Praise God for a new beginning as 2019 approaches with new life and new opportunities. A fresh start is what Christ gives us through His power divine. Praise God for this season means so much to me especially since it is in this season that I gave birth to my baby girl, Malika, on New Years Day. It is a day of joy and thanksgiving for a lovely, God-fearing daughter who is special and just like her name, which means queen as well as angel, she is our special angel and on this New Year’s Day, January 1, 2019, I want to wish you a Happy Birthday in the New Year because you are truly a “Zuurveen Queen”.

Living in America While Being Black Under the Trump Regime By Roger Caldwell, NNPA Newswire Contributor In 2018, many Black people in America believe that it is not important or relevant to consider them Black. They see their race as human, and they have no faith in the Black or African American culture and race. There is only one race, and that is the human race, and it is time to let go of the race card and stop thinking Black. Many genetic experts and people around the globe believe there is no scientific basis for race, and it’s a made-up label. “In the wake of fresh deaths at the hands of police officers in the world’s greatest nation, we the people of the Black race are once again the object of renewed worldwide attention. Questions of injustices in the United States have been duly raised and protested. And, once again, the Black cultural elites in America are talking about racism, discrimination, racial profiling, and hate, among other issues,” says Chigozie Obioma. It is absurd and ridiculous to think in 2018, under the Trump administration, that race does not exist, and America is a colorless society. When our racist-in-chief makes it no secret that he is a neo-Nazis sympathizer, it is time for Black Americans to open up their eyes, unify, and work together. It is no accident that Trump is driven by an irrational hatred of everything Obama, and there are very few African Americans in his administration. On the other hand, President Trump calls neo-Nazis good people as they carry torches and shouting about racist purity. “Far too many people are surprised by Trump’s racism, which is as ignorant as it is blatant. Donald Trump knows a thing or two about ‘shitholes’ – the label he apparently bestowed on El Salvador, Haiti, and various African nations during an Oval Office meeting about immigration,” says Richard Wolffe of the Guardian. Black Americans in 2018 and beyond must reclaim their unity and restore the dignity of the Black race in America and around the globe. Well, here’s our latest answer to that question: Since its founding in 1971, the CBC has used the legislative process to right historic wrongs and to give a voice to the voiceless, and that’s exactly what we did in the $867 billion Farm Bill that passed Congress, which includes millions for HBCUs, black farmers, and rural communities of color. As a result of the CBC’s efforts, 19 historically black land-grant universities will now get millions of dollars that states have been denying them for years. Du Bois, and Malcolm X all knew that a people are only respected when it has a nation worthy of respect. They knew that for us to reclaim power we must first reclaim dignity, and that comes through the construction of a solid Black state with a demonstrable level of development and prosperity – and which can stand as a powerful advocate for the global Black,” states Obioma. It is time for Blacks in America to operate with respect, and work with a formative and functional Black Agenda. It is time to speak with one voice and in our community focus on: Education Jobs and employment Criminal justice Health Economics Politics and voting Housing and environment, and Family The buying power of the African American community is $1.1 trillion, but it only circulates 6 hours in our community, and the Asians keep a dollar in their community 120 times longer than African Americans. The Jewish keep the dollar in their community for 20 days, and the dollar in the White community circulates 17 days. In 2019, the challenge for Blacks in America is to work together with a Black united front and depend on each other based on a Black Agenda. We can no longer think our government under Trump is working to save the Black Race, we must save our self. Our dignity and respect must begin as Black people in our families, and then our community, our country, and then the world. The great W.E.B. DuBois says, “The problem of the twentieth century is the problem of the color line,” and nothing has changed in the 21st century.

As a result of the CBC’s efforts, black farmers will now be able to get the training and resources they need to better run their farms through USDA’s Farming Opportunities Training and Outreach Program (FOTO), a program that is a combination of the USDA’s Beginning Farmer and Rancher Development Program and the Outreach and Assistance for Socially Disadvantaged Farmers and Ranchers and Veteran Farmers and Ranchers, the latter of which provides grants to organizations that work with farmers of color and farmers who are veterans. The combined FOTO program will get $50 million in federal funding, a $20 million increase from previous years. As a result of the CBC efforts, black farmers will also be able to more easily pass their farms on to their families. Some estimates show that 60% of land owned by African-Americans in the United States is heirs’ property, which is property that is passed down without a will or transfer of title. Before now, owners of heirs’ property were unable to get the credentials that are required to access USDA programs that could help them resolve heirs’ property issues. The CBC fought to address this contradiction in the Farm Bill. Finally, because of issues that black farmers experience both within and outside of USDA, the CBC fought to include a provision in the Farm Bill that protects the Department’s Civil Rights Division from reorganization and political interference. Specifically, the provision prevents the Division from implementing actions, policies, or decision documents until a civil rights analysis is conducted by the Department on how well the Division processes and resolves civil rights complaints. This analysis is necessary to protect the civil rights of USDA employees, contractors, and beneficiaries (e.g. black farmers). My last day as CBC chair is Wednesday, January 2. Members of the CBC can’t be chair for more than one Congress so I’ll be passing the torch on to Congresswoman Karen Bass (D -CA-37) who I’m confident will take the CBC to higher heights. For me, chairing the CBC has been an opportunity of a lifetime. But the thing I’m most proud of is this: Despite a White House and Congress that was hostile to bettering the lives of African Americans, the CBC was still able to get a lot done, and the policies and programs included in the Farm Bill is just one of many examples. Waters Statement on the Passage of the First Step Act Applauds Progress of Efforts to End Mandatory Minimum Sentencing WASHINGTON – Congresswoman Maxine Waters (CA-43) issued a statement on the First Step Act of 2018, which passed both the House and the Senate with overwhelming bipartisan support and is now the law of the land. “I applaud the overwhelmingly bipartisan support for, and passage of, the First Step Act by the U.S. Congress. As a lifelong civil rights advocate and a leader in the fight for criminal justice reform, I believe that this bill is one step in a journey of many miles to enacting the comprehensive reforms our country, communities, and citizens – particularly people of color -- so desperately need and deserve. “Earlier this year, I shared the concerns of almost every criminal justice organization in the country regarding the First Step Act: the bill, as originally drafted, did next to nothing to reform our criminal justice system’s draconian sentencing practices and processes. While I applaud my colleagues’ efforts to amend the bill, there are still provisions within this law that are deeply troubling to me. The First Step Act only applies to the federal system,

which imprisons only a small fraction—about 180,000—of the 2.1 million people currently incarcerated in the United States. The bill also fails to end life without parole and other extreme sentences for children in the federal criminal justice system – a step that a majority of states, including California, have already taken. The bill also includes a ‘risk assessment system’ tool that may rely on algorithms to determine which inmates are eligible for ‘earned time credits’ that can be used for early release. I am concerned that such a tool and algorithm, if created without a strong understanding of the racial inequities in our criminal justice system, could have a discriminatory effect on people of color. “However, I am pleased that the amended bill includes a wide range of sentencing reforms that are much needed if we are ever to fix our broken criminal justice system. The new version would retroactively apply the Fair Sentencing Act of 2010, which reduced the disparity between crack and powder cocaine sentences from a ratio of 100-to-1

to 18-to-1. More than 2,600 people will now have the opportunity to have their sentences reduced because of this provision. “I am especially thrilled that the amended version of the First Step Act also makes initial strides towards ending mandatory minimum sentencing – an issue that I have championed for more than 20 years. The bill increases judges’ discretion to both reject and/or reduce mandatory minimums for people convicted of certain drug offenses, which will impact more than 2,000 people annually. The new bill also reforms the unfair twoand three-strike laws by reducing the mandatory life sentence for a third drug felony to 25 years, and the mandatory sentence for a second drug felony from 20 to 15 years. “I have worked for decades to end mass incarceration and reverse the effects of mandatory minimum sentences for non-violent drug offenses -policies that originated from Congress’ ill-conceived response to the 1980s crack cocaine epidemic and the public outcry following the death of

college athlete Len Bias in 1986. Bias’ death from a cocaine overdose generated significant media coverage and led to the enactment of so-called ‘tough on crime’ policies at the state and federal levels, which have disproportionately incarcerated African Americans and Latinos. For many years, as a member or former member of the House Judiciary Committee, I introduced legislation such as the Major Drug Trafficking Prosecution Act and the Mandatory Minimum Reform Act, which would restore judicial discretion and greatly reduce the use of cruel mandatory minimum sentences for nonviolent drug offenses. For the past 20 years, I have also hosted annual forums on mandatory minimum sentences and criminal justice reform during the Congressional Black Caucus Foundation (CBCF) Annual Legislative Conference. These forums have featured an esteemed panel of advocates -- including Kemba Smith Pradia -- who are my partners and allies in this fight. Kemba Smith Pradia was sentenced to serve a mandatory minimum prison sen-

tence of 24.5 years for a firsttime, non-violent offense. Her sentence was commuted under the Clinton Administration, and she has since become known as the poster child for sentencing reform. I have also partnered with organizations such as Families Against Mandatory Minimums (FAMM), the Open Society Institute, the Drug Policy Alliance, and the Sentencing Project during my annual forum, which continues to be one of the most well-attended events during the conference. “The First Step Act is far from perfect, but I join my colleagues and criminal justice advocates who are pleased with the amended provisions of the bill. I remain committed to my career-long effort to reform our criminal justice system and eradicate mandatory minimum drug sentences, which we know have destroyed the lives of millions of Americans and have had devastating effects on people of color – particularly African Americans. These reforms are a small, but nonetheless important, step toward a more equitable and just judicial system.”

NEWS Trump Widens Demands in Wall Standoff, Threatens Mexico Border By David Morgan, James Oliphant WASHINGTON (Reuters) - President Donald Trump threatened on Friday to close the southern U.S. border with Mexico unless he gets the money he wants for a wall, raising the stakes in a standoff that will present an immediate test next week for the new U.S. Congress. When Nancy Pelosi and the Democrats take control of the U.S. House of Representatives on Thursday, they plan to quickly approve a spending measure meant to end a partial government shutdown that began on Dec. 22, triggered by Trump’s demand for $5 billion in funding for his proposed wall. Democrats have made clear that the House measure, which would then have to go to the Republican-controlled Senate, will not include $5 billion Trump says is needed for the wall, a central part of his tougher positions on immigration than his predecessors. “Democrats are united against the president’s immoral, ineffective and expensive wall ... that he specifically promised that Mexico would pay for,” Pelosi spokesman Drew Hammill said in a statement, referring to a Trump 2016 presidential campaign pledge.

Trump has previously threatened to close the border to prevent Central American immigrants reaching the United States. Asked about Trump’s threat on Friday, Mexican President Andres Manuel Lopez Obrador told reporters it was an internal U.S. government matter. Lopez Obrador added, however: “Of course we will always defend our sovereignty ... We will always protect migrants, defend their human rights.” Whether Senate Republican leader Mitch McConnell, Pelosi and Trump can find a way forward to fully reopen the government will say a lot about the next two years of divided government. A close congressional ally of Trump’s on Friday sent a tweet suggesting more partisan confrontation lies ahead. “To Nancy Pelosi and the House Democrats: No Wall Money, No Deal,” Republican Senator Lindsey Graham wrote on Twitter. The dispute over Trump’s wall has led to the shutdown of “non-essential” operations at numerous agencies because of lack of funding, including the departments of Agriculture, Homeland Security, Interior, Transportation, Commerce and Justice. Trump is demanding

that Congress include his $5 billion in legislation that must be passed to restore funding to the agencies that expired at midnight on Dec. 21. Firing off angry tweets from the White House early on Friday, the president widened his demands. “We will be forced to close the Southern Border entirely if the Obstructionist Democrats do not give us the money to finish the Wall & also change the ridiculous immigration laws that our Country is saddled with,” Trump tweeted. “Either we build (finish) the Wall or we close the Border.” ‘PROUD’ TO SHUT DOWN Earlier this month, Trump said he would be “proud” to shut down the government over border security. But since the shutdown started, he has tried to blame Democrats. In television interviews on Friday, Trump aides said Democrats have refused to negotiate over the matter. “We’re here, and they know where to find us,” White House Chief of Staff Mick Mulvaney said in an interview with Fox News Channel. “Where is Chuck Schumer? Where is Nancy Pelosi? They’re not even talking right now,” he said. Trump threatens to close Mexico border as shut-

down continues Schumer is the top Democrat in the Senate. Pelosi’s spokesman said the White House has not reached out formally to her since Dec. 11, when she and Schumer had a contentious, televised Oval Office meeting with Trump. Pelosi is expected to become speaker of the House on Jan. 3 because Democrats won a House majority in November’s elections. Since their victory, House Democrats have talked about seeking common ground with Republicans, while also promising numerous investigations of Trump, who has painted himself and Republicans in the Senate into a political corner. Rejecting next week’s spending measure from House Democrats would put a Republican stamp on the shutdown. But accepting it would mean backing away from Trump’s proposed wall. THREE OPTIONS Pelosi and Schumer have been discussing three options for Democratic legislation, according to a senior Democratic aide. One is a stop-gap funding bill that would run through Feb. 8. Another is six full 2019 appropriations bills for all but the Department of Homeland Security, which would be fund-

ed through a measure known as a continuing resolution maintaining current funding through Sept 30. The third is a continuing resolution for all shuttered agencies that would expire on Sept 30. The aide said the legislation expected for a full House vote on Jan. 3 could be a variation on any of the three options. According to a Reuters/Ipsos poll released on Thursday, 47 percent of Americans hold Trump responsible for the shutdown, while 33 percent blame Democrats in Congress. The shutdown affects about 800,000 employees. Most of the federal government, which directly employs almost 4 million people, is unaffected. Even agencies that are affected never totally close, with “essential” workers still on the job. Trump, who scrapped plans to spend Christmas at his private resort in Florida and stayed in Washington, has now also canceled his New Year’s plans, Mulvaney said.
