Grants News NIH and AHRQ Plan Changes for 2016 Grant Applications From U.S. Department of Commerce Minority Business Development Agency October 13, 2015 The National Institutes of Health (NIH) and Agency for Healthcare Research and Quality (AHRQ) have announced a number of planned changes to policies, forms and instructions for grant applications submitted in 2016. These revisions are to take place in two phases, with some applying to NIH or AHRQ only and some applying to both. Phase 1 implements some of these changes using existing FORMS-C forms, providing updated instructions for applications due on or after January 25, 2016. NIH will update the general and small business (SBIR/STTR) application guides used with FORMS-C application forms by November 25, 2015. Instructions for individual fellowship applications will no longer be separate and, instead, be incorporated into the general application guide. Phase 2 completes the changes by introducing new FORMS-D forms and instructions for applications with due dates on or after May 25, 2016. NIH will provide these new application guides by March 25, 2015. The planned changes focus on the following areas:

   

Rigor and transparency in research Vertebrate animals Inclusion reporting Data safety monitoring

House and Senate Pass New Spending Bill From GRC November 2, 2015 A budget deal was reached last week between the White House and Congress for federal spending in FY 16 and 17, setting the stage for a growth in discretionary spending and, potentially, good news for federal grant programs. The bill has passed in both the House of Representatives and the Senate and President Obama has indicated he will sign it. Under this agreement, the baseline discretionary budget will rise to $1.067 trillion in FY 16 - a 5.2 percent increase from FY 15, split evenly between defense and non-defense spending. FY 17 would see a slight increase to $1.070 trillion (though actually a small decline when adjusting for inflation). In total, the deal means an increase of $80 billion (3.9 percent) above sequestration levels. The deal is a framework only, from which the individual agencies would make their final requests. Still, in their analysis, the American Institute of Physics is optimistic that federal science spending will be closer to the White House request than it has been in previous years. A new deal will have to be made beyond FY 17.

IFLE Announces FY 16 Seminars Abroad Competition From International and Foreign Language Education Office October 22, 2015 The International and Foreign Language Education (IFLE) Office of the U.S. Department of Education has opened the FY 16 competition of its Fulbright-Hays Seminars Abroad. This program provides short-term study and travel seminars for U.S. educators in the social sciences and humanities for the purpose of improving their understanding and knowledge of the peoples and cultures of other countries. Eligibility is open to educators with at least three years of experience. This program is slightly different from the other Fulbright-Hays programs because each seminar's location and duration is predetermined. In FY 16, summer programs will be offered in Peru (K-8 educators), India (9-12 educators) and Senegal (postsecondary educators). The program covers airfare, lodging, and program costs. However, participants should be prepared to pay a cost-share of up to $600. Potential applicants must apply via the program's website as information does not appear in the Federal Register or Grants.gov. The deadline is December 9, 2015.

Research Opportunities to Support Paralyzed Veterans From Paralyzed Veterans of America Education Foundation November 1, 2015 The Paralyzed Veterans of America (PVA) Education Foundation recently announced the opening of its 2016 grant cycle. According to PVA, “there are an estimated 100,000 veterans with a spinal cord injury or disease.” Created to increase knowledge that can be used to help these men and women regain independence, the foundation will be accepting funding applications through February 1, 2016. There are five eligible project categories: •Consumer and community education to improve the health, independence and quality of life for individuals with spinal cord injuries or disabilities (SCI/D) •Professional development and education to improve the knowledge and competencies of health professionals who serve the SCI/D community, including fellowship and traineeship programs •Research utilization and dissemination •The development of teaching tools or pilot programs that demonstrate innovative approaches to the use of assistive technology •Conferences and symposia that provide education and collaboration opportunities for members of the SCI/D community

Administration Initiative to Advance Urban Design and Data From U.S. White House Oct 22, 2015 The Obama Administration recently released a multi-agency initiative to build urban infrastructure that improves the collection, aggregation, and use of data by harnessing low-cost sensors, and research collaboration. The "Smart Cities" initiative is investing $160 million in federal research, spread between six different agencies, to enhance research into safety, energy, climate preparedness, transportation, health, and technological infrastructure. Some of the new projects in this effort include $35 million in National Science Foundation (NSF) grants including:  $11.5 million for new projects funded through US Ignite to support research leading to prototype applications that leverage gigabit and advanced networking connectivity in multiple topic areas;  $10 million in Cyber-Physical Systems grants to support research in the integration of computing, networking, and physical systems, such as in self-driving cars and smart buildings;  Nearly $2.5 million to enhance the design and operation of efficient, secure and Critical, Resilient, Interdependent Infrastructure Systems and Processes that provide essential goods and services in the context of cities and communities;$2.5 million to enable NSF-funded researchers to participate in the National Institute of Standards and Technology Global Cities Team Challenge which supports "high-risk, high-reward" research on integration of networked computing systems and physical systems;  Approximately $2 million in new Smart and Connected Health research projects to develop patient-centered care and wellness solutions that extend to the home, workplace, and community;  $375,000 to establish a Research Coordination Network to stimulate international research on how to integrate data from physical sensors, social media and other sources; and 

 $4 million to support academic and industry partnerships through the Partnerships for Innovation: Building Innovation Capacity program that facilitates integration of breakthrough research discoveries into human-centered service systems.  $5 million in National Institute of Standards and Technology investments to demonstrate the capabilities of Internet of Things technologies to benefit local communities, while developing related performance standards and measurement tools.  $50 million from the Department of Homeland Security to develop emergency response technologies to better inform first responders, including predictive modeling software.  $4 million in new Department of Transportation funds, focused on how mobile telecommunications and travel data integration can make traveling easier and more efficient, as well as how incentives can help promote safer travel. 

$10 million in Department of Energy funds including:

 $3 million to advance building technologies that optimize performance, maximize energy savings, and participate in smart communications between buildings and the energy grid.  $1 million to support city efforts to implement sensing, data sharing, and data analytics to achieve city goals for reducing energy consumption.  $10 million from the Economic Development Administration to build regional capacity to support entrepreneurs and growing young companies through the 2016 Regional Innovation Strategies program.

 $4.5 million from the Environmental Protection Agency to conduct innovative air quality pilot studies in several cities using low-cost portable air pollution sensors.

NEH Offers New Support for Humanities Doctoral Programs From NEH November 3, 2015 The National Endowment for the Humanities (NEH) recently announced new grants designed to reshape humanities doctoral programs in response to a changing workforce and academic environment. The Next Generation Humanities PhD Grants provide support for colleges and universities to prepare and implement wideranging changes in humanities doctoral programs so that students are better prepared to undertake various kinds of careers. NEH will support activities specific to each institution's needs including multi-departmental collaboration, curriculum development, modifications in stipend structures, altered formats for dissertations, collection of alumni career information and outcomes, partnerships with non-university entities, and more. Planning Grants (up to $25,000) and Implementation Grants (up to $350,000) are available. A 1:1 match is required. The application deadline for both Planning and Implementation grants is February 17, 2016. USAID Seeks to Proposals for Two Major International Development Initiatives From USAID November 5, 2015 The U.S. Agency for International Development (USAID) is seeking proposals for two major international development initiatives of interest to GRC members: Let Girls Learn and Development Innovation Ventures (DIV). Let Girls Learn is a government-wide initiative to empower girls around the world. Recently highlighted by the White House on its website, the initiative includes efforts by the Peace Corps, USAID, the U.S. Department of State, and the Millennium Challenge Corporation. For its part, USAID is seeking proposals to create partnerships that will promote adolescent girls' education through innovative, cost effective, and research-motivated approaches that support sustainable development outcomes. Expressions of interest are required and due November 30, 2015. Selected applicants will then be invited to submit concept papers for review. Multiple awards are expected, while funding levels will depend on the number of meritorious concepts USAID receives. Through DIV, USAID's Global Development Lab is looking for proposals to pilot and test solutions to international development problems and bring innovative solutions to scale. The goal is to create a portfolio of innovations that improves lives for millions of the poor around the world, especially individuals in poverty or extreme poverty, and other vulnerable groups. Expressions of interest are required and will be reviewed on a rolling basis until October 1, 2016. Multiple awards are available ranging from up to $150,000 to up to $15 million depending on the stage and scale of the project. The purpose of this APS is to disseminate information to prospective applicants so theymay develop and submit applications for USAID funding. This APS: (A) describes the types of activities for which applications will be considered; (B) describes the funding available and the process and requirements for submitting applications; (C) explains the criteria for evaluating applications; and (D) refers prospective applicants to relevant documentation available on the internet. USAID/LAB anticipates awarding multiple grants and/or cooperative agreements as a result of this APS.
