1. Success Story AWRI to Take Part in Muskegon River Restora on Project, from GVNow, November 20, 2012 Researchers at Grand Valley State University’s Annis Water Resources Ins tute have been awarded a grant for over $85,000 by the Muskegon River Watershed Assembly, as a subaward of a larger grant from the U.S. EPA, to help restore por ons of the Muskegon River. The subaward, which is part of the Great Lakes Restora on Ini a ve, will allow AWRI researchers to create stewardship plans for sensi ve areas included in a larger watershed restora on effort. The larger two‐year project will: Reforest more than 400 acres of riverbank land Restore 150 acres of streambank using na ve vegeta on Put 150 acres of revegetated land into conserva on ease‐ ments Develop 14 forest stewardship plans Implement proper erosion control in high‐priority sites The project is expected to prevent 100 tons of sediment, 1,000 pounds of phosphorus, and 6,000 pounds of nitrogen from reach‐ ing the Muskegon River, Muskegon Lake Area of Concern, and Lake Michigan each year. AWRI is responsible for the development of 10 of the 14 forest stewardship plans. John Koches, associate re‐ search scien st at AWRI will be the principal inves gator on the project and will be assisted by research asso‐ ciate Rod Denning and technical call‐in Be y Gajewski. 4. Grants Resource Center News NIH Revises Conflict of Interest Policy, from GrantWeek, December 3, 2012 On November 30, 2012, the Na onal Ins tutes of Health (NIH) released a revision of its conflict of interest (COI) policy, which will affect all applica ons submi ed on or a er January 25, 2013. The revision, based on an assessment by the NIH Office of Extramural Research, replaces the 2011 policy and establishes new re‐ quirements for the management of COI; appearance of COI; and prejudice, bias, and predisposi ons of peer reviewers. Applicants will see three specific changes to the policy: Addi on of new language to clarify the regulatory requirements concerning COI involving direct and indi‐ rect financial benefit Addi on of new language to clarify the regulatory requirements concerning COI involving reviewers who are salaried employees of the applicant ins tu on or inves gator, or are nego a ng employment with those en es Dele on of the sec on on management of COI for individuals in mul ‐component or mul ‐site applica‐ ons The new policy pertains to the review of all applica ons submi ed to NIH for compe ng research project grants and compe ng revisions of any complexity; program projects; resources, including but not limited to instrumenta on; center grants and coopera ve agreements; ins tu onal and individual Na onal Research Service Awards; and academic, clinical inves gator, and career development awards. It does not apply to the review of applica ons for NIH construc on grants or individuals serving on NIH na onal advisory councils or boards, boards of scien fic counselors, or program advisory commi ees. The GRC February conference agenda will include a session on the NIH COI policy changes. Opportuni es on the Rise in Solar Energy Fields, from GrantWeek, November 26, 2012 According to 2012 Na onal Solar Jobs Census, employment opportuni es in the fields of solar energy and technology are increasing six mes faster than the overall job market. This means that in 2012 alone, one out of every 230 new jobs was in the solar industry according to Dot Harris, director of the Office of Economic Impact and Diversity at the U.S. Department of Energy (DOE). A number of DOE funding opportuni es are designed to ensure that women and minority students are trained and able to par cipate fully in the solar energy job market. As part of DOE’s SunShot Program, the Minority University Research Associates ini a ve supports undergrad‐ uate and graduate research associates and faculty engaged in renewable energy research. Funded projects contribute to the development of cost‐compe ve, market‐applicable technologies to help achieve DOE goals. During the academic year, students conduct energy‐related research alongside their professors. At year’s end, selected students go on to par cipate in a summer internship at a DOE na onal laboratory. GRC member ins tu on the University of Texas – Pan American was one of just six ins tu ons whose under‐ graduate and graduate students par cipated in internships at DOE labs and research centers between 2010 and 2013. Compe ons are held every three years; the next round of compe on is expected in FY 14.

4. Grants Resource Center News, Cont. NIH Announces New Public Access Policy Tools, from GrantWeek, November 26, 2012 The Na onal Ins tutes of Health (NIH) has warned that, beginning in spring 2013, researchers who are not in compliance with the NIH public access policy will face delayed processing of their non‐compe ng con nua‐ on grant awards. Since 2008, compliance with the NIH public access policy has been a statutory require‐ ment and a term and condi on of all grant awards and coopera ve agreements. Awardees are required to submit final peer‐reviewed journal manuscripts, as soon as they are accepted for publica on, to the digital archive PubMed Central. The goal is that all research results arising from NIH‐funded projects will be accessi‐ ble to the public within 12 months of publica on. NIH has conducted a great deal of outreach to assist applicants with understanding the policy. In light of on‐ going non‐compliance issues, the agency has made changes to My NCBI. One update improves the workflow and communica on between project directors/principal inves gators (PDs/PIs) and other authors to answer the challenge of tracking all papers arising from NIH awards, even if the PD/PI is not the author.
NIDA and NIAAA Will Not Merge in FY 14 as Planned, from GrantWeek, November 19, 2012 Na onal Ins tutes of Health (NIH) director Francis Collins announced on November 16, 2012 that the agency plans “to pursue func onal integra on, rather than major structural reorganiza on, to advance substance use, abuse, and addic on‐related research.” This means the agency has decided to forego the establishment of the Na onal Ins tute of Substance Use and Addic on Disorders, based in part on NIH budget certain es. The Na onal Ins tute on Drug Abuse and the Na onal Ins tute on Alcohol Abuse and Alcoholism will there‐ fore remain dis nct, a possibility that seemed unlikely following the publica on of a November 2010 Scien‐ fic Management Review Board (SMRB) report recommending the merger that would have resulted in the new ins tute, which was intended to focus on substance use, abuse, and addic on‐related research. Collins says the “significant progress” the agency has made to integrate its exis ng resources over the last two years has already achieved some of the goals the new ins tute would have supported. Sally Rockey, NIH’s deputy director for extramural research, agrees with Collins. “We’re confident that we can achieve the SMRB recommenda ons with a func onal merger, thus the important science of these two ins tutes will con nue to flourish,” she says. Stakeholders are encouraged to submit formal feedback and to comment on issues like these on the “Rock Talk” blog.

Avon Offers Small Grants for Campus Violence Preven on, from GrantWeek, November 12, 2012 Through its m.powerment by mark Healthy Rela onships College Program, the Avon Founda on for Wom‐ en is offering 25 grants of $5,000 each for preven on and awareness programs to prevent da ng abuse, sex‐ ual assault, and stalking on college and university campuses. Applica ons are due by January 11, 2013. The one‐year awards will support these types of ac vi es: Campus‐wide outreach events, trainings, and workshops Train‐the trainer peer educa on programs to increase numbers of student ambassadors Awareness materials, including resource guides, website pages, posters, cards, and bu ons Video or print public service announcements or short films GRC encourages members to consider applying for small, non‐federal awards like these as either a comple‐ ment to exis ng funding or a strategy for building a successful track record in prepara on for larger and more complex violence preven on awards from federal agencies such as the U.S. Department of Jus ce and U.S. Department of Health and Human Services. Prior to submi ng a proposal, review “Guidelines for Pre‐ ven ng and Responding to Gender‐Based Violence in Higher Educa on,” a joint report by the Avon Founda‐ on and Futures without Violence, and an online submission tutorial. Fewer Mul ‐Year Grants Suggest Need to Diversify, from GrantWeek, November 5, 2012 The Na onal Commi ee for Responsive Philanthropy (NCRP) has issued a new report on the “State of Mul ‐ Year Funding” by private sector grantmakers. Although generally accepted as “essen al for nonprofits’ effec‐ veness, impact, and growth,” mul ‐year grants are on the decline. The report finds a drop of more than 20 percent from 2008 to 2009, and an addi onal dip in 2010. But the percentage of grantmakers awarding mul ‐year grants has remained fairly consistent, about one‐tenth of those surveyed, since 2004. Colleges and universi es seeking mul ‐year grants must provide evidence of alignment between the ins tu‐ on’s mid‐ and long‐term goals and the funder’s. As NCRP states, longer‐term funding can offer these signifi‐ cant win‐win benefits: The ability to respond to crises and opportuni es; Capacity building and leadership development poten al; The ability to maintain staff con nuity and organiza onal leadership; and The organiza onal capacity to overcome unforeseeable challenges and improve planning. A diverse por olio of support is the best way to hedge the chance that a central funding source pulls its sup‐ port and leaves a center, program, or ini a ve with no way to con nue, let alone grow.
