I want to take a moment and give Becky Rieger a big thank you for her leadership over the past year. OMB is seeing membership growth which was something Becky was very passionate about! I also want to thank all of you for your commitment to housing affordability and providing an environment that businesses can thrive in.

He understands that the more members we have, the greater voice we will have on Government Affairs issues affecting Housing Affordability. Take a look at Chris’s column on page 4 to read more about his plans for 2024. OMB will continue to work hard to improve the business climate in which you all operate in. If you have interest in participating on the Government Affairs Committee reach out to Jessie Simmons at ga@omb.org. OMB is ready to work with anyone, regardless of political party, who is interested in bringing and keeping the cost of housing down. If you are a new contractor to OMB, you should be taking a look at the Return on Industrial Insurance Program (ROII) or if you haven’t taken a look in a while now’s a great time. ROII is Washington State’s largest, longest-operating Retro (Retrospective Rating) safety incentive program. The program goal is to eliminate injuries through workplace safety. Businesses that participate can earn an average refund of 38% on what was paid in premiums! I also share the same advice concerning the BIAW Health Insurance Program. It offers comprehensive and affordable health insurance coverage and stable rates. Contact Jenn at membership@omb.org today! 2024 Dues Deductibility: Per the Omnibus Budget Reconciliation Act of 1993, any portion of association dues attributable to that association's (and its affiliated associations') lobbying activities are not deductible as a necessary and ordinary cost of doing business. Dues payments to Olympia Master Builders are not deductible as charitable contributions for federal income tax purposes. However, dues payments may be deductible as ordinary and necessary business expense, subject to exclusion for lobbying activity. Because a portion of your dues is used for lobbying by NAHB, BIAW and OMB, 16% of the total dues ($545), or $89.49, is not deductible for income tax purposes.

MESSAGE FROM OUR BOARD PRESIDENT

CHRIS WINTERS 2024 OMB BOARD PRESIDENT

It is with great enthusiasm that I write to you as your 2024 President of the Olympia Master Builders. I want to express my deepest gratitude for the trust you have placed in me for this significant role; it is a genuine honor.

We all recognize the value of belonging to this exceptional group and the potential impact we could have with a larger membership.

As we set our sights on 2024, my primary focus will be on continuing Becky’s great work of expanding our membership.

If each member would introduce just two new potential members to OMB for staff to recruit and sign up, (and I believe you can) we will easily exceed 80 new members by the end of the first quarter, exponentially increasing our recruiting potential.

I firmly believe this is a mission we must undertake collectively. It's not just about increasing our numbers; it's about cultivating a dynamic community of builders, remodelers, and associates. A robust membership base not only amplifies our collective voice - it also enhances the wealth of knowledge and expertise within our community. Making our shared goals much more achievable. The Membership Committee has set an ambitious goal of adding 80 new members this year. While commendable, I believe we can surpass this target. My vision for 2024 is for us to bring in at least 200 new members! And with your support, I am confident we can do just that.

Each one of us knows individuals in the construction industry who could benefit from joining OMB, BIAW, and NAHB.

I am thrilled about the journey ahead and the opportunity to expand our Olympia Master Builders family. Let us work together to create a community that not only serves the current members but also attracts and welcomes new perspectives, ideas, and talents. The strength of our organization lies in its members, and together, we can transform Olympia Master Builders into a beacon that attracts all those who share our commitment to construction excellence. GOVERNMENT AFFAIRS 2024 Government Affairs: Where we have been and where we are going. One Big Thing Thurston County – Small steps have made huge progress in Thurston County. Throughout 2023 (and before), Thurston’s Community Planning and Economic Development (CPED) department has made moves geared toward modernizing their services. Director Joshua Cummings has received both criticism and praise for their efforts, but the truth is that homebuilders may see positive impacts as soon as mid2024. Some items that could facilitate process improvements that will save time and money are: • Implementation of the Timeline and Communication Matrix (2023). • Accela Permit Database and Customer Service technology (adding online permitting services in 2024). • Continuing expansion of virtual inspections (2024). • Clearing of significant backlog docket (end of 2023). One Big Thing Lewis County – This rural county is experiencing rapid growth. As affordability issues grip many counties up and down the Puget Sound, Lewis County is becoming more attractive. A significant amount of that growth is focused on the South Chehalis Urban Growth Area (UGA). That is why the county has put together a collaborative effort to ensure that they are prepared. The major governments of Chehalis, Centralia, Port of Chehalis, and Lewis County have formed the South Chehalis/UGA Design Project. The group is set to combine previously established tools, such as online permitting and boundary adjustments, with a vision for infrastructure and housing that will create an area that will include “desirable housing that people can afford, family-wage jobs, well-equipped schools, minimal traffic, ample parking, and walkable amenities." One Big Thing Mason County – As with many other counties, Mason County decided to move to an online portal for permitting in 2023. The success was almost immediately evident in the reduction of permitting timelines across the board. The county claims that permitting delays are down from 146 days a year ago to 46 days on average today. In 2024, Mason County expects to add more items to the list of accepted online permitting, and the current list is as follows: • Building Department • Mechanical / Plumbing, Re-roof, Demolition, Change in Tenant, and Solar Fire Department • Burn Permit, Fire Alarm Permit, Fire Sprinkler Permit and Fireworks Stand Planning Department • Address Request, Site Pre-Inspections, Cottage Industry Permit and Pre-Application Conference (required for commercial / subdivisions / multi-family) To access the online permitting portal, go to https://co-mason-wa. smartgovcommunity.com/Public/Home One Big Thing Grays Harbor County – Huge successes can be found in Grays Harbor for community development. The county has updated and streamlined their permitting services and moved to an online system back in mid-2023. Since the implementation of this system, the county has seen a massive decrease in delays and complications throughout the permitting process. The county claims that the average wait time for all permits is around 46 days, and that number is still decreasing. Counties like Grays Harbor often do not meet the minimum requirements for much of the new housing legislation passed last year and have the choice to basically run their own show when it comes to building and economic development. So, it is great to see that Grays Harbor is emphasizing clarity in process, and a mind for growth. The county expects to make more progress in 2024 by adjusting redundancies and complications in the comprehensive plan.

One Big Thing Pacific County – We do not often hear much from our friends in beautiful Pacific County, but there is certainly major work happening there. The most significant item that presented itself throughout 2023 was the periodic update for the Shoreline Master Program. Builders familiar with this periodic requirement in many counties understand the negative impact changes can have on the availability of buildable lands. Fortunately, stakeholders from the community were able to minimize significant changes to the program through their active participation in public comment and stakeholder meetings. And that means a minimum of additional impact on building in the county from items such as setbacks and wetland buffers. Olympia Master Builders will continue to monitor further comprehensive plan updates expected throughout 2024, but the future of homebuilding in Pacific County looks to be trending in a positive direction.


The Affordable Housing Council Wrap-Up 2023

One Big Thing Washington State Building Codes Council – The Building Industry Association of Washington (BIAW), Olympia Master Builders (OMB), and the many other local homebuilding associations across the state have fought extensively to minimize the impacts of the many changes within the building codes. We have had some wins and some losses, but we all understand that change is inevitable, and adaptability is key to success in business. Fortunately, the Washington State University is offering 2018 and 2021 WSEC Compliance Trainings in early 2021. As the March 15th implementation approaches, it will be an essential part of your business to make sure you are complying. WSU Extension training will begin in February 2024. 2024 Winter Board Meeting, Legislative Action Day and Hammer & Highballs Legislative Reception Registration Please register for the BIAW 2024 Winter Board Meeting, Legislative Action Day and Hammers and Highballs Legislative Reception. You MUST register to attend the legislative action day and reception. If you fail to pre-register, you won’t be able to participate in the legislative action day and you will not be allowed into the legislative reception. The legislative reception starts at 6:00pm, and buses will leave the Capitol to go to Nicole’s Bar for the Reception at around 5:00pm, so our members have a bit of a break between meetings at the Capitol and the reception. But the bar is walkable from the Capitol, if a legislative meeting is scheduled after 5:00pm.

2023 Elections – The 2023 election cycle proved to be a challenging one at the ballot box. Not only was turnout at an all-time low in nearly every county (37% statewide), but local jurisdictions saw a general shift to the left. This shift was extremely prevalent in Thurston County, where both the Port of Olympia and the county commission added two seats that were all won by the more progressive leaning candidates in the race. Historically, this type of shift has not proven well for the cost of housing. However, with a massive shift toward recognizing the housing crisis in Washington State on both sides of the political aisle, the impact of these local elections is something we will have to wait and see. It is important to remember the state legislature just came off a session dubbed “the year of housing,” and they are poised to do it again in 2024.

Local TAHC Endorsements The Affordable Housing Council (TAHC) of the Olympia Master Builders endorsed twelve candidates in 2023 in races from school board all the way up to county commission. Every race proved to be challenging, and most had an average margin of victory for the winner of about 1% to 2%. Though not all were successful, we want to recognize the sacrifice and hard work that it takes to run for office. Everyone who put themselves out there deserves respect for giving us your ideas, your time, and certainly your personal privacy. So, from The Affordable Housing Council (TAHC) of Olympia Master Builders we say thank you. Special congratulations are also in order for those who succeeded in their elections as well. TAHC would like to welcome Dontae Payne as the new Mayor of Olympia and Lenny Greenstein on his return to the Lacey City Council for another 4 years.
