fast breaks and points. “We came out with energy like we did against Huntington,” sophomore Cole Tilley said. “[Hurricane] held the ball and got a lot of passes and we just couldn’t keep that energy up. “We’re growing, we’re getting better. We just have to keep it consistent. We have to handle the pressure better and play like we can.” Cabell Midland will host a MSAC game at 7:30 p.m. Thursday, Feb. 20 and travel to Hurricane for a rematch at 7:30 Thursday Feb. 26.

The problem is that certain areas of the county become more crowded than others, leading to redistricting needs, he said. “We’re looking at what moves we will make that will be permanent because if you do it the wrong way then you have an issue the next year,” he said. “I think when that school is open, that’s when we’ll make the shift. “When we do that, we’ll look at the fact that we have a little overcrowding at Milton, we have a little overcrowding at Village of Barboursville, those are the areas we will look at. Bus stops also have a whole lot to do with that.” A problem with redistricting is that parents and students tend to rebel against it, Bill Smith said. “It does take some time and there will be a little bit of backlash because people don’t like to move and we’ll need to talk about how to do that,” he said. “It should be easy to do because Culloden’s a great school and that helps. But people like their community.” The state mandated LSIC meetings allowed the school to address concerns with the district, many of which focused on facilities at some of the county’s oldest schools. In addition to Culloden, Milton, Ona and Salt Rock elementary schools joined together at the LSIC meeting to discuss their needs. “Our entrance in our building is very unsafe, I feel,” said Jeanne Lunsford, fifth grade teacher at Milton Elementary. She said once buzzed in, a guest must walk past several classrooms before getting to the office and can go into one of the other classrooms without passing the office at all. “I just feel like that might be an issue,” she said. “I would feel better as a parent and a teacher to have more security.” Bill Smith said the district is working on a plan to make all entrances safer in older schools, but it will be tough due to the design

of the older schools. Another issue for the schools is the use of window air conditioning units. Both Milton and Ona elementary schools said the window units are loud and make it difficult to teach over the sound, but the alternative was just too hot for comfort. “We’re not on the comprehensive educational facilities plan,” said Milton Principal Kim Cooper, referring to the district’s 10-year plan. Cooper also said that additional units to help keep the building cool were nearly impossible due to weak electric infrastructure in Milton. “Milton is kind of weak, as far as the whole area, as far as electrical concerns go,” he said. Ona Principal Lisa Alexander also expressed concern over her facility’s bathroom facilities. “There’s truly one boys bathroom and one girls bathroom and we have 380 students,” she said. Tim Hardesty, administrative assistant of Cabell elementary schools, said that as older building were expanded, builders seemed to just remove bathrooms and place them on the end of the hall. The board did not confirm or deny that adding bathroom facilities is on the 10-year plan. Despite the problems in facili-

ties, the recent audit performed by the West Virginia Office of Education Performance Audits rated Cabell County well in facilities, even increasing one of Milton Elementary’s rankings. “The facilities part of the school monitoring report, they bumped us up from emerging, which we had put because we have an older building,” Cooper said. “Our custodial staff does such a good job that they bumped us up to accomplished on it.” Bill Smith said this was apparent across the district as Cabell schools, in general, were noticed to be more clean than other counties. “One of the things they said about our facilities was that they were extremely well cared for and clean,” he said. “We do a superb job of keeping our facilities up. The old ones are nice compared to what other counties are doing.” Another thing noticed by state auditor was the “morning powwow” held by Salt Rock Elementary every day. “It’s something where all our kids line up in the gym in the morning about 10 minutes before school starts and we pass out awards, AR, recognize them and all that,” said Jennifer Ross, principal of Salt Rock. “They thought that was nice and the only reason that it came about was because last year our intercom broke and I couldn’t make announcements. We just liked it so much that we just stopped doing announcements on the intercom in the morning.” This, said board president Suzanne Oxley, contributes to school culture, which community liaison Diane Foreman said she noticed as soon as she stepped foot in the building. “There’s a unique spirit in Salt Rock,” she said. “I’ve seen such an excitement for learning. Something as a community liaison coming in, I’m just amazed at. The kids are happy and they’re excited to be there.” The last LSIC meeting with the Cabell County Board of Education is scheduled for 4 p.m. Feb. 17 and will include the Village of Barboursville, Martha, Davis Creek and Nichols elementary schools.

An Incubator of Innovation: Prior to the announcement of its name, Explorer Academy, we referred to this school as an incubator. In partnership with the June Harless Center for Rural Educational Research and Development, we are planning to create professional training programs where other educators in Cabell County and West Virginia can visit the Explorer Academy for an extended period of time. While they are there, they will observe, learn, and practice strategies they can take back to their own schools to implement. The goal of these educational sabbaticals for teachers and administrators is to spread best practices to other schools in our county, other places in the state and the surrounding region. We are Crew – not Passengers: Students take responsibility for their learning and behavior as they become active, contributing learners in the school. As a crew member, it is essential that the student give his/her best effort, and also help fellow students be the best they can be. There is a major emphasis on teaching craftsmanship and developing an ethic of excellence. Expeditionary Learning schools utilize student learning targets to help children focus and then evaluate their own progress. As part of student-led conferences, students show their parents what they have learned and explain how they learned it. Furthermore, students gain the habits of scholarship, and the school community celebrates those who demonstrate strong habits. We hope you are as excited as we are about the new Explorer Academy. We have great schools in Cabell County, and it is important that we take steps to assure that our schools continue to remain on the cutting edge of innovation. Va . — Thursday marked the midway point of the 60-day regular session of the Legislature, which in previous years, has been the point when legislative activity has started gearing up. This year’s pace has been noticeably faster. As of the 30th day, a total of 66 bills have already passed one house or the other, and nine bills have completed the legislative process and been sent to the governor, including three that Gov. Earl Ray Tomblin has signed into law. The most contentious item of the week may have been the Senate’s passage of a bill originally intended to repeal the state’s Prevailing Wage Act (SB361). After six days of closed-door negotiations with representatives of union construction workers and building contractors – who argued an outright repeal would open the floodgates to out-of-state contractors using migrant labor, while costing West Virginia workers their jobs – Senate leadership crafted an amendment that instead revamps the law. As amended, responsibility for setting wage scales for workers on publicly funded construction projects would shift from the Division of Labor to Workforce West Virginia, which would rely on data from the Business and Economic Research institutes at Marshall and West Virginia University to set wages for the building trades. The bill also sets a threshold, so that projects costing $500,000 or less would not be subject to prevailing wage. The bill passed the Senate 23LEGAL NOTICE

11, over objections from senators who said they have no way of knowing what wages will be under the new system. Also Sen. John Unger, D Berkeley, took Senate leadership to task for negotiating the compromise in secret, closed-door meetings, and providing the amendment to the full Senate just minutes before the Senate was to vote on the measure. “I don’t know how we can vote on something we haven’t read,” Unger said of the eight-page amendment. “I don’t know how we can go back and tell our constituents we’ve been responsible.” The bill goes to the House of Delegates. In the House, a key issue of the week was passage of a bill banning late-term abortions (HB2568), a bill similar to legislation Tomblin vetoed in 2014 over constitutional concerns. The bill prompted nearly two hours of debate prior to an 87-12 passage vote. Proponents argue that abortions should be banned after 20 weeks’ gestation, the point they believe fetuses are able to feel pain. Opponents contend that the legislation intrudes on the doctorpatient relationships, infringes on women’s rights, and based on prior court decisions, is likely to be overturned as being unconstitutional. House Judiciary Chairman John Shott, R-Mercer, said the state would welcome the opportunity to defend the legislation in court. “If it costs us a few dollars, it’s worth it,” he said. Tim Stranko, counsel for the Morgantown Utility Board, also said local utility boards would not be “cavalier or careless” in setting rates for their neighbors. * Friday the 13th proved unlucky for Delegate Chris Stansbury, R - Kanawha, whose truck was struck on Kanawha Boulevard in front of the Capitol as he attempted a U-turn into his legislative parking space, near the governor’s mansion. Huntington derby teams are ready to roll By Michael Circle michael@theputnamstandard.com

Roller Derby is a strenuous sport involving hard hits and physical brutality, graced with speed and poise all on a pair of roller skates. Now residents in the Huntington community have a chance to watch and support not one, but three Roller Derby teams. The Thunder Dames, Jewel City Roller Girls and Poison Apples have been practicing hard and are ready to take on a slew of opponents in and around the Ohio Valley. Each one will play a least one bout in the Jewel City itself. Jewel City Roller Girls captain Erin Stockhausen said she is looking forward to another season of derby bouts but the other two teams are set to begin their first seasons of competition. “This is a really exciting season coming up,” Stockhausen said. “We’re now WFTDA (Women’s Flat Track Derby Association) sanctioned and we need to step our game up so I think we will push ourselves hard. I’m ready to lead this team to glory.” The Roller Girls have practiced at Skateland in Altizer for six years and competed for five. This year, the girls will host their own home event at Big Sandy Superstore Arena Feb. 20. Roller Girls coach Wes Clements is also excited to get the girls back out on the flat track and into some competition. “This will be our first competition in downtown Huntington,” Clements said. “Since this is our first bout in town, it will be nice because it will be accessible to everybody. We have a pretty big fan base in Huntington because Jewel City has been around for close to six years so we’ve developed that fan base and people will want to come see us back in our hometown.” Though there is not inner-city competition yet, all three teams have expressed interest in a hometown tournament starring the three teams. The Rolling Thunder Dames will begin their first season of competitive skating in the Spring. The girls are getting ramped up for some heavy-hitters and smooth skaters. “We’re pretty excited, especially because of the other teams that are coming up in the area,” Kristy Henson said. “We’re glad

to be coming out and playing at the same time. We want people to know who we are. I think it will be fun.” The Thunder Dames will host most of the home bouts, but one will take place in Ashland, Henson said. Many of the skaters have played charity bouts with different teams. The skaters have waited two years, since the team was founded, to get back to the rough stuff, she said. “The team was founded two years ago so some of them have been waiting a long time,” she said. “This sport is different because you get to hit people so it’s a fun sport, you take out your anger, its competitive and good exercise. It’s not as dangerous as people think. It is but on a different level. “Our team is like a big family. That’s what makes it fun.” The third team, Poison Apples, is based out of Roll-A-Rama. The Apples will begin its first year in action as well. The team will host three home bouts. Levi Hogan, owner of RollA-Rama and coach of the Poison Apples, said this season is very exciting for the girls because competition will be a whole new experience for some. “This will be actual competition for us,” he said. “People started doing it with us and they loved it. We have this great camaraderie in that we share a love for skating. To us, it’s the best thing on Earth. “Seeing my people advance and grow is the best part about coaching this team. It is absolutely amazing.” The Apples will debut at home in April and have added another two home bouts before the end of their five-bout season. “I am ready,” Laura Stephenson said. “I love [the Poison Apples]. It’s nice. It’s family oriented and you don’t have to worry about anything. It’s a nice hobby.” Hogan took his team out of town for practices and lessons. He didn’t want to give out any secrets to the Thunder Dames and Roller Girls in the event of a Huntington tournament. He said his team has what it takes to grow and become contenders. “There is no ‘I’ in team,” he said. “We work and play together, win or lose together. That’s the way it is. We have bright personalities that people will fall in love with and will want to come see us play.”

Roller Derby Double Header The Jewel City Rollergirls will host their first bout in Huntington at 5:30 p.m., Friday, Feb. 20 at the Big Sandy Superstore Arena. The bout will be a double header featuring the Jewel City Rollergirls vs. Appalachian Hell Betties Roller Derby and the Chemical Valley Roller Girl vs. Ohio Valley Roller Girls.
