Here we are in the middle of October and we are blessed to be here in the land of the living. We mourn the passing of one of our great statesmen men Rep. Elijah Cummings (MD.7). He left a legacy of courage to fight for what is right. We must pray for his family and for those in Congress who will miss his spirit of unity. We are grateful for having had such a one to have advocated on behalf of the people not only in Baltimore as he was their native son, but on behalf of all people who are faced with the mirror of injustice in the midst of so much wealth and riches, these United States of America. Yet he fought for the least of those who were shut out.

Even as Washington remains captivated by the deeply troubling actions of the President of the United States, we must never forget the plea of a wonderful neighbor whom I met last year at Johns Hopkins Hospital. Tears in her eyes, “Mrs. Johnson” confided to me that the doctors had saved her life for the moment – but that she “could not afford the cure.” Mrs. Johnson could not afford to prolong the life that had been restored to her because of the skyrocketing cost of the miracle medicines that were preserving her health. Even as we in Congress must perform our constitutional duty to investigate the President, we also must respond far more effectively to Mrs. Johnson’s struggles – challenges that are shared by far too many other Americans. We must defend our Constitution and the rights it protects. The oath of office that we take demands no less. . (Courtesy Photo) Yet, we also have been entrusted by the American People to further their march toward a more just and equitable society. When so many of our countrymen and women are in peril, we have no time to delay. This is why, as the Chairman of the House Committee on Oversight and Reform, I made certain that our first hearing last January challenged the unjustified (and one might legitimately say “predatory”) price spikes that the prescription drug industry has been foisting on the American People, our government and employers alike. It also is why I have sponsored and cosponsored legislative proposals that are calculated to limit and bring down these far too often unaffordable and life-endangering healthcare costs. Although the most committed supporters in Washington for these cost-limiting proposals are Democrats, even Republicans like President Trump and Senator Chuck Grassley of Iowa have publicly recognized that the unaffordable cost of far too many of our life-preserving medicines is a challenge that our federal government must overcome. This is the political context in which the prescription drug industry (“Big Pharma”), through its lobbyists and their Republican allies in Congress, is attempting to stave off federal negotiations to lower prescription drug costs. Their arguments, closely examined, are flawed. For example, the American People should be asking: “Why shouldn’t Medicare be allowed to negotiate the price of our massive purchase of medicines on behalf of senior citizens in the same manner as are Medicaid and the VA – federal programs that obtain these same drugs at significantly lower costs?” Those who resist reforms to mandate such negotiations as “government intrusion in the free market” fail to acknowledge that our

governments, both federal and state, are among the largest purchasers of prescription drugs (i.e., through Medicare, Medicaid, the VA and the Children’s Health Insurance Program). Reforming current federal law to require Medicare to negotiate lower prices for these medicines would not be a violation of the free market, as “Big Pharma” argues. To the contrary, it would be a critically needed reform that would create a more accurate, more affordable free market price. Consider, in this regard, the September 25 testimony of Professor Gerard F. Anderson, Director of the Johns Hopkins Center for Hospital Finance and Management, in a hearing of the House Energy and Commerce Health Subcommittee (available at https:// energycommerce.house.gov). Professor Anderson’s team focused upon the 79 brand name prescription drugs that, collectively, are responsible for more than one-half of Medicare Part D spending. They compared the prices that American patients and their government paid with the cost of these same drugs in Canada, the United Kingdom and Japan. The Johns Hopkins experts concluded that, on average, we in the United States are paying 34 times as much for the same brand name medicines at the center of our prescription drug cost debates as are patients in comparable countries. The Johns Hopkins’ findings also debunked the claim of “Big Pharma’s” lobbyists that the drug companies’ massive, multi-billiondollar annual profits are required to “finance innovation” and the development of new, lifesaving drugs. Professor Anderson’s experts found that our nation’s taxpayers, through the National Institutes of Health, pay for most of the world’s basic biomedical research – the very research that leads to the development of life-preserving drugs. Contrary to their lobbyists’ claims, “Big Pharma’s” research and development costs are less than 20 percent of the cost of operating these drug companies, a lower percentage than these companies are spending for marketing and advertising. House Speaker Nancy Pelosi and Democrats in the House of Representatives are determined to make the miracle medicines that can preserve our lives more affordable for every American. We are moving forward with several reforms, including those proposed in H.R. 3, H.R. 275, H.R. 448 and H.R. 1046) that will be consolidated into our final proposal to the Senate, the President and the American People. Our message in fighting for these reforms is clear. As an ethical, humane society, we cannot – and must not – perpetuate a healthcare system in which any American “cannot afford the cure. Black faith leaders in Fort Worth, Texas, where a 28year-old black woman was shot dead in her home by a white police officer through her window say there can be “no healing” from the tragedy until the city addresses concerns about the way black and brown communities are policed. "We're at a place now where our city leaders are calling for healing," pastor William Timothy Glynn, president of Faith and Community Leaders United, said at a press conference Wednesday, according to WFAA. "There can be no healing until the problem is addressed, and the source of the problem is much deeper than even the shooting that occurred." Glynn and a group of black faith and community leaders demanded change at the Fort Worth Police Department in the wake of the shooting death of Atatiana Jefferson. Jefferson was killed early Saturday morning after now resigned officer, Aaron Dean, fired through her backyard window on what was initially reported as a welfare check. On Thursday, CNN reported that Dean was sent on a call that police normally treat as a potential burglary and that could have contributed to the way in which the officer approached the

Jefferson's neighbor had called a non-emergency police line to report that he had seen her front door open late at night. "Well, the front doors have been open since 10 o'clock. I haven't seen anybody moving around. It's not normal for them to have both of the doors open this time of night," Jefferson's neighbor said on audio of the phone call released by authorities. "OK, do you know if anyone is inside?" the neighbor was asked. "I'm not sure. Both of the cars are there," he replied. Lee Merritt, Jefferson's family attorney, said Jefferson had left her door open to allow a cool

breeze inside as she played video games with her 8-year-old nephew. Officers apparently misread the situation and failed to announce themselves or knock on Jefferson’s door before entering her backyard and shooting her through a window. Both Merritt and community leaders agree that Jefferson’s death is an example of aggressive policing in black communities. "From every indication — any way you twist it, turn it or look at it — there are serious problems with the Fort Worth Police Department and the way they police the black and brown community," Glynn said.

Dean, 34, resigned from the Fort Worth Police Department before he could be fired and was charged with murder two days after the shooting. Jeff Halstead, a retired Fort Worth chief of police and police consultant, said despite suggestions that the call might have been interpreted as a potential burglary, there was nothing in the body camera footage released that suggests a crime was happening at the home. "They were standing literally at the front door, they could see whether the door was kicked on or not. The lights were on, there was evidence that people were living there, there were toys," Halstead told CNN. "Why they advanced to an extremely dark backyard area without at least ringing the doorbell or checking the entrance? That's extremely concerning,” he continued. He noted that Dean's limited experience as a police officer could have factored into how he acted. He was hired in August 2017 and commissioned as a licensed officer in April 2018. "Some officers, younger officers, think every call is an extreme risk or high profile call," Halstead said. "With seniority, maturity, experience, you can customize your mindset in approaching a lot of different calls."

Barr to ask for equal protection under the law. They will also gather at 5 p.m. Saturday across the street from the John F. Kennedy Tribute at General Worth Square to call for the nation to look at Fort Worth. Jefferson's wake and funeral will be held at The Potter’s House of Dallas on Friday and Saturday, respectively. White Owner of Word Network Refuses to Apologize for Controversial Meme Showing Pimping of Black Pastors By Leonardo Blair From the Christian Post Reporter

Kevin Adell, the white owner and CEO of the Word Network billed “the largest, African-American religious network in the WORLD,” refused to apologize for sharing a meme which depicts him pimping popular black preachers. The refusal comes amid a recent petition signed by more than 100 prominent black clergy calling for a boycott of the network until he apologizes for his alleged racial insensitivity. On Monday, the Detroit Chapter of the National Association of Black Journalists also joined that chorus calling for a boycott of the network, demanding that Adell meet with Detroit NABJ and other organizations, issue a public apology, commit to undergo diversity training, and create a plan to “avoid such egregious actions in the future”

Bloomer alleges that in September, Adell texted a photoshopped image of himself dressed as a pimp surrounded by well-known black clergy he called

“hoes” to various staff members, many of whom are black, according to a Change.org petition. While Bloomer said he told Adell that the meme wasn't funny and to get rid of it, Adell allegedly responded by saying Bloomer was being too sensitive. “We can’t compete with the megachurch in our town!”, “A new church was started two blocks from us. We’ve got plenty of churches without them!”, “The church brought another one of their campuses near us. It’s totally unethical what they are doing.” Bloomer recently left the network as a result of the meme controversy but Adell disputed that charge as well. Adell told the Detroit Free Press that Bloomer really "quit the network … because he wanted more air time" and that Bloomer didn’t want to make adjustments to the show as suggested by staff. Bloomer, Adell argued, was trying to stir up controversy with the meme "to get support to hopefully make changes so he could get back on the air." Adell further noted that more than 95% of his 160 employees are African American. The CEO said he shared the controversial meme with Bloomer to make him aware of it. The Detroit Free Press reported that Adell’s lawyer, William McHenry has threatened the Detroit NABJ with a cease and desist letter, warning of a lawsuit for trying to paint Adell in a "defamatory or false light." "Adell has already disavowed the Meme in question by publicly stating that he had no prior knowledge of the Meme and confirmed that it was not created by him,” he warned in the letter. Adell is now expected to meet with the Detroit NABJ’s executive board.

INSIDE INGLEWOOD NEWS Senator Steven Bradford and Assemblywoman Sydney Kamlager-Dove Believes Race is a Factor for the Delay by the California Air Resource Board in Approving Stadium Project in Inglewood By Gloria Zuurveen Editor-in-Chief Assembly Bill 987 authored by Assemblywoman Kamlager-Dove and Senator Steven Bradford after being approved by both houses of the Legislature in September 2018 has yet to meet its intended purpose which is to streamline the process in which the new, Los Angeles Clippers arena and the larger sports and entertainment project, can be built in Inglewood. Why? According to an article in the Pasadena Star-News, the two legislators seems to believe that race has a part to play in holding up the process. Bradford and Kalmager -Dove are claiming the California Air Resource Board is unfairly scrutinizing and delaying necessary approvals of the project because Inglewood’s population is overwhelmingly people of color. In a letter to the Cali-

fornia Air Resource Board State Senator Steven Bradford and Assemblywoman Sydney Kalmager-Dove said that t he agency has expedited projects in more affluent, white neighborhoods. Bradford said, “Why put more roadblocks in front of them [Inglewood] than any other community?” “I think it’s an implicit bias related to race. This is a minority-

majority city and, again, they’re being treated differently.” The board’s spokesperson said, “other projects were less complicated and less controversial.” Jason Henry from the OCRegister.com reports that the October 1, 2019 letter to the CARB’s board from the two Legislators said, “Inaction poses an imminent threat to the viability of the project and could jeopardize

several community benefits offered by the Clippers, including a proposal to pay $75 millions toward affordable home.” One of the developers, Chris Meany, of Wilson Meany, Attributes the delays at CARB to Madison Square Garden’s influence. He said, “The New York-based Company has spent “tens of millions of dollars to blow up the project along th4e way.” Steve Ballmer, the Clippers’ billionaire owner, said to the Los Angeles Times, that he was not going to be deterred by MSG’s efforts to stop the project through a lawsuit.” He added, “We’re on a path where we think we can build the arena, whatever happens in the litigation, we’re moving along. Certainly suffice to say, I think the other side is just trying to slow us down a little bit. But it’s another thing where we’re grinders. We’re long-term play-

ers, and we’re grinder. You want to hit us in the nose? Ok! We’ll keep moving. You can’t knock us down. Inglewood Mayor James T. Butts, Jr. had his say on the matter too. He said, “MSG’s new advertising campaign against the arena is a “desperate move.” But not without defending his city and somewhat echoing the same sentiments Bradford and Kalmager-Dove are saying about the foot-dragging CARB. He said, “Inglewood is used to having to fight to get approval, while the same project in other communities would be more straight forward.” “This is just what we deal with,” he said, “We have to defend getting jobs for our residents. We have to defends being able to provide more police and public safety. We have to defend having the money to do infrastructural renewal,” he said.

Notice of Public Hearing on Water Service Rate Increases In compliance with Article XIIID of the California State Constitution and the Proposition 218 Omnibus Implementation Act, the City of Inglewood is hereby notifying all affected property owners, utilizing the City of Inglewood water system, that a public hearing for water service rate increases will be held on Tuesday, November 5, 2019, 2:00 PM at: City Council Chambers, 9th floor, City Hall One West Manchester Boulevard, Inglewood, CA 90312 All interested parties are invited to attend the public hearing. At the public hearing, the City Council will consider all written materials and oral testimony concerning the proposed water service rate increases. If you oppose the proposed rate increases, your protest must be submitted in writing to be considered. The City of Inglewood (City) water system was developed primarily between years 1930 to 1960 to serve a thriving community in Southern California. The City receives its potable water from two sources: Metropolitan Water District through the West Basin Municipal Water District (WBMWD) (75%) and from the City owned groundwater wells treated at the Water Treatment Plant (25%). The water provided to customer homes and businesses is supplied through a network of pipelines approximately 150 miles long. The revenue received from payment of your water bills is used to purchase potable water from WBMWD, groundwater replenishment assessment, electricity charges, operation and maintenance of the system and replacement and rehabilitation of aging water infrastructure. During previous 7 years, water service rates have not been revised although the gap between revenue and expenditures keeps widening. The proposed rate increase is the first rate change since October 2012. Table 1 shows the current and proposed fire service charges per meter sizes. Tables 2 summarizes current and proposed fixed service charges. Table 3 lists current and proposed commodity charges. The City encourages water conservation so, customers conserving water will pay lower rate.

Recycled Water rates will be charged at 80% (eighty percent) of all other customers’ potable water rates. Proposed water service rates will pay for inflation, increased cost of imported potable and recycled water and groundwater replenishment assessment hikes. In addition, it will be used to replace/rehabilitate aging water infrastructure on a regular basis for maintenance of system reliability, sustainability and water quality.
