2015 President OMB Meetings That Benefit My Business

I

am coming up on the half way mark of my Presidency and I am excited about where we’ve been and where we are going. We have several highly successful events under our belts already in 2015 and we still have several more to go, so hang on for the ride! I am always impressed with OMB events but speaking as a business owner, I was especially impressed with a couple of OMB activities that I have participated in over the last month: the Housing Summit and the Building Officials Quarterly meeting. At the end of March, I attended the Housing Summit and was blown away by the amount of excellent insight concerning our local housing market that was packed into one morning event. We started off with a legislative update, ended with a market update from Todd Britsch of Metrostudy, and had excellent community members speak on relevant panels in the middle. I gathered some great information on how the housing industry is doing throughout the Puget Sound area with a focus on Thurston County. You can read more about the Housing Summit on pages 8-9, but honestly, if you weren’t there you missed out on a gold mine of information. I recommend that you watch for next year’s date. OMB AWARDS FIVE SCHOLARSHIPS!

T

he Olympia Master Builders (OMB) scholarship program was established in 1991 and is funded by donations received throughout the year by OMB members and at OMB’s annual Auction during a special Fund-A-Need portion of the event.

In April, the OMB Scholarship Committee, which included Chair Debbi Boyd of Altman Insurance, Chris Terry of C.T. Building, Inc., Diane Altman of Altman Insurance, Janine Ezzell of Chicago Title Insurance Co., and Linda Mosier-Vaudt met to select this year’s scholarship award winners. The Committee reviewed 14 applicant packets and selected five winners. This year’s Ken Donohue $2,500 scholarship winner was Ethan Boughal who is currently attending Timberline High School and plans to attend George Fox University in the fall to study Business Administration. A $1,500 Collegiate Scholarship was awarded to Hunter Hohmann who attends North Mason High School and plans to study Construction Management at Central Washington University. Jonathan Wenman was awarded the $1,500

Vocational Scholarship. He attends Grays Harbor Community College and will continue on there with his studies of Carpentry. Jeremiah Mueller and Kaleb Sisson were each awarded a $500 scholarship. Jeremiah who is attending Elma High School and Grays Harbor College plans to continue his studies of Carpentry. Kaleb attends Napavine High School and plans to study carpentry at Bates Technical. In the past five years OMB has awarded 15 scholarships. Four were students in Lewis County, one from Mason County, five from Thurston County and five from Grays Harbor County. o far 2015 has been a fantastic year for OMB members and our association! First of all, it seems that so many of you are BUSY, and that’s a good thing! As our economy slowly emerges from the “Great Recession,” business is picking up for our builder members and associates. We’re noticing it here at the office, too – many of you can be very difficult to get ahold of sometimes. That’s okay; it’s a good problem to have! Your association has had some noteworthy successes so far in 2015, and here are a few of the highlights: The response to our re-vamped monthly general membership meetings has been tremendously positive. The new lunch meeting time, along with a consistent date (every third Thursday of the month), a consistent, centrally located venue (River’s Edge Restaurant in Tumwater), and compelling guest speakers have all contributed to strong attendance numbers, educational benefits, and good networking opportunities. Home Show Season is almost over, and by just about every measurement, 2015 has been a success! We tried out a new venue for the Lewis County Home Show

OMB’s BIG Home & Garden Show in April saw a 30 percent increase in attendance over last year, and virtually every vendor booth in Saint Martin’s University was filled. We’re hoping to continue this trend with the Grays Harbor Home & Garden Show in May. Clearly folks are motivated this spring to tackle home improvement projects, and that’s great news for our members!

Housing Summit Data SHOWS DECENT HOUSING INDUSTRY IMPROVEMENT On Wednesday, March 25th, the Olympia Master Builders, along with the Thurston County REALTORS®, successfully conducted their annual Housing Summit. The Summit is designed to provide a forum where builders, real estate agents, and business owners in Thurston County can engage their local elected officials regarding issues affecting their industries. The morning began with an update on the 2015 legislative session from Jan Himebaugh, Government Affairs Director for the Building Industry Association of Washington and Nathan Gorton, Government Affairs Director for the Washington REALTORS®. With the regular session nearly two-thirds of the way complete, lawmakers are turning their attention to the 2015-17 budget, with the House Democrats set to unveil their budget plan later this week. There are rumors that the plan may include a new tax on capital gains, as well as a new tax on carbon emissions, and both proposals could potentially have a negative impact on the housing industry. Next up was a panel discussion on “trends, reality, and sustainability of the Thurston County housing market.” OMB member and long-time remodeler John Erwin of John Erwin Remodeling, Inc. has seen an uptick in business over the last year and a half. Many builders took on remodeling jobs to survive the recession. They have, for the most part, gone back to building new homes so the number of companies relying on remodeling to stay afloat has somewhat returned to normal. Panelist Steve Garrett of Windermere RE Olympia, shared that Thurston 8 • Chalk Line

County has seen a 10.2 percent increase in the average home sale price and a 13 percent increase yearto-date in closed sales. Garrett also discussed the importance of good jobs within a community to support a stable housing market and economy. Phil Owen with the homeless advocacy non-profit group SideWalk shared that homelessness rates have dropped significantly in the last couple of years and he would attribute that to the focus in Thurston County on rapid rehousing. Owen shared that SideWalk housed 172 people from August 1, 2014 to January 31, 2015. The second panel discussion of the day, “the effects of regulations on the local housing market,” focused on regulatory barriers to business owners investing in their businesses as well as their communities. Heather Burgess of Phillips Burgess, PLLC and Diane Pust of Van Dorm Realty focused much of their comments on the listing of the Mazama pocket gopher as a federally-protected endangered species in Thurston County and the tremendous amount of uncertainty

it’s created in the building and real estate marketplace. Zach Kosturos of Prime Locations expressed a desire for certainty in land use permitting decisions, in contrast to the more subjective approach taken by some local governments in the area, thus discouraging development and investment. The keynote speaker was Todd Britsch, regional director of Metrostudy, a leading national provider of primary research and analysis on residential real estate development and newhome construction. Britsch focused on the existing housing market in Thurston County and the greater Puget Sound area. While the current market is relatively strong, he did foresee some significant challenges on the horizon, most notably the rise of the “Millennial” generation and, again, the listing of the pocket gopher. So-called “Millennials” are the second largest demographic in the United States, but their attitudes toward housing are not as conducive to home ownership as previous generations.


They are getting married and having children much later in life, and they tend to stay renters for much longer, all of which doesn’t bode well for the building industry. Regarding the pocket gopher, the primary purpose of the Growth Management Act is to produce in-fill in local jurisdictions and prevent sprawl in rural areas. Unfortunately, the federal listing of the gopher and the tremendous amount of gopher soils in Thurston County takes a significant portion of potential in-fill sites off the table for development. Still, single-family home prices grew over the last year, the percentage of closings are up, indicating a relatively healthy housing market. While builders and realtors are experiencing a demonstrable uptick in business, it is clear that the industry has yet to fully recover from the crippling recession in 2008 and faces several longterm challenges in the future. Events like the Housing Summit provide an excellent venue to air these concerns and share real-world insights with local elected officials.

Government Affairs Highlights Olympia Master Builders (OMB) is currently working on and/or monitoring many issues related to the building industry. Here are a few recent highlights:

City of Olympia Action Plan – The City of Olympia recently adopted its

updated Comprehensive Plan. Now the city is beginning the process of developing its “Action Plan,” a document that establishes priorities for carrying out the Comprehensive Plan, invites partners to collaborate, and measures progress. The updated Comprehensive Plan contains several provisions that are concerning to the builder community, including directives to preserve views downtown and expand Olympia’s architectural design review requirements. The Action Plan will presumably address these issues, along with other planning efforts regarding downtown development, the local economy, environmental protection, etc.

Mason County Comprehensive Plan and Development Regulations Update – Mason County is required, as a

community that plans under the Growth Management Act (GMA), to periodically conduct a review and potentially update their comprehensive plan and development regulations. According the County’s Scope of Work, they do not need or desire to completely overhaul the 2005 Plan. Their main emphasis is on updates and compliance. Mason County is required to finalize their process by June 2016. The Mason County Economic Development Council is currently working on draft language to submit to the County.

are considering adopting a new “Title 26” ordinance that would consolidate 11 separate land use and development enforcement code titles into one, standardize enforcement and penalty provisions, and add civil penalties to the list of possible enforcement measures for code violations in unincorporated areas of the County.

Local Students Awarded During the OMB Student Design/Build Contest

T

he BIG Home & Garden Show featured a Student Design/ Build Contest that awarded two students scholarships! The First Place student received $1,000 and the Second Place student received $500! These scholarships are awarded upon evidence of entry in one of the following collegiate programs: Architecture; Construction Technology; Structural Engineering or Civil Engineering. All of the student projects entered were on display during the BIG Home & Garden Show for public viewing! The Student Design/Build Contest entries consist of a presentation drawing and a full-dimensional scale model-¼” scale of the house design-of a single-family residence. Any student grades 10, 11 or 12 enrolled in design or drafting in public, parochial or private

schools in Thurston, Lewis or Mason County, WA are eligible for entry. The projects are made by students under the supervision of a CTE certified instructor. The projects are then judged by a panel of Olympia Master Builders members on these following criteria: • Meeting design requirements • Originality of ideas in plan and elevations • Logical use of materials on construction of model • Conformance with principles of good construction & architectural design • Quality of model presentation and draftsmanship • Accuracy of construction details / wall section
