lympia has had an antigrowth reputation for quite some time, so if you haven’t visited lately you need to head on down and check it out! Things are happening! I am excited to stroll around and hear the sounds of active construction happening! There are all kinds of projects in different development stages and I am all for it!

One of the other things that has got me smiling is the new market rate housing at 123-4th Avenue! Talk about an exciting project! I am just enjoying watching this it happen. This project is well on the way and they are hoping to have tenants start moving

friendly options, and it is going to look awesome! There will be new restaurants and the sidewalk is being widened for outdoor seating. I am going to be one of the first people taking advantage of that option! The same developer that completed the Thurston First Bank location and Three Magnets Brewing Co. is in the process of developing even more market rate housing near Three Magnets Brewing Co. in downtown with work starting in August. The 321 Lofts are going to add more choices for people choosing to live, work and play in downtown Olympia!

ou’ve heard the mantra before: Your OMB membership is only as good as what you put into it. If you don’t participate, you won’t make important connections, educate yourself, and grow your business. Many members receive a direct benefit from their OMB membership by participating in programs like ROII (members received an average 39% return on their premiums this year!), the BIAW Health Insurance Program or OMB Health Choice, and our long list of education and certification classes. But what about the other meetings OMB conducts for its members? Are they worth your time and effort? I can honestly answer that question with a resounding YES! Fortunately, we have put together a series of activities that are well worth your time, can increase your influence in the community, and bring value to your business’s bottom line! Builders and Developers are Encouraged to Apply for 2015 Permits Immediately! Quick and Dirty Information: •

After an in-office review if there are no mapped gophers, gopher soils or if any exclutions apply you will proceed with the regular permitting process.

Properties found to be in or near gopher areas during the in-office review will have an on-property assessment.

If the United States Fish and Wildlife Service determine that no more site visits are needed you will proceed with regular permit process.

If the on-property assessment finds gopher soils, food sources, etc. site visits will begin.

Soil type determines number of visits.

If there are gophers you will work directly with the United States Fish and Wildlife or wait until the County’s Habitat Conservation Plan is finished.

If there are no gophers you will proceed through the regular County permit process.

Site visits will take place from June through October.

In mid-June Thurston County announced implementation of a U.S. Fish & Wildlife Service (USFWS)-approved Gopher Review Process for 2015 building permits. The County is strongly encouraging builders and landowners planning to build in gopher soils in Thurston County between now and October of 2016 to apply for permits by Friday, July 31, 2015. This will hopefully allow county staff the necessary time to schedule and complete the required steps before the end of October when screenings stop due to gopher hibernation. After a permit application is submitted, County staff will cross check with the Geo Data soil map and look for other exempting factors to decide whether the permit will need to move through the gopher review process. However, if the property contains gopher soils according to the Thurston County Geo Data (see map on the next page), or is within 300 feet of gopher soils, it will need a gopher screening. According to Andrew Deffobis, Associate Planner with the Resource Stewardship Department, if the soils are not right, food sources are not available and there is no gopher evidence, one visit may be all that is needed to move the permit application through the normal County permitting process. Although Thurston County and USFWS expect the majority of applicants to require only one or two site visits, some applicants will need up to five visits under the County’s interim process. A few determining factors are gopher-friendly soil type and food sources, and additional site visits will also be required if the site is within 600 feet of a known gopher location. Each of the last three visits must be 30 days apart, and depending on County staff availability and the number of applicants, there is some risk that the County will not have adequate time to conduct the required visits prior to October 31 if applications are submitted later in the summer or a large number of applications are received. At this point, the screening process is paid for through USFWS so this particular process is not costing additional funds outside of the regular building permit fees. For a $177 administration fee a property owner or builder can have a gopher screening completed without submitting a permit application. The screen team consists of a Thurston County employee, a USFWS


Employee and a State Fish & Wildlife employee. Occasionally a soil specialist will join the team. Dozens of applications are already going through the screening process. Deffobis said the gopher screening team is out on site visits three days a week and they are completing six to seven visits a day. Applicants who receive their permits later in the season should also be aware that the approval is only good until October 31, 2016, and will want to plan accordingly for construction and operations. USFWS may also conduct some additional site reviews of properties with vested permits which were approved prior to the federal listing of the gopher. According to Thurston County’s Director of Resource Stewardship,

Scott Clark, “Now that the county has a process in place for 2015, we believe this will help developers get financing. Banks have been reluctant to finance major construction projects in Thurston County without it.” Last year, about 10 percent of the applicants did not receive a “good to go” letter after the site visits. Those applicants were encouraged to apply for individual Habitat Conservation Plans (HCP) or wait for the County to complete its HCP. Development of an HCP can be time consuming, expensive, and uncertain, and there are currently no approved (or draft) HCPs publicly available to aid a property owner in determining whether this is a viable option for their project. If the County is able to

complete the HCP on its anticipated timeline, its HCP will be approved in the fall of 2016. This could result in a third year of delay for those applicants. Property owners are encouraged to participate in the public process for the HCP development to ensure that the County is aware of the practical impacts. The HCP is anticipated to be released later this summer. Government Affairs Highlights Olympia Master Builders (OMB) is currently working on and/or monitoring many issues related to the building industry. Here are a few recent highlights:

City of Shelton Fee Increases – On Monday, June 8, the Shelton City

reviewing its development codes and identifying changes that will promote LID approaches in new construction. This review is a requirement of the County’s municipal stormwater permit. All local governments in Washington State are required to adopt LID standards by the end of 2016.

OMB staff testified against the large fee increase and also spoke against the abbreviated process surrounding them. A request was made to the Commissioners to take more time to research and discuss the fee increases. Due to the effort of OMB and others, the Commissioners made a decision NOT to move the fee increases on to the consent calendar the following week for a vote. OMB staff has since provided additional information to the Commissioners, including information pertaining to the positive economic impact of home building on a community. OMB will continue to monitor this process.

OMB staff has been appointed to the Community LID Workgroup made up of community members with varying interests and backgrounds. The LID Workgroup will be providing feedback concerning potential policy changes. This process is focusing on rural lands and the unincorporated growth areas around Grand Mound and surrounding Rainier, Tenino and Yelm. The feedback from the LID Workgroup will be provided to the Thurston County Planning Commission and the Board of County Commissioners in 2016.

Thurston County Gopher Review Process – Thurston County

Commissioners have endorsed a US Fish & Wildlife Serviceapproved interim plan for issuing building permits in areas containing Mazama Pocket Gopher soil habitat. Without an interim plan, county staff stated that they would likely not be able to issue building permits in gopher soils until the Habitat Conservation Plan is completed, which is optimistically scheduled for the Fall of 2016.

Shoreline Master Program Update – The Lewis

County Coalition (Lewis County, Chehalis, Centralia, Morton and Winlock) is currently in the process of updating their Shoreline Master Program (SMP). OMB staff is participating in the process as an appointee to the Citizen’s Advisory Commission (CAC). The CAC is conducting a chapter-bychapter review of the new draft SMP and will conclude its work this fall.

Because gopher soils cover so much of unincorporated Thurston County, having this plan in place at least provides an opportunity for builders to proceed with some projects during the current building cycle. Unfortunately, the interim plan requires a staff review and at least two site visits, and if gophers are found on the property, moving forward may be nearly impossible. Governor Inslee Signs Bill to Support Small, Mid-Size Homebuilders

T

he Building Industry Association of Washington (BIAW) is proud to announce that Senate Bill 5923 was signed by Governor Inslee on Monday, May 11, 2015. The new law requires local governments to defer collection of impact fees either until the time of closing, final inspection or certificate of occupancy. The bill covers the first 20 residential building permits, per builder, per jurisdiction. Since the recession, impact fees have been primarily financed by builders due to stricter requirements for new construction loans. This can result in substantial upfront costs, especially for small and mid-size builders. The signed bill allows for options to pay impact fees when home construction is near completion rather than before the home is built. “The new law will significantly help homebuilders to keep costs down and will continue to improve housing starts, create jobs and generate stable property tax revenues,” said Art Castle, Executive Vice President of BIAW.

Friday, July 17 from 10 am to 3 pm Olympia Master Builders Office The Blood Drive and BBQ portion of the day goes from 11 am to 2 pm with the Garage Sale extending an hour before and after. If you are receiving a Return on Industrial Insurance Select program check you can pick it up any time on Friday, July 17! Proceeds from the Remodelers Garage Sale will be donated to a local charity. The charity will be chosen by OMB’s Remodelers Council. You can drop off clean items for the garage sale from July 15 through July 16 between the hours of 8:00 am and 4:00 pm. The OMB Tour of Homes is a valuable event giving the community a chance to see some of the newest trends in the industry! A Tour guide insert will be available in the August 13th issue of The Olympian, and at all Olympia Federal Savings branches. The guide will include a map of all the homes, plus details about each builder and their project, as well as driving directions. Three impartial Tour of Homes™ Judges will visit all homes on opening day and determine winners in several categories! The public will also get the chance to vote on their favorite in each of the categories. And mark your calendars for October 6th, when we will be awarding the winners! This event is open to the public, and will be held at the Washington Performing Arts Center in downtown Olympia.
