Mayor Garcetti Meets with the Black Press L.A. Sheriff Jim McDonnell: Sorry Not Sorry

Mayor Eric Garcetti convened a meeting to speaking directly to the Black Press on Thurs-

day, October 18, in his office at Los Angeles City Hall. The meeting was coordinated by Andre Herndon, his Deputy Communications Director. Economy, Homelessness, Job and Small business contracting were among the topics discussed. Mayor Garcetti was very attentive to the concerns addressed regarding Blacks in the city of Los Angeles their inclusion instead of exclusion when it comes to city resources and their distribution. Dr. Gloria Zuurveen (second from left) asked about the lack of seeing Blacks on public works projects as wells as the perpetual overrepresentation of Black homelessness in the midst of so much development going on in the city and the lack of public notices advertising in Black publications informing the public about important information relative to contracting and other available resources.

Cannick Following in President Donald Trump’s footsteps — who does not believe that white men like himself should have to apologize for anything — Los Angeles County Sheriff Jim McDonnell is seemingly adopting the stance that rather than admit a misstep and avoid adding more cracks to an already fractured relationship with the community, he’s not going to apologize and he’s not going to back away from his “alternative facts” — no matter how much L.A. County taxpayers end up paying out to settle yet another (avoidable) lawsuit. It’s been five months since McDonnell stood before the public and identified 39-year-old Cherie Townsend as a suspect in the May 3 murder of Susan Leeds in the wealthy community of Rolling Hills. Facing two challengers in the then-upcoming June primary election, McDonnell wasted no time in trouting out the local mayors of Rolling Hills and Palos Verdes as well as family members of Leeds before the news media to quell the anxiety of the wealthy white residents who were grasping their pearls at the news of one of their own found stabbed with

Ms. Townsend, a Black single mother of two, was put in jail for five days during which time Sheriff McDonnell used the opportunity to get some free preelection media coverage by putting on a dog and pony show to announce a suspect had been caught. But without any physical or circumstantial evidence, Ms. Townsend was eventually released from jail and to this day, has not been charged with any crime connected to Leeds’ murder. Asked if the announcement had been a mistake, McDonnell said, “No, I thought it was what we needed to do to be able to let the community know where Please see McDonnell, page 3

Residents of Inglewood Says They Want To Keep James Butts as Mayor By Gloria Zuurveen Editor-in-Chief INGLEWOOD—A majority of the Inglewood residents I recently spoke with were anxious to expressed their excitement about throwing their support behind James Butts, the incumbent and a candidate for the mayorship to continue leading the city of Inglewood down the path of prosperity and growth. Over the last five years since Mayor Butts took over the helm of the ship of Inglewood to lead it into its present state, his record speaks when it comes to streets getting fixed, trees trimmed, balanced budget with a surplus, the Stadium and more. It is he who deserves the credit for turning a dying and almost bankrupt city around so much so that the residents, instead of dwelling over, what could be is now living the reality of, not one, but two NFL teams and one NBA professional basketball team. The Clippers chose Inglewood as their home and the credit goes to Mayor Butts. It is he who the residents are expressing their pride and somewhat prejudice when it comes to the man who has given them a name to be proud of and one who has been instrumental in standing against those who desire to takeover and claim a diamond which has been mined and brought to the surface of it real worth, Inglewood is that city and the resident are adamantly opposed to any and

all who choose to come in and under mind the great work of a great man with a brilliant mind to use his gifts and talent to move Inglewood into the 21st century with taking care of the basic concerns of its citizens. He care about what the people care about like: water, streets, trees, infrastructure, local hiring, 140 percent increase in real estate, a balanced budge and an increase reserves to name a few of his accomplishments so far. Giving for four more years, Mayor Butts will have the opportunity to build on the foundation he has laid with the help of quality people, the residents of Inglewood and those who have been instrumental in running a city with extraordinary ratings by Moody’s credit service. Inglewood rates among the best ran cities due to Mayor Butts leadership and the residents say they want to keep things rolling as they are to finish what has been started. While the race is nonpartisan, it appears that the opposing candidate is being propped up by support from New York donors, who after all the work Mayor Butts has put in, wants to waltz in and set up shop to win by default, the failure of the people to know the true and what is really going on. The truth is that Inglewood is a gem and ripe for mining and if the residents will not wake up and get out to vote they will find their goldmine of a city under

Hello Readers, All I can say about a recent meeting held at Holman United Methodist Church was that it was a mockery and a shame before God in the house of God especially since it was dealing with Blacks in education. It was a mockery and to the so-called African American Advisory Committee it was sickening to see such Uncle Tomitish demeanor. Wanda Flagg had the audacity to pull me by the arm to stop me from what she considered as my interrupting their meeting when I was expressing outrage over the low turn out due to a failure to inform the Black community about an important issue relevant to our community. The California Community Colleges was holding a Town Hall to Address the Barriers and Challenges of Black and African-American enrollment, yet, in the room was more of everybody else but Blacks. See editorial to the right.

Yes, it happening last Tuesday evening the people sat in darkness at Holman United Methodist church in Los Angeles during the California Community Colleges’ Town Hall where the well-dress slaves with crown are so happy just to be in the crowd only to make sure that no one disrupt or get too loud. It was on October 16, a memorable date because it was the anniversary of a Million Man March to take injustice to the street and here we are decades later and Blacks are still excluded from the education seat. The “slaves with crowns” were on display for all to see their mockery whereby while the emphasis was allegedly about barriers and challenges of Blacks at the California Community Colleges, the reality in that room spoke volume to the spectacle of intentional exclusion of Blacks in the California Community College’s classrooms as well as in the boardrooms. Based on my observation, this is enslavement through ignorance. They had no intent to do outreach or to use the resources like the Black press to reach Blacks in mass because I believe, “Education breeds revelation and revelation breeds transformation and transformation breeds salvation from ignorance.” The California Community Colleges and its highly educated well-dressed slaves with crowns on the advisory committee should be removed and discarded due their willful neglect in representing the mass of Blacks and who are content to be unified as well-dressed slaves with crowns, not speaking up, and they are afraid to stand their ground.

Beyond the Rhetoric: Why are Times Getting Better – Thank God! By Harry C. Alford I attended an Economic Summit at the White House two weeks ago. It was an uncommonly joyous event. We were all there to celebrate the actual changes that were going on in our great country. It was summed up by saying, “Deregulation and Tax Reduction.” Those are the reasons for our economy to start turning upwards. Like it or not, this nation is economically growing suddenly, or at least during the last two years. It is clear – the numbers don’t lie. We worked feverishly during the last ten years to bring a halt to a landslide of regulation and taxation. I chair the Government Oversight, Regulatory and Consumer Affairs Committee at the US Chamber of Commerce. It has been one of the most rewarding activities of my life. It recently cumulated into the passage of the Regulatory Accountability Act. This is essential to growth, it makes it easier to perform business without costly regulations and permitting to adhere to. Equally important was Tax Reform. This will go down as one of the best pieces of legislation ever passed. Wages are increasing, investment is increasing, jobs are expanding by the thousands. We now have our lowest unemployment figures in more than forty years. It is most notably detected amongst Blacks and Hispanics. It is historical and undeniable. The stock markets support that charge with all-time high breaking records. We were told by the previous Administration that some jobs weren’t coming back. Guess what? They are coming through the “door” like never. Our steel industry has been on a decline for many decades. However, it is bouncing back with a vengeance. Remember when they used to call Gary, Indiana “Steel City”? That moniker may be returning. US Steel just announced that it is putting an investment of over $750 million to refurbish previously “mothballed” facilities. In fact, steel plants all over the nation are being refurbished and that is a sure sign of increased manufacturing for our nation equating to exponential increase in high paying jobs. Our past rigid high taxation caused investors to put trillions of dollars off shore. Those trillions of dollars are starting to come back in terms of investment and job creation. Good times are sure to come in the following years. As the old saying goes, “Cotton is high, the fish are biting, and the bosses are paying!” A next determinant has been a sudden change in our international trade balances. America has been on the losing end in trade. In fact, we have been bullied by China and the nations of the European Union. That has all changed now. The fact is the strongest economy in the world is the United States. However, we have been acting as a weakling. No more! We are dealing eye to eye and settling for nothing less than “fair ball” when acting with our trading partners. The international ripoffs are over. China has more than 2 billion persons to feed. That is a perma-

nent problem for them as we have a little more than 300 million and have proven to manage that challenge quite well with a Gross Domestic Product that is the greatest in the world. Russia has a decreasing population, a depressed population and a Gross Domestic Product that doesn’t rival that of the state of Florida. All other nations, even the united groups of nations called the European Union, are miniscule to our economic might. Thus, we are finally acting like it and resisting any attempt to bully us on international trade. Times are great! Look at your IRA’s, or stock investments and you cannot deny that growth is here like never. You must go back decades since good times from an economical point of view were being blessed on the United States. If you reflect on the past decades, the liberal point of view has not been beneficial to our nation. The conservative approach is yielding dividends like never. This is reason for the progressives to be upset with our progress. Let them cry as we march on with economic growth. Let them protest, resist, obstruct like going south with a bullet. America is being blessed for standing by its capitalistic principles and following our U.S. Constitution. It works! Why try and fight against it? For some strange reason, political discussion is quite “dicey”. My people, we are turning things around for the good. The economy is growing like never. We are the envy of the world – free and un-free. There is no need to fight it! It is a good thing. Our resurgence is historical. Oddly, there is a certain segment of our population that is incensed about that. They need to take a “chill pill” and look around. Things are looking good and getting better. EDUCATION & COMMUNITY NEWS State Superintendent Candidate Tony Thurmond Outlines His Education Vision In Call With Black Media Manny Otiko | California Black Media Assemblymember Tony Thurmond (DRichmond) recently held a media call with members of the black press to discuss his plans for California’s education system. Thurmond is competing against Marshall Tuck for the post of state superintendent of public instruction. Thurmond served as a West Contra Costa School Board member, Richmond City Council member and social worker before he was elected to the legislature. He takes a more grassroots approach to educational problems. He believes early-childhood education and reading programs are the solutions to producing better students. As a legislator, Thurmond has also sponsored Assembly Bill 43 that wanted to levy taxes on the state’s private prisons and direct the money to the K-12 education system. (The bill died.) Thurmond said that, as a former school board member, he is aware of some of the problems black students face. Many of the reporters asked how Thurmond would solve the problem of high suspension rates of black students. He said we need to strengthen teaching training programs. Thurmond added that schools need to review their suspension rates because

many students were being suspended for “willful defiance.” He added that teachers need to look into their “implicit bias,” when dealing with African-American students. He also plans to create a pipeline to produce more minority teachers. “Over the last year, I have spent time studying successful programs in other states to provide a model for California. I am encouraged by the results of these recruitment programs and look forward to introducing this pilot program that will provide teachers of color with the tools they need to educate and inspire the next generation of leaders,” said Thurmond. Several other states, such as Illinois and South Carolina, have implemented similar programs. According to a press release, minority representation among the teaching field is fairly low in California. Only 4 percent of educators are black and 20 percent are Latino. The numbers drop even lower when you look at male educators. Thurmond said he was also concerned about the high number of black students who are being put in special education programs or diagnosed with ADHD. He said that in some cases they are just being normal children. Thurmond added that not all students fit in a traditional lecture-based class.

He said education needs to be more interactive and hands on. That is why he authored a bill that added $150 million for career technical education. Other issues Thurmond wants to focus on are students learning a second language and STEM courses. “We need to prepare our kids to compete in a global market,” he said. Tuck, Thurmond’s opponent in the superintendent’s race, is former CEO of Green Dot Public Schools, a

charter chain that has schools in the Los Angeles area. According to Thurmond, Tuck has millionaire backers and a $30 million campaign fund. Thurmond said he wants to serve students in all schools, but he’s not convinced that charter schools are always a success. “The data I have seen shows most charter schools experiences are similar to public schools,” said Thurmond. “It’s not any better, not any worse.”

However, charter schools do benefit from smaller classes and the ability to expel students. One of the worries about charter schools is that they operate as for-profit businesses that transfer money out of the local school system. Thurmond said he had cosponsored legislation (AB 406) this year that was signed into law by Gov. Jerry Brown. The legislation prevents for-profit charter schools in California.

There was a lot of interest in that case, certainly, and a lot of anxiety, and to the degree that we were able to provide some closure, some comfort to that community, we wanted to do that.” The murder of Susan Leeds is still unsolved and today Cherie Townsend is dealing with the aftermath of being publicly accused of murder by the sheriff. She lives in seclusion, suffers from post-traumatic stress syndrome (PTSD) and has been on the receiving end of threats and numerous verbal assaults. Ms. Townsend recently held a news conference with her attorney asking Sheriff McDonnell-who is now facing a historic runoff challenge--to apologize to her in the same public way that he identified her so that she could begin to repair the damage done to her and her family. So far, the sheriff who says that he helped establish the Civilian Oversight Commission to build systems of accountability as

well as the blueprint for LAPD’s community-based policing programs that led to “building strong relationships and communication between law enforcement and the diverse communities within the City of Los Angeles,” has refused to do so. I believe McDonnell knows Ms. Townsend isn’t the murderer of Leeds--as do my sources within the Sheriff’s Department I’ve spoken to. It’s been five months. The murder of Susan Leeds didn’t happen in East or South Los Angeles-it happened in one of the wealthiest cities in Los Angeles County. A city where the tax base and whiteness of the residents dictate priority. Had there been any evidence-even evidence they could have fabricated to tie Ms. Townsend to the case--it would have been presented by now to the District Attorney’s office for consideration. Instead, the man who wants to be re -elected as our sheriff under the guise of his respect for and work in the community is ducking and

dodging calls for him to apologize using the excuse that Leeds’ murder is still an open homicide investigation. It was once said that apologizing does not always mean that you are wrong and the other person is right. It just means that you value your relationship more than your ego. Sheriff McDonnell is sending a clear message that his ego and his bid for reelection are more important than righting a wrong done to the community. His refusal or inability to lead by example and apologize to Cherie Townsend is a political statement on his values. Poet Maya Angelou said that “When people show you who they are, believe them.” At this moment, Sheriff McDonnell is showing L.A. County voters who he really is--and we should believe him and vote for someone new on Election Day. asmyne A. COMMUNITY NEWS LA County to Combat and Provide Alternatives to High-Cost Loans LOS ANGELES, CA – Recent research by the California Department of Business Oversight found that more than 60% of California payday loan storefronts are concentrated in areas with family poverty rates higher than the state average. Following a December 2017 motion by Supervisor Hilda L. Solis that directed County Departments to examine the impact of high-cost loans, today the Board of Supervisors passed a motion, authored by Supervisor Solis and co-authored by Supervisor Sheila Kuehl, to develop a comprehensive County response to combat high-cost loans and create affordable alternatives. “While licensed highcost loans are a legal industry, their products often trap our communities in an unrelenting cycle of debt,” said Supervisor Solis. “The County has a responsibility to protect consumers from predatory lenders. Today’s action ensures that borrowers retain access to affordable emergency loans, while protecting consumers from those who would prey on our most vulnerable low-income residents.” Today’s motion directs County Departments to develop and scale high-cost loan alterna-

tives (such as microloans or lending circles) with community -based organizations and financial institutions. LA County will begin a multi-year education campaign designed to alert and inform consumers about the risks of entering into high-cost loan agreements, and suggest available alternatives. This culturallycompetent and multi-lingual education campaign will be targeted to neighborhoods where high-cost loan vendors are most prominent, with a special focus on reaching women and immigrant borrowers. The LA County Department of Regional Planning will also develop concrete strategies to control impacts caused by high-cost lenders and limit over-concentration of these businesses. “It’s no secret that high cost loans are called ‘predatory’ because that’s exactly what they are and push low-income families deeper and deeper into debt,” said Supervisor Kuehl. “Families do, however, sometimes need a short-term loan to carry them through a crisis, and this motion takes the first step in creating some alternatives.” The motion also directs the County Department of Consumer and Business Affairs to

develop and implement a partnership plan with communitybased organizations to launch a comprehensive outreach education campaign to increase the number of recipients of the Earned Income Tax Credit (EITC) in LA County. According to the County’s report entitled “Curbing the Effects of High-Cost Loans in Los Angeles County,” high-cost loans exacerbate the financial strain faced by most borrowers and are concentrated in areas with aboveaverage poverty rates. These high-cost loans have deeply negative consequences for LA County’s most vulnerable populations. The use of high-cost products such as payday loans is 63% higher for those earning less than $40,000 annually than for those earning more; 82% higher for those with some college education or less than for those with a four-year degree or more; 103% higher for those who are separated or divorced than for those of all other marital statuses; and 105% higher for African Americans than for other races/ethnicities. Furthermore, communities near high-cost loan storefronts have a higher than average unemployment rate. While some high-cost

lenders advertise their loans as a quick fix for a financial emergency, the reality is that these loans often keep consumers in a debt cycle: the Consumer Financial Protection Bureau indicated that more than 80% of payday loans are either rolled over or

followed by another loan. Further impacting their long-term financial health, 7 in 10 borrowers use high-cost loans for regular, recurring expenses such as rent and utilities, according to the PEW Charitable Trust.

Mayor James Butts has brought economic revitalization to Inglewood. Crime is down and the city is moving forward. I’m proud to support James Butts for Mayor.” The residents, like Agee, are happy for the strong leadership Mayor Butts has given to the city even in times of layoffs and cutbacks in an effort to reign in excessive expenditures and an unrealistic unfunded pension plan which was leading the city into bankruptcy. To be a real leader, decisions, although unpopular, have to be made and the credit for standing his ground against the criticism goes to current Mayor

Butts and the residents have faith that four more years are needed to keep Inglewood on solid ground and moving in the right direction so all of its resident can prosper and benefit from the growth of the city. NEWS County Begins Phase One of Construction On Vermont Corridor Project The County broke ground Wednesday on Phase One of a comprehensive effort to redevelop along the Vermont Corridor, as part of its commitment to provide a state-of-the-art home for County employees and clients and revitalize communities that are home to County facilities and services. Officials from the Community Development Commission/Housing Authority of the County of Los Angeles (CDC/HACoLA) joined Supervisor Mark RidleyThomas, Los Angeles City Council President Herb Wesson, Los Angeles County Department of Mental Health (LACDMH), the Los Angeles County Workforce Development, Aging, and Community Services (WDACS), and other dignitaries to celebrate the commencing of construction for the multi-phased mixeduse Koreatown development. This 21-story office building is one of three sites that will begin to transform Vermont Avenue, between 4th and 6th Street. Once completed, it will house LACDMH and WDACS. This location will include walk-in mental health services, utilizing groundfloor clinic and office space. With access to the Metro Vermont/Wilshire Red Line Station, Los Angeles County residents will be able to access an array of mental-health ser-

vices. LACDMH will also consolidate its administrative functions into this centralized building, and expand several of its operations. Supervisor Mark Ridley-Thomas shared, “The Vermont Corridor Project represents our commitment to revitalizing the communities that are home to County facilities and services. In addition to supporting a robust and thriving community, we are also supporting our own. Every year, LACDMH and WDACS help tens of thousands of residents. Through these state-of-the-art County facilities, LACDMH and WDACS employees will be able to deliver improved services – from prevention to

recovery – and assist their clients in taking the first steps on a journey toward healing and self-sufficiency.” The Vermont Corridor Project was a collaborative effort between the County, Trammell Crow, and community organizations, such as the Anderson Munger Family YMCA and NewStory Church, which took several years to come to fruition. “There has been a lot of hard work and collaboration leading up to this groundbreaking,” Monique KingViehland, CDC/HACoLA Executive Director shared. “The Vermont Corridor will soon be transformed into a place where many people can

call home and can receive reliable, supportive services.” Dr. Jon Sherin, Director of LACDMH, said, “I’m so proud of Los Angeles County for working together to reduce barriers and build a better future of mental health care. Thurmond led an effort that reduced suspensions by 27% in one year in the district, and graduation rates and student test scores improved for all groups. If elected, Thurmond would be the first African American Superintendent of Public Instruction in more than three decades. Thurmond is credited with moving $35 million from prisons to schools to invest in restorative justice and truancy prevention. He has also helped to deliver $100 million for special education and $1 billion for early education. Thurmond is endorsed by Senator Kamala Harris, the California Democratic Party, and Planned Parenthood.
