PRESIDENT JOHN MCKINLAY

AI am humbled and honored for the opportunity to serve in the role of OMB President once again, for 2022. I love this Association and as a 4th generation contractor, this industry is more than a job or career; it is an integral part of my life. We are fortunate to have an outstanding staff that continues to stay on top of challenges as it relates to our mission of affordable housing and provides meaningful educational programs and events.

I would like to thank our 2020-2021 President John Erwin for his leadership and mentorship during his term. There is a lot that goes on behind the scenes at OMB and I can assure you that John worked extremely hard on OMB’s behalf and for that I am grateful.

As we embark upon 2022, we continue to be challenged with fallout from Covid in both our professional and personal lives. I am optimistic as I believe this will be the year when we start to see a positive shift and a return to normalor a new normal. We have planned for 2022 to be a more traditional year. We

are bringing back a few evening GMM’s and will once again see the Big Home and Garden Show in April. I am hopeful everyone will feel safe and comfortable getting back out and socializing again. Of course, we will be taking precautions and following the guidelines to keep everyone as safe as possible.

I look forward to seeing you all at one of the many OMB’s activities and events this year. It is my hope that I can encourage you to get more involved so you can experience what so many others already have found. If you are already participating, I applaud you and I look forward to taking with you to see what we can do collectively to make 2022 a great year.

2021 Dues Deductibility:

Per the Omnibus Budget Reconciliation Act of 1993, any portion of association dues attributable to that association’s (and its affiliated associations’) lobbying activities are not deductible as a necessary and ordinary cost of doing business. Accordingly, the following portions of your dues payment are not considered deductible: $35.98 of the Olympia Master Builders dues amount you are paying, plus $16.20 of the amount we pay on your behalf to the Building Industry Association of Washington (BIAW) and $35.64 of the amount we pay on your behalf to the National Association of Home Builders (NAHB). This is 16% of your total dues. In addition, if you elect to make the voluntary PAC (Political Action Committee) contribution, it is not deductible.

Membership Matters in 2022

s we enter 2022, the home building industry continues to adapt and change with regulations, supply chain issues, rising costs and housing challenges. As OMB has testified to on many occasions, restrictive land use policies and associated costs at both the state and local level has led to a lack of housing across Washington State. OMB, along with BIAW, will continue to tackle this issue.

As you will see in the Government Affairs Year in Review, OMB continues to work with local jurisdictions to improve the permit process and timeline. I encourage you all to get involved with the Government Affairs Committee. The committee meets monthly to review and give feedback on local issues affecting the industry.

At the end of 2021 the Building Association of Washington (BIAW) was, amongst many other things, hard at work making sure the industry is fairly represented on the State Building Code Council (SBCC).

According to the December 6th, BIAW Hammer and Nail Edition, Washington state law reserves one of the two general contracting positions on the SBCC for residential construction and another for commercial construction. It also requires the Governor to appoint only people who have been nominated by “trade associations representing the industry, unless no names

are put forth by the trade associations.” This requirement ensures that groups affected by the code have a role in changes made to the code and the timing of their implementation.

In 2021 the Governor chose not to select any of the individuals on the list submitted by BIAW and appointed someone different. BIAW had filed suit and had a favorable hearing on December 10th.

The National Association of Home Builders (NAHB) tackled lumber pricing and tariffs and is continuing to put effort into supply chain issues. Plastics, glues and resins are expected to be the next shortage affecting our industry and NAHB will be there advocating for change. NAHB also awarded the Spokane HBA $10,000 in legal action funds. These funds are to counter a natural gas ban the City of Spokane was pushing.

These types of issues drastically affect how you do business! Your three-in-one OMB membership (local, state and national) and participation in your Association make it possible for OMB, BIAW and NAHB to continue this type of work. 2021 Year In Review

THURSTON COUNTY

Thurston County Home Fund

On November 23rd Thurston County Commissioners voted to add a 0.1 percent sales tax everywhere in Thurston county, except for Olympia. These funds will be earmarked for affordable housing.

On September 1st Thurston County launched their new permit review timeline, building permits and applications turned into the building department now follow formal process. https:// www.co.thurston.wa.us/permitting/apps-forms/ apps-home.html

Thurston County Shoreline Master Program

The Shoreline Master Program public comment period is now closed. The current SMP code was adopted in 1990. An update to the code is now underway. https://www.thurstoncountywa. gov/planning/Pages/shorelines-update-openhouse.aspx

Pocket Gopher Habitat Conversation Plan

The HCP Draft Environmental Impact Statement (EIS) was released on Friday, September 24th. A 45-day public comment period opens with the publication in the Federal Register of a draft Environmental Impact Statement about the County’s Habitat Conservation Plan. The EIS was jointly prepared and released by the County and federal regulators at U.S. Fish and Wildlife Service. Federal approval of the County’s habitat plan will return permitting fully to the County. This means most permit applicants with gophers, or other federally-protected species can get answers year-round. You will also be able to apply for permits year round, no waiting for gopher inspections.

Mason County Permit Time Improvement

Over the past year, The Mason County Chapter of OMB has been working with local elected officials and local building officials in order to improve permit times. On April 1st, 2021 OMB Mason county Chapter, along with the Heidi

McCutcheon from the Mason County Chamber of Commerce and Kell Rowen the Mason County Community Development Coordinator, all sat down for a virtual meeting to work out the backlog.

OMB is thankful to work with such an active Chamber of Commerce. This is one of the many ongoing issues OMB is currently working on for our members. We would like to thank Kell and her team at the Mason County Permit office for continuing to work on this process.

The Mason County Chapter of OMB has continued its monthly meetings with Mason County Staff. County staff reported that they have almost cleared the back log of permits in the county and are looking at a six-week turnaround for building permits.

CITY OF OLYMPIA West Bay Yards Development Agreement

On March 30th, 2021, the Olympia City council voted 6 to 1 in favor of the West Bay Yards Development Agreement. A project-level SEPA environmental review will be conducted by the City for the project application.

CITY OF LACEY

The City of Lacey’s Tree Task force will be recommending to the Lacey City Council a change to the city’s Urban Forestry Plan. This change will require a citizen to call the City’s arborist and schedule an appointment if they plan to remove any trees from their property. This will be paid for by the City of Lacey and its taxpayers.

Lead Paint Inspections and Potential Fines are on Their Way

The EPA is currently in Eastern Washington doing inspections and giving out fines on job sites for crews that are not following the EPA’s lead-based paint removal standards. Western Washington will soon follow Eastern Washington. The purpose of the U.S. Environmental Protection Agency’s Lead Renovation, Repair and Painting (RRP) program is to minimize exposure from lead-based paint dust during renovation, repair, or painting activities. The RRP program requires anyone who is paid to perform renovation, repair and painting work that disturbs lead-based paint in homes and apartments (built before 1978) to be certified by a recognized EPA/Washington Department of Commerce accredited training program. Becoming a Certified Renovation Contractor requires taking a one-day training course that educates contractors on the best practices of handling lead-based paint. The course includes a short application to the EPA to become officially certified. Certified Renovation Contractors are then responsible for providing on-the-job training in lead-safe work practices to their staffs. EPA certification for both firms and individuals is good for five years. The Lead class must still be done in person and The Building Industry Association of Washington has trainings coming up. Lewis County Holds a Housing Policy Summit

On Thursday December 2nd elected officials, public employees, citizens and builders represented by the Lewis County Chapter President John Johnson, convened in order to discuss the growing housing crisis in Lewis County. The County wants to work with developers and builders to encourage thoughful development in Lewis County.

Fire Sprinklers in Chehalis

The Lewis County Chapter of OMB, worked hard to prevent an ordinance in the city of Chehalis that would require fire sprinklers in single family homes, and duplexes within city limits. This will save upwards of $7,000 on the cost of new construction.
