Avis to seek NDP nod After serving nine years on Qualicum Beach town council, Barry Avis is setting his sights on the provincial stage. “What I’ve decided to do is seek the nomination to represent the NDP party in our Parksville-Qualicum riding,” Avis said. The decision comes, he said, in light of what he sees as some disturbing trends in the province. Avis said he believes he has the experience to represent the riding, noting his last few years on council have seen him take increasingly wide responsibilities.

here’s never any shortage of evidence of the miracle of birth at the Coombs Fair, with baby animals and their sires in pens throughout the grounds, but there’s also no shortage of other kinds of magic, too. Ricardo Portuondo has been entertaining youngsters and their parents at the fair for the last five years with his show, Magic and Illusions by Ricardo. Whether it’s mysteriously uncoupling metal rings, pulling sponge balls from people’s ears or even — his signature act — levitating them, Ricardo makes a point of leaving kids with eyes wide and mouths asking, how did he do that? There’s no deep, mystical reason why he got involved in the magical arts however. “This is my second job,” he said in a break between shows. “My real job is selling dental alloy. I got into magic as a way to get in the door. I found that when you go to a customer’s office, they might be kind of hesitant, but I would just pull a sponge ball out and they would start to laugh. It breaks the ice and the next time I come it’s not a cold call. It’s a warm call and the first thing they will say to me is, ‘have you learned any new tricks?’” Ricardo wasn’t the only magician in evidence Saturday however. Twisting up balloons for the younger set — and displaying a fine skill at prestidigitation at the same times was Comox resident Greg Ladret. “I’m usually Rusty Barnacle but I feel like a shipwrecked pirate out

He said he has been fascinated by the magical arts ever since he was just a little older than the tykes he was making his balloon swords for. “I started doing magic tricks and stuff with cards when I was five or six years old,” he said, flipping a toonie around

he confined his magic to card tricks. “Then I started picking up a few other things,” he said. “I was down in North Carolina and picked up

some books on magic and didn’t read them for a long time until I rediscovered them and realized I had all these books that told me things about magic.” Ladret performs at everything from fairs and festivals to birthday parties and in each show he makes a point of encouraging audience participation, literally bringing the audience into the act and making them the stars of the show. They are two magicians with very different acts and who got into the business for very different reasons. However, each of these illusionists gets the same secret inner smile each time a tyke’s eyes go wide and he or she stutters … “But … but … how did you do that?”

By the time you read this David Cox will be comfortably back home in Colwood after a 1,200-kilometer ride up and down Vancouver Island he called the End to End to End Ride for endMS. His unsupported solo venture from Victoria to Port Hardy and back was timed to catch the MS Bike Tour in the Cowichan Valley last weekend. Cox did anywhere from 75 to 140 km a day on his solo trip and stopped by THE NEWS to explain his effort and encourage people to donate. “I will do the sweating, pedaling and everything else. The key is to get people to open their wallets,” he said explaining his inspiration is his niece Leslie who ended up in a wheelchair soon after she was diagnosed with multiple sclerosis at the age of 31, almost 20 years ago. The MS Society of Canada has held rides for over 20 years and this weekend’s was scheduled to be Cox’s 17th MS Bike Tour. He has done over 40 fundraising tours passing 4,000 km before the current adventure. The 65-year-old did his current Island ride for the first time in 2009

and intended to do it last summer but had to skip it to recover from a shoulder fractured during training. Cox encouraged people to watch out for the symptoms of the common disease of the central nervous system including blurry vision, fatigue, cognitive issues, paralysis and muscle weakness among many others. “It is usually diagnosed during our family and career building years, the years that feel the most promising and exciting,” he pointed out. The MS Society provides support services and funds research into the causes and treatments including “chronic cerebrospinal venous insufficiency” or CCSVI, known as the Zamboni procedure that has gained a lot of attention in the last couple of years. For more information he recommends people check out http:// mssociety.ca, http://ccsvi.ca and http://www.ccsvi.org. As of Aug. 12 he had raised over $5,000 and was hoping the total keeps rising. People can donate to his ride until August 28, search his name under the “donate now” and “pledge a cyclist” links on the MS site. You can also find more on his story there.

FEATURE Fourth in a series on affordable housing

Affordable, but there are many rules There are quite a few affordable housing options available in the Parksville/Qualicum Beach area — yet unless you are of a certain age or making more than a certain amount of money, those options may be closed to you. The newest affordable housing option in Parksville is Hustwick Place, being opened by the Parksville Lions Club. This 33unit building replaced an older Lions structure that was home to seniors on a fixed income. Those people were given first choice of units in the new building, said Lions housing society president Jim Hoffman. The remaining units, he said, are for people 45 years old and up, who fall within a certain income bracket and who can afford spending 30 per cent of their income on rent. The range of rents, Hoffman said, start at $420 per month for 28 affordable housing units. The other five units will be $915 per month — based on Statistics Canada’s formula for low end market rent. Designed for the older set, the Lions building includes commercial space on the ground floor and a common area for the tenants. The local service club is now seeking tenants and are working within BC Housing rules on who can qualify, especially local people. “You gotta be the right age and there must be a need,” Hoffman said, “and you must be living in a place that’s not working. And, if you are making too much income, you won’t get in.” Simply put, BC Housing rules state that the unit won’t cost people more than 30 per cent of their annual income. That keeps initial rents between the $400 and $900 range. Hoffman added, however, there are planned rent increases of four per cent each year. That said, Hoffman added there’s been no shortage of applicants. For rent-controlled units, the

has a facility (to come) and the Kiwanis Club owns 20 units for people age 65 and up in Qualicum Beach. At this Kiwanis Housing, rents are fixed at $350 per month, based on Canada Mortgage and Housing Corporation rates from the 1970s. Kiwanis president Pat Weber said they too follow the 30 per cent of income as rent formula. “Kiwanis has housing developments all over North America,” he said, adding there’s a large one in Nanaimo that’s home to a variety of people from varying walks of life. The Qualicum Beach site has been around for years and many times, the news if its existence comes as a surprise to people — a fact that shows such housing can co-exist with the rest of the community. The area it’s located in is beautiful and forested — a desirable property and not a place out of the way. “Affordable housing is important, yes,” said Weber. “However, people are having to live further out of town to be able to afford a place to live and then that causes transportation issues. they d link, when you start looking at affordable living.” With plenty of small businesses in Qualicum Beach, Weber said the wages they are able to pay can only go so far

in a community where median house prices are quite high. “So, where will those people who work at those jobs, live?” he asked. There are plans to expand the improve the Kiwanis Housing facility, said Weber. While those plans are still in the works and are, presumably, years away from reality, they involve significant improvements, additional units, while maintaining the site’s low-rise emphasis and greenery. When it is built — in a time frame of anywhere from 18 months to two years or more — Weber said rents will be going up. It’s unavoidable, he said, in order for Kiwanis to be able to pay for improvements. Plans are to take the existing 20 units and add another 22 over a series of phases. The new units will be two-storey structures and will continue to blend in with the green surroundings. Proceeding, however, depends largely on town approval and having the money to get the work done. In the process, Weber said existing tenants would have to be housed elsewhere — but are the first priority to move back into the new units. The series continues Friday, with a look at local affordable housing policies.

Lions Club housing society president Jim Hoffman has overseen the development of the 33-unit Hustwick Place. Lions operate another facility on Moilliet Street in Parksville — the 33-unit Lions Pioneer Village. These are subsidized, said Hoffman, by the province, and are always full. Elsewhere in the community the Lions operate Gillingham Estates — 20 family-oriented units — on Morrison Avenue. “We are a service club,” Hoffman stated. “This is what we do.” Yet, he sees the need growing in the community for more affordable housing.

“It’s amazing, the lack of turnover in these places. And since it is so low, there’s more of a need here.” Building new affordable units certainly is possible, he continued. The City of Parksville, with its incentives and overall policy to seek out such opportunities, helped the Lions save some $125,000 in costs. “They’ve really stepped up to the plate,” Hoffman said. Other local service clubs also operate affordable housing. The Royal Canadian Legion

Smart meters smart

.C. Hydro’s plan to implement smart meters across the province will help customers understand their power usage and identify ways to conserve energy. It’s a positive move for environmental proponents, as reduced need for energy results in fewer dams and hydroelectric plants scarring our pristine landscape. Not to mention the money saved by individual customers on their energy bills. Yet smart meters are facing a backlash from the community, with area residents asking local governments to help stop the meters over worries about negative health effects associated with radiation emitted from the wireless devices. In reality, the devices are a class 2b carcinogen, according to the World Health Organization, in the same class as cellphones, cars, televisions and Chinese pickles as cancer-causing agents. A 30-minute cellphone conversation emits the same radiation as a smart meter does in a year. Only a handful of people in Canada are currently on disability support for electrosensitivity, a disorder caused by radiation emitted from electronic and wireless devices. But if people have a legitimate health reason — with support from their doctor — they should be able to opt out of wireless smart meter installation, using a hard-wired meter or the current analog meter. Opting out wouldn’t be available to many people, or those who simply don’t want them, but it would provide support for people with a legitimate health concern. The rest of the population will benefit from the knowledge of their individual energy consumption and be able to take steps to reduce their use. y nomination for most politically incorrect song title of all time: The show-stopper from the musical My Fair Lady entitled Why Can’t a Woman Be More like a Man? Sure, it’s a50-year-old chestnut that was written tongue in cheek and actually takes the mickey out of macho, but tongue in cheek doesn’t play well in these earnest times. Taken at face value, the title is provocatively incendiary; it’s calculated to set Maidenforms a-smoulder at 100 paces. Gender equality has been a dicey business ever since Adam and Eve elected to turn over a new leaf. Then we had Jack and Jill mobilizing that bucket brigade ascent to the well on the hill, ostensibly in search of water. You’ll recall that it didn’t end well. Which I guess is what the

The boys are encouraged to play with kitchen utensils; the girls are urged to get down and dirty with the toy trucks and tractors. “Society expects girls to be girlie, nice and pretty and boys to be manly, rough and outgoing,” says Jenny Johnsson, a 31-year-old teacher. “Egalia gives them a fantastic opportunity to be whoever they want to be.” Which is fair enough I guess, given that Walmart has an-

nounced plans to market a full line of makeup including mascara, sheer lip gloss, pink blush and purple eye shadow — aimed at eight-year-old By children. LETTERS Shame on council for pay increase The outrageous 23 per cent or more pay hike the mayor and councillors of Parksville are voting for themselves is shameful. I am one of those seniors on a small fixed income and it’s good to know someone is speaking up for us. Thank you Paul Reitsma (THE NEWS, August 12), and shame on you mayor and councillors of Parksville.

Gimme, gimme a common refrain I must admit to considerable surprise on two counts at the letter from Paul Reitsma. Firstly he has been there, so he surely must know that making a living in a monopoly situation and drawing the financial rewards from the public purse with no outside restraints is a great temptation to misuse of trust. Lack of supervision requires exercise of a higher level of integrity. Municipal elected positions are not meant to make a living. Then, Mr. Reitsma is no spring chicken. He has a few years under his belt and so is quite familiar with the ‘Gimme! Gimme!’ philosophy of today’s society. Regardless of what may be said in public the majority of people are only looking after Number One and the aim is to get more and more. So how does he propose to put the brakes on? On our local scene, I do not find the proposed mayoral stipends objectionable. They have a full-time job. I do find, however, that the councillors — who in Qualicum Beach will get almost 20 grand — do a great deal of time-consuming nonessentials and should be relieved of this burden. That way, they may concentrate on the important municipal affairs for a much more modest monetary return.

Activism unwanted

T

he debate on the mandate of the Mount Arrowsmith Biosphere Reserve (THE NEWS, Aug. 9) entitled, Biosphere activism is not the problem, needs to be put to rest so that the Biosphere can get on with their United Nations Education Scientific and Cultural Organization (UNESCO) directive. Equating the Biosphere with an activist organization is similar to asserting that because boys get killed in car accidents the Boy Scouts should be activist for Mothers Against Drunk Driving (MADD). Both may be necessary, justified organizations; but it is easy to see how the Boy Scout funding could be withdrawn, and stakeholders may not wish to engage, if that was the direction the local Boy Scout membership chose to take. Before weighing in, the writer should have taken the time to read the Biosphere’s core documents. The UNESCO Biosphere is a non-political and non-partisan science and education organization. Period. There is no “A” for activism in “UNESCO.” There is nothing fishy about volunteers resigning because of activism. Volunteers can spend their precious volunteer hours doing something positive and rewarding rather than fighting a small, disruptive, politically active minority of members who have been able grind the organization to a halt. Something is rotten in the Biosphere. That’s the fishy smell.

Some news is actually good news George Bernard Shaw had it right when he said: “We learn from experience that men never learn anything from experience.” We have recently seen crazy political brinkmanship in Washington surrounding the gravitydefying U.S. debt ceiling; then economic uncertainties and credit rating downgrades in the U.S. and Europe causing wild swings in all stock markets. England shocked the world with several days and nights of mindless riots by mainly disaffected youngsters. Then there’s the terrible famine in the Horn Of Africa and ongoing religious and political strife in places like Libya, Syria and Afghanistan.

It may be tempting to turn off the news channels, but that’s never an option for news-nuts like me, and there are bright spots if you look hard enough. One came from our Prime Minister who reportedly locked himself in a bathroom in Brazil during a dispute about when toasts were to be made at the function he was attending. Of course, his spindoctors in the PMO denied the story, being quoted as saying that Mr. Harper was in the bathroom for “regular reasons.” Then there’s a bright spot from Texas, where their evangelicaljihadist Governor is about to declare a run for the White House. Nobody can forget the havoc wreaked around the globe when another Texas Governor occupied the Oval Office during the first eight years of this millennium.

Rick Perry has already been described as “Bush without the brains” and “all hat but no cattle,” that alone guarantees that political news will never be dull. Another bright spot came when Elections BC revealed that there were over 1.6 million ballots mailed in during the HST referendum. Being held in summer, and during a postal strike, it was a decidedly higher number than Christy Clark’s government expected. Yet this exercise in direct democracy has achieved something that has been utterly unattainable for the last two years; it has the pro-HST and anti-HST sides saying exactly the same thing. Both are claiming that the 52 per cent turnout means their side will win. Stay tuned for the final count at the end of August.

Quebec has already investigated and scrapped the idea of these meters, so why is B.C. going ahead with something that has already been proven unworthy?

Let’s get all the rail facts on the table In regards to the proposed upgrading of the E&N rail line, I see this a make work project with no end in sight for this rail line on project costs. Whoever took this on is begging for aid at the taxpayers’ expense using government money to fill contracts. They should tell the people the whole cost up front, rather than releasing it bit by bit. They should also make it clear about who really owns this company.

Accused thief caught; had warrant out of Oceanside COURTENAY — Civilians, Comox Valley RCMP and a police dog all aided in the capture of a suspected thief and wanted man Friday. Around noon, the Comox Valley RCMP

responded to a call for assistance at the Buckley Bay Petro-Canada. Two male employees were attempting to deal with a man who was believed to be involved in a theft from the store a

few days earlier when an altercation ensued. The man fled Friday into some nearby six-foottall blackberry bushes. The man refused to surrender to the RCMP and the police dog service

assisted in retrieving the man from the thick and thorny bushes. The man was transported to St. Joe’s Hospital for treatment of injuries sustained while struggling with the foliage and the

police dog. The male was later released from the hospital into police custody. Kory Ryder Horwood, 31, has been remanded in custody to deal with an outstanding warrant

for an assault out of the Oceanside (Parksville) detachment and faces possible new charges out of the Comox Valley. — Comox Valley Record/ Black Press

Avis eyes NDP nomination in Parksville-Qualicum By NEIL HORNER NEWS REPORTER After serving nine years on Qualicum Beach town council, Barry Avis is setting his sights on the provincial stage. “What I’ve decided to do is seek the nomination to represent the NDP party in our Parksville-Qualicum riding,” Avis said. The decision comes, he said, in light of what he sees as some disturbing trends in the province. “I have been concerned for the last few years about openness, honesty, truth and democracy,” Avis said. “I have been concerned when one party decided not to meet, to keep the door closed a lot of the time and not have the debate that’s part of our democracy. There’s one party

making decisions without discussion of what they are going to do.” Avis said he believes he has the experience to represent the riding, noting his last few years on council have seen him take increasingly wide responsibilities. “Six years ago I thought I would like to get a little more involved with government and ran for a position on the Association of Vancouver Island and Coastal Communities board,” he said. “That has given me a great opportunity to view local issues, but also the major issues impacting on all of our Island.” One of these issues, he said, concerns agriculture and what he sees as the lack of an over-

As well, Avis said education issues, particularly in Qualicum Beach, are a concern. “I have been concerned with what’s happening with the school system,” he said. “They seem hell bent to close schools while we should be thinking of all the ways to keep them open and be a little more creative.” Noting that the NDP nomination meeting is set for September, Avis said he plans to keep his municipal options open, should his provincial run prove unsuccessful. He stressed however he is not willing to declare his municipal candidacy while actively seeking the provincial NDP nod. “That wouldn’t be the honourable thing to do,” he said.

SPORTS Beal’s cross-countr y ride a real eye-opener “Wow, where do I start ... what an amazing adventure.” Local fitness trainer and extreme athlete Wanetta Beil is back home from her big, fat road trip — an epic 70-day bike ride across Canada that tested her and her crews’ resolve, and gave them a new appreciation for what they have here on the rock. Wanetta, 38, only had 10 days break all told, and spent 60 days in the saddle seeing this great big country of ours. “It’s huge ... it’s awesome,” the fun-loving fiercely dedicated personal trainer confirmed when asked about her close encounter with this expansive country of ours. Wanetta did the entire trip eating only raw vegan food. Beyond the whole ‘go big or go home’ element which is a common theme in Wanetta’s growing list of outrageous athletic accomplishments, the ride was also to raise awareness about the benefits of raw vegan, and also in memory of her mom

Nanaimo July 18 and got back two weeks ago. Dig a bit deeper about their journey and Wanetta recalls that afternoon in Thunder Bay when their lead truck, the one they were sleeping in, was

totalled. “It was T-boned while I was in the passenger side,” she said, and confirmed she suffered some whiplash and nerve damage. “I had no feeling in three toes and in my fingers on my right hand were completely numb. Wanetta said she took a few days off in Thunder Bay; “to lick my wounds and to see if I could even continue on. I was beat up pretty bad (but) that was where Terry Fox’s famous run came to an end, and I just thought if Terry Fox can run across Canada with one leg and Cancer, I can cycle across with a little whiplash and numbness. “Plus I had so much riding on it; I had my sponsors depending on me to complete it, and more importantly I had a hundred people that I haven’t met yet depending on me as well.” Wanetta is also a motivational speaker for Excellence Seminars International and made a deal with ESI that if she completed the ride they would sponsor 100 people for their Pursuit

of Excellence course, an intensive and proven four day personal development course Wanetta said, “is life-changing.” “That was huge motivation for me; for a hundred people in our community that don’t have the resources to be able to take this course, I am so stoked for that.” A week after the accident they bought a van and continued on. “We saw so much. I think my favourite province was Quebec. It was beautiful and the people were so friendly. Newfoundland was probably the friendliest province,” she chuckled. “I couldn’t even stop on the side of the road to pee without people stopping to ask if I needed help.” The worst conditions were in Saskatchewan. “Oh my gawd, and the headwinds were terrible, actually 13 of the 14 days pedalling across Ontario we battled headwinds and rain. “We had horrible weather. Our whole trip was not very good weather at all.” SEE

the day. “Totally humbling,” she said of the trip, “and the toughest part was being away from Grai the whole time.” Not surprisingly, “there is nothing I feel I cant handle now because we had

so many obstacles. There was one day in Nova Scotia the winds were so bad, about 45 km side winds, that it knocked Tayla right off her bike and sent her tumbling into traffic. “It was so scary,” said Wanetta, “I looked back and saw her fall off and I yelled at her the traffic came to a screeching halt ... that was really scary. She suffered a concussion, and she was pretty banged up.” Understandably it took Tayla quite a few days to get back in the saddle as it were, but she did. Wanetta’s longest day on the bike was 212 kms, from North Bay to Pembroke in Ontario. Surprisingly she had only two flat tires along the way, though the frame of her 27 speed Cannondale Road Bike was dinged up from the accident “but it was still rideable.” “Canada’s beautiful, but I still think Oceanside is the most beautiful of all the paces in Canada — this is where I want to live.” Fittingly the end of her journey came a short hop from Mile Zero and the Terry Fox monument.

More medals for OTFC “It was exciting; a real good experience, really positive, lots of fun, and I really want to go back,” Miryam said Sunday. “I thought I could do it — I was training for a medal, for sure,” said Miryam, who lives in Nanaimo and is in her third season with OTFC. This was the first year of eligibility for all three OTFC standouts, leaving them with two more years. This isn’t the first time the local club has earned medals on the national stage. Over the last five years OTFC has garnered four gold medals and three silver to go along with three fourth and two fifth place finishes. “They did really rally well; it was a great meet for both of them, and it was a lot of fun to watch,” said Randy.

Rain stays away for annual Parksville KidFest By STEVEN HEYWOOD NEWS EDITOR

ob MacKay of Quality Foods said Sunday morning’s turnout of families and children for the company-sponsored sand castle building contest for kids, was way more than expected. “The forecast had been for rain, so this is great,” he said, under a sunny morning on the beach in Parksville. Hundreds of kids and their parents dug deep in the sand on the beach of Parksville Bay, taking part in an annual event that has become synonymous with the community. The weekend of events kicked off Saturday night with the Quality Foods Festival of Lights fireworks show. All entries in the children’s sand castle event received goodie bags, and there were some big, colourful prizes for the winners in each age category. Up on the grassy knoll, community groups, firefighters, clowns, comedians, cooks and service groups provided activities and entertainment for the whole family. Families even came to town with Nick Buchanan, 11, from entertainment of their own. John Buchanan and his son Nick, 11, from Squamish hunts for treasure. Squamish got out their metal detector Sunday and swept the beach. Their best find of the day? A Brazilian coin. Nick said they found tons of pennies and some nickels, dimes and loonies. “We can’t retire yet,” said John. “But we’re getting close.” More photos on page B10.

news out at the end of the day and lately it has been terrible,” she said. “You see those kids and babies and they’re dying. It’s been going on for days and you want to do something. There are poor people all over the world but it’s not as devastating as it is in Somalia. That’s why we thought we wanted to do something to raise awareness.” Kershaw jumped at the chance when Young first approached her. “We live in such a wonderful place and we complain about the weather and the HST and really, when you see the images on TV, you realize you don’t have anything to complain about,” she said. “Jean approached me and said you know, we have so much to be thankful for. Will you help me? And I said, sure.” The pair swung into action, aided by a steady stream of volunteers who flocked to the cause, led by the Sunrise Rotary Club, the Town of Qualicum Beach and the Qualicum Beach Chamber of Commerce. “I have to say we live in a lovely community,” Young said. “The people have come forward with their donations and help.” Kershaw agreed. “Everyone really wanted to do something and contribute,” she said.

At her final gig at the Frontiersman before she goes, she’ll perform original material from her album, Open Road, as well as some of her neweest songs she recorded during her last stint in Nashville last fall. There is no cover charge for the event, which runs from 8 to 10 p.m., but donations are welcome.

many people out there.” The father of four teenagers is inspired by the tour’s mandate to raise money for pediatric cancer research and programs such as Camp Goodtimes for children with a history of cancer. “You see grownups going through it, but now you see kids trying to go through it; it’s just not fair,” Matsuda said. “It’s a hard thing. But it’s a good cause, and that’s why we’re doing it.” “It’s an honour to do,” Trevor added. “It’s been a challenge balancing work.”

Their journey started with weekly training sessions in March that increased to three times a week over the past four months. Along with other North Island team members, Trevor and Matsuda completed a tough climb to the top of Mount Washington. Trevor, who had done a “bit of mountain biking” before signing on with the tour, recalls the average time was an hourand-a-half from the chain-up area to the top. “Most of us, we haven’t really been on a road bike, so it’s a new experience,” Matsuda said.

Thalassa Restaurant has big plans for their third annual Tour de Rock allday fundraiser on August 27. Inspired by the long battle with cancer of Georgios Bourodemos’, a nephew of one of the organizers, they have set the ambitious goal of raising $25,000 in a single day. After being diagnosed with leukemia at the age of two, Bourodemos has been in remission for several years and, now 12, he’s a dedicated hockey goalie and football player with dreams of being a sports star. The young man started raising money a few years ago, raising more than $5,000 to shave his head and last year surpassed his goal of $10,000 with Thalassa Restaurant. SEE

any of you will know that some government benefits that you receive are income tested, meaning that if you earn more than a certain level of income, some or all of your benefits could be clawed back. As you may well know any income withdrawn from an RRSP or a RRIF will be taxed as income and there is simply no way around that. But how can we draw taxdeferred income from our non-registered

investments even though we might have made money on them. Many mutual fund companies in Canada offer tax efficient withdrawal programs. These tax efficient withdrawal programs allow you to withdraw anything from one to eight per cent of your non-registered investments on a taxdeferred basis. Let me explain, there are essentially two things that need to happen for you to be liable to pay tax on a non-registered

investment. The first is you need to make a gain and the second is that you need to dispose of your investment, both these need to be achieved to create a tax bill. o how do these mutual fund companies pay you income on a tax deferred basis? What these companies do is pay you return of capital (ROC). Return of capital simply put is your own money being paid back to you. When you purchase

not sell your mutual fund units therefore it is not treated as a disposition for tax purposes. Once your ACB hits zero then all future income is taxed as a capital gain.

Where this strategy works particularly well is when you need extra income but would like to avoid the claw back of your government benefits or if you know that you will be in a much lower tax bracket later in life. Generally speaking tax deferral strategies do make sense particularly because you can invest the unpaid tax making a return on it before it ultimately becomes payable. Remember to

B.C.’s total population continues to grow, reaching more than 4.5 million as of April 1. The HcG Diet: Fat or fiction?

T

he recent revival of interest in the infamous HcG diet does peak one’s curiosity. Considering that obesity is a significant risk factor for many diseases, if there is any credence in this diet method, it should be looked at. Not to mention the fact millions of Canadians actually prefer to be at their optimal weight. Sure, some people want to lose weight for cosmetic reasons. They are disappointed that some of their favourite outfits no longer fit. Maybe they just feel better about themselves when they are at an optimal weight, but it is just really hard to get there. Others find their motivation for weight loss due to purely medical reasons. Osteoarthritic knees simply hurt more when they have more weight to carry. Whatever the reason; let that be

motivation enough to lose weight. Next, the question is how? Certainly there is a school of thought that dictates “Calories in should equal calories out” or else there are weight problems. I cannot say there is no truth to this. Indeed, starving oneself does usually lead to weight loss. Unfortunately, the anorexic approach is not so healthy. Of course, if a mild restriction of calories was a successful strategy for everyone, there would be a lot of consistency in weight management. In reality, I do not find this the case for patients. Metabolism relies on many hormones and nutrients. Glitches in how the body accesses energy and how it utilizes it can affect weight overall. In the 1950s Dr. Simeons discovered a novel weight loss technique. He was treating boys with gynecomastia (male enlargement

Medicine 101 By Dr. Tara Macart of breasts) and found weight loss as a side effect. He revisited the HcG injection therapy with a low calorie diet and got favourable outcomes. Since then, many patients, despite controversy, claim to get good weight loss on his program. As Dr. Les Griffith explains, a low calorie diet that is less than the basal metabolic rate (BMR) will down shift one’s metabolism, thereby making a low calorie diet lead to fatigue and sometimes weight gain. He uses a modified HcG diet protocol. He says that HcG binds to receptors that stimulate fat break-

down in fat cells when calories are lower than the BMR. HcG inhibits the lowering metabolic function and reduced energy production. It is believed that the HcG hormone helps with satiety despite a low cal diet. Though some may be concerned about not getting sufficient vitamins and nutrients from 500-750 cal/ day diets, I think this concern can be mediated. Short term usage can prevent any serious nutrient deficiencies and nutrient rich supplementation is great prevention. Dr. Simeons believed that the HcG hormone suppresses hunger, redistributes fat, spares normal fat causing abnormal fat to be lost, and is mood elevating. While there could be a direct fat melting effect, the key probably lies in the tendency to conserve carbohydrates and

favour fat combustion to make calorie restrictions more tolerable. I am attracted to the modified HcG diet weight loss plan because with my modifications, the diet is convenient, easy to follow, affordable, and safe. I prefer to target fat stores and inhibit fatty deposition. I intend for people to participate in a weight loss program that keeps them healthy and helps them maintain good energy so that people can live their life to the fullest. There are tickets available for a beer and burger autism fundraising evening at White Spot in Parksville on September 6. Fran Duncan has been canvassing in front of Parksville and Qualicum Beach grocery and liquor stores through the summer raising funds and awareness for the poorly understood disorder her grandson suffers with. She points out people with autism don’t look any different, but it affects more children than cancer, diabetes and AIDS combined. There are only 80 tickets available, Duncan said, so people should get theirs soon. For $20 people will get a choice of beer, soft drink or coffee and a beef or veggie burger with coleslaw and fries with half the proceeds going to autism research. There will also be a silent

Cave bear skeleton earns loud moniker By NEIL HORNER NEWS REPORTER

You attend what promises to be an interesting seminar and end up listening to a speaker with a power point presentation that goes on too long. Natural women’s health educator Lisa Leger believes it is important to keep her audience engaged so she’s trying out a new format for her next Women’s Health Gathering at Parksville Pharmasave. The format is officially called Pecha Kucha and has been sweeping the world with its originality and entertainment value ever since it was devised in Tokyo in 2003 as an event for young designers to network and show their work to the public. Drawing its name from

the Japanese term for the sound of “chit chat” Pecha Kucha can be described as a grown-up show and tell. It’s a simple formula: 20 slides for 20 seconds each. The objective of the simple but tight restraints is to keep the presentations brief and focused and to give more people a chance to present in a single night. “People will get information but not a huge lecture and there will be a Q and A afterwards.” Leger said it’s a format that delivers on all levels. She said it allows the audience to learn, expand their perspectives and leave with something new on their mind. Leger said her guest speakers will have the spotlight for six minutes and 40 seconds to share and show off their work before the program moves on to the

next presentation. “The format really caught my eye when I attended a fundraiser for the biosphere. It’s a format for presenting a lot of information quickly.” Leger invited local healers and educators each with a women’s health theme to participate in what she hopes will be an educational and entertaining afternoon. “They will talk about what women’s health means for them and how they contribute to healthy women in the community through their practice.” She said aside from the educational component it will touch on art and creative outlets. “We will be blending health with creativity. I think the art aspect of it is appealing and it won’t be same person droning on and on.” She says a holistic ap-

proach to health encompasses all the different components of a person not just the physical, but the spiritual and social. The speakers on the agenda include: Clinical Counsellor Diane Hancox; Colon Hydrotherapist Tamara Harrison; Thermography Technician Glenda Neufeld; Empowerment Collaborator Sherry Konigsberg, and much more. Leger said it will be fast paced and fun with breaks for appetizers and opportunities for social networking. She added the gathering is scheduled so that people can drop in after work. There’s nothing like eight feet of vicious carnivore to spark a little excitement around Qualicum Beach, even if it’s long dead. That was certainly the case when the Qualicum Beach Museum held a contest to name their Short-faced cave bear skeleton this month. Museum manager Netanja Waddell said the contest drew a whopping 54 entries, making the choice of a winner difficult. The panel of four judges had to choose between suggestions such as Neil, Ice Claw, Yogi, Big Bear, Boo and Medvid, before coming up with the eventual winner, Thunder, which was suggested by Elkford resident Connor Ashbridge, 10. “He’s standing up there, thundering out of his cave, terrifying

GROVES, Thomas Stanley (Stan) December 22, 1927 – August 04, 2011 It is with great sadness that we announce the death of our much loved husband and father who passed away after a brief illness on August 4 in the Saanich Peninsula Hospital. He is survived by his wife of 60 years, Nyra in Sidney; daughter Melanie Groves (Jen) and Felix Jensen, Victoria; son Cameron Groves, Toronto; nephews Rick Ellis (Marie), Doug Ellis and Tom Ellis; brother-in-law Don Dow (Pam), Terrace, and family; sister-in-law Gloria Brooks (Gary) and niece Lauren, Kelowna; sister-in-law Audrey Dow and family, and cousins and their families in Vancouver and the Sunshine Coast. He was predeceased by his parents Thomas and Janet Groves; sister Joyce Ellis and brother-in-law Bert Ellis. Born in Glasgow, Scotland, Stan came to New Westminster with his parents at 6 months of age. In 1951 he married Nyra Dow of Penticton, moving in 1958 to Beach Acres Resort, Parksville, co-owned with Bert and Joyce Ellis. They “retiredâ€? to the Cowichan Valley in 1981, where Stan was active in the United Church, became ďŹ rst president of the Cowichan Valley Rhododendron Society and led many successful tours with the Arbutus Travel Club. In 2006 they moved to Sidney where Stan was vice-president on the Argosy Strata Council. A talented gardener and canny collector, Stan loved to laugh and make others laugh. Our sincere thanks to his doctor Paul Keith and the marvellous nurses in the Acute and Palliative Care Units. Family and friends are invited to a celebration of Stan’s life Friday, August 19, 2 – 4 p.m. at the Duncan Meadows Golf Course. In lieu of owers please make any donations to the charity of your choice or to the Saanich Peninsula Hospital Foundation.

LEGALS BIRCH, CHARLES H NOVEMBER 7, 1923 AUGUST 6, 2011. Charles went peacefully at home. Charles was born near Llangollen, North Wales, where he was educated. He left school in 1941 to join the Royal Naval Air Service (Fleet Air Arm) to become a pilot serving in WW II, stationed in Great Britain, Canada and Australia. After ending his military service in 1946, Charles took up teaching as a career and taught for twenty years in Oswestry, England before emigrating to Canada in 1969. In Canada, he worked as a teacher and junior school headmaster at St. Michaels University School until his retirement in 1985. Following his retirement, Charles moved to Sidney, BC and then Qualicum Beach, where he lived for the last 20 years. He was known to all for his sense of fairness and offbeat sense of humour. He leaves his loving and devoted wife Kate (Kit), sons Andy and Rowan, daughter Julie, grandchildren Luke, Ted, Scott and Samantha, and great-grandchildren Liam, Emma, Sophie and Anna. Special thanks to Dr. Biglow and VIHA staff for their kindness. No service or owers by his request. Cremation has taken place.
