EMPLOYMENT SERVICES PAM safeguards the welfare of its members at work. Your nearest expert at work is the shop steward, who represent all members of PAM at a workplace. If there is no shop steward at your workplace, please contact the PAM regional office or call our employment advisory services at 030 100 620. Collective agreement

Terms and conditions applicable to employment, for example, wages, working hours, sick pay and holiday pay, have been settled in collective agreements. The agreed terms and conditions are the minimum requirements which the employer must comply with and apply to all his employees. For instance, salaries must not fall below the agreed minimum wage. You may order a copy of the collective agreement applicable to your field of employment at pam.fi.

LEGAL SERVICES PAM ensures that collective agreements and employment and work-related laws are observed. From time to time, members might face unclear issues, or there might be problems in the workplace. If these disputes cannot be resolved by consulting the shop steward or the regional office, then members may obtain legal assistance from the union. Eligibility for legal services is decided case by case. When a decision to provide legal services has been made, the union covers lawyers’ fees at no charge to members, and also assumes full responsibility for the opposing party’s litigation costs. In order to receive legal assistance, an individual must have been a union member for at least 6 months prior to the dispute. Around 200 disputes are settled annually with legal assistance.

TRAINING SERVICES Member training PAM offers a wide range of training opportunities which provide you with information, advice and security in various work-related situations. Member training clarifies your rights in the workplace and improves your performance and teamwork skills. Training is available free of charge for all members. Your own trade union branch also offers various events and training. Join us!

Shop steward training This training describes the tasks of the shop steward, provides information on the steward’s responsibilities, and expands your understanding of trade union activities and labour market policies. The training opportunities range from basic training sessions to long-term training programs.

Vocational training

Work community development

PAM provides encouragement and guidance for professional training. For example, we offer vocational training in supervisor and leadership skills. We are also offering a course on the basics of the Finnish language. And don’t forget the training provided by WEA Workers’ Educational Association of Finland. Each year, you can receive support to take part in two courses held by WEA and approved by PAM.

PAM sells development services to companies, including training tailored to the needs of the work community, work supervision and consulting. The objective of these services is to develop the workplace as a whole, increase cooperation between employees and the employer and to highlight the issues important to each individual workplace. Key goals include the improvement of cooperation skills within the work unit, the practical improvement of work methods and the resolution of problem situations.

Trade union work training

As a member, you belong to your local trade union branch. By volunteering in your trade union branch, for example, as a secretary, education officer or youth officer, you can broaden your skills. We offer introductory training sessions for new recruits in your local area covering the tasks of your trade union branch. After this introduction, you may continue your studies and deepen your knowledge by studying under the guidance of the Kiljava Institute.

STUDENT MEMBERS What does student membership mean? Student membership is free of charge, and it is valid until you finish your studies. As a student member, you are entitled to nearly the same member benefits as regular members.

What if I graduate and start working? When you are a student member in PAM and you find work after your studies, fill in the form to join PAM online (www.pam.fi). You can also dial the service number of PAM. This way you will make sure that you become a regular member without losing your member benefits in the process.

What if I work in addition to studying? If you start working in addition to studying, it’s recommended to exchange your student membership to regular membership in PAM. This way you will pay a membership fee of 1.5% on your gross income and you also become a member of the unemployment fund. The membership fee provides you with a better security in your employment and, when required, you are also entitled to legal aid. In addition, with an adequate number of working hours, you accrue time towards your entitlement to unemployment benefit while you are still a student. Keep up to date by following the Facebook pages for PAM, the PAM magazine and PAM web pages. In addition, your own trade union branch offers various events and training for young people, so follow announcements in the Pam Magazine and the newsletters of your trade union branch.

Student membership is completely free-of-charge. However, if you work in addition to studying, it is recommended that you exchange your student membership for regular membership. In that way, you can accrue the required time to gain unemployment benefit in case of unemployment.

PUBLICATIONS PAM magazine is published 15 times a year. It includes articles about PAM members, people and their workplaces, daily living, and special events. The magazine keeps readers up to date on current workrelated matters. Every union member receives the magazine to their home address. PAMplus is a special magazine aimed at shop stewards and health and safety representatives at work places. It contains in-depth coverage of issues concerning members’ interests and organisational matters.

INTERNATIONAL PAM The international activity of trade union movements is an essential part of our work to safeguard our members’ interests. PAM is active in different sectors in Nordic, European and worldwide organisations.

Several branches of PAM trade unions engage in international activity, which offers possibilities to safeguard workers’ interests worldwide, as well as a vantage point to understand the work practices and cultures of different nations. As a PAM member, you can participate in solidarity events and get information on current global events, various campaigns, fair trade and workplace conditions in developing countries.

The PAM intranet portal provides a versatile and modern service access for all PAM members. At pam.fi you will find the latest news and important employment-related matters, such as collective agreements, wage information, and practical advice related to your employment. By logging in you can ac- cess, among other things, chat rooms and bulletin boards and order specially priced member products. It is also easy to become a member online. In the intranet, you can take care of your affairs electronically. For example, using the intranet, you can enrol in courses, inform us of any fee exemptions, update your contact and employment information, and manage your unemployment benefits.

When does my membership begin?

What if I change into another union from PAM? If you start working in a sector not covered by PAM, you should contact your new union first and agree with them on the start date of your membership. You should thereafter authorise your new union to inform PAM about the change of union. This way you can ensure that your transfer to a new union and unemployment fund takes place without interruption in membership.

Is my right to unemployment security interrupted if I change my union? There are no interruptions in your unemployment security, if you change your union and unemployment fund so that your membership in your previous union and fund is valid until the date of transfer. It’s important to make sure that the start of your membership in the new unemployment fund takes place within 30 days, so that there is no interruption in your membership.

You become a PAM member on the date you send your web application or when you’re written application form arrives at the union and the unemployment fund. At the very earliest, you become a member on the date your membership fee is paid. Instructions on joining, the form to join PAM and the rules of the unemployment fund can be found at www. pam.fi.

How do I pay my membership fee?

If you start working in a sector covered by PAM and you are a member of another union, fill in the information on your previous union and unemployment fun in the form to join PAM. Also indicate the item on the form where you authorise PAM to change the transfer of union on your behalf. In this case, you do not have to contact your previous union yourself. If you have terminated your membership in your previous union, you should join PAM and the unemployment fund within 30 days, so that your membership is not interrupted. According to the law on unemployment funds, an individual may not be a member of two unemployment funds simultaneously.

The membership fees for the union and the unemployment fund are deducted from all taxable earnings, benefits and bonuses paid by your employer. The membership fees are also deducted from part-time work and work done while receiving agreed benefits from the unemployment fund. The unemployment fund deducts the membership fees from your benefits paid.

The member services, interest representation as well as other activities of the union are covered by membership fees. The Representative Assembly of PAM decides on the amount of membership fees annually. The entire membership fee is tax deductible, and the union notifies the tax authorities about the membership fees you have paid on your behalf.

How do I pay my membership fee? The easiest way of paying your membership fee is to authorise your employer to withhold it from your salary. If you do so, mark “Employer collection” in your registration form. PAM will send a letter of attorney to your employer. The membership fee collection agreement between you and your employer only concerns one employer at a time. If you have more than one employer, fill in a separate collection agreement for each. If you change your job, remember to inform PAM of this, and to authorise PAM to send a letter of attorney to your new employer. The easiest way to do it is to fill the form at www.pam.fi. Remember to check your payslip that your membership fees are deducted from your wages (“ jäsenmaksu” or “ay-maksu” in Finnish). If your employment is interrupted but you start working for the same employer later on, remember to check that the membership fee is still deducted from your wages. If you wish to pay the membership fee yourself, the unemployment fund will send you the payment information, and reference lists for paying the membership fees are sent annually. The reference number is different for each monthly fee. Using the correct reference is important to ensuring that all payments are registered with your membership data. The reference number provides the union with your information and the period of time the fee covers. Calculate the membership fee amount with the following formula: the valid membership fee rate multiplied by your gross salary divided by 100 (e.g. year 2014: 1,5 x gross salary / 100). Your gross salary stands for you earnings before tax. The easiest way to pay your membership fees is to log into the PAM electronic web service at www.pam.fi.

Let your employer take care of your membership fees for you Make your everyday easier. Switch to direct collection of membership fees. When you authorise your employer to collect the membership fees directly from your wages, you only need to check from your payslip that the membership fees are deducted. It’s easy to switch to direct collection of membership fees: go to www.pam.fi/easyfee. Once you have informed PAM about starting direct collection, we will contact your employer and the collection of membership fees starts automatically.

What if there’s an interruption in my earnings?

And what about retirement?

If you start working full-time, you are on parental leave, performing your military service or you are receiving sick pay or unemployment benefit from The Social Insurance Institution of Finland (Kela), you are freed from paying your membership fees. It is your obligation to inform PAM when you are on leave from work. This is crucially important, because members who have not paid their membership fees for over 3 months without an acceptable reason can be expelled from the union and the unemployment fund. You can inform PAM about the exemption from paying your membership fees through the electronic member service at www.pam.fi.

Upon retiring from work, inform the union. Please state whether you want to continue your PAM membership as a pensioner and receive the Pam magazine and your membership card in the future. Membership is free of charge for pensioners. Pensioner members are entitled to most of our membership benefits and discounts.

What if I change jobs, profession or contact information? If you change your employer, workplace or occupation or you receive a new e-mail address or telephone number, update your personal information at the electronic member service (www.pam.fi). The union sends mail targeted to your occupation, as well as text messages especially during collective agreement negotiations, so keeping your contact information and details of your workplace and occupation up to date helps the union to represent your interests and you will also stay posted. The union updates details of its members’ addresses using the Finnish Post Office’s address services, except for residents of the Åland Islands. You are not required to inform the union separately unless your address is blacklisted.

What if I start working abroad? if you work abroad, it’s recommended that you join the trade union and the unemployment fund in the country you work in. Before you move abroad, contact the union or unemployment fund.

What if I work after retiring? If you work after retiring and would continue as a regular member, you can do so. According to the Unemployment Insurance Act, you can be a member of the Unemployment Fund until your 68th birthday. As a regular member, you must pay a membership fee based on all of your earnings (1.5% in 2013). To be entitled to unemployment benefit, a person over 65 must be laid off full-time and all other unemployment security terms must be fulfilled.

How do I leave the union and the unemployment fund? You have to notify the union in writing about terminating your membership. You can send your notification to jasenrekisteri@pam.fi. Please state the reason for leaving the PAM and the date of terminating your membership. If your employer has deducted the membership fees from your wages, remember to notify your payroll administrator about the termination of your membership. Remember to check your pay slip that the membership fee is no longer deducted from your wages. When you change into another sector, we recommended you to join the union that represents your sector and your membership is not interrupted.

ENTREPRENEURIAL MEMBERS Self-employed professionals and entrepreneurs Self-employed professionals and entrepreneurs can join PAM (not the unemployment fund) as entrepreneurial members of Service Union United PAM. Self-employed professionals and entrepreneurs pay membership fees that are based on the pension insurance premium on their earned income. However, self-employed professionals and entrepreneurs cannot join Service Union United PAM’s unemployment fund. When you start as an entrepreneur, it is recommended to join the Unemployment Fund for Entrepreneurs and the Self-Employed.

What if I’m a PAM member and I start as an entrepreneur or I start working in a family business? If you start your own company, please notify the union immediately, irrespective of whether or not you are working in a PAM sector in addition to it. The union recommends transferring to the Unemployment Fund for Entrepreneurs and Self-Employed, when you start your entrepreneurial activities. An entrepreneur can be a member of the union and unemployment fund for a maximum of 18 months post-cover. For this period of time, you will pay a membership fee that is defined according to your income in your previous work. If your entrepreneurial activities continue after this post-cover, your membership of PAM and the unemployment fund will cease. If you so wish, you can continue as a member of PAM (though not the unemployment fund), but you have to notify the union about it separately.

30 per cent of the company (in terms of voting rights). Furthermore, a person will be recognised as an entrepreneur if he/she is employed in a managerial position in a limited company and either alone or together with family members owns at least half of the company or has at least half the voting rights or otherwise comparable command of the company. Family members who work in a limited liability partnership in a company are also considered to be entrepreneurs. The same rules apply to family members of the person who holds the company name. ‘Officer position’ stands for managing director, board member or other equivalent position, and ‘family member’ stands for spouse or partner and relatives who live in the same household and are in direct line of ascent or descent of the entrepreneur. If you own shares in your employer’s company as outlined above, you will generally be considered an entrepreneur when it comes to unemployment security. Therefore, you are not necessarily entitled to the same allowance as those in salaried work. When can an entrepreneur not join PAM?

A person is recognised as an entrepreneur, if they are obliged to take out insurance under either the Self-Employed Persons’ Pension Act (YEL) or the Farmers’ Pensions Act (MYEL). Also considered as an entrepreneur is a person who is subject to another statutory pension act, and who is an officer of a company, and who personally owns at least 15 per cent or who jointly with family members or whose family members own at least

THE UNEMPLOYMENT FUND OF PAM The unemployment fund provides unemployment benefits in the form of benefit payments for the duration of unemployment for members who satisfy the relevant conditions. Unemployment benefits are also paid during employment promotion measures as defined by Kela (www.kela.fi). You can obtain an application form from the Employment and Economic Development Office or from the regional office of your union. Instructions on how to fill in the form correctly are included, together with the necessary documents from your union. You can send the form electronically through the web service of the unemployment fund. In addition, you can seek advice by phoning the unemployment fund service number, tel: 020 690 211. The unemployment fund of PAM can be contacted from Monday to Friday at 9:00-16:00. A member who becomes unemployed for the first time will receive a letter from the unemployment fund with instructions for application.
