Inglewood Mayor, Community And Faith Leaders Urge The California Air Resources Board And Governor Newsom To Approve The Clippers Arena Project SACRAMENTO—A delegation of Inglewood civic, business, religious, nonprofit leaders and residents urged members of the California Air Resources Board on Thursday to sign off on the $1.2 billion arena and community center proposed by the NBA’s Los Angeles Clippers. CARB has been sitting on the proposal for 10-months - an unnecessary delay that jeopardizes critical community projects. The privately financed arena complex would create new economic opportunities and social programs far beyond basketball for a city whose residents are primarily African-American and Latino. City leaders said the arena was vital to the ongoing resurgence of Inglewood and urged CARB to act immediately. “We aren’t measuring ourselves against what we were, but what we can be,” said Inglewood Mayor James Butts. “To some, this project might look like just another business deal, but it’s

CARB has responded by seeking a range of measures to mitigate air pollution and traffic congestion that is unprecedented in California history, which is grossly unfair to the residents of Inglewood, Mayor Butts said during the CARB’s meeting in Sacramento on Thursday.

CARB also is asking the Clippers to provide mitigation measures for the 41 home basketball games at Staples Center, should those dates be filled by other events. “When Los Angeles stole the Lakers and the Kings from us, you didn’t require them to offset emissions in our community,” Butts said. The arena and community center, which still requires the approval of the Inglewood City Council, is a significant project for Inglewood, bringing: A LEED Gold-certified arena, team headquarters and community plaza; 8,500 full- and part-time jobs during construction and operation; $268 million in local economic activity; $190 million in new tax revenue in its first 25 years, significantly expanding funding for city services; An unprecedented $100 million in community benefits, the majority of which will go for construction of desperately needed

But the CARB has delayed certification for more than ten months under intense lobbying pressure from New York-based Madison Square Garden Co., which owns the nearby Forum. CARB has responded by seeking a range of measures to mitigate air pollution and traffic congestion that is unprecedented in California history, which is grossly unfair to the residents of Inglewood, Mayor Butts said. For example, “You’re requiring this project to provide 1,000 electric cars for a city of 9.5 square miles,” Butts said. “Sacramento only has 150 cars for 100 square miles.”

affordable housing. The project also would be net-neutral for greenhouse gases, thanks to a range of innovative transportation management programs. The proposed affordable housing program represents a once -in-a-lifetime opportunity for Inglewood residents who are struggling with rising rents and home prices, said Ricardo Rosales, Director of Midnight Mission HomeLife Family Living, a century-old nonprofit that helps homeless families get back on their feet. Becoming self-sufficient “is much more difficult the past four or five years because it’s getting harder to find meaningful employment and a place to live,” Rosales said. “But this project brings solutions for all of that.” CARB’s delay in approving the project also impacts Inglewood school children and their futures, said Trena Lawson, Assoc. Criticizing Trump Over Use of Word 'Lynching' Gives Him Too Much Credit By Clint Cooper From the Times Free Press

Well, well what do we have with the California Air Resource Board called CARB for short. This board seems to show favoritism for one project over another and it appears that it is those projects in the more affluent neighborhoods that gets all the good goahead certifications and those like the growing and exploding City of Inglewood have to stand by and watch this injustice take place with out a word. “Not so” says the citizens of Inglewood. They trekked to Sacramento and had their say on Thursday and you can read all about it on our front page. It is there where the Mayor of Inglewood is joined with a cadre of leaders to say, “We are watching and waiting.”

When did individual groups of people begin to own words? Was it 1993, 2009, 2017 or some other year to which one can assign a date? And who gives permission for groups of people to own words, to forbid they be uttered by anyone other than the group in the mood to feel aggrieved? We speak today of the word "lynching," used recently by President Donald Trump in a tweet bemoaning the situation in which he finds himself, an impeachment investigation over what many believe is questionable behavior about the Ukraine and assistance for that country. "So some day," he tweeted, "if a Democrat becomes President and the Republicans win the House, even by a tiny margin, they can impeach the President, without due process or fairness or any legal rights. All Republicans must remember what they are witnessing

He also likely had no idea of the phrase's origination, which is thought to refer to the roundup by Capt. Charles Lynch and other Virginia officials around 1780 of suspects loyal to England, not blacks, who were then given summary trials by informal courts and punished. But returning to the ownership of the word, we think immediately of two other folks in political circles who uttered the word prominently without any controversy. The first of those is former Vice President Joe Biden, who slammed Trump's use of the word earlier this week and called it "despicable." Only hours later, 1998 CNN footage emerged of then-Sen. Biden — speaking about the potential impeachment of thenPresident Bill Clinton — saying "history is going to question whether or not this was just a partisan lynching." Confronted with the hypocrisy, the 2020 presidential candidate did the only thing he could do after criticizing the president. He apologized, saying, "This

here — a lynching. But we will WIN!" As soon as the tweet was, well, tweeted, the racist criticism began. Trump can't use that phrase. Doesn't he know it's offensive to use a phrase that in the past referred to the unwarranted killings of blacks over alleged incidents without due process? While one might argue that there is so far a lack of due process for the president about impeachment proceedings, here's a hint for all those criticizing the president over his use of the term "lynching." You're giving him way too much credit. Trump may know a lot about business, may have made some creditable decisions as president and may have changed his stripes to be more supportive of conservative social issues than he'd made plain in the past. But Trump was talking about himself when he used the word "lynching," not tweaking blacks with a word negatively associated with the past. A president who has helped bring black unemployment to record lows and raise middle-class wages for blacks has no truck with insulting a race that is likely to increase its percentage of votes for him in 2020 compared to 2016. Trump likely used "lynching" with thoughts similar to those in our New Oxford American Dictionary — "kill, especially by hanging, for an alleged offense with or without a legal trial." The president, of course, is not physically being killed but was referring, especially, to the "alleged offense ... without a legal trial."

wasn't the right word to use, and I'm sorry about that." But it was what he felt in 1998, apparently before the word acquired ownership. The second use of the word came from a black man, then-Supreme Court nominee Clarence Thomas, who — coincidentally after an offer to speak from Biden — called his 1991 hearing "a high-tech lynching." A conservative nominated by a Republican president, he lambasted Biden and other Democratic senators for the purely political nature of the hearing, saying it was designed "for uppity blacks who in any way deign to think for themselves, to do for themselves, to have different ideas, and it is a message that unless you kowtow to an old order, this is what will happen to you." Afterward, no one questioned the nominee's use of the word "lynching," but Democrats and their media cohorts were quick to defend everything that occurred in the hearing. Was Thomas wrong to use the phrase? Was it OK because he is black? Would it be wrong for him to use it now, though he is black? In truth, what now-Justice Thomas said after he used the term "lynching" is what is instructive. If all of culture had followed his directives — to think for yourself, to do for yourself, to have different ideas and not kowtow to an old order — no one would have questioned Trump's 2019 use of the word, or Biden's. And we wouldn't have to worry about what year people began to own words.

EDUCATION & COMMUNITY NEWS NBA Legend Shaquille O’Neal Partners with HBCU’s Miles College for Campus Venture By Stacy M. Brown, NNPA Newswire Correspondent @StacyBrownMedia A new partnership between NBA great Shaquille O’Neal and Miles College will help bring a Papa John’s Pizzeria to every Historically Black College and University Campus in the nation. “Historically Black Colleges and Universities have paved the way for African Americans and people of other races to receive a quality education deservedly,” O’Neal said in a statement issued through the Purpose PR Firm in Birmingham. “HBCUs have been pivotal in the development of young minds; influential in highlighting the history and culture of African Americans and effectively provided a means for academic success,” O’Neal stated. “It is in these great halls of these wonderful institutions that students saw their potential magnified and exemplified.” In a statement, Miles College President Bobbie Knight said she was excited about the new venture. “Miles College is honored to partner with Shaquille O’Neal and welcome him to our historic and beautiful campus,” Knight said in a statement. “Shaquille is a skilled investor, savvy entrepreneur, and marketing and branding genius. This partnership tells the world that this is Miles College’s day, and this is Miles College’s time to show America that HBCUs can join icons like Shaquille and launch business ventures like Papa John’s on our campuses,” Knight stated.O’Neal and Knight plan to formally announce the HBCU initiative that will ultimately involve all HBCU’s at a noon press conference on the Campus of the Birmingham, Alabama school on October 26. Founded in 1898, Miles College counts as a premier liberal arts institution located in metropolitan Birmingham within the corporate limits of the City of Fairfield. The institution’s founders saw educated leadership as the paramount need in the black community. O’Neal is a 15-time NBA All-Star, who won 4 championships. He became Papa John’s first African American board member when he inked a multi-million deal earlier this year and he has ownership stakes in at least nine different locations. Plans also include a “Shaq” pizza with commercials featuring the towering basketball legend. Before inking the deal with Papa John’s, O’Neal reportedly told the chain’s CEO, Steve Ritchie, that “the only way I would want to be involved is if you got some diversity in your leadership. He said, ‘I’ll take you up on that.'”

A part owner of the NBA's Sacramento Kings, O'Neal also owns a Krispy Kreme Doughnuts franchise in Atlanta. Previously, he owned 27 Five Guys Burgers and Fries franchises. O’Neal also is the founder and owner of Big Chicken, a fast-casual fried chicken restaurant in Las Vegas, and Shaquille's, a fine-dining eatery in Los Angeles. Not long after, O’Neal said, ‘How about a triple threat? Board member; I want to invest in stores to show you I’m serious, and, of course, I’ll be an ambassador to the brand.” Born in Newark, New Jersey in 1972, O’Neill holds a Bachelor’s Degree in General Studies from Louisiana State University. He earned an MBA from the University of Phoenix, and an Ed.D in Human Resources Development from Barry University. As an investor, restaurant, and franchise owner, the retired basketball star and TNT broadcaster has established a strong business track record. O’Neal also is the founder and owner of Big Chicken, a fast-casual fried chicken restaurant in Las Vegas, and Shaquille’s, a finedining eatery in Los Angeles. “Martin Luther King, Jr. said, ‘If you want to move people, it has to be toward a vision that’s positive for them, that taps important values, that gets them something they desire and it has to be presented compellingly, so that they feel inspired to follow,'” O’Neal said. “Today, I ask you to catch the same vision that the noble founders of HBCUs held in carving out a venue to education, independence, and success. Join President Bobbie Knight of the great Miles College and me as we move toward a business initiative that will open avenues of opportunities for our HBCUs. Today is our day! This is our time!” O’Neal declared.

Retired Pastors Satisfied and Optimistic, But See Room for Improvement By Aaron Earls

NASHVILLE, Tenn. -Most retirement age pastors and missionaries say their current life is close to ideal, but some who have entered retirement say they could’ve been better prepared. In a survey sponsored by Shepherd’s Fold Ministries, Nashville-based LifeWay Research asked 2,451 pastors, ministers and missionaries who were retired or at least 67 years old about their life, health, relationships, reflections on ministry, and how they’ve adjusted to their current life stage. “Our number one goal is to provide relevant resources to help retired ministers,” said Brent Van Hook, director of Shepherd’s Fold Ministries. “The results of this study show specific ways retired ministers can experience genuine higher well-being related to social, spiritual, physical and financial health.” Out of those ministers or missionaries surveyed, 8 in 10 (81%) are currently retired or mostly retired. Around half (52%) have been in ministry 40 years or longer, with 35% serving 40 to 49 years and 17% serving 50 years or more. The vast majority think fondly about their previous ministry. More than 9 in 10 (92%) say they are satisfied with their ministry efforts before retirement, with 59% saying they are very satisfied. When asked about their feelings toward the churches or mission field where they served, around 8 in 10 (79%) say they feel thankful. More than half say love (59%), proud of them (53%), or rewarded (52%). Slightly fewer say encouraged (48%) or connected (43%). Few retirement age pastors or missionaries say they feel disappointed (16%), disconnected (16%), betrayed (8%) or bitter (2%). When asked to think about their overall life today, including relationships, spiritual health, finances and physical health, 3 in 4 (74%) agree their life is close to ideal in most ways. Similar numbers describe their current life conditions as excellent (76%), while more than 8 in 10 (86%) say they are satisfied with their life today. “These three questions were used to create a life satisfaction score,” said Scott McConnell, executive director of LifeWay Research. “Analysis revealed the characteristics that predict higher life satisfaction include being in better health, satisfaction with ministry efforts, positive feelings about where they served, financial stability for retirement, and current relationships.” Physical health In describing their overall health, 72% say they are active and healthy, while 14% say they have physical disabilities that limit them, and 12% say their spouse has such limitations. Fewer retirement age ministers say their spouse has been diagnosed with a mental illness like depression, dementia or Alzheimer’s (5%), they spend a significant amount of their time caring for the health of someone with disabilities (5%), or have been diagnosed with a mental illness themselves (3%).

Around 4 in 10 (41%) agree having more help with their own health or the health of someone they care for would help at least a little. Retirement age ministers are most likely to say information, tips and best practices for maintaining good health would help the most (25%), along with financial assistance (21%), and Medicare supplementary insurance (19%). “While many retire from ministry in good health, aging brings with it healthcare needs for pastors and missionaries,” said McConnell. “Some are sidelined by health needs, and others could use financial help for medical care.” Relationships Most older pastors, ministers and missionaries say they have close relationships that allow them to share problems, but some may be facing loneliness. Among those who are currently married, 93% say their spouse is very satisfied with their marriage. When asked about meeting with someone at least once a month to openly share struggles, 61% of those surveyed say they talk with their spouse. A third (33%) meet with a close friend, 19% talk to a Bible study group in their church, and 3% meet with a counselor. A quarter (26%), however, say they don’t regularly meet and share with any of these. Around 7 in 10 (69%) say they have at least three close friends with whom they see or speak with at least once a month, with 17% saying they have 10 or more. Still, 21% say they see or talk to one or two friends, and 10% say they don’t have any friends outside of family that they meet with at least once a month. The vast majority say they have continued to make new friends in recent years (86%) and have many close relationships at their current church (68%). Still, 29% say they often feel lonely or isolated. Most (58%) say they currently live near their children, 42% live near most of their friends, but 22% say they don’t live near either. Around half (48%) agree if they had more help connecting with new friends it would help improve their overall well-being at least a little. A quarter (25%) say it would not help at all. More retirement age ministers say they would benefit from making friends who have had a similar experience in ministry (25%), making friends who live near them (23%), and relating to a church in which they are not in leadership (20%). “Retirement sometimes means separation from past friends,” said McConnell. “It’s important to continue to invest in new relationships.” Finances Three-quarters (76%) of retirement age ministers are confident they will have enough money to live comfortably through retirement, with 31% saying they are very confident. Still, almost half (47%) say they are often concerned about the financial security of their family and 27% say their physical needs or those of their spouse have caused significant financial strain.

INSIDE INGLEWOOD NEWS Inglewood Mayor, Community And Faith Leaders Urge The California Air Resources Board And Governor Newsom To Approve The Clippers Arena Project (Continued from page 1) Children of Promise Schools, a K-8 school in Inglewood. “The students need this arena for the exposure to the athletes, an NBA team, the world of professional sports,” Lawson said, noting that her students also participate in the Clippers mentorship program. “Their parents need the jobs and the affordable housing.” The arena also will act as a revenue generator for other businesses in Inglewood, helping strengthen the local economy, said Beny Ashburn, co-owner of Crowns & Hops, which is planning to open the only African-Americanowned brewery in Southern California in Inglewood next year. “As local business owners, we can benefit from the same collateral effect and economic growth found in similar projects seen in wealthier communities all over the country,” Ashburn said. Earlier this month, two state legislators whose districts include Inglewood, State Sen. Steve Bradford and Assembly Member Sydney Kamlager-Dove accused CARB of applying a doublestandard in holding up the Clippers proposal while taking far less time to certify similar projects in more affluent areas. They noted that the agency took only 63 days to certify the new Golden State Warriors arena in San Francisco, 56

Gavin Newsom, in a letter to CARB and the Clippers entity that is developing the project, said he was “disappointed” to learn that the parties have not been able to agree on a plan of mitigation measures. “I urge you to remain at the table to work towards a solution that meets the statutory criteria – both in letter and in spirit – for environmental mitigations related to this arena,” Newsom wrote. “This project is important to the community and provides significant economic development benefits.” Among the other Inglewood leaders and residents who appeared before the agency were Eric Holly, President of the Inglewood Chamber of Commerce; Robert Chavez, Program Manager of the South Bay Workforce Investment Board; T Rev. This notice is also available on the City website. If you have any questions about the proposed water service rate increases or the process for submitting a written protest, please call the City of Inglewood, Public Works Department at 310-412-5333. The City of Inglewood (City) water system was developed primarily between years 1930 to 1960 to serve a thriving community in Southern California. The City receives its potable water from two sources: Metropolitan Water District through the West Basin Municipal Water District (WBMWD) (75%) and from the City owned groundwater wells treated at the Water Treatment Plant (25%). The water provided to customer homes and businesses is supplied through a network of pipelines approximately 150 miles long. The revenue received from payment of your water bills is used to purchase potable water from WBMWD, groundwater replenishment assessment, electricity charges, operation and maintenance of the system and replacement and rehabilitation of aging water infrastructure. During previous 7 years, water service rates have not been revised although the gap between revenue and expenditures keeps widening. The proposed rate increase is the first rate change since October 2012. Table 1 shows the current and proposed fire service charges per meter sizes. Tables 2 summarizes current and proposed fixed service charges. Table 3 lists current and proposed commodity charges. The City encourages water conservation so, customers conserving water will pay lower rate.

Recycled Water rates will be charged at 80% (eighty percent) of all other customers’ potable water rates. Proposed water service rates will pay for inflation, increased cost of imported potable and recycled water and groundwater replenishment assessment hikes. In addition, it will be used to replace/rehabilitate aging water infrastructure on a regular basis for maintenance of system reliability, sustainability and water quality.
