New Resubmission Policy for NIH/AHRQ Adapted from GrantWeek May 5, 2014 The National Institutes of Health (NIH) and the Agency for Healthcare Research and Quality (AHRQ) recently issued a new application policy. The policy change was made to increase success rates for less senior investigators.

NIH and AHRQ used to allow one resubmission application. If the resubmission was not funded, the application had to be substantially different in content and scope in order to be eligible for submission as a new application.

However, NIH and AHRQ will now accept a new application, following an unsuccessful resubmission, without the investigator having to substantially redesign the content and scope of the project. Reviewers will be instructed to review the new application as a new idea even if they have seen it in prior review cycles.

PDF Attachments in Cayuse There has recently been an issue in Cayuse with PDF attachments not submitting to grants.gov. This problem occurs when the attachments are created using outdated PDF creators. To ensure that your PDF attachments are submitted, it is suggested that you create a PDF of the entire proposal and check that all attachments are present before submission. If you notice that one or more of your attachments are missing, please contact the Office of Sponsored Programs, and we will help to ensure that all documents have been uploaded correctly.

Grants News National Archives Revises Grants Programs From GrantWeek May 12, 2014 The National Archives and Records Administration's (NARA) National Historical Publications and Record Administration (NHPRA) recently completed a major revision of its grants programs based on a two year review which included input from the public. Grants now fall in six categories, four of which allow applications from colleges and universities: Access to Historical Records, (Deadline: August 27, 2014); Digital Dissemination of Archival Collections, (Deadline: December 4, 2014); Literacy and Engagement with Historical Records, (Deadline: December 4, 2014); Publishing Historical Records in Documentary Editions, (Deadlines: August 27, 2014 and December 4, 2014).

One category, Literacy and Engagement with Historical Records, is entirely new and is designed to support projects that improve digital literacy and encourage citizen engagement with historical records.

NSF Requests Input on Proposal and Award Policies and Procedures From GrantWeek May 12, 2014 The National Science Foundation (NSF) posted a draft of its revised Proposal and Award Policies and Procedures Guide (PAPPG) to implement the OMB Uniform Guidance, and is asking for comments from the research and education community. Comments should focus only on the implementation and not on the content of the Uniform Guidance. In addition to comments on the PAPPG's slight deviations from Uniform Guidance, NSF invites comments concerning the usefulness of the information, the accuracy of NSF's time burden estimates, and efforts to streamline acquisition of information. Comments must be submitted by July 8, 2014.

Talk to DOD SBIR Topic Authors From GrantWeek May 5, 2014 The U.S. Department of Defense's (DOD) Small Business Innovative Research (SBIR) solicitation 2014.2 is currently in the pre-release phase. Those interested in submitting proposals can now visit the SBIR database and search for potential topics by keyword. Although the actual SBIR 2014.2 solicitation period is May 23 to June 25, 2014, now is the time to talk directly to the topic authors (TAs). During the pre-release period, potential proposers may ask technical questions about individual topics and discuss specifics regarding the applicability and fundability of their research. Detailed contact information for every TA is listed within each solicitation topic.

Due to issues of competitive fairness, direct communication between proposers and TAs will not be allowed once the DOD begins accepting proposals. For more information visit DOD's SBIR Resource Center.
