M
y membership with Olympia Master Builders (OMB) is one of the best tools I have in my tool belt as an owner of a construction company. Through OMB, I have developed healthy relationships with some of my biggest competitors in the industry. Obviously I am not going to name them. Come on. They’re still my competition! But I regularly pick up the phone and say, “this is what I am dealing with. How would you handle it?” I have gotten great business advice over the years, and I credit this advice with much of the success I have seen in my business, which I can directly attribute to my OMB membership. I want other builders, remodelers and business owners to be able to find the true community with OMB that I have found. This is one of the reasons I stepped up to serve as President this year. For those of you that don’t know me that well, I am a pretty open guy. I dropped out of high school

but later on I put in the work to earn my GED. I had a successful career in the military. I went to college at 33 years of age and earned a degree while working full time.

My ability to keep things in perspective is going to help me stay focused on what is important for the Association and ignore background noise and distractions. OMB has so much to offer: education classes, money savings programs (like ROII Select and our health insurance programs), networking opportunities, mentoring – the list goes on and on. In 2015 I want to reenergize the organization and make what we have better. I also want to increase
I care about my business, my industry, and OMB. As an organization we need to continually focus on the big picture – which is creating a local, state and national environment where businesses can thrive. And finally, we need to provide a place where members can truly support each other. I am big on candor. If you have any ideas or suggestions, I want to hear them. I have a suggestion box at the OMB office that I will check regularly – PLEASE USE IT!

The New Year brings new leadership, a renewed focus on government affairs, and new and exciting events and benefits to OMB, and we’re all committed to making 2015 one of the most successful years we’ve had to date! Please take a moment to read our incoming OMB President Mike Auderer’s column in this issue of Chalk Line. Because he attributes a good deal of his business’s success to his participation in OMB, I believe he will make an excellent ambassador for the Association. His goal of increasing member participation and making our valuable programs and benefits even better is one that I wholeheartedly share. The Builder of the Year Award recognizes the most outstanding builder member for their dedication and contributions in furthering the cause of the Association and our industry during the past year. The Associate of the Year Award recognizes the most outstanding associate member for their dedication and contributions in furthering the cause of the Association during the past year. The Remodeler of the Year Award recognizes the Remodeler who makes the most significant contribution to the Remodelers’ Council and the Association during the past year. The Norm Paulson Award is given to the member who best meets the criteria of leadership in the industry, participation in community affairs and high standards of professional ethics. The President’s Award is given by the President, at their sole discretion to one or more members for their continuous service to the Association. The Statesman of the Year is awarded to the elected official in our territory who has done the most for affordable housing for the year. Each year, the Associates’ Council awards the Golden Hammer Award to the builder member who best exemplified the ethics and standards of the Olympia Master Builders during the year. The Golden Hammer Award goes to the member who is extremely dedicated to the Association. The Top Recruiter of the Year is given to the member who recruits the highest number of new members during the year. In 1999, the Board of Directors established a Hall of Fame Award for members of the Olympia Master Builders. Limited to only one inductee per year, persons selected must demonstrate outstanding service to the Association, to the industry and to the community.

The Latest Government Affairs Highlights Olympia Master Builders (OMB) is currently working on and/or monitoring many issues related to the building industry. Here are a few recent highlights:
City of Olympia Comprehensive Plan Update – The Olympia City
Council adopted a new Comprehensive Plan in December. OMB submitted comments for each of the two public hearings, urging the council to allow greater flexibility in the market by removing overly-specific and burdensome requirements from the plan. After the second hearing, Mayor Stephen Buxbaum spoke at length in a council work session cautioning his fellow council members against stifling innovation and creativity by being too prescriptive and placing too many mandates in the Comprehensive Plan. Unfortunately, the council made no changes, and a form of the word “require” still appears nearly 150 times throughout the Comprehensive Plan. A particularly frustrating example of the council’s inflexibility on this issue is the plan’s requirement of alleys in all new developments “where feasible and practical.” Councilmember Cheryl Selby made a strong, reasoned pitch for removing the requirement, arguing that property owners should have a choice. The council, however, voted 4-3 to keep the alley requirement in the plan, based almost solely on a personal dislike of garages on the front of houses. To make matters worse, the council will now have to work out a set of feasibility criteria that will lay out exactly when, in their estimation, an alley is “feasible and practical.” It goes without saying that landowners, builders, developers, and homebuyers are much better at deciding what is feasible, practical, and marketable.
Impact Fee Deferral Program – The council approved an impact fee deferral program in December. The program allows for an application process to delay payment of impact fees until the final inspection. OMB sat at the table with the city council’s finance committee earlier in the year to explain the benefits of being able to delay impact fee payments. The program is essentially identical to one that was in place in Olympia from 2009 to 2011.
county to draft a new form of county government, which will then be voted on by the voters in the county. Current proposals include electing five part-time commissioners by district, and creating a new elected County Executive position with veto power. Citizens would also be given initiative and referendum powers. OMB is evaluating the pros and cons of the proposal, and will stay on top of it as it evolves with time.
Lewis County Shoreline Master Program (SMP) Update – OMB
participated on the Lewis County SMP Citizens Advisory Committee last year. The consultant team hired to write the new SMP understands the Lewis County demographic and has not tried to write overly broad and intrusive policies into the document. The new SMP, which will also cover—with applicable local policies—the cities of Centralia, Chehalis, Morton, and Winlock, contains reasonable environmental designations and associated buffers, and tries to minimize encroachment on private property rights to the extent that the Department of Ecology will allow. The SMP update is on track for local adoption later this year.
Fully Contained Community Impact Fees – OMB
met with Lewis County officials in September to work out the details of the county’s plan to allow the Birchfield Fully Contained Community (FCC) to move forward. Under state law, the county is required to impose impact fees in order to approve a FCC. Several years ago, OMB successfully lobbied the county to avoid imposing impact fees throughout the county, and the county has instead worked out a plan to limit the impact fees to the FCC itself. OMB has examined the draft ordinance, and was given the opportunity to clarify language in the ordinance relating to the collection of school impact fees. OMB is grateful to Lewis County staff for their hard work and collaborative efforts on this issue, and for their willingness to address OMB’s concerns. The county commissioners hope to consider the ordinance before the end of the year.
Thurston County Home Rule Charter – There is another movement
afoot to create a home rule charter for Thurston County. Authorized by state law, a home rule charter allows county citizens to alter the structure of their county government. The group organizing the effort is called Better Thurston, and you can view their proposal at www.betterthurston.org. The basic process involves electing freeholders from each district in the 10 • Chalk Line

his should be an active year in government affairs. We will see some carryover of issues from last year—like the immortal gopher issue and Shoreline Master Program updates in at least four of our five counties—and new issues will come up that will require a substantial amount of attention from staff and members. We already know what a couple of those issues will be. First, a new set of Low Impact Development (LID) standards from the Department of Ecology means that jurisdictions will be revising codes to make LID the “preferred and commonlyused approach to site development”. In Olympia, the process, which has already begun with the formation of a technical advisory committee and behind-thescenes staff work, is scheduled to run all year and conclude with the adoption of new regulations by the end of 2015. OMB members sit on the technical advisory committee, and OMB will be involved at every step. The City of Lacey will also begin working on LID updates, and expects to have the new regulations in place by the end of 2016. Also in Olympia, the adoption of the Comprehensive Plan update brings a new phase to the process, the formation of an Action Plan. The Action Plan implements the goals and policies of the Comprehensive Plan. The problem, though, is that by using the word “require” so many times (over 150 at last count) the Comprehensive Plan
leaves very little room to get creative or flexible in the Action Plan phase. City staff explained to the council last year that when they see the word “require” they draw up a new regulation. Words like “support” and “encourage,” they said, allow for more creativity, innovation, and flexibility for both policy makers and citizens. Various stakeholder groups will work on the Action Plan, and OMB will participate, and mitigate the effects of the Comprehensive Plan’s mandates where possible. Other issues will certainly pop up throughout the year, and as always, OMB will be right there as they do. On top of policy issues, new personnel in a handful of jurisdictions will make their mark in 2015.

Getting involved on a committee at OMB is a great way to network, give input, and be recognized. All OMB members are welcome to participate on a committee. You are also welcome to assign a staff person to a committee!
Government Affairs Committee Chair: Ron Deering, Deering & Nelson, Inc. Meets the second Wednesday each month at 3:00 pm Mission: Oversee and coordinate the government affairs activities and programs of the association in order to execute its public policy goals and objectives.

The Built Green® Committee promotes the Built Green® certification program and program philosophies through community involvement. Bylaws Committee Chair: John McKinlay, Olympia Overhead Doors Meetings are called as needed Mission: Review OMB’s Bylaws at least once every two years to identify needed changes and address any other bylaws related issues that may be referred to the committee. Nominating Committee Chair: John McKinlay, Olympia Overhead Doors Meetings are called as needed Mission: Organize and supervise the election of the Association’s officers and directors, interview candidates for election and provide recommendations on qualified candidates to the general membership. Remodelers Council ($85 yearly fee) Chair: Steve Smith, Kenyon Remodeling Meets the third Tuesday each month at TBA Mission: Promote the remodeling industry by offering its members information, education, networking opportunities for the exchange of ideas, and recognition programs for quality craftsmanship. The council advocates professionalism, business and technical excellence, community involvement, and the opportunity to assist in providing safe, affordable housing through preservation and improvement of existing housing. The Affordable Housing Council ($125 or $85 if you’ve already paid your $40 voluntary contribution) Chair: Mark Shaffer, Mark Shaffer Meetings are called as needed Mission: TAHC is the political action committee for the Olympia Master Builders. It provides financial support to political candidates who understand and support the issues of the building industry.
