The Fundamentals of Sponsored Agreements (SPA) Workshop scheduled for September 21-23rd at the Alumni House has been postponed. We realize that many of you had to adjust your schedules and make special arrangements to attend, and for that we are very grateful. However, over and over we received notes back from faculty and staff stating that they would like to attend, but it was difficult to devote the necessary time to the class due to teaching schedules. Well, we heard that loud and clear, and checked with NCURA to see if we could postpone the session to a “better time.” They agreed to let us re-schedule the workshop for May 18-20, 2016. We sincerely hope you will join us then. Please let us know if you would like us to reserve a spot for you now….and we will put you “at the top of the list.” Thanks for your understanding and patience with this change.

Grants News Grand Valley State University Receives 3 Grants to Support Students From Grand Valley State University August 11, 2015 The U.S. Department of Education recently announced three new grant awards totaling more than $3.7 million over the next five years to Grand Valley State University for Student Support Services. The funding is part of the federal TRiO program and is designed to aid students with limited income in baccalaureate degree completion. The grants will provide mentoring, tutoring, academic advising and other resources to over 450 low income or first-generation students at GVSU. Two of the awards will focus on new initiatives serving students in the Science, Technology, Engineering, and Mathematics (STEM) fields or Health Sciences as well as students pursuing Teacher Education. The third award will allow GVSU to continue services currently provided under the traditional Student Support Services program. The Office of Sponsored Programs would like to commend the principal investigators for these three grants, Michael Messner, Marcus Wright, and Arnie Smith alexander, on the strong proposals they submitted and their commitment to student achievement.

DOI Small Grants Program Supports Partnerships From GRC July 27, 2015 The U.S. Fish and Wildlife Services’ Division of Bird Habitat Conservation is accepting applications for its Small Grants Program. This Department of Interior (DOI) matching-grants program focuses on projects that work towards accomplishing the goals of the North American Wetlands Conservation Act – which include encouraging partnerships to conserve North American wetland ecosystems for waterfowl, other migratory birds, fish, and wildlife. As a scaled-down version of the Standard Grants Program, the Small Grants Program uses fewer dollars for projects smaller in scope. Program guidelines require these projects to involve long-term protection, restoration, and/or enhancement of wetlands and associated uplands habitats for the benefit of all wetlands-associated migratory birds. According to DOI, approximately 1,440 partners in 665 projects received more than $37.2 million in grants that affected 300,000 acres of habitat between September 1996 and March 2014. NSF and NIH Partner on Biomedical Big Data From GRC July 13, 2015 Motivated by the surge in availability of health- and disease-related data from a wide range of scientific disciplines, National Science Foundation (NSF) is teaming up with National Institutes of Health (NIH) to co-sponsor new grants to build partnerships that will allow researchers to explore areas where quantitative, computational, and biomedical sciences meet. The initiative, Quantitative Approaches to Biomedical Big Data (QuBBD), was described by Michael Vogelius, Division Director of Division of Mathematical Sciences (DMS), in a recent Dear Colleague Letter. In the letter, he writes that new opportunities for the creation of personalized and preventative medical treatments will require “sophisticated mathematical, statistical, and computational methods that facilitate high-confidence predictions for individuals.” Vogelius explains that "these collaborations, cutting across multiple disciplines, have the potential to lead to new research directions and contribute to the enhancement of the mathematical sciences infrastructure. For the NSF contribution, DMS plans to foster inter- and multi-disciplinary, exploratory collaborations by encouraging the submission of unsolicited proposals for small one-year planning grants (typically less than $100,000 in total costs per grant). The unsolicited proposals must meet the requirements of NSF's Grant Proposal Guide and titles must begin with “QuBBD.” For more information and guidelines see the Dear Colleague Letter.

Funding Available and Changes to USDA’s Biorefinary and Bio based Product Program From Department of Agriculture July 16, 2015 Agriculture Secretary Tom Vilsack today announced that USDA is accepting applications for funding under a program that supports the production of advanced biofuels, renewable chemicals, and biobased product manufacturing. "This critical financing will enhance our efforts to build a robust, rural bio economy by helping to expand the availability of biobased products and to increase the number of commercial-scale bio refineries in the country," Vilsack said. "In addition to the available funding, I am proud to announce that USDA has significantly improved the bio refinery program to help create lasting job opportunities in rural America."USDA is making the funding available through the Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program. It was formerly known as the Bio refinery Assistance Program. The new program provides loan guarantees of up to $250 million to construct and retrofit commercial-scale bio refineries and to develop renewable chemicals and biobased product manufacturing facilities. Vilsack and USDA Rural Business-Cooperative Service Administrator Lillian Salerno today hosted a seminar at USDA headquarters to discuss changes to the program and the opportunities available to produce more biobased products. Two funding cycles are being held. Applications for round one are due October 1. Applications for the second round are due April 1, 2016. For information on how to apply, see page 38432 of the July 6, 2015 Federal Register.USDA has made significant improvements to the program. Bio refineries are now able to receive funding to produce more renewable chemicals and other biobased products in addition to advanced biofuels.USDA released a new report on June 17 that shows America's biobased industry is generating substantial economic activity and creating American jobs. According to the report, the U.S. biobased industry contributed four million jobs and nearly $370 billion to the American economy in 2013 alone. Today's funding announcement was made possible by the 2014 Farm Bill, which builds on historic economic gains in rural America over the past five years while achieving meaningful reform and billions of dollars in savings for taxpayers.

USDA Microsoft to Launch “Innovation Challenge� to Address Food Resiliency From U.S. White House July 24, 2015 The U.S. Department of Agriculture (USDA) is partnering with Microsoft to launch the "Innovation Challenge," a contest designed to explore how climate change will impact the United States' food system with the intent of achieving better food resiliency. The challenge invites entrants to develop and publish new applications and tools that can analyze multiple sources of information about the nation's food supply, including key USDA data sets that are now hosted on Microsoft Azure, Microsoft's cloud-computing platform. "For more than 100 years, USDA has compiled data from economic reports and farm production surveys, and more recently from satellite imagery and remote sensors that can provide information on the health of crops around the country," said Agriculture Secretary Tom Vilsack. "Through this partnership with Microsoft, we are now putting that data into the hands of people who can help us derive new insights to address factors that threaten our ability to feed a growing global population. This offers very exciting possibilities, and I look forward to seeing the new tools that contest participants develop." For the first time, key USDA datasets are being made available in the cloud where they can be accessed and blended with other data to give novel insights or used in new types of end-user applications. Combining these USDA data with cloud-computing resources allows even very high fidelity and complex models to be processed in a timely manner and enables results to be delivered to remote users on their laptops, tablets or mobile phones. The challenge offers $60,000 in prizes, including a top prize of $25,000, for applications that make use of the USDA data and provide actionable insights to farmers, agriculture businesses, scientists or consumers. In addition, Microsoft is granting cloud-computing awards to aid university researchers and students who wish to take part in the challenge. The deadline for entries is November 20, 2015, giving challenge participants three months to create their applications. Winners will be announced in December 2015.The increased prevalence and availability of data from satellite imagery, remote sensors, surveys and economic reports mean that we can analyze, model and predict an extremely diverse set of properties associated with our food production.

Applications might combine data from the USDA and other government sources, such as the National Oceanic and Atmospheric Administration (NOAA), the National Aeronautics and Space Administration (NASA) or the United States Geological Survey, and can be targeted at farmers, scientists, food producers, insurance companies or consumers. "I am looking forward to discovering what creative ideas the community comes up with through blending together USDA data, novel ways of exploring and analyzing data with access to large scale computing and data analysis in the form of Microsoft's Azure platform," said Dr. Daron Green, Deputy Managing Director of Microsoft Research. "Microsoft and the USDA seek to catalyze the creativity of others and hope that the challenge will provide a great incentive for developers and researchers interested in data science to put together some great applications helping address the USA's food resiliency needs." Microsoft will promote the challenge at the 2015 meeting of the Agricultural & Applied Economics Association

HHS Prepares for Public Health Crises with New Awards From GRC July 13, 2015 The U.S. Department of Health and Human Services (HHS) will award over $840 million in cooperative agreements to improve and sustain emergency preparedness of state and local public health and health care systems. The cooperative agreement funds are distributed through two federal preparedness programs: the Hospital Preparedness Program (HPP) and the Public Health Emergency Preparedness (PHEP) programs. Nationwide, HHS awarded a total of $228.5 million for HPP and $611 million for PHEP in fiscal year 2015. HHS seeks to use the new funding to provide states and communities with the support they need in times of emergency health crises (such as the recent Ebola or measles outbreaks) or natural disasters, including floods and hurricanes. State colleges and universities are always encouraged to work within their respective jurisdictions as partners on state cooperative agreements.

USDA Begins Accepting Applications from States For $100 Million Biofuel Partnership From United States Department of Agriculture June 22, 2015 Following an announcement by the U.S. Department of Agriculture (USDA) Secretary Tom Vilsack on May 29, 2015, the Commodity Credit Corporation (CCC) today announced that all 50 states, the Commonwealth of Puerto Rico and Washington, D.C. may now apply for up to $100 million in grants under the Biofuels Infrastructure Partnership (BIP). The funding is to support the infrastructure needed to make more renewable fuel options available to American consumers. The Farm Service Agency will administer BIP.USDA continues to aggressively pursue investments in American-grown renewable energy to create new markets for U.S. farmers and ranchers, help Americans save money on their energy bills, support America's clean energy economy, cut carbon pollution and reduce dependence on foreign oil and costly fossil fuels. A typical gas pump delivers fuel with 10 percent ethanol, which limits the amount of renewable energy most consumers can purchase at the pump. Through BIP, USDA will award competitive grants, matched by states, to expand the infrastructure for distribution of higher blends of renewable fuel. These competitive grants are available to assist states, the Commonwealth of Puerto Rico and Washington, D.C. with infrastructure funding. States that offer funding equal to or greater than that provided by the federal government will receive higher consideration for grant funds. States may work with private entities to enhance their offer. CCC funds must be used to pay a portion of the costs related to the installation of fuel pumps and related infrastructure dedicated to the distribution of higher ethanol blends, for example E15 and E85, at vehicle fueling locations. The matching contributions may be used for these items or for related costs such as additional infrastructure to support pumps, marketing, education, data collection, program evaluation and administrative costs.
