hen you join Olympia Master Builders you receive an immediate three-inone membership. This means the dues you pay to OMB also pays for your membership in the Building Association of Washington (BIAW) and the National Association of Home Builders (NAHB).

Mike Auderer PRESIDENT

I think this is pretty cool because all three Associations are fighting to keep housing affordable at the local, state and national levels through active government affairs and political action committees.

I think this is pretty cool because all three Associations are fighting to keep housing affordable at the local, state and national levels through active government affairs and political action committees. Each tier of membership also comes with some great added benefits. The first benefit that comes to my mind is the R.O.I.I.® Select Program offered through BIAW. This program has gone through some changes over the last few years and has come out healthier than ever. If you’re the owner of a construction related company, and you employ people, you need to look in to R.O.I.I.® Select! The whole idea behind the program is improving your work place safety. By getting help with workplace safety through R.O.I.I.® Select you can improve your experience factor, and in turn lower your L & I premiums, and boom…you may receive a refund! Nice huh! I love getting a check each year.

BIAW also has a health insurance program. This program was created for our local building associations. If you haven’t checked it out in a while I recommend shopping the program. One of the biggest benefits of this program is that members are pooling together for better buying power so you can get great rates from good insurance carriers. NAHB offers all kinds of benefits, one of them being access to discounts and savings with many different companies. They have everything from $500 towards the purchase or lease of a GM vehicle and up to $1,000 for fleet deliveries to discounts on advertising with Houzz. This list is long and growing and includes office supplies, insurance, rental cars, hotels, phone plans, etc.! So, along with the active government affairs programs at each tier of membership you have accessed by joining OMB, you have also gained access to some money saving programs as well! It’s like icing on the cake! If you are interested in hearing more I recommend you contact Amanda, OMB’s Membership Coordinator at amanda@omb.org, she can fill you in on more details and contact information!

EXECUTIVE OFFICER’S MESSAGE

ELECTION SEASON - IT'S MORE IMPORTANT THAN YOU MIGHT THINK! majority. Divided government and narrow partisan majorities have been good for the building industry in recent sessions, as our allies at BIAW have been able to kill several anti-business bills while seeing several pro-builder pieces of legislation passed and signed into law.

Troy Nichols EXECUTIVE OFFICER

Y

ou don’t have to try very hard this year to find something disagreeable about the 2016 presidential race. About the only thing we can all agree on is that we wish it could be over – yesterday! Believe me, after closely watching presidential elections for the past 25 years, I can honestly say that this year has been like no other. Donald Trump was able to secure the Republican Presidential Nomination without airing one single television commercial…he didn’t even hire a professional pollster until this May! And on the other side, it took Hillary Clinton until June of 2016 to vanquish a little-known Socialist US Senator from Vermont and secure the Democratic Presidential Nomination. No folks, this is not your father’s presidential election. If you’re already tired of all the noise and bluster and flat-out weirdness of this year’s presidential race, I have good news for you – there are MANY more races on the ballot this year. They’re very important, and, best of all, your involvement CAN make a difference in your community! Currently the Washington State Senate enjoys a narrow 26-23 pro-business and pro-builder majority (25 Republicans plus Senator Tim Sheldon (D-Potlatch). In the state House of Representatives, Democrats have just a slim 50-48 vote

FIRE IMPACT FEES LOOMING IN THURSTON COUNTY apply to all new development and are charged to home builders and developers to pay for roads, parks, schools, and other facilities necessary to adequately serve the needs of the growing population. Currently, the Thurston County Commission, along with the Yelm and Rainier city councils are proposing a fire impact fee on all new development to pay for new equipment and buildings to service the county’s growing rural population within the jurisdiction of the Southeast Thurston Fire Authority.

study found that in the Olympia Metropolitan Area, whenever you increase the cost of housing by $1000, you price 207 families out of the housing market. City governments shouldn’t be preventing families from purchasing homes with impact fees unless there is no other way to fund essential services.

Government Affairs

HIGHLIGHTS

Olympia Master Builders (OMB) is currently working on and/or monitoring many issues related to the building industry. To get more involved in the OMB Government Affairs Program, contact Joel Baxter at joel@omb.org or (360) 754-0912.

HERE ARE A FEW RECENT HIGHLIGHTS:

City of Lacey Low Impact Development Update – The Lacey Planning Commission voted to forward the city's Low Impact Development (LID) code update on to the Lacey City Council for adoption. LID is a storm water and land use management strategy that strives to preserve and mimic the natural hydrology of a site in project design. The proposed revisions aim to minimize new impervious surfaces, loss of trees and vegetation, and storm water runoff from new development. OMB was involved in a workgroup developing the update for these standards and are pleased with the city’s efforts to ensure the building industry is not negatively impacted by the proposed code revisions.

Thurston County Impact Fee Deferral – On August 23rd, the Thurston County Board of Commissioners voted unanimously to adopt an impact fee deferral process, allowing applicants to defer impact fees for the first twenty new singlefamily residences provided a ‘lien’ is recorded against the property at the owner’s expense, until final building inspection. Since impact fees can’t be financed, builders have commonly had to carry the financial burden of these fees through the duration of a project. The deferral process, allowing for these fees to be paid upon final inspection will help relieve that burden. OMB staff testified in favor of the adopting the deferral process.

Thurston-Countywide Fire Impact Fees – In August, the Yelm City Council and the Thurston County Board of Commissioners passed resolutions to adopt fire impact fees to fund capital investments needed by the Southeast Thurston Fire Authority. These capital investments, such as new fire trucks and equipment would help serve rural Thurston County’s growing community. The proposed impact fee would be assessed at $0.36/square foot of all new development. The city of Rainier will be the last municipality within the Southeast Thurston Fire Authority's jurisdiction and are expected to vote on the fee in September. OMB staff testified and spoke with the Rainier City Council in August, encouraging the city to reject the proposed fee. The three government entities will still need to establish an inter-local agreement before the Fire Impact Fee can be enacted. OMB will continue voice opposition to this fee and propose alternatives.

OMB VS. BIA of Clark County!

L

ast October BIA of Clark County challenged Olympia Master Builders (OMB) as part of the October Membership Drive to see who could bring in the most new members! The loser of the challenge had to wear something that represents the winning local at the BIAW meetings held in Olympia. The Membership Committee decided to bring their top recruiters together, crack open their contact list and make sure that defeat was not an option! OMB ended up winning the challenge against Clark County, took home the trophy, and watched Tracy Doriot the President of Clark County wear the OMB Hammer Mascot! With October right around the corner, Clark County decided they could not accept that loss and challenged OMB once again! The Membership Committee is calling everyone who would like to be a part of our next WIN against Clark County and win for OMB!

This October will be our big Membership Drive and the Membership team would like all the help they can get! What’s in it for you? Not only do you get to build your Association by bringing in members in your industry, but you get paid… that’s right PAID to recruit! For each new member you bring in you get cold hard cash that will be handed to you in front of fellow OMB members at the November GMM! Contact Amanda Cassman at amanda@omb.org to find out more details in our upcoming drive!
