Lamoersaga: A can of worms Following the arrest of provincial police head Lt Gen Arno Lamoer and three other senior police officials on Friday, a vehicle of the former acting provincial crime intelligence head, Brigadier Mzwandile Tiyo, was searched at his Northern Paarl home on Monday morning.

However, this latest incident appears to be an act of victimisation against Tiyo, who is said to have led the investigation into alleged Cape Town drug dealer Salim Dawjee, ultimately revealing a relationship between Dawjee, Lamoer, Brigadiers Kolindren and Sharon Govender and Brigadier Darius van der Ross, which led to their recent arrests. Dawjee’s son, Mohamed Zameer, has also been implicated in the investigation. Together the accused face 109 charges of corruption, racketeering and money laundering, among others.

Brigadier Mzwandile Tiyo. Both Brigadiers Sharon Govender and Mzwandile Tiyo have previously been head of the Paarl Police station. Tiyo led the station from 2006 until 2009. According to insiders, he was the last Paarl Station Commander who truly held the reigns of the police station. During this period he was honoured as Station

Commander of the Year at the Western Cape South African Police Services Prestige Awards. Govender took over the reigns from Tiyo in June 2009, running the station for nearly two years before moving to Bellville Station. A source close to the investigation said in 2013, Tiyo, in his capacity as acting crime intelligence head, was tasked to lead the investigation into the dealings of Dawjee, that would later implicate Lamoer and other senior officers, as a result of telephonic evidence gathered from conversations between them. “He was given authorisation to intercept the targets who were suspected to be involved,” the source said. The source further stated that as soon as national police commissioner General Riah Phiyega had learnt of the investigation, she informed Lamoer. Shortly thereafter, on 31 December 2013, Lamoer appointed Maj Gen Peter Jacobs as the new head

After he was removed from his position at crime intelligence, he was placed at the Protection and Security Service (PSS). Since then he has constantly

been victimised within the service, the source claimed. “At one stage he had no office and no furniture.” With regard to the ongoing investigation, another informed source said there is still a “can of worms” left to be opened, which could lead to more senior officers being implicated. Tiyo, who is currently on sick leave, has refrained from commenting due to a pending labour court case against the state. ) Dawjee is believed to have bribed or made payments to Lamoer, the Govenders and Van der Ross in return for their police influence, an independent online news source earlier reported. It is alleged that the bribes started in 2011 and amount to about R1,64 million. The accused appeared in the Goodwood Magistrate’s Court last Friday and were granted bail of R5 000 each. Ouers kan nou reeds leerders vir 2016 inskryf DEVIDEAN MOSES

Ouers van Paarl-Oos het reeds vroegtydig by New Orleans Sekondêr aangeklop vir inskrywingsvorms vir die 2016-skooljaar. Die Wes-Kaapse departement van onderwys se inskrywings vir die 2016-leerderfase is nou in volle swang en sal op 30 Junie sluit. Ouers sal teen Juliemaand ’n geskrewe respons van die skool ontvang. Ouers word versoek om so gou as moontlik die nodige aansoek by skole te voltooi om sodoende teleurstelling te vermy. Hierdie versoek kom nadat talle leerders in Drakenstein vanjaar hul eerste skooldag misgeloop het omdat skole reeds oorvol was. Mary Help of Christians Primêre Skool se 132 leerders is vroeër vanjaar by die skool weggewys omdat ouers in ’n geskil was met die skool weens ’n skoolgeld-aangeleentheid. Van die leerders wat nie plasing by skole kon kry nie, is eers teen Vrydag 17 April by Ebenezer Primêr in ’n klaskamer geplaas. Talle plaaslike klaskamers in Drakenstein is oorvol met byna 50 leerders per klas, wat onderwysers onder geweldige druk plaas. Ouers is ingelig dat waglyste van skole eers gebruik word wanneer onttrekkings of kansellasies van reeds aanvaarde leerders plaasvind. Volgens Fernholdt Galant, hoofonderwyskundige van Wellington Kring 3, moet mense betyds aansoek doen vir toelating tot skole. “Ouers moet by meer as een skool aansoek doen, maar moet ook onthou om onmiddellik by ’n skool te kanselleer indien die kind aanvaar word. Sy het eers agter ’n bakkie gaan skuil en toe na ’n naby restaurant gehardloop en hulp ontbied. Die verdagtes het met die kruideniersware, glo ’n sak vol piesangs en beskuitjies, gevlug. Daar word vermoed die verdagtes het gedink die vrou het groot hoeveelhede kontant by haar gehad.

Security guard killed by train

An off duty security guard of Paarl Mall was killed after he was hit by a train. It is alleged that at 18:45 on 16 April, the 58-year-old Ndumiso Malusi from Mbekweni was on his way home from work when he tried to cross the railway line at the Paarl Railway Station and was hit by an oncoming train, Paarl Police spokesperson Captain

Louise du Plessis said. According to Metrorail spokesperson Riana Scott, ten trains were delayed as a result. The line was re-opened at 20:00. Du Plessis urged train commuters to make use of provided bridges and safe passageways, and refrain from crossing railway lines.

Bejaarde sterf toe huis brand

Verder vertel Shedlick: “Ek het agterna gehardloop om my pa te soek. Toe ek hom sien het hy beduie dat ek uit die huis moet kom. Ek het omgedraai en gedink dat hy my volg,

Nadat die Drakenstein-brandweer die vlamme onder beheer gebring het, het hulle op Frans se lyk afgekom. Die Paarl-Oos-polisie ondersoek die oorsaak van die brand. Noel Botes (36) staan onder meer tereg op aanklagte van die vervaardiging van dwelms en die onwettige besit van ammunisie. Hy is ook aangekla van poging tot moord nadat hy na bewering tydens die klopjag op sy huis op

’n polisiebeampte geskiet het. Polisie het op groot hoeveelhede chemikalieë in sy huis afgekom wat gebruik word om die gevaarlike MDA-dwelm te vervaardig. Daar is ook op vuurwapens en ammunisie beslag gelê. Botes het Dinsdag in die plaaslike hof verskyn waar die saak tot 7 Mei uitgestel is om ’n streekhofdatum vas te stel. Hy is vroeër op borgtog van R1 000 vrygelaat.

Police corruption: Will justice prevail? It has been a devastating week within the ranks of the police, with four senior officers in the Western Cape being charged with large scale corruption and more. The plot thickens, with allegations of a previous Paarl Police Station commander, whose initial investigation led to the charges made against the high ranking officers, now apparently being victimised by colleagues as a result of the can of worms he has opened. A can of worms indeed, with some of the highest-ranking police officers in the country being implicated in these charges. Only time will tell how rotten the ranks in the police have become. Following these revelations comes the shocking news that the suspects have actually been suspended with full pay. Earlier this week calls were made that they be suspended with no pay, so as to demonstrate that the police authorities take a no-tolerance stance to crime and corruption within their ranks. By doing so, it would also have served as a warning to other police officers with the same intentions: they are not above the law. But police corruption is nothing new in South Africa. According to the Global Corruption Report of 2013, about 83% of South Africans believe the police to be corrupt. Altogether 36% admitted to having paid bribes to police. There are far too many reports of police officers across the board receiving bribes – at road-blocks, from drug dealers and shebeen owners, to mention but a few. And unfortunately it also appears as if corrupt police are being protected instead of being fired, and that some of the police officers have moved up the ranks, using forged certificates. This image of the police is doing the entire country an injustice, with the public’s trust in the police at an all-time low. It is also contributing to a situation where many criminals are literally getting away with murder due to bribes. One can only hope that the wheels of justice will turn in favour of the public this time. And if the senior officers in the latest police corruption scandal are found guilty, let it not end up being another Selebi debacle.

Ja, ek is ’n kleurling en trots daarop Binnekort vier ons Vryheidsdag, een van die sleutelgebeure vir ons demokrasie, toe Suid-Afrikaners – ongeag ras – hul kruisie vir ’n demokrasie kon trek in 1994. Onlangse gesprekke, debatte en opinies oor ras dwing my egter om 21 jaar in ons demokrasie te sê, klassifiseer my asseblief as Suid-Afrikaner. Sowat ’n jaar gelede het ek via Twitter ’n munisipaliteit gekontak oor ’n aangeleentheid. Die verantwoordelike departementshoof het binne sekondes reageer en kort daarna die premier van die Wes-Kaap. Ek is met ’n antwoord op my navraag voorsien en om verskoning gevra vir die ongerief. Op my dankie het iemand reageer, “Earl is wit omdat sy probleem opgelos word. Swart inwoners word uit hul huise gesit en wittes onmiddellik gehelp.” Hierop moes ek reageer met, hoekom is my ras belangrik? Ek is ’n Suid-Afrikaner en ras moet nie ’n saak wees nie. ’n Vriend van my vertel onlangs hoe hy geoordeel word en die lelike kommentaar wat gemaak word omdat hy en sy meisie nie dieselfde ras is nie. My woorde aan hom was, liefde ken alles en verdra alles. Ongelukkig is hy nie die eerste en enigste van my vriende wat met iemand van ’n ander ras uitgaan en daaroor geoordeel word nie. Ek verstaan en respekteer ons land se geskiedkundige agtergrond, maar voel ten spyte hiervan en ons jong demokrasie, moet ras nie die eerste ding wees wat in ons kop opkom nie. Ek twyfel of in enige ander land jy gevra gaan word wat jou ras is, jy sal liefs jou nasionaliteit gevra word.

Tog is dit bietjie selfsugtig om te argumenteer dat ras nie saak maak en nie belangrik is nie. Ek het al menigmaal gehoor hoe mense sê ek was eers te swart en nou is ek te wit, sommige noem my hotnot en andere ’n confused ras. Ek is kleurling en trots daarop. Het jy al ooit daaroor gewonder, as jy nie jy was nie, wie sou jy wees? Groot word was dalk nie maklik nie, maar die realiteit is dat die lewe nie maklik is nie. Dood, ongelukke, uitdagings, siekte, geloof, seksuele oriëntasie en liefde is maar ’n paar dinge wat nie vir ras vra nie, maar gebeur. So mense kan my boesman en hotnot noem, dit is deel van my erfenis. As dit nie deel van my Skepper se plan was nie, sou hy my sekerlik nie so geskape het nie. Soms gaan ons deur die lewe soos om deur ’n donker kamer met onsekerheid te loop, maar sodra die lig aangaan, voel ons selfversekerd. Hoekom skaam wees oor wie jy is, as jy na Sy ewebeeld geskape is. Alles in die wêreld het ’n label, moet ek ook een hê? Nes dood en liefde, sal die rassekaart maar gedurig voorkom, om dit te oorbrug moet ons erken en trots wees op wie ons is – insluitende ons erfenis. Ons moet verby ons verskille kyk en strewe na eenheid deur ons diversiteit. Ja, ek is ’n kleurling en trots daarop, maar klassifiseer my as ’n Suid-Afrikaner, want ek is deel van die One Tribe waarvan Vicky Sampson sing as sy sê “we were meant to be as one, one heart, one soul, one tribe under heaven, we are one”.

Hoe nou met hierdie boetes? Hoekom moet ons boetes betaal op water- en ligterekeninge wanneer die munisipaliteit rekeninge laat uitstuur?

Min parkering vir kliënte kwel Besighede in die Paarl en veral in die Hoofstraat oorkant Droomers, ondervind ’n geweldige probleem met parkering vir kliënte. Werknemers van omliggende besighede, waar daar reeds min parkering is, beset vir die heel dag parkeerplekke en steur hul glad nie aan die borde wat uitdruklik aandui dat parkering net vir ’n maksimum tyd van 120 minute toegelaat word nie.

Vele klagtes is skriftelik aangemeld by die plaaslike verkeer, dog sonder sukses.Besighede is afhanklik van genoegsame parkering en dra by tot die vooruitgang van die plaaslike owerhede, maar ons as eienaars kry geen samewerking om te verseker dat parkering daar is soos bepaal deur wetgewing.

Die munisipale bestuurder, Johann Mettler, reageer: Enige aanbouwerk van enige aard aan munisi-

pale huureiendomme word verbied. Die verbod op enige aanbouings word in die huurkontrak uiteengesit wat deur die huurders onderteken word. Dit word ook ondersteun deur die munisipaliteit se behuisingsbeleid. In gevalle waar die munisipaliteit vergewis is van onwettige aanbouings is dit afgebreek of verwyder. Daar is egter onwettige aanbouings gedoen wat reeds baie jare staan en die munisipaliteit win regskennis in oor hoe om te werk te gaan in hierdie gevalle.

ILLEGAL DUMPING: As a con cerned citizen I have noticed ille gal dumping on the banks of the Berg River opposite Pakmark in Westhoven Avenue. I find this type of activity unacceptable and last week sent an email to the Drakenstein Municipality with photos attached for the necessa ry action to be taken. But the rubbish remains there and noth ing has been done. This is a spot where families picnic, dogs are walked and let me not for get, the bird life that abounds. I feel that with the information I sent the Municipality, they are not taking this seriously.

A young girl (17) from Langabuya, Mbekweni, who has been sexually abused by her father for the past two years, has finally reported him to the police. According to Mbekweni Police spokesperson, Sgt. Nceba Vanqa, the victim’s mother died in 2009, leaving the teenager in the care of her father. In January 2013 her father started to sexually abuse her, even causing her to fall pregnant as a result. “She decided to break the silence and report the matter to the police,” Vanqa said. A rape docket was registered at Mbekweni Police but the case has been transferred to the Family Violence, Child Protection and Sexual Offences Unit (FCS) for further investigation. At the time Paarl Post went to print the victim’s father had not yet been arrested, but Vanqa said that an arrest would follow soon.

The Registrar of Financial Services Providers (FSP) has warned the public to exercise caution when dealing with the Athens Group, an entity based in Paarl. It has been brought to the Registrar’s attention that the entity purports to be a division of Soldeen Investments (Pty) Ltd and it claims to be in the business of issuing home loans to clients. Soldeen Investments (Pty) Ltd is a registered financial services provider registered under FSP number 45753, which apparently has no connection with the Athens Group. In a statement, the registrar said that the Athens Group is not registered with them. “The FSB is unable to confirm whether Athens Group issues home loans to clients on behalf of any person or entity, but can confirm that the Athens Group is not associated or linked to Soldeen Investments (Pty) Ltd and is therefore not authorised to use FSP number 45753. “The Athens Group is not an authorised Financial Services Provider and the public is warned to exercise caution when dealing with this entity.” The Athens Groups website profile, which indicates that they operate from 65 Breda Street, also states that they offer loans of up to R4,5 million at an interest rate of only 10% per year, even to persons who have been blacklisted. They also offer vehicle finance of up to R1 million at an annual interest rate of 15%. The Athens Group could also not be traced as a registered credit provider on the website of the National Credit Regulator. Paarl Post telephoned the number under which Athens is listed. A man claiming to be the owner answered. After being asked about the registrar’s statement, he denied that Athens was unregistered and slammed down the telephone. Thereafter the telephone went unanswered.

Beat Eskom by taking back the power As Eskom struggles to balance constrained supply and rising demand for electricity, it is inevitable that the cost of power is going to increase, thus adding to the financial burden on struggling South African households. Although there’s little that you can do to stop the price increases, you could lessen their impact by taking steps to reduce your electricity consumption. “There are a number of benefits, including a reasonable cost saving,” explains Gavin Moir, head of marketing at Direct Axis. “By implementing a few simple steps, most households can cut their electricity bill by 20%.” Gavin’s energy saving tips are: ) Manage your geyser. Heating water is hugely energy intensive. By limiting the time your geyser operates until you need hot water, rather than all day, you can save a lot of power. The most convenient way to ensure your geyser is off when you’re at work is to install a timer. Alternatively you can manually switch it off when you leave and switch it back on when you return home. You can also save by turning down the thermostat and insulating the

geyser to reduce heat loss. ) Wrap it up: During winter about half the heat in your home can escape if it’s not properly insulated. Rather than crank up the heaters, make sure that gaps around doors and windows have sealant strips and that the roof is properly insulated. ) Light with LED: Replace your light bulbs with an LED equivalent. LEDs use at least 75% less energy and last up to 25 times longer, so you’ll also save money on replacing bulbs. ) Switch off at the socket: You can save up to 6% by turning off appliances at the wall. There are a number of products that increase the efficiency of cold washes. If clothes aren’t too dirty you can skip the pre-wash cycle. Breast milk can save a life LIEZL DAVIDS Research constantly proves that breast milk benefits babies, but for a very premature baby this is not only an essential part of their diet, but breast milk can save their lives. According to Pinky Ngcuka, the coordinator of the Milk Matters, Milk Bank, Paarl branch, situated at Paarl Hospital, some mothers of very premature babies – babies weighing less than 1,5 kg – are unable to breastfeed their babies. “Either because the mother is very ill, on medication or the baby’s mother has died,” she explained, adding that some babies are abandoned after birth or given up for adoption. “These very premature babies can not drink formula milk, because their stomachs can not handle it. They can get sick and die. They can only drink breast milk. If the mother is sick, we are here to fill the gap and when she gets better, she can breastfeed her baby.” Pinky said that more than eight premature babies are born every month at Paarl Hospital. With the assistance of the Milk Bank, breastfeeding mothers can now not only be a vital part in the lives of their own child, but they can help to save a another baby’s life by donating some of their breast milk. Breastfeeding mothers who wish to be part of this project undergo a health screening test free of charge to make sure they are suitable donors. Mothers are then provided with sterile jars into which they express the breast milk. The expressed milk should then be put in a freezer until the mother can drop it off at the Milk Bank. “This can be done in the comfort of their own home at whichever time or date that suits them.

It really does not matter how much or how little they express, every little bit helps to save a baby.” She explained that mothers should not be worried that they will not have enough milk for their own baby, as breast milk works on a supply on demand basis. “The more you express, the more milk your body will produce.” After the milk reaches the Milk Bank, it is tested and pasteurised. “Themilkgoesthroughastrictprocess,every bottle gets a label with an anonymous donor number as well as a batch number,” Pinky said. The milk is then fed to the babies, either by cup, or through a tube. Currently the Milk Bank at Paarl Hospital only has one active donor from outside the hospital and they are in need of more donors. According to Pinky, as little as 50 ml of breast milk can feed a baby weighing less than 1 kg for 24 hours. Research also shows that breast milk dramatically increases the baby’s chance of survival, protects against infections and serious complications, offers ideal nutrition, increases immunity and does not put added strain on an immature system. The donated breast milk helps prevent the potentially fatal intestinal infections that very low birth weight premature babies are particularly susceptible to. Danie Joubert, vier sy 100ste verjaarsdag op Donderdag 9 April. In 2013 het dr. Joubert nog op 98-jarige leeftyd’nalumni-funksievandieFakulteitAgriWetenskappe op Stellenbosch bygewoon, en was loshande die oudste persoon teenwoordig by die geleentheid. Hy vier sy verjaardag saam met familie en vriende in sy huis op Rawsonville, sy tuisdorp. Dr. Joubert geniet nog goeie gesondheid en woon maar slegs die afgelope agt maande in die plaaslike ouetehuis, Huis Lafras Moolman. Hy hou nog elke Saterdag ’n wakende oog oor sy tuin se werksmense, wie al 25 jaar saam met hom daar werk. Omdat hy “so te sê onder ’n wingerdstok” grootgeword het in Rawsonville, kon dié Booishaaier nie anders as om landbou aan die US te gaan studeer nie. Hy het sy BSc in Landbou in 1937 behaal. Sy meestersgraad oor agt Suid-Afrikaanse wyngisrasse is in 1948 voltooi, terwyl sy doktorsgraad oor knopwortel-ale wat op wingerdwortels voorkom, eers heelwat later in 1971 gevolg het. Hy was op sy dag ’n voorligtingsbeampte, die opleier van sultana-boere by die KarosBoegoeberg besproeiingskema, ’n vrugte-inspekteur en lid van die Wyn Uitvoer Advies-

raad. Dr. Joubert was ook jare lank ’n dosent en hoof van die Afdeling Wingerdbou- en Wynkunde op Elsenburg, waar hy die bekende kursus in keldertegnologie begin het. Toe die Britse koning en sy gesin in 1947 deur Suid-Afrika gereis het, het hy die eer gehad om die wyn te help uitkies wat bedien is op die Wit Trein wat vir hulle ingerig is. Hy het daarby ook op Caledon geboer, en weldra weer op sy grootword-dorp Rawsonville gaan aftree. Hy het hom daarna toegelê op onder meer die navorsing van sy familiegeskiedenis, besonderse houtwerk, fotografie en om te sorg dat sy konfyt- en inlêbottels vol bly. Hy is op 18 Desember 1943 met Kotie Moolman getroud. Sy het hom in 1982 ontval. Hulle het drie dogters (Chrisna, Ina en Riana), ses kleinkinders en drie agterkleinkinders. In 2010 is hy deur die Suid-Afrikaanse Nasionale Wynskouvereniging aangewys as een van die wynlegendes van die afgelope 300 jaar. Hy is vereer as ’n man met ’n passie vir studente, ’n geliefde lektor en ’n besonderse rolmodel. Dr. Joubert tel gereeld sy seëninge en is ewig dankbaar teenoor sy Skepper vir goeie gesondheid en al sy baie ander seëninge. Hy skryf onder meer sy lang lewe toe aan goeie genetika en die gereelde drink van druiwesap en volroommelk. Sy eie ma is twee maande ná haar 105de verjaarsdag oorlede.

Cape Winelands Conducts Two-week Basic Fireﬁghting Course

From 16 to 27 February 2015, the CWDM Fire Services conducted a two-week Basic Firefighting Course that was attended by eighteen (18) trainees from various municipalities, including Hessequa Municipality, Stellenbosch Municipality and Overstrand Municipality. The course was developed by the Cape Winelands Fire and Rescue Training Academy and is offered as a benchmark for the Firefighter 1 professional qualification. This highly intensive course tests learners physically, mentally and emotionally. It is useful for potential firefighters to make a decision regarding their career in the service, as it not only helps them to determine their firefighting abilities and identify their shortcomings, but also enhances their skills.

Cape Winelands Education District 2014 ALW Sports Day

The Cape Winelands Education District of the Western Cape Education Department hosted its 2014 Adult Learners’ Week (ALW) sports day on 27 September 2014 at the sports grounds of Brandvlei Correctional Services. The event is organised annually for adult learners residing in Robertson, Franschhoek, Ceres, Stellenbosch, Paarl, Wellington and Worcester.

The Cape Winelands District Municipality (CWDM) successfully hosted a supplier information session at the Worcester Town Hall on 21 January 2015. The aim of this information session was to assist existing and potential suppliers in complying with all the legal requirements for accreditation on the CWDM database. Businesses and individuals in attendance received information and assistance regarding the required documentation and the completion of forms, which will ensure that their registration as a supplier of goods and/ or services go smoothly.

Cape Winelands Budget Address

On 5 December 2014, the Cape Winelands District Municipality was proud to hold the Fire Services passing-out parade for the class of 2014 in Stellenbosch. The eighteen (18) students who qualified hail from the municipalities of Stellenbosch (2), Witzenberg (2), Overstrand (6) and Langeberg (2). They enrolled for the Firefighter 1 course at the Cape Winelands Fire and Rescue Training Academy in order to obtain their NFPA 1001 qualification, which consists of three courses, namely Firefighter 1, Hazmat Awareness and First Aid Level 3.

Cape Winelands District Municipality Launches The First Braille Menu’s

CWDM Assists with Simulation Exercise

The Disaster Management Section of the Cape Winelands District Municipality (CWDM) provided support to the Stellenbosch Municipality during a simulation exercise held on 20 March 2015 on the Helshoogte Road in Stellenbosch. This exercise was initiated by the Department of Health to test their capabilities in response to a major incident within the Stellenbosch area. The exercise simulated a bus accident in which numerous school learners were injured. The learners from a local high school took part in the exercise and acted as patients with various injuries. By participating and supporting simulation exercises, the CWDM is creating a Uniﬁed Cape Winelands of Excellence to ensure that it is ready to assist the community in times of tragedy and disaster.

The Cape Winelands District Municipality (CWDM) has partnered with ﬁve (5) restaurants to develop their ﬁrst ever braille menu’s which was launched on the International Day of Persons with Disabilities on 3rd December 2014 in the Care Capital of South Africa, Worcester. The Cape Winelands District Municipality (CWDM) is compelled to formulate strategic policies and developmental initiatives that would necessitate and thus, stimulate economic development at local level. As a means of addressing this task and providing a strategic leadership role in regional investment the CWDM has develop the Cape Winelands Investment Attraction and Opportunities Strategy (CW-IAOS). The primary goal being, to provide guidelines that would promote and facilitate investment in the Cape Winelands area by focusing on retaining and expanding existing businesses, identifying investment opportunities in the area and attracting new investment into the area

The R5.3 billion allocated to the Cape Winelands by the Western Cape Government for 2015/16 ﬁnancial year is a response to the calls of our people for jobs and improved service delivery. Our budget is therefore pro-people, pro investment, pro-poor and pro-delivery. Effective and efﬁcient delivery of public infrastructure must create value through the economic and social activities. Approximately R1.1 billion will therefore be invested over the following three years in education, health, environment, transport and public works. Dr Ivan Meyer, Provincial Minister of Finance hosted a media conference to unpack his budget address and its implications for the Cape Winelands District Municipality on 30 March 2015.

On 21 March 2015, the Neighbourhood Watch of Olifantsberg held a sport day at the Goudini Station Sports Grounds. The purpose of this day was to raise awareness amongst the community to utilise sport as a recreation and leisure activity for the whole family.

Where to with toll roads The Cape Chamber of Commerce and Industry wants to know how a R10 billion contract to build two Western Cape toll roads turned into a R48 billion revenue stream for a consortium of civil engineering companies. Drakies victorious in grand challenge The silverware of the Grand Challenge will be displayed on the trophy shelf of Drakenstein Dart Club, passionately known as Drakies. A narrow defeat of 15-17 by Independent Flyers prevented them from ending on a clean sheet. Drakies started off very well and improved their play as the competition progressed. Boasting two junior Protea

players, Damian Kulsen and Elizma Alexander, provincial SAPS player, Ricardo Alexander, and the veteran, Gavin Kulsen, who are only some of the opponents to be aware of. KAMPIOENROEIERS: Twee plaaslike roei ers van die Paarl Kanoklub het vroeër in April aan die SuidAfrikaanse snelroeikam pioenskap in Pretoria deelgeneem. Die by eenkoms het ook as proewe gedien om te kwalifiseer vir die SAspan wat na Portugal reis in Mei. Chrisjan Coetzee het in beide sy afstande (200 m) goud gewen en sodoende ook die SAspan gehaal en Ryno van der Westhuyzen (18) van Hoër Jongenskool Paarl het in die o. 18afdeling 4 brons en een silwermedalje ontvang. Ryno neem volgende aan die SA Skolekampi oenskap deel in Mei wat ook as proewe sal dien vir die Ju nior wêreldkampi oenskap. Chrisjan Coetzee (bo) en Ryno van der Westhuyzen (regs).

Plaaslike hekkie ster vlieg hoog FRANS LE ROUX Gianni Lombard (17), ’n leerder van Hoër Jongenskool Paarl, is aangewys as Paarl Post se Supersport Let’s Play-maandwenner vir sy uitsonderlike prestasie in atletiek. Gianni is ’n veelsydige en uiters talentvolle sportman. Hy het sedert 2014 nie net vir sy skool se o. 16A-rugbyspan uitgedraf nie, maar ook vir die skool se o. 19A-krieketspan. Vanjaar het hy sover al sy aandag op atletiek gefokus en is vir sy toewyding beloon. “My gunsteling-item is die 400 m-hekkies waarin ek reeds verskeie eerste plekke behaal het. Ek het by die onlangse ASA jeugkampioenskap in Bloemfontein ’n silwer medalje in die 400m-hekkies ontvang.” Gianni is ’n lid van die Boland-atletiekspan en gaan volgende week vir Suid-Afrika in Mauritius by die Afrika-jeugkampioenskap verteenwoordig. “Ek sien vreeslik baie uit na die kompetisie in Mauritius, en ek kan nie wag om te gaan nie.” Met albei ouers wat in die onderwys is, is dit verstane dat Gianni lief is vir sy akademie ook. “My gunstelingvakke by die skool is sonder twyfel skeinat, rekeningkunde en wiskunde. Ek geniet die verstaanvakke altyd meer.” Gianni se atletiek-oefenskedule hou hom besig, maar as hy vrye tyd het, spandeer hy dit met vriende. “Dit is altyd lekker om net te gaan bal skop of rustig te wees by my vriende. As ek sport op televisie kyk, is dit gewoonlik boks. Ek is mal oor Floyd Mayweather.” Sport is in sy are en hy wil dit een-

dag sy loopbaan ook maak, “Ek hoop om na skool by Pukke in ’n biokinetika- of sportrigting te studeer.” Die belowende jong sportman se toekoms lyk sowaar blink, “Ek is nog nie seker wat ek na skool sal wil doen nie, maar op hierdie stadium sal ek graag my rugby loopbaan wil vorentoe neem. Daar is ook die opsie om te mik vir die 2020 Olimpiese spele.” * Paarl Post gaan vanjaar in November al agt finaliste se foto’s publiseer, waarna die publiek vir hul gunsteling kan stem. Meer besonderhede sal later bekend gemaak word.
